Drink driving
charge
laid after
burnout
near police
station
• By Susan Sandys
A MOTORIST allegedly more
than three times the drink
driving limit was caught after
doing a burnout near the
Rolleston police station.
Police say the 25-year-old
from Burnham recorded 1026
micrograms of alcohol per
litre of breath. The legal limit is
250mcg/l. He was also charged
with sustained loss of traction.
Senior Sergeant
Dean Harker
said the driver
was tracked to a
Burnham address
after a member of
the public reporting
seeing him
Dean Harker
doing a burnout
near the Tennyson St police station
about 10.50pm on Friday.
“He was annoyed about something
and decided to do a burnout,
which wasn’t a good look
when you have been drinking as
well,” he said.
The burnout wasn’t an antipolice
thing, said Harker.
IF YOU are annoyed, uptight
or plain angry don’t get in
you have been drinking.
We report on page 1, a
25-year-old who probably
now realises how much trouble
the demon drink can get
you into.
He was way over the legal
he also did a burnout in busy
Rolleston – and close to the
It was reported to police
who then easily tracked him
LEESTON IS the latest township
in the district set for a growth
explosion as new subdivisions
are planned.
Matson and Allan manager
Stephan Knowler said the real
estate firm planned to bring two
subdivisions, altogether comprising
about 300 sections, to market
within the next month.
He was aware of two other
areas of land in
the township,
already rezoned,
that would also
be brought to
market by other
Stephan
Knowler
real estate agents.
All the developments
combined
could mean as
many as 600 new sections for
Leeston within the next five
years.
Once built on, this would
equate to an increase of almost
50 per cent on the township’s
current number of dwellings,
which is 986 according to figures
in this year’s Long Term Plan.
Knowler said the two subdivisions
his company planned to
bring to market were divided by
Leeston Dunsandel Rd and located
on the south-western corner
of Leeston.
The land has been rezoned in
Plan Change 62, which district
councillors accepted in part
earlier this year. The rezoning
request was from D Marshall, L
Martin and A Formosa, M and T
Saunders, B Hammett and J and
S Howson.
Knowler said he expected the
developer, whose name he was
keeping confidential at this stage,
Latest Canterbury news at starnews.co.nz
Leeston could see 50 per cent
growth in the next five years
would be releasing the subdivision
plans this month.
Considering the current
demand for real estate in Selwyn
and the relative low price of
the sections, which could be
$195,000 upwards, he expected
demand to be high.
“We are expecting to be pretty
busy when we produce that
plan,” Knowler said.
He said part of the demand for
sections in the district was from
people leaving high-priced centres
such as Auckland, Tauranga
Smoke alarm
saves woman
from fire
• By Susan Sandys
A WOMAN ran about 1km
to the nearest house to alert
emergency services of a blaze at
her farm cottage.
Hororata Volunteer Fire
Brigade chief Bruce Sayer said
cellphone reception at the farm,
about 8km from Hororata on
Mitchells Rd, was poor.
The brigade was called at
9.59am Thursday.
The woman had unsuccessfully
tried to put the fire out herself
with a fire extinguisher, so she
ran to the farm homestead, where
emergency services were called.
Sayer said the house, a 50-plusyear-old
weatherboard villa, was
completely destroyed in the blaze.
The occupants lost all their possessions.
Sayer said the woman had been
the only one home at the time.
She was in bed when she heard
a smoke alarm going off. She
dismissed it, thinking it was perhaps
from a clock or other device.
However, she got out of bed to
investigate when she smelt smoke.
Sayer said the cause of the fire
was being investigated. It was not
suspicious.
The fire showed the importance
of smoke alarms. If the woman
had been asleep, she would not
have smelt the smoke.
Farmers, tractors and working dogs
Third-generation Courtenay farmer Bill Bradley was at the Darfield
protest with his 3065 Massey Ferguson tractor.
ORGANISER: Derek
Bull was pleased
with the huge
turnout at Darfield.
• By Susan Sandys
FARMERS AND their
supporters turned out en masse
to Groundswell NZ’s Howl of a
Protest rallies in the district on
Friday.
More than 1000 gathered in
Darfield and almost 1000 in
Leeston, taking along their tractors,
utes and dogs.
Sheffield farmer Derek Bull,
who organised the Darfield protest,
said he was pleased with the
turnout.
“It went well, better than we
expected,” he said.
Farmers and supporters parked
their tractors and utes on the outskirts
of the town before marching
down the main street. Police
undertook an impromptu road
More than 1000 farmers and supporters turned out to the Groundswell NZ protest at Darfield, organised by Bull (third
from left) and supporters.
closure, and kept this in place as
the crowd gathered outside the
Gnomes Ski Shop and spilled out
onto the road.
Bull addressed the crowd and
took fire at regulations which
were unproductive and costly,
such as those relating to freshwater,
indigenous biodiversity,
significant natural areas, climate
change and the ute tax.
“We already have the second best
water quality in the OECD, and
are one of the world’s most efficient
producers of food on a carbon emisions
basis,” Bull said.
He was followed by Greendale
farmer John Ridgen and Sheffield
farmer Tom Ferguson in addressing
the crowd.
Third generation Courtenay
farmer Bill Bradley was among
farmers who turned out, with his
3065 Massey Ferguson.
“If we don’t do something, then
you can’t criticise (the Government),”
Bradley said.
Darfield farmer Jacob Duffy
was there with his dog Jill.
“The new legislation they are
bringing in, it’s just not going to
work, they are making things so
difficult for farmers,” Duffy said.
Examples included recommended
spring crop drilling
dates being unachievable for
farmers such as himself, who
needed to drill later in order to
meet fresh pea contracts.
gather for a howler of a protest
Another was the difficulty of
meeting winter feed pugging limits,
especially in a wet winter.
“You can’t do anything about
the weather,” he said.
He suggested something the
Government could do to help the
flailing wool industry and the
environment at the same time –
put carpets made of wool, which
was biodegradable, into its state
homes.
Second generation crop and
livestock Darfiield farmer Joe
Catherwood was at the march
with his dogs Tipi and Mimi.
The 73-year-old had never been
to a protest in his life, but was at
the Howl of a Protest due to feeling
passionate about Government
interference.
He was to lose $150,000 of annual
income his farm made from
baleage supplied to the live cattle
export industry, as this practice
was to be banned.
In addition, the farm had three
utes, so it would have to pay more
from January next year when it
came to replacing these vehicles
as the Government’s new Clean
Car Discount Scheme was introduced.
Under the scheme, higheremission
vehicles, including utes,
will have a fee placed on them.
Catherwood said even if
electric vehicle technology had
advanced to the stage where he
could have EV utes, he would not
be able to charge them up on the
farm due to the property’s unreliable
power network.
“The Government hasn’t
thought these things out,” he said.
Kirwee farmer Jennie Rowlands
was there with son Dustin, 12,
and daughter Mackenzie, 10, as
well as dogs Rocky, Willa and
Tye.
The fith-generation farmer
and her family worked hard and
looked ater the farm they were
on, preparing it for the next
generation.
“So much more time and energy
is put into following the law
and the paper work, it’s making a
hard job even harder,” Rowlands
said.
In Leeston, farmer David
Marshall led a procession, in
his ute, of about 150 utes and
tractors through the town centre.
Supporters on foot lined the
streets in their hundreds, before
everyone gathered in the sports
grounds and he addressed the
crowd.
The procession itself was
reasonably quiet and subdued,
which had been “appropriate”
considering the seriousness of
what the group was protesting
about.
“It was more of a statement of
solidarity,” Marshall said.
Darfield farmer Joe Catherwood was attending
his first ever protest, with dogs Tipi (left) and
Mimi. Increased regulations are making a hard
job even harder, said Kirwee farmer Jennie
Rowlands, with daughter Mackenzie, 10, and
son Dustin, 12, and dogs (from left) Willa, Tye
and Rocky.
$22m library set to open in November
• By Susan Sandys
FINISHING TOUCHES are
being made to the striking
facade of Te Ara Ātea, as the
$22 million Rolleston library
building nears completion.
District council acting
manager major projects Phillip
Millar said the façade had been a
challenging part of the construction,
due to its particular design
and Covid-19
delays.
Warren
and Mahoney
studio head of
design Jonathan
Coote, based in
Christchurch,
Jonathan
Coote
gave more
detail on that
design.
Coote said
the facade was comprised of
panels made up of thousands of
aluminium “blades” of various
sizes. This was a well known
construction technology, and
had been undertaken by New
Zealand architectural facade
company Insol.
The aspect unique to Te Ara
Ātea had been an inverted curve
to each blade, giving it a scalloped
shape. This gave the building,
along with its shape, “a little
bit more drama.” While there
was some intricacy with this
blade design, it was not complex,
he said.
“You get different shading and
different light qualities, with
the different models of blades,”
Coote said.
The blade concept was intended
to give a rippled look, similar
to the patterns left in sand by
river braids. The site of Te Ara
Ātea had in historical times been
a flood plain for the Waimakariri
River, and a photo from the
1930s had shown imprints in the
land left by river braids.
Coote said with any building,
there was challenges as part of
the construction process. There
had been one minor issue with
the facade. Some background
panels were placed on the
building with over-tightened
screws, but this was quickly
fixed.
With regard to delays associated
with the pandemic, a mockup
facade was to be tested at a
laboratory in Hamilton, however
this was delayed by about five
weeks due to the laboratory being
closed in lockdown. There
had also been minor supply
issues.
Coote said Te Ara Ātea was
one of the most exciting projects
he had been involved in and he
was looking forward to its opening
in November.
“I think it’s really elegant. I
think the idea of a building as a
beacon has been achieved. We
think the outcome ties nicely
into the cultural narrative. It sort
of breaks the light up in a really
beautiful way.”
The building was designed
in tune with a wider cultural
narrative, gifted by Te Taumutu,
involving a taniwha and the
nor’west wind.
Finishing touches involved
weather tightness tests, which
had revealed one or two areas
which needed additional work to
seal them up, then they would be
retested. This followed the building
performing well with regard
to weather tightness in May’s
heavy rain event.
The 2200 sq m two-storey Te
Ara Ātea will feature a mixed
mode library, performance
space, community space, studio
and workshop space, a café,
art exhibition areas, a museum
experience with display cabinets
throughout, and studio and
workshop space. It will open
onto the town square, which will
feature retail areas, a sensory
space, kai gardens and a youth
area.
Interior features include a
timber ceiling and cork ceiling
in the upper floor, as well as the
live installation backdrop of a
ribbon wall on the ground floor
which imagery can be projected
onto.
“The real joy in this building is
the warmth and richness of the
interior,” Coote said.
– in the passenger seat – since the
light plane he was learning to fly in nosedived
into a farm paddock near Glentui,
north-west of Rangiora on May 28.
“I’ve been up again to have a look
around,” said Macdonald, who is recovering
from a smashed wrist, cuts, bruises
and whiplash.
“I still have a bit of physio from time to
time but I’m coming right.”
Macdonald sought an aerial view of
the family farm at Sheffield following
floods and storm damage early last
month and was pleased to report the
property was unscathed.
“We also flew over High Peak Station
into the Rakaia Gorge, that general
area,” he said.
Awards presented to university scientists
THree Lincoln University gene marker
laboratory scientists have been recognised for
outstanding work in their field.
THey are (from left) principal researcher Dr
Huitong Zhou of Lincoln, lab manager Freeman
Fang of Christchurch and laboratory director
Professor Jon Hickford of Lyttelton.
THe trio received the science and research
award at the annual Primary Industry Awards
this month. The lab’s main research focus is
genetic variation in ruminants and its association
with economically important traits.
It has developed tests for genes which underpin
milk, meat and wool production, and that make
livestock resilient to disease and environmental
challenges. Hickford has worked at the university
since 1989, teaching science and agriculture
degree programmes, and has delivered 11
commercial gene-marker tests to market.
“With these technologies, we have
instituted programmes for the eradication
of dermatosparaxis in white dorper sheep
in Australia and NZ, for the eradication of
Microphthalmia in texel sheep in Australia and
NZ, and for the eradication of gaucher disease in
Australian southdown sheep,” he said.
KEEN: Alan Macdonald with the
wrecked aircraft.
Rangiora-based Macdonald had no
qualms about getting into the Italiandesigned
Tecnam aircraft, piloted by a
friend.
“I felt good, I was happy enough. We
obviously weren’t doing simulations, it
was a scenic flight.”
Macdonald crashed when flying with
the Canterbury Recreational Aircraft
Club’s chief instructor Stewart Bufton,
who also avoided serious injury.
They were practising engine failure
protocols when the plane clipped power
lines and nose-dived, at low speed into
the paddock.
The Civil Aviation Authority of
New Zealand is investigating the incident.
Macdonald, who considered learning
to fly as a ‘bucket list’ item, is keen to
resume taking flying lessons.
“You have to get back on the horse
again. I am not going to let it (the crash)
beat me,” he said.
“It is a lovely view up there. On a
fine day, it is serene. You get a view of
the countryside from another
perspective.”
Mirids are a major pest of farm crops
THE AUSTRALIAN crop mirid
(Sidnia kinbergi) is one of many
insect species that have arrived
here from our antipodean
neighbours.
The mirid was first recorded in
New Zealand in 1922 feeding on
passionfruit vines. It is variable
in colour – from pale brown
to green to reddish-brown
and usually with some darker
mottling or spotting present.
The front and rear of the
mirid slope downwards
giving the insect an unusual
appearance. The shape of its
wings create a characteristic
rear-pointing triangle in the
centre of its back.
Adults vary between 4-6mm
in length and their antennae
have white and dark banding.
Females lay slightly curved, pale
yellow 0.9mm long eggs on a
large diversity of plants.
Host plants include many fruit
and vegetable species, native
species, lucerne, lotus, clovers,
grasses, carrot seed, fathen, and
many flower species.
In Canterbury, the mirid
has been a major pest of
lucerne, lotus seed and clover
seed crops.
While feeding, mirids inject
salivary enzymes into flowers,
buds and growing tips of
legumes which often causes seed
disfiguration.
Peak activity of the mirid in
New Zealand occurs in March.
THE SPECTACULAR sight
of steam trains framed by the
majesty of the Southern Alps is
one step closer to returning to
the South Island main line.
The Mainline Steam Heritage
Trust is relocating its current depot
on Lunns Rd in Middleton to
Springfield after about 25 years
at the city site.
The trust is the only organisation
that runs steam trains on
the mainline network in the
South Island, but it has not done
so since 2014. It plans to return
the tourist excursions in two to
three years’ time.
General manager Grant Bradley
said the trust initially looked
at alternative options around the
city as its lease was ending at its
current depot. However, it found
site options were expensive and
availability was a problem.
“It wasn’t feasible to be able
to stay close to Christchurch,
as much as we would like to,”
Bradley said.
That’s when it looked further
afield, and found Springfield
offered a lot of space and it
was on the KiwiRail main line
network.
The trust had since come to
an agreement with Midland Rail
Heritage Trust to share Midland’s
site at Springfield. It has
already moved about 20 railway
vehicles including passenger carriages
and goods wagons.
“It’s a nice environment, it’s
got plenty of room and space
for us, I’m very pleased to have
the support of the community,”
Bradley said.
The trust planned to build a
shed for storing and working on
equipment. It hoped this would
be completed within two to three
years. It has two working steam
locomotives which it would
move on site once the shed was
built.
The locomotives had been used
to run trips from Christchurch
to Arthur’s Pass in the past.
However, the trust stopped these
in 2014 as KiwiRail ceased hiring
out its carriages. The trust then
bought carriages from KiwiRail,
and it was in the process of
restoring them.
Once the shed was built and
the carriages were restored,
day and weekend trips could be
planned. These could include
from Christchurch or Rollleston
to Arthur’s Pass and Christchurch
to Kaikoura.
In the meantime, the two
locomotives would be towed
along the railway line up to the
trust’s Wellington depot for safe
keeping.
Springfield resident and
train enthusiast Simon
Williams said residents were
excited about the prospect of
seeing the town’s railway hub
become busy again.
“Springfield used to be a major
railway centre, and it still has all
its railway yards and tracks, but
nothing to use them, apart from
the trains (mainly coal trains
and TranzAlpine) that whizz
through,” Williams said.
In 2023 it would be 100 years
since the Otira railway tunnel
was opened and the town’s
railway yards and station moved
from the centre of the town to
its current site on the edge of the
town.
The development had the
potential to attract tourists as
people were generally drawn to
the “certain kind of magic” of
steam trains.
ELLESMERE CAMERA Club members
are looking forward to unveiling some of
their works at the club’s inaugural Beyond
Secretary Lindsay Cook said the small
group of amateur photographers were
passionate about their craft and were
excited about the exhibition.
Beyond the Lens was the first exhibition
of its kind held by the club.
“The images in the exhibition cover a
wide range of photographic genres that
illustrate the diversity of modern photography,”
Cook said.
She said the club began in the 1950s
when film cameras ruled supreme and
images were presented as projected colour
transparencies, or as black and white
prints that were often developed in homebased
dark rooms.
“The last six decades have seen many
changes in technology and today’s digital
cameras and the use of post-production
techniques using software such as Photoshop
have opened up unlimited possibilities,”
she said.
“These changes have blurred the boundaries
between traditional photography
and other forms of art.”
The club meets on the second Monday
of each month and hosts photographic
trips to picturesque locations.
It holds monthly competitions to motivate
and challenge its members to try new
techniques.
THE GOVERNMENT has offered $2.5
billion of taxpayer money to induce
councils to opt into their ideologicallydriven
will be $22.5 million. This, according to
our mayor, is equivalent to what was spent
last year on our excellent drinking water
However, Selwyn is growing rapidly
and the ratio of councillors per head of
we need to consider how we fix that in
Our options include adjusting the current
WITH HER career already
on a massive upswing, Sarah
O’Reilly’s star continued to rise
when she won the New Zealand
Junior Drivers Championship at
Addington on Sunday.
O’Reilly went into the final day
of the five-race series in third
position before icing her second
win in the competition by taking
out two of its final three heats.
The 21-year-old didn’t leave
her championship run to chance,
taking charge in both of her victories
on Sunday by sending her
winners Tequila Sunset and I’m
Tough to the front in the early
stages of their heats.
O’Reilly has made giant strides
in her career this season with 55
wins, more than the tally from
her three previous seasons.
The junior driver has been in
especially rare form recently,
scoring a hat-trick on Sunday
with her victory outside the
championship with Shards In
Manhattan.
When pressed to explain
what she puts her hot form in
the sulky down to, the humble
O’Reilly said it was her confidence.
Anyone who saw her assertive
drives on Sunday could
ROLLESTON netballer nineyear-old
Annabelle Venter got
a taste of the action when she
met the superstars of netball on
centre court at Christchurch
Arena before the Tactix vs Stars
ANZ Premiership game.
Annabelle, who attends
Lemonwood Grove School, won
the chance to meet captains
Jane Watson (Tactix) and Maia
Wilson (Stars) and lead the
teams onto the court as a part
of the ANZ Future Captains
programme. Good friend and
fellow Lemonwood Grove pupil
nine-year-old Kayla Koning accompanied
her.
Annabelle said she was ecstatic
to meet the captains, high five
the players and be filmed on live
hardly disagree.
“You get a lot more confidence
with every drive, you need a lot
of experience.”
From barrier 8 in race 5, the
last heat of the championship,
He’s Tough looked to be in need
of a little bit of luck to win.
But O’Reilly took luck right
out of the equation when pressing
forward and finding the lead
after 400m.
“I didn’t realise the horse was
going to go that good, I didn’t
television saying, “I’ll remember
this for the rest of my life. I loved
meeting the captains and being
on TV – I want a career on TV
after this.”
Just when she thought it
couldn’t get any better, Annabelle
got the best seats in the
house next to the Tactix team
and coaches. She says it was a
“pinch-me moment” seeing the
teams up close.
“You can never get this
close to the court, I felt like a
celeb. I could see their passing
techniques, their shooting and
footwork.”
Annabelle’s favourite part was
watching Tactix defender Karin
Burger “snatch the ball out of the
air,” intercepting goals. But when
Latest Canterbury news at starnews.co.nz
it came to her favourite player,
fellow defender Jane Watson
won out: “I like players who play
defence because I can learn from
them and try the techniques in
my own game.”
The icing on the cake was seeing
her favourite team take the
win, but the day just kept getting
better for Annabelle when she got
both defenders’ signatures on her
handcrafted Tactix sign and had a
conversation with Karin Burger in
Afrikaans after the game.
“I think we were their lucky
charms. They were winning
from the start, they got loads of
intercepts!”
Applications for the ANZ
really have a plan going into that
race,” O’Reilly said.
“I was just going to drive it as
I saw it, I didn’t want to be at the
back of the field.”
“I thought I would mooch
forward and it worked out well
for him.”
After finding a sweet spot in
the trail in race 2, Sunday’s first
heat, O’Reilly was quickly out
and around to the front.
The reinswoman rated the
seven-year-old perfectly thereafter
and set up what would turn
out to be her championshipwinning
run.
“She went well, she got a good
trip and everything worked out
for her.”
“She still had to do it and she
went really well.”
O’Reilly went on to make it
win number two in the New
Zealand Junior Drivers Championship
in just her third attempt
and naturally, she was thrilled
with the result.
The reinswoman’s three wins
on Sunday put her on 55 wins
for the season, four wins behind
Junior Drivers Premiership
leader John Morrison (59).
O’Reilly has a chance of
winning the national title but
must produce more outstanding
results to reel in her fellow
Cantabrian.
“There are only about three
meetings left, but the lead is
down to four which is probably
the closest I have actually been to
Johnny,” O’Reilly said.
“It won’t be easy but I will be
O’Reilly’s win with Shards Of
Manhattan prior to her championship
victory handed trainer
Cran Dalgety his 1300th career
victory in New Zealand.
The junior driver was thrilled
that she could help her boss
notch the milestone.
“I didn’t realise that was Cran’s
1300th win until afterwards, it is
a great achievement, it is a lot of
winners.”
Dalgety has the fifth most wins
Double for Dunshea gets Darfield into semis
A LATE try to Darfield hooker
Greg Dunshea effectively
finalised rugby’s Coleman Shield
dashing the title hopes of last
season’s runners-up Waihora.
Dunshea’s score and the angled
conversion from Alister Collins
with four minutes remaining
produced a 34-25 victory which
denied Waihora an all-important
bonus point during the final
round of the Ellesmere division
Ultimately Darfield improved
from fifth to third while
“We tripped up there and
it’ll be tough but there are a
Hawkins said.
Springston head coach Anton
Sutherland gave Darfield a wide
watch Southbridge and Prebbleton
“I couldn’t make any difference
However, his focus was obviously
diverted to the competition’s
we should have done more in the
School kids create
sensory space features
Children from all over Selwyn are contributing to the design of Rolleston’s new civic centre, Te
Ara Ātea.
Nine schools have been involved in creating feature poles and decorative tiles for the sensory
space next door to Te Ara Ātea, which opens in Rolleston’s new town centre on Tennyson Street
in November.
The sensory space poles feature a range of themes from representing unique school character to
the region’s landscape, flora, birdlife, and environment.
Teacher Leona Whittington said the children at West Rolleston Primary School put in a huge effort
to overcome persistent wet weather and competing lunch hour projects.
“Our wee art club is so proud of their effort. They really put in so much time and had the best
attitudes throughout the whole process.”
Ms Whittington was especially grateful to Andy Benn, the school’s “amazing caretaker”, for his
untiring help.
Te Ahi Kaikōmako (Rolleston) School pupils, Alice and Keira, said their feature pole “symbolises
our school culture”.
Students at their school strived to show 'e tū tāngata' and the school values of being kind,
responsible, respectful, connected and resilient.
The school’s name originates from the tale of how Maui brought fire to the world and the
kaikōmako tree, which Maui used to start the fire, is depicted on the sensory pole, they said.
“Our school and staff are the fire that nourishes our learning,” they explained.
The decorative tiles were painted by Waitaha School.
Council Project Manager Phil Millar says the tiles will form a ring around a tree in the sensory space.
Selwyn water systems rank among the best
Selwyn has some of the cheapest water in New Zealand and among the least leaky networks in the
country, a new report shows.
Selwyn had the cheapest volumetric water charge in Aotearoa in 2019/20 and among the lowest overall
charges for 200m 3 of water according to the latest Water New Zealand National Performance Report.
The annual report is compiled by Water New Zealand, an independent not-for-profit organisation
representing water professionals and organisations.
The report showed the district’s wastewater network has the newest pipes on average and among the
lowest rate of overflows per capita in the country. Selwyn was also among the councils with the fewest
wastewater complaints.
The district’s annual wastewater rate was above the national average, which has helped support
investment in the system.
The report showed Selwyn has some of the highest water usage in the country at around 498 litres per
person per day. The Council is working to encourage users to think more carefully and be intentional
around water use, aiming for continuous improvement in water usage across the district in coming years.
The Council has agreed to put more emphasis on volumetric charges in coming years, giving ratepayers
more control over their water bills and offering a financial incentive for reducing water wastage.
Selwyn was slightly above the average for unplanned water supply interruptions. The majority were on
rural restricted water schemes, where the Council is working on extra storage to improve reliability in
coming years.
Council Infrastructure Group Manager Murray Washington says it’s good to see how the district’s
systems measure up.
“We’ve put a lot of investment into our water and wastewater network in the past few years and it’s
good to see that reflected in the results, along with some things for us to keep working on to maintain
an excellent water and wastewater system for Selwyn.”
Have your say on the State
Highway 1 Rolleston flyover and
speed limits
Waka Kotahi NZ Transport Agency wants to hear your views on
transport improvements for Rolleston and current SH1 speed limits,
between Hoskyns Road and Dunsandel.
The upgrades are part of the government’s $125m* New Zealand
Upgrade Programme for Rolleston to help create a future-focused
network for everyone – freight, commuters, rail, cyclists, pedestrians
and public transport users.
The proposals include a flyover between the Rolleston township
and industrial hub, closing SH1 Hoskyns Road and Rolleston
Drive North intersections and removing the level crossing—to be
replaced by the flyover. A southbound service lane parallel to SH1
from Rolleston Drive North to south of Brookside Road, would
provide access to Rolleston town (left in/left out only for safety).
Also proposed is a roundabout at SH1/Dunns Crossing Road/
Walkers Road intersection to improve safety and access to southern
Rolleston and for freight travelling to and from the industrial area.
Construction is planned to start around 2024 and be completed
around 2026.
Waka Kotahi is also asking for feedback on current speed limits
along SH1 from Hoskyns Road through to Dunsandel to help decide
whether changes need to be considered before the proposed
infrastructure is built.
This length of highway has a high number of people killed and
seriously injured in crashes. No new speeds are proposed – the
purpose is to hear community views on current speeds. If changes
are recommended, Waka Kotahi will consult with the community
near the end of this year. Any changes would be made in 2022.
Waka Kotahi will keep people informed and work together with
project partners – iwi, Council and KiwiRail.
Feedback is open from 20 July to 17 August 2021.
Innovative series returns to help
young drivers learn over winter
A popular driving series is back, helping young drivers learn the
road code and encourage them to gain more experience in winter
driving conditions.
Waka Kotahi NZ Transport Agency and ACC are running the Drive
Winter Series until 8 August, building on the success of the Drive
Summer Series campaign, with young drivers incentivised to
complete road code units and practice tests on the website
drive.govt.nz and track drives in the Drive Go smart phone app.
People will earn points and entries into prize draws, with
smartphones and driving lessons to be won.
Ensuring young drivers develop broad experience while on their
learner licence, with their coach or parent in the passenger seat, is
vital to reducing the risk of them being involved in a serious crash,
once they are driving unsupervised on their restricted licence and is
a focus of the series.
Drive is a free, learn-to-drive programme helping young people get
their licence and develop the right habits for a lifetime of safe driving.
create appeal
A beautifully landscaped lawn and garden create
the finishing touches to the curb appeal of every
Engaging an expert like locally owned and
a huge difference to the look of your outdoor area,
resulting in a garden that exudes that professional
difference.
in your outdoor area can be difficult, particularly
when there are so many options but often a fresh eye
can give you a new perspective.
Sharon covers all aspects of landscape
design from the initial site consultation
to preparing design concepts and
planting proposals, making it easy for the
homeowners to implement themselves if that
want to.
the landscaping that professional edge which,
in turn, will add value to the property.
growth especially as the choice of fresh trees is also
more available,” says Sharon.
She enjoys working collaboratively with her clients
and transforming initial plans into reality within
budget and on time. Her many years of experience
also help when it comes to what planting works well
in the Canterbury climate and local soils.
HOME PROFESSIONALS
Decorating on a budget –
keep it simple
Keeping it simple is key to decorating
within a budget. A few key changes or
up-dating what you already have
can make your home feel different
without costing the earth.
When a bare dining table feels
too minimal but a tablecloth seems
too formal, opt for a simple table runner.
It is a small (and usually pretty cheap)
accessory that instantly dresses up the
dining room and adds another focal point
Buy fresh flowers. They not only add
a lovely scent, but their vibrant colours
and sophisticated look will make a huge
difference. Try different vases to change
the look whether it is a jug or a bottle.
Continuing with the nature theme,
plants can also make for chic décor at a
low price. Find an affordable option
and then style it on a beautiful
stand or in a pot that can be
painted to complement your
home’s other decor.
Candles are an affordable
feature that can seriously shift the
mood and atmosphere of a space
with a huge range available in both
style and scent.
If you already have throw pillows
or cushions, replacing the covers is an
easy and cheap process to refresh your
bedroom or living area.
Updating your kitchen could be as
simple as painting the cabinets or buying
some new storage solutions that you can
have out on display on the benches. Bright
colours suit any environment. Keeping
your pasta or cereal in stylish glass or
plastic containers is sure to make you feel
like you have your life together. Whether
tucked away or on display, they look pretty
good, too.
Purchasing and installing stylish
hardware is an affordable way to make
your kitchen feel brand new overnight;
handles and knobs will transform your
space on a budget.
Nothing spruces up a dated bathroom
faster than a new mirror to hang above
the vanity or sink. You can find plenty of
affordable new options or go searching for
a cool vintage piece with a low price tag.
Or upgrade your shower curtain, which
is often underrated as a décor item but is
usually the most decorative item in your
bathroom.
With a bit of imagination and creativity
updating the look of your home does not
have to be expensive but can feel like you
have spent a million dollars.
Garden maintenance new
service for local landscapers
The Outdoor Space is really excited
they have recently added garden
maintenance as a new service within
their popular landscape construction and
landscape design business.
A specialist team will weed, spray,
care for your lawns, provide general,
fruit tree and rose pruning, mow lawns,
mulch or plant. Their service is flexible
and available for both residential and
commercial properties whether you
need a one-off tidy-up or ongoing
maintenance.
With all the new residential building
underway at the moment and bigger
budgets being used for landscaping,
rather than travelling overseas, The
Outdoor Space team has been busy.
Owner Aaron suggests booking in early
for help with your outdoor space, even
if your new home, or any other project
you have won’t be ready for a while, the
Christmas rush is coming!
Winter is a great time to plant as, with
the recent wet weather, it enables plants
to settle in during spring, he says. Winter
is also a good time to install irrigation to
be prepared for the hot dry Canterbury
summers ahead. Irrigation can be
manual or fully automatic or even Wifi
which can be altered from the comfort of
your armchair in front of the television.
It is also a good time to think about
booking in for the spring lawns whether
it’s seeded, hydroseeded or ready lawn.
Or how about an artificial lawn – looks
like the real thing, doesn’t need irrigation
and green all year round?
Raised vegetable gardens are always
popular and The Outdoor Space can
custom make them out of a range of
materials including macrocarpa, pine,
corrugated iron or old railway sleepers.
The gardens can be delivered as a kit
set or can be planted and ready to go,
including irrigation.
They can also design and build
pergolas in any shape or size to suit
your property and add some character,
creating a pleasant shady space to relax,
perhaps built over a deck, an outdoor
fire/pizza oven or outdoor kitchen bench,
some planter boxes, stepping down onto
a concrete or paved patio … they do it
all.
“We are currently on the hunt for
an awesome experienced foreman
landscaper/builder/concrete placer so if
that’s you, contact us today,” says Aaron.
SELWYN RURAL LIFE
Representation must change, says SDC
Selwyn council is calling for changes to
the way it represents the region.
A representation review is a chance for
people to decide how they elect local body
politicians. All local councils are required
to carry out a representation review at
least every six years, so this latest one is
expected to pave the way for the 2022 and
2025 local elections.
The process ensures residents have
fair and effective representation at local
elections, Selwyn District Council (SDC)
says.
The existing council is made up of
the mayor, who is elected by all voters
in Selwyn district and 11 councillors,
who are elected by voters within each of
the four existing wards: Ellesmere (2),
Malvern (2), Selwyn Central (4), and
Springs (3).
There is also one community board, in
the Malvern ward, which has five elected
members across two subdivisions: Tawera
(2) and Hawkins (3).
SDC says representation arrangements
need to change from what’s currently
in place because the current electoral
representation (11 councillors and four
wards) is no longer compliant.
Because of the rapid but uneven
population growth in Selwyn over
recent years, the ratio of population per
councillor no longer meets the +/-10%
requirement. In particular, the ratio in
Selwyn central is now well above the
average, while the ratio in Malvern and
Ellesmere is significantly lower. This
means the current ward boundaries and
number of councillors must be reviewed,
the council says.
In a call for public submissions, SDC
says it’s considering four preliminary
options. Each option represents a
different configuration of the number
of councillors and wards, and the ward
boundaries, in order to meet the fair
representation requirements. The council
is also seeking feedback on whether or not
residents want to have a community board
in their ward.
When reviewing representation
arrangements, SDC has to consider: Fair
and effective representation of electors
and communities of interest.
One of the key requirements for fair
representation of electors is that each
elected member should represent roughly
the same number of people – this helps
ensure that all votes are of approximately
equal value.
The population of each ward, divided
by the number of members to be elected
by their ward, must produce a figure no
more than 10% greater or smaller than the
population of the district, divided by the
total of elected members.
For example, if the population of a
district is 100,000 people and there are 10
elected councillors, the arrangement of
wards and councillors must be organised
so that each councillor represents around
10,000 people (+ or – 10%).
This is a key factor in working out the
boundaries of wards and number of
councillors per ward.
The legislation does not define what a
community of interest is, but the concept
2014
estimated
population*
includes things like, people feeling a sense
of identity and belonging to the area,
people using the same services, elected
members being able to represent the
interests of the area.
Achieving effective representation
means that wards should be based on
communities of interests - that is areas
that people identify with and relate
to. This helps to determine what ward
boundaries should be.
When deciding the size of wards
and their boundaries, communities of
interest should not be split. Disparate
communities of interest should not be
joined into one ward.
Wards and subdivisions are purely ways
of splitting up a council area (wards) or
community board area (subdivisions) into
smaller areas for election purposes. They
serve the same function as electorates for
national elections. Wards and subdivisions
must comply with the requirements for
effective representation of communities of
interest and fair representation, SDC says.
Bob takes on rural contracting
After 35 years of engineering in Hornby,
Bob Howden has mostly swapped his
welding helmet for work on small farms
and lifestyle blocks.
The ex owner of Bob Howden
Engineering is becoming increasingly
involved in providing agricultural services
to the small and lifestyle block owners
around Prebbleton, Templeton, Broadfield
and Ladbrooks.
He would also consider taking on more
major work outside those areas – and
already does to some extent with his heavy
rolling service.
He has a custom-built heavy roller that
can be from 8 ton empty up to 18 ton
when full, with a rolling width of 3.1
metres the roller, when near empty can
travel on the road as any other agricultural
implement or trailed machinery thanks to
two-hydraulicly lowered axles, each with
two aircraft wheels and tyres which lift the
roller drum well clear of the road.
This allows good realistic travel speed,
making shifting to and from jobs far more
efficient than trying to trundle a roller
along the roadsides at slow speeds while
getting from A to B.
The roller frame width has been kept to
just under 12ft so access through 12-foot
gates will be possible in most cases. A
Honda pump is carried within the frame
so the roller can be quickly filled to the
required level from an irrigation pond or
any other plentiful supply of water. Road
cones are also carried to be used to mark
irrigation hydrants and the like before
starting the job.
Bob says he’s happy to travel some
distance to do work with the roller
providing there is realistic amount work
to be done in and around that area. The
benefits of heavy rolling are the pushing
down of stones and evening up the level
and smoothness of the paddocks, also
rolling down pugged pasture in the spring.
in some cases, if grassgrub is rife, rolling
the paddock can have positive results.
Moreover, the rear axles can be operated
independently so laneways can be rolled
by lifting the roller up some on one side to
allow the very outside edges of laneways to
be rolled properly as the roller can be tilted
to suit the camber of the lane.
Benefitting from his farm upbringing,
working on Land Development farms in
the 80s, along with experience overseas
on farms and with ag contractors, Bob
has a good knowledge in the cultivation,
drilling, earth moving and hay making
areas. Supported by an array of machinery
for most tasks on small and lifestyle
blocks. Bob has grown Lucerne on his own
lifestyle block in the Prebbleton, Broadfield
area for the past 15 years, making small
conventional bales for a ready market.
Bob has built a hydraulicly operated
accumulater on the back of the
conventional baler which produces the
common flat eight pack while carrying
the bales, therefore eliminating dragging
the bales across the crowns of the Lucerne
which will shorten the life of the stand and
stops the bottom of the bales getting dirty
and stripping of the leaf. Hay is cut using a
mower conditioner with rubber and steel
rollers and raked with NH rollabar rakes
which are gentle on Lucerne.
Bob says making good Lucerne hay
requires working some odd hours as to
maintain the maximum amount of leaf
which is what makes the best product. To
A road transportable heavy roller
this end, Bob also offers a round baling
service producing 1.2m wide bales which
are best suited for cartage by road. Bob will
cart both types of bales from the paddock
and stack in the shed providing the shed
has good access and is in good cleaned out
and tidy order.
As with his engineering business, Bob
says his emphasis is on doing a really
good job and being able to think outside
the square as to what can be done for best
results.
SELWYN RURAL LIFE
Caution needed with
drinking water for rural
pregnant women
Rural Women New Zealand (RWNZ) is
concerned about research indicating there
is a link between nitrate exposure during
pregnancy and poor birth outcomes.
“Recent research indicates that there is
a link to low birth weights and premature
births from nitrate exposure while
pregnant which could lead to a lifetime
economic burden of NZ$90,000 for each
prem baby,” says Health Convenor and
Board Member Malvina Dick.
“Some of the adverse health outcomes
include neural tube defects, small for
gestation age, low birth weights and
preterm births as well possible ongoing
health issues.
“Exposure to nitrate levels above 5mg/l
in drinking water increased the odds of a
preterm birth (20-31 weeks) by 47%, while
exposure above 10mg/l increased the odds
2.5 times.
“Those most at risk are pregnant women
drinking water from unregistered supplies
with this level of nitrate and greater –
and these women will be in rural New
Zealand.
“If you are pregnant, live in rural New
Zealand and don’t use town/city water,
please be cautious about drinking the
water unless you know the nitrate levels
are below 5mg/l nitrate nitrogen – please
get your water tested regularly especially if
it is common practice in your area to use
nitrogen fertiliser.
“Due consideration must be given to
amending the Drinking Water Standards
for New Zealand to reduce the acceptable
levels of nitrate in drinking water to well
below the 11mg/l they are at present.
“Our children are our future and
reducing nitrate exposure during
pregnancy is necessary to ensure healthy,
strong babies,” says Mrs Dick.
Roses need regular pruning
but frosts can cause damage
THERE IS more written about
pruning roses than almost any
other aspect of their care.
Yet, why do we prune our
roses?
Here are a few key reasons:
Encourage new growth and
more blooms. Maintain the
health of the rose by removing
old wood, improve air circulation
within the bush.
Maintain a specific shape,
especially for climbing and pillar
roses, and those that are pegged
down.
Not all roses have the same
need to be pruned, some just
need an annual “going over’’
after flowering to remove the
dead wood. Other roses, most
notably the highly bred hybrid
teas and floribundas, need regular
pruning. If you garden on a
light, sandy soil then prune your
roses only lightly as they will not
be able to support the vigorous
new growth that hard pruning
encourages.
The time to tackle pruning
is in the winter while they are
dormant, before they burst into
growth. In some areas of New
Zealand, and in some seasons,
there may seem to be almost no
period of dormancy and so you
must choose your moment carefully.
So do not prune when there
Sweet william likes
growing in a basket
THERE’S NOTHING that makes
a house seem more like a home
than a hanging basket floating
welcomingly at the entrance –
especially if it’s filled with vintage
flowers like the sweet william.
In fact, this ornamental plant is
perfect for hanging or sitting any
any basket – especially with pansies
and lobelia around the outside
– as it tends to sit neatly in a little
mound, rather than growing freeform
across the basket.
If you’ve already cottoned on
to the hanging basket trend and
have a couple at your place, you
may have noticed they’re due for
a refresh. Sweet william is the
perfect replacement plant, with
the biennial giving you bright,
colourful flowers from spring
until autumn.
But it’s not all about hanging
baskets. Sweet william also does
GARDENING 29
Sweet william
looks great in a
basket, but it is
also very versatile
in the outdoor
environment.
nicely in pots, is great for borders
and ground cover, and makes
pretty cut flowers
Wherever you decide to plant,
make sure it’s a sunny spot and
that the soil is rich and welldrained.
Simply dig a little hole, insert
your seedling and space each
plant about 20cm apart. That
really is most of the hard work
done.
Sweet william may look
delicate, but when it comes to
growing its pretty hardy and
simply gets on with the job. It
will even tolerate cool mornings
and over-head watering, and
will thrive happily without any
deadheading.
In no time your plants will
reach a delicate height of 25cm
– just about perfect for your
hanging basket.
Rose Pruning
Winter gardening certainly slows
down a bit, but now is the perfect
time to get busy with rose pruning
and mulching.
Roses are forgiving easy to grow plants that
enjoy and appreciate an annual prune. The aim
of rose pruning is to maintain a good even shape
and to keep the rose bushes healthy and at a
manageable size. Here are some of the benefits
of pruning:
Reduces and maintains the size of the plant
and keeps those thorny branches contained
and away from paths and walkways
Allows more sunlight and air circulation into
the centre of the plant, this promotes vigour
(more flowers) and improves resistance to
attack from pests and disease.
QUICK GUIDE
Remove about a third of the plant each year aiming
to open up the centre of the plant. Cut out any
weak or old stems. Fresh new growth will appear in
the spring.
We recommend you prune on a clear dry day,
remove all the cut branches, and rake away any
leaves that are left behind. Once done, complete
the task by spraying with a winter clean up spray
to kill any over wintering bugs and diseases. And
remember to always use sharp loppers or secateurs
for a clean cut.
After pruning, apply a thick layer of Intelligro mulch,
this will keep the area weed free, protect the soil
and plant’s root system, and complete a neat and
tidy look.
Sunday: 9.00am – 4.00pm
Mazda BT-50 an SUV in disguise
I READ recently that Mazda’s
new BT-50 pick-up could well be
marketed as an alternative sport
utility vehicle.
Compelled to test that theory,
I asked Mazda New Zealand if I
could take the double cab utility
on a long South Island road trip,
leaving the vehicle in secured
parking at Bluff while my wife
and I took in a couple of days
on Stewart Island, one of our
favourite holiday destinations.
It was an unusual choice of
vehicle to travel such a distance
in but it was a good choice, it was
comfortable on that journey and
easily met our needs.
The evaluation ute was the
base model variant, although it
must be said GSX specification is
not bare, there are high comfort
levels, plenty of specification and
enough kit to satisfy. Certainly,
during our road trip there was
nothing we felt it needed.
Sure, there’s just cloth trim, no
keyless entry or ignition and no
satellite navigation; however, I
could easily live without those
items, and elsewhere there are all
of the ingredients a modern ute
owner would be satisfied with.
Safety hasn’t been
compromised either, all BT-50s
get a five-star Australasian New
Car Assessment Program rating,
and for the those who would
use the ute as a daily driver it
is manageable and enjoyable to
drive, I certainly felt at home
in it during the 1200km return
journey.
Regular readers will recall
my previous evaluations of the
new BT-50, and it is all-new.
The Mazda Motor Corporation
joined forces with the giant Isuzu
conglomerate to develop the
latest generation model. It shares
many components with the Isuzu
D-Max, notably the driveline.
The BT-50 here is available in
both two and four-wheel-drive,
and all have six-speed automatic
transmissions. There are six BT-
50 variants starting at $47,490
for the base model (2WD) and
ending at $60,990 for Limited
specification. The base model
four-wheel-drive I took south
lists at $54,490, if you do want a
few extra goodies but don’t want
Limited specification, a mid-spec
GTX lists at $58,490 ($51,490,
2WD).
Under the bonnet sits Isuzu’s
four-cylinder turbocharged diesel
engine. It’s a 3-litre unit and is
rated with 140kW and 450Nm.
There are no surprises here, this
engine has been around for a few
years but it has been the subject
of a long and steady refinement
process.
Today, it is smooth and
sophisticated, and the areas where
power and torque are developed
are low in the rev band so it’s a
happy low down hauler. During
my journey the rev counter was
constantly sitting at 1400rpm in
CRUISER: High levels of comfort on a highway haul.
MAZDA BT-50 GSX: According to the signwriting – five-year fixed price servicing, five-year
warranty and five-year roadside assistance .
at 100km/h, it is relaxed at that
speed and is quiet. It also returns
an 8l/100km instantaneous rating
(converted from a km/l readout).
I took the evaluation car back
to the dealership with a 9l/100km
combined average usage that
fits well with Mazda’s claim of
8l/100km, proving relaxed long
distance cruising is beneficial to
economy.
Our long trip wasn’t the only
use I put the evaluation car to,
it arrived at a very opportune
time. The recent weather bomb
that hit Canterbury took its toll
on the Kiddie-home. It exposed
three sheets of leaky corrugated
roofing iron that necessitated a
quick repair. Thankfully, a young
builder who is familiar with
the renovation process on our
home came at short notice and
he immediately replaced some
rusty sections. I used the BT-
50 to dispose of the waste, also
taking the opportunity to buy a
new locally-manufactured ladder
to replace an old one I had been
using at home that had become
dangerous.
It’s these kinds of tasks that
make today’s double-cab so
versatile, you can throw anything
on the deck and yet it still has the
family-friendly in-cabin structure
that works in the everyday role.
While most of our road trip
was on the fabulous undulating
roads the South Island has to
offer, the few handling challenges
were met with dignity and
aplomb. The BT-50 has definite
steering feel and composure in a
corner.
It’s fair to say the ladder chassis
and rear live axle set-up aren’t
conducive to handling prowess,
but the BT-50 isn’t awkward, it
feels balanced and controlled,
which just serves to prove if you
have a live rear axle and leaf
springs located well then the ride
and control in a corner is well
organised.
That is something the tyre
manufactures have also kept in
mind over the years, Dunlop
has developed its Grandtrek
compound to the extent where
grip is high and travel is quiet,
the big 255/65 x 17in tyres are
informative and contribute to the
balance and feel of the ute in all
conditions.
Our road trip was on a mix
of wet and dry roads, and never
at any point did I feel the BT-50
lacked ability, it feels well attached
to the road.
Route closures due to the big
South Canterbury flooding events
meant short distances on broken
and unsealed roads, the spring
and damper rates of the BT-50
have been chosen so that comfort
levels aren’t jeopardised, yet
they don’t compromise the load
bearing ability of the ute. On that
subject, the BT-50 is a genuine
one-tonner and has a 3500kg tow
rating.
My time in the evaluation car
was as far from its design role
as you could get, however, I was
exploring the claim that utes are
manufactured for all purposes,
and the BT-50 certainly ticked
one of the boxes – it’s a genuine
open-road traveller that will
whisk the family to holiday
destinations with ease. If you
want a working ute that doubles
as family transport for the
weekend, don’t be put off with the
base model BT-50, it still has the
goods.
Signwriting on the evaluation
car pointed to the after-sale
Your guide to all things Real Estate
in the Selwyn District
Keeping up with demand
The Rosemerryn development in
Lincoln is currently working on a
number of stages in their development
and, with many of their latest stages
already sold or under offer, sections
are still proving to be in high demand.
While the back half of 2020 saw demand
for 500m² to 1000m² sections with very
little pushback on asking prices, there
was a good mix of owner-occupied
and investment buyers with location
determining who ends up where. Nathan
Collett from Bayleys says, “Most buyers
want to capitalise on low-interest rates
and the great value that Canterbury
offers—like a house and land package for
around $600,000.”
The future of home
building is positive
Covid-19 has seen many Kiwis
returning home from overseas and
Selwyn is a highly desirable area for all
building types. Evan Beker, Regional
Partner for Generation Homes says,
“There’s plenty of first-home owners,
those looking to upgrade, young, and
established—they’re all looking to spend
money they might otherwise have spent
on overseas travel.” Most available land
is currently sold out and new releases
are sold within hours. They’re seeing
more architectural builds than ever
with external features such as different
claddings, interior features focusing on
new trends in bathrooms and kitchens—
and people want to add their own touch.
New land is coming, but there’s a long
waitlist and the price varies by location
and subdivision. Keep an eye out for the
new Generation Homes show home in
Rosemerryn, Lincoln.
Unprecedented
building times
Jon Sanders from Today Homes
says, “Once regional infrastructure
completes, and more land is released—
we’re in for a big ride in the next 3-4
years.” The recent housing package
announcement is pushing more people,
including investors, into building— and
Canterbury has the most proposed
land to continue with. Most home
build companies can’t keep up with
the land demand right now despite
more enquiries than ever. The market
is dominated by first-home buyers
and investors, some signing up 12-18
months in advance of resource consent.
Databases full of people ready to build
are waiting on the 10,000+ sections
waiting on council approval.
Shortage of sections is
the main issue
Despite a price correction that’s
currently taking place, Geoff Bouterey
from Green Homes says, “Investors and
first-home buyers are taking advantage
of the value in Selwyn. Once more land
is released it’ll get snapped up—
fast.” Christchurch is seeing good
growth, helped by great facilities
and improved infrastructure,
so it’s no surprise that sections
in places like Rolleston are
now $40-50k more. And when
buyers do get their hands
on land, they’re looking to
build homes with a smaller
carbon footprint that are
better quality, more energyefficient,
warmer, and
healthier to live in. Features
like more insulation,
ducted air and underfloor
heating are popular, along
with Low-e glass to reduce
heat loss and cut back UV
light that damages soft
furnishings. And high
ceilings and doorways,
for better heat flow, are
becoming the norm.
