This month we are delighted to feature

Part 6 of Brian Clegg’s wonderful

memoires of Bamford and its heritage

which have proved so popular over

the last few months.

This time he writes about Crimble Hall

and Crimble Cottage as well as the

Fenton family who were very influential in

Rochdale. As well as writing so well, Brian

loves spending time in the greenhouse in

his back garden and we were fortunate to

recently sample some of the home-grown

strawberries which were delicious!

With a unique knowledge of Rochdale’s

history, Gary Heywood Everett writes

about World War 2 and the reasons why

Rochdale was bombed so lightly. Thanks

to both Brian and Gary for their hard work

in researching the articles and providing us

with a fascinating insight into the history of

the area in which we live.

a trip down to Denehurst Park where you

will find a T-Rex dinosaur garden situated

under the trees behind Denehurst House,

A lot has happened over the past month.

When I last wrote, we were all hoping that the final

COVID restrictions would be lifted at the end of the

month and we could begin the transition back to

normality – unfortunately, as we’ve seen with a

steady rise in cases locally, a pause was needed to

make sure those last groups of younger people got

their first jab and the added protection that offers.

I’m glad to see this is working and I’m hopeful that

restrictions will be lifted shortly.

In Parliament, we have been working on key

legislation including the Police, Crime, Sentencing

and Courts Bill which I served on the Bill Committee

for – this new legislation will toughen sentences for a

range of offenses, end automatic early release after half

a sentence has been served and double the penalties for

assaults on members of the emergency services.

Closer to home I’ve been meeting with more local businesses and

charities to thank them for their work during the pandemic and see what

they do. I’ve been absolutely amazed by the wealth of talent and community spirit

across Heywood, Middleton and Rochdale.

One mile challenge - Williams

BMW Rochdale Fun Run is back!

Entry for Williams BMW Rochdale

one-mile Fun Run is now open,

with 250 places up for grabs.

Before the half marathon or 10K runners set off

on Sunday 3 October, fun runners will be under

starter’s orders on The Esplanade in Rochdale

town centre, close to the town hall.

The event is chip timed and will retain its existing

route, climbing up into stunning Broadfield Park

and taking a scenic route around the historic

grounds. There’s a short rise past the statue of Rochdale’s political giant John Bright

before entering the beautiful Green Flag park. Once at the bandstand it’s all downhill to

the finish line back on The Esplanade!

The one-mile fun run starts at 10am on Sunday 3 October, entry is £7 and finishers will

receive a Williams BMW Rochdale Fun Run medal. The event is suitable for children,

but entrants must be at least four-years-old on the day of the run.

In 2019 the fun run saw over 170 runners taking part, and more are expected this

October, so early booking is advised.

Councillor Sue Smith, cabinet member for communities and

co-operation at Rochdale Borough Council, who will be

taking part in the 10K to raise funds for Springhill Hospice

after cheering on the fun runners, said: “Our fun run will be

something for all the family to enjoy, a really friendly race that

almost everyone can take part in. If you’re just beginning your

journey to being more active, improving your fitness and are

maybe looking for a relaxed and fun challenge, then this for you!

Broadfield Park is a real gem, traffic free and good underfoot.

With plenty of flat sections it’s great for runners and spectators.”

Springhill Hospice is the official charity for the event. You are welcome to run for the

hospice or another charity of your choice if you wish.

NEEVA becomes the

first Community group

to adopt Council’s

Saddle Planters and

welcome new Rochdale

in Bloom Sponsorship

The Norden Environmental and Economic

Village Association has become the first

community group to adopt the council’s

saddle planters in Norden.

The community project has been sponsored by

Michael Nelson, of Marl Pits Garden Centre, who

has supported several Norden projects over

the years including the village shops’ external

Christmas trees and the plants forming the

Royal British Legion display at the Norden war

memorial.

The planters are usually maintained by the

council, but six of them which are situated in

Norden will be looked after by volunteers until

the end of 2021, contributing to this year’s In

Bloom efforts. The six containers have been

planted up with a large variety of droughtresistant

bedding plants and non-stop

begonias.

The move is a new initiative between Rochdale

in Bloom and Norden Environmental and

Economic Village Association ahead of this

year’s Royal Horticultural Society (RHS) North

West in Bloom competition, which aims to

encourage local communities to improve and

care for their local environment.

Additionally, the Norden rockery has this year

been sponsored by Angela Collinge of Amber

Pets, at the Cutgate precinct.

The rich and vivid rockery has featured on the

judging route for the last four years and has

been given an overhaul with 30 geraniums of

the Rozanne variety. As they grow, the blooms

will provide a sea of blue-purple flowers with

white centres.

The striking rockery was created in 2017 on

a bland triangle of grass at the junction of

Elmsfield Ave and Edenfield Road, where the

traffic island had stood unaltered for years.

Paul Ellison, chairman of NEEVA and vice-chair

of Rochdale in Bloom, said: “We do take pride in

our village, from the colourful saddle planters to

the patriotic bunting in support of the football.

So many have said these things bring a smile to

their face when they drive through. A big thanks

goes to Angela and Michael; we couldn’t do

it without them and I’m very thankful for their

support.”

North West in Bloom, run by the RHS, promotes

imaginative planting schemes, landscaping,

conservation and recycling projects, and

clean-up projects for litter and graffiti.

Judges award points based on three

main criteria: horticultural achievement,

environmental responsibility, and community

participation.

North West in Bloom judges will pass through

Rochdale and Norden in early August.

Live classical concerts

to The Stoller Hall in M

The Stoller Hall at Chetham’s in Manchester

is launching a series of live classical concerts,

supporting the return of live music in Manchester.

Following 15 months of live streamed concerts, classical music

will make a welcomed return to The Stoller Hall this July. In March

2019 Sheku Kanneh-Mason and Guy Johnston performed the last

classical concert before The Stoller Hall was forced to close.

Since then the music has been kept alive online with regular live

music streams from musicians around the world.

The upcoming concert programme at The Stoller Hall features the

famous Chetham’s International Piano Series - two weeks of piano

concerts, recitals and live streams including performances from

Leon McCawley, Murray McLachlan, Noriko Ogawa and Joanna

MacGregor, beginning on 13 August.

There will be an exclusive number of tickets available for all

classical concerts and audiences are advised to book early to

avoid disappointment.

From October The Stoller Hall plans to re-open to full audiences,

with a packed season of concerts planned from some of the

world’s best classical chamber musicians. This includes mixed

instrument ensemble I Musicanti and Martin Roscoe, Israeli string

quartet the Jerusalem Quartet, piano trio Sitkovetsky Trio and

many more.

Roarsome Dino Garden

moves to Denehurst Park

Visitors to Denehurst Park might soon get a prehistoric surprise

as a terrific T-Rex dinosaur garden is unveiled, but not before revealing

a hidden surprise of its own.

The garden was first installed in Rochdale

Town centre by the side of the Gracie

Fields statue and played a starring role in

Rochdale’s North-West in Bloom, welcoming

the famous Diplodocus cast – Dippy from

the Natural History Museum in London which

has been touring the UK since 2018.

Dippy appeared at Number One Riverside

in February last year, alongside the

accompanying exhibition at Touchstones

Rochdale - the seventh of his eight stop

UK tour.

Hidden deep amongst the foliage sat a

duck’s nest, complete with eggs.

Unfortunately, during its time in Rochdale,

the exhibition was unable to open for the

whole run due to the coronavirus pandemic.

Despite that, the famous cast still proved a

smash hit in the North West, welcoming tens

of thousands of visitors.

With maintenance works now taking place at

the Town Hall, it was time for the T-Rex and

garden to make a move, but the council’s

landscape team uncovered more than just

plants which delayed the relocation.

Council staff quickly took action, securing the

garden and replanting plants to ensure the

duck and her eggs were safe and well hidden.

The nest was closely monitored over the

incubation period of approximately 28 days.

After a few worrying weeks, the nest was

found empty apart from some feather and

approximately 12 empty eggshells. It appears

the ducks made their way from the garden

to the River Roch, managing to avoid passersby

and the watchful eyes of the peregrine

falcons perched above at the Town Hall

clock tower.

made up part of Dippy’s diet, such as

conifers - a type of pine tree, which has been

around over 150m years.

The garden will feature once again in

this year’s In Bloom judging, with all four

townships gearing up for hopefully another

award-winning year. Judging will take place

throughout July and August.

and pay a visit to the Denehurst

dino garden - don’t worry,

he won’t bite…

With ducks out of danger, the dino garden

stomped its way over to Denehurst park,

now residing under trees behind Denehurst

house and providing the perfect setting for

the specially designed T-rex, created by the

young people from Rochdale Training.

Visitors to the garden will see specially

selected plants, including ferns, which have

been around for 350m years - predating

dinosaurs. Plus, the distinctive, spiky Monkey

Puzzle trees, which date back more than

200m years.

GARDENING TIPS AND ADVICE

FOR AUGUST

1. Keep lavender bushes neat and tidy by trimming after flowering but take care not to cut back

into the old wood as this could kill it off.

2. Hoe beds and borders regularly to get rid of annual weeds, like bitter cress and chickweed.

3. Now is an ideal time to take cuttings from certain plants like fuchsias, salvias and

pelargoniums. Once rooted, place in small individual pots and try to keep them cool, relatively

dry and in full light.

4. Check your hanging baskets and containers regularly for faded blooms and foliage,

and dead head where necessary to prolong flowering.

5. Save seeds from the seed heads of hardy annuals, perennials, bulbs,

rock plants, trees and shrubs. Growing plants from seeds you have

collected is fantastically rewarding; collect when nearly ripe – just as

they are turning brown. Snip them off, put them in a paper bag,

label and hang somewhere cool, dark and dry.

6. Harvest blackberries, raspberries, loganberries, apricots, early apples

and pears.

INGREDIENTS

50g (2oz) sultanas

150mls (1/4 pint) cider or

apple juice

175g (6oz) soft light brown

sugar

115g (4oz) butter

eggs, beaten

g(o) eating ales,

eele, core an grate

g(o) self raising our

50g(2oz) ground almonds

½ tsp bicarbonate of soda

½ tsp freshly ground nutmeg

g ( o) ae alons

Icing sugar for dusting

METHOD

1. Line a 20cm (8 inch) spring form cake tin with baking

parchment. Preheat the oven to 180C/160C fan/gas 4.

2. Place the sultanas in a small pan with the cider and

simmer for 5 minutes. Set aside to cool.

3. Cream butter and sugar in a mixing bowl.

4. Gradually beat in the eggs and stir in the grated apples.

6. Spoon the mixture into the prepared tin and level the

surface, aing a sligt ent in te centre

minutes before transferring to a wire rack to cool.

9. Dust with a little icing sugar before serving.

Save Bamford Greenbelt

As we all thought the threat to Bamfords last remaining

greenbelt land has not gone away

During lockdown many of us have found that land is even more important as we stayed local,

rediscovering much of what we had taken for granted on our doorsteps. The Bamford greenbelt

land is used by the wider community, for example Bridge football club welcoming teams from all

over the borough each weekend for matches.

Whilst the Greater Manchester Spatial Framework (GMSF) was derailed after a vote last year

by Stockport Council, the rest of Greater Manchester are determined to press on with 9 of the

borough councils.

At the time of writing this article, the revised plan was labelled as “Places for Everyone” and is likely

to be released during July 2021. We agree that a proper plan is needed for housing and business

development within Greater Manchester as a whole, but still maintain that there is sufficient nongreenbelt

land available for development for the housing and business needs.

It is unlikely that this new scheme will see any major

change in the plans for Bamford - after all, nothing

changed between the second draft of the GMSF in

2019 and the third draft in 2020. That would mean

450 executive style homes built on greenbelt land,

likely to be nearly another 1,800 residents.

This will result in increased pressure on school places,

Doctors, dentists and the roads.

Here is the map from the latest documents, showing

the plans for Bamford, you can quite clearly see it

means a complete change to the existing area - all

by the end of this decade!

Recollections of Bamford and its Heritage

PART 6

The lower area of Bamford in the

1800’s consisted of several small

hamlets; one of these was Crimble,

which stretched from Crimble Mill to

Bury Road and rich in both industrial

and local history. On the high ground

above the Mill, to the west of Gnat

Bank, was Crimble Hall, and I would

like to concentrate on the Hall and

Crimble Cottage, and some of those

people associated with them.

He was one of the Second Westminster

Company of translators of the

Authorised Version of the King James

Bible in 1611, which dealt with the

Epistles of the New Testament.

The “Hall”, once the home of

businessman Joseph Fenton was possibly

a farmhouse built back in the 17th

century and re-built as a much grander

abode with a farmhouse and cottages

in 1814 by Joseph Fenton for his eldest

son John, who was Rochdale’s first

M.P when it became a Parliamentary

Borough in 1832. He went on to raise a

large family there.

In 1880 Crimble Hall, then the residence

of Lieutenant Colonel Fenton was sold

for £12,300, and again changed hands in

1892 when it was bought by the brothers

William and James Baron, of Rochdale,

who divided the house into two halves.

Crimble Mill.

One family of importance over the

many years was the Fenton’s, when in

1565 a Roger Fenton was born in a local

farmhouse; he later owned the Crimble

property. Educated at Pembroke College,

Cambridge and matriculating in 1585,

he became curate of Bury, then vicar of

Lancaster and later moved to London.

Rev. Fenton was a popular preacher of

the day and was chaplain to Sir Thomas

Egerton, the Lord Chancellor around

1604. In 1598 he became a preacher to

the readers at Gray’s Inn Law Courts and

held this post till his death in 1615.

Colonel Edwin Hartley acquired the

hall in 1913 and restored it back to

its original pattern. Col. Hartley also

owned the adjacent farm, cottages,

and land round the hall, sadly his wife

died in the late 1930s and thereafter he

lived alone in the Hall until he passed

away around 1957. The Colonel had

several housekeepers who were mainly

elderly, but the Hall was badly in need

of maintenance in its latter days. I have

it on good authority that once a year

the Colonel gave a dinner party for his

neighbours, and all the cut glass and

fine china came out. The Colonel, a true

gentleman, was a J.P. for Lancashire and

a regular attender at St Luke’s Parish

Church, Heywood. It was customary

during Colonel Hartley’s time for all the

Bamford churches to visit the hall as part

of the Whit Friday procession around the

village. As they left every child received

a shiny sixpence, a gift from Colonel and

Mrs J B Gartside, JP of Crimble Cottage.

I was recently reminded of the “rookery”

in the horse-chestnut trees around the

Crimble Hall/Cottage. If anyone got

anywhere near to the trees where they

nested, dozens would take to the air and

make such a noise and commotion that

it must have acted like an intruder alarm

for the residents of the hall and cottage.

The Hall was put up for sale by auction

when the Colonel died in 1957 and was

subsequently sold, demolished, and

replaced by a bungalow. It is important

to note that Crimble Hall must not be

confused with what became known as

the ‘Crimble Hall Restaurant’; this in fact

was actually ‘Crimble Cottage’ a separate

building adjacent to the Hall. Crimble

Cottage rebuilt in 1814 by Joseph Fenton

had been a 17th century farmhouse;

a barn, stables and coach-house were

added to the rear of the cottage in 1863.

Roger Fenton was born at Crimble

Cottage in 1819 the eldest son of John

Fenton, Rochdale’s first MP. He was a

pioneering photographer and co-founder

of the ‘Royal Photographic Society’,

and was widely regarded as the world’s

first war photographer, chiefly for his

images of the Crimean War; 1853 -

1856. In 1851 when he visited Paris

he became impressed by the freedom

French photographers had with the

‘Daguerreotype’ process and took up

photography seriously.

In later life he became official

photographer for the royal family of

Queen Victoria and Prince Albert and

instructed the Prince in photography,

he also compiled an extensive portfolio

of landscapes and still life subjects. For

reasons that are not clear, Fenton gave

up photography in 1861, returning to

law which he had originally studied

at London University before studying

art in London and Paris. In April 2000

one picture alone of “The Harbour of

Balaklava” sold at Sotheby’s for £63,750,

the entire collection of photographs went

for more than £1.8million at auction.

established Samuel Porritt & Sons

at Crimble Cottage for a time and

had two houses built for his sons on

Norden Road, namely: “Chasewood”

and “Beechfield”. I understand that the

then Archdeacon of Rochdale, Thomas

Rawlinson Sale, owned the property

between 1919 and 1935.

Colonel James Brewer Gartside next

bought the property and he and his

family moved in around 1936. In the

1930’s, Colonel Gartside set about

modernizing the house and at some

point, installed the beautiful ‘Fusiliers’

fireplace in the main lounge, presumably

in recognition of his connection with

the Lancashire Fusiliers. Unfortunately,

he was unable to complete the

modernization program due to the onset

of World War II.

Gartside for over 30 years, he was a true

gentleman and a respected employer.

Crimble Cottage was subsequently

bought by Fred. Ratcliffe and Norman

Ledson at auction in 1960 and turned

into a restaurant. It was known as the

“Crimble Hotel and Cottage Club”, and it

remained in its original form until they

sold it to the Decker Hospitality Group.

Deckers spent a fortune on the building

which had three distinct areas: the

Conservatory Dining Room, the Peacock

Room and the Fenton’s Lounge were all

additions to the main building. The art

deco-style restaurant had glamorous

interiors and boasted two enormous

cruise ship crystal chandeliers in the

dining area. Decker’s Hospitality Group

Ltd sold this popular restaurant complex

to Crimble Properties Ltd as a going

concern in March 2018. The Crimble

Restaurant Ltd, which traded as ‘Crimble

Hall’ closed on Sunday 14 April 2019,

having gone into voluntary liquidation.

Friends of Bamford Update

Friends of Bamford and local volunteers held a Community Day,

garden maintenance and litter picking, on Sunday 4th July.

After 8 weeks of dry weather, it was almost inevitable it would break on the community

day and sure enough it did, with a torrential downpour. Thankfully, there was not too

much litter to collect anyway, thanks to the efforts of local residents and dog walkers

picking it up on a daily basis. If we could just persuade the minority not to litter in the

first place, we will have cracked it!

Next community Gardening day will be held on Sunday 1st August,

11am til 1pm, everyone welcome. Bring a coat, it will probably rain!

SOCIETY

A service at 2pm on Saturday 25th

September at The Church of the Holy Name,

Oxford Road, Manchester will mark the 100th

anniversary of the death of John Randal

Bradburne, who could be England’s next

Saint. Please note that numbers may have

to be restricted.

After serving with the Gurkhas and Chindits

in World War II, a conversion experience in

Malaya, and becoming a Catholic in 1947

followed by years wandering England, Italy

and the Middle East, he found his calling as

a lay Franciscan missionary in Zimbabwe

devoting the latter part of his life to helping

forgotten leprosy patients at the Mutemwa

Leprosy Settlement. He refused to leave the

settlement during the Zimbabwean civil war

and was abducted and shot dead, a martyr, on

September 5, 1979. The Zimbabwe Catholic

Church dignitaries unanimously proposed his

canonisation in 2019, and the Vatican began

the formal process later than year.

We held our first real live post- Lockdown Messy Church in the grounds in July. The theme was

‘FRUITS OF THE SPIRIT. Although the day was very wet and we were forced to hold each activity

in a gazebo, it was great fun and a success!

We trust God will guide as we seek to restore al our spiritual & social activities from

September onwards.

Sunglasses, sun cream, phone, wallet. It’s the liturgical pat down I do

before leaving the place we are staying on holiday. I can testify to

having forgotten the sun cream and the pain which accompanies such

absentmindedness. This year there are wise warnings for those of us

who enjoy the fashion of ripped jeans - beware the strange tan lines!

Over these summer months we look to find time in the sun, time with

family and friends away from work. Many of us will look for sun and

sand, others will prefer hill and dale, but we are all in search of rest,

hopeful of restoration.

Believe it or not, the church has for a long time be an advocate of rest

and restoration. It holds dear to the notion of a day of rest, a time when we would give thanks

for the gift of life, a time when we could relish creation and the goodness of God. The church

has also advocated for retreats, something like a modern spar when you seek to reclaim who

you are, though a retreat doesn’t usually involve a massage or mud bath!

In Jeremiah 31.25, God calls to the people and says, ‘I will refresh the weary and satisfy the faint.’

God doesn’t want us burnt out, on our last straw, fed up. God wants us to relish life, to feel alive

and so he calls us to know him, to find a deep rest for our soul, our mind and our bodies in God.

Today the church can offer to help find those ancient ways and the not so ancient ways of rest

and restoration in God. If you would like to know more why not pop along to one of our services.

Whatever you end up doing over the summer, I hope it is a blessed time which brings you closer

to God and the rest and restoration you are searching for.

ROTHWELL CAR, made in Oldham in 1910 and

donated to Gallery Oldham following extensive

restoration.

auctioneer and frequently seen on Flog It and BBC

Antiques Roadshow.

WORLD WAR II BOMBS DROP ON ROCHDALE

Ferocious German bombing of

the United Kingdom took place by

day in 1940 but increasingly by

night from October of that year.

London took a great deal of the

bombing but port cities such

as Liverpool, Bristol, Cardiff,

Southampton, Belfast, and Glasgow

were also attacked. One objective of

German raids was to try to negatively

influence the morale of the people, but

this did not happen and only served to

galvanise the population. A further and

more practical objective was to cripple

the British armaments industry but one

effect of the raids was to disperse the

armament centres, particularly aircraft

factories from the main towns and cities

to smaller, less obvious ones. However,

heavy industry remained a target and

that included the Midlands and the

North of England.

In the summer of 1940 Manchester

was particularly badly hit. The Palace

Theatre, Manchester Cathedral, the

Royal Exchange and the Free Trade Hall

all experienced damage and just before

Christmas. 684 people were killed over

a two night period in which 272 tons

of high explosives were dropped along

with 2000 incendiary bombs. It became

known as the Christmas Blitz.

Oxford Road and Deansgate were

blocked by debris and unexploded

bombs and 8000 homes were destroyed.

Salford and Stretford also sustained

casualties and fatalities and hundreds

of properties were lost in the raids.

Middleton, where the Avro factory built

the Lancaster bomber was hit, evidently

without casualties and only putting the

canteen out of commission!

Although the glow of fires in

Manchester could be seen from the

hills around Rochdale, the town itself

escaped the worst of the bombing.

This was perhaps due to a failure of

military intelligence on the part of the

Germans as plenty of munitions were

being manufactured in Rochdale at

the time. Bombs (especially mortar

bombs) and shells for example, were

being filled at a factory in Healey Dell

with chemists and engineers working

there throughout the war. Eunice Hutt

shtml) records that they worked in a big

shed on an assembly line, the workers

‘sitting on either side of a long table

and each did a bit of everything towards

making the bombs. We changed places

every shift so that the job didn’t become

too monotonous. The explosives were

put in at the very end.

There was once an explosion but

fortunately nobody was injured.’

Pillboxes still stand in Healey Dell

ready, if needed, to repulse any attacks

that might have followed an invasion.

The fact that they were not needed was

testament to the war effort.

There are many stories from World War

II some of which might explain, if true,

why Rochdale was bombed so lightly

given that it was on the flight path to

and from Liverpool. The story goes that

Adolf Hitler admired Rochdale Town

Hall and its stained-glass windows

so much that he gave orders not to

have the town bombed, intending to

dismantle the building at some point

and take it back to Germany. Whether

this is true or not will never be known

but the only bombs to fall on the town

were four in total although there are

records of a doodle-bug passing over

the town and coming to earth on an

estate in Oldham.

The most clearly recorded bombing

in the town was on the night of the

9th January 1941 when bombs fell

on the Sudden area. The Rochdale

Observer reported that ‘The blast from

two high explosive bombs dropped on

the town early today, wrecked shops

and offices and shattered windows of

property - including a school - over a

considerable stretch of roadway and

adjoining streets. There was, however,

only one fatal casualty, a Mrs Rossiter.’

Six other people were injured in the raid

and houses in the area around what is

now Brimrod County Primary School

suffered broken windows. The water

mains were blown from the ground and

Finsbury Street and Holborn Street,

town were at Bellfield in August 1940,

on Norden in October 1942 and near

a row of houses at Red Lumb. There

have always been stories that a bomb

dropped near Firgrove and that it went

straight into the canal although how

authentic these stories are is unknown.

Compared to many towns in the north

of England Rochdale got off lightly.

Household Waste

A Need for Consistent Policy?

Throughout the pandemic and

in every part of our Borough,

one plague has either remained

constant, or increased its impact

– Fly-Tipping.

In any areas where there are no CCTV cameras

installed, abandoned, and discarded kitchen

cabinets, vehicle tyres and wheels and domestic

appliances have become regular finds. hy

is this the case? Part of the answer may lie in a

story recounted to me recently.

In common with many residents forced to stay

at home, our family decided to invest in some

new and buly home furnishings. oncerned

that the packaging from the new items, along

with the existing furnishings were bulky waste,

the family borrowed a trailer which could

accommodate the waste and set off for the

waste disposal facility at hichester treet.

Imagine the surprise of the family, when, upon

reaching the facility, they were told they could

not carry their discarded items into the tip as

this contravened policy. owever, undaunted,

the family decided to take their items to the

commercial facility a mere few hundred yards

up the road. here, the family were told that,

despite having a valid utility bill, they could not

enter the facility because they did not have

a full array of personal protective equipment

hard hat, hi-vis jacet, and protective footwear.

Completely frustrated in their efforts to

dispose of waste responsibly, the family retired

homeward and phoned Rochdale ouncil.

The lady of the house explained the nature of

their difficulty and was told that the ouncil

would collect specified additional items on the

familys usual bin day for a charge of . for

the first three items and then per additional

item, strictly on the basis that only the specified

additional items were left out.

his charge lead to the first and obvious

question which was - why, when the family pays

Council Tax which includes an element for waste

disposal, were they being charged again?

Surely if a Local Authority wants to promote

responsible waste disposal, there is a need to

put in place a simple system with no financial or

policy hurdles for its charge payers to surmount?

Our Council spends very considerable sums

of the charge payers money every year on

collecting fly-tipped refuse and attempting to

prosecute those who indulge in such activity.

Is it sensible, instead, to use some of these

scarce resources to encourage most residents

who want to dispose of their waste at a no cost,

easily accessible facility?

Lockdown and the increasing number of

home deliveries were entirely predictable,

and everyone should do their bit to ensure

that waste is dealt with appropriately. lease

continue to report any fly-tipped debris that you

come across to our ouncil. opefully, as life

returns to something akin to normality, we can

persuade our Council to revisit this challenging

area of policy with a view to demonstrating

some joined-up thining in this crucial service.
