I would like to express my warmest greetings and
congratulations to the graduating learners, faculty, school
officials and staff for their Commencement Exercise for
School Year 2020-2021.
On behalf of the Department of Education (DepEd),
I am honored to be part of the accomplishments and
milestones of this year’s graduating batch. Despite being
tested in an extraordinary time, our learners persevered and made valuable gains for
their future.
While this historic season gave unprecedented challenges posed by the
COVID-19 pandemic, I am confident that this new breed of Filipino nation-builders –
one that has experienced unusual obstacles – will be vital in moving the country for
the years to come.
Our heroes in the history of our country have faced many challenges without
hesitation and fear to seek truth and freedom through education, and like those today
who continue to go great lengths to assiduously provide support for our education,
they stand firm in Jose Rizal’s words, “Without education and liberty, which are the
soil and the sun of man, no reform is possible, no measure can give the result
desired.”
Let this ceremony be a reminder that we can overcome anything through our
concerted efforts. And with DepEd supporting you in every way possible, we will be
able to respond to every challenge, especially in the basic education sector.
For our parents and teachers, we are greatly indebted to the dedication that
you have given to your children during this crisis. Truly, your efforts have come to
fruition as we celebrate this momentous day.
Kaming mga nagsipagtapos sa Paaralang Elementaryang
Kalayaan sa Taong Panuruan 2020-2021, ay mataimtim
na naghahandog, ng isang matapat na pangako sa aming
paaralan. Nangangako kaming ipagkakapuri ang kanyang
karangalan saan man naroon. Ipinangangako rin naming
gagampanan ang nararapat gawin hindi lamang sa sarili
kundi para sa ikaliligaya at ikararangal ng sa ami’y mga
nagmamahal. Sisikapin naming maging karapat-dapat sa
mata ng aming mga magulang, Bayan at sa Diyos.
“Salamat sa mapagpalang mga kamay na sa amin ay naging gabay,
upang maabot mithiing tagumpay at maangkin gintong butil ng buhay.”
Ang pamunuan, mga guro, mga mag-aaral at mga magulang ng

Under such volatile, uncertain, complex, ambiguous and disruptive
(VUCAD) circumstances, several unexpected silver linings have emerged in
the basic education realm. Many of our aspirations at first seemed
impossible, with all the doubts and apprehensions that made them seemed
improbable. But when we summoned the will, they now become our
reality.
Your fervidness graduates and completers of the School Year 2020-2021 brought this
momentous event into our current reality. Amidst this ongoing onslaught of COVID-19
pandemic that put enormous pressure on you to adapt the new learning norm, you never crumble nor simply fold up.
Your fervidness to learn carried this big day, the graduation and moving up ceremonies.
With that, here goes my warm GREETINGS and CONGRATULATIONS to all the graduates and completers of this
School Year 2020-2021. We, your pRimE NCR DepEd Family share with your heartfelt joy as you celebrate your
phenomenal educational accomplishments. Although there have been many concerns and frustrations on the drastic
change in schools posed by pandemic, the upside is that it has shone light on how we can uniquely do our part to
survive with the
mantra “Education Must Continue”. And now, we reach this far significantly and memorably, celebrating and
recognizing accomplishments.
Ladies and gentlemen, with the virtual conduct of the end of school year ceremonies, we must realize that the crux of
light is all about preparing the learners to take the next big step in their lives full of courage and hope. This COVID-19
catastrophe will eventually settle down, the coronacoaster ride will sooner or later stop, in due course the
coronamagedon will be the thing of the past. By then, you, graduates and completers will be the driving force to forge
a post-pandemic future. In no doubt that you, you who have persevered the learning challenges and made this far,
you are the ones who will open up a new era. In no time, your generation will be our country’s post-pandemic future.
The theme of this year’s end-of-school rites (EOSR), “Strengthening the Quality of Education Amid
the COVID-19 Pandemic” resonated the collective effort of teachers, parents, school communities,
Local Government Units, partners in both private and public sectors, and other various organizations
to ensure that quality basic education continue despite the challenges posed by COVID-19. To one and
all, who gallantly helped and made learning from home in varied modalities possible, we Thank You.
The fulfilment of our united goal of equipping our learners with the fundamentals of what it takes for them to become
globally competitive and competent citizenry of our country even in the middle of raging pandemic, that is where the
silver lining lies. As we perpetually hone today’s learners for tomorrow’s challenges, we are on our best way to forge
the bright post-pandemic future of our nation.
Graduates and completers, take the step toward the future gratified with the fact that you have
successfully completed a certain level in your education journey, even in these unprecedented times.
Bring with you our prayers and persistently serve as a good example to others as you continue to

My warmest greetings and sincere congratulations to the graduates of 2021!
This year’s graduation comes at a crucial time when the whole
world is facing a pandemic. Covid-19 has greatly affected our lives and
prompted us to shift to what is now called the “new normal”. Our graduating
students were not spared as they endured quarantine and cancellation
of their most-awaited graduation rites. The disappointment that comes with
not being able to receive your diplomas on stage and get the
recognition that you deserve is understandable. But it is my hope that you
will see the value of this significant event beyond ceremonies.
To our dear graduates, the absence of a traditional graduation ceremony will not erase the
many years of hard work you have put in to achieve your goals. You have proven to yourselves and to
everyone that you can accomplish great things. The knowledge and skills that you have gained through
the years made you more than capable to continue your academic journey.
To the proud parents, the coronavirus may have prevented you from marching with your
children but it has not stopped you from feeling joy and pride knowing that you have given your best
in sending your kids to school. Your unending support is much appreciated and your sacrifices are
forever etched in the heart of your children.
To the teachers turned mentors, your dedication to student learning and untiring efforts in
molding your students into well-rounded individuals already left an indelible mark that will be part of
the students wherever they go. You have prepared and trained them well to meet the demands of the
society.
Covid-19 is no doubt a big challenge to the education sector. Overcoming this
challenge will require all of us to be strong, resilient and adaptive to change. Change should not cripple
us but rather propel us to move forward. Keeping everyone’s safety in mind, we are finding ways to
continue with our mission to produce learners who are critical thinkers and responsible citizen.
As your local chief executive, I can assure you that we remain committed in pursuing
quality education as one of the means to uplift the lives of our constituents. We continue to break
grounds to ensure that every Pasayen o will have access to quality education. Even before this
pandemic hit us, we have been in the forefront of ensuring a safe and conducive learning environment
for our children. Such efforts will be strengthened in the years to come.
With our unwavering faith, we can all look forward to an end to Covid-19 and a brighter future. Staying
safe is our utmost priority but learning should never stop even in a non-traditional setting. Hold on to

beginning of a new life, a new endeavor to fulfill your dreams coupled with new
learnings from the experiences that you have met in this time of pandemic. COVID-19
brings us so much pain but with your resilience, you hurdle the hardships brought
about by this crisis.
Be grateful to the administrators and teachers who in one way or another have no
second thoughts in providing you the quality basic education from the webinars of teachers, only
to provide you a more meaningful technology-based online platform, to the reproduction,
distribution, and retrieval of modules and to check your work. They did not only give their best
strategies, also they gave you their best time and effort like checking your modules, assignments,
and other performance tasks.
Likewise, a million thanks to your parents who are always there to support you in all
endeavors. Their sacrifices cannot be replaced by any amount only to make it sure that your
