urgency on the township’s busy Gerald
St.
Ye Yuan was lucky to escape serious injuries
when she was knocked off her bike
two years ago by a motorist who failed to
stop for her as he was turning right into
Challenge Lincoln.
Now Lincoln University ecologist Mike
Bowie has suffered the same fate as he
biked to work. He was left with a cracked
helmet and suspected broken rib.
But work on a dedicated cycleway
won’t start until the 2027/28 financial
year which Bowie and Yuan say is
“absurd.”

Police talk to teenager over assault

POLICE HAVE made a major
breakthrough in a spate of car
thefts in the district – some of
which were used to ram parked
vehicles for fun.
Senior Sergeant Dean Harker
said police were speaking
to a number of youths who
“are assisting us with our
investigation.”
The offending began about two
months ago, he said.
There were a number of youths
involved from Selwyn, breaking
into and stealing cars in the
district and in Christchurch.
“The number of vehicles would
be well into double figures,”
Harker said.
The youths were also allgedly
responsible for ramming a
number of vehicles parked on
the roadside in Lincoln.
There had also been vehicles
stolen from around Christchurch
and left abandoned in Lincoln
and the surrounding areas.
“This is still under
investigation. No charges have
been laid as yet and we are still
collating all of the offences,”
Harker said.
The Selwyn Times understands
being broken into.
A youth aged about 16 to 18
was holding a petrol can. Three
other youths ran from the
shed and the elderly man was
punched in the eye.

control on Southfield Drive.
He had been subsequently told
it was likely to have been stolen.
“I could hear it coming. As it
approached Ryelands Drive from
the Te Whariki end, the driver
almost lost it. I stopped (on the
footpath) as it came towards me.
I could see its right wheels lift
slightly and I thought: ‘It’s going
to flip’.
“I knew I’d have a split second
to decide which way I was going
to go to avoid it. But the driver
held the car down and it kept
going at pace along Southfield.”

Altering
supermarket
labels earns
man trespass

A 65-YEAR-OLD Selwyn man
has admitted altering labels on
goods at a local supermarket,
police say.
Senior Sergeant Dean Harker
said in the last few months the
man had swapped labels on
goods on about 14 occasions, in
order to get the benefit of lower
prices.
“Customers need to be
aware that the self-serve checkout’s
computer systems and
cameras are very smart,” Harker
said.
Checkout computer systems
not only work on weight to pick
up discrepancies, but also barcodes,
products and labels.
The goods were a variety of
products, mainly those packaged
in-house.
CCTV footage was also used.
“Once identified, it is a simple
exercise for the supermarket
staff to review transactions
and security cameras,” Harker
said.
The alleged offender will
appear before a community
justice panel, or the district
court. He has also been
trespassed from the supermarket
for two years.

Yuan has not cycled since,
believing it is too dangerous.She
obtained CCTV footage of the
crash from Challenge Lincoln
and reported the incident to
police at Lincoln.
A police spokesperson told the
Selwyn Times the driver pleaded
guilty to careless driving causing
injury. He was convicted and
sentenced to six months disqualification
from driving, and
ordered to pay a fine of $400, and
reparation to Yuan of $440.
However, Yuan said she had
not received the reparation.
Yuan said she had to abandon
her studies for six months following
the accident.
“I was riding on the same route
for six years before my accident.
There are many times that I was
nearly hit by cars,” Yuan said.
“I think it is necessary for the
council to take action to stop
people being killed on the same
route.”

“I was lucky on this occasion,
but I fear someone will die with
increasing traffic and congestion
in Lincoln,” Bowie said.
“Not a week goes by without at
least one incident or close call,” he
said.
District council group manager
infrastructure Murray Washington
said the Gerald St upgrade,
which includes dedicated cycle
lanes from the township to the
university, would begin in 2027/28.
This upgrade is part of the Lincoln
Town Centre plan to begin
2025/26. The plan was adopted by
the district council in 2016.
Washington said funding
for the town centre plan was
signalled in the 2015-2025 Long
Term Plan. However, for the 2018-
2028 Long Term Plan, the district
council agreed to prioritise major
roading projects in the Rolleston
town centre.

Growing daffodils a family affair

are preparing for the Cancer
Society’s Daffodil Day on
August 27.
Hadstock Farm supplies
most of the daffodils for the
society’s annual fresh flower
fundraiser for the entire
South Island – about 30,000
bunches.
The society sells bunches of
daffodils to businesses across
New Zealand.
“Judging the volume required
and making sure the daffodils
are flowering for that time of
the year is a bit of a challenge,”
Chamberlain said.
“We grow approximately 40
different varieties of daffodils
and have imported some earlier
flowering varieties to ensure
that we have flowers ready in
time for August.”
Chamberlain said that
Hadstock Farm had been supplying
flowers to the society for
about 30 years. This year it also
supplied bulbs for the Cancer
Society to sell in February and
March.
“I think they are wonderful
people to deal with,”
Chamberlain said.
Hadstock Farm has been
owned by the Chamberlain
family since 1876.
Chamberlain’s grandson,
also named John, is the seventh
generation of the family
associated with the farm. His
daughters Courtney and Jess
both work on the farm, as do
other family members.
“We started growing tulips in
1937 and then daffodils in the
1950s,” Chamberlain said.
“For daffodils, we start
picking them at the end of May,
and then the last of the varieties
finish flowering by mid to late
October,” Courtney said.

SECTION PRICES have
doubled in Rolleston in the last
year.
Section sales in the town
and wider district appear to be
bucking a nationwide trend of a
gradual reduction to the rate of
increase to real estate prices.
CoreLogic NZ’s house price
index showed last week that the
nationwide
growth figure
dropped from
7.2 per cent at
the end of June
to 5.9 per cent
at the end of
July.

no indication of Selwyn’s
section price rises slowing.
He had not seen the market so
buoyant and aggressive in the
about 35 years he had been selling
in the district.
“Even in the last two to three
months, it’s just sort of gone a bit
crazy really,” Flanagan said.
The high prices at Rolleston
were encouraging potential buyers
to look further afield, and the
increases were reflected across
the district.
“There’s been a significant
increase in section prices,
Rolleston, Leeston, Dunsandel,
Darfield, it’s right across the
board,” Flanagan said.
Examples included the 32-section
Hanks Run at Rolleston.
Sections in stage one, with an
average size of 750 sq m, sold
for an average price of $361,000
about two months ago. Sections
in stage two, with an average
size of 695 sq m, sold for an
average of $385,000 per section
about four weeks ago. Six to 12
months prior, sections of that
type and size were selling for
$170,000 to $180,000.
Soon the agency would be
selling some 700 to 800 sq m
sections on Brookside Rd on
behalf of the district council,
and it was possible they would

Stage three had nine sections,
there had been an average of
four offers received for each,
and the price they sold for was
$350,000 to $400,000.

His company had not had any
recent section sales at Lincoln
and Prebbleton, but strong
residential house sales indicated
those townships were generally
following the same trend as the
rest of the district.
Buyers in the district ranged
from locals wanting to upsize
and build, to building companies
wanting to take house and
land packages to the market.
“It’s purely a supply and
demand thing, there’s a real
shortage of sections and people
are paying top dollar for them,”
Flanagan said.
“Even building companies
are prepared to go a bit further
afield now to secure sections.”

DRINK DRIVERS
Police dealt with a high number
of drink drivers on the weekend.
On Saturday, the police
impairment prevention team
from Christchurch staffed a drink
driving checkpoint at Rolleston.
From 8pm-10pm they processed
six drivers for drink driving.
On the same day, police in the
district stopped a driver speeding
on Birchs Rd, Prebbleton. The
driver recorded a level of 671
micrograms per litre of breath.
Another driver in Prebbleton was
also apprehended, recordeding
360mcg/l.
UTES COLLIDE
Two utes crashed head-on
Waimakariri Gorge Rd about
2.15pm on Friday. Sheffield
Volunteer Fire Brigade chief
Neville Croy said the occupants
were lucky to escape injury. “The
utes were buggered,” he said.
“They (car occupants) were all out
and walking around and quite
coherent when we arrived.” A fox
terrier was also uninjured.

The district council has yet to
confirm a general practice as a
tenant for its Selwyn Health Hub.
“We are continuing to talk with
a number of parties and we’re
confident of securing a practice,”
group manager property Douglas
Marshall said.

on the
proposed Rolleston
flyover
The purpose of putting a
bridge across the highway is to
allow the highway traffic to flow
and that traffic can cross the
highway and railway from and to
Rolleston without disruption.
The main benefactors will
be the highway traffic and the
local people will have to put up
with the inconvenience of the
proposed bridge.
The proposed bridge will not
provide for traffic to enter the
highway from Rolleston towards
Christchurch.
The proposed plan is a convoluted
mess, especially for traffic
wanting to travel from Rolleston
to the south side of Jones Rd.
With the Hoskyns Rd extension
across the railway line, I
proposed a bridge that would
eliminate the rail crossing and
allow traffic to cross the highway.
It was rejected as there was not
the traffic concerns that there are
today.
The drawing today is a modification
of my original bridge.
There is no need for traffic lights
and it allows the uninterrupted
flow of traffic on the highway.
The present drawing allows for
traffic from Rolleston Drive to
travel up and over the highway
and rail to Hoskyns and Jones
Rds, both east and west.
It also provides for traffic to
cross the highway and proceed
down the ramp heading towards
Christchurch. Rolleston Drive
traffic can enter the highway and
proceed south to Burnham.

The Jones/Hoskyns Rds
intersection roundabout may
have to be raised a couple of
metres, to ease the incline, and
then finished off by continuing
the approaches down onto those
roads.
There is plenty of room to
build such a combination of
bridge and approaches. The
lane ways are scaled at 4m to
allow for buses and the biggest of
trucks.
Additional lane widths would
allow for bicycle usage and
pedestrians to safely cross the
highway.
There is one obvious problem
that would be encountered
during construction that is
maintaining traffic flow.
There are several answers to
this problem. The section of
the bridge that relates to the
highway could be built without
undue interference with traffic
movements.
It is just the rail and Jones Rd
section may present a problem.
But the design of support
columns for the elevated part of
the bridge and, if necessary, the
use of a temporary rail crossing
on the Christchurch side, can be
worked out.
This design is far simpler than
the proposed one, and would be
far easier for traffic to negotiate
without compromising sections
of Jones Rd.

Last year the Government
unveiled its proposal to move the
ownership and management of
water services from local councils
into the hands of large water
services agencies.
Selwyn will fall into a new organisation
that would cover most
the South island, called Entity D.
Safe drinking water
When the Government made
the reform decision they said
that it would save ratepayers
money in the long run and that
it would also result in better,
safer services for the nation’s
drinking water, wastewater and
stormwater infrastructure. They
also said that investment of $120
to $185 billion is needed over the
next 30 years.
So where does that leave us, a
district which already has some
of the most affordable drinking
water and newest water services
infrastructure in New Zealand?
The answer is – we don’t know
just yet and we have not made
any decisions.

Public engagement vital
The Government has said that
becoming part of an Entity is
voluntary but they have not told
us when we need to make that
decision – indications are that it
will be some time before the end
of the year. This is clearly a significant
decision as about $600
million or 30 per cent of our
assets will be handed over and
we still don’t know how much
influence we will have over local
decisions about our water service
provision if there is a change.
$22.3 million for Selwyn
Public engagement is vital if
we are going to get this decision
right, however the Government
has not firmly signaled that they
think we need to consult – last
week I pressed them on this issue
and hope to have an answer
soon. There is much to weigh up
including an incentive of $22.3
million under the proposed plan
which we can spend on climate
adaption, housing and community
well-being. If we opt out we
lose this.
The Government has provided
us with data that shows the case
for change is compelling and

I believe that is probably right
for New Zealand. However, our
council is charged with making
the right decision for Selwyn at a
local level and we need to ensure
we would be better off under the
proposal and not paying twice
for our good investment in the
past, while also supporting the
needs of other districts.
We are told that in Selwyn the
average household bill for water
services could be much higher by
2051 if we do not become part of
the Entity ($3480 alone or $1640
as part of the new Entity) however,
we need to fully understand
the assumptions behind these
numbers and all the implications
before any decision.
Best for our community
Last week I met with mayors
from across the South Island and
Ngāi Tahu to discuss these issues
and to seek a way forward. We
agreed to work together to do all
we can to ensure that any possible
Entity meets the needs of
all our communities. Whichever
direction this reform takes I will
continue to ensure Selwyn is at
the front of discussions when
it comes to deciding how we
progress.

At the “Oscar like” awards evening where all films are viewed, it
is always very clear that the production teams have enjoyed the
project. Last year’s awards opened with an introduction from an
overseas entrant before we viewed their film. There are category
prizes as well as the overall Kea Trophy for the best film of the year.
Last year this was won by a newly formed Lincoln Junior Enviro
Group.

YOU MAY recently have seen
a number of advertisements on
the television regarding Three
Waters reform. Watching these
you may have felt that water
services locally were in dire
straits and in urgent need of
upgrading.
These advertisements contain
an element of truth, but also a
large portion of generalisation.
So what is the Three Waters
Reform (3W) proposal and
what does it mean for us here in
Selwyn?
Three Waters refers to the
provision of water, sewerage and
stormwater services that are currently
undertaken by the district
council.
Government has taken the view
that nationally the 3W infrastructure
is under performing on
an environmental and financial
basis, with insufficient provision
for replacement and growth.
Driving this view has been the
non-performance of a number
of schemes. It is clear from the
Government analysis that a
number of communities will not
have the resources to affordably
upgrade and replace existing infrastructure
to the environmental
standard that we all expect.
The 3W Reform proposes that
four large entities be established
into which all local government
water assets would be transferred.
For Selwyn, this would
mean that our infrastructure
would be transferred into the
entity which covers most of the
South Island.
These entities would be publicly
owned. Governance would
be a combination of Ngai Tahu
and South Island local body
members.
The rationale is that a larger
entity would provide economies
of scale, deliver a better level of
service, and be cheaper over the
longer term.
If we take this national view
and apply a Selwyn lens, what
does this mean?
GROWTH:
The PInes
Waste
Water
Treatment
Plant was
constructed
to cater for
growth in
the district.
In the past, Selwyn had small,
localised, sewerage plants. We
also had smaller scale water
reticulation networks based on
the townships. Stormwater was
disposed of into waterways or to
ground.
Explosive growth made it clear
that significant infrastructure
investment was required. The
modern Pines Waste Water
Treatment Plant was constructed,
which enables all the major
towns in Selwyn to be connected
with additional capacity for
growth.
Drinking water has undergone
significant examination in Selwyn.
We have had challenges in
the past, notably E.coli outbreaks
in Darfield and Springston.
Council has upgraded vulnerable
rural supplies as well as managing
urban growth. In my view,
Selwyn now has a water network
which provides a high quality
service at an affordable cost.
The district council must
decide if reform is in the current
and future interests of our
district. Selwyn has $600 million
of asset with $40m of associated
debt which would be transferred
to the new entity.
Currently I remain unconvinced
that the gains proposed
under the reforms will be
realised for Selwyn, and believe
that the downside of transferring
$600m of community assets to a
third party will be high.
Given that this is a strategic
asset, I will be advocating for
public consultation on this issue.

About 1000 people attended the inaugural Winter Magic NZ in Springfield.
Organisers Tara Keogh and Isabella Irsigler said the festival, held on July 31, was
so successful they planned to make it an annual event. “We will bring something
even bolder, bigger and more enchanting next winter,” Irsigler said. Performers,
stallholders, crafters and artists combined for the day at the Tawera Hall. It was
topped off with a spectacular show from fire poi spinner Tom Thatcher at the
Springfield doughnut at the conclusion of a village lantern walk.

airfield’s 50th
anniversary.

special day, celebrating
the vision of those
who converted a rough
piece of land to the
valued asset members
enjoyed today.
The West Melton
Airfield, which opened in July
1971, is regularly referred to as
the club’s “jewel in the crown.”
The branch operates a fleet of 27
aircraft and is one of the biggest
flight training organisations in
New Zealand.

committee will set up a display of

An anniversary dinner will
be held at the clubhouse in

Explore ‘Our Climate Future’
in Darfield exhibition
Darfield Library and Service Centre is host to a new exhibition highlighting climate challenges and
empowering communities to make positive change.
The ‘Our Climate Future’ exhibition is part of ‘It’s time, Canterbury’ – a joint climate change
awareness initiative launched in May by the regional council Environment Canterbury and
Canterbury’s district and city councils.
The exhibition has been developed by the Ministry for the Environment. It's an interactive display
with panels and monitors showing climate change information. It also features iPads for people to
sign up to the Future Fit tool, a practical carbon calculator which makes it easier for households
to reduce their carbon footprint.
The display helps people understand why climate change is happening and how it could shape
our communities, our families and our economic wellbeing.
It also looks at how we can mitigate the effects of a changing climate to choose a better future for
ourselves and for the generation to come.
The exhibition concept is based on the whakataukī: ‘Ehara taku toa i te toa takitahi, engari he toa
takitini. My strength is not that of a single warrior but that of many.’
'Our Climate Future' will be at Darfield Library and Service Centre until Saturday 21 August before
heading to Tūranga in Christchurch.
No decision yet on water reforms
You may have heard about the Three Waters Reforms – and wondered what it’s all about.
Ever since residents of Havelock North fell ill with a gastroenteritis outbreak in 2016, all council water
services across New Zealand have been in the spotlight. The government is proposing to address the
urgent challenges in the water sector with a top to bottom reform of our drinking water, wastewater and
storm water infrastructure and management.
The proposed reform would shift the responsibility for water services away from individual councils into
four new multi-regional entities, with an investment programme of up to $185 billion.
Under the proposal Selwyn will become part of ‘Entity D’ which covers most of the South Island. In a
move to ensure that no council will be worse off, the government has offered a stimulus package and
Selwyn’s share of that will be $22.3 million. To receive that funding, the Council must agree to hand
over our three waters assets and revenue to the new entity. Currently an option exists to opt out of the
reforms and go it alone.
So what’s Selwyn’s position? As yet we haven’t made a decision on our participation. At the moment
we are continuing to analyse the data provided by the government about their proposal, so that we can
better understand the impact on our residents.
At present our water infrastructure is among the best in the country and we want to make sure our
residents are not left worse off under any changes. We want to make sure the community continues to
have access to the services they currently receive, with a quality of service at least as good as it is now.
It’s also important that we protect our community’s voice, for example on matters like chlorination and
level of service standards. Once we have all the data we plan to seek your views on the proposal before
we make a decision.

Have you registered your dog yet?
Dog registrations are due and owners of two-thirds of dogs in Selwyn have
made the most of the discounted registration fee this year. From 1 August
onwards owners have to pay the full fee and they have until 31 August to
register their dog. After that the Council may issue an infringement of $300
per dog. Any owner who is having difficulty with the payment of the fee
can contact the Council to discuss payment arrangements.
With the introduction this year of the new ‘One tag’ – a lifetime tag – it’s
taking a bit longer than usual to send out the tags. Owners should expect
to receive their dog’s new tag up to around two weeks after the payment
is made.

Rates invoices for the period 1 July 2021 to 30 September 2022
should have arrived in your letterboxes or inboxes by now.
You can check out the changes in your rates by visiting
selwyn.govt.nz/rates and clicking on property search.
If you pay by direct debit you should have received information on
your new direct debit in a separate letter. If you’re on direct debit, as
long as you have sufficient funds in your bank account to cover the
payments on the due dates, you will not be charged penalties.
For ratepayers not on a direct debit, rates are payable in four
instalments: 15 September 2021, 15 December 2021, 15 March
2022 and 15 June 2022. Penalties are charged on instalments not
paid in full by the due dates, and there is a further penalty if rates
are not paid by 30 June 2022.
Your rates invoice details the rates assessed for your property
for both the Council and Environment Canterbury. The Council
assesses a general rate, based on your property’s capital value,
district-wide targeted rates, plus other targeted rates based on
where you live or the services you receive. We also act as an agent
for the collection of Environment Canterbury rates within Selwyn.
The average rates increase for the 2021/22 year is 4.5%, but this
will vary for individual properties. Rates take account of capital
values, as well any changes to your property, for example if you
have built a house on your section or changed your wheelie bins.

Apply for a rates rebate
Ratepayers on a low income and who pay rates on the
property they live in may be eligible for a rates rebate.
If your gross household income to 31 March 2021 was
$26,150 or less, and you pay rates on the property where
you live, you may qualify for a rebate.
If your income was more than this, you may still be eligible,
depending on the total cost of your rates and the number of
dependants in your family.
To find out if you are eligible for a rates rebate, and to
download forms, visit ratesrebates.govt.nz. Forms are also
available from Council service centres. If you received a
rates rebate last year you will automatically be sent an
application form.
To apply, you will need to provide accurate details and
copies of your gross income, and that of any partner/
spouse/joint homeowner who lives with you, for the tax
year ended 31 March 2021. You can apply for your rebate
at any Council service centre:

Darfield and Kirwee wastewater pipeline update
The construction of a new wastewater system for Darfield and Kirwee townships has started this week.
The majority of construction work is taking place in the road reserve, which may require some traffic
management including speed reductions. In some cases road closures may be required but detours will
be signposted. Aylesbury Road between Wards Road and Two Chain Road is the first affected road; it
will be closed until mid-December 2021.
The new pipeline will connect the townships with Pines Wastewater Treatment Plant in Rolleston. It’s
expected that construction will be completed by July 2022 for Darfield and August 2022 for Kirwee.

Manuka blight is caused
by the Eriococcus species
of scale insect sucking
sap and exuding copious
amounts of honeydew. The
honeydew is then attacked
by sooty mould which can
blacken the leaves, severely
reducing photosynthesis.
One Australian scale insect,
Eriococcus orariensis,
was discovered at Orari
Gorge in 1937, hence its
scientific name.
The combination of the
sap-sucking by the many
scales on a plant and the
reduced photosynthesis
over a few years can kill
manuka.
This scale species appears
to have declined
due to a fungal pathogen
and has been replaced by
another less noxious scale,
Eriococcus leptospermi.
This scale species tends to
inhabit the new growth
tips, whereas Eriococcus
orariensis inhabit bark
crevices of trunks and
branches.
Adult female scales are
1.25mm long, oval-shaped
and reddish to light brown.
Female scales are wingless
and have antennae
with six segments. The
female has wax threads
that are produced from
pores on the abdomen and
she uses these threads to
construct a white felted sac
to enclose her body apart
from an opening at the
rear.
Over several weeks each
female lays about 50 eggs
which hatch within 30
minutes of being laid.
The nymphs or crawlers
settle on a suitable site
and insert their piercing
mouthparts to siphon the
sap from manuka.

Gymnasts take gold

ROLLESTON 11-year-old
Cherry Zhu won national titles
at the recent New Zealand
Gymnastics Championships in
Auckland.
Cherry took gold in the level
six category after coming first for
her ball performance and second
for ribbon performance. She also
won gold in the grade four group
performance.
She was part of the Delta
Rhythmic Gymnastic Club
which performed well at the
championships. Her teammates
were Annabell Keith, Neve Hendry,
Sylvia Zheng, Faye LiChen
and Lexie Boon.
This was a strong result for
Lexie, whose injury earlier in
the year had prevented much
practice.
Club committee member
Rebecca Abrahams said the
young gymnasts had done well,
especially as qualifying for the
nationals was an achievement in
itself.
“I think it’s everyone’s goal,”
Abrahams said.
“They needed to not only
achieve a qualifying mark but
also be in the top 20 in New
Zealand at the end of the season
to be selected for Nationals.”

The club’s success reflected
the hard work by the “amazing”
coaches.
“They have to be there the
whole time, and they spend
hours and hours thinking and
planning.”
Head coach Alesha Klaassens
said the competitors needed
plenty of confidence to get up
and perform in front of the
judges.
“I’m always very proud of
them,” Klaassens said.
Everyone worked hard,
with the gymnasts putting in
anywhere from nine to 15 hours
of training each week.
“We go in with no
expectations, it’s just a privilege
to be able to go.”

SELWYN Parenting Network is
planning its inaugural Selwyn
Parenting Week for next month.
It comes hot on the heels of a
highly successful workshop held
at Rolleston Community Centre
last week, called understanding
and managing anxiety in tweens
and teens, which attracted about
130 parents.
Network co-ordinator Kate
Webb said the workshop and
parenting week was about giving
the district’s growing number
of parents the information they
were seeking on a wide range of
issues.
“It’s about empowering
parents to be able to parent
better and also having access to
resources,” Webb said.
Last week’s workshop had
been a great precursor to the
week.
Clinical specialist Catherine
Gallagher delivered much helpful
information for parents who
were dealing with more behavioural
issues as children reacted
to helicopter parenting, social
media and had concerns about
world issues, Webb said.
Network members were currently
collaborating with providers,
speakers and organisations
to facilitate the series of events
for the week beginning September
20.
Managing meltdowns, raising
digital citizens and enticing the
next generation of young volunteers
would be among the many
workshop topics.

JO HERBERT made a return
to the driving ranks last season
after nearly a decade away from
the track and on Sunday at
Addington Raceway she was able
to fulfill her biggest ambition on
her return – 200 driving wins.
It was fitting that the milestone
was brought up behind Taumata
VC in the Woodlands Stud
Supports Canty Breeders Mobile
Pace as the four-year-old mare
was the primary reason for
Herbert’s return to driving.
“It is pretty special to win it on
that horse,” Herbert said.
“My uncle (Doug Herbert) bred
her and he is the reason why I
made the comeback because he
wanted me to drive her when she
raced.
“It has been a long process with
her, but it just made it a bit more
special today.”
Herbert was also pleased to
get the win in the colours of her
Ladbrooks employers, Colin and
Julie De Filippi.
A pioneer for female drivers
in New Zealand, Herbert won
193 races in the cart before she
was forced to step away from the
game more than a decade ago to
look after her son Brooklyn.
“At the time it was in the too
hard basket, he wasn’t that well,”
Herbert said.
“It got too hard, so I just
focused on him.”
Herbert wasn’t aware that she
was so close to 200 wins when she
walked away from the sport, and
it became one of her major goals
upon her return.
“At the time when I stopped
I hadn’t actually looked at that
(career win tally),” Herbert said.
“It was more that I had to do it

Chloe Hanover as one of
her favourites.
“I have driven some nice horses
and every win has been special,”
she said.
“But winning 11 races on
Chloe Hanover was pretty
special.”
Herbert said the thrill of
driving in several New Zealand
Cups has also been a highlight.
“I have driven in the New
Zealand Cup three times, my
for the second season in a row.

Try these pasta
recipes for a quick
lunch or for a family
dinner
Fettucine with garlic
Serves 2
Ingredients
125gm dried fettuccine
2 tbsp olive oil
1 large shallot, thinly sliced
1 cup finely sliced fennel bulb
¾ cup dry white wine
8 cherry tomatoes, halved
½ cup cream
4-6 cloves garlic
Directions
Cook fettuccine according to
packet instructions.
Heat oil in a non-stick frying
pan. Saute shallot until softened.
Add fennel and saute for one to
two minutes.
Pour in white wine and simmer
until reduced by half.
Cook for one minute then add
tomatoes. Heat until softened.
Add cream then garlic and
heat through. Serve over fettuccine.
Cheesy pasta bake
Serves 3
Ingredients
500gm pasta spirals
2 tbsp olive oil
500gm cherry tomatoes, halved
4 green shallots, thinly sliced
400gm grated mozzarella
500gm bottle onion and roast
garlic pasta sauce
1 bunch fresh basil, leaves
picked, plus extra, to serve
Directions
Cook the pasta in a large
saucepan of salted boiling water
following the packet directions or
until al dente. Drain. Preheat the
grill to high.
Wipe pan dry. Heat oil over
medium-high heat. Add the
tomato and shallot.
Cook, stirring, for three to
four minutes or until the tomato
softens. Reduce the heat to low
and add the cooked pasta, pizza
cheese and pasta sauce.
Stir to combine. Remove from
the heat. Add the basil leaves and
stir to combine. Season.
Spoon the pasta mixture into a
20 x 35cm baking dish. Place under
a grill for five or eight minutes
or until cheese is melted.
Quick spinach and
mushroom pasta
Ingredients
250gm linguine
150gm mushrooms
Cherry
tomatoes
complement
well pasta.
Pasta also
makes a tasty
leftover meal.
1 cup cherry tomatoes
1 tbsp cooking oil
150gm fresh spinach
1 tbsp butter
1/4 tsp garlic powder
2 tbsp nutritional yeast
1/4 tsp salt
1/4 tsp freshly cracked black
pepper
Directions
Bring a large pot of water to a
boil for the pasta. Once boiling,
add the pasta and continue to boil
until the pasta is tender (about
seven minutes). Reserve a 1/2 cup
of the pasta water, then drain the
pasta in a colander.
Slice mushrooms and cut the
tomatoes in half.
Heat the oil in a large skillet
over medium heat. Add the
mushrooms and a pinch of salt
to the skillet and sauté until they
have released all of their moisture
(about five to seven minutes).
Add the tomatoes and sauté
for about two minutes more, or
just until they’re heated through.
Add the spinach and sauté just
until wilted. Add the cooked and
drained pasta to the skillet along
with the butter. Toss until everything
is coated in melted butter.
Turn the heat off.
Season with garlic powder,
nutritional yeast, salt, and pepper,
then toss to coat.
WHEN IT comes to planting,
it’s now time to get your strawberries,
potatoes, beetroot and
onions.
You can grow homegrown
onions pretty much anywhere in
the garden – they also grow well
in pots. But make sure the soil is
friable (goes crumbly when you
touch it). If it’s not, simply give it
a good dig over and add a bit of
compost and fertiliser.

onions need to be planted 10cm
apart. And if you’re growing them
in rows, make the rows 20cm
apart. Companion plant spinach
in between the rows. Or you
could try growing spring onions
in between.
They will be ready to harvest
much earlier at around six to
eight weeks, so will be out of the
rows before the larger onions
need the space. Simply, plant your
spring onions around 4cm apart
from the next.
You can harvest your spring
onions at any time. But the longer
you leave them the bigger they
will get until they go to seed.
Your larger onions will take
around 20 to 24 weeks to get
ready and you can tell when they
are because they start to pop
right out of the ground. If they
start to flower, we are commend
harvesting them as onions that

have started to bolt or go to seed
don’t store very well. Don’t worry
if they’re green, you can still eat
them.
If you’re planning on planting
potatoes this year, you’ll need to
’chit’ them beforehand, to give
them the best possible start.
Chitting your potatoes means
allowing them to sprout. We
recommend letting the sprouts
grow to around 10-15cm prior
to planting - which roughly takes
four weeks.
Strawberries are a Kiwi summer
favourite – get them in
now so that they’ll be ready for
Christmas.
For the best results dig some
strawberry food into your soil
prior to planting, then mound the
soil up in your garden bed, as this
encourages air circulation as well
as good drainage.
Plant your seedlings along
the moulds to encourage your
strawberries to hangover, and to
prevent the fruit from rotting.
Water regularly and apply a good
dose of strawberry food every
couple of weeks. If you’re planting
enough strawberries to feed the
family, plant four to five plants

New identity looms for Kia Carnival
IN THE YEARS I’ve been writing
about automobiles, only on
very rare occasions has a badge
changed. Most car makers are
very keen to keep their brand
identity intact and protect their
image even if the design is many
years old.
It came as some surprise then
that Kia is in the process of
changing its logo, the new design
is more stylised and abstract
than before and is certainly a
departure from the original
and it is now a genuine point of
difference.
So, take a good look, is this
Carnival the last Kia I drive with
the old badge? I don’t know,
but what I do know is that even
though it is about to get a new
point of identity, it still shares
the concept that it has made it a
people mover of choice for many
families and service providers.
The Carnival multi-purpose
vehicle has been around for
many years, it has been a popular
seven or eight-seater and the new
model hasn’t lost sight of that
original concept, it is versatile and
practical, yet it also has dynamics
which often disguise its bulk and
concept.
The Carnival arrives here
with a 2.2-litre four-cylinder
turbocharged R-series diesel
engine that has earned itself a
healthy reputation for power
and economy in other Kia and
Hyundai models. The old V6
petrol engine that has given
faithful service throughout the
Carnival’s life is not available in
New Zealand now, diesel is all
you can get. However, to me that’s
a good thing, the R-series unit is
an absolute cracker, it is strong
and silent.
There are three specification
levels in Carnival – EX, Deluxe
and Premium. The range starts
at $59,990 and ends at $74,990
for the Premium as tested,
in-between the Deluxe sits at
$69,990.
In terms of figures, the twincamshaft,
16-valve diesel has
148kW and 440Nm power output
to consider, it is rated with a
6.5-litre per 100km combined
cycle fuel usage rating and it
accelerates to 100km/h in 8.8sec.
These are impressive figures
considering the Carnival weighs
in bulky at just over two-tonne.
Drive is channelled through an
eight-speed automatic gearbox
through to the front wheels.
Yes, the Carnival is two-wheeldrive
only, and that is one of the
reasons why it can’t be considered
a sport utility vehicle. Therein lies
further appeal, many SUVs don’t
get used to their full potential. If
you do have a need to transport
several occupants frequently,
then the Carnival will do that in
comfort and style, making full
use of its design role.

It is also extremely practical,
the seating configurations are
many-fold, the centre row is
adaptable for easy access to the
rear, and the rear seats also fold
down deep into a cargo area for
increased interior load space.
Not only does the Carnival
have on-board versatility, access
is also easy with automatic sliding
doors on each side, and a high-lift
rear tailgate.
At the other end, the R-Series
diesel is a tireless worker, it
develops all of its power low in
the rev range at 3800rpm, and
if you take into account that the
area of peak torque lists from
1750rpm to 2750rpm, you don’t
need to constantly work the
engine, it is happy slugging it out
at low revs.
Power through the
transmission is well harnessed.
Shifts are quick and smooth,
while the ratios are structured
for that healthy acceleration time
and the ability to sip fuel gently
at open road speed – 6l/100km at
100km/h with the engine turning
over slowly at just 1650rpm. The
driver can also choose an active
economical driving mode that
eases the load on the engine for
fuel efficiency gains. Take into
account as well the Carnival’s
72-litre fuel tank, long distances
can be travelled before fill-ups are
necessary.
In Premium specification, the
Carnival is fully loaded with
kit, much of it new-generation
equipment. There’s also a healthy
level of safety kit, both passive
and active.
Features for convenience and
comfort include full leather trim,
satellite navigation, triple-zone
climate control, electric seat
adjustment (also heated and
cooled up front), heated steering
wheel and reversing camera. All
of these features are included
in an ultra-modern interior
that relies heavily on operation
through the central dash touch
screen command centre.
I took the test car on my
normal inland route – State
Highway 72 – the scenic route
through to Glenroy. At both low
and cruising speeds, the Carnival
has quiet motion and a beautiful
ride, the front-strut and multiplelink
rear suspension has soft
spring and damper rates and, as
such, they absorb ruts and bumps
well. That along with the strongly
bolstered seat cushioning means
the ride is more than plush.

There is a little trade-off when
it comes time to tackle our
country’s tight and twisty corners.
The Carnival is large, which
means there is a lot of vehicle to
get around a corner in the first
instance. The body leans over
the suspension thanks to its tall
centre of gravity; however, the
weight transfer is gradual and
doesn’t affect vehicle balance.
There aren’t a lot of vehicles of
this type new in the New Zealand
market, and to be fair, demand is
spasmodic.
However, Kia has stuck with
the Carnival, and for those who
do travel as a group it is the
perfect choice and one that will
gain recognition with a wide
cross-section of the community.
Kia has styled the Carnival so
that it will appeal with its shape,
it has attitude, disguising well
the van-like look that has often
accompanied multi-purpose
vehicles and people movers.

MILITARY EXERCISE
Live Firing Activity
14-15 Aug 2021
The general public is to be advised that a
New Zealand Army Exercise will be conducted
in the West Melton Rifle Range area over the
period 14 and 15 Aug 2021.
The exercise will involve up to 25 personnel
of 2/4 Battalion, Royal New Zealand Infantry
Regiment from Burnham Military Camp.
Training will involve soldiers live firing on the
West Melton Range.
Live firing will occur between 8am until 6pm.
The exercise will also involve the movement
of troops and vehicles by day and night.
The New Zealand Army takes fire risk seriously
and will ensure fire mitigation is present.
