Pursuing Good Together<br />

The idea of a group of people coming together to talk about<br />
their differences hasn’t always been divisive.<br />
“There used to be a time when you could sit down with your<br />
friends, family or strangers, share your views and experiences,<br />
and still come away liking them,” said John Rush.<br />
He said that practice of expression, of tolerance, has been<br />
slowly chipping away for years.<br />
“Everything is so polarized right now,” said Rush. “We can’t<br />
figure out a way to sit down at a table together and talk anymore.”<br />
He said that while he knows it may take some time to bridge<br />
that divide, he still believes in the power of people coming<br />
together in order to pursue a better world.<br />
One of the best examples of that steadfast certainty, he said,<br />
was the recent installation of a large mural commissioned by the<br />
local non-profit Summer Jam West (SJW).<br />
Designed by Columbus-based artists Marcus Billingsley,<br />
Thom Glick, and Lucie Shearer, the triad colored mural shows<br />
three people sitting around a table, sharing food, sharing drinks,<br />
sharing conversation and comradery. Who they are in relation to<br />
each other, as well as what they are discussing, is left up to the<br />
individual.<br />
“All art is open for interpretation,” said Shearer, “but we<br />
deliberately left open those talk bubbles you see at the top so<br />
people can use their imaginations to literally fill in the blanks.”<br />
People who attended the public dedication of the mural, which<br />
is located on the side of the building at Third Way Café on West<br />
Broad Street, had fun putting words in their mouths.<br />
“They’re talking about their location,” said one.<br />
“They’re debating on who is wearing the coolest glasses,” said<br />
another.<br />
“They’re making fun of the adult guy who is eating a peanut<br />
butter and jelly sandwich,” joked Billingsley, adding that it was<br />
included because of his own fondness for them.<br />

South-Western City School officials say<br />
the decision to wear a facial covering will<br />
be left up to the individual.<br />
In its back-to-school newsletter released<br />
on Aug. 6, the district announced they<br />
would no longer require students and staff<br />
to wear facial coverings at the start of the<br />
<strong>2021</strong>-22 school year. Instead, the district<br />
will recommend masks be worn to protect<br />
themselves and others against COVID-19<br />
but the policy will not be enforced.<br />
District officials say they came to this<br />
determination through a “number of conversations<br />
with public health officials” and<br />
“the experiences they learned during the<br />
last school year and throughout the summer.”<br />
They said they will continue to follow<br />
layered protocols recommended by public<br />
health boards to mitigate the potential<br />

“This is exactly what we wanted when we gave permission<br />
for this mural to be placed here,” said Tim<br />
Rush during the event. “It’s bringing people in the<br />
community together, and that is what we all want to<br />
see.”<br />
Danny Peterson, executive director of SJW, agreed<br />
with that sentiment.<br />
“Our theme for this year — which was generously<br />
borrowed from an expression John and Tim like to use<br />
— is ‘Pursuing Good Together’ and it is best exemplified<br />
by these artists and their creation.”<br />
He said Billingsley, Glick and Shearer had not<br />
worked together before this project, but their design<br />

“We are continuing many of our practices and protocols<br />
from last school year, which include but are not<br />
limited to physical distancing, hand washing and respiratory<br />
etiquette and cleaning and maintaining<br />
healthy facilities including ventilation improvements,”<br />
wrote Sandra Nekoloff, the district’s executive director<br />
of communications, in an email.<br />
She added that the district will also continue to follow<br />
the Ohio Department of Health’s quarantine and<br />
contact tracing guidelines; recommend but not require<br />
(COVID-19) vaccines; make appropriate accommodations<br />
for students with disabilities; and follow federal<br />
orders on transportation protocols.<br />
The Centers for Disease Control and Prevention<br />
(CDC) is requiring that all students who take public<br />
transportation to school wear a facial covering while<br />
they are on the bus.<br />
The public reaction to the district’s announcement<br />
that it would be a ‘mask-friendly’ district for the start<br />
of the <strong>2021</strong>-22 school year on Aug. 25 was mixed. For<br />
every person who celebrated the decision, there was<br />
one who expressed disappointment.<br />
Chandra Fredrick was one of those who were disappointed<br />
by the district’s decision not to require masks<br />
for its students and staff. On Aug. 9, she came before<br />
the board of education at its regular meeting to ask the<br />
district to reconsider its choice.<br />
Fredrick said one of her children, a 10-year-old who<br />
is going into his fifth grade year, is immunocompromised<br />
and she fears for his safety should she send him<br />
to school with the current guidelines in place.<br />
She said prior to the revised mask policy announcement,<br />
she and her husband had enough confidence in<br />
the district’s decision-making process regarding<br />
COVID-19 protocols last year that they re-enrolled<br />
their three children after nearly a year of home-schooling.<br />
“Because our district did such a great job with<br />
COVID precautions last year, we felt comfortable<br />
enrolling our kids in school for the fall,” said Fredrick.<br />

Weeknight Cleanup at Westgate<br />
Friends of Westgate Park will host a weeknight cleanup<br />
event at 6:30 p.m. Aug. 23. Volunteers can meet at the<br />
Westgate Park shelter house, located at 3271 Wicklow<br />
Road. Participants will clean out the flower beds, lay<br />

“They all have their own creative style, but their<br />
vision was seamless,” he said. “It was just stunningly<br />
executed.”<br />
Peterson said the artists should be proud of their<br />
work and take pride in the impact their art is going to<br />
have on the community for years to come.<br />
“I think the message of their piece, along with the<br />
story of how three people from different backgrounds<br />
all came together with one goal in mind, can serve as a<br />
reminder of what we can do if we all work together to<br />
pursue something better for our world.”<br />

You’re an education board, you teach science. We know<br />
that masks work. We know masks are the reason that<br />
transmission in our schools was so low last year. You<br />
can say that you care about all of our kids but your current<br />
policy demonstrates the opposite.”<br />
Fredrick said her child wants to go to school, wants<br />
to catch up with his friends and wants to get involved<br />
in activities. She said she wants to send him to school<br />
but is filled with anxiety by the thought of doing so if<br />
the district maintains its current policy. She said children<br />
who are immunocompromised or disabled should<br />
not have to find alternative methods of learning simply<br />
because “some parents don’t want their kids to wear a<br />
mask.”<br />
Shortly before this article went to press, Governor<br />
Mike DeWine urged school districts throughout the<br />
state to reconsider their mask policies if they have not<br />
mandated its use. “At the very least,” he wrote on this<br />
official Twitter account, “consider requiring masks for<br />
the next few weeks when we know the spread level will<br />
be very high.”<br />
As of press time, district officials maintain they will<br />
begin the school year with its current requirements<br />
and protocols in place. They said their policies could<br />
change if mandates were to change.<br />
In March, the state legislature passed Senate Bill<br />
22 which allows lawmakers to rescind health orders<br />
like the mask mandate via concurrent resolution,<br />
which circumvents the governor. It also blocks local<br />
health departments from banning mass gatherings or<br />
closing schools unless a dangerous communicable disease<br />
becomes unusually prevalent.<br />
In July, Franklin County Public Health and<br />
Columbus Public Health recommended universal<br />
masking policies for all students and staff members in<br />
the upcoming <strong>2021</strong>-22 school year — even if they are<br />
fully vaccinated.<br />
Children under the age of 12 are not yet eligible to<br />
receive the COVID-19 vaccination.

Trash summit held on the Hilltop<br />

Trash is not a new issue in the Hilltop, but it is a<br />
persistent one.<br />
On Aug. 7, the Greater Hilltop Area Commission<br />
hosted a trash summit at Briggs Road Baptist Church<br />
to bring city leaders and community members together<br />
to discuss possible solutions.<br />
According to Hilltop commissioner Zerqa Abid, illegal<br />
dumping and trash cans that are just too full are<br />
the most common complaints coming from residents.<br />
She said the most impacted areas include South<br />
Central Hilltop, Highland West, and the Wedgewood<br />
Village Apartments.<br />
Abid said Hilltop volunteers work tirelessly to clean<br />
the area, but as soon as someone picks up the trash,<br />
more can be found.<br />
“Volunteers alone cannot keep the Hilltop clean,”<br />
said Abid. “We need proper funding.”<br />
Commissioner Geoffrey Phillips said there is a lot of<br />
illegal dumping in the Hilltop. He said the amount of<br />
trash invites wild animals, like rats and racoons.<br />
“This is dangerous,” said Phillips. “We should not<br />
have this.”<br />
Several residents spoke out at the meeting about<br />
the problem.<br />
“The amount of trash is sickening,” said Jim Boggs.<br />
“The residents cannot pick up all that trash.”<br />
Lis Regula said there has been an increase in littering<br />
and dumping but a decrease in the number of times<br />
the city of Columbus picks up the trash.<br />
“The bins are full, and they are not being emptied,”<br />
said Regula. “I keep hearing about all these programs,<br />
but I never see anything done.”<br />
Tim Swauger, the administrator for the Columbus<br />
Division of Refuse, attended the trash summit and<br />
said city employees get frustrated with the issue just<br />
as residents do.<br />
“We want a clean and safe neighborhood,” he said.<br />
According to Swauger, people are not driving their<br />
trash to the Hilltop to dump it.<br />
“This is coming from within,” he said.<br />
He said much of the illegal dumping stems from<br />
landlords. The Hilltop has many rental units and when<br />
people move out, some leave their items in the alley<br />
and do not arrange for bulk pick-up. He said city crews<br />
will clean up the mess, and the next day, it is right<br />
back out there.<br />
Last year, the city filed 58 charges of illegal dumping,<br />
resulting in 51 convictions, said Swauger. This<br />
year, the city has filed 30 charges which has led to nine<br />
convictions. In 2020, the city also enacted code changes<br />
that include civil penalties for those caught dumping.<br />
So far this year, the city has filed 41 civil penalties for<br />
approximately $39,000.<br />
Regarding complaints from residents that report<br />
trash is not picked up weekly, Swauger said, “Our goal<br />

The city collects trash each week. Recycling and<br />
yard waste are collected every other week.<br />
According to Abid, the city needs to invest in the<br />
Hilltop to address the trash problem. She suggested<br />
creating trash truck follow-up crews to clean up what<br />
the division of refuse may miss. She also suggested<br />
funding for a public education campaign.<br />
“It all boils down to money,” said Abid.<br />
The commissioner said some other ways to improve<br />
the trash situation would be put more public trash<br />
cans along the main corridors, like West Broad Street<br />
and Sullivant Avenue, weekly litter cleanups, free<br />
replacement of stolen or damaged recycling bins, and<br />
changing the 300-gallon trash bins to the 90-gallon<br />
bin. This has already been done<br />
in certain areas in the Hilltop.<br />
Several city council members<br />
attended the trash summit and<br />
said they would take the concerns<br />
of the community into<br />
consideration.<br />
“It makes me angry to hear<br />
what you are facing,” said councilman<br />
Emmanuel Remy. “We<br />
have to continue to look for<br />
ongoing, sustainable solutions.”<br />
Remy said the city partnered<br />
with the YMCA to hire nearly<br />
400 young adults to clean neighborhoods.<br />
As of <strong>August</strong>, the participants<br />
have logged more than<br />
7,000 hours of litter cleanup<br />
time and collected more than<br />
34,000 pounds of trash. More<br />
than 11,000 pounds of that total<br />
came from the Hilltop.<br />
Remy also spoke about the<br />
Cleaner Columbus program<br />
that hires organizations to<br />
employ homeless or under<br />
employed individuals to clean<br />
litter on commercial corridors.<br />
“Litter is a symptom of overreaching<br />
other problems,” said<br />
Remy.<br />
Councilman Rob Dorans suggested<br />
that the city review a<br />
reward program for information<br />
that leads to the conviction of<br />
illegal dumpers. He also said<br />
the city will launch a new 311<br />
system this fall.<br />
“It will be more user-friendly,”<br />
he said.<br />

specialists in central Ohio to<br />

either pick up blood products from the Red<br />

A local township will once again ask taxpayers<br />
to approve a levy that they say is<br />
needed to sustain the department.<br />
At a recent meeting, the Franklin<br />
Township Trustees approved moving forward<br />
with a police levy.<br />
The police department will ask voters to<br />
approve a 7-mill police levy. The five-year<br />
timed levy would replace an existing timed<br />
levy that is set to expire at the end of 2022,<br />
as well as add an additional 3-mills to the<br />
levy. Under the current levy, residents pay<br />
about $100 per year per every $100,000 in<br />
property value. If the new levy is approved,<br />
that amount would essentially double.<br />
This is the second time the department<br />
has asked for a levy this year. In the<br />
spring, residents rejected a 7.37-mill permanent<br />
levy.<br />
At the time the levy failed, Franklin<br />
Township Police Chief Byron Smith said<br />
the department would have to cut the third<br />
shift to operate within their means.<br />
However, at a recent meeting Smith said<br />
they are trying to do everything they can to<br />
avoid this.<br />
The department currently has two other<br />
permanent levies it collects from township<br />
taxpayers. Those two levies bring in<br />
approximately $700,000 a year for the<br />
department. The new levy, should the voters<br />
approve it, would generate $1.2 million<br />
for the police department.<br />
Smith said the funds from the levy<br />
would be used for operational expenses,<br />
including paying for salary, equipment and<br />
other department needs.<br />
The trustees were split on how much<br />
money to ask taxpayers for since the previous<br />
levy failed, and they recently asked<br />
voters for a fire levy.<br />
Trustee Aryeh Alex said that his preference<br />
would be to ask for a renewal because<br />
it would not have a tax increase for township<br />
residents. However, Smith opposed<br />
this.<br />
“The first option, it would be important<br />
to inform residents that if they pass it, they<br />
will lose services because there would be<br />
mandatory lay-offs,” Smith said. “My preference<br />
would be the second or third option.”<br />
Smith added that putting a renewal of<br />
the five-year levy on the ballot would be<br />
pointless as the police department would<br />
still need to lay off officers in 2023 due to<br />
lack of funding.<br />

Dunn echoed this sentiment.<br />
“In a five-year projection, the proposal<br />
shows if the levy passes by the end of 2023<br />
there will be a shortfall of $300,000 for the<br />
police department,” Dunn said.<br />

could be laid off, so where are our tax dollars<br />
going? I understand expenses, etc. Is<br />
the money being used properly? What<br />
about our roads, all the abandoned houses<br />
and neglected properties in the township<br />
that have been there for years, even<br />
decades, and not much has been done<br />
about them. I may consider voting for a<br />
police levy in the future but not this year.”<br />
