No masks for CW students<br />

Students in <strong>Canal</strong> <strong>Winchester</strong> Schools<br />

will not be required to wear masks when<br />

school begins.<br />

“As of today, <strong>July</strong> 19, masks will not be<br />

required for our students,” said <strong>Canal</strong> <strong>Winchester</strong><br />

Schools Superintendent James Sotlar.<br />

“They will be optional; allowable. As we<br />

start the school year, we want to get back as<br />

normal as possible. We also want to make<br />

sure that everyone wearing a mask is respected<br />

for their beliefs and what they’re<br />

comfortable with.”<br />

Sotlar said if an order comes down from<br />

the governor or health department, which<br />

changes the “ball game,” the district will<br />

have to follow the orders. Currently, the district<br />

still plans to follow hand washing and<br />

sanitizing protocols as much as possible.<br />

Sotlar said social distancing, with all students<br />

back in school buildings, is “practically<br />

impossible” within the three-to-six-foot<br />

range.<br />

“However, we’re going to do the best we<br />

can at times to spread kids out,” said Sotlar,<br />

who added the district is waiting on guidelines<br />

from the governor or public health department<br />

regarding transportation. “Just be<br />

patient with us, that’s all I ask.”<br />

Sotlar said there will be challenges with<br />

lunch routines and knowing what quarantine<br />

regulations will be in place for the<br />

school year. He anticipated there will still<br />

be a need for seating charts in the cafeterias<br />

to know where students are located.<br />

“That’s information we’re still waiting on<br />

from public health officials,” Sotlar said.<br />

“Kids need to be in school–plain and simple–five<br />

days a week.”<br />

report indicates claims are up nearly 17 percent,<br />

resulting in an almost $1.2 million<br />

jump over the last two years.<br />

“That’s a pretty big increase,” said<br />

Roberts, who said the district will need to<br />

work with the insurance committee to come<br />

up with plan design changes. “I’m not saying<br />

anything drastic, just to try and change<br />

behavior. The emergency room co-pay, for<br />

example, is $75 right now. Maybe back that<br />

up to $200 or $150. That kind of changes<br />

where people go.”<br />

At the end of fiscal year 2020, premiums<br />

for employees and board members totaled<br />

over $6 million. A year later, the number<br />

was nearly $6.5 million. Total expenditures<br />

for claims, management, and third-party<br />

claims administration in 2020 was $5.6 million.<br />

For <strong>2021</strong>, that amount jumped to more<br />

than $6.5 million.<br />

“We did have a bad year regarding some<br />

high claims,” Roberts said before pointing<br />

out eight claims were at the $100,000<br />

threshold. “Those are expected. Those are<br />

things the plan is ready for. At the end of<br />

the day, plan design changes are what lead<br />

to behavior changes. I’m not saying a high<br />

deductible. I’m saying start knocking away<br />

a little at a time.”<br />

When Roberts was hired by the district<br />

five years ago, approximately 270 employees<br />

were plan members. Today, that number<br />

is approaching 390 and many employees<br />

are switching from waiving their enrollment<br />

to picking up insurance offered by the district.<br />

“Couple that with rising costs,” said<br />

Roberts, who added bargaining agreements<br />

include language addressing insurance plan<br />

evaluations over the next three years.<br />

Honoring fallen EOD veterans<br />

Veterans John and Marshell Crabtree<br />

are spending their summer visiting the<br />

final resting places of Explosive Ordinance<br />

Disposal–the disarming and disposal of<br />

bombs–military members and recognizing<br />

their service and sacrifice by placing a memorial<br />

flag on their gravesite.<br />

The <strong>Canal</strong> <strong>Winchester</strong> residents are<br />

participating in the EOD Warrior Foundation’s<br />

Flag Program, which is a memorial<br />

to honor and remember all deceased EOD<br />

technicians regardless of their years of<br />

service or cause of death.<br />

“We chose six names from Ohio and<br />

placed the first flag in June,” said John.<br />

“We’re waiting on flags for the remaining<br />

five graves and that will be done later this<br />

year. We chose graves within 100 miles of<br />

our home. We wanted to do this just to<br />

know who these folks were and going from<br />

point A to point B to visit their resting<br />

place.”<br />

Bixby Road reconstruction<br />

means drivers must use detours<br />

Driving on west Bixby Road is going to be different<br />

for a while.<br />

A portion of west Bixby Road will be closed to<br />

through traffic, beginning on or around <strong>July</strong> 19, for<br />

approximately 60 days for road and culvert improvements.<br />

This improvement is part of the west Bixby Road<br />

reconstruction project, which is being done in two<br />

phases by the city of Groveport in partnership with the<br />

Franklin County Engineer’s office.<br />

“The city’s Capital improvement plan includes the<br />

reconstruction of Bixby Road under Phase 2, a continuation<br />

of the 2017 Bixby Road Phase 1 project,” said<br />

Groveport City Engineer Steve Farst. “The road condition<br />

is poor and required rehabilitation. The culvert is<br />

aged and due for replacement.”<br />

The project begins at the entrance to the Madison<br />

Christian School and extends east a distance of about<br />

3,500 feet to the entrance to Three Creeks Metro Park.<br />

Farst said the improvements will include road reconstruction<br />

and paving, a shared-use path, and a new<br />

culvert located near the Madison Christian Church<br />

under Bixby Road.<br />

“The road width is not being significantly widened,”<br />

said Farst. “Work also includes a shared-use paved<br />

path alongside the south side of the road that will connect<br />

to the Bixby Road Three Creeks Metro Park<br />

entrance.”<br />

According to Farst, in 2019, the Franklin County<br />

Engineer’s office contacted Groveport officials and<br />

advised that an existing culvert carrying Hendron<br />

Ditch was to be replaced by the county in <strong>2021</strong>. The<br />

city and county worked together to package that<br />

improvement with the city’s Phase 2, Part 1 Bixby<br />

Road improvement into a single bid package.<br />

“The city is funding the road improvement while the<br />

county is funding the culvert replacement,” said Farst,<br />

who added a portion of the new culvert will be lengthened<br />

a few feet to accommodate the shared use path,<br />

which the city will partially fund.<br />

Farst said funding for Part 1 is from a grant and<br />

loan to the city from the Ohio Public Works<br />

Commission, that combined are not to exceed $1.85<br />

million.<br />

The funding for Part 2 is funded by the Franklin<br />

County Engineer’s office and from the Ohio Public<br />

Works Commission funds for the portion of the culvert<br />

carrying the shared-use path.<br />

According to Farst, the total construction contract is<br />

$1.5 million. Part 1 is $ 971,735 and Part 2 is $<br />

Farst said the road handles about 3,000 vehicles a<br />

day and, with future growth in the area, it’s expected<br />

traffic will increase to 4,500 vehicles a day.<br />

Detours<br />

According to information from the city of Groveport,<br />

during the project travelers should follow signed<br />

detour routes. West Bixby Road will be closed between<br />

its intersections with Hendron Road and Bixby Ridge<br />

Drive East. Bixby Road will be closed to through traffic.<br />

The address range of the closure is between 3393<br />

Bixby Road and 4200 Bixby Road.<br />

Emergency police and fire services, mail delivery,<br />

and trash collection will continue throughout the duration<br />

of the project within the construction zone. During<br />

the project:<br />

•Through traffic along Bixby Road will not be<br />

allowed to pass through the construction zone, as the<br />

bridge/culvert will be out.<br />

•Access to properties west of Madison Christian<br />

Church, 3565 Bixby Road, including visitors to the<br />

church, shall approach from the west from Groveport<br />

Road.<br />

•Access to properties east of the railroad crossing<br />

(located north of the church), shall be made from the<br />

east, from State Route 317. These include the following<br />

facilities/ addresses: Amsted Rail-Griffin Wheel, 3900<br />

Bixby Road; Three Creeks Metro Park, 3860 Bixby<br />

Road; AEP Dolan Center and AEP Training Center,<br />

4100/4001 Bixby Road; and Living Skills Bixby Center,<br />

4200 Bixby Road.<br />

•Eastbound through-travelers should follow the<br />

posted detour route that directs travelers to use<br />

Groveport Road east to State Route 317, turning left<br />

and going north toward the Bixby Road/State Route<br />

317 intersection.<br />

•Westbound and southbound through-travelers<br />

should follow the posted detour route that directs travelers<br />

use State Route 317 in a southerly direction,<br />

turning right at Groveport Road and going west<br />

toward the Bixby Road/Groveport Road intersection, to<br />

access all properties located west of the Madison<br />

Christian Church.<br />

•All through-traffic should follow posted the detour<br />

route and avoid the construction zone.<br />

•Residents and visitors to local residences, businesses,<br />

the Metro Parks, and the church/school, should<br />

follow the above instructions for access to these properties.<br />

•Dates are approximate and subject to change due<br />

to weather or unforeseen construction issues.<br />

Columbus Metropolitan Libraries re-open<br />

CML locations, however unvaccinated individuals are<br />

asked to continue to wear them. CML asks that customers<br />

who are experiencing symptoms of COVID-19,<br />

or who recently tested positive for COVID-19, not<br />

enter any CML buildings. Curbside pickup remains<br />

available as well.<br />

CML will continue to follow guidelines provided by<br />

local, county and state health officials and the Centers<br />

for Disease Control and Prevention. The safety of customers<br />

Groveport revises pool admittance policy<br />

The city of Groveport has made further revisions to its policies<br />

regarding admittance to the Groveport Aquatic Center following<br />

recent serious incidents at the pool.<br />

On <strong>July</strong> 2, Groveport City Council approved limiting admission<br />

to the pool to individuals and/or families who possess a resident or<br />

non-resident seasonal pass. Day passes were eliminated.<br />

However, on <strong>July</strong> 12, Groveport City Council approved restoring<br />

the purchase and use of day passes to the pool for Groveport<br />

residents.<br />

Groveport residents are defined as those who live within the<br />

city’s corporation limits.<br />

The rules for the restoration of day passes are:<br />

•Group rate 10 packs are not available the rest of the <strong>2021</strong> season.<br />

•Group outings, defined as organized groups of six or more, are<br />

not permitted.<br />

•Groveport residents and up to five guests are eligible to purchase<br />

day passes. The Groveport resident must accompany the<br />

guests to the pool.<br />

•Season pass holders and their guests are eligible to purchase<br />

day passes and the season pass holder must accompany the guests<br />

to the pool.<br />

•Pre-purchased and pre-issued day passes may be used if the<br />

above criteria are met.<br />

•Persons who wish to use the Groveport Aquatic Center by<br />

using day passes must first acquire a Groveport Recreation<br />

Department issued identification card, which must then be presented<br />

and scanned at the time of day pass payment and entry.<br />

“This is a very good next step,” said Groveport City<br />

Administrator B.J. King. “This holds people accountable. We’re<br />

going to know who is in our facility. Other communities are following<br />

our lead regarding their own pools.”<br />

Other actions taken by the city to maintain safety at the pool<br />

include raising the minimum age of individuals permitted in the<br />

facility without a parent or legal guardian to age 14 (previously it<br />

was age 10); security cameras are being installed including five in<br />

and around the breezeway and another at the side gate near the<br />

concession stand; and a police officer will be assigned to the pool<br />

during specific times mandated by the police chief after consultation<br />

with the mayor.<br />

The actions were taken due to a recent serious of incidents<br />

where lifeguards were attacked at the pool. On June 30 a group of<br />

juveniles allegedly assaulted one of the pool’s lifeguards on the<br />

pool deck, according to the Groveport Police. Four suspects were<br />

identified and Groveport Law Director Kevin Shannon said<br />

charges are expected to be filed against them.<br />

In addition to the group of juveniles’ assault on the lifeguard,<br />

Shannon said an intoxicated male also recently allegedly assaulted<br />

a lifeguard by pushing the lifeguard into the pool. Charges are<br />

expected to be filed against the suspect.<br />

Look for South <strong>Messenger</strong> on<br />

Success at the box office doesn’t always<br />

mean a new property is going to receive a<br />

sequel, but it is more probable if the film is<br />

a part of the horror genre and it nets a nice<br />

profit for the distribution studio.<br />

Horror films are relatively inexpensive<br />

to make. The studios cast little known<br />

actors and employ up-and-coming directors<br />

to keep costs down, and then challenge the<br />

creative team to get inventive with their<br />

small budget. They do this because not only<br />

do they hold the purse, but they know fans<br />

of the genre are loyal and will come out and<br />

give just about any thriller a chance.<br />

One such thriller that was given the<br />

chance at the 2019 box office was “Escape<br />

Room.” Working off the popularity of reallife<br />

escape rooms that, allegedly, allow people<br />

to bond through solving puzzles in<br />

order to leave, its premise added a deadly<br />

twist into the mix. While there was tension<br />

throughout thanks to a great ensemble<br />

cast, the impressive thing about that film<br />

was the set design that saw burning rooms,<br />

a frozen tundra, and floors that dropped<br />

out from underneath trembling feet.<br />

Filmed with a budget of $8 million, it<br />

was no terrible loss for the studio if this<br />

film did not profit as much as they would<br />

have liked. However, it amassed a return of<br />

more than $140 million throughout its theatrical<br />

run, making it one of the year’s<br />

biggest hits based on that ratio. With that<br />

success in mind, it was no surprise that a<br />

sequel would be, well, inescapable.<br />

Though I do not often look forward to<br />

sequels, I have to say I was looking forward<br />

to seeing what else this world had to offer.<br />

sport, but I was more<br />

intrigued by the<br />

prospect of retribution<br />

against these creators as promised by<br />

the final boy and final girl. After all, it is a<br />

modern tale about David and Goliath, the<br />

haves and the have nots, and the tormented<br />

versus the tormentors. Perhaps I was<br />

being too idealistic about where a film like<br />

this could go, but nonetheless, I wanted to<br />

see what “Tournament of Champions”<br />

could bring to the horror table.<br />

The successes of this film lay firmly at<br />

the path of its predecessor. The sequel<br />

builds a great cast of characters around the<br />

survivors of the first and it comes equipped<br />

with another fantastically fatalistic set<br />

design that features electrified subway<br />

trains, acid rain, and collapsing beaches.<br />

But where this film runs into problems is<br />

that it never tries to walk outside of that<br />

path until it is late — so late you’ve grown<br />

tired of the scenery and are agitated by the<br />

people who asked you to come along for a<br />

trip that was promised to be better.<br />

When you realize this sequel is just a<br />

rehash, it is enjoyable thanks to the<br />

strength of the first couple acts. It begins<br />

with final boy Ben (Logan Miller) and final<br />

girl Zoey (Taylor Russell) trying to come to<br />

terms with the terror that was inflicted<br />

upon them in the first film. Ben has done<br />

what most men do and is suffering in<br />

silence while Zoey is more willing to share<br />

her experiences with a therapist. Both<br />

have a desire to find those responsible for<br />

their escape room trauma.<br />

They go to New York City because Zoey<br />

believes she knows the headquarters of<br />

Minos Escape Rooms Inc. When they arrive<br />

they are lured into a sparsely filled train<br />

car that is not what it seems. Realizing<br />

they are in another deadly escape room,<br />

they band together with a new group of<br />

strangers and solve the clues to escape.<br />

And here is where the film should have<br />

branched off into its own thing somehow,<br />

but it continues to follow the rules set up in<br />

the original where if you make it through<br />

one escape room, you go onto the next.<br />

While the rooms are inventive, it gets to<br />

the point where enough is enough despite<br />

liking the thinly developed characters.<br />

The thing with these escape rooms is<br />

you never know where the end is, and I feel<br />

the creators might not know that either. It<br />

offers a new rule at the end and promises a<br />

third installment, but, like the characters,<br />

it’s hard to trust anything when you were<br />

told one thing but given a different thing<br />

altogether.<br />

Though fans of the original, or those who<br />

go in with little knowledge of its origins, will<br />

likely find some enjoyment out of<br />

“Tournament of Champions” you can’t help<br />

but think it could have been better than just<br />

the tired retread of a decent indie thriller.<br />

Years ago I was asked by a member of<br />

my local board of education to run for an<br />

open school board seat. I politely declined.<br />

No amount of flattery, coaxing or background<br />

(having covered various boards for<br />

decades) could persuade me.<br />

My answer was simple. Although somewhat<br />

knowledgeable about the district, I<br />

had never attended a meeting of my own<br />

local school board and did not feel qualified<br />

to run for the position. Plus, most of my<br />

work as a journalist takes place on Monday<br />

nights, the same evening as the majority of<br />

public meetings.<br />

I have a long-held standard that a candidate<br />

needs to know about the group or<br />

organization for which they are running.<br />

I have a list I use as a personal reference<br />

when it comes to pursuing the heavy mantle<br />

of public service:<br />

•Have you regularly attended at least<br />

one meeting a month in the last half year?<br />

No, I have not been to a single one. Why<br />

would someone who runs for office not take<br />

the time to familiarize themselves with the<br />

organization or municipality for which they<br />

will be tasked with creating public policy<br />

and/or managing public funds?<br />

•Have you served on a committee that<br />

answers directly to the organization within<br />

the last two years?<br />

No, I haven’t. I am<br />

of the mindset that if<br />

you see a problem,<br />

work within the system<br />

and create<br />

change from within.<br />

fire without first<br />

warming your feet.<br />

•Are you familiar enough with the<br />

organization that you could take on the<br />

position, if elected, and not spend the first<br />

few meetings playing catch-up with basic<br />

Not really, but I’ve covered many other<br />

school board meetings as part of my job. If<br />

you don’t know how a public entity operates,<br />

you should if you want to become a<br />

member. Look online and do a little studying<br />

before walking through the doors. And<br />

while many things are the same there are<br />

differences, both minor and major.<br />

•Are you prepared to deal with off-theclock<br />

problems that arise, the public calling<br />

at all hours, having to deal with reporters<br />

to discuss an issue, or lose a good portion of<br />

your privacy during your time in office?<br />

No. No. No and no.<br />

•Are you running for public office for<br />

altruistic reasons and because you feel you<br />

are the best person for the job because of<br />

your skills, interest in the community<br />

and/or you perceive flaws in the system for<br />

which you can offer plausible ideas?<br />

This is more a case of answerable by<br />

way of personal reflection and since I have<br />

no intention of running for public office, it<br />

did not apply. However, I can say that, in<br />

my position as president of our high school<br />

Alumni Association, I could answer yes to<br />

all of the above if asked by a fellow alumni.<br />

I applaud the work and countless hours<br />

public service minded people spend doing<br />

the people’s business. Do I disagree with<br />

them? Sometimes, but that is the brilliant<br />

concept of democracy at work.<br />

My advice to people who want to run for<br />

public office is simple.<br />

Learn not only about the office, responsibility<br />

and limitations of the position<br />

itself, but also attend meetings in-person<br />

before declaring your candidacy and learn<br />

about the organization itself, its challenges,<br />

present/future plans and projects<br />

and its limitations by law.<br />

You will not only be a better candidate,<br />

but you will also be a better citizen as well.<br />

A slight drizzle on <strong>July</strong> 17 did not stop runners from participating in the Dr. Bender 5K<br />

Classic Walk/Run. Dr. John Bender, a 1960 <strong>Canal</strong> <strong>Winchester</strong> graduate never strayed<br />

far from his alma mater where he served as both a coach for the cross country and<br />

track teams. Bender passed away in 2013, but his children and grandchildren participate<br />

in the annual event. Jacob Thompson from Carroll took first place with a time of<br />

15:12.93. The first place female runner overall was Karoline Pees of Ashville with a time<br />

of 20:32.18.<br />

According to organizers, 206 kids completed the one mile fun run (after 245 registered)<br />

that was part of the 14th annual Dr. Bender 5K Classic on <strong>July</strong> 17. The top time for girls<br />

was 5:59 for C. Retzke of Columbus. The top time for boys was 6:04 for G. Koenig of<br />

Dublin. “That huge turnout was due to the Columbus Running Company having their<br />

Summer Grasshopper running program for children entering grades 3-6 come for a live<br />

race experience,” said Bender 5K Race Director Steve Blades.<br />

The goal of the program is to have a flag<br />

placed on every EOD grave throughout the<br />

summer. There are currently over 900<br />

names/gravesites identified by the organization<br />

throughout the world–from Europe to<br />

the Philippines–in all branches of the military.<br />

The Crabtrees’ first trip took them to<br />

Beaver, Ohio, and the gravesite of SPC<br />

Justin Helton, who was 26 when he was<br />

killed in Gaza Village in Afghanistan in<br />

June 2014 from wounds suffered while engaged<br />

in a combat operation.<br />

“What we’re doing affected me personally,”<br />

said Marshell. “John was injured, but<br />

he survived. Over the years, through the<br />

Warrior Foundation, I’ve met so many who<br />

lost their loved ones. I want people to know<br />

what EOD does.”<br />

Before the couple placed the flag on Helton’s<br />

grave, they discovered his parents<br />

lived next door to the graveyard. Marshell<br />

said she and John wanted the Heltons to<br />

know why they were there, so she placed a<br />

note in a bag and left it on their doorstep.<br />

A couple of days later, they got a call<br />

from the Heltons and an email from a member<br />

of the local Beaver VFW post.<br />

“I receive a quarterly newsletter from the<br />

EOD Warrior Foundation, and that is how I<br />

learned of the (flag) program,” said John,<br />

who was wounded by an improvised explosive<br />

device (IED) and lost his sight in 2006<br />

while serving in the Navy as an EOD technician.<br />

He joined the service in 1988 and retired<br />

in 2008.<br />

in the Navy, where she served from<br />

pupils, taxpayers, voters and staff.<br />

“A lot of central Ohio school districts are<br />

going to be a part of this,” said Roberts.<br />

“They (state legislators) got a lot through<br />

that is going to hurt public schools in the<br />

long run. Some of this is pushing the boundaries<br />

of public education or where public tax<br />

dollars are intended to go. The time is now<br />

to fight back and be part of something that’s<br />

going to be talked about in history for a long<br />

time.”<br />

Roberts said he does not have an issue<br />

with money following students. He is concerned<br />

with tax money paid by the public to<br />

educate a child in a public school being distributed<br />

by the state to a private institution<br />

with no accountability. Until that accountability<br />

piece is put in place with private<br />

schools, Roberts said he will always have a<br />

problem with it.<br />

Volunteers like the Crabtrees sign up<br />

with the foundation to place flags on graves<br />

and then access an EOD virtual cemetery<br />

list. They are later sent flag kits with installation<br />

Sgt. William Henderson and William<br />

Corder; Richard McGlaun, who was born in<br />

1935 and passed away in 2017; SFC Charles<br />

Shrider who was killed while on duty at<br />

Fort Bragg on Oct. 1, 1951, and Lancaster<br />

native Sgt. Joseph Collette, who was age 29<br />

when he was killed in 2019 in Afghanistan.<br />

According to the EOD Warrior Project,<br />

the military profession is one of the most<br />

dangerous occupations in the military. On<br />

average, there are over 6,000 men and<br />

you’re going to give tax dollars to them, then<br />

hold them to the same standard that we’re<br />

being held to.”<br />

When EOD technicians are wounded,<br />

limbs, burns, paralysis, blindness and traumatic<br />

brain injury, along with Post-Traumatic<br />

Stress Disorder.<br />

Recovery and rehabilitation from these<br />

injuries can be extensive and require<br />

months and sometimes years of inpatient<br />

and outpatient care. For the families of<br />

fallen EOD warriors, surviving family members<br />

face many changes and challenges in<br />

their lives as they grieve the loss of a loved<br />

one.

The Madison Township Trustees celebrated<br />

the service of four firefighters at<br />

trustees’ <strong>July</strong> 13 meeting.<br />

Madison Township Firefighter Larry<br />

Baugess was presented with the department’s<br />

Badge One by Fire Chief Derek<br />

Robinson.<br />

Robinson said Badge One distinguishes<br />

the most senior firefighter on company and<br />

is passed on from one individual to the next<br />

most tenured firefighter. After Firefighter<br />

Joe Rider retired, Baugess was next in line<br />

for the honor.<br />

Robinson also recognized Firefighter<br />

Jason Osborne for his 25 years in the fire<br />

service. According to Robinson, Osborne<br />

joined Madison Township in 1996 and is<br />

stationed at Firehouse 182. Osborne is also<br />

a fire instructor at Columbus State.<br />

Steve Owens celebrated his 20th year as<br />

a firefighter and is also a fire inspector who<br />

joined the township department in 2001. He<br />

conducts annual inspections on commercial<br />

establishments, final inspections on new<br />

businesses and collaborates with the<br />

schools.<br />

“He puts many hours in behind the<br />

scenes,” said Robinson.<br />

Sheldon Faller recently graduated from<br />

the Ohio State University, is a five-year veteran<br />

of the fire service and is stationed at<br />

Firehouse 183, one of the busier locations in<br />

the township.<br />

Madison Township Police news<br />

•Madison Township Police Chief Gary<br />

York said the township started a bicycle registration<br />

program to link up owners with<br />

their property in the event it is stolen.<br />

Owners can register online with the police<br />

department and email a picture of their<br />

bicycle which will be kept on file in the<br />

event the bicycle is recovered.<br />

“It’s really hard for us to determine the<br />

actual owner,” said York in referring to bicycles<br />

with no identification. “There were a<br />

large number of bikes recovered before I became<br />

chief.”<br />

•Resident Roy Mathena expressed concern<br />

over motor vehicles ignoring stop signs<br />

and speeding on Dunloe Road.<br />

“It’s very dangerous,” said Mathena, who<br />

said his deaf grandson was almost hit by a<br />

driver running a stop sign.<br />

Mathena suggested speed bumps, but<br />

Watkins said, while people often request<br />

speed bumps, which can present a problem<br />

for emergency vehicles and snow removal,<br />

there are other traffic calming devices that<br />

can slow down motorists.<br />

“Officers are writing tickets and making<br />

traffic stops,” said York. “If I hear about it,<br />

I will make sure it gets addressed.”<br />

•A retired American flag retirement box<br />

is available 24 hours a day at the Madison<br />

Township Police department. The box was<br />

donated courtesy of Jayden Duckworth, a<br />

member of Boy Scout Troop 622, as his<br />

Eagle Scout project. The troop will collect<br />

the flags throughout the year and later conduct<br />

a flag retirement ceremony.<br />

Recycling totes<br />

Madison Township Administrator Susan<br />

Brobst received grant information from the<br />

Solid Waste Authority of Central Ohio offering<br />

the township the opportunity to purchase<br />

64-gallon recycling totes to replace<br />

the current and much smaller green bins.<br />

Through the grant, the township could<br />

purchase the totes at a cost of only $5 each<br />

for residents in the unincorporated areas<br />

and SWACO would distribute them. Brobst<br />

said the totes would be provided at no cost<br />

to residents.<br />

“I recommend working with the Citizens<br />

Advisory group to allow them a couple of<br />

months to talk to the community,” said<br />

Brobst, who said a decision could be made<br />

in September in order to notify SWACO.<br />

Dr. Joshua Morris is an Optometrist who grew<br />

up in Bellville, Ohio. He completed his undergraduate<br />

degree at the University of Akron, where<br />

he graduated magna cum laude with honors.<br />

Dr. Morris attended The Ohio State University<br />

College of Optometry and graduated cum laude<br />

with honors to receive his Doctor of Optometry Degree in May 2019. After<br />

completing his studies, he was awarded the “Primary Vision Care Clinical<br />

On a personal note, Dr. Morris and his wife Tess, enjoy spending time with<br />

on The Ohio State Buckeyes, trying new foods, and exploring Columbus<br />

Q: What are floaters and what causes them?<br />

A: Floaters are small dark shapes that move across your vision. They can appear<br />

as dots, threads, squiggly lines, or even like cobwebs. Most floaters are caused<br />

by normal changes in the eye. As you age, small strands of vitreous (gel-like fluid<br />

that fills your eye) can clump together and cast a shadow on your retina (the<br />

light-sensitive tissue at the back of the eye). Those shadows appear as floaters<br />

that drift across your vision. You may notice floaters more when you look at a<br />

CW Hometown Day<br />

The <strong>Canal</strong> <strong>Winchester</strong> Labor Day Committee is<br />

making plans for a Hometown Day celebration scheduled<br />

for Sept. 4 — a small, community event for the<br />

entire family.<br />

As was previously announced, the <strong>Canal</strong><br />

<strong>Winchester</strong> Labor Day Festival Board and Committee<br />

made the decision to cancel the <strong>2021</strong> Labor Day festival,<br />

originally scheduled for Sept. 4, 5, and 6. The<br />

event, which was set to celebrate its centennial year in<br />

2020, has been a Labor Day weekend mainstay in the<br />

community since 1920. The group begins planning,<br />

scheduling, and securing the many moving parts of the<br />

annual festival in January. At that time this year,<br />

communities were facing state-mandated COVID-19<br />

event guidelines with attendance restrictions of 30 percent.<br />

The three-day Labor Day festival brings almost<br />

30,000 visitors to to <strong>Canal</strong> Wincheste and there was no<br />

feasible way to control the crowd, according to organizers.<br />

In addition to these restrictions, there were also<br />

financial concerns. The annual event budget averages<br />

$80,000 and the festival is solely funded by donations<br />

and sponsorship.<br />

Although the city of <strong>Canal</strong> <strong>Winchester</strong> provides considerable<br />

support, including the use city property,<br />

water and electric, and offers city staff for street closures<br />

and cleanup, the festival is not a city sponsored<br />

event.<br />

Due to the effects the pandemic had on businesses,<br />

the largest financial sponsors indicated they were<br />

unable to support the event at the same level as previous<br />

years.<br />

Because the festival could not count on major<br />

donors to support it this year, a three-day event was<br />

ruled out.<br />

Hometown Day will be a fun-filled celebration for<br />

the entire community. The event will kick-off with a<br />

parade at 11 a.m., full of street and neighborhood<br />

floats and at least three marching bands.<br />

High Street and Stradley Place will be filled with<br />

children’s activities and food trucks, including Amish<br />

Country Donuts, and musical acts such as Frankie &<br />

Ranke and The Usual Suspects & Repeat Offenders.<br />

the importance of the annual three-day Labor Day festival<br />

to the community and continue to plan for the<br />

100th Labor Day weekend celebration in 2022.<br />

American Red Cross volunteers will Sound the<br />

Alarm in Columbus as part of a national effort to educate<br />

100,000 people about home fire safety in high-risk<br />

neighborhoods this spring.<br />

Columbus area residents are encouraged to call<br />

and referral to partner agency for installation of<br />

free smoke alarms.<br />

“Home fires remain the most frequent disaster, yet<br />

most of us don’t realize we have just two minutes to<br />

Greater Columbus Ohio Chapter. “Our volunteers can<br />

help residents create personal home fire escape plans<br />

and provide them with the critical information they<br />

need to protect themselves from these everyday disasters.”<br />

Central Ohio residents are also encouraged to visit<br />

SoundTheAlarm.org and pledge to prepare against<br />

home fires.<br />

CW maintains membership<br />

only policy for pool season<br />

The city of <strong>Canal</strong> <strong>Winchester</strong> decided<br />

<strong>July</strong> 9, to continue the membership-only<br />

policy at the municipal pool through the remainder<br />

of the <strong>2021</strong> pool season.<br />

Following recent events of unruly behavior<br />

at the <strong>Canal</strong> <strong>Winchester</strong> Municipal Pool,<br />

city administrators made the decision to<br />

limit pool admission to only season-pass<br />

holders effective <strong>July</strong> 3. After reviewing<br />

comments from <strong>Canal</strong> <strong>Winchester</strong> City<br />

Council and the public, and considering<br />

other municipal pools in the area were enacting<br />

similar policies, the decision was<br />

made to continue this policy for the rest of<br />

the season.<br />

The new policy allows members to bring<br />

one paid guest per member. For example, if<br />

a membership has four individuals listed,<br />

and each of those individuals visits the pool,<br />

they may each bring a guest with them for<br />

a total of four guests. Individuals looking for<br />

a more affordable option should consider the<br />

Vacationers Pass, which is good for 10 pool<br />

visits. This pass may be shared with multiple<br />

individuals for a total of 10 visits. For<br />

example, a couple may visit the pool five<br />

times together with this pass, or a family of<br />

five may visit twice. The Vacationers Pass<br />

requires one business day for processing<br />

prior to use.<br />

Matt Peoples, public service director for<br />

the city of <strong>Canal</strong> <strong>Winchester</strong>, said, “Safety<br />

of the pool patrons is the priority here, and<br />

being able to control the admissions through<br />

memberships gives us the best chance to<br />

root out unruly behavior by suspending<br />

their passes.”<br />

The Fairfield County Sheriff’s Office will<br />

continue to patrol the pool and surrounding<br />

area for added security.<br />

City administrators plan to revisit the<br />

current admission ordinance before the<br />

2022 season.<br />

will host two free Movies in the Park this<br />

summer.<br />

A family-friendly movie will be shown<br />

outdoors at Hanners Park, 458 Groveport<br />

Road, on Aug. 13. The movie will begin<br />

after sunset, at about 9 p.m. “The Little<br />

Rascals,” rated PG, will be shown on Aug.<br />

13. Families may enjoy the movie from the<br />

comfort of their vehicle or bring a chair or<br />

blanket to watch from the lawn.<br />
