New home consents across<br />

district is the highest in NZ<br />

SELWYN HAS the highest rate of<br />

new houses consented for any region<br />

in the country.<br />

The figures, from Stats NZ, come<br />

as seeds of resistance to skyrocketing<br />

residential development take hold in<br />

the district.<br />

The district council issued new<br />

house consents at three-and-a-half<br />

times the rate of the rest of the country<br />

over the past year.<br />

The number of new homes consented<br />

in the year ended July <strong>2021</strong><br />

in <strong>Selwyn</strong> reached a rate of 26.1 new<br />

dwellings per 1000 people.<br />

The national average is 8.8 residential<br />

dwellings consented per 1000<br />

people, which is a 16 per cent increase<br />

from the year ended July 2020.<br />

In Auckland, the rate was 9.1, and in<br />

Christchurch it was 7.9 new homes<br />

consented per 1000 people.<br />

In terms of the total number of<br />

new houses only Auckland and<br />

Christchurch received more consent<br />

applications over the past 12 months<br />

to June <strong>2021</strong>.<br />

Residents have come out mostly in<br />

opposition to the 2000-home Lincoln<br />

South zone change application.<br />

At the same time, plans to rezone<br />

two former plantation forestry<br />

blocks on Dunns Crossing Road and<br />

allow for up to 2100 residential lots at<br />

Rolleston, has proved controversial.<br />

Joy rides, thefts and cars trashed<br />

PREBBLETON residents are on<br />

high alert after thieves stole and<br />

broke into vehicles last week.<br />

One car was stolen and<br />

crashed on a joy ride, another<br />

had its window carefully cut out<br />

and $1400 of tools removed.<br />

“How do you prevent someone<br />

doing it in the middle of the<br />

night with no-one around to<br />

really stop them?,” resident Craig<br />

Symon said.<br />

He found his teenage son’s car<br />

crashed near a creek on Raineys<br />

Rd, between Prebbleton and<br />

Lincoln, on Tuesday morning<br />

last week.<br />

The Mazda Demio had gone<br />

missing overnight, from where it<br />

was parked on the street outside<br />

their home at the corner of<br />

Conductors Rd and Coachmans<br />

Rd. It seemed the thieves had<br />

taken it for a joy ride.<br />

“You could see all the skid<br />

marks on the gravel road, they<br />

have lost control and gone down<br />

the bank,” Symon said.<br />

Symon had found the car<br />

about 9.30am after another<br />

resident alerted him to its<br />

whereabouts on the Prebbleton<br />

community Facebook page.<br />

Residents commented on<br />

two other incidents from the<br />

same night on the page. One<br />

reported her car’s window<br />

was smashed and the<br />

ignition barrel broken.<br />

the thread. Two possible<br />

offenders, who appear to<br />

be young people wearing<br />

hoodies, walking on the<br />

street, were captured by<br />

CCTV.<br />

The following night, apprentice<br />

builder Mason Westwood had<br />

on Charles St broken into. It had<br />

its rear window removed<br />

after the rubber seal was<br />

cut, and about $1400 of<br />

power tools were stolen.<br />

Westwood said the<br />

theft followed another<br />

incident just a month ago.<br />

On that occasion, he had<br />

another vehicle parked<br />

in the same spot, on the<br />

street outside his home. It<br />

had its window smashed and the<br />

ignition barrel broken.<br />

Westwood said he had been<br />

in the process of changing<br />

insurance companies, so the<br />

tools taken in this latest incident<br />

were not covered.<br />

“You spend so much of<br />

your time working really<br />

hard for your money, and you<br />

have to spend a lot of your<br />

money on tools and equipment.<br />

It’s a real low blow when<br />

someone can just seemingly<br />

break into your vehicle so<br />

easily and nick off with it all,”<br />

Westwood said.<br />

Westwood said he did not<br />

know if the theft was related to<br />

the car break-ins the previous<br />

evening. But he did not believe<br />

it was young people doing it<br />

for thrills, rather someone was<br />

targeting valuable items so they<br />

could sell them.<br />

He often needed to park his<br />

car on the street as his driveway<br />

was short with the garage close<br />

to the kerb. From now on, he<br />

would have to remove all his<br />

tools from his vehicle every<br />

evening, in order to keep them<br />

safe, he said.<br />

Senior Sergeant Dean Harker<br />

said Prebbleton was not being<br />

targeted by car thieves.<br />

“However, if thieves find a<br />

location where property is inside<br />

vehicles they probably try to get<br />

into other vehicles in the area,”<br />

Harker said.<br />

Police were still investigating<br />

and making further inquiries<br />

regarding youths suspected of<br />

carrying out a large number of<br />

recent vehicle crimes.<br />

The <strong>Selwyn</strong> <strong>Times</strong> reported<br />

last month about a series of<br />

car thefts in <strong>Selwyn</strong>, some of<br />

which were used to ram parked<br />

vehicles.<br />

“What residents can do is look<br />

at their own security, for example,<br />

cameras and alarms on vehicles,”<br />

Harker said.<br />

The big blow: Residents talk<br />

HORORATA residents woke<br />

to the sound of “horrendous”<br />

and “fierce” winds flattening<br />

trees, power poles and ripping<br />

iron off roofs early Friday<br />

morning.<br />

The storm was followed by<br />

another one overnight Sunday,<br />

which wreaked additional<br />

damage.<br />

Residents were forced to<br />

listen to the roaring sound in<br />

the darkness as the power went<br />

out and was not restored to<br />

the village centre until about<br />

10.30am Friday.<br />

the town sawmill were toppled,<br />

while others alongside roads<br />

came down on power lines.<br />

Hawkins Rd ran outside to<br />

secure his home’s roof when he<br />

heard it flapping up and down at<br />

about 5am.<br />

“It was a really fierce wind.<br />

You could hear heaps of stuff<br />

falling over crashing, stuff being<br />

blown over,” he said.<br />

He could see the iron lifting<br />

from a front corner. A verandah<br />

post underneath had fallen and<br />

the nearby security camera had<br />

fallen and smashed onto the<br />

ground.<br />

Going to his nearby garage to<br />

get a ratchet strap so he could<br />

secure the roof, Adkins found<br />

the wind had broken the garage<br />

door locks and blown the doors<br />

inwards. They were up against<br />

cars inside, so he could not open<br />

them.<br />

He instead jumped through a<br />

nearby open space at the side of<br />

the garage to get the strap.<br />

Adkins said his partner<br />

Heaven Davison held the ladder<br />

as he climbed up and secured the<br />

iron. He reinstalled the verandah<br />

post.<br />

He described the event as “a<br />

bit of a nightmare,” made worse<br />

by the noise of the wind in the<br />

darkness as it was hard to see<br />

what was happening.<br />

Once it was daylight he was<br />

in clean-up mode, picking<br />

up corrugated roofing which<br />

had blown into his yard from<br />

another property. At the same<br />

time, he heard stories from<br />

neighbours about their fences<br />

being blown over.<br />

his yard which had blown in<br />

from somewhere as well.<br />

big wind (in 2013), when I lost<br />

“They fell on my chicken<br />

run, but the chickens are fine,”<br />

Broughton said.<br />

She said Sunday night’s<br />

windstorm was not as bad in<br />

the area, however, it had been<br />

accompanied by an “amazing”<br />

thunderstorm.<br />

night’s event. He lost half of<br />

his open wood shed, while he<br />

knew of other residents who<br />

had had fences blown over.<br />

Sheffield are grateful firefighters<br />

saved their homes in roaring<br />

winds on Friday.<br />

Flames threatened six homes<br />

on Searles Rd after a tree crashing<br />

onto power lines most likely<br />

sparked the blaze.<br />

to an “almighty bang” as<br />

the tree fell.<br />

of the Sheffield Volunteer<br />

Fire Brigade and<br />

within two minutes his<br />

pager went. The couple<br />

realised they could smell smoke.<br />

They looked out the window<br />

to see flames about 400m away<br />

in trees, overgrown grass and<br />

broom.<br />

“It looked pretty massive,<br />

especially at five o’clock in the<br />

morning when you can’t really<br />

see,” Bronwyn said.<br />

Patrick raced to the station,<br />

while Bronwyn sheltered in<br />

the home with their frightened<br />

teenagers.<br />

Bronwyn said she was grateful<br />

for the firefighters saving the<br />

day, keeping the fire about 400m<br />

away. She also felt lucky that the<br />

“We are very grateful that we<br />

still have our house,” she said.<br />

Chief Neville Croy said the fire<br />

was in about 60 sq m of scrub<br />

and grass.<br />

The brigade was assisted<br />

by units from Darfield,<br />

Springfield and Kirwee.<br />

Croy said it took longer<br />

than usual to reach the<br />

scene.<br />

“There were trees down<br />

everywhere with the winds,<br />

so we had to be careful getting<br />

there,” Croy said.<br />

Croy said the winds were blowing<br />

in excess of 100km/h. They<br />

were comparable to those of the<br />

big wind of 2013, but felt more<br />

gusty.<br />

“It’s as strong as I have felt,” he<br />

said.<br />

Springfield Volunteer Fire Brigade<br />

the winds were on a par with<br />

2013. Then damaging winds on<br />

Sunday followed Friday’s event.<br />

The brigade was called to a<br />

blaze about 5pm on Sunday, west<br />

of Springfield, which the wind<br />

had whipped up in trees and tree<br />

stumps.<br />

declined to be identified, was<br />

irritated by the ongoing use of<br />

Kettlewell Drive as a dumping<br />

ground.<br />

“It happens all the time,” she<br />

said.<br />

“It was four nights in a row the<br />

people dumped rubbish.”<br />

She said this was an increase<br />

on the usual average of about<br />

once per week, which she would<br />

observe while walking the dog in<br />

Sergeant Dean Harker said the<br />

He said police provided “a lot of<br />

education” to the motorists on<br />

the need to obey stop signs. It<br />

follows police apprehending 36<br />

drivers in one hour on a Sunday<br />

afternoon one month earlier at<br />

to the offending, after a number<br />

Processing times under<br />

pressure due to numbers<br />

Since March <strong>2021</strong> the district<br />

council’s consent team has been<br />

processing between <strong>15</strong>0 and<br />

250 building consents a month,<br />

reaching over 300 in July this<br />

year.<br />

Last year the district council<br />

averaged <strong>15</strong>49 building inspections<br />

per month,<br />

whereas this year the<br />

average has been 1938<br />

– an increase of over 20<br />

per cent.<br />

The record number<br />

of building consent<br />

applications the district<br />

council has been receiving<br />

this year, together<br />

with the national shortage<br />

of trained building<br />

control officers, has put pressure<br />

on processing times.<br />

However, the district council<br />

has put a number of proactive<br />

measures in place which<br />

have seen the average consent<br />

processing time falling from an<br />

average of 34 working days in<br />

July down to 29 days in August.<br />

Environmental and regulatory<br />

services group manager Tim<br />

Harris said a range of district<br />

council initiatives were helping<br />

to ease the situation.<br />

These included an industry<br />

partnership programme fostering<br />

fast-tracking parts of the<br />

consent process, hiring additional<br />

staff, working proactively<br />

with the industry to manage<br />

emerging issues such as supply<br />

chain product delays.<br />

“The whole country is facing<br />

challenges and, being the fastest<br />

growing place per head of<br />

population, we’ve seen<br />

the positives and negatives,”<br />

Harris said.<br />

“It’s heartening<br />

though to see that<br />

along with the number<br />

of new consent applications<br />

easing, what<br />

we’re doing is working<br />

to shorten processing<br />

times. If we keep<br />

working together and<br />

proactively as we have done,<br />

this shows we can manage those<br />

challenges.”<br />

THE MINISTRY of Education<br />

says extending the Lincoln South<br />

development to add more homes<br />

could force it to acquire land for<br />

a new primary school.<br />

The ministry has raised concerns<br />

about land owners piggybacking<br />

on the controversial<br />

Carter Group development to<br />

add another 17ha.<br />

If the land, in eight lots on<br />

Allendale Lane, was rezoned to<br />

residential, it could potentially<br />

add up to 186 additional homes<br />

to the already 2000 proposed for<br />

Lincoln South.<br />

The Lincoln South proposal<br />

is opposed by the majority of<br />

Lincoln residents.<br />

The next steps for the district<br />

council is to determine if any<br />

further information is required<br />

in response to matters raised in<br />

submissions, and to schedule a<br />

hearing.<br />

Seventy-four per cent of points<br />

made by submitters in the<br />

district council’s recent submission<br />

process on Carter Group’s<br />

plan change application were in<br />

outright opposition to the zone<br />

change.<br />

Manmeet Singh was among a<br />

minority of residents supporting<br />

the proposal. Just eight per cent<br />

of submission points were either<br />

supporting or supporting in<br />

part.<br />

The submission followed an<br />

earlier submission from Singh on<br />

the <strong>Selwyn</strong> District Plan, seeking<br />

rezoning of the 17ha to allow for<br />

residential development.<br />

Singh owned one of the lots<br />

and was in the process of consulting<br />

with neighbours.<br />

He said a Lincoln South<br />

proposal to put a roading link<br />

through one of the Allendale lots<br />

would provide alternative road<br />

access options for the Allendale<br />

Lane residential development.<br />

Currently the only access was<br />

via Allendale Lane, to Southfield<br />

Drive. This was a 10m-wide<br />

sealed right of way.<br />

“This could be widened if an<br />

adjoining residential property<br />

was purchased for this purpose,”<br />

Singh said.<br />

unable to respond by <strong>Selwyn</strong><br />

<strong>Times</strong>’ deadline on whether it<br />

would support the purchasing of<br />

adjoining residential property in<br />

order to make the access wider.<br />

The Ministry of Education<br />

made a further submission to<br />

the district council, on Singh’s<br />

submission, in the further submission<br />

process, which closed on<br />

Wednesday last week.<br />

Ministry consultant Hugh<br />

Loughnan said if the eight<br />

parcels of land were included,<br />

the ministry would need to<br />

review its education networks in<br />

Lincoln, particularly for year 1 to<br />

8 pupils.<br />

“This will likely include changes<br />

to enrolment scheme home<br />

zone boundaries to manage<br />

demand across schools and potentially<br />

the acquisition of land<br />

for the construction of additional<br />

education facilities in the south<br />

part of Lincoln,” Loughnan said.<br />

The ministry’s further submission<br />

was that Singh and fellow<br />

landowners lodge a separate general<br />

private plan change application,<br />

unless specific provision was<br />

given to the ministry to assess the<br />

effect of each land parcel being<br />

included in the plan change.<br />

The next steps will be to determine<br />

if any further information<br />

is required in response to the<br />

matters raised in submissions,<br />

and to schedule a hearing.<br />

conquer Mt Everest<br />

or strive towards farm<br />

ownership. He chose<br />

the latter. The 66-yearold<br />

from Glenroy talks<br />

Tell me about your mountain<br />

climbing years<br />

When I was at Darfield High<br />

School I became very interested<br />

in mountaineering from the age<br />

of 14. I would get my pack, load<br />

it up with my climbing gear,<br />

two or three changes of clothes,<br />

a little bit of food. I didn’t have<br />

much money, I would hitch<br />

down from our family farm<br />

at Hororata to Mt Cook. You<br />

wouldn’t let your kids do it<br />

today. I would just find my own<br />

way, then I would team up with<br />

my friends when I got down<br />

there. My father used to take me<br />

shooting and to do a little bit<br />

of tramping. I was keen to do<br />

mountaineering because I liked<br />

the snow and the ice. I climbed<br />

until I was 16 and then I got into<br />

working on farms. I wanted to<br />

concentrate on that.<br />

What mountains did you<br />

climb?<br />

I climbed the 10,000 footers in<br />

the Mt Cook area. I climbed the<br />

Minarets twin peaks, Mt Elie de<br />

Beaumont and Malte Brun, they<br />

are over 10,000 feet. I went over<br />

the cheval ridge on Malte Brun,<br />

that is a famous part of climbing<br />

in Mt Cook National Park. The<br />

rock ridge comes to a point, and<br />

you just sit on your bum and<br />

have a leg each side. It looks like<br />

it’s a 3000 or 4000 foot drop<br />

below you.<br />

Who did you go climbing<br />

with?<br />

My friend David Waghorn,<br />

also from Darfield High School.<br />

He was in the year above me and<br />

we were both in the first XV. He<br />

and I were interested in climbing<br />

and then we got to know other<br />

climbers, Fraser Ford and Kevin<br />

Carroll. They both died in<br />

climbing accidents.<br />

How terrible to lose your<br />

friends at such a young age.<br />

What happened?<br />

Fraser Ford, he was 17. He was<br />

incredibly unlucky. He died on<br />

Mt Cook, a big rock hit him near<br />

the top of Summit Rocks and he<br />

was killed. I was <strong>15</strong> at the time.<br />

I had come back up here to help<br />

cart hay and do a few things and<br />

then Fraser died.<br />

Kevin used to come up to the<br />

farm and stay on the weekends<br />

occasionally. He was about two<br />

or three years older than me.<br />

When he was 21 he died on Mt<br />

Fitz Roy in Patagonia, South<br />

America. They call it the needle<br />

in the sky. Kevin was one of<br />

two Kiwis who set out from the<br />

glacier with two Americans, after<br />

four days they hadn’t reached the<br />

top. Kevin was 21, so it’s going<br />

back a long time. Kevin and one<br />

of the Americans kept going, the<br />

other two went back down to<br />

camp.<br />

Kevin and the American were<br />

last seen alive just below the<br />

summit disappearing into the<br />

cloud, the weather changed very<br />

quickly. They never came back<br />

to camp so after a couple of days<br />

the other guys went back. They<br />

found Kevin and his friend both<br />

dead on the glacier wrapped<br />

up in climbing ropes. They had<br />

fallen a long way, spinning and<br />

the rope winding them up. They<br />

could only take one body back<br />

down to the camp at a time, and<br />

they put Kevin in a crevasse so<br />

the condors wouldn’t eat him.<br />

When they went back to get<br />

Kevin the crevasse had closed up<br />

they couldn’t get him out.<br />

climbing or working the land<br />

In later years I lost another<br />

former climbing friend, Paul<br />

Skaife. Paul was a really good<br />

guy, he became a mountain guide<br />

based down in Wanaka. He had<br />

climbed Mt Cook 37 times when<br />

in 2004 he was taking a climb<br />

up the east face of the Tasman.<br />

This freak avalanche came down<br />

the east face and killed Paul and<br />

three other guys. I mean, that is<br />

just how unlucky you can be.<br />

Did you ever have any close<br />

calls yourself?<br />

When I was <strong>15</strong>, another<br />

climber Murray Cullen and<br />

myself went from Mt Cook<br />

village to the Empress Hut. It<br />

was one of the highest huts, it’s a<br />

long way, about 22km. We went<br />

up and back in a day, climbing<br />

about 6000 vertical feet. I was<br />

nearly killed that day. We were<br />

dropping down a moraine wall<br />

onto the Hooker Glacier. The<br />

whole moraine wall crumbled<br />

around me, huge boulders about<br />

1m x 1m. But it only went for a<br />

few seconds otherwise I would<br />

have been buried. Climbing was<br />

really dangerous. I had two or<br />

three really close calls. If I had<br />

kept going I would have died.<br />

Is that why you gave up<br />

mountain climbing?<br />

No, I set my sights on getting<br />

a farm. My goal was to really<br />

either climb Mt Everest or own<br />

a few farms, there’s no money in<br />

climbing so I gave up.<br />

So you focused all that energy<br />

you had for climbing into<br />

farming instead?<br />

Yes. I left school when I was<br />

17, I had a brain but I didn’t<br />

use it academically. I was born<br />

a practical person. When I left<br />

school I worked as a labourer<br />

for Downers in the Lake<br />

Coleridge tunnel, and lived in<br />

the construction camp there.<br />

Then I worked on a farm in Te<br />

Pirita. About 18 months later I<br />

went back to the family farm. I<br />

worked there and did a little bit<br />

of casual work as well. I didn’t<br />

really have much money, but<br />

my parents sold me their farm,<br />

480 acres. I was 23, pretty young<br />

really. I borrowed quite a lot of<br />

money. My parents then went to<br />

the Marlborough Sounds, they<br />

were one of the early mussel<br />

farmers there. My wife Leigh and<br />

I got married and we carried on<br />

farming.<br />

That was a leap of faith to<br />

borrow most of the money to<br />

buy the farm?<br />

My father thought I would go<br />

bankrupt, but I didn’t. Because<br />

in his eyes I borrowed too much<br />

money. But the way I saw it, I had<br />

nothing, so I had nothing to lose.<br />

How did your farming<br />

operation grow from there?<br />

I bought more land<br />

neighbouring the farm. I<br />

bought 250 acres in 1988. This<br />

is interesting – when I was<br />

younger I always wanted to own<br />

a 300D Mercedes-Benz and they<br />

cost $<strong>15</strong>0,000. I borrowed the<br />

money and I bought 250 acres<br />

for $100,000. Today that land<br />

is worth 12 or 13 of those cars.<br />

That shows you that land is a<br />

better investment than a car. The<br />

land would be worth about $2.5<br />

million today. You have to pay<br />

the interest, but land is a good<br />

investment.<br />

Then in 1998 I bought another<br />

230 acres across the Hororata<br />

river. I paid just under $300,000.<br />

Then in 2001, I purchased 700<br />

acres on Rockwood Rd called<br />

Shelterdale. I used to do a bit of<br />

contract hay baling and I had<br />

come to Shelterdale doing baling<br />

occasionally. I could see it was<br />

a really good place. I thought<br />

if it ever came on the market I<br />

would try and buy it, I was lucky<br />

enough to get it. We are still here<br />

on that same farm today. From<br />

there we purchased more land.<br />

Did you build a new home at<br />

Shelterdale?<br />

Yes, it had an old house. We<br />

were going to do it up, but we<br />

knocked it down and built a new<br />

house - a wise move because the<br />

price of building in 20 years it’s<br />

probably three or four times what<br />

it was.<br />

clients.” In addition, Claire has had a rural and<br />

agriculture base for most of her career, dealing<br />

with mixed cropping, dairy, sheep and beef<br />

farms, and general business.<br />

Maddy Hutchinson has also joined the team,<br />

having graduated from Lincoln University. She<br />

specialises in the agribusiness side and has a<br />

strong farming background with her family<br />

living and farming in Canterbury. Maddy says,<br />

“Having grown up and worked on sheep,<br />

beef, deer and dairy farms, it provides me with<br />

more in-depth knowledge to understand and<br />

connect with clients and their businesses. I am<br />

very excited to be part of the Lays team and<br />

look forward to building relationships with<br />

future clients.”<br />

Do you still farm the<br />

property?<br />

I’m semi-retired. We sold the<br />

main part of Shelterdale to our<br />

oldest son Fraser (40), he’s leasing<br />

the balance of the land. So I<br />

started out as a boy and now I’m<br />

just a boy again. We also sold a<br />

nearby farm to our second oldest<br />

son Dougal (37). He converted it<br />

and milks 1300 cows. Our other<br />

son Angus (34) is a geologist at<br />

the Red Dog Mine, in Alaska.<br />

So you have gone from<br />

buying the modest family<br />

property to a bit of a family<br />

farming empire?<br />

Sort of, yes. I sold the original<br />

family farm when I bought<br />

Shelterdale. The total area<br />

farmed by the family is about<br />

3700 acres, on four different<br />

properties between Hororata and<br />

Windwhistle.<br />

Will you retire off Shelterdale<br />

one day?<br />

We possibly will, but the<br />

grandkids are just down the road,<br />

Dougal’s and Fraser’s kids. If we<br />

moved away, we wouldn’t see the<br />

grandkids as much.<br />

So I guess you have more than<br />

met your teenage goal?<br />

Yes. Mountain climbers have<br />

goals, they have to get to the top.<br />

Every year we have a Lincoln<br />

Uni class come up here. I say to<br />

them – in our life you must have<br />

goals, if you have no goals you<br />

will go nowhere. Even if a goal<br />

seems unrealistic, you will be<br />

surprised how far you get along<br />

to achieving it.<br />

Games on November 6, but need<br />

to see a change to Covid alert<br />

only a little since New<br />

Zealand’s current Covid<br />

outbreak took hold.<br />

“We are still selling<br />

tickets, people are still<br />

committing to the event<br />

which encourages us to<br />

keep going,” Driscoll said.<br />

“It is challenging planning<br />

events under the Covid cloud,”<br />

Driscoll added.<br />

A change to alert level 1,<br />

at least in the South Island,<br />

would be required for the 11th<br />

consecutive annual highland<br />

games. However, as some judges<br />

and competitors were booked<br />

to come from the North Island,<br />

ideally any such level change<br />

would be country-wide, Driscoll<br />

said.<br />

Pre-sale and 40 per cent of<br />

early bird tickets had already<br />

sold. At the same time, there had<br />

been many applications from<br />

potential stall holders wanting<br />

to book sites, and organisers had<br />

had to turn 40 per cent away.<br />

“This is a fabulous position to<br />

be in as we can select the best<br />

stalls for our event. We have 130<br />

stalls lined up,” Driscoll said.<br />

While international heavy<br />

competitors could not attend<br />

once again this year, there would<br />

be a top field of New Zealand<br />

athletes, competing in four<br />

categories.<br />

Combat Challenge and<br />

welcoming back international<br />

Celtic singer songwriter<br />

Steve McDonald.<br />

“So all the early indicators<br />

are pointing to another<br />

great Hororata Highland<br />

Games,” Driscoll said.<br />

The games are one of two signature<br />

events held by the trust,<br />

the other is Hororata Glow Festival,<br />

held in May. It has taken<br />

over the running of a smaller<br />

event for the first time this year,<br />

that being the annual Hororata<br />

Mechanical Swap Meet, planned<br />

for <strong>September</strong> 25.<br />

Driscoll said the trust would<br />

make a decision this week on<br />

whether the swap meet would<br />

go ahead, as level 1, at least in<br />

the South Island, would also be<br />

required for this event.<br />

Meanwhile, the trust has<br />

taken on a new trustee.<br />

become one of the group’s six<br />

trustees.<br />

Thwaites is already an active<br />

member of organisations including<br />

Club, Mt Olympus Ski Club, Go<br />

Hororata and is a member of the<br />

Hororata Primary School board<br />

of trustees.<br />

He said he was excited to have<br />

joined.<br />

“Knowing the positive impact<br />

the trust has on our community,<br />

I felt it was worth making the<br />

time,” he said.<br />

welcomed having Thwaites’<br />

“passion and vision” around the<br />

table.<br />

“Chris is a motivator; he gets<br />

people involved in the community<br />

and leads by example by<br />

rolling up his sleeves.”<br />

Lang said a big focus for the<br />

trust in the challenging Covid<br />

environment of the past 18<br />

months had been the community’s<br />

well being.<br />

One of the main ways of doing<br />

this was by providing resources<br />

to volunteers of other community<br />

groups.<br />

Currently the trust was developing<br />

a digital community hub<br />

to give people access to a range<br />

of digital tools to help them<br />

with their volunteer roles. It was<br />

currently seeking funding to<br />

develop the project.<br />

their memories of White House<br />

as the former restaurant has<br />

been sitting on the market for<br />

almost one year.<br />

a private home, attracted many<br />

nostalgic comments from people<br />

when posted on the public<br />

the State Highway One restaurant<br />

at Dunsandel for scones<br />

with jam and cream, and of<br />

previous owners going back to<br />

the 1950s.<br />

“I used to take my nana there<br />

for Devonshire teas,” said one<br />

woman.<br />

Another said her first job was<br />

a waitress at the restaurant in<br />

1956 when Harrison’s owned it.<br />

“Hot chips from there to keep<br />

us warm while we watched<br />

(Darfield v Dunsandel) at<br />

rugby,” said another.<br />

Some commenters bemoaned<br />

the fact it was no longer a commercial<br />

premises.<br />

“In these days of fast cars,<br />

it’s just in the wrong place for a<br />

cafe,” said one man.<br />

“It hung in there for years<br />

when others of the same ilk<br />

failed,” said another.<br />

The owner, emailed through<br />

Trade Me where the home has<br />

been listed for private sale since<br />

October last year, did not wish to<br />

talk to the <strong>Selwyn</strong> <strong>Times</strong>.<br />

Ray White had the building<br />

listed for six weeks in<br />

2017, seeking offers more than<br />

$595,000, but it did not sell.<br />

It was listed as having three<br />

bedrooms, industrial kitchen,<br />

bar areas and open plan restaurant/cafe<br />

area, large gardens<br />

filled with mature trees. There<br />

was a spacious two-bedroom<br />

cottage on site, as well as sheds.<br />

The same vendor listed the<br />

building privately on Trade<br />

Me in October last year, where<br />

it remains for sale, calling for<br />

offers over $650,000.<br />

Fresh snow welcomed skiers back to the district’s<br />

skifields on the first day of level 2 on Wednesday last<br />

week. It was a glorious day with the sun shining, before<br />

strong winds ramped up later in the week. Skifields<br />

<strong>Selwyn</strong> leads the country<br />

for new house growth<br />

<strong>Selwyn</strong> has the highest rate of new houses consented for any region in the country, new figures<br />

confirm.<br />

Figures from Statistics New Zealand show <strong>Selwyn</strong> issued new house consents at three and half<br />

times the rate of the rest of Aotearoa over the past year.<br />

In the year to July <strong>2021</strong> <strong>Selwyn</strong> reached a staggering rate of 26.1 new homes consented per 1000<br />

people, compared to averages of 8.8 nationally, 9.1 in Auckland and 7.9 in Christchurch.<br />

In terms of the total number of new houses only Auckland and Christchurch received more<br />

consent applications in the 12 months to June <strong>2021</strong>.<br />

Since March <strong>2021</strong>, the Council’s consent team has been processing between <strong>15</strong>0 and 250<br />

building consents a month, reaching over 300 in July.<br />

The Council has also seen growing demand for building inspections, up over 20% from an<br />

average <strong>15</strong>49 inspections per month last year to 1938 this year.<br />

The record application numbers and national shortage of trained building control officers have put<br />

pressure on processing times.<br />

The Council has now put a number of proactive measures in place which have seen the average<br />

processing times for consents falling from 34 working days in July to 29 days in August.<br />

The Council has hired new staff, begun an in-work training programme with six trainees, and<br />

developed an innovative partnership programme allowing industry partners to safely fast-track<br />

parts of the consent process.<br />

Fletcher Living Senior Development Manager Mike Davison says the partnership programme is<br />

making a difference. “While it’s early days we’re already seeing how this programme developed by<br />

the Council could save us time and money. By being able to fast-track certain consents, we can<br />

better deliver for our customers.”<br />

These and other efforts are helping to ease the situation, Council Environmental and Regulatory<br />

Services Group Manager Tim Harris says.<br />

“The whole country is facing challenges and being the fastest growing place per head of<br />

population we’ve seen the positives and negatives. It’s heartening though that what we’re doing is<br />

working to shorten processing times. If we keep working together, proactively, this shows we can<br />

manage those challenges.”<br />

Indonesian culture returns to<br />

CultureFest with dances and<br />

new flavours<br />

Fresh tastes from Indonesia will be part of this year’s CultureFest<br />

in Lincoln.<br />

Indonesian cuisine favourites Siomay (chicken dumplings with<br />

peanut sauce), vegetable fritters and beef mince rissoles and a<br />

refreshing Javanese herbal drink made in Lincoln from turmeric and<br />

tamarind, will all be on the menu, Indonesian community member<br />

Hesthi Nugroho says.<br />

The Indonesian Cuisine stall is run by Lia Crossland and Nina<br />

Hamid, proud chefs who love cooking Indonesian food. Speaking of<br />

Lia, Mrs Nugroho says she puts her heart and soul into every dish<br />

she cooks.<br />

She first asked Lia to join in the CultureFest fun in 2019, she says.<br />

“I knew that the Indonesian community in Canterbury have some<br />

really great cooks. I asked Lia to join in, opening her food stall at<br />

CultureFest. We came back last year after Covid lockdown, bringing<br />

Nina along to join us. It was a huge success for both of them, their<br />

food was very well received. These two beautiful ladies are a very<br />

solid team.”<br />

Nina will also be co-hosting an Indonesian cooking demonstration<br />

with chef Yanti on 30 <strong>September</strong> at Lincoln Event Centre.<br />

Along with food, a live performance of Balinese traditional dance,<br />

a contemporary dance from Indonesia’s capital Jakarta called<br />

Lenggang Nyai and a song called Sajojo from Papua, are all planned.<br />

The community are very proud of their culture and of being included<br />

in CultureFest, Mrs Nugroho says. It’s a great opportunity to<br />

showcase Indonesia’s rich diverse cultures through traditional food,<br />

clothing and dancing.<br />

She says CultureFest is a great place to promote this, due to<br />

<strong>Selwyn</strong>’s cultural diversity and there’s always a feeling of satisfaction<br />

when their food and dances are received well by the public.<br />

“CultureFest has successfully put a smile on our faces and uplifted<br />

our confidence.”<br />

New internship to help young people blaze a trail<br />

A new internship will help young people in <strong>Selwyn</strong> to blaze a trail into work.<br />

Applications are now open for <strong>Selwyn</strong> residents aged 18-24 to be a part of a new Trailblazers<br />

programme offering work experience, training and support to help them get into work.<br />

Trailblazers is a collaboration between the Council and Youth Pathways Trust Te Ara Rangitahi, with<br />

support from the Ministry of Social Development, for people who are unemployed or working less than<br />

30 hours a week.<br />

Applications are open for 10 young people to spend five weeks interning with the Council from 11<br />

October. Participants will have options for various roles including working at the <strong>Selwyn</strong> Sports Centre,<br />

<strong>Selwyn</strong> Libraries and helping run events or programmes.<br />

Participants will also be supported with learning skills to get them work-ready and will complete an<br />

additional 20 hours of practical experience in an area of their interest.<br />

It is the first of four similar internship programmes planned for the next 12 months.<br />

The aim is to support <strong>Selwyn</strong> young people and businesses and encourage businesses to provide work<br />

experiences for local young people as well as employ local young people, Council Community Services<br />

and Facilities Group Manager Denise Kidd says.<br />

“As a council we try to support local and encourage businesses to hire <strong>Selwyn</strong> residents. This year we<br />

met with our Youth Council and businesses to discuss the barriers for young people to get into work.<br />

After listening to both groups, we think there’s a great opportunity for us to help overcome those by<br />

providing work experience and relevant skills development.<br />

“Local government is a great place to work and it really does improve community life. Skills and<br />

experiences gained through these roles are also hugely relevant to a wide range of other jobs in the<br />

community.”<br />

Trailblazers participants will also be helped to upskill with useful tips on being<br />

work-ready such as lessons on making cheap, healthy, homemade lunches and<br />

support to get their drivers licence, if necessary.<br />

National funding for <strong>Selwyn</strong>’s roading activities has risen under the latest funding round confirmed by<br />

Waka Kotahi New Zealand Transport Agency.<br />

Overall funding for <strong>Selwyn</strong> has increased from $45million to $57million over the next three years<br />

subsidised by Waka Kotahi New Zealand Transport Agency – a 26% increase on the previous three.<br />

Waka Kotahi had earlier indicated the budget for <strong>Selwyn</strong> from its National Long-Term Plan would be $44<br />

million but has increased this further to $49 million for road maintenance and renewals works which is a<br />

22% increase compared to the previous three year allocation.<br />

The Council also decided through the Long-Term Plan <strong>2021</strong>-2031 to provide an additional $1 million a<br />

year in funding for road maintenance to supplement this work, if necessary.<br />

The funding package is set to include $10.23 million for roundabouts on Shands Road at the<br />

intersections with Trents Road and Hamptons Road to be upgraded by 2024.<br />

The Council’s road safety programme has also received a massive 62% increase in funding to $973,000<br />

for the next three years to deliver programmes such as school safety, youth driver mentoring, senior<br />

driver support and cycle safety training programmes.<br />

Waka Kotahi confirmed its support for the Greater Christchurch Partnership’s Public Transport Futures<br />

plan, with full funding for the plan including $1.2 million for <strong>Selwyn</strong> projects including park and ride<br />

facilities and more bus shelters and related infrastructure.<br />

Walking and cycling projects received $1.2million in funding and $4.1million has been provided for other<br />

various road safety upgrades and local improvements. Funding was not included for some requested<br />

walking and cycling and safety projects and the Council will now review how to fund these projects and<br />

the timing of these works.<br />

Negus celebrates 500 training wins<br />

While he enjoyed bringing up<br />

the milestone 11 days ago, Negus<br />

was more animated about the<br />

performance of his juvenile filly<br />

on debut.<br />

The daughter of Racing Hill<br />

did a fair bit of work to get to the<br />

lead at the bell and she was able<br />

to show her tenacity when holding<br />

off her opposition to win by a<br />

half neck.<br />

Negus was delighted with the<br />

win and believes the filly has a<br />

bright future.<br />

“She has a lot of talent, which<br />

is untapped as yet because she is<br />

still learning. I suspect that she<br />

will become a top filly.”<br />

Reflecting on his career, there<br />

is one victory that stands out<br />

above the rest for Negus – Courage<br />

Under Fire’s record setting<br />

win in the Australian Derby.<br />

“The sixth derby with Courage<br />

Under Fire was the crowning glory<br />

of his campaign,” Negus said.<br />

“If he had only won five of<br />

them it would never have been<br />

the achievement we wanted it to<br />

be, which was a world record of<br />

six derbys.<br />

“When he won the Australian<br />

Derby and set a track record,<br />

that was the greatest thrill of my<br />

career.”<br />

Courage Under Fire proved to<br />

be a once in a lifetime horse and<br />

Negus said it was a thrill to train<br />

an animal of his quality.<br />

“He was as exciting to train as<br />

he was to race because he was<br />

kind of like a hand grenade just<br />

waiting to go off,” Negus said.<br />

“He had an enormous willingness,<br />

if you let his head go just a<br />

little bit he would go from jogging<br />

to high speed and wanting<br />

more, he just loved to run.”<br />

While diminutive in size, Negus<br />

said he had unbelievable speed and<br />

he knew he had something special<br />

on his hands the first time he took<br />

the colt to the trials.<br />

“Like a lot of horses with high<br />

speed, he found it hard to go in<br />

a straight line because he had<br />

so much speed. Once he went to<br />

the trials and he went so well, we<br />

felt we had something special,”<br />

Negus said.<br />

Bob Negus, Bruce always had a<br />

passion for harness racing, but<br />

it wasn’t until later in life that he<br />

decided to follow his passion of<br />

racing.<br />

Tony Siva is a proud<br />

Samoan and even prouder<br />

since he returned to<br />

study and got himself an<br />

apprenticeship to become a<br />

builder.<br />

“My plan for the future<br />

is to buy or build my own<br />

house and hopefully go<br />

back to Samoa to rebuild<br />

my village,” he says.<br />

Prior to studying at Ara<br />

Institute of Canterbury,<br />

Tony worked as a sales<br />

assistant for Fonterra. He<br />

says he decided to become<br />

a qualified builder because<br />

he wanted to build a better<br />

future for his family.<br />

Tony completed the New Zealand<br />

Certificate in Construction Trade Skills at<br />

Ara, which was free through Ara’s Pacific<br />

Trades Training scheme. During his studies,<br />

Tony was encouraged to explore his culture.<br />

“We were given our own tools for the<br />

course, and we learned how to interpret our<br />

culture through woodwork,” he says. “So as<br />

well as learning how to build a house and<br />

things like retaining walls, decks and fences,<br />

I also made a To’oto’o (Samoan chief ’s staff).”<br />

Ara’s Pacific Trades Training scheme<br />

provides extensive pastoral support to<br />

students. “It helps you get to your end goal,”<br />

Tony says. “There’s lots of care and support<br />

provided - like bus money, petrol vouchers,<br />

food vouchers, counsellors and advisors.<br />

The Pacific Island Students Association<br />

offers a lot too, and Ara puts on lots of social<br />

and sports events throughout the semester.”<br />

Tony says returning to study as an adult<br />

was a little daunting, especially as this was<br />

his first experience of tertiary-level study.<br />

“At first I thought it would be a bit awkward<br />

because of my age, being surrounded by<br />

kids who just finished school. But my<br />

tutors were great – they made learning<br />

relevant and fun – and I was encouraged to<br />

persevere and complete the course.”<br />

Tony is undertaking his apprenticeship<br />

with Home NZ Construction. He’s applying<br />

the skills he learned at Ara and picking up<br />

many more on the job, while earning a good<br />

wage. He’s quick to encourage other adults<br />

to consider learning a trade.<br />

“It’s never too late to study or change<br />

your career path. If you work hard and put<br />

the time and effort into a trade, I guarantee<br />

you’ll reap the benefits.”<br />

Whitefly invades South Island<br />

OUR magnificent Meyer<br />

lemon tree never seems to<br />

fail to deliver fruit.<br />

However, the other day<br />

I was inspecting the tree<br />

and I noticed numerous<br />

strange looking larvae on<br />

the underside of the leaves.<br />

A quick photo and<br />

observation posted on to<br />

iNaturalist soon came back<br />

with an identification of<br />

Australian citrus whitefly<br />

(Orchamoplatus citri).<br />

This species recently arrived<br />

in Auckland in 2000<br />

from Australia and spread<br />

quickly around the North<br />

Island.<br />

My observation on<br />

iNaturalist is the southernmost<br />

record with only one<br />

record in Christchurch<br />

and Nelson for the whole<br />

South Island. I have no<br />

doubt this species will be<br />

more widespread although<br />

cooler temperatures further<br />

south will slow down<br />

the spread of this Aussie<br />

invader.<br />

The 1.5 mm long<br />

whitefly is very similar<br />

to the greenhouse<br />

whitefly (Trialeurodes<br />

vaporariorum) and<br />

cabbage whitefly<br />

(Aleyrodes proletella).<br />

However, it is the only<br />

whitefly species found<br />

on citrus, and larvae are<br />

distinguishable by their<br />

scale-like appearance.<br />

Eggs laid in circle formations<br />

(1.5 mm diameter)<br />

and honeydew production<br />

by the latter larval stages<br />

are other characteristic<br />

identifiers of Orchamoplatus<br />

citri.<br />

The species has been<br />

found on some native<br />

plants including pohutukawa,<br />

titoki and swamp<br />

maire. Insect predators of<br />

this Aussie pest include<br />

several species of lacewings<br />

and ladybirds which have<br />

been observed recently on<br />

the infected plant.<br />

Although lemon trees<br />

can still produce lots of<br />

fruit in the presence of<br />

the whitefly infestations,<br />

I’m hopeful with the help<br />

of insectivorous natural<br />

enemies, my wife Sue can<br />

continue enjoying her gin<br />

with a little lemon.<br />

prices reflecting a constrained supply and a<br />

continuation of strong demand.<br />

A Tane Mahuta for an<br />

old lagoon<br />

The ‘green-dotting’ of <strong>Selwyn</strong> continues<br />

with the establishment of two new native<br />

planting sites.<br />

The first seedlings have gone into 3.5ha<br />

of Ahuriri Reserve as part of a plan<br />

that to restore wildlife to the former<br />

Ahuriri Lagoon between Tai Tapu and<br />

Motukarara.<br />

Members and friends of Te Ara Kākāriki<br />

Canterbury Greenway Trust started the<br />

planting on the Environment Canterburyowned<br />

endowment land in August.<br />

The site is 500 metres upstream of the<br />

old lagoon – a recently re-created wetland<br />

that has been planted with thousands of<br />

aquatic and semi-aquatic plants.<br />

A walkway and shelter will be<br />

established, in addition to 20,000 plants<br />

from the tōtara/mataī plant community.<br />

The walkway will be accessible from the<br />

end of Neills Road, running parallel to the<br />

Huritini / Halswell River and the Little<br />

River Rail Trail.<br />

Ngāi Te Ruahikihiki kaumātua and<br />

co-chair of the <strong>Selwyn</strong>-Waihora Zone<br />

Committee, Les Wanhalla, who also<br />

represents Te Taumutu Rūnanga on<br />

the Ahuriri Lagoon Steering Group,<br />

acknowledged the dedication of<br />

generations of Ngāi Tahu and the wider<br />

community to see Ahuriri restored. The<br />

first tōtara planted at a special dedication<br />

ceremony would be the “Tāne Mahuta” of<br />

the planting area, he said.<br />

Te Ara Kākāriki is also establishing<br />

another major native ‘greendot’ inland on<br />

6ha near Springfield. The area contains a<br />

moraine known to locals as Broom Hill<br />

which will be planted with 30,000 ecosourced<br />

seedlings from the tōtara/tawhai/<br />

beech forest plant community.<br />

Te Ara Kākāriki coordinator Letitia<br />

Lum said her team was excited about the<br />

potential to now attract native birds from<br />

the nearby mountains and hills.<br />

“We’ve been planting greendots all over<br />

<strong>Selwyn</strong> over the past 12 years, as we work<br />

to establish a biodiversity corridor from<br />

the mountains to Te Waihora and the sea,”<br />

she said.<br />

“What we were missing were some larger<br />

sites that can extend the habitat of native<br />

birds, so they can re-establish a foothold<br />

on the plains. We hope these two sites,<br />

along with the other plantings being<br />

carried out, will help our native species<br />

thrive alongside us across the <strong>Selwyn</strong><br />

region.”<br />

The two <strong>Selwyn</strong> sites will be planted over<br />

the next three years, partly by volunteers<br />

through Te Ara Kākāriki’s annual<br />

volunteer plantouts.<br />

Farmers shun regional<br />

water storage solution<br />

If there’s a master plan for regional<br />

water storage in central Canterbury then<br />

we’re yet to see it adopted, a report on the<br />

Canterbury Water Management Strategy<br />

(CWMS) says.<br />

Ten years into the CWMS, irrigation<br />

targets have only been partially met,<br />

Environment Canterbury says.<br />

Efficient, reliable irrigation is still a<br />

work in progress and large-scale regional<br />

storage “has not been progressed”, the<br />

council says.<br />

One of the CWMS goals is to increase<br />

reliability for irrigated areas by improving<br />

water management at farm and scheme<br />

level.<br />

Infrastructure projects that make<br />

use of and build upon existing<br />

irrigation infrastructure to contribute<br />

to environmental outcomes are now<br />

operational in both the<br />

<strong>Selwyn</strong> and Ashburton<br />

regions – the largest irrigated<br />

land areas in Canterbury.<br />

ECan’s report on 10 years of<br />

the CWMS notes farmers have<br />

improved the efficiency of<br />

their on-farm storage systems<br />

in the past decade, allowing<br />

them to irrigate larger areas<br />

more efficiently.<br />

Water management highlights in<br />

<strong>Selwyn</strong> over the past decade include the<br />

commissioning of the Waikirikiri / <strong>Selwyn</strong><br />

Near River Recharge project. The recharge<br />

facility uses Central Plains Water consents<br />

and pipe infrastructure, discharging it<br />

into the groundwater system near the<br />

Waikirikiri / <strong>Selwyn</strong> during dry periods.<br />

However, they made improvements to<br />

new and existing infrastructure rather<br />

than build new large-scale regional water<br />

storage, ECan says.<br />

Looking ahead to CWMS targets for<br />

20<strong>15</strong>, the council promises to continue to<br />

“facilitate the development of a regional<br />

infrastructure solution that aligns with<br />

the new requirements of the Essential<br />

Freshwater Package and the intentions of<br />

Stir the cornflour mixture<br />

back into the other ingredients<br />

and mix through<br />

Set crockpot onto low for<br />

six hours.

Honda’s hybrid technology put to test<br />

HONDA IS no stranger to hybrid<br />

vehicles.<br />

It all started in 1999 with the<br />

Insight and since then Civic and<br />

Jazz (Fit) hybrids have long been<br />

on offer, and if you take into<br />

account Fit and Civic models that<br />

have landed pre-owned from Japan,<br />

then the company has a fairly<br />

broad hybrid representation in the<br />

New Zealand market.<br />

A new Jazz has just landed and<br />

the line-up includes a hybrid.<br />

However, it must be said that this<br />

hybrid works quite differently than<br />

previous generation versions.<br />

The newcomer has a two-motor<br />

system driving the front wheels.<br />

Yes, the petrol engine works in<br />

typical hybrid fashion, working<br />

to promote drive and charging<br />

the lithium-ion battery pack. The<br />

entire system is seamless and as a<br />

driver you’d never know there is a<br />

complex set of mechanicals under<br />

the bonnet.<br />

The e:HEV Jazz sits in a threemodel<br />

line-up that starts at $28,000<br />

for the entry-level Life. A Crossstar<br />

version adds $2000 while the<br />

e:HEV Luxe at $35,000 represents<br />

economical motoring and environmental<br />

benefits for those who want<br />

to join the electric revolution but<br />

also want the versatility a petrolfuelled<br />

engine offers.<br />

One of the aspects I particularly<br />

like is the range of the Jazz hybrid.<br />

When I picked the evaluation<br />

car up it was full of fuel, offering<br />

around 800km before a fill-up was<br />

necessary. Of course, I never drove<br />

that distance, but in the 280km I<br />

did travel the fuel gauge barely left<br />

the top mark.<br />

In real terms, Honda claim at<br />

best possible usage a 2.8-litre per<br />

100km combined cycle average.<br />

My time in the e:HEV Jazz concluded<br />

with the readout showing<br />

4.8l/100km that I thought was quite<br />

remarkable given that my driving<br />

style is never that thrifty.<br />

What makes the e:HEV Jazz so<br />

economical is the way the engine/<br />

motor combination works. The<br />

engine is largely biased towards<br />

recharging the batteries; sure, there<br />

is associated drive when required<br />

but the motors do provide a large<br />

part of momentum.<br />

What’s more, the hybrid Jazz just<br />

builds on what has made the model<br />

so popular in generations past, it<br />

has always been a fuel miser, even<br />

the petrol-only models are rated<br />

with a 5.8l/100km combined cycle<br />

average. That’s something that<br />

Honda has focused heavily on over<br />

the years, efficient engines have<br />

long been a priority.<br />

Driving the hybrid Jazz requires<br />

no special technique, if you weren’t<br />

told it was a hybrid I doubt that<br />

you would find anything different<br />

about it, except for the engine<br />

cutting in and out as it gets about<br />

its work. Honda has focused on<br />

simplicity and that’s what makes it<br />

so it intuitive to drive, the controls<br />

and layout are deep but simplistic<br />

to use. You can also select an electric<br />

drive only function, that will<br />

give you a range of about 40km,<br />

depending on weight in the car and<br />

the type of journey ie: hills or flat<br />

roads and driving style.<br />

The Jazz e:HEV is also loaded<br />

with features and specification such<br />

as full leather trim with heated<br />

seats up front, keyless entry and<br />

ignition, Apple CarPlay, cruise control,<br />

and 9in central dash display<br />

that incorporates large and easy-tounderstand<br />

icons.<br />

If you are thinking that’s a lot of<br />

kit to fit into a small car, bear in<br />

mind that the Jazz is the space master.<br />

It may be compact, but Honda’s<br />

designers have made use of every<br />

centimetre of space and it works<br />

functionally.<br />

Luggage capacity is rated by<br />

Honda at 304-litres with the rear<br />

seats in place, extending to 1205-litres<br />

when folded flat. Honda’s<br />

legendary ‘Magic Seat’ configuration<br />

allows both fold-flat or flip-up<br />

flexibility, the latter giving higher<br />

load space.<br />

Honda, as a manufacturer, is also<br />

very proactive in terms of building<br />

safety into its models. The e:HEV<br />

Jazz gets a full suite of safety kit that<br />

is labelled Honda Sensing and it<br />

includes the electronic and mechanical<br />

functions that keep you out of<br />

trouble in the first instance. It forms<br />

part of the criteria that easily meets<br />

a five-star Australasian New Car<br />

Assessment Program rating.<br />

I took the evaluation car on my<br />

normal highway route heading<br />

west to Hororata and returning<br />

to the city via Dunsandel. It is an<br />

adept open road cruiser with quiet<br />

motion and solid road feel. Vision<br />

front windshield is angled well<br />

forward of the dash panel you get a<br />

fairly good idea of how well the car<br />

is engineered in the first instance.<br />

In terms of handling, the Jazz<br />

feels nimble and agile, that’s no<br />

surprise, it is light and what weight<br />

is in the car sits low in the floorpan.<br />

In comparison to its length<br />

and width, the height of the Jazz at<br />

1.53m doesn’t affect the handling,<br />

gravitational movement is minimal.<br />

What’s more, the Jazz gets a<br />

perfect ride, the spring and damper<br />

rates have been chosen sensibly,<br />

there is much comfort on offer<br />

without the compromise to suit<br />

better handling. I must mention<br />

also the feel through the steering<br />

wheel, there is good self-centering<br />

return and the promise of solid<br />

feedback from the fuel-saving Yokohama<br />

tyres (185/60 x 16in).<br />

Further to the fuel usage performance<br />

I mentioned earlier, the Jazz<br />

hybrid’s four-cylinder engine also<br />

has the goods in term of overall<br />

ability. Honda rates the 1497cc unit<br />

at 72kW and 131Nm, both outputs<br />

realised mid-way through the rev<br />

band, and if you add in an extra<br />

80kW and 253Nm from the hybrid<br />

system, there is strength well in<br />

keeping with the Jazz’s purpose.<br />

For the record, an acceleration<br />

time of 8.5sec to make 100km/h<br />

from a standstill is possible along<br />

with a highway overtake time of<br />

5.8sec to make 120 from 80km/h.<br />

Several of my acquaintances own<br />

a Jazz, or Fit, and one of them even<br />

has an old Fit hybrid that is still<br />

giving good service. That person<br />

is always boasting about fuel usage<br />

and the associated low running<br />

costs.<br />

I’ve tried to convince him that<br />

the new e:HEV Jazz is an obvious<br />

step forward when the time comes<br />

to upgrade. I know that he will be<br />

perfectly satisfied if that does come<br />

to fruition.<br />

Cosmos are bursting<br />

with hot colours<br />

THESE DAYS, garden design<br />

seems to be all about simple<br />

foliage and clean lines.<br />

If you like a contemporary<br />

look easy-to-grow cosmos<br />

comes in to play.<br />

Bursting with hot summer<br />

colours and growing to around<br />

1m tall, cosmos are no shrinking<br />

violets, and they sway gently<br />

in any summer breeze.<br />

These devil-may-care flowers<br />

are easy to grow, thriving in the<br />

heat of summer and flourishing<br />

almost anywhere, as long as it’s<br />

hot, dry and sunny.<br />

Like all annuals, they germinate,<br />

flower and die within a<br />

season or a year. But don’t fret<br />

– they also pop up again each<br />

following year.<br />

Cosmos look best when<br />

grown en masse, creating a sea<br />

of country-cottage colour.<br />

Once you’ve found a good<br />

spot and you’re ready to plant<br />

these American natives, add<br />

a good general fertiliser, like<br />

nitrophoska blue, to the soil to<br />

encourage growth.<br />

Then simply dig a hole (approximately<br />

3cm deep) and<br />

place your seedling inside. Plant<br />

each subsequent seedling about<br />

VIBRANT: Some cosmos grows to around 1m tall, they<br />

thrive in the heat of summer.<br />

10cm apart, giving them space<br />

to grow but ensuring they’re<br />

close enough to support each<br />

other in strong winds.<br />

Next, layer newspaper around<br />

your plants, and then cover it<br />

with pea straw.<br />

This homemade mulch will<br />

prevent your plants drying out<br />

during the day and in between<br />

watering sessions.<br />

Voila – you’ll have a cosmos<br />

floral fiesta in no time, and<br />

get to enjoy an array of colour<br />

until the first frost hits, usually<br />

around June.<br />

And if you really want to bring<br />

the outside in, just a handful of<br />

these long-stemmed beauties<br />

look great in a tall vase (just don’t<br />

forget to put them in a cool place<br />

and change the water every two to<br />

three days).<br />

You’ll be thanking yourself for<br />

adding a bit of country colour at<br />

your place.<br />

FRESH: Endive has a mild bitter taste.<br />

Pick salad ingredients<br />

from your vege patch<br />

SPRING HAS arrived, which<br />

means salad season is just<br />

around the corner. And there’s<br />

nothing like picking fresh salad<br />

ingredients straight out of your<br />

garden.<br />

Endive is a great addition to<br />

any salad. With its fine curled,<br />

mid-green leaves it partners well<br />

with rocket. Endive is a bit bitter<br />

and rocket is a little peppery,<br />

together they’re a great combo.<br />

What’s equally important is it’s<br />

so easy and quick to grow. Unlike<br />

most lettuces, it doesn’t need to<br />

create a heart in the centre so it’s<br />

very quick to produce. Simply pick<br />

the leaves off as you need them.<br />

To plant, look for a welldrained<br />

spot in the garden.<br />

If the soil is still a bit wet and<br />

cold from winter, try growing<br />

endive in a pot. Just add some<br />

good quality potting mix, plant a<br />

couple of seedlings around 5cm<br />

apart and away you go.<br />

Depending on where you are<br />

in New Zealand and how warm<br />

the soil is yet, it will take around<br />

four to six weeks for your endive<br />

to be ready to harvest. Remember,<br />

you can tell the soil is warming<br />

up when you need to start<br />

mowing your lawns again.<br />

termed the ‘in-between’ month.<br />

Usually there is a hint of<br />

spring – a taste of better things to<br />

come, and it’s a very busy month<br />

preparing for the summer garden.<br />

Houseplant care<br />

Hopefully your houseplants<br />

have successfully survived winter.<br />

It is a difficult time for them as<br />

many originate from tropical<br />

countries.<br />

As tempting as it is, delay<br />

purchasing new houseplants for<br />

another month until indoor temperatures<br />

warm up consistently<br />

throughout the day.<br />

Continue to water plants sparingly<br />

and mist the foliage (leaves)<br />

regularly with lukewarm water<br />

and ensure they are positioned<br />

in a ‘high-light’ part of the house.<br />

With large “glossy” green-leaved<br />

houseplants such as fiddle leaf fig,<br />

clean the leaves regularly with a<br />

soft sponge.<br />

If you have any houseplants<br />

that are struggling, a few days in<br />

a steamy bathroom is an excellent<br />

way to revive them.<br />

In the vege patch<br />

It’s the very end for harvesting<br />

traditional winter vegetables;<br />

broccoli, brussels sprouts, cabbage,<br />

cauliflower, celery, leeks,<br />

lettuce, parsnips, rhubarb, silverbeet,<br />

Many rush to plant out traditional<br />

summer vegetable<br />

seedlings in <strong>September</strong> such as,<br />

tomatoes and cucumbers, but it<br />

is still a little early. You are better<br />

to wait until mid-October when<br />

soils have warmed up.<br />

However, you can now sow<br />

summer vegetable seeds in seed<br />

trays or punnets and place them<br />

in a warm sheltered position<br />

indoors or in glass houses.<br />

Where areas of your vegetable<br />

garden not too wet, start preparing<br />

your summer garden by<br />

digging in fresh compost. When<br />

‘cleaning up’ the winter vegetable<br />

garden, all the green material can<br />

go straight into the compost bin<br />

(so long as it is disease free).<br />

Blooming bulbs<br />

A wonderful month to enjoy<br />

the spring flowers of traditional<br />

bulbs.<br />

When they finish flowering,<br />

sadly sometimes too briefly, allow<br />

the foliage to ‘brown’ and die<br />

down before removing.<br />

This is how the bulbs obtain<br />

enough nutrients for the next<br />

seasons flowering.<br />

It can be worth marking in the<br />

areas of your major bulb plantings<br />

with some small stakes to<br />

avoid disturbing later in the season<br />

when planting possible trees<br />

and shrubs.<br />

Most winter annuals are<br />

now coming to the end of flowering.<br />

Begin preparing for planting<br />

summer flowering annuals by<br />

sowing varieties in seed trays<br />

ready to plant out later.<br />

In the meantime, for continuous<br />

flowers in your garden, plant<br />

annuals that flower all year round;<br />

alyssum, calendulas, cornflowers,<br />

lobelias, pansies and violas.<br />

Roses<br />

Many rose varieties will now be<br />

in full growth and the first flowers<br />

will appear towards the end of the<br />

month.<br />

Apply the first side dressing<br />

of rose fertiliser. Make sure your<br />

fertiliser is high in potash which<br />

promotes strong flowers.<br />

Compost can be spread around<br />

the base of the roses. This works<br />

as both a soil conditioner and<br />

mulch.<br />

Lawn care<br />

Grass will begin growing again<br />

in some warmer areas.<br />

Towards the end of the month<br />

the first dressing of fertiliser can<br />

be applied.<br />

Check the lawn for wet spots or<br />

areas that may require additional<br />

drainage to be installed over the<br />

summer months.<br />

Ornamental trees and<br />

shrubs<br />

Camellias and azaleas will be<br />

near the end of their flowering,<br />

while rhododendrons are in full<br />

bloom.<br />

Complete any additional<br />

planting of trees and shrubs in<br />

<strong>September</strong>, before soils dry out in<br />

early summer.<br />

NOTIFICATION OF PRIVATE PLAN<br />

CHANGE REQUEST 68<br />

Urban Holdings Limited have lodged a private plan change request (68) with <strong>Selwyn</strong><br />

District Council pursuant to Clause 21 of the First Schedule, Resource Management<br />

Act 1991.<br />

The proponent has requested changes to the Operative <strong>Selwyn</strong> District Plan to rezone<br />

approximately 67 hectares of land in Prebbleton from Rural (Inner Plains) Zone to Living<br />

Z Zone, to facilitate the future development of approximately 820 residential sites.<br />

The affected land is located on the southwest side of Prebbleton, bound by Trents<br />

Road, Shands Road, Hamptons Road and Sterling Park subdivision.<br />
