Draft Green Infrastructure Plan
Helen Turton, Environment and Regeneration Green Infrastructure Department, April 2021

Introduction | Approach
Introduction
Derry City & Strabane District Council have agreed on behalf of the Department for
Communities to facilitate a stakeholder engagement on the development of the lands at
Clooney. The engagement process and key findings are outlined below.
Engagement Process
• Stage 1:
Stakeholder Group briefing on the 15th September 2020 in St Columbs Park House – a
long list of 27 participants/organisation were invited to attend. 17 people participated.
• Stage 2:
Face-to-Face/Zoom following up meetings with 8 Stakeholders/participant organisations
to gain insights into their requirements
• Stage 3:
Testing the draft plans with a 19 stakeholder groups, other Council Departments and
Planning Service to determine if the concept designs are moving in the right direction.
• Stage 4:
28 participants attended a presentation of the proposals on the 24th April 2021. Various
scenarios were presented for the DfC land, the preferred option was agreed and the wider
plan endorsed subject to a few minor amendments.
• Stage 5:
8 week public consultation period to be convened subject to plans being endorsed at
May’s E&R committee.
What are the emerging plans?
• Greater greenway connectivity throughout the site – linking neighbourhoods
and facilities together i.e. the Cricket Clubs.
• Greenway links to Limavady Road, St Columbs Park and Kilfennan Valley Park
needed.
• Sports Development, need to be balanced in size, scale, demand against other
competing community uses for space - connectivity and community pitches.
Access to facilities raised – displacement / enhancement of facilities for
existing users.
• Safe-guarding space for future community developments at Heron Way such
as pitches and possible community facilities.
• Allotments – perhaps a community managed interest on the site at Lapwing
way
• Housing Need – acknowledge Waterside need - not unanimously supported
here. Competing for recreation space.
• Glendermott Cricket Club Enhancements with nets, railing, car-parking and
extended outfield space.
• Radius Housing to become part of the community – linkages into the Roulston
Avenue / Bond Street Play Area improved
