UPDATES: Traffic, Flooding, & the Future
In November of 2020, the first project included in the City’s bond program was completed. The project added an eastbound right
turn lane at the intersection of League City Parkway and Hobbs Road to alleviate congestion in front of Bauerschlag Elementary.
Inside League City’s Infrastructure Transformation
It’s been two years since the 2019 General Obligation Bond was approved by voters, greenlighting the funding of dozens of important
traffic and drainage projects. Along with those 31 bond projects, there have been other significant traffic and drainage improvements in
the works. With more than 40 projects in various stages of development, League City is undergoing a much-needed infrastructure
transformation that will help alleviate current issues and accommodate our city’s explosive growth and support its future needs.

Bottom left: In order to make room for construction and provide an outlet for drainage, a home
in the Oaks of Clear Creek neighborhood was bought out and demolished in April. Work will
begin this summer on local drainage improvements and the construction of a detention pond.

The City’s goal is to have all of the 2019 traffic and mobility General Obligation Bond projects substantially
completed by 2024. Progress is ramping up this year as project designs finish and construction begins.

The Texas Department of Transportation is in the process of improving traffic flow at
11 high-traffic intersections across League City. They will be adding, improving, or
extending turn lanes at each of these intersections to help keep traffic moving and
reduce congestion during rush hour.

MAKING STREETS SAFE & EFFICIENT
Increasing Capacity
Butler/Turner
Increased traffic along these two surface streets
led to the need for capacity improvements
to provide better mobility and safer streets
for drivers. As part of the City’s Capital
Improvement Program, various improvements
were completed in 2021 including:
•Turner Street widened to three lanes—two
travel lanes and a continuous left turn lane.
•Roundabout added at the intersection of
Butler and Turner to improve visibility issues,
safety, and traffic flow.
•Asphalt roadway replaced with concrete.
Why Roundabouts?
Over the last several years, three roundabouts have been constructed in League City.
They are located at Brookport and Pinnacle Park Dr., Calder Rd. and Turner St., and the
newest one at Butler Rd. and Turner St. Roundabouts are not simply aesthetic additions.
They serve a purpose and are part of an overall traffic flow strategy.
Studies show that roundabouts…
•Significantly reduce collisions and fatalities (they have fewer conflict points)
•Promote continuous flow of traffic
•Handle greater amounts of traffic more efficiently than traffic signals and all-way stops
•Are cheaper than traffic lights
•Are more environmentally friendly than signaled intersections
Calder Road South
Just blocks away from the Butler/Turner
project, construction is in full swing on
Calder Road to address traffic congestion.
The project, which is part of the 2019 Bond
Program, is scheduled for completion in
the fall of 2021 and will provide various
improvements including:
•Reconstruction of 6,000 feet of roadway
on Calder Rd., from Ervin St. to Cross
Colony Dr.
•Asphalt roadway replaced with concrete.
•Creation of two travel lanes (one in each
direction) and a center turn lane.
•Addition of sidewalk.
•12-inch water main.

Grissom Road
Reconstruction
As part of the 2019 Bond
Program, Grissom Road—east
off of Bay Area Blvd. and just
north of Clear Creek—is about
to undergo a significant transformation. The road, which is currently a two-lane rural open
ditch roadway, will become a four-lane divided urban roadway, with accompanying
drainage improvements. The reconstruction will happen between Abigail Ln. and W.
Nasa Blvd., where traffic can get especially congested when events are held at nearby
Challenger Columbia Stadium. The project is scheduled to begin construction in 2021,
once land acquisition is complete.

IMPROVEMENT UPDATES
In the aftermath of Hurricane Harvey, League City officials ordered drainage
studies to analyze the city’s hardest hit subdivisions and recommend
improvements to help mitigate the flooding. The result of these findings became
the 21 drainage-related projects funded by the 2019 Bond. The bulk of the 21
projects will provide drainage improvements in and around several League City
subdivisions. A handful of the projects include purchases that will help the entire
city—like the addition of flood gauges and mounted generators equipped with
pumping units.

The City is nearly done with a comprehensive
drainage plan. As part of the early flood
warning system, six new flood gauges have
been placed in League City. Residents can

Bayou Flooding Solutions
While the Bond projects aim to improve
flooding in subdivisions, they don’t address
flooding related to Clear Creek and Dickinson
Bayou. Currently there are two major projects
focused on mitigating riverine flooding.
The Lower Clear Creek & Dickinson
Bayou Watersheds Regional Study
A comprehensive regional study of both
watersheds wrapped up in early spring
2021. Engineers recommended a variety of
strategies that would help reduce flooding
throughout the watersheds. Engineers and
other stakeholders are now in the process
of identifying which projects should move
forward, along with securing funding partners.
Clear Creek Tributary Clearing
& Desnagging
Portions of four Clear Creek tributaries—
Newport Ditch, Landing Ditch, Cedar
Gully, and Magnolia Creek—have been
selected for select clearing and desnagging
projects. Clearing out debris and overgrown
vegetation will increase channel capacity
and provide flood relief for these areas and
upstream areas.
