The West Jefferson Community Association hopes to hit a homerun
after being thrown a curveball for this year’s Ox Roast.
Traditionally, the festival includes rides, but organizers found
out late in the planning process the ride company they used in the
past is not operational this season. With no other ride companies
available on short notice, they turned to the public for help in providing
alternative entertainment, and they got it.
Thanks to volunteers, sponsorships
and other donations, the 2021 Ox
Roast—set for Sept. 4-6 at Garrette
park—is chockfull of activities for children
and adults. Many new features
dot the schedule.
Groups that stepped up to provide
and run activities include the West Jefferson
Parks and Recreation Department
(water games), West Jefferson
Hardware (games), and the Chrysler
family (darts and balloons). West Jefferson

7005 is organizing cornhole tournaments
on two days and donating part of
the proceeds back to the Ox Roast.

Donations made it possible for the Community Association to
rent several bounce houses which will operate for several hours all
three days of the festival. The exact hours depend on how many volunteers
are recruited to run the bounce houses. For $10, children
get a wrist bracelet that lets them bounce as much as they want.
The association also hired Horse-N-Round Fun to provide pony
rides, a petting zoo, and their own bounce house. The pony rides
are $5.
New on the food front is an addition to the eating contests. The
watermelon, pie, ice cream, and hot dog eating contests are back.
New is a donut hole eating contest. Also new is a pie auction set for
Saturday night.
“We have nine or 10 pies people are going to bake and donate.
We wanted something new and different and decided to give this a
try,” said Jeff Pfeil, Community Association president. Proceeds
will go to the West Jefferson Senior Citizens Christmas Party, an
event the association sponsors each year.
Pfeil also reported that the association has made adjustments
to the amount of meat they plan to roast and the price of the festival’s
famous Ox Roast sandwiches.
“We cut back a little on how much meat we ordered because of
the price of meat. Usually, we order around 5,000 pounds. This
year, we ordered 3,000 pounds,” he said. “With the way our finances
were when we had to place the order, we went conservative. We

It will be all kinds of genres of music—patriotic,
Broadway, pop, and little bit of sacred,”
said Anne Gorman, who formed the group
this past spring.
Gorman said her idea to bring people together
to make music had been percolating
for a couple of years. She retired as
Jonathan Alder High School’s vocal music
teacher in 2017 after 18 years with the district,
prior to which she
taught vocal music for
nine years at Hilliard
City Schools. She also

course, COVID made me miss it even more
because we couldn’t get together to do
things like that,” Gorman said.
When COVID-19 vaccines became available
earlier this year, she decided the time
was finally right to form a community choir.
She made the announcement on Facebook,
wondering what interest it would generate.
“I thought, ‘If I get 10 or 12 people, I’ll be
happy.’ The first night, I had 32,” she said.
The first rehearsal took place on April
18. Since then, the group has met every
Tuesday at 7 p.m. at Buckeye Brass &
Winds, the former United Methodist
Church at 202 N. Chillicothe St., Plain City.
The number of participants fluctuates according
to availability. Gorman said she has
had anywhere from 22 to 45 people show up
for practice.
“Everybody is excited to get to sing again
and be together and work on music that
makes them happy... It’s just been really
fun,” she said.
The people showing up to sing run the
gamut, from Gorman’s former students and
students’ parents and
grandparents to retired
teachers, friends of
friends, and other area
residents.
The group made its
performance debut as
part of the entertainment
lineup for Plain
City’s Independence Day
celebration. The full ensemble
performed three patriotic numbers.
A breakout men’s a capella group performed,
as well.
The Community Singers likely will take
a break from rehearsals from mid-September
to mid-October before gearing up again
for what Gorman hopes will be some Christmas/holiday
gigs.
Anyone who is at least 14 years old is
welcome to join the all-volunteer choir. The
ranks currently run from youngsters to
folks in their early 80s.

20 at 7:30 p.m.
The city of London plans to remove five
traffic lights around town. The first step is
a 90-day trial period. The process began on
Aug. 24.
The lights scheduled for removal are at
the following intersections:
• High and Union streets;
• High and Oak streets;
• High Street and Westmoor Drive;
• Main and Second streets; and
• Main and Fourth streets.
The street department is hanging signs
next to the lights at those intersections that
read “Signal under study for removal.” The
signs will remain in place for 90 days during
which activity at those intersections
will be monitored. The data will determine
whether the lights stay or go, said Bill
Long, street superintendent.
During the 90-day period, the lights will
flash yellow on High and Main streets.
They will flash red on Westmoor, Union,
Oak, Second and Fourth. Additionally, the street department is installing
stop signs on those four side streets.
Along with removing some traffic lights, the city plans to replace
all of the city’s other traffic lights with new, brighter and more efficient
LED units. The street department has issued a request for
proposals (RFP) for the purchase of the new lights and is working
on an RFP for the installation work. Long said he hopes to put both
contracts out to bid soon.
Concerns over flooding
Kevin Gaverick, a resident of North Madison Road in London,
addressed city council Aug. 19 about flooding on his property and
nearby properties.
Heavy rains that came through the city earlier this month left
storm water in Gaverick’s basement. He said he had to pump out
six inches of water. This is not the first time the city’s storm sewer
has backed up into Gaverick’s basement.
“It’s getting worse. It’s happening more often,” he said.
“I can tell you this is something that isn’t falling on deaf ears,”
Mayor Patrick Closser told Gaverick. “We have an aging infrastructure.
I would say we’ve spent more money in the past five years
than we did in the 20 years before on storm sewer (repairs and upgrades).”
Closser said city leaders have a couple of ideas on how to address
the flooding issues. One is a quick fix, and the other a more extensive
project, he said.
“People like to call them 100-year floods, but we’re having them
about every year or more. We are looking into this,” he added.
Council member Josh Peters suggested Gaverick consider installing
a backflow preventer valve, a device that prevents storm
water from backing up into the home.
Rex Henry, the city’s safety services director, said he experienced
the same problems when he lived on Westmoor Drive. He installed
a backflow preventer.
“It did help me in my situation,” he said.
Closser noted that city code now requires installation of backflow
preventers in all new houses.
Council business
During the business portion of the Aug. 19 meeting, council:
• approved the collective bargaining agreement with the fire
fighters union;
• approved the appointment of London resident David Mars to
the city’s historic downtown revitalization commission; and
• set a public hearing for an alley vacation request. The alley is
located between 136 McClene Avenue and 140 McClene Avenue.
The hearing will take place at council’s Oct. 7 meeting.
The next regular council meeting is set for 7 p.m. Sept. 2 at city
hall.
The London street department has started the process of removing
five traffic lights around town. The first step is a 90-day trial
period during which lights are set to flash and stop signs on the
side streets are installed.

Dog park upgrades, park benches, EV chargers
By Kristy Zurbrick
Madison Editor
Recent and upcoming improvements in the city of London run
from fun stuff for pooches to installation of personalized benches
and charging stations for electronic vehicles.
Dog Park
The city’s dog park, located at the corner of Elm Street and Keny
Boulevard, now features play equipment for visiting canines.
The new features include two tunnel runs, a jump obstacle, a t-
bar with tug-o-war ropes attached, and a walkup structure with a
ramp on one side, steps on the other, and a shaded landing at the
top. The features are located on the side of the park reserved for
larger dogs.
“It’s a big, nice open field for dogs to run. This just gives them a
little more stuff to play on and enjoy themselves,” said Mayor
Patrick Closser.
The new equipment cost $6,900. City council approved covering
the cost with general fund money. The city eliminated pricey installation
fees by using a combination of volunteers and in-house employees.
Members of the London City Schools administrative team
and street department employees installed the equipment on Aug. 3.
“Anytime we get playground equipment, we do this. It really saves
a lot of money,” said Closser, who also helped with installation.
The city opened the dog park in October 2018. The fenced-in area
provides dog owners with a place to let their dogs run freely. Other
amenities include doggie drinking fountains and a shelter house.
Benches
The city has started a project whereby individuals or groups can
sponsor new benches at Cowling Park.
The benches cost $750 each. The cost includes a personalized
plaque. Sponsors can honor loved ones or recognize local community
organizations on the plaques.
“People are loving these benches,” Closser said, “but I’ve also
heard and seen people saying that they’re so expensive.”
He noted the benches are of high quality and built to last. They
are six feet long, made out of recycled materials, feature cast aluminum
frames, and attach to concrete pads. He emphasized that

the project is not a money-maker for the
city. The benches themselves cost $750; the
city covers the cost of the engraved plaques
and cement pads on which the benches sit.
“We actually lose a little bit (of money)
by doing each one, but it’s a great thing for
our community,” Closser said.
To date, the city has installed four
benches around the Park’s playground
equipment, giving parents places to sit and
watch their children play. A sponsor for a
fifth bench recently contacted the city. As
more sponsors come in, the plan is to continue
to add benches where needed and replace
existing benches.

Electronic Vehicle Charging Stations
The city is one step closer to installing
charging stations for electronic vehicles at
two downtown sites.
On Aug. 19, city council members voted
to set aside $30,000 to purchase three
charging stations. Once the stations are installed,
the Ohio Environmental Protection
Agency (EPA) will reimburse the city for the
expense.
Rees, executive assistant for the city’s administrative
offices, spearheaded the project,
applying for and receiving the EPA grant.
Initially, the grant was going to cover two

BOE certifies Boerger’s petition
By Kristy Zurbrick
Madison Editor
One candidate whose petition was rejected
has won his way onto the Nov. 2 general
election ballot.
Michael Boerger had submitted a petition
to the Madison County Board of Elections
to run for one of the Pike Township
trustee seats up for election.
Upon initial review of Boerger’s petition,
the bipartisan board found issues that invalidated
three of the 27 signees, leaving
Boerger one signee short of the required
number. Trustee candidates must collect at
least 25 valid signatures from registered
voters, along with accurate accompanying
information.
Boerger secured legal counsel to protest
the board’s decision. At the board’s Aug. 23
meeting, Boerger’s legal counsel presented
two notarized affidavits.
One of the affidavits was from an individual
who printed his name on the petition
rather than signing it which meant it didn’t match the signature
the board had on file. The individual confirmed his identity as the
person who printed his name. The other affidavit was from an individual
whose handwriting made his address difficult to read. He
confirmed his address.
The board accepted the two signees as valid and certified Boerger
for the ballot.
Boerger was the only person to file for the Pike Township trustee
race. Two seats are up for election.
Write-in Candidates
The deadline to file as a write-in candidate for the fall election
was 4 p.m. Aug. 23.
The board of elections received three write-in applications prior
to their morning meeting on Aug. 23. They certified all three.
Charles Peters III is a write-in candidate for Deercreek Township
trustee. He and Robert J. Turvy Jr. are running for the two
seats up for election.
John E. Griffith and Joel Daniel Call are write-in candidates for
the Range Township trustee race. They and Dennis K. Marshall are
running for the two seats up for election.
The board received a fourth write-in application after their morning
meeting on Aug. 23 and before the 4 p.m. deadline. They will
meet on Aug. 31 to review David A. Junk’s application to run as a
write-in candidate for the Range Township trustee race.

Health commissioner: Wear a mask indoors
According to the Centers of Disease
Control and Prevention (CDC)
COVID-19 Data Tracker, community
transmission of COVID-19 has
reached the “high” threshold in
Madison County.
In the first three weeks of August,
more than 160 new cases of COVID-
19 have been reported to Madison
County Public Health. This nearly
equals the total number of cases reported
during the months of May,
June and July combined.
In response to the rapid increase
in cases, Madison County Health Commissioner Chris
Cook is asking everyone age 2 and older to wear a mask
when indoors. Cook notes this is neither a mandate nor
a recommendation.
“I’m going to call this what it is. It’s a plea,” Cook said.
He is urging vaccinated and unvaccinated people to
wear masks now while transmission is high.
“Wear a mask indoors at church, schools, indoor
events, meetings, and in the workplace,” he advised.
The CDC’s four-tiered system measures the level of
community transmission in each county in the country
based on population. “Low” transmission for Madison
County is considered to be no more than five cases per
week. “Moderate” transmission is considered to be between
five and 21 cases per week, while “substantial”
transmission is 22 to 45 cases per week. “High” transmission
is more than 45 cases per week. During the last
week, 59 new cases have been reported in Madison
The 100th Phillips family reunion was held Aug. 1 at
the home of Tim and Dorothy Phillips Amling, four
miles east of London. The Amlings have hosted the reunion
for 23 or 24 years.
The reunion was canceled in 2020 due to the COVID-
19 pandemic. That would have marked the 100th consecutive
year.
The reunion was started the first Sunday of August
around town
County.
Cook cites the sudden surge in
cases and the unique aggressiveness
of the delta variant as the reasons
why even vaccinated people should
be wearing a mask right now.
“Our COVID-19 vaccines do an
amazing job at preventing severe illness,
but they do not stop all transmission
of the virus,” he reported.
Compared to early variations of
the virus, the delta variant multiplies
much more quickly.
“The delta variant turns your
body into a high-speed photocopier. It’s overwhelming
what it can do in a short amount of time,” Cook noted.
Unvaccinated people have a high risk of getting very
sick and ending up in the hospital while vaccinated people
have a very low risk.
“The pandemic is not over. When we have this much
transmission of a new variant, everyone needs to do
their part and wear a mask,” Cook said.
The COVID-19 delta variant is currently the predominant
strain in Ohio. Experts estimate that the
delta variant is 50 percent more contagious than the
alpha variant, which is itself 50 percent more contagious
than the original virus that started the pandemic.
Until vaccine becomes available to all ages, Cook
said the need to protect those who cannot yet get a vaccine
has never been greater.
“We have a vastly more contagious variant of the
virus, and those under 12 cannot get vaccinated yet.
Phillips family holds100th reunion
1920 at the farm house of William (Billy) Phillips in
Pickaway County.
Forty-two family members attended this year’s celebration.
At 1 p.m., everyone enjoyed a delicious meal.
The rest of the afternoon was spent in fellowship, while
the youth enjoyed swimming, fishing, tennis and paddle
boating.
Masks are key right now,” he said.
When worn correctly and consistently, masks work to keep
droplets carrying the virus contained behind the mask. They also
help keep airborne droplets from being inhaled. Masks work best
when everyone wears them, according to Cook.
“Masks are for now, not forever,” he said. “We need to recognize
what is going on around us, act like a community, and make respectful
choices.”

Honoring vaccination work
Health department named
parade grand marshal
By Kristy Zurbrick
Madison Editor
Traditionally, the West Jefferson Community Association
selects an individual as grand marshal of the annual
Ox Roast parade. This year, they broke with
tradition and selected an entire organization.
On Sept. 4, representatives of Madison County Public
Health (MCPH) will lead the parade through West
Jefferson. The association is shining the spotlight on
the health department for the work
they have done throughout the
COVID-19 pandemic, especially with
the drive-through vaccine clinics held
earlier this year.
Patty Blake, an association trustee
and a registered nurse, volunteered at
the vaccine clinics which took place
February through May at the Molly
Caren Agricultural Center outside of
London. That experience and her respect
for the way the clinics were run
led Blake to nominate MCPH for parade grand marshal.
“It was one of the most rewarding things I’ve done
as a nurse, and I’ve been a nurse for over 40 years,” said
Blake, a West Jefferson resident who works at the Ohio
State Wexner Medical Center. “The public was so grateful
and happy; some cried out of joy when they got the
vaccine. They’d roll down their windows as they drove
through and say ‘thanks’ to every single one of us working
the clinics.”
The health department held 34 drive-through clinics
at the Molly Caren Center over the four-month span,
administering nearly 20,000 individual vaccinations.
Blake said she was impressed with how smoothly the
clinics ran and how dedicated the staff was to the job
“I have the ultimate respect
for everyone who
worked out there. They did
a stellar job.”
–Patty Blake, West Jefferson
Community Association
trustee, about Madison
County Public Health’s drivethrough
vaccination clinics
with which they were tasked.
“They were out here sometimes in horrific weather—
cold, blustery, sometimes snowing. They worked after
hours and every Saturday for months,” she said. “I have
the ultimate respect for everyone who worked out there.
They did a stellar job.”
Chris Cook, Madison County health commissioner,
said he and the MCPH staff appreciate the association’s
recognition.
“We don’t do these things for accolades. We typically
sit way under the radar on a non-pandemic day,” he
said. “For (the association) to recognize not only what
we’ve done for the community as a whole but also
specifically for West Jefferson, we are flattered.”
For each three- or four-hour clinic,
a team of approximately 45 health department
employees and volunteers
also put in additional hours doing prep
work, cleanup and data entry. Cook
said the volunteers were invaluable to
the process.
At the clinics’ peak, the team was
administering 350 vaccinations per
hour. One Saturday, they administered
1,100 shots in three hours.
“Anytime we’re asked to do something,
we are going to answer the call,” Cook said,
adding that another call likely will come soon in the
form of administering third doses of the vaccine. The
health department is already administering third doses
to individuals who are immunocompromised.

Queen bids farewell after two years
Hello, ladies and gentlemen.
My name is Madison Myers, and I am
the 2019-2020 West Jefferson Ox Roast
Queen.
I want to start off by saying how grateful
I am to have represented not only the Ox
Roast festival but the community of West
Jefferson. Holding this title has given me
the opportunity to travel all across the state
of Ohio making memories that will last a
life time and becoming the young woman I
am today.
As a little girl, I always dreamed of becoming
a princess. I remember being in
complete awe as festival queens drove past
in local parades. Never in my wildest
Bike ride hits 30th year
The 30th annual Ox Roast Bicycle Tour is
back for 2021. Due to popular demand, a
third route has been added to accommodate
century riders (100 miles). The Friends of
Madison County Parks and Trails will sponsor
the ride in cooperation with the West Jefferson
Community Association on Sept. 6.
The Ox Roast Bicycle Tour was first organized
in 1990 by Jared Miller as an Eagle
Scout project. The Miller family continued
to run the tour for 16 years, and it has
grown into one of the most popular and
well-organized tours in Ohio.
The tour now consists of three route options:
33 miles, 66 miles and 100 miles. All
routes kick off between 6:30 and 9 a.m. near
Garrette Park on Frey Avenue/Cemetery
Road in West Jefferson. The routes wind
through Madison County and extreme western
Franklin County and feature flat to gently
rolling terrain.
All Ox Roast Bicycle Tour routes start
near the tour check-in table at the south
end of the festival near the community
building in Garrette Park. They then follow
their respective route colors. All routes end
at this same point where riders can leave
their bikes at the free bike corral while they
enjoy the festival. All participants receive a
voucher for a free Ox Roast sandwich (an $8
value), included with the tour registration.
Bikes will be guarded until 4 p.m.
The registration fee includes detailed
tour maps, identification wrist band (which
must be displayed at all times), support
services, food stops, and an FMCPT membership
through 2021. Food items provided
at rest stops include waffles, peanut butter,
granola bars, fresh fruit, water and sports
drinks. All registrants receive access to a
rider-only discount for official tour t-shirts.
Early registration is $45. The cost increases
to $60 after 8 p.m. Aug. 30.
Visit www.fmcpt.com for details.
dreams did I imagine I’d be holding the title
of queen today. My younger self also could
not have imagined the amount of responsibility
that comes with wearing beautiful
gowns and crowns.
My actions have served not only as a reflection
on myself but also on the Ox Roast
festival and the West Jefferson community.
For the past two years, little girls have
looked up to me as I rode past in their local
parades. Each responsibility has held me to
a higher level of integrity. Being a role
model to girls in our county and across the
state has been the most rewarding part of
this entire experience.
I want to give a big thank-you to Jeff
Pfeil and the West Jefferson Community
Association for putting on such an amazing
festival and allowing me the opportunity to
hold this title. I also want to thank Donna
Warner for providing me with everything I
could ever need for the last two years on the
court.
The deadline to enter is Sept. 5. Entry
forms are available at: Flyer’s Pizza, 121 W.
Main St., West Jefferson; West Jefferson
Hardware, 228 E. Main St., West Jefferson;
www.westjeffoxroast.org; or by calling or
texting Donna Warner at (614) 580-7031.
Cornhole Tournaments—West Jefferson
Veterans of Foreign Wars Post 7005 is organizing
cornhole tournaments from 4 to 9
p.m. Sept. 4-5. The cost to enter is $20 per
two-person team.
Kiddie Tractor Pull—3:30 p.m. Sept. 5 in
the sandwich serving area behind the
Mike’s Trucking Stage.
Parade
The West Jefferson Ox Roast parade will
take place on Sept. 4.
The parade will line up at 11 a.m. and
step off at noon. This year’s theme is “The
Roaring ‘20s.” Anyone who wants to participate
is asked to fill out a parade form,
which can be found online at westjeffoxroast.org.
