A MOTORIST allegedly more<br />
than three times the drink<br />
driving limit was caught after<br />
doing a burnout near the<br />
Rolleston police station.<br />
Police say the 25-year-old<br />
from Burnham recorded 1026<br />
micrograms of alcohol per<br />
litre of breath. The legal limit is<br />
250mcg/l. He was also charged<br />
with sustained loss of traction.<br />

LEESTON IS the latest township<br />
in the district set for a growth<br />
explosion as new subdivisions<br />
are planned.<br />

estate firm planned to bring two<br />
subdivisions, altogether comprising<br />
about 300 sections, to market<br />
within the next month.<br />
He was aware of two other<br />
areas of land in<br />
the township,<br />
already rezoned,<br />
that would also<br />
be brought to<br />
market by other<br />

All the developments<br />
combined<br />
could mean as<br />
many as 600 new sections for<br />
Leeston within the next five<br />
years.<br />
Once built on, this would<br />
equate to an increase of almost<br />
50 per cent on the township’s<br />
current number of dwellings,<br />
which is 986 according to figures<br />
in this year’s Long Term Plan.<br />
Knowler said the two subdivisions<br />
his company planned to<br />
bring to market were divided by<br />
Leeston Dunsandel Rd and located<br />
on the south-western corner<br />
of Leeston.<br />
The land has been rezoned in<br />
Plan Change 62, which district<br />
councillors accepted in part<br />
earlier this year. The rezoning<br />
request was from D Marshall, L<br />
Martin and A Formosa, M and T<br />
Saunders, B Hammett and J and<br />
S Howson.<br />
Knowler said he expected the<br />
developer, whose name he was<br />
keeping confidential at this stage,<br />

would be releasing the subdivision<br />
plans this month.<br />
Considering the current<br />
demand for real estate in <strong>Selwyn</strong><br />
and the relative low price of<br />
the sections, which could be<br />
$195,000 upwards, he expected<br />
demand to be high.<br />
“We are expecting to be pretty<br />
busy when we produce that<br />
plan,” Knowler said.<br />
He said part of the demand for<br />
sections in the district was from<br />
people leaving high-priced centres<br />
such as Auckland, Tauranga<br />

Smoke alarm<br />
saves woman<br />
from fire<br />

A WOMAN ran about 1km<br />
to the nearest house to alert<br />
emergency services of a blaze at<br />
her farm cottage.<br />
Hororata Volunteer Fire<br />
Brigade chief Bruce Sayer said<br />
cellphone reception at the farm,<br />
about 8km from Hororata on<br />
Mitchells Rd, was poor.<br />
The brigade was called at<br />
9.59am Thursday.<br />
The woman had unsuccessfully<br />
tried to put the fire out herself<br />
with a fire extinguisher, so she<br />
ran to the farm homestead, where<br />
emergency services were called.<br />
Sayer said the house, a 50-plusyear-old<br />
weatherboard villa, was<br />
completely destroyed in the blaze.<br />
The occupants lost all their possessions.<br />
Sayer said the woman had been<br />
the only one home at the time.<br />
She was in bed when she heard<br />
a smoke alarm going off. She<br />
dismissed it, thinking it was perhaps<br />
from a clock or other device.<br />
However, she got out of bed to<br />
investigate when she smelt smoke.<br />
Sayer said the cause of the fire<br />
was being investigated. It was not<br />
suspicious.<br />
The fire showed the importance<br />
of smoke alarms. If the woman<br />
had been asleep, she would not<br />
have smelt the smoke.<br />

to Groundswell NZ’s Howl of a<br />
Protest rallies in the district on<br />
Friday.<br />
More than 1000 gathered in<br />
Darfield and almost 1000 in<br />
Leeston, taking along their tractors,<br />
utes and dogs.<br />
Sheffield farmer Derek Bull,<br />
who organised the Darfield protest,<br />
said he was pleased with the<br />
turnout.<br />
“It went well, better than we<br />
expected,” he said.<br />

Bull addressed the crowd and<br />
took fire at regulations which<br />
were unproductive and costly,<br />
such as those relating to freshwater,<br />
indigenous biodiversity,<br />
significant natural areas, climate<br />
change and the ute tax.<br />
“We already have the second best<br />
water quality in the OECD, and<br />
are one of the world’s most efficient<br />
producers of food on a carbon emisions<br />
basis,” Bull said.<br />
He was followed by Greendale<br />
farmer John Ridgen and Sheffield<br />
farmer Tom Ferguson in addressing<br />
the crowd.<br />
Third generation Courtenay<br />
farmer Bill Bradley was among<br />
farmers who turned out, with his<br />
3065 Massey Ferguson.<br />
“If we don’t do something, then<br />
you can’t criticise (the Government),”<br />
Bradley said.<br />

“The new legislation they are<br />
bringing in, it’s just not going to<br />
work, they are making things so<br />
difficult for farmers,” Duffy said.<br />
Examples included recommended<br />
spring crop drilling<br />
dates being unachievable for<br />
farmers such as himself, who<br />
needed to drill later in order to<br />
meet fresh pea contracts.<br />

was biodegradable, into its state<br />

He was to lose $150,000 of annual<br />
income his farm made from<br />
baleage supplied to the live cattle<br />
export industry, as this practice<br />
was to be banned.<br />
In addition, the farm had three<br />
utes, so it would have to pay more<br />
from January next year when it<br />
came to replacing these vehicles<br />
as the Government’s new Clean<br />
Car Discount Scheme was introduced.<br />
Under the scheme, higheremission<br />
vehicles, including utes,<br />
will have a fee placed on them.<br />
Catherwood said even if<br />
electric vehicle technology had<br />
advanced to the stage where he<br />
could have EV utes, he would not<br />
be able to charge them up on the<br />
farm due to the property’s unreliable<br />
power network.<br />
“The Government hasn’t<br />
thought these things out,” he said.<br />

was there with son Dustin, 12,<br />
and daughter Mackenzie, 10, as<br />
well as dogs Rocky, Willa and<br />
Tye.<br />
The fith-generation farmer<br />
and her family worked hard and<br />
looked ater the farm they were<br />
on, preparing it for the next<br />
generation.<br />
“So much more time and energy<br />
is put into following the law<br />
and the paper work, it’s making a<br />
hard job even harder,” Rowlands<br />
said.<br />
In Leeston, farmer David<br />
Marshall led a procession, in<br />
his ute, of about 150 utes and<br />
tractors through the town centre.<br />
Supporters on foot lined the<br />
streets in their hundreds, before<br />
everyone gathered in the sports<br />
grounds and he addressed the<br />
crowd.<br />
The procession itself was<br />
reasonably quiet and subdued,<br />
which had been “appropriate”<br />
considering the seriousness of<br />
what the group was protesting<br />
about.<br />
“It was more of a statement of<br />
solidarity,” Marshall said.<br />

$22m library set to open in November<br />

being made to the striking<br />
facade of Te Ara Ātea, as the<br />
$22 million Rolleston library<br />
building nears completion.<br />

detail on that<br />
design.<br />
Coote said<br />
the facade was comprised of<br />
panels made up of thousands of<br />
aluminium “blades” of various<br />
sizes. This was a well known<br />
construction technology, and<br />
had been undertaken by New<br />
Zealand architectural facade<br />
company Insol.<br />
The aspect unique to Te Ara<br />
Ātea had been an inverted curve<br />
to each blade, giving it a scalloped<br />
shape. This gave the building,<br />
along with its shape, “a little<br />
bit more drama.” While there<br />
was some intricacy with this<br />
blade design, it was not complex,<br />
he said.<br />
“You get different shading and<br />
different light qualities, with<br />
the different models of blades,”<br />
Coote said.<br />
The blade concept was intended<br />
to give a rippled look, similar<br />
to the patterns left in sand by<br />
river braids. The site of Te Ara<br />
Ātea had in historical times been<br />
a flood plain for the Waimakariri<br />
River, and a photo from the<br />
1930s had shown imprints in the<br />
land left by river braids.<br />
Coote said with any building,<br />
there was challenges as part of<br />
the construction process. There<br />
had been one minor issue with<br />
the facade. Some background<br />
panels were placed on the<br />
building with over-tightened<br />
screws, but this was quickly<br />
fixed.<br />
With regard to delays associated<br />
with the pandemic, a mockup<br />
facade was to be tested at a<br />
laboratory in Hamilton, however<br />
this was delayed by about five<br />

weeks due to the laboratory being<br />
closed in lockdown. There<br />
had also been minor supply<br />
issues.<br />
Coote said Te Ara Ātea was<br />
one of the most exciting projects<br />
he had been involved in and he<br />
was looking forward to its opening<br />
in November.<br />
“I think it’s really elegant. I<br />
think the idea of a building as a<br />
beacon has been achieved. We<br />
think the outcome ties nicely<br />
into the cultural narrative. It sort<br />
of breaks the light up in a really<br />
beautiful way.”<br />
The building was designed<br />
in tune with a wider cultural<br />
narrative, gifted by Te Taumutu,<br />
involving a taniwha and the<br />
nor’west wind.<br />
Finishing touches involved<br />
weather tightness tests, which<br />
had revealed one or two areas<br />
which needed additional work to<br />
seal them up, then they would be<br />
retested. This followed the building<br />
performing well with regard<br />
to weather tightness in May’s<br />
heavy rain event.<br />
The 2200 sq m two-storey Te<br />
Ara Ātea will feature a mixed<br />
mode library, performance<br />
space, community space, studio<br />
and workshop space, a café,<br />
art exhibition areas, a museum<br />
experience with display cabinets<br />
throughout, and studio and<br />
workshop space. It will open<br />
onto the town square, which will<br />
feature retail areas, a sensory<br />
space, kai gardens and a youth<br />
area.<br />
Interior features include a<br />
timber ceiling and cork ceiling<br />
in the upper floor, as well as the<br />
live installation backdrop of a<br />
ribbon wall on the ground floor<br />
which imagery can be projected<br />
onto.<br />
“The real joy in this building is<br />
the warmth and richness of the<br />
interior,” Coote said.<br />

Trainee pilot back in the air after crash<br />

A 73-YEAR-OLD would-be pilot<br />
has brushed off a potentially fatal<br />
training flight to return to the air over<br />
Canterbury.<br />
Retiree Alan Macdonald has got airborne<br />
– in the passenger seat – since the<br />
light plane he was learning to fly in nosedived<br />
into a farm paddock near Glentui,<br />
north-west of Rangiora on May 28.<br />
“I’ve been up again to have a look<br />
around,” said Macdonald, who is recovering<br />
from a smashed wrist, cuts, bruises<br />
and whiplash.<br />
“I still have a bit of physio from time to<br />
time but I’m coming right.”<br />
Macdonald sought an aerial view of<br />
the family farm at Sheffield following<br />
floods and storm damage early last<br />
month and was pleased to report the<br />
property was unscathed.<br />
“We also flew over High Peak Station<br />
into the Rakaia Gorge, that general<br />
area,” he said.<br />
Awards presented to university scientists<br />

laboratory scientists have been recognised for<br />
outstanding work in their field.<br />

THe trio received the science and research<br />
award at the annual Primary Industry Awards<br />
this month. The lab’s main research focus is<br />
genetic variation in ruminants and its association<br />
with economically important traits.<br />
It has developed tests for genes which underpin<br />
milk, meat and wool production, and that make<br />
livestock resilient to disease and environmental<br />
challenges. Hickford has worked at the university<br />
since 1989, teaching science and agriculture<br />
degree programmes, and has delivered 11<br />
commercial gene-marker tests to market.<br />
“With these technologies, we have<br />
instituted programmes for the eradication<br />
of dermatosparaxis in white dorper sheep<br />
in Australia and NZ, for the eradication of<br />
Microphthalmia in texel sheep in Australia and<br />
NZ, and for the eradication of gaucher disease in<br />
Australian southdown sheep,” he said.<br />

Rangiora-based Macdonald had no<br />
qualms about getting into the Italiandesigned<br />
Tecnam aircraft, piloted by a<br />
friend.<br />
“I felt good, I was happy enough. We<br />
obviously weren’t doing simulations, it<br />
was a scenic flight.”<br />
Macdonald crashed when flying with<br />
the Canterbury Recreational Aircraft<br />
Club’s chief instructor Stewart Bufton,<br />
who also avoided serious injury.<br />
They were practising engine failure<br />
protocols when the plane clipped power<br />
lines and nose-dived, at low speed into<br />
the paddock.<br />
The Civil Aviation Authority of<br />
New Zealand is investigating the incident.<br />
Macdonald, who considered learning<br />
to fly as a ‘bucket list’ item, is keen to<br />
resume taking flying lessons.<br />
“You have to get back on the horse<br />
again. I am not going to let it (the crash)<br />
beat me,” he said.<br />
“It is a lovely view up there. On a<br />
fine day, it is serene. You get a view of<br />
the countryside from another<br />
perspective.”<br />

from starting or continuing.<br />

registrations and descriptions<br />
of vehicles performing skids<br />
or driving at high speed so<br />
that police can make follow-up<br />
inquiries if vehicles are not<br />

THE AUSTRALIAN crop mirid<br />
(Sidnia kinbergi) is one of many<br />
insect species that have arrived<br />
here from our antipodean<br />
neighbours.<br />
The mirid was first recorded in<br />
New Zealand in 1922 feeding on<br />
passionfruit vines. It is variable<br />
in colour – from pale brown<br />
to green to reddish-brown<br />
and usually with some darker<br />
mottling or spotting present.<br />
The front and rear of the<br />
mirid slope downwards<br />
giving the insect an unusual<br />
appearance. The shape of its<br />
wings create a characteristic<br />
rear-pointing triangle in the<br />
centre of its back.<br />
Adults vary between 4-6mm<br />
in length and their antennae<br />
have white and dark banding.<br />
Females lay slightly curved, pale<br />
yellow 0.9mm long eggs on a<br />
large diversity of plants.<br />
Host plants include many fruit<br />
and vegetable species, native<br />
species, lucerne, lotus, clovers,<br />
grasses, carrot seed, fathen, and<br />
many flower species.<br />
In Canterbury, the mirid<br />
has been a major pest of<br />
lucerne, lotus seed and clover<br />
seed crops.<br />
While feeding, mirids inject<br />
salivary enzymes into flowers,<br />
buds and growing tips of<br />
legumes which often causes seed<br />
disfiguration.<br />

After living in West Melton for 15 years, Lisa and Stephen were ready to<br />
explore more of what <strong>Selwyn</strong> had to offer.<br />
They never expected that their next step would be unearthing <strong>Selwyn</strong>’s white gold.<br />
“We were driving home one night when we stumbled upon the 'For sale' sign. We were<br />
intrigued with the opportunity and challenges a truffle farm could bring," Lisa explains.<br />
Tresi lian Truffles is located in West Melton on what started as the Tresi lian sheep run<br />
in 1851. The sandy soils make it difficul to grow pastures but provide the optimum<br />
environment for the Bianchetto Truffle.<br />
The Bianche to Truffle grows underground on the root hairs of the pine, hazelnut and oak<br />
trees. They range in depths from 15cm below the ground to just below the surface. Bess,<br />
the Wi liams’ family Sprocker Spaniel dog, can detec the rich aroma from the truffle.<br />
"The unknown of what lies beneath the soil makes every truffle hunt different and<br />
exciting. It is the best office anyone could ask for!” says Lisa.<br />

THE SPECTACULAR sight<br />
of steam trains framed by the<br />
majesty of the Southern Alps is<br />
one step closer to returning to<br />
the South Island main line.<br />
The Mainline Steam Heritage<br />
Trust is relocating its current depot<br />
on Lunns Rd in Middleton to<br />
Springfield after about 25 years<br />
at the city site.<br />
The trust is the only organisation<br />
that runs steam trains on<br />
the mainline network in the<br />
South Island, but it has not done<br />
so since 2014. It plans to return<br />
the tourist excursions in two to<br />
three years’ time.<br />
General manager Grant Bradley<br />
said the trust initially looked<br />
at alternative options around the<br />
city as its lease was ending at its<br />
current depot. However, it found<br />
site options were expensive and<br />
availability was a problem.<br />
“It wasn’t feasible to be able<br />
to stay close to Christchurch,<br />
as much as we would like to,”<br />
Bradley said.<br />
That’s when it looked further<br />
afield, and found Springfield<br />
offered a lot of space and it<br />
was on the KiwiRail main line<br />
network.<br />
The trust had since come to<br />
an agreement with Midland Rail<br />
Heritage Trust to share Midland’s<br />
site at Springfield. It has<br />
already moved about 20 railway<br />
vehicles including passenger carriages<br />
and goods wagons.<br />
“It’s a nice environment, it’s<br />
got plenty of room and space<br />
for us, I’m very pleased to have<br />
the support of the community,”<br />
Bradley said.<br />
The trust planned to build a<br />
shed for storing and working on<br />
equipment. It hoped this would<br />
be completed within two to three<br />
years. It has two working steam<br />
locomotives which it would<br />
move on site once the shed was<br />
built.<br />
The locomotives had been used<br />
to run trips from Christchurch<br />
to Arthur’s Pass in the past.<br />
However, the trust stopped these<br />
in 2014 as KiwiRail ceased hiring<br />
out its carriages. The trust then<br />

bought carriages from KiwiRail,<br />
and it was in the process of<br />
restoring them.<br />
Once the shed was built and<br />
the carriages were restored,<br />
day and weekend trips could be<br />
planned. These could include<br />
from Christchurch or Rollleston<br />
to Arthur’s Pass and Christchurch<br />
to Kaikoura.<br />
In the meantime, the two<br />
locomotives would be towed<br />
along the railway line up to the<br />
trust’s Wellington depot for safe<br />
keeping.<br />
Springfield resident and<br />
train enthusiast Simon<br />
Williams said residents were<br />
excited about the prospect of<br />
seeing the town’s railway hub<br />
become busy again.<br />
“Springfield used to be a major<br />
railway centre, and it still has all<br />
its railway yards and tracks, but<br />
nothing to use them, apart from<br />
the trains (mainly coal trains<br />
and TranzAlpine) that whizz<br />
through,” Williams said.<br />
In 2023 it would be 100 years<br />
since the Otira railway tunnel<br />
was opened and the town’s<br />
railway yards and station moved<br />
from the centre of the town to<br />
its current site on the edge of the<br />
town.<br />
The development had the<br />
potential to attract tourists as<br />
people were generally drawn to<br />
the “certain kind of magic” of<br />
steam trains.<br />

ELLESMERE CAMERA Club members<br />
are looking forward to unveiling some of<br />
their works at the club’s inaugural Beyond<br />
the Lens exhibition next month.<br />
Secretary Lindsay Cook said the small<br />
group of amateur photographers were<br />
passionate about their craft and were<br />
excited about the exhibition.<br />
Beyond the Lens was the first exhibition<br />
of its kind held by the club.<br />
“The images in the exhibition cover a<br />
wide range of photographic genres that<br />
illustrate the diversity of modern photography,”<br />
Cook said.<br />
She said the club began in the 1950s<br />
when film cameras ruled supreme and<br />
images were presented as projected colour<br />
transparencies, or as black and white<br />
prints that were often developed in homebased<br />
dark rooms.<br />
“The last six decades have seen many<br />
changes in technology and today’s digital<br />
cameras and the use of post-production<br />
techniques using software such as Photoshop<br />
have opened up unlimited possibilities,”<br />
she said.<br />
“These changes have blurred the boundaries<br />
between traditional photography<br />
and other forms of art.”<br />
The club meets on the second Monday<br />
of each month and hosts photographic<br />
trips to picturesque locations.<br />
It holds monthly competitions to motivate<br />
and challenge its members to try new<br />
techniques.<br />

THE GOVERNMENT has offered $2.5<br />
billion of taxpayer money to induce<br />
councils to opt into their ideologicallydriven<br />
water reforms. Our district’s cut<br />
will be $22.5 million. This, according to<br />
our mayor, is equivalent to what was spent<br />
last year on our excellent drinking water<br />
system with future funding accounted<br />
for in the 10-year plan. The inducement<br />
seems minimal for losing all water and<br />
asset rights and putting ratepayers in an<br />
impossible negotiating position.<br />
Once in [place], the assets which ratepayers<br />
have developed over many years<br />
are gone forever,<br />
including any<br />
rights to water<br />
associated with<br />
same. The cost<br />
to taxpayers of<br />
setting up and<br />
implementing<br />
these particular<br />
reforms is understood<br />
to be $3.55<br />
billion, including<br />
the inducement.<br />

deal is so good, then we will expect an<br />
immediate and substantial decrease in our<br />

However, <strong>Selwyn</strong> is growing rapidly<br />
and the ratio of councillors per head of<br />
population has become unbalanced, so<br />
we need to consider how we fix that in<br />
time for local elections in 2022 and 2025.<br />
Our options include adjusting the current<br />
ward boundaries, changing the number of<br />
wards or altering number of councillors.<br />
Or a combination of these.<br />
To make sure we get this right we are<br />
undertaking a representation review.<br />

“There are so many crafters and makers<br />
in the village and surrounding area,” adds<br />
Tara, “with so much talent and potential<br />
that we wanted to showcase their work<br />
in Springfield while making use of our<br />
beautiful local hall. We have over 40 stalls<br />
booked for the event.”<br />

making origami, felting, trap building and<br />
kokedama (bookings essential) plus tarot<br />
card reading, puppet shows, face painting,<br />
singing, dancing, and kids’ crafting table.<br />
“There’ll also be a selfie frame at the<br />
entrance, a pop up coffee shop, and a<br />
sensory room for little ones to take time<br />
out,” says Tara.<br />
“The day will finish with a special lantern<br />
walk for the children,” adds Isabella.<br />

O’Reilly’s star continued to rise<br />
when she won the New Zealand<br />
Junior Drivers Championship at<br />
Addington on Sunday.<br />
O’Reilly went into the final day<br />
of the five-race series in third<br />
position before icing her second<br />
win in the competition by taking<br />
out two of its final three heats.<br />
The <strong>21</strong>-year-old didn’t leave<br />
her championship run to chance,<br />
taking charge in both of her victories<br />
on Sunday by sending her<br />
winners Tequila Sunset and I’m<br />
Tough to the front in the early<br />
stages of their heats.<br />
O’Reilly has made giant strides<br />
in her career this season with 55<br />
wins, more than the tally from<br />
her three previous seasons.<br />
The junior driver has been in<br />
especially rare form recently,<br />
scoring a hat-trick on Sunday<br />
with her victory outside the<br />
championship with Shards In<br />
Manhattan.<br />
When pressed to explain<br />
what she puts her hot form in<br />
the sulky down to, the humble<br />
O’Reilly said it was her confidence.<br />

fellow Lemonwood Grove pupil<br />
nine-year-old Kayla Koning accompanied<br />
her.<br />
Annabelle said she was ecstatic<br />
to meet the captains, high five<br />
the players and be filmed on live<br />
hardly disagree.<br />
“You get a lot more confidence<br />
with every drive, you need a lot<br />
of experience.”<br />
From barrier 8 in race 5, the<br />
last heat of the championship,<br />
He’s Tough looked to be in need<br />
of a little bit of luck to win.<br />
But O’Reilly took luck right<br />
out of the equation when pressing<br />
forward and finding the lead<br />
after 400m.<br />
“I didn’t realise the horse was<br />
going to go that good, I didn’t<br />
television saying, “I’ll remember<br />
this for the rest of my life. I loved<br />
meeting the captains and being<br />
on TV – I want a career on TV<br />
after this.”<br />
Just when she thought it<br />
couldn’t get any better, Annabelle<br />
got the best seats in the<br />
house next to the Tactix team<br />
and coaches. She says it was a<br />
“pinch-me moment” seeing the<br />
teams up close.<br />
“You can never get this<br />
close to the court, I felt like a<br />
celeb. I could see their passing<br />
techniques, their shooting and<br />
footwork.”<br />
Annabelle’s favourite part was<br />
watching Tactix defender Karin<br />
Burger “snatch the ball out of the<br />
air,” intercepting goals. But when<br />

fellow defender Jane Watson<br />
won out: “I like players who play<br />
defence because I can learn from<br />
them and try the techniques in<br />
my own game.”<br />
The icing on the cake was seeing<br />
her favourite team take the<br />
win, but the day just kept getting<br />
better for Annabelle when she got<br />
both defenders’ signatures on her<br />
handcrafted Tactix sign and had a<br />
conversation with Karin Burger in<br />
Afrikaans after the game.<br />
“I think we were their lucky<br />
charms. They were winning<br />
from the start, they got loads of<br />
intercepts!”<br />

and naturally, she was thrilled<br />

sensory space features<br />
Children from all over <strong>Selwyn</strong> are contributing to the design of Rolleston’s new civic centre, Te<br />
Ara Ātea.<br />
Nine schools have been involved in creating feature poles and decorative tiles for the sensory<br />
space next door to Te Ara Ātea, which opens in Rolleston’s new town centre on Tennyson Street<br />
in November.<br />
The sensory space poles feature a range of themes from representing unique school character to<br />
the region’s landscape, flora, birdlife, and environment.<br />
Teacher Leona Whittington said the children at West Rolleston Primary School put in a huge effort<br />
to overcome persistent wet weather and competing lunch hour projects.<br />
“Our wee art club is so proud of their effort. They really put in so much time and had the best<br />
attitudes throughout the whole process.”<br />
Ms Whittington was especially grateful to Andy Benn, the school’s “amazing caretaker”, for his<br />
untiring help.<br />
Te Ahi Kaikōmako (Rolleston) School pupils, Alice and Keira, said their feature pole “symbolises<br />
our school culture”.<br />
Students at their school strived to show 'e tū tāngata' and the school values of being kind,<br />
responsible, respectful, connected and resilient.<br />
The school’s name originates from the tale of how Maui brought fire to the world and the<br />
kaikōmako tree, which Maui used to start the fire, is depicted on the sensory pole, they said.<br />
“Our school and staff are the fire that nourishes our learning,” they explained.<br />
The decorative tiles were painted by Waitaha School.<br />

<strong>Selwyn</strong> water systems rank among the best<br />
<strong>Selwyn</strong> has some of the cheapest water in New Zealand and among the least leaky networks in the<br />
country, a new report shows.<br />
<strong>Selwyn</strong> had the cheapest volumetric water charge in Aotearoa in 2019/20 and among the lowest overall<br />
charges for 200m 3 of water according to the latest Water New Zealand National Performance Report.<br />
The annual report is compiled by Water New Zealand, an independent not-for-profit organisation<br />
representing water professionals and organisations.<br />
The report showed the district’s wastewater network has the newest pipes on average and among the<br />
lowest rate of overflows per capita in the country. <strong>Selwyn</strong> was also among the councils with the fewest<br />
wastewater complaints.<br />
The district’s annual wastewater rate was above the national average, which has helped support<br />
investment in the system.<br />
The report showed <strong>Selwyn</strong> has some of the highest water usage in the country at around 498 litres per<br />
person per day. The Council is working to encourage users to think more carefully and be intentional<br />
around water use, aiming for continuous improvement in water usage across the district in coming years.<br />
The Council has agreed to put more emphasis on volumetric charges in coming years, giving ratepayers<br />
more control over their water bills and offering a financial incentive for reducing water wastage.<br />
<strong>Selwyn</strong> was slightly above the average for unplanned water supply interruptions. The majority were on<br />
rural restricted water schemes, where the Council is working on extra storage to improve reliability in<br />
coming years.<br />
Council Infrastructure Group Manager Murray Washington says it’s good to see how the district’s<br />
systems measure up.<br />
“We’ve put a lot of investment into our water and wastewater network in the past few years and it’s<br />
good to see that reflected in the results, along with some things for us to keep working on to maintain<br />
an excellent water and wastewater system for <strong>Selwyn</strong>.”<br />

Highway 1 Rolleston flyover and<br />
speed limits<br />
Waka Kotahi NZ Transport Agency wants to hear your views on<br />
transport improvements for Rolleston and current SH1 speed limits,<br />
between Hoskyns Road and Dunsandel.<br />
The upgrades are part of the government’s $125m* New Zealand<br />
Upgrade Programme for Rolleston to help create a future-focused<br />
network for everyone – freight, commuters, rail, cyclists, pedestrians<br />
and public transport users.<br />
The proposals include a flyover between the Rolleston township<br />
and industrial hub, closing SH1 Hoskyns Road and Rolleston<br />
Drive North intersections and removing the level crossing—to be<br />
replaced by the flyover. A southbound service lane parallel to SH1<br />
from Rolleston Drive North to south of Brookside Road, would<br />
provide access to Rolleston town (left in/left out only for safety).<br />
Also proposed is a roundabout at SH1/Dunns Crossing Road/<br />
Walkers Road intersection to improve safety and access to southern<br />
Rolleston and for freight travelling to and from the industrial area.<br />
Construction is planned to start around 2024 and be completed<br />
around 2026.<br />
Waka Kotahi is also asking for feedback on current speed limits<br />
along SH1 from Hoskyns Road through to Dunsandel to help decide<br />
whether changes need to be considered before the proposed<br />
infrastructure is built.<br />
This length of highway has a high number of people killed and<br />
seriously injured in crashes. No new speeds are proposed – the<br />
purpose is to hear community views on current speeds. If changes<br />
are recommended, Waka Kotahi will consult with the community<br />
near the end of this year. Any changes would be made in 2022.<br />
Waka Kotahi will keep people informed and work together with<br />
project partners – iwi, Council and KiwiRail.<br />

Innovative series returns to help<br />
young drivers learn over winter<br />
A popular driving series is back, helping young drivers learn the<br />
road code and encourage them to gain more experience in winter<br />
driving conditions.<br />
Waka Kotahi NZ Transport Agency and ACC are running the Drive<br />
Winter Series until 8 August, building on the success of the Drive<br />
Summer Series campaign, with young drivers incentivised to<br />
complete road code units and practice tests on the website<br />
drive.govt.nz and track drives in the Drive Go smart phone app.<br />
People will earn points and entries into prize draws, with<br />
smartphones and driving lessons to be won.<br />
Ensuring young drivers develop broad experience while on their<br />
learner licence, with their coach or parent in the passenger seat, is<br />
vital to reducing the risk of them being involved in a serious crash,<br />
once they are driving unsupervised on their restricted licence and is<br />
a focus of the series.<br />

Representation must change, says SDC<br />
<strong>Selwyn</strong> council is calling for changes to<br />
the way it represents the region.<br />
A representation review is a chance for<br />
people to decide how they elect local body<br />
politicians. All local councils are required<br />
to carry out a representation review at<br />
least every six years, so this latest one is<br />
expected to pave the way for the 2022 and<br />
2025 local elections.<br />
The process ensures residents have<br />
fair and effective representation at local<br />
elections, <strong>Selwyn</strong> District Council (SDC)<br />
says.<br />
The existing council is made up of<br />
the mayor, who is elected by all voters<br />
in <strong>Selwyn</strong> district and 11 councillors,<br />
who are elected by voters within each of<br />
the four existing wards: Ellesmere (2),<br />
Malvern (2), <strong>Selwyn</strong> Central (4), and<br />
Springs (3).<br />
There is also one community board, in<br />
the Malvern ward, which has five elected<br />
members across two subdivisions: Tawera<br />
(2) and Hawkins (3).<br />
SDC says representation arrangements<br />
need to change from what’s currently<br />
in place because the current electoral<br />
representation (11 councillors and four<br />
wards) is no longer compliant.<br />
Because of the rapid but uneven<br />
population growth in <strong>Selwyn</strong> over<br />
recent years, the ratio of population per<br />
councillor no longer meets the +/-10%<br />
requirement. In particular, the ratio in<br />
<strong>Selwyn</strong> central is now well above the<br />
average, while the ratio in Malvern and<br />
Ellesmere is significantly lower. This<br />
means the current ward boundaries and<br />
number of councillors must be reviewed,<br />
the council says.<br />
In a call for public submissions, SDC<br />
says it’s considering four preliminary<br />
options. Each option represents a<br />
different configuration of the number<br />
of councillors and wards, and the ward<br />
boundaries, in order to meet the fair<br />
representation requirements. The council<br />
is also seeking feedback on whether or not<br />
residents want to have a community board<br />
in their ward.<br />
When reviewing representation<br />
arrangements, SDC has to consider: Fair<br />
and effective representation of electors<br />
and communities of interest.<br />
One of the key requirements for fair<br />
representation of electors is that each<br />
elected member should represent roughly<br />
the same number of people – this helps<br />
ensure that all votes are of approximately<br />
equal value.<br />
The population of each ward, divided<br />
by the number of members to be elected<br />
by their ward, must produce a figure no<br />
more than 10% greater or smaller than the<br />
population of the district, divided by the<br />
total of elected members.<br />
For example, if the population of a<br />
district is 100,000 people and there are 10<br />
elected councillors, the arrangement of<br />
wards and councillors must be organised<br />
so that each councillor represents around<br />
10,000 people (+ or – 10%).<br />
This is a key factor in working out the<br />
boundaries of wards and number of<br />
councillors per ward.<br />
The legislation does not define what a<br />
community of interest is, but the concept<br />

includes things like, people feeling a sense<br />
of identity and belonging to the area,<br />
people using the same services, elected<br />
members being able to represent the<br />
interests of the area.<br />
Achieving effective representation<br />
means that wards should be based on<br />
communities of interests - that is areas<br />
that people identify with and relate<br />
to. This helps to determine what ward<br />
boundaries should be.<br />
When deciding the size of wards<br />
and their boundaries, communities of<br />
interest should not be split. Disparate<br />
communities of interest should not be<br />
joined into one ward.<br />
Wards and subdivisions are purely ways<br />
of splitting up a council area (wards) or<br />
community board area (subdivisions) into<br />
smaller areas for election purposes. They<br />
serve the same function as electorates for<br />
national elections. Wards and subdivisions<br />
must comply with the requirements for<br />
effective representation of communities of<br />
interest and fair representation, SDC says.<br />

Bob takes on rural contracting<br />
After 35 years of engineering in Hornby,<br />
Bob Howden has mostly swapped his<br />
welding helmet for work on small farms<br />
and lifestyle blocks.<br />
The ex owner of Bob Howden<br />
Engineering is becoming increasingly<br />
involved in providing agricultural services<br />
to the small and lifestyle block owners<br />
around Prebbleton, Templeton, Broadfield<br />
and Ladbrooks.<br />
He would also consider taking on more<br />
major work outside those areas – and<br />
already does to some extent with his heavy<br />
rolling service.<br />
He has a custom-built heavy roller that<br />
can be from 8 ton empty up to 18 ton<br />
when full, with a rolling width of 3.1<br />
metres the roller, when near empty can<br />
travel on the road as any other agricultural<br />
implement or trailed machinery thanks to<br />
two-hydraulicly lowered axles, each with<br />
two aircraft wheels and tyres which lift the<br />
roller drum well clear of the road.<br />
This allows good realistic travel speed,<br />
making shifting to and from jobs far more<br />
efficient than trying to trundle a roller<br />
along the roadsides at slow speeds while<br />
getting from A to B.<br />
The roller frame width has been kept to<br />
just under 12ft so access through 12-foot<br />
gates will be possible in most cases. A<br />
Honda pump is carried within the frame<br />
so the roller can be quickly filled to the<br />
required level from an irrigation pond or<br />
any other plentiful supply of water. Road<br />
cones are also carried to be used to mark<br />
irrigation hydrants and the like before<br />
starting the job.<br />
Bob says he’s happy to travel some<br />
distance to do work with the roller<br />
providing there is realistic amount work<br />
to be done in and around that area. The<br />
benefits of heavy rolling are the pushing<br />
down of stones and evening up the level<br />
and smoothness of the paddocks, also<br />
rolling down pugged pasture in the spring.<br />
in some cases, if grassgrub is rife, rolling<br />
the paddock can have positive results.<br />
Moreover, the rear axles can be operated<br />
independently so laneways can be rolled<br />
by lifting the roller up some on one side to<br />
allow the very outside edges of laneways to<br />
be rolled properly as the roller can be tilted<br />
to suit the camber of the lane.<br />
Benefitting from his farm upbringing,<br />
working on Land Development farms in<br />
the 80s, along with experience overseas<br />
on farms and with ag contractors, Bob<br />
has a good knowledge in the cultivation,<br />
drilling, earth moving and hay making<br />
areas. Supported by an array of machinery<br />
for most tasks on small and lifestyle<br />
blocks. Bob has grown Lucerne on his own<br />
lifestyle block in the Prebbleton, Broadfield<br />
area for the past 15 years, making small<br />
conventional bales for a ready market.<br />
Bob has built a hydraulicly operated<br />
accumulater on the back of the<br />
conventional baler which produces the<br />
common flat eight pack while carrying<br />
the bales, therefore eliminating dragging<br />
the bales across the crowns of the Lucerne<br />
which will shorten the life of the stand and<br />
stops the bottom of the bales getting dirty<br />
and stripping of the leaf. Hay is cut using a<br />
mower conditioner with rubber and steel<br />
rollers and raked with NH rollabar rakes<br />
which are gentle on Lucerne.<br />
Bob says making good Lucerne hay<br />
requires working some odd hours as to<br />
maintain the maximum amount of leaf<br />
which is what makes the best product. To<br />

this end, Bob also offers a round baling<br />
service producing 1.2m wide bales which<br />
are best suited for cartage by road. Bob will<br />
cart both types of bales from the paddock<br />
and stack in the shed providing the shed<br />
has good access and is in good cleaned out<br />
and tidy order.<br />
As with his engineering business, Bob<br />
says his emphasis is on doing a really<br />
good job and being able to think outside<br />
the square as to what can be done for best<br />
results.<br />

Caution needed with<br />
drinking water for rural<br />
pregnant women<br />
Rural Women New Zealand (RWNZ) is<br />
concerned about research indicating there<br />
is a link between nitrate exposure during<br />
pregnancy and poor birth outcomes.<br />
“Recent research indicates that there is<br />
a link to low birth weights and premature<br />
births from nitrate exposure while<br />
pregnant which could lead to a lifetime<br />
economic burden of NZ$90,000 for each<br />
prem baby,” says Health Convenor and<br />
Board Member Malvina Dick.<br />
“Some of the adverse health outcomes<br />
include neural tube defects, small for<br />
gestation age, low birth weights and<br />
preterm births as well possible ongoing<br />
health issues.<br />
“Exposure to nitrate levels above 5mg/l<br />
in drinking water increased the odds of a<br />
preterm birth (20-31 weeks) by 47%, while<br />
exposure above 10mg/l increased the odds<br />
2.5 times.<br />
“Those most at risk are pregnant women<br />
drinking water from unregistered supplies<br />
with this level of nitrate and greater –<br />
and these women will be in rural New<br />
Zealand.<br />
“If you are pregnant, live in rural New<br />
Zealand and don’t use town/city water,<br />
please be cautious about drinking the<br />
water unless you know the nitrate levels<br />
are below 5mg/l nitrate nitrogen – please<br />
get your water tested regularly especially if<br />
it is common practice in your area to use<br />
nitrogen fertiliser.<br />
“Due consideration must be given to<br />
amending the Drinking Water Standards<br />
for New Zealand to reduce the acceptable<br />
levels of nitrate in drinking water to well<br />
below the 11mg/l they are at present.<br />
“Our children are our future and<br />
reducing nitrate exposure during<br />
pregnancy is necessary to ensure healthy,<br />
strong babies,” says Mrs Dick.<br />

Serves 3-4<br />
Ingredients<br />
Coconut oil<br />
Butter for greasing<br />
2 sausages<br />
3 turnips, peeled (or two<br />
swedes, or 1 large potato)<br />
3 green shallots, chopped<br />
4 eggs, beaten<br />
Directions<br />
Preheat the oven to 190<br />
deg C and grease a small<br />
glass or ceramic baking dish.<br />
Grate the turnips, using a<br />
food processor if you have<br />
one. Remove the sausage<br />
meat from the casings.<br />
Brown the meat with<br />
a little oil in a large hot<br />
frying pan until not quite<br />

4 tbsp extra virgin oil<br />
1 large onion, thinly<br />
sliced<br />

500gm button mushrooms,<br />
sliced (white and<br />
brown)<br />
1 cup vegetable stock<br />
Freshly ground black pepper<br />
to taste<br />
1/2 cup plain low-fat<br />
Greek yoghurt, mixed<br />
with 1 tbsp cornflour<br />
Directions<br />
Heat oil in a large frying<br />
pan.<br />
Add onion and saute<br />
until tender and lightly<br />

Stir in paprika, chilli<br />
powder and mushrooms.<br />
Stir for about two minutes<br />
then slowly pour in<br />

Simmer for about 10<br />
minutes, stirring occasionally,<br />
until reduced.<br />
Remove from heat and<br />
rest for about 2 minutes.<br />
Swirl in yoghurt.<br />
Excellent topped with<br />
finely grated lemon rind<br />

served on rice or whole<br />

Chuck steak stew<br />
Serves 4<br />
Ingredients<br />
2 tbsp olive oil<br />
1.5kg beef chuck steak,<br />
diced<br />
2 large onions, cut into<br />
thin wedges<br />
2 leeks, white part only,<br />
sliced<br />
2 garlic cloves, crushed<br />
4 sticks celery, trimmed,<br />
sliced<br />
2 large carrots, peeled, cut<br />
into 3cm pieces<br />
2 x 425gm cans chopped<br />
tomatoes<br />
1/4 cup red wine<br />
1 cup beef stock<br />
Mashed potato, to serve<br />
Parsley leaves, to serve<br />
Directions<br />
Heat one tablespoon<br />
of oil in a large saucepan<br />
over high heat. Cook beef,<br />
stirring, until browned.<br />
Transfer to a plate.<br />
Reduce heat to medium.<br />
Add remaining oil, onions,<br />
leeks, garlic, celery and<br />
carrots to pan. Cook,<br />
stirring often, for five<br />
minutes.<br />
Return beef to pan<br />
with tomatoes, wine and<br />
stock. Bring to the boil.<br />
Reduce heat to low and<br />
simmer, covered, for<br />
one hour. Uncover and<br />
simmer gently, stirring<br />
occasionally, for 30min or<br />
until beef is tender.<br />
Divide half the casserole<br />
between 4 plates. Serve<br />
with mashed potato<br />
sprinkled with parsley<br />

Roses need regular pruning<br />

THERE IS more written about<br />
pruning roses than almost any<br />
other aspect of their care.<br />
Yet, why do we prune our<br />
roses?<br />
Here are a few key reasons:<br />
Encourage new growth and<br />
more blooms. Maintain the<br />
health of the rose by removing<br />
old wood, improve air circulation<br />
within the bush.<br />
Maintain a specific shape,<br />
especially for climbing and pillar<br />
roses, and those that are pegged<br />
down.<br />
Not all roses have the same<br />
need to be pruned, some just<br />
need an annual “going over’’<br />
after flowering to remove the<br />
dead wood. Other roses, most<br />
notably the highly bred hybrid<br />
teas and floribundas, need regular<br />
pruning. If you garden on a<br />
light, sandy soil then prune your<br />
roses only lightly as they will not<br />
be able to support the vigorous<br />
new growth that hard pruning<br />

Rose Pruning<br />
Winter gardening certainly slows<br />
down a bit, but now is the perfect<br />
time to get busy with rose pruning<br />
and mulching.<br />
Roses are forgiving easy to grow plants that<br />
enjoy and appreciate an annual prune. The aim<br />
of rose pruning is to maintain a good even shape<br />
and to keep the rose bushes healthy and at a<br />
manageable size. Here are some of the benefits<br />
of pruning:<br />
Reduces and maintains the size of the plant<br />
and keeps those thorny branches contained<br />
and away from paths and walkways<br />
Allows more sunlight and air circulation into<br />
the centre of the plant, this promotes vigour<br />
(more flowers) and improves resistance to<br />
attack from pests and disease.<br />
QUICK GUIDE<br />
Remove about a third of the plant each year aiming<br />
to open up the centre of the plant. Cut out any<br />
weak or old stems. Fresh new growth will appear in<br />
the spring.<br />
We recommend you prune on a clear dry day,<br />
remove all the cut branches, and rake away any<br />
leaves that are left behind. Once done, complete<br />
the task by spraying with a winter clean up spray<br />
to kill any over wintering bugs and diseases. And<br />
remember to always use sharp loppers or secateurs<br />
for a clean cut.<br />
After pruning, apply a thick layer of Intelligro mulch,<br />

Mazda BT-50 an SUV in disguise<br />
I READ recently that Mazda’s<br />
new BT-50 pick-up could well be<br />
marketed as an alternative sport<br />
utility vehicle.<br />
Compelled to test that theory,<br />
I asked Mazda New Zealand if I<br />
could take the double cab utility<br />
on a long South Island road trip,<br />
leaving the vehicle in secured<br />
parking at Bluff while my wife<br />
and I took in a couple of days<br />
on Stewart Island, one of our<br />
favourite holiday destinations.<br />
It was an unusual choice of<br />
vehicle to travel such a distance<br />
in but it was a good choice, it was<br />
comfortable on that journey and<br />
easily met our needs.<br />
The evaluation ute was the<br />
base model variant, although it<br />
must be said GSX specification is<br />
not bare, there are high comfort<br />
levels, plenty of specification and<br />
enough kit to satisfy. Certainly,<br />
during our road trip there was<br />
nothing we felt it needed.<br />
Sure, there’s just cloth trim, no<br />
keyless entry or ignition and no<br />
satellite navigation; however, I<br />
could easily live without those<br />
items, and elsewhere there are all<br />
of the ingredients a modern ute<br />
owner would be satisfied with.<br />
Safety hasn’t been<br />
compromised either, all BT-50s<br />
get a five-star Australasian New<br />
Car Assessment Program rating,<br />
and for the those who would<br />
use the ute as a daily driver it<br />
is manageable and enjoyable to<br />
drive, I certainly felt at home<br />
in it during the 1200km return<br />
journey.<br />
Regular readers will recall<br />
my previous evaluations of the<br />
new BT-50, and it is all-new.<br />
The Mazda Motor Corporation<br />
joined forces with the giant Isuzu<br />
conglomerate to develop the<br />
latest generation model. It shares<br />
many components with the Isuzu<br />
D-Max, notably the driveline.<br />
The BT-50 here is available in<br />
both two and four-wheel-drive,<br />
and all have six-speed automatic<br />
transmissions. There are six BT-<br />
50 variants starting at $47,490<br />
for the base model (2WD) and<br />
ending at $60,990 for Limited<br />
specification. The base model<br />
four-wheel-drive I took south<br />
lists at $54,490, if you do want a<br />
few extra goodies but don’t want<br />
Limited specification, a mid-spec<br />
GTX lists at $58,490 ($51,490,<br />
2WD).<br />
Under the bonnet sits Isuzu’s<br />
four-cylinder turbocharged diesel<br />
engine. It’s a 3-litre unit and is<br />
rated with 140kW and 450Nm.<br />
There are no surprises here, this<br />
engine has been around for a few<br />
years but it has been the subject<br />
of a long and steady refinement<br />
process.<br />
Today, it is smooth and<br />
sophisticated, and the areas where<br />
power and torque are developed<br />
are low in the rev band so it’s a<br />
happy low down hauler. During<br />
my journey the rev counter was<br />
constantly sitting at 1400rpm in<br />
CRUISER: High levels of comfort on a highway haul.<br />
MAZDA BT-50 GSX: According to the signwriting – five-year fixed price servicing, five-year<br />
warranty and five-year roadside assistance .<br />
at 100km/h, it is relaxed at that<br />
speed and is quiet. It also returns<br />
an 8l/100km instantaneous rating<br />
(converted from a km/l readout).<br />
I took the evaluation car back<br />
to the dealership with a 9l/100km<br />
combined average usage that<br />
fits well with Mazda’s claim of<br />
8l/100km, proving relaxed long<br />
distance cruising is beneficial to<br />
economy.<br />
Our long trip wasn’t the only<br />
use I put the evaluation car to,<br />
it arrived at a very opportune<br />
time. The recent weather bomb<br />
that hit Canterbury took its toll<br />
on the Kiddie-home. It exposed<br />
three sheets of leaky corrugated<br />
roofing iron that necessitated a<br />
quick repair. Thankfully, a young<br />
builder who is familiar with<br />
the renovation process on our<br />
home came at short notice and<br />
he immediately replaced some<br />
rusty sections. I used the BT-<br />
50 to dispose of the waste, also<br />
taking the opportunity to buy a<br />
new locally-manufactured ladder<br />
to replace an old one I had been<br />
using at home that had become<br />
dangerous.<br />
It’s these kinds of tasks that<br />
make today’s double-cab so<br />
versatile, you can throw anything<br />
on the deck and yet it still has the<br />
family-friendly in-cabin structure<br />
that works in the everyday role.<br />
While most of our road trip<br />
was on the fabulous undulating<br />

roads the South Island has to<br />
offer, the few handling challenges<br />
were met with dignity and<br />
aplomb. The BT-50 has definite<br />
steering feel and composure in a<br />
corner.<br />
It’s fair to say the ladder chassis<br />
and rear live axle set-up aren’t<br />
conducive to handling prowess,<br />
but the BT-50 isn’t awkward, it<br />
feels balanced and controlled,<br />
which just serves to prove if you<br />
have a live rear axle and leaf<br />
springs located well then the ride<br />
and control in a corner is well<br />
organised.<br />
That is something the tyre<br />
manufactures have also kept in<br />
mind over the years, Dunlop<br />
has developed its Grandtrek<br />
compound to the extent where<br />
grip is high and travel is quiet,<br />
the big 255/65 x 17in tyres are<br />
informative and contribute to the<br />
balance and feel of the ute in all<br />
conditions.<br />
Our road trip was on a mix<br />
of wet and dry roads, and never<br />
at any point did I feel the BT-50<br />
lacked ability, it feels well attached<br />
to the road.<br />
Route closures due to the big<br />
South Canterbury flooding events<br />
meant short distances on broken<br />
and unsealed roads, the spring<br />
and damper rates of the BT-50<br />
have been chosen so that comfort<br />
levels aren’t jeopardised, yet<br />
they don’t compromise the load<br />
bearing ability of the ute. On that<br />
subject, the BT-50 is a genuine<br />
one-tonner and has a 3500kg tow<br />
rating.<br />
My time in the evaluation car<br />
was as far from its design role<br />
as you could get, however, I was<br />
exploring the claim that utes are<br />
manufactured for all purposes,<br />
and the BT-50 certainly ticked<br />
one of the boxes – it’s a genuine<br />
open-road traveller that will<br />
whisk the family to holiday<br />
destinations with ease. If you<br />
want a working ute that doubles<br />
as family transport for the<br />
weekend, don’t be put off with the<br />
base model BT-50, it still has the<br />
goods.<br />

Statement – Decision of the Minister for the Environment and Operative<br />

Clause 20 and Clause 90 of Schedule 1, Resource Management Act 1991<br />
(RMA)<br />
The Canterbury Regional Council (Environment Canterbury) gives public<br />
notice that the Minister for the Environment has approved Proposed<br />
Change 1 to Chapter 6 of the Canterbury Regional Policy Statement<br />
(CRPS) under the Streamlined Planning Process.<br />
The Minister’s decision, dated 28 May 20<strong>21</strong>, can be viewed on the<br />
Environment Canterbury website at www.ecan.govt.nz/chapter6CRPS.<br />
Proposed Change 1 to Chapter 6 of the CRPS will become operative on 28<br />
<strong>July</strong> 20<strong>21</strong>.<br />

The Rosemerryn development in<br />
Lincoln is currently working on a<br />
number of stages in their development<br />
and, with many of their latest stages<br />
already sold or under offer, sections<br />
are still proving to be in high demand.<br />
While the back half of 2020 saw demand<br />
for 500m² to 1000m² sections with very<br />
little pushback on asking prices, there<br />
was a good mix of owner-occupied<br />
and investment buyers with location<br />
determining who ends up where. Nathan<br />
Collett from Bayleys says, “Most buyers<br />
want to capitalise on low-interest rates<br />
and the great value that Canterbury<br />
offers—like a house and land package for<br />
around $600,000.”<br />
The future of home<br />
building is positive<br />
Covid-19 has seen many Kiwis<br />
returning home from overseas and<br />
<strong>Selwyn</strong> is a highly desirable area for all<br />
building types. Evan Beker, Regional<br />
Partner for Generation Homes says,<br />
“There’s plenty of first-home owners,<br />
those looking to upgrade, young, and<br />
established—they’re all looking to spend<br />
money they might otherwise have spent<br />
on overseas travel.” Most available land<br />
is currently sold out and new releases<br />
are sold within hours. They’re seeing<br />
more architectural builds than ever<br />
with external features such as different<br />
claddings, interior features focusing on<br />
new trends in bathrooms and kitchens—<br />
and people want to add their own touch.<br />
New land is coming, but there’s a long<br />
waitlist and the price varies by location<br />
and subdivision. Keep an eye out for the<br />
new Generation Homes show home in<br />
Rosemerryn, Lincoln.<br />
Unprecedented<br />
building times<br />
Jon Sanders from Today Homes<br />
says, “Once regional infrastructure<br />
completes, and more land is released—<br />
we’re in for a big ride in the next 3-4<br />
years.” The recent housing package<br />
announcement is pushing more people,<br />
including investors, into building— and<br />
Canterbury has the most proposed<br />
land to continue with. Most home<br />
build companies can’t keep up with<br />
the land demand right now despite<br />
more enquiries than ever. The market<br />
is dominated by first-home buyers<br />
and investors, some signing up 12-18<br />
months in advance of resource consent.<br />
Databases full of people ready to build<br />
are waiting on the 10,000+ sections<br />
waiting on council approval.<br />
Shortage of sections is<br />
the main issue<br />
Despite a price correction that’s<br />
currently taking place, Geoff Bouterey<br />
from Green Homes says, “Investors and<br />
first-home buyers are taking advantage<br />
of the value in <strong>Selwyn</strong>. Once more land<br />
is released it’ll get snapped up—<br />
fast.” Christchurch is seeing good<br />
growth, helped by great facilities<br />
and improved infrastructure,<br />
so it’s no surprise that sections<br />
in places like Rolleston are<br />
now $40-50k more. And when<br />
buyers do get their hands<br />
on land, they’re looking to<br />
build homes with a smaller<br />
carbon footprint that are<br />
better quality, more energyefficient,<br />
warmer, and<br />
healthier to live in. Features<br />
like more insulation,<br />
ducted air and underfloor<br />
heating are popular, along<br />
with Low-e glass to reduce<br />
heat loss and cut back UV<br />
light that damages soft<br />
furnishings. And high<br />
ceilings and doorways,<br />
for better heat flow, are<br />
becoming the norm.<br />
