The <strong>2021</strong>-2022 Annual Budget Review and Meeting will be Tuesday, <strong>July</strong><br />
21, 2020 at 7 PM in the Cimarron <strong>Parkway</strong> Clubhouse. All homeowners<br />

POOL PASS FOR CIMARRON PKWY & HIGHLAND KNOLLS POOLS<br />
In an effort to only allow homeowners and residents in good standing<br />
to use the facilities, everyone wishing to use the pool must check in with<br />
the lifeguard when entering the pools. <strong>Memorial</strong> <strong>Parkway</strong> uses an online<br />
check in called CELLBADGE SYSTEM. This is a mobile security badging<br />
and you will no longer use a printed ID Card to enter the pool. Resident’s<br />
will love not having to carry a card or an ID. CELLBADGE features no<br />
paper forms but a one-time online registration. Resident’s will use<br />
the mobile check-in and can see if the pool is open from home. If you<br />
registered last year you do not need to do anything with your account<br />
unless there have been changes. If you have not registered please visit<br />
our website at mphoa.org and register under the Swim Info tab - Pool<br />
Access CELLBADGE page.<br />
MEMORIAL PARKWAY ROADWAYS<br />
Please help us keep our streets clear. We are receiving many complaints<br />
from residents about cars being parked in the street with empty<br />
driveways. Please be considerate of your neighbors when parking your<br />
vehicles. Try to always park in your garage or on your driveway. If you<br />
can’t park in your garage because you have too much clutter, spend some<br />
time and clean out your garage! As a reminder, commercial vehicles are<br />
not allowed in <strong>Memorial</strong> <strong>Parkway</strong> subdivision.<br />
STREET GUTTERS AND DRAINS<br />
We ask that you keep the street area in front of your home clean, so that<br />
leaves, pine needles, grass clippings and dirt won’t accumulate in the<br />
gutters next to the curb and end up being washed into the drains causing<br />
them to back up and flood the streets. If you see someone putting grass<br />
clippings, oil or other debris down the drains, please contact the MUD<br />
District and the County at 281-463-6300. This includes lawn contractors<br />
that are blowing the leaves into the street instead of bagging them.<br />

ARCHITECTURAL CONTROL COMMITTEE<br />
All exterior changes to your property must be submitted to our committee<br />
for approval before you start any work. This includes, but is not limited<br />
to, painting, re-roofing, sheds, patio covers, fences, etc. All requests must<br />
be on our request form that can be found online at our website www.<br />
mphoa.org or at the office. Please give as much detail as possible, so<br />
there is no delay in getting your request reviewed. Except for painting<br />
and re-roofing, it would be best to include a plat of your property that<br />
shows property lines and easements in relation to the location of your<br />

HOW TO REPORT BACKYARD NUISANCE<br />
If you have a neighbor with a terrible backyard such as garbage dumping,<br />
unsanitary conditions, unsecured private swimming pools, etc., you can<br />
call Harris County Public Health and Environmental Services’ at 713-274-<br />
6300 to file a report.<br />
NEED CURB REPAIR??<br />
Do you have a broken curb in front of your home... Did you know that<br />
Harris County Precinct 3 will come and fix it? It is as easy as going to<br />
their website and filling out the service request form. They will come<br />
and fix it for free (well, that is your tax dollars at work)! They will not fix<br />
the curved part that attaches to your driveway, that is the homeowner’s<br />
responsibility. You can go to www.pct3.com/about/service-request and<br />
fill out the service request form if you have a broken curb that needs<br />
repaired.<br />
GARAGE SALES<br />
MPCA would like to suggest that garage sales be conducted the first<br />
Friday and Saturday of each month. This will eliminate the many signs<br />
that are out each week and also makes for a stronger turn out. Most area<br />
communities only allow sales twice a year. <strong>Memorial</strong> <strong>Parkway</strong> could be<br />
known for its “Once a Month” garage sales.<br />
Do not attach your garage sale signs to the STOP signs, as it is against the<br />
law and the County can issue citations for this. If a sign is on a public right<br />
of way, like the esplanades), they may be subject to fines of $500-$1,000<br />
per occurrence per day. We also ask that you do not post your signs on<br />
the property of another resident. When your sale is over, please go back<br />
and pick up all of your signs.<br />
CLUBHOUSE RENTAL<br />
Clubhouse rental is subject to availability on a first come/first serve basis.<br />
The clubhouse is only rented to <strong>Memorial</strong> <strong>Parkway</strong> adult residents (owner<br />
or renter) in good standing (maintenance fee current and not in violation<br />
of deed restrictions). Resident must show valid ID when renting facility<br />
and must be present during the entire time of rental. A rental fee of $50<br />
is required at the time the reservation is made. Rental of the Clubhouse<br />
requires refundable deposit of $275.<br />
TRASH CAN/CART REMINDERS FOR EVERYONE TO FOLLOW<br />
On collection days, make sure to set your trash receptacle out by 7 AM<br />
but no earlier than 6 PM the evening before. Trash receptacles/carts must<br />
be stored inside your garage or behind the fence line at all times. They<br />
must be stored out of public view by 8 AM the following morning. Please<br />
note that a deed restriction violation letter will be sent out for those who<br />
do not comply with this policy.<br />
A NOTE FROM THE CONSTABLES<br />

REMINDER FOR DOG WALKERS<br />
Be a responsible/considerate pet owner by picking up your dog’s waste<br />
from your neighbor’s yard when you’re out for a walk. There’s nothing<br />
more frustrating than stepping in fecal matter in your own yard when<br />
you don’t even have a pet.<br />

NON-PROFIT CLUBHOUSE RENTAL<br />
The <strong>Memorial</strong> <strong>Parkway</strong> Clubhouse is available to non-profit adult and<br />
youth groups for meetings. The meeting times and days are: 3 PM, 5:30<br />
PM, 6:45 PM and 7 PM on Monday, Wednesday, Thursday and Sunday<br />
(some exceptions regarding times on Sunday). Reservations must be<br />
made at least 2 weeks prior to reservation date. For additional details,<br />
contact the MPCA office at 281-492-2949. All groups who wish to use the<br />
Clubhouse must be comprised of no less than 80% of <strong>Memorial</strong> <strong>Parkway</strong><br />
residents.<br />
TRASH PICK UP INFORMATION<br />
If you pay your water bill to Harris County MUD #81: Collection days are<br />
Monday and Thursday for garbage and Thursday for recycling. Please<br />
secure all garbage in the 65-gallon black garbage cart with red lid and<br />
the green recycling cart provided by Best Trash. On collection days,<br />
please place the carts as close to the street as practicable, facing forward.<br />

BASIC GRILL TIPS<br />
1. Always grill in a well-ventilated area away from shrubs, buildings and<br />
overhangs such as awnings or patio umbrellas.<br />
2. Never leave a lighted grill unattended.<br />
3. Keep young children and animals away from the grill.<br />
4. Wait until the charcoals begin to turn white before you start to grill<br />
(approximately 40 minutes).<br />
5. Never use kerosene or gasoline to start a charcoal fire in the grill. Avoid<br />
using chemical starters or chemically treated briquettes as well, as they<br />
will affect the taste of your food.<br />
6. To start a fire, pile the briquettes in a pyramid shape. Once hot, however,<br />
they may be distributed in a single layer across the grill.<br />
7. Place the rack of the grill at least five inches above the coals.<br />
8. Always have a pair of fire-resistant cooking mitts handy and use longhandled<br />
tongs while cooking.<br />
9. Fire flare-ups can be avoided by raising the height of the grill rack or<br />
closing the vents of a covered grill. A spray bottle filled with water is also<br />
helpful to have around. Gas- or electric-grill flare-ups can be controlled<br />
by lowering the heat thermostat.<br />
10. To make a charcoal grill hotter, either move the coals together,<br />
open the grill vents partially if closed, lower the height of the grill rack<br />
or add more dry briquettes to the fire. Never add briquettes that are<br />
precoated with a fire-starter fluid to the existing hot coals.<br />
11. Try not to turn fish fillets on the grill more than once, as they are<br />
delicate and may fall apart.<br />
12. Most important, don’t be afraid and have fun while you’re grilling. You<br />
will be a pro by summer’s end.<br />

out. Set our seeds like zinnia, marigold, cosmos, petunia and portulaca so<br />

LAUNCHES FIRST EVER FOOD FOR FAMILIES-<br />
SCHOOL’S OUT CAMPAIGN<br />
Katy ISD’s Partners in Education is inviting the community to bring hope<br />
to families who could use some extra help this summer. For the first time<br />
ever, the Food for Families program is expanding to include support for<br />
Katy ISD families in need over the summer too. Partners in Education is<br />
working with all the Katy ISD junior high schools for this summer launch.<br />
The Katy ISD junior high campuses help to identify students for the<br />
program and Partners in Education collects community and corporate<br />
donations. Food for Families - School’s Out will benefit those select<br />
Katy ISD junior high families in need this summer. Those interested in<br />
supporting Food for Families can contribute online or via check, remitted<br />
to “Katy ISD Food for Families” and mailed to Partners in Education, Katy<br />
ISD ESC, 6301 South Stadium Lane, Katy, TX 77494. Food for Families is<br />
a community initiative raising monetary donations to purchase grocery<br />
gift cards for Katy ISD students and their families in need over the<br />
holidays and NOW over the summer. Cards are distributed to students<br />
before school is out with a note of best wishes from our community. In<br />
the 2020 holiday season, Food for Families raised over $60,000. Since its<br />
inception in 2002, this initiative has raised over $300,000 and assisted<br />
more than 6,300 families.<br />
Food for Families, a Katy ISD Partners in Education yearly initiative,<br />
unites our Katy ISD staff and community in support for select students<br />

Donatutors is a nonprofit tutoring organization that donates 100% of<br />
our proceeds to charity. All of our tutors are straight-A students at Seven<br />
Lakes High school and we offer a multitude of courses like creative<br />
writing, computer science, biology, public speaking, ICTW writing and<br />
many different math courses too. We charge $20 per class, but the first<br />

2020-21 K.A.R.E. SCHOLARSHIP RECIPIENTS<br />
The Katy Area Retired Educators (K.A.R.E.) is the local chapter of the<br />
Teacher Retirement System of Texas with a membership of over 200<br />
retired teachers, librarians, counselors and administrators. We are proud to<br />
announce and celebrate this year’s Katy ISD K.A.R.E. Scholarship Recipients.<br />
Each year graduating seniors from all Katy ISD high schools, planning to<br />
become school teachers, are encouraged to submit applications for the<br />
Katy Area Retired Educators Scholarship. Seven students were selected to<br />
receive 2020-21 scholarships as they pursue their degrees in Education:<br />
Samantha Gardner, graduating from Katy High School will be pursuing<br />
her college education at Brigham Young University in Provo, Utah. She<br />
will be working to attain her degree in the field of Special Education.<br />
Samantha would like to teach students in high school Life Skills classes.<br />
Riley Hull is graduating from Katy High School and will be attending<br />
Texas A&M University pursuing a degree in Special Education. She would<br />
like to become an elementary school Speech Therapist.<br />
Hannah Mikaela Kirby is graduating from Obra D. Tompkins High<br />
School. She plans to attend Sam Houston State University and major in<br />
Music Education. Hannah plans to become a high school Band Director.<br />

BOARD OF TRUSTEES LOOK TO MOVE FORWARD<br />
WITH FUTURE KATY ISD VIRTUAL HIGH SCHOOL<br />
Katy Independent School District is preparing to move forward with the<br />
establishment of a virtual high school after trustees discussed and voted<br />
to approve the item at tonight’s Regular Board Meeting, pending future<br />
guidance and funding from the state. The Katy ISD Virtual High School would<br />
be tuition-free and considered a full-time stand-alone virtual high school<br />
campus. The virtual high school criteria and student eligibility include:<br />
• The virtual campus would have its own Texas Education Agency (TEA)<br />
campus code.<br />
• Students would be required to submit an online application during a<br />
designated window of time.<br />
• Students would need to meet the required criteria for acceptance into<br />
the virtual high school.<br />
• Enrollment in the virtual high school would be for one calendar school<br />
year. Students would be able to elect to withdraw and return to their home<br />
campus during the summer and before the start of a new school year.<br />
• Students would graduate from the Katy ISD virtual high school and<br />
would earn a GPA, class rank (top 10%) and quartile rank with their virtual<br />
school cohort.<br />
• Students attending the virtual high school would not be eligible to<br />
participate in their home campus UIL and/or extracurricular activities.<br />
This past April, the District sought input from parents of secondary students<br />
through an interest survey. More than 1,200 responses were received from<br />
parents who expressed an interest in their child(ren) attending a standalone<br />
virtual high school during the <strong>2021</strong>-22 school year.<br />
