The westside community came out to the Highland Youth<br />

Garden for food and fun during its annual Midsummer Festival<br />

on <strong>July</strong> 14. In addition to making creations from its produce<br />

garden, event-goers were able to learn about beekeeping from<br />

representatives with the Bee Collective, make a floral crown<br />

through The Flower Initiative and generally celebrate the hard<br />

work that teens, volunteers, and employees put into maintaining<br />

Township residents are looking for<br />

answers regarding the Prairie-Pleasant<br />

Solar Project.<br />

Prairie Township trustee Stephen<br />

Kennedy stated in a public meeting he did<br />

not oppose the solar project. He said he<br />

believes people have a right to do what<br />

they want with their land.<br />

Franklin Township Police Chief Byron Smith discussed<br />

the failure of the police levy at a recent board<br />

meeting. The permanent levy failed with 66.43 percent<br />

voting against it.<br />

“We received 104 votes in favor of the levy and 186<br />

votes against,” Smith said. “As a result, the police<br />

department will need to consolidate and conserve<br />

resources.”<br />

If the levy had passed, Smith said he was going to<br />

ask permission to start the hiring process, but that will<br />

not be the case.<br />

“In the next few weeks, the police department will<br />

need to cut out part of the third shift; probably from 2<br />

a.m. to 8 a.m.,” he said. “We are going to try to reimagine<br />

the police department in order to give the voters<br />

what they ask for.”<br />

Smith said that depending on a future levy outcome,<br />

the department may make more cuts down the<br />

road.<br />

“Franklin Township tried to educate the public as<br />

much as possible,” said John Fleshman, township<br />

trustee.<br />

The township was asking residents to approve a<br />

7.37-mill permanent levy for the police department.<br />

This would have cost residents $737 a year per<br />

$100,000 home valuation.<br />

“It would have cost roughly an extra $13 per<br />

$100,000 of value, once the timed levy would have been<br />

rescinded,” said Mark Potts, township administrator.<br />

The levy would have replaced a five-year timed levy<br />

the township current has that is set to expire at the<br />

end of 2022, said Smith.<br />

Invenergy and ask for changes to the project before it<br />

is too late,” Kennedy said at a recent board meeting. “I<br />

am neutral on this project. I believe in property rights<br />

and I don’t think we should tell a property owner what<br />

they can do with their land.”<br />

This upset some residents who oppose the development.<br />

The project is for a 250-megwatt 1,700-acre solar<br />

farm that would stretch across Prairie and Pleasant<br />

townships. Spearheaded by Invenergy, the project<br />

would take place on farmland that has been leased for<br />

a period of 40 years.<br />

The project could have a major impact on the region<br />

that has boasted a quaint country life next to the 14th<br />

largest city in the country.<br />

“The westside is tired of everything coming to the<br />

westside and getting dumped out here,” said Jeanine<br />

Lovejoy, Prairie Township resident.<br />

Lovejoy requested that the trustees have another<br />

public meeting to let the residents know what they are<br />

going to do now that they are an intervener for the<br />

solar project.<br />

“Now that you have heard the residents’ concerns,<br />

what are you going to do,” Lovejoy asked. “What are<br />

the trustees going to negotiate or what are they asking<br />

to do? What are the setbacks? What about the wells? I<br />

or timed levy and when to ask taxpayers for this. In<br />

November 2020, the township received approval from<br />

taxpayers for a 5.89-mill replacement fire levy, so<br />

there were concerns about asking voters for back-toback<br />

levies. This is the second levy the township asked<br />

for in a two-year period.<br />

Smith said he wanted to present the levy to voters<br />

sooner, rather than later, in case it failed. This gives<br />

the department several more times to present the levy<br />

before it expires.<br />

Fleshman said a permanent levy would have helped<br />

the township plan more long term for the police<br />

department and not have to go back to the voters every<br />

four years for a renewal.<br />

The department also has two other permanent<br />

levies it collects from township taxpayers. Those two<br />

levies bring in approximately $700,000 a year for the<br />

department.<br />

The funds from the levy would have been used for<br />

operational expenses, including paying for salary,<br />

equipment and other department needs.<br />

“We need to listen to what our residents are telling<br />

us,” Fleshman said. “If they keep rejecting permanent<br />

levies and are more comfortable with timed levies, we<br />

need to respect that.”<br />

However, Smith said if they do a renewal with no<br />

increase, whatever cuts they make now will be permanent.<br />

“Due to the amount of crime, it is a hazard to have<br />

officers out by themselves, so we need to think about<br />

the officers’ safety,” Smith said. “Voters have already<br />

spoken so now we need to be concerned about the safety<br />

of the officers. As a result of this levy failing, there<br />

will be cuts in services.”<br />

Smith said he would like to put a levy back on the<br />

ballot in November.<br />

The Prairie Township Community Center will host<br />

a free outdoor movie event on Aug. 6 at the sports complex,<br />

During a public meeting, Prairie Township<br />

Attorney Peter Griggs made detailed notes and<br />

planned on presenting these to Invenergy. The hope<br />

was that Invenergy would make modifications to the<br />

project to try to limit the impact on residents who live<br />

close to the project.<br />

According to the board, the list created during the<br />

meeting will be filed with the Ohio Power Sitting<br />

Board, the board that has the final authority on<br />

approving or denying the project.<br />

“The law director will put it into the legal document<br />

and then there will be an opportunity to review,<br />

change, add or omit things,” Kennedy said. “As soon as<br />

it gets completed, we will post it on the website.”<br />

This plan of action still upset residents who simply<br />

do not want to see the project in the township.<br />

“Don’t be short sighted in this project, by getting a<br />

payment for the township, schools, or county. We are<br />

losing out on other opportunities to get additional revenue<br />

to the township without looking at the options<br />

that might be available,” said Rod Pritchard, township<br />

resident. “The entire township isn’t going to care until<br />

it’s built. Then they will care that it’s built.”

Seats up for election on Hilltop Commission<br />

Elections for seats on the Greater<br />

Hilltop Area Commission will be held if<br />

there are five or more petitions filed. No<br />

election is required if four or less petitions<br />

are filed.<br />

Four seats on the commission are up for<br />

election and one seat is up for an appointment.<br />

If required, the Greater Hilltop Area<br />

Commission election will take place on<br />

Saturday, Oct. 2. The locations of the<br />

polling stations will be announced no later<br />

than 30 days before the election.<br />

residents over the age of 18 and living in<br />

urgent care options to the westside<br />

Care will be available to anyone — not<br />

just those who live and work in the Gravity<br />

development. These new services provide<br />

less costly options for care, as opposed to<br />

emergency care which is significantly more<br />

expensive.<br />

“The emergency department use rate in<br />

Franklinton is significantly higher than<br />

the central Ohio average,” said Kim.<br />

“Primary care access will allow community<br />

members to establish a medical home for<br />

annual visits, preventive and illness care,<br />

treatment of chronic conditions and hopefully<br />

reduce the need to seek emergency<br />

care, unless it’s a severe or life-threatening<br />

emergency. And the urgent care will be a<br />

great resource for conditions that aren’t life<br />

threatening, but need to be addressed<br />

promptly.”<br />

The new urgent care will be located<br />

between OhioHealth’s two busiest urgent<br />

cares in Grandview and Grove City. The<br />

$2.8 million offices are expected to open in<br />

early 2023. Phase II of the Gravity Project<br />

is located at Broad and McDowell streets.<br />

EMS vehicle replacement fund.<br />

At a recent meeting, the board of<br />

trustees approved placing $255,000 into<br />

that fund for <strong>2021</strong>.<br />

“I would like to thank the fiscal officer<br />

and the fiscal consultant for assisting with<br />

establishing the new vehicle replacement<br />

fund,” said Franklin Township Fire Chief<br />

James Welch. “It is nice to have a plan for<br />

future vehicle replacement.”<br />

Trustee John Fleshman said this is<br />

something he has wanted to do for a long<br />

time.<br />

“This is a plan which will allow the<br />

township to put money aside for future purchases<br />

of needed equipment,” Fleshman<br />

said. “The township will save money from<br />

the repairs to go toward new equipment.”<br />

In other news, Franklin Township<br />

Police Chief Byron Smith provided an<br />

update on police activity in the township<br />

from last year.<br />

“In 2020, we had 318 drug complaints,<br />

820 property crimes, 12 deaths, 805 domestic<br />

complaints, 512 violent crimes and 141<br />

mental health runs, Smith said. “This list<br />

is not inclusive but is some of the major<br />

events that have happened in the township<br />

in 2020.”<br />

The police department also reported<br />

that they have been posting several new<br />

police activities on social media, including<br />

activities that come from officer body cameras<br />

and encourages residents to follow<br />

“I appreciate the police and fire chief for<br />

putting pictures on social media for the<br />

public to view,” Fleshman said.<br />

The board also discussed a traffic study<br />

they would like conducted at the intersection<br />

of Forest Drive and Hopkins Avenue.<br />

“There have been several accidents<br />

which have come very close to residential<br />

houses,” Fleshman said. “I’m asking<br />

Franklin County if they would consider<br />

putting in a four-way stop sign at that<br />

intersection.”<br />

Trustee Aryeh Alex said he supports the<br />

study and wants to keep residents safe. He<br />

also believes it would reduce speeding.<br />

develop and provide constructive activities for hundreds of young people. The<br />

youth center is now located in a facility on Clarendon Avenue, while the church<br />

City’s public safety director to retire after 40 years<br />

After 40 years of service to the city of Columbus, Public<br />

Safety Director Ned Pettus, Jr., announces his retirement.<br />

“Serving this city has been my honor and privilege. This<br />

is the community that made me. It is a part of who I am,<br />

and always will be,” Pettus said. “But as I approach my<br />

70th birthday, the time has come to focus full-time on my<br />

family.”<br />

Pettus spent 35 years with the Columbus Division of<br />

Fire, starting in 1977. He rose through the ranks to<br />

become the city’s first African American fire chief in 2002.<br />

In his 10 years as fire chief, the division achieved one of<br />

the first international accreditations by the Commission<br />

on Fire Accreditation International in the United States.<br />

Under his direction, Columbus was also recognized as the<br />

first fire department in Ohio to implement a web-based<br />

FCPH to collect scrap tires in<br />

Prairie and Franklin townships<br />

Franklin County Public Health will be collecting<br />

scrap tires from residents within their service areas in<br />

an effort to reduce the mosquito population.<br />

Scrap tires hold water making it the perfect environment<br />

for mosquitoes to lay their eggs and to hatch<br />

especially the aggressive Asian Tiger Mosquito, which<br />

is a daytime and nighttime biter that prefers to lay<br />

eggs in containers that not only hold water but are<br />

close to people’s homes. Once they hatch, they do not<br />

travel far from their juvenile habitat.<br />

Mosquito larvicide tablets valued around $25 will<br />

around the westside<br />

Statewide Emergency Response Plan, which served as a<br />

model for the entire country.<br />

Mayor Andrew Ginther appointed Pettus director of<br />

public safety in 2016. In the five years since, Pettus oversaw<br />

significant changes in public safety. Among them: the<br />

addition of body-worn cameras for Columbus police officers,<br />

the installation of the ShotSpotter gunfire detection<br />

system in four Columbus neighborhoods, the replacement<br />

of Fire Stations 2 and 16, and the opening of Fire Station<br />

35 and Police Substation 1.<br />

“Director Pettus has been a guiding force in the effort to<br />

strengthen and improve our city’s most essential services,”<br />

said Ginther. “He has implemented changes and<br />

reforms that resulted in safety forces that better<br />

reflect and serve our community. I am grateful for<br />

also be available for free. They can be used to treat<br />

rain barrels or other containers of standing water on<br />

your property. You do not have to drop off tires to<br />

receive the larvicide tablets. One package per family<br />

will be given.<br />

The scrap tire turn-in days will be held from 9 a.m.<br />

to noon on <strong>July</strong> 31 at the Prairie Township Road<br />

Back - to - School<br />

Helping children to find their love of reading<br />

Reading is a passion for many people.<br />

But even avid readers may not know just<br />

how far back their love of reading stretches.<br />

According to the American Academy of<br />

Pediatrics, children who find pleasure in<br />

reading have the potential to become lifelong<br />

readers. In addition, studies have<br />

shown that reading to children can help<br />

kids become familiar with sounds, words<br />

and language, helping them in their earliest<br />

stages of cognitive development. So<br />

adults who love books might be able to<br />

trace their passion for page-turners to<br />

those times their mothers and fathers read<br />

aloud to them as youngsters.<br />

Parents who want to their children to<br />

learn to love reading can rely on various<br />

techniques to accomplish that goal.<br />

•Make reading a routine. Routine is a<br />

necessity for parents, helping children<br />

learn when it’s time to eat, play and go to<br />

sleep, among other things. Parents can<br />

include reading to their children as part of<br />

their daily routines. As noted, doing so will<br />

promote language skills and cognitive<br />

development while also acclimating children<br />

to books and providing valuable time<br />

for them to bond with their parents.<br />

•Create a distraction-free reading environment.<br />

When reading to children, parents<br />

can create an environment with little<br />

to no distractions. This allows kids to focus<br />

on their parents’ voices as well as the story<br />

they’re being told. Parents can turn off the<br />

television and the radio when reading to<br />

their kids. In addition, moms and dads<br />

should leave smartphones or tablets in<br />

another room so they aren’t distracted by<br />

alerts or tempted to check for incoming<br />

messages or emails.<br />

•Read aloud together. Some children<br />

may shy away from reading if they struggle<br />

in their initial efforts to read. That does not<br />

mean kids won’t ultimately enjoy reading,<br />

it just means a little more effort may be<br />

required on parents’ part to help kids overcome<br />

any issues they have. Reading aloud<br />

to children can help little ones learn how to<br />

become good readers, as they will learn<br />

how to pronounce words and form sentences.<br />

Kids who know how to read can be<br />

encouraged to read to their parents, which<br />

can instill self-esteem.<br />

•Let kids pick their own books. When<br />

reading to youngsters, whether they’re<br />

babies, toddlers or already in school, parents<br />

can let sons and daughters choose<br />

their own books. Children might be especially<br />

enthusiastic about reading if they’re<br />

allowed to choose their own books and stories.<br />

Brats and Crafts Festival<br />

St. James Lutheran Church will host its 37th annual<br />

Brats and Crafts Festival from Aug. 6 through Aug.<br />

8 at 5660 Trabue Road in Columbus. The event will<br />

run from 4 to 9 p.m. Friday, Aug. 6, 11:30 a.m. to 9<br />

p.m. Saturday, Aug. 7, and from 11:30 a.m. to 4 p.m.<br />

Sunday, Aug. 8. All proceeds will benefit local charities.<br />

Trash Summit<br />

The Greater Hilltop Area Commission will host a<br />

trash summit from 12 to 2 p.m. Aug. 7 at Briggs Road<br />

Baptist Church, 3231 Briggs Road in Columbus. The<br />

public meeting will be held to address concerns about<br />

trash and illegal dumping in the Hilltop. The meeting<br />

is open to the public but will be streamed online on the<br />
