The NSW Government has told<br />

residents of the Cumberland Local<br />

Government Area they can't leave the<br />

local area, even for work, as the COVID-19<br />

outbreak is declared a “national emergency”<br />

by health officials.<br />

Authorised workers declared essential by<br />

the State Government's health orders will<br />

still be able to leave the Cumberland area.<br />

It comes as NSW continues to record high<br />

case numbers of COVID-19.<br />

NSW Premier Gladys Berejiklian and NSW<br />

Chief Health Officer, Dr Kerry Chant, have<br />

urged people to get vaccinated as soon as<br />

possible, as it becomes evident it is the only<br />

way out of the outbreak and the key to avoiding<br />

future lockdowns.<br />

“There is no doubt that the numbers are<br />

not going in the direction we were hoping<br />

they would at this stage,” Ms Berejiklian<br />

said last Friday.<br />

Cumberland residents remain out of work<br />

Child care centres stay in house under new operating model<br />

At Wednesday night’s Council meeting, it was<br />

decided that Council-owned child care centres will<br />

be given a refresh by consolidating some services<br />

and balancing enrolments across different age<br />

groups to implement the best operating model.<br />

We pledged to explore all options and keep an<br />

open mind and we’ve done that with the help of<br />

a working group who’ve done an incredible job in<br />

weighing up the options.<br />

With staff costs and overheads, it was difficult to<br />

compete with private providers as our centres were<br />

losing up to $6 million a year. We’ve had to take<br />

a long, hard look at enrolment numbers, costs of<br />

staff and facilities and how to get the best value for<br />

money for both rate payers and families of the 660<br />

children who we provide care for.<br />

Thanks to the hard work of the Councillor group I<br />

work with, we have managed to achieve a positive<br />

outcome for those who wanted the operation of<br />

this service to remain under Council’s control, but<br />

similarly those who have expressed concern about<br />

how heavily this service was being subsidised by<br />

rate payers. This really is a win-win for everyone<br />

Crescent Parklands spells disaster<br />

I am critical of the $525 million Crescent Parklands<br />

planning proposal for Holroyd in Sydney’s west.<br />

This massive development proposal will transform<br />

the site into more than 1,200 units, up to 28 storeys<br />

high – just off the already-congested Woodville<br />

Road and M4, and near <strong>Parra</strong>matta Road. The<br />

site is zoned for industrial use only, however, the<br />

developer bypassed Council and sought a review<br />

of the planning proposal under state planning<br />

laws.<br />

It’s the sort of development you may consider if<br />

it was next to a train station or major transport<br />

hub. It’s not smart planning and that’s why Council<br />

would never support it. My concern is that it will<br />

have a significant impact on existing amenities.<br />

There’s no detailed plans for infrastructure<br />

upgrades and limited public transport nearby.<br />

It’s going to place an enormous strain on<br />

and Council thanks the community for expressing<br />

their views and their patience while we have worked<br />

through this complex matter. We are very proud<br />

that Cumberland City Council will continue looking<br />

after the interests of our local community by caring<br />

for local children.<br />

infrastructure that is already stretched.<br />

We are at a loss to understand why the state<br />

government would support the planning proposal<br />

to rezone this site and open the door to high<br />

density residential development in this area.<br />

Perhaps the developer or the NSW Government<br />

could explain what public transport upgrades are<br />

proposed for the area. This area already suffers<br />

from a lack of public transport, public services<br />

and accessibility. This area deserves strong local<br />

leadership. For far too long, this area has suffered<br />

from a lack of basic infrastructure and services<br />

that can only be provided by the NSW State<br />

Government. I urge our local state members<br />

of parliament to work collaboratively with our<br />

community to ensure our voices are heard.<br />

New Infrastructure<br />

Contributions Bill lacks<br />

transparency<br />

Just like the state government’s COVID-19<br />

messaging, the state’s proposed changes to<br />

the collection of developer contributions and<br />

setting of infrastructure contributions policy is<br />

vague, lacks detail and keeps councils and the<br />

community in the dark.<br />

The Bill defers future policy decisions to the<br />

Minister which is a very dangerous precedent.<br />

To take away such an important funding source<br />

from local councils, then proclaim councils can<br />

make up that revenue from raising rates on<br />

their residents is extremely short-sighted and<br />

a slap in the face for hard working Australians.<br />

Cumberland City Council has worked very hard<br />

to ensure that our residents do not experience<br />

a rate rise. I sure don’t intend to start passing<br />

on this cost to our ratepayers. I urge our local<br />

State Members of Parliament to be vigilant<br />

and active on this issue. At the very least our<br />

residents deserve that level of service. If this<br />

proposal goes through, Cumberland City<br />

Council residents will be hit the hardest as our<br />

community is one of the most vulnerable and<br />

poorest in NSW.<br />

The Parliamentary Inquiry into the<br />

Environmental Planning and Assessment<br />

Amendment (Infrastructure Contributions)<br />

Bill <strong>2021</strong> heard from several councils but it’s<br />

difficult for us to even have a position on the Bill<br />

because it has very little detail. It’s impossible to<br />

determine how that will impact councils and<br />

the community.<br />

One thing we can be certain of - this Bill will not<br />

have a positive impact.<br />

Not good enough – Granville trains go from fast to last<br />

For the past four years, I have maintained a strong<br />

voice advocating on behalf of commuters to the state<br />

government to reinstate Granville’s express trains. And<br />

this week I received a neglectful response from the<br />

Parliamentary Secretary for Transport and Roads.<br />

They’ve ruled out any changes to the timetable.<br />

Several years ago, the state government ceased<br />

running express trains from Granville. This is<br />

completely unacceptable for residents and has<br />

resulted in one hour commutes to the city which<br />

previously took 35 minutes. Despite Council’s efforts,<br />

there has been no improvement for our residents who<br />

continue to struggle with their public transport needs.<br />

As a Council, we have invested heavily in major<br />

projects along the rail corridor and take pride in<br />

ensuring that locals and visitors have access to high<br />

quality infrastructure and services. Our residents<br />

deserve better. I am tired of Cumberland City<br />

being ignored and missing out on basic service<br />

improvements that can be provided by the state<br />

government. At a minimum, our residents deserve that<br />

level of service. This isn’t good enough.<br />

Steve Christou says the push for more<br />

vaccines targeted to areas of concern is<br />

too little, too late and that an increased<br />

vaccine roll-out was needed weeks ago.<br />

“We offered our facilities and offered to<br />

run a vaccination program weeks ago and<br />

this lack of action is having a devastating<br />

impact on our community,” he said last<br />

Friday.<br />

“Today, finally, we have confirmation<br />

from NSW Health that they will roll-out<br />

vaccination hubs using our facilities.<br />

“The targeted approach announced<br />

today should have come out hard and fast<br />

from the outset, rather than the drip feed<br />

of vaccinations our community has had<br />

in recent months.”<br />

Cr Christou said Council will maintain<br />

its essential services including waste and<br />

recycling, street cleaning, maintenance<br />

and child care, as well as provide meals<br />

on wheels services to the vulnerable.<br />

Ms Berejiklian said it was “fairly apparent<br />

that we will not be close to ending<br />

lockdown on Friday”.<br />

As host of local venues have been added<br />

to the COVID-19 exposure site list.<br />

They include the Star City Supermarket<br />

at Merrylands, with anyone who attended<br />

the location on a range of dates and times<br />

between Monday, <strong>July</strong> 12 and Thursday,<br />

<strong>July</strong> 15 considered a ‘close contact’ who<br />

must get tested and isolate for 14 days<br />

since their exposure.<br />

Anyone who was at Threefold Pastry<br />

on Darcy Street, <strong>Parra</strong>matta between<br />

10am and 3pm on Friday, <strong>July</strong> 16 is also<br />

considered a ‘close contact’ who needs to<br />

get tested and isolate.<br />

Other venues of concern include the<br />

Kabul House at Merrylands (Tuesday,<br />

<strong>July</strong> 13 from 12.30pm to 12.50pm)<br />

and Auburn Advanced Medical<br />

Centre (Thursday, <strong>July</strong> 15 from 7.40pm to<br />

7.55pm and Friday, <strong>July</strong> 16 from 1.50pm to<br />

2.50pm), both ‘casual contact’ venues.<br />

A full list of exposure sites is listed<br />

on the NSW Health COVID-19 website,<br />

which is updated at least once a day with<br />

new venues.<br />

Local residents who have not yet been<br />

vaccinated are urged to book an appointment<br />

or to speak to their GP if they have<br />

any concerns.<br />

Better ad campaign is needed<br />

We really need an advertising campaign<br />

targeted at the vaccine hesitancy that is<br />

running rife through the community.<br />

These people aren’t traditional antivaxxers,<br />

but they’re falling into the hole<br />

of social media and weird web links their<br />

mate sent them. We need a campaign that<br />

targets some of the myths.<br />

Vaccines are probably the most proven<br />

medical technology in history, and the<br />

COVID-19 vaccines are proving very effective,<br />

especially overseas.<br />

The hesitancy is somewhat understandable,<br />

but ultimately not based on fact or<br />

science. We need to turn the tide.<br />

A different feel in <strong>Parra</strong>matta<br />

This was the week <strong>Parra</strong>matta went<br />

quiet. When the drills and jackhammers<br />

fell silent and tradies were restricted from<br />

all but the most essential home repairs.<br />

Across our city, builders secured their<br />

sites, leaving tarpaulins flapping and<br />

gloomy half-finished towers darkening<br />

the sky.<br />

To our south and south west, most<br />

workers from Fairfield, Liverpool and<br />

Canterbury-Bankstown were told to stay<br />

put in their local government areas<br />

As I write, the order is now extended to<br />

Blacktown and Cumberland.<br />

The COVID-19 Delta outbreak that<br />

started in Bondi Junction has made its<br />

way to Merrylands. It’s slowly closing<br />

in and metastasising around our local<br />

suburbs. Who knows where we’ll be in a<br />

week’s time.<br />

Talk about the State Government, of all<br />

people, trashing its own brand by shutting<br />

down construction. Infrastructure<br />

projects have been Gladys Berejiklian’s<br />

hallmark as Sydney struggles to keep up<br />

with its own growth. Love them or loathe<br />

them, Metro and light rail lines, tollroads,<br />

as well as a myriad of other building<br />

works have kept the suburbs humming,<br />

the utes circling and about 250,000 people<br />

in jobs.<br />

The shutdown has now exposed the<br />

precariousness of construction. Even reinstating<br />

JobKeeper would not be enough<br />

to protect most casuals and the self-employed.<br />

Many people will be sweating<br />

on the adequacy of Federal Government<br />

support payments, and the ban being lifted<br />

in a week (a reversal from the Premier<br />

that seems hard to justify if case numbers<br />

gets worse).<br />

More fundamentally, whirling cranes<br />

and cement trucks have become so intrinsic<br />

to our city’s identity that it felt like<br />

something was lost. Sydney or <strong>Parra</strong>matta<br />

without construction? Try Kalgoorlie<br />

without mining or Vegas without gambling.<br />

Many awoke to find an unfamiliar peace<br />

on their streets. Some residents in the<br />

midst of renovations were forced to shelter<br />

in half-completed homes. Perhaps<br />

there were many like me in central <strong>Parra</strong>matta<br />

who found it jarring to exercise<br />

around abandoned building sites and<br />

light rail tracks. Church Street at night<br />

had the feeling of a haunted house as<br />

people wearing masks dodged each other<br />

and avoided eye contact.<br />

Over by the river, even Willow Grove<br />

hung on grimly as almost everything<br />

surrounding it has been scythed to the<br />

ground. In <strong>Parra</strong>matta Park, there were<br />

no laughing picnickers or families cooking<br />

barbeques, just a brisk march of the<br />

loop and back home.<br />

During the first outbreak, the supermarket<br />

was still a friendly haven. But the permeability<br />

of Delta is starting to make us<br />

more suspicious and afraid. It’s driven us<br />

wider apart in the shopping aisle – literally.<br />

Don’t be friendly to each other, Kerry<br />

Chant said.<br />

Not long ago we were building Australia’s<br />

next great city. But when construction<br />

stops, it’s time to truly ask what makes a<br />

city like <strong>Parra</strong>matta great. The only answer<br />

I can think of is the doggedness of<br />

its people, dealing silently with a once in<br />

a lifetime event.<br />

In normal times, cities are homes to<br />

great deeds; places of creativity, science,<br />

industry and commerce. But in these<br />

times, our success is defined by the actions<br />

not taken. Where reading a book<br />

is suddenly an act of heroism. Or staying<br />

home if you might be infectious with Delta<br />

could have as profound a public health<br />

impact as curing cancer.<br />

It’s quiet out there in <strong>Parra</strong>matta right<br />

now. Perhaps it needs to be, so we can<br />

imagine and steel ourselves for what<br />

might be coming next.<br />

Gyms feeling stretched<br />

Ongoing lockdown means zero revenue for struggling fitness centres<br />

as the industry, hit so hard by last<br />

year’s pandemic, is again at a standstill.<br />

Desi Stavrakakis says she was still feeling<br />

the impact of last year’s financial burden<br />

and fears for what lockdown round two<br />

will do to her business.<br />

“People just think you lockdown and lose<br />

business for four weeks, but it’s detrimental<br />

for months,” she said.<br />

“Understandably there is a fear attached<br />

to everything but because of this, when we<br />

reopened last year it was skeletons and we<br />

essentially had to rebuild from scratch.<br />

“We haven’t been able to receive any<br />

monetary assistance as of yet, we needed<br />

government support from the get-go.”<br />

But it’s not just businesses keeping afloat<br />

that is a concern, as so many <strong>Parra</strong>matta<br />

residents rely on physical activity for their<br />

mental health.<br />

According to the Australian Bureau of<br />

Statistics, in March and June <strong>2021</strong>, one in<br />

five, or 20 per cent of Australians experienced<br />

high or very high levels of psychological<br />

distress in the previous four weeks.<br />

Ms Stavrakakis said her F45 is a real<br />

community, beyond just physical activity.<br />

“People are jumping on our Zooms just<br />

to see each other,” she said.<br />

“Last year they used our Zoom catchup<br />

to do a trivia night and a cooking class<br />

together, it’s a real sense of community<br />

here and everyone is trying to support<br />

each other through this period.”<br />

The importance of staying active or at<br />

least getting outdoors is paramount to<br />

anyone’s sanity during this time.<br />

Whether you’ve got a backyard or live in<br />

a small apartment, Ms Stavrakakis said<br />

make sure you dedicate some time to looking<br />

after yourself.<br />

“Fresh air and going for a walk is the best<br />

thing you can do for your day and why not<br />

call a friend to check in while you’re doing<br />

it,” she said.<br />

“Focus on what you do have, maybe it’s<br />

a set of stairs; you can use what you have<br />

to do different exercises to get the blood<br />

pumping.”<br />

NSW and Federal governments recently<br />

announced a joint $17 million mental<br />

health package aimed at supporting<br />

people affected by the greater Sydney<br />

lockdown.<br />

Eligible businesses can now apply for<br />

up to $15,000 from the first of the NSW<br />

Government’s <strong>2021</strong> COVID-19 Business<br />

Support Grant.<br />

Further assistance via the JobSaver<br />

program is also available.<br />

COVID-19 Response<br />

On 15 <strong>July</strong>, City of <strong>Parra</strong>matta Council<br />

announced the cancellation of its popular<br />

annual winter event, Winterlight, after<br />

postponing it in response to the COVID-19<br />

outbreak in Greater Sydney.<br />

Winterlight, including the Winter Village<br />

and some holiday activities, had been<br />

scheduled to take place in <strong>Parra</strong>matta’s<br />

Prince Alfred Square from 19 June to 12<br />

September <strong>2021</strong>.<br />

Council has also postponed all upcoming<br />

Family Fun Day events in line with the<br />

NSW State Government’s COVID-19 Health<br />

Orders. This includes Pierre De Coubertin<br />

Park, Sturt and Acacia parks, and John<br />

Wearn Reserve Family Fun Day events that<br />

had been scheduled throughout <strong>July</strong>.<br />

Understandably, this is a very challenging<br />

time for us all. The safety of our staff and<br />

community is Council’s top priority and we<br />

are closely monitoring and following the<br />

advice from NSW Health.<br />

New direction for Riverside Theatres<br />

Last Friday, City of <strong>Parra</strong>matta Council<br />

announced a new director of <strong>Parra</strong>matta’s<br />

iconic Riverside Theatres with the longserving<br />

Robert Love stepping down after<br />

20 years at the helm.<br />

Craig McMaster, who brings with him<br />

more than 30 years’ experience in global<br />

entertainment, theatre and venue<br />

management, will start the new role in<br />

August. Most recently, Mr McMaster led<br />

the development and opening of the<br />

multi-awarded $100 million Sydney<br />

Coliseum Theatre at West HQ in Rooty Hill.<br />

The appointment marks an exciting new<br />

At the Council Meeting on 12 <strong>July</strong>,<br />

Councillors endorsed a new Development<br />

Contributions Plan that requires new<br />

developments in most areas of the<br />

<strong>Parra</strong>matta Local Government Area (LGA)<br />

to contribute money, land or both for local<br />

infrastructure.<br />

Under the City of <strong>Parra</strong>matta (Outside<br />

CBD) Development Contributions Plan,<br />

development contributions will fund<br />

more than $1.24 billion in community<br />

infrastructure, such as parks and libraries,<br />

in the City of <strong>Parra</strong>matta Local Government<br />

Area over the next 20 years.<br />

By recovering more funding from developers,<br />

the financial burden on Council and<br />

ratepayers to deliver the infrastructure<br />

needed to support the City’s growing<br />

population will be reduced.<br />

The new plan, which replaces and<br />

consolidates the eight existing<br />

contributions frameworks, will apply<br />

to developments such as residential<br />

accommodations, mixed-used<br />

development, and tourist and visitor<br />

accommodation. A separate plan is being<br />

created for the <strong>Parra</strong>matta CBD.<br />

event, Winterlight, in line with NSW Health Orders.<br />

Riverside Theatres, which is owned and<br />

operated by City of <strong>Parra</strong>matta Council,<br />

draws more than 180,000 patrons to up to<br />

1000 performances and events every year.<br />

The City of <strong>Parra</strong>matta (Outside CBD) Development<br />

Contributions Plan will help fund the necessary<br />

infrastructure to support the area’s growing population.<br />

Centres to stay in-house<br />

New model: Cumberland City Council won’t privatise childcare centres<br />

Cumberland City Council has<br />

decided it won’t follow through<br />

with plans to privatise its childcare<br />

facilities, instead opting for a new model to<br />

ensure financial viability into the future.<br />

The announcement came despite Mayor<br />

Steve Christou admitting a few days prior<br />

that its in-house services face a dire financial<br />

future if the State Government doesn’t<br />

cover the Federal Government’s unfunded<br />

promise to waive gap fees for parents.<br />

The Federal Government will waive<br />

gap fees on days that parents and carers<br />

choose to keep their children at home<br />

to ease some of the lockdown’s financial<br />

pressures, however this is estimated to<br />

cost the Council about $50,000 a week.<br />

Council first began investigating the<br />

prospect of privatisation late last year as<br />

a way to cut-costs after a financially challenging<br />

year.<br />

A working group was established, including<br />

staff, union representatives, two councillors<br />

and an expert consultant, which<br />

were tasked with developing a proposal<br />

to improve the operations and financial<br />

providers to either sell or lease the centres.<br />

The decision to keep services in-house is<br />

a huge win for the community and those<br />

residents, childcare staff and families who<br />

advocated strongly against the proposed<br />

privatisation.<br />

Cr Christou said the working group had<br />

“run the numbers” and recommended<br />

keeping the operation of the centres in<br />

Council’s control, with some adjustment<br />

to the operating model.<br />

“We pledged to explore all options and<br />

keep an open mind and we’ve done that,”<br />

he said.<br />

“We believe we’ve come to a fair and<br />

equitable decision that will balance the<br />

needs of families and the community.”<br />

The new adopted model will consolidate<br />

some services and balance enrollments<br />

across different age groups, including<br />

reducing enrollments for those under<br />

three-years-old.<br />

This reduction will be phased in over<br />

two years to ensure those who currently<br />

access this care can transition into the<br />

older groups.<br />

Labor Cumberland Councillor Ola<br />

Hamed said she was pleased with the<br />

outcome but believes those who voted in<br />

favour of exploring privatisation shouldn’t<br />

take credit, believing politics played a role<br />

in the decision.<br />

“For over 12 months Labor Councillors<br />

have been campaigning to keep childcare<br />

services in house,” she said.<br />

“On the casting vote of the Mayor, Council<br />

called for tenders for sell off twice.”<br />

Passengers waiting for a bus in North<br />

<strong>Parra</strong>matta had a lucky escape last week<br />

after a red Mustang lost control, crashing<br />

into the bus stop.<br />

On Wednesday, <strong>July</strong> 21 the Mustang<br />

was turning a corner at the <strong>Parra</strong>matta<br />

Correctional Centre when the driver lost<br />

control and clipped a telegraph pole,<br />

jumped the embankment and crashed<br />

into the bus stop.<br />

Fire and Rescue NSW Stations 057<br />

Wentworthville and 0<strong>27</strong> <strong>Parra</strong>matta<br />

attended the scene to assist with the<br />

rescue and road clearing.<br />

NSW Ambulance also attended and<br />

all persons in the car and bus stop were<br />

assessed and released.<br />

<strong>Parra</strong>matta: Woman scammed<br />

after fake visa call<br />

Police are warning residents to stay<br />

vigilant of scammers pretending to work<br />

for the Australian High Commission in<br />

India.<br />

About 10.14pm on Tuesday, <strong>July</strong> 13, a<br />

<strong>Parra</strong>matta resident received several<br />

phone calls to her mobile phone which<br />

displayed Australian High Commission<br />

India. After ignoring the calls several<br />

times, she searched the number for the<br />

Australian High Commission in India,<br />

which was the same number that had<br />

been calling her phone.<br />

The next time the number rang she<br />

answered, where she was advised by<br />

a male that she had been identified as<br />

supplying incorrect information on her<br />

visa renewal and that she could face up<br />

to seven years imprisonment if she did<br />

not transfer the large amount of money<br />

required to have it corrected.<br />

Fearful, the resident decided to transfer<br />

the money which was completed the<br />

same day.<br />

The following day the resident realised<br />

she had been scammed but was unable<br />

to cancel the transfer as the money<br />

had already been received from what<br />

appears to be overseas.<br />

Police would like to remind the public<br />

that scammers can ‘spoof’ numbers to<br />

<strong>Parra</strong>matta: Man with garden hose<br />

helps save property<br />

The courageous efforts of a citizen<br />

with a garden hose saved the majority<br />

of a suburban home from a blaze in<br />

<strong>Parra</strong>matta last week.<br />

On Wednesday, <strong>July</strong> 21 Fire and Rescue<br />

NSW Station 0<strong>27</strong> <strong>Parra</strong>matta attended an<br />

address at Brickfield Street, <strong>Parra</strong>matta<br />

after reports of a house fire.<br />

A valiant effort by a passerby with a<br />

garden hose kept the fire contained to<br />

the kitchen area of the house.<br />

The smoke was significant throughout<br />

the entire house but the damage from<br />

the fire itself was contained to just the<br />

one room.<br />

It is believed some unattended or<br />

unsupervised cooking had gotten away<br />

and flames impacted on the range hood,<br />

getting into the wall and destroying the<br />

room.<br />

An attempt to smother the flames with<br />

regular blankets was unsuccessful and<br />

the community is reminded that only<br />

fire blankets should be used for this<br />

purpose.<br />

It is recommended all kitchens are<br />

equipped with a fire blanket for this<br />

purpose. A working smoke alarm alerted<br />

neighbours.<br />

LANDSCAPE TRAIL RESTORED<br />

Director Richard Howitt said the project<br />

was a sustainable way to support Aboriginal<br />

cultural practices into the future.<br />

Vaccine rollout missing<br />

the majority of seniors<br />

receiving aged care<br />

Last week Prime Minister Scott Morrison said<br />

‘sorry’ for Australia’s botched vaccine rollout.<br />

With more than half the country in lockdown, it seems he<br />

had no choice but to accept some responsibility for what<br />

is arguably his most important job.<br />

In <strong>Parra</strong>matta, the consequences of the slowest vaccine<br />

rollout in the OECD are obvious. Businesses are closed,<br />

streets are deserted and many people are out of work<br />

and struggling.<br />

But these are not the only consequences. This week<br />

I want to talk about how the Morrison Government’s<br />

vaccine failures have put some of the most vulnerable<br />

members of our community at risk.<br />

You may have heard that despite promising to vaccinate<br />

all aged care workers and residents by Easter, some<br />

residents and just <strong>27</strong>.8% of workers are fully vaccinated..<br />

You probably haven’t heard anything about vaccinations<br />

for the almost 1 million older Australians who are<br />

receiving care at home.<br />

This kind of care involves multiple aged care workers<br />

and volunteers, such as cleaners, specialist carers and<br />

Meals on Wheels visiting the homes of frail older people,<br />

sometimes daily.<br />

I’ve heard from many seniors in this group who have<br />

struggled to book a vaccine appointment and others<br />

who don’t know how they’ll be able to get to their<br />

appointment, if they manage to book one.<br />

I’ve also heard from seniors who are wondering whether<br />

the workers and volunteers who come into their homes<br />

are vaccinated.<br />

83.5% of all older Australians receiving aged care do so in<br />

their own homes, not a residential aged care facility, and<br />

over a third of the aged care workforce provides care at<br />

home. Yet it seems the Morrison Government has no idea<br />

how many of these older Australians and workers have<br />

been vaccinated.<br />

I said “you probably haven’t heard” about the vaccine<br />

rollout in home care because the Morrison Government<br />

isn’t talking about it. In press conferences and media<br />

interviews they seem to be pretending that the aged care<br />

system only exists in residential aged care.<br />

They’ve either forgotten about the majority of Australians<br />

in the aged care system, or they’re trying to cover up a<br />

lack of oversight of the majority of the aged care vaccine<br />

rollout.<br />

Older Australians who’ve spent a lifetime contributing to<br />

this country deserve better than this. First and foremost,<br />

they deserve a plan.<br />

This means the Morrison Government needs to work<br />

out and tell us how many older Australians receiving<br />

home care have managed to get vaccinated without<br />

any government support. Likewise the workers and<br />

volunteers who support them. Then they need to set a<br />

target for when the rest of them will be vaccinated and<br />

tell us how they’re going to make it happen, safely and<br />

effectively.<br />

Scott Morrison has said the vaccine rollout isn’t a race.<br />

But it undoubtedly is, especially for the most vulnerable<br />

members of our community, and we need to start<br />

running.<br />

Thinking of nominating as a candidate for your local Council?<br />

If you’re considering nominating as a candidate for the <strong>2021</strong> NSW Local Government elections, you should read this notice. It provides general<br />

guidance about the process of nominating, and candidates’ obligations and responsibilities. Prospective candidates should seek their own<br />

independent legal advice if they are unsure whether they are eligible to run for public office in a local council or how the law applies to their<br />

specific circumstances.<br />

Nominate as a Councillor<br />

To nominate as a Councillor you must lodge a nomination form, either<br />

by delivering it to the Returning Officer or by using the Electoral<br />

Commission’s online nomination system.<br />

Nominating incorporates the following:<br />

• Part A – Candidate details<br />

• Part B – Nominator details<br />

• Part C - Candidate information sheet<br />

• Part D – Statistical information sheet and<br />

• A nomination deposit.<br />

Grouping of Councillor candidates on the ballot paper<br />

disclose political donations and electoral expenditure. In addition,<br />

there are caps on political donations and electoral expenditure.<br />

Prior to being nominated, candidates and groups can separately<br />

apply to the NSW Electoral Commission to be registered for electoral<br />

funding regulation purposes. Only once successfully registered is a<br />

candidate or group allowed to accept political donations and pay for<br />

electoral expenditure.<br />

Forms for applying to be registered as a candidate or group are<br />

available on the Commission’s website. Online registration is also<br />

now available.<br />

Applications for electoral funding purposes close on Wednesday<br />

4 August <strong>2021</strong>.<br />

Two or more Councillor candidates may form a group on the ballot<br />

paper, and where eligible, request a group voting square (box above<br />

the line) be printed on the ballot paper for the group.<br />

In addition to lodging the nomination form listed above, these<br />

candidates must also lodge a Request to form a group form.<br />

From 5 August <strong>2021</strong>, all nominated candidates will be deemed to<br />

be registered and all will take on significant legal obligations for<br />

record-keeping and making disclosures. Even already-registered<br />

candidates who decide not to nominate will have some ongoing<br />

electoral funding law obligations.<br />

Nomination deposit<br />

All candidates must pay a nomination deposit of $125 each to the<br />

NSW Electoral Commission.<br />

Where candidates also lodge a Request to form a group, the deposit<br />

is capped at $625 for a group of five candidates or more.<br />

If using the online nominations system, the deposit must be paid by<br />

either MasterCard or VISA.<br />

If using paper nomination forms, the nomination deposit must be paid<br />

by cash or bank or building society cheque.<br />

available at elections.nsw.gov.au You can start the process of<br />

nominating online now.<br />

Alternatively, paper nomination forms are available by calling the<br />

Commission’s candidate helpdesk on 1300 022 011.<br />

Lodge your nomination<br />

Nominations can be lodged online from Monday 26 <strong>July</strong> <strong>2021</strong> and<br />

close 12 noon, Wednesday 4 August <strong>2021</strong>. Late nominations will not<br />

be accepted.<br />

However, if using paper nomination forms, you must lodge your<br />

nomination and deposit with the Returning Officer for the council<br />

area in which you intend to stand as a candidate.<br />

Ballot paper draw<br />

A draw to determine the order of groups (where applicable) and<br />

candidate names on the ballot paper will be conducted at the office<br />

of the relevant Returning Officer at 10am, Thursday 5 August <strong>2021</strong>.<br />

The ballot paper draw may be observed in person by candidates,<br />

representatives of registered political parties and the media, subject<br />

to the capacity of the Returning Officer’s office and COVID-19 safety<br />

measures. Attendees will be required to register their attendance<br />

via the Service NSW app and to comply with physical distancing<br />

requirements. Attendees may also be required to wear a face mask.<br />

It’s a “slap in the face”<br />

Mayors come out against plans to overhaul developer contributions<br />

number of western Sydney Councils<br />

are desperate to halt changes<br />

to developer contributions, as the<br />

State Government pushes ahead with<br />

plans that could undermine billions of<br />

dollars worth of critical infrastructure<br />

projects.<br />

The Parliamentary Inquiry into the<br />

Environmental Planning and Assessment<br />

Amendment (Infrastructure Contributions)<br />

Bill <strong>2021</strong> heard from several councils<br />

recently.<br />

Councils believe the infrastructure<br />

contribution rule changes threaten<br />

to defer and reduce critical developer<br />

payments to Councils and are advocating<br />

for the value of the developer contributions<br />

to cover the cost of increased local<br />

infrastructure required to meet the needs<br />

of new residents.<br />

City of <strong>Parra</strong>matta Lord Mayor Bob<br />

Dwyer said the proposed changes will<br />

seriously impact the livability of the<br />

<strong>Parra</strong>matta city in the future.<br />

“<strong>Parra</strong>matta is one of the fastest growing<br />

regions in Australia and right now we are<br />

“But the success of our city is dependent<br />

on our ability to fund the necessary local<br />

we need to build the footpaths<br />

and cycleways, libraries and community<br />

centres, parks and open spaces, for our<br />

booming population.”<br />

Earlier this week, City of <strong>Parra</strong>matta<br />

Council endorsed a new contributions<br />

plan for developments outside the<br />

<strong>Parra</strong>matta CBD, which will help bring in<br />

more than $1.24 billion to fund community<br />

infrastructure over the next 20 years.<br />

By then, it’s predicted the <strong>Parra</strong>matta<br />

region will have welcomed more than<br />

166,000 new residents and 33,000 new<br />

workers.<br />

A contribution plan designed specifically<br />

for the <strong>Parra</strong>matta CBD is also being<br />

drafted and is expected to go on public<br />

exhibition in coming months.<br />

Cr Dwyer said the NSW government’s<br />

proposed new system could undermine<br />

Council’s years of work and planning,<br />

potentially leaving the community worse<br />

off.<br />

Cumberland City Council Mayor Steve<br />

Christou said he believes the proposal<br />

intentionally lacks detail to keep Councils<br />

and the community in the dark.<br />

“To take away such an important funding<br />

source from local councils, then proclaim<br />

councils can make up that revenue from<br />

raising rates on their residents is extremely<br />

short-sighted and a slap in the face for<br />

hard working Australians,” he said.<br />

Minister for Planning and Public Spaces<br />

Rob Stokes says the reform is necessary<br />

to “simplify upfront developer charges,<br />

deliver transparency and ensure new<br />

communities have access to open space<br />

and services”.<br />

If passed, the system overhaul will come<br />

into effect by <strong>July</strong> next year.<br />

Supporting new mums<br />

Single parenting can feel isolating, but even moreso during the lockdown<br />

Baulkham Hills not-for-profit is<br />

breaking the stigma of unplanned<br />

pregnancies, by providing a<br />

safe and supportive space for women to<br />

connect during lockdown.<br />

Since 2006 Diamond Women has<br />

provided free assistance to women who<br />

feel pressured or isolated in an unplanned<br />

pregnancy and face the prospect of<br />

parenting without support.<br />

Diamond Women offers a range of<br />

services including information on options,<br />

pregnancy support, counselling, material<br />

assistance, mentorship and parenting<br />

programs.<br />

Its Mum2Mum mentoring program has<br />

recently moved online, to ensure women<br />

dealing with the stresses of an unplanned<br />

pregnancy are supported during an otherwise<br />

isolating time.<br />

The program has also seen care packages<br />

delivered to participants full of books, face<br />

masks, nappies, cleaning products and<br />

more to those in need, which was made<br />

possible by a recent $1,000 donation from<br />

property developer Stockland.<br />

Mum2Mum Coordinator, Rose Pender<br />

said the pandemic has placed a significant<br />

amount of stress and pressure on expectant<br />

and new parents.<br />

“COVID took a turn for us so we’ve been<br />

doing our Mum2Mum meet up on Zoom,”<br />

she said.<br />

“A few mums said it’s the first adult<br />

conversation they have had, and they<br />

want to do it more regularly.<br />

“A lot of our clients have pre-existing<br />

mental health issues so mental health is<br />

a major focus for us and we are really just<br />

trying to combat that isolation and offer<br />

support.”<br />

From speech pathology to post-natal<br />

physiotherapy, practical support and<br />

education is at the forefront of the<br />

Mum2Mum program.<br />

“A lot of these mothers are single and<br />

they need not only support in terms of how<br />

do I wrap or burp my baby, but also friendship,”<br />

Ms Pender said.<br />

“We’ve had a major boom of those<br />

seeking support over the past 12 months.<br />

Society has created a stigma around<br />

unplanned pregnancy and what you’re<br />

supposed to do but the choice should be in<br />

the hands of the person.”<br />

Blood donors needed<br />

Vaccine jabs aren’t the only thing we need to roll up our sleeves for<br />

The community is urged to continue<br />

rolling up their sleeves to donate<br />

blood, after spiralling cancellations<br />

due to the current COVID-19 situation.<br />

With stay home restrictions in place, it is<br />

important to remember blood and plasma<br />

donation remains vital and is one of the<br />

‘essential’ reasons you are allowed to leave<br />

the house.<br />

Lifeblood spokesperson Cath Stone said<br />

during the pandemic last year Australians<br />

responded strongly to Lifeblood’s appeals<br />

for blood donors, but now only one in<br />

every two appointments is being kept,<br />

with a third cancelled or rescheduled on<br />

the day.<br />

“Annual demand for blood is at its highest<br />

level in over a decade, with hospitals<br />

now using four per cent more blood than<br />

they did compared to the last two years,”<br />

she said.<br />

“There is no substitute for blood and we<br />

need every type, every day, to meet the<br />

needs of Australian patients who depend<br />

on it.<br />

“If you do need to cancel or reschedule,<br />

please contact Lifeblood as early as possible<br />

so we can find someone to take your<br />

place.”<br />

In addition to already strong eligibility<br />

and hygiene protocols, Lifeblood have<br />

implemented a wide range of additional<br />

safety measures including masks for staff<br />

and donors, postponements for people<br />

who have tested positive to COVID-19,<br />

temperature checks, increased cleaning,<br />

providing hand sanitiser, restricting nondonating<br />

visitors and implementing social<br />

distancing wherever possible.<br />

“Lockdowns don’t stop the need for<br />

blood, there are patients in hospitals who<br />

need blood and are relying on people to<br />

donate,” Lifeblood spokesperson Jennifer<br />

Campbell Case said.<br />

“Our donor centres are open and safe.”<br />

Carlingford resident and Greens Candidate<br />

for City of <strong>Parra</strong>matta Council’s<br />

North Rocks Ward Greg Edwards recently<br />

visited the <strong>Parra</strong>matta Donor Centre and<br />

said staff are experiencing cancellations.<br />

“I’m a regular blood donor and made my<br />

usual booking and even though we are in<br />

a lockdown situation I was accepted,” he<br />

said.<br />

Greg Edwards is encouraging locals to keep their blood donor appointments.<br />

“They did say that many have cancelled<br />

but the need is still the same. The Donor<br />

Centre has made some changes by spacing<br />

out bookings, so only a few can donate at<br />

a time.<br />

“This lockdown is getting more serious<br />

by the week, making our blood donor<br />

centres more essential than ever.”<br />

COVID-19 forced Ross Noble<br />

off the road for the first time<br />

in years but he is hoping to<br />

make a comeback.<br />

The English stand-up comedian<br />

is chomping at the bit to make<br />

his debut at the Coliseum Theatre in<br />

September.<br />

With an on-stage presence like no<br />

other, Ross said he is raring to go should<br />

the conditions allow.<br />

“I think I can speak for most performers<br />

when I say that being forced on the<br />

bench for over a year well and truly gets<br />

you fired up,” Ross said<br />

“I really hope we can go ahead because<br />

how great would it be to be in<br />

a room with other people and just be<br />

able to share something collectively<br />

good.”<br />

His freewheeling and off the cuff style<br />

may come across chaotic, but Ross said<br />

it will ensure plenty of laughs for audiences.<br />

“My show changes all the time because<br />

I improvise, there are themes but<br />

no real topics, just whatever is knocking<br />

about in my head at the time,” he<br />

said.<br />

“My stuff is kind of silly, I go off on<br />

tangents, tell stories and I am sure to<br />

other people I look erratic, but with the<br />

way my brain works, it all makes perfect<br />

sense to me.”<br />

Assuring <strong>Parra</strong> <strong>News</strong> readers that his<br />

waffling will be funny, Ross said he<br />

will share some experiences from the<br />

recent season of ‘Celebrity Apprentice<br />

Australia’, where he was crowned runner<br />

up.<br />

“I will ask on the night and if people<br />

want to hear stuff about what happened<br />

behind the scenes or ask any questions<br />

I will definitely answer them,” he said.<br />

“It is funny because I had always been<br />

snooty and said anyone who appears<br />

on a reality TV show had no artistic<br />

integrity, but then every theatre in the<br />

world closed.”<br />

Enjoying being on TV to raise money<br />

for his chosen charity, The Red Cross,<br />

he said nothing beats being live on<br />

stage.<br />

“You can watch comedy on things like<br />

Netflix but nothing beats that absolute<br />

live experience and the energy and excitement<br />

that comes with it,” he said.<br />

“I can’t wait to be in a room of specific<br />

people on that exact night and share<br />

stuff in the moment that will never happen<br />

again.”<br />

Aussie soap ‘Neighbours’ is following<br />

the ‘Home and Away’ format, trimming<br />

its episodes from five to four a week.<br />

From this week, ‘Neighbours’ will air four<br />

nights a week, from Monday to Thursday<br />

at 6.30pm on 10 Peach. It will mark the<br />

first time in the show’s 36-year history<br />

that it hasn’t screened regularly five<br />

nights a week. Old episodes of ‘Friends’<br />

will fill the gap on Fridays.<br />

Well-known actor Jerry O’Connell is<br />

officially the new co-host of US chat show<br />

‘The Talk’, replacing Sharon Osbourne<br />

who was (unfairly) ‘boned’ earlier this<br />

year. O’Connell will join Sheryl Underwood,<br />

Carrie Ann Inaba, Elaine Welteroth<br />

and Amanada Kloots on the show, which<br />

screens on 10 every morning. Fun fact:<br />

nearly 20 years ago, whilst doing work<br />

experience at a hotel in the city, I delivered<br />

two complimentary bottles of water<br />

to Jerry O’Connell’s hotel suite. The more<br />

– when Halley’s Comet was a must-see,<br />

the AIDS crisis was taking hold and the<br />

Challenger explosion shocked the world.<br />

Amongst it all, newsreader Helen Norville<br />

is determined to build her credibility,<br />

while her colleague Dale Jennings is<br />

desperate to become a newsreader. From<br />

messy beginnings, the pair will form an<br />

unlikely bond that will transform the very<br />

fabric of the nightly bulletin.<br />

Six-part music documentary ‘McCartney<br />

3, 2, 1’ is now streaming on Disney+.<br />

In the doco, Paul McCartney sits down for<br />

a rare in-depth interview with legendary<br />

producer Rick Rubin to discuss his<br />

groundbreaking work with The Beatles,<br />

the emblematic ‘70s arena rock of Wings<br />

and his 50 years and counting as a solo<br />

Eels face tough run to September<br />

Eels clinging to their place in the top<br />

With Moses out indefinitely due to a<br />

back fracture suffered in Origin III, the<br />

Eels are on the slide – dropping their<br />

second game in three matches last<br />

Thursday night.<br />

Their latest loss came against a resurgent<br />

Canberra Raiders side, who put in a<br />

sensational performance at Cbus Super<br />

Stadium despite missing several of their<br />

big name players.<br />

The Green Machine simply refused to<br />

lose after the Eels threatened to snatch<br />

victory from the jaws of defeat in the<br />

dying seconds.<br />

<strong>Parra</strong>matta cut the deficit to just two<br />

points when Maika Sivo crashed over in<br />

the 76th minute, but Eels captain Clint<br />

Gutherson missed the sideline conversion<br />

to equalise.<br />

Sivo had another crack at the line<br />

seconds from full-time, but fill-in Raiders<br />

fullback Jordan Rapana managed to<br />

bundle the strong Fijian into touch to<br />

seal the gutsy 12-10 victory.<br />

Despite the Bunker reviewing and<br />

ultimately approving the final play, Eels<br />

coach Brad Arthur said his side wasn’t<br />

up to the physical contest.<br />

“It was a bash up… they probably beat<br />

us at the physical contest in the end,” he<br />

said.<br />

“I felt like we had plenty of ball and<br />

opportunity [to win], but we just didn’t<br />

win any of the collision… that was the<br />

difference.”<br />

Eels winger Blake Ferguson made a<br />

strong return to first grade after being<br />

dropped for several weeks, but the<br />

focus post-match was on the health of<br />

playmaker Moses.<br />

Arthur hopes his halfback can return<br />

to the field sooner rather than later.<br />

“Mitch might be a week or two away<br />

but it’s hard to say,” he said.<br />

“We just have to wait and see early<br />

next week when he runs and then we’ll<br />

see what happens from there.”<br />

The Eels will take on the Sydney<br />

Roosters this Thursday night in Mackay<br />

before some incredibly tough matches<br />

on the horizon against South Sydney,<br />

Manly, Melbourne and Penrith.<br />
