The westside community came out to the Highland Youth 

Garden for food and fun during its annual Midsummer Festival 

on July 14. In addition to making creations from its produce 

garden, event-goers were able to learn about beekeeping from 

representatives with the Bee Collective, make a floral crown 

through The Flower Initiative and generally celebrate the hard 

work that teens, volunteers, and employees put into maintaining 

the garden on South Highland Avenue. Here, (top right),

Solar Project. 

Prairie Township trustee Stephen 

Kennedy stated in a public meeting he did 

not oppose the solar project. He said he 

believes people have a right to do what 

they want with their land.

Franklin Township Police Chief Byron Smith discussed 

the failure of the police levy at a recent board 

meeting. The permanent levy failed with 66.43 percent 

voting against it. 

“We received 104 votes in favor of the levy and 186 

votes against,” Smith said. “As a result, the police 

department will need to consolidate and conserve 

resources.” 

If the levy had passed, Smith said he was going to 

ask permission to start the hiring process, but that will 

not be the case. 

“In the next few weeks, the police department will 

need to cut out part of the third shift; probably from 2 

a.m. to 8 a.m.,” he said. “We are going to try to reimagine 

the police department in order to give the voters 

what they ask for.” 

Smith said that depending on a future levy outcome, 

the department may make more cuts down the 

road. 

“Franklin Township tried to educate the public as 

much as possible,” said John Fleshman, township 

trustee. 

The township was asking residents to approve a 

7.37-mill permanent levy for the police department. 

This would have cost residents $737 a year per 

$100,000 home valuation. 

“It would have cost roughly an extra $13 per 

$100,000 of value, once the timed levy would have been 

rescinded,” said Mark Potts, township administrator. 

The levy would have replaced a five-year timed levy 

the township current has that is set to expire at the 

end of 2022, said Smith.

Invenergy and ask for changes to the project before it 

is too late,” Kennedy said at a recent board meeting. “I 

am neutral on this project. I believe in property rights 

and I don’t think we should tell a property owner what 

they can do with their land.” 

This upset some residents who oppose the development. 

The project is for a 250-megwatt 1,700-acre solar 

farm that would stretch across Prairie and Pleasant 

townships. Spearheaded by Invenergy, the project 

would take place on farmland that has been leased for 

a period of 40 years. 

The project could have a major impact on the region 

that has boasted a quaint country life next to the 14th 

largest city in the country. 

“The westside is tired of everything coming to the 

westside and getting dumped out here,” said Jeanine 

Lovejoy, Prairie Township resident. 

Lovejoy requested that the trustees have another 

public meeting to let the residents know what they are 

going to do now that they are an intervener for the 

solar project. 

“Now that you have heard the residents’ concerns, 

what are you going to do,” Lovejoy asked. “What are 

the trustees going to negotiate or what are they asking 

to do? What are the setbacks? What about the wells? I

November 2020, the township received approval from 

taxpayers for a 5.89-mill replacement fire levy, so 

there were concerns about asking voters for back-toback 

levies. This is the second levy the township asked 

for in a two-year period. 

Smith said he wanted to present the levy to voters 

sooner, rather than later, in case it failed. This gives 

the department several more times to present the levy 

before it expires. 

Fleshman said a permanent levy would have helped 

the township plan more long term for the police 

department and not have to go back to the voters every 

four years for a renewal. 

The department also has two other permanent 

levies it collects from township taxpayers. Those two 

levies bring in approximately $700,000 a year for the 

department. 

The funds from the levy would have been used for 

operational expenses, including paying for salary, 

equipment and other department needs. 

“We need to listen to what our residents are telling 

us,” Fleshman said. “If they keep rejecting permanent 

levies and are more comfortable with timed levies, we 

need to respect that.” 

However, Smith said if they do a renewal with no 

increase, whatever cuts they make now will be permanent. 

“Due to the amount of crime, it is a hazard to have 

officers out by themselves, so we need to think about 

the officers’ safety,” Smith said. “Voters have already 

spoken so now we need to be concerned about the safety 

of the officers. As a result of this levy failing, there 

will be cuts in services.” 

Smith said he would like to put a levy back on the 

ballot in November.

During a public meeting, Prairie Township 

Attorney Peter Griggs made detailed notes and 

planned on presenting these to Invenergy. The hope 

was that Invenergy would make modifications to the 

project to try to limit the impact on residents who live 

close to the project. 

According to the board, the list created during the 

meeting will be filed with the Ohio Power Sitting 

Board, the board that has the final authority on 

approving or denying the project. 

“The law director will put it into the legal document 

and then there will be an opportunity to review, 

change, add or omit things,” Kennedy said. “As soon as 

it gets completed, we will post it on the website.” 

This plan of action still upset residents who simply 

do not want to see the project in the township. 

“Don’t be short sighted in this project, by getting a 

payment for the township, schools, or county. We are 

losing out on other opportunities to get additional revenue 

to the township without looking at the options 

that might be available,” said Rod Pritchard, township 

resident. “The entire township isn’t going to care until 

it’s built. Then they will care that it’s built.”

Seats up for election on Hilltop Commission 

Elections for seats on the Greater 

Hilltop Area Commission will be held if 

there are five or more petitions filed. No 

election is required if four or less petitions 

are filed. 

Four seats on the commission are up for 

election and one seat is up for an appointment. 

If required, the Greater Hilltop Area 

Commission election will take place on 

Saturday, Oct. 2. The locations of the 

polling stations will be announced no later 

than 30 days before the election.

development. These new services provide 

less costly options for care, as opposed to 

emergency care which is significantly more 

expensive. 

“The emergency department use rate in 

Franklinton is significantly higher than 

the central Ohio average,” said Kim. 

“Primary care access will allow community 

members to establish a medical home for 

annual visits, preventive and illness care, 

treatment of chronic conditions and hopefully 

reduce the need to seek emergency 

care, unless it’s a severe or life-threatening 

emergency. And the urgent care will be a 

great resource for conditions that aren’t life 

threatening, but need to be addressed 

promptly.” 

The new urgent care will be located 

between OhioHealth’s two busiest urgent 

cares in Grandview and Grove City. The 

$2.8 million offices are expected to open in 

early 2023. Phase II of the Gravity Project 

is located at Broad and McDowell streets.

At a recent meeting, the board of 

trustees approved placing $255,000 into 

that fund for 2021. 

“I would like to thank the fiscal officer 

and the fiscal consultant for assisting with 

establishing the new vehicle replacement 

fund,” said Franklin Township Fire Chief 

James Welch. “It is nice to have a plan for 

future vehicle replacement.” 

Trustee John Fleshman said this is 

something he has wanted to do for a long 

time. 

“This is a plan which will allow the 

township to put money aside for future purchases 

of needed equipment,” Fleshman 

said. “The township will save money from

the repairs to go toward new equipment.” 

In other news, Franklin Township 

Police Chief Byron Smith provided an 

update on police activity in the township 

from last year. 

“In 2020, we had 318 drug complaints, 

820 property crimes, 12 deaths, 805 domestic 

complaints, 512 violent crimes and 141 

mental health runs, Smith said. “This list 

is not inclusive but is some of the major 

events that have happened in the township 

in 2020.” 

The police department also reported 

that they have been posting several new 

police activities on social media, including 

activities that come from officer body cameras 

and encourages residents to follow 


their Facebook page. 

“I appreciate the police and fire chief for 

putting pictures on social media for the 

public to view,” Fleshman said. 

The board also discussed a traffic study 

they would like conducted at the intersection 

of Forest Drive and Hopkins Avenue. 

“There have been several accidents 

which have come very close to residential 

houses,” Fleshman said. “I’m asking 

Franklin County if they would consider 

putting in a four-way stop sign at that 

intersection.” 

Trustee Aryeh Alex said he supports the 

study and wants to keep residents safe. He 

also believes it would reduce speeding.

City’s public safety director to retire after 40 years 

After 40 years of service to the city of Columbus, Public 

Safety Director Ned Pettus, Jr., announces his retirement. 

“Serving this city has been my honor and privilege. This 

is the community that made me. It is a part of who I am, 

and always will be,” Pettus said. “But as I approach my 

70th birthday, the time has come to focus full-time on my 

family.” 

Pettus spent 35 years with the Columbus Division of 

Fire, starting in 1977. He rose through the ranks to 

become the city’s first African American fire chief in 2002. 

In his 10 years as fire chief, the division achieved one of 

the first international accreditations by the Commission 

on Fire Accreditation International in the United States. 

Under his direction, Columbus was also recognized as the 

first fire department in Ohio to implement a web-based 

FCPH to collect scrap tires in 

Prairie and Franklin townships 

Franklin County Public Health will be collecting 

scrap tires from residents within their service areas in 

an effort to reduce the mosquito population. 

Scrap tires hold water making it the perfect environment 

for mosquitoes to lay their eggs and to hatch 

especially the aggressive Asian Tiger Mosquito, which 

is a daytime and nighttime biter that prefers to lay 

eggs in containers that not only hold water but are 

close to people’s homes. Once they hatch, they do not 

travel far from their juvenile habitat.

Mayor Andrew Ginther appointed Pettus director of 

public safety in 2016. In the five years since, Pettus oversaw 

significant changes in public safety. Among them: the

system in four Columbus neighborhoods, the replacement 

of Fire Stations 2 and 16, and the opening of Fire Station 

35 and Police Substation 1. 

“Director Pettus has been a guiding force in the effort to 

strengthen and improve our city’s most essential services,” 

said Ginther. “He has implemented changes and 

reforms that resulted in safety forces that better 

reflect and serve our community. I am grateful for

he completed the prestigious Harvard University 

Senior Executives in State and Local Government 

Certification. He was named the International Fire Chief’s 

Association “Metro Fire Chief of the Year” in 2009 and 

earned numerous other honors.

Helping children to find their love of reading 

Reading is a passion for many people. 

But even avid readers may not know just 

how far back their love of reading stretches. 

According to the American Academy of 

Pediatrics, children who find pleasure in 

reading have the potential to become lifelong 

readers. In addition, studies have 

shown that reading to children can help 

kids become familiar with sounds, words 

and language, helping them in their earliest 

stages of cognitive development. So 

adults who love books might be able to 

trace their passion for page-turners to 

those times their mothers and fathers read 

aloud to them as youngsters. 

Parents who want to their children to 

learn to love reading can rely on various 

techniques to accomplish that goal. 

•Make reading a routine. Routine is a 

necessity for parents, helping children 

learn when it’s time to eat, play and go to 

sleep, among other things. Parents can 

include reading to their children as part of 

their daily routines. As noted, doing so will 

promote language skills and cognitive 

development while also acclimating children 

to books and providing valuable time 

for them to bond with their parents. 

•Create a distraction-free reading environment. 

When reading to children, parents 

can create an environment with little 

to no distractions. This allows kids to focus 

on their parents’ voices as well as the story 

they’re being told. Parents can turn off the 

television and the radio when reading to 

their kids. In addition, moms and dads 

should leave smartphones or tablets in 

another room so they aren’t distracted by 

alerts or tempted to check for incoming 

messages or emails. 

•Read aloud together. Some children 

may shy away from reading if they struggle 

in their initial efforts to read. That does not 

mean kids won’t ultimately enjoy reading, 

it just means a little more effort may be 

required on parents’ part to help kids overcome 

any issues they have. Reading aloud 

to children can help little ones learn how to 

become good readers, as they will learn 

how to pronounce words and form sentences. 

Kids who know how to read can be 

encouraged to read to their parents, which 

can instill self-esteem. 

•Let kids pick their own books. When 

reading to youngsters, whether they’re 

babies, toddlers or already in school, parents 

can let sons and daughters choose 

their own books. Children might be especially 

enthusiastic about reading if they’re 

allowed to choose their own books and stories.

St. James Lutheran Church will host its 37th annual 

Brats and Crafts Festival from Aug. 6 through Aug. 

8 at 5660 Trabue Road in Columbus. The event will 

run from 4 to 9 p.m. Friday, Aug. 6, 11:30 a.m. to 9 

p.m. Saturday, Aug. 7, and from 11:30 a.m. to 4 p.m.
