The Obetz Zucchinifest parade was
held Sept. 5 and Obetz Mayor Angie
Kirk was the first to toss candy to the
crowd as the Obetz float lead the way.
Two unique medical facilities could be
locating in Obetz.
A medical marijuana dispensary as well
as an organ recovery center may move into
town.
At Obetz City Council’s Sept. 13 meeting,
Obetz City Administrator Rod
Davisson said anyone who purchases medical
marijuana needs to have a prescription
from a doctor licensed to prescribe it.
While possession of all marijuana is illegal
at the federal level, it’s not illegal on
the state level in Ohio. However, recreational
use is still banned in Ohio, but
that, “Won’t have any impact on us because
it’s a private piece of property,” said
Davisson.
There are other medical marijuana dispensaries
around, including in Columbus
and Grandview.
“They usually end up being pretty nice
buildings,” said Davisson.
Since marijuana is banned federally,
the businesses usually have to operate as a
cash business. Because of this, council
expressed some concern about potential
robberies.
“Have you ever seen one? They look like
bank vaults,” said Davisson.
Davisson said, “(Both businesses) meet
our zoning criteria, so if you want to do
something to try to stop them, that would
take something Herculean to pull that off.
(If opposed to it) how much money are you
willing to spend and how big of a fight are
you willing to enter into to stop them from
doing that?”
Councilman Mike Flaherty is not comfortable
with a medical marijuana dispensary
moving in. He said he has raised six
kids and taught them that drugs, like marijuana,
are wrong. He acknowledges that
times have changed and after the meeting
said he will probably abstain during the
vote.
An organ recovery center may also find
a home in Obetz.
In medical circles, it is considered
cheaper to recover organs for transplant
from donors when the body is moved to an
organ recovery center, rather than perform
the procedure at a hospital. Specially
trained transplant teams perform the procedure
to procure the organs.
“If you become an organ donor, the hospitals
are actually outsourcing that now to
these places who specialize in that,” said
Davisson.
Both businesses will most likely locate
in the Walnut Creek Center medical area.
Obetz history group forming
Obetz resident Jerry Benson wants to
invite residents to the first meeting of The
Historians. The group wants to document
the history of Obetz by having people from
Obetz tell their stories. The group will be
interviewing senior citizens of the area.
One of the descendants of the founders of
Obetz will talk to the group.
The group elected Joyce Jones Blake to
be president, Jerry Benson is vice president,
and Councilwoman Bonnie Wiley is
the secretary.
The next meeting is Oct. 13 at 7 p.m. at
the Senior Citizens Building in Stewart
Hall.
“Please bring pictures, artifacts and tell
us your experience!” said Benson.
Lockbourne celebrates its canal heritage
By Linda Dillman
Staff Writer
Lockbourne is celebrating its
19th century canal-era heritage
and the launch of the Ohio and
Erie Canal Southern Descent
Heritage Trail with an afternoon
of history, activities, and a
chili cookoff.
The driving trail is recognized
on the National Record of
Historic Places and features 14
historic canal sites along a 100-
mile stretch from Buckeye Lake
to the Ohio River at
Portsmouth. It passes through
six counties in south central
Ohio, including Franklin
County.
The Sept. 25 festivities in
Lockbourne are part of a series
of kickoff events planned for the
coming months, with the last
event taking place in Carroll on
Oct. 9. Both parking and admission
is free.
Located in Lockbourne’s
Locke Meadow Park at the foot
of an access road at 154
Commerce St., the celebration features live music;
activities and games for children, including an exhibit
from Slate Run Living Historical Farm; Irish whiskey
tasting and presentations by experts on canal history
and the southern descent.
The whiskey tasting is a nod to Lockbourne’s past,
when saloons outnumbered churches and the William
Monypenny Distillery–at one time the largest industry
in the village–produced 100 barrels of whiskey a
day that was shipped out of town on canal boats.
Amateur chefs are invited to enter their own soulsatisfying
chili specialty in a cook-off to determine the
first ($100 award), second ($75 award) and third place
($50 award) winners, and secure bragging rights for
the year ahead. The entry fee is $20 and visitors can
also enjoy unlimited chili tasting–for as long as it
lasts–for $10 for adults and $5 for children twelve and
under.
For more information about entering the competition,
call the village office at 614-491-3161 or email
admin.assistant@lockbourne.oh.us. The deadline to
enter is Sept. 18. Hot dogs, desserts, water and pop
will also be available for purchase during the event.
Franklin County Sheriff deputies are setting up a
child identification table, along with one of their therapy
dogs and both the Hamilton Township Fire
Department and Franklin County Engineer will have
trucks on display for kids of all ages. Slate Run Living
Historical Farm is sponsoring old time children’s
games and bluegrass music by the Slate Ridge
Bluegrass Band will play throughout the day.
The Columbus Metropolitan Library’s Board of
Trustees approved an indoor mask requirement for all
CML library customers, regardless of their vaccination
status, as of Sept. 10. The vote comes after Columbus
Mayor Andrew Ginther issued an indoor mask requirement
order for the city of Columbus.
Of CML’s 23 library locations, 15 are within
Columbus city limits. Today’s vote by CML’s Board of
recent canal heritage day. The village of Lockbourne is home to several canal
locks.
travel the same path that horses and mules took as
they towed canal boats in the late 1800s. The trail features
diverse wildlife and two main loops to enjoy separately
or together for a total two-mile long walk.
The Nye loop is named after Pearl Nye, a famous
musician and canal boat captain who wrote lyrics
about Lockbourne’s canal and lock systems. He collected
the history, music and tales of canal life, having
been influenced by his birth on a canal boat in 1872.
The Maine loop is named after the last canal boat to
pass through Lockbourne on its way down the Ohio
and Erie Canal.
“The village of Lockbourne is proud to celebrate the
new 114 mile driving trail featuring designated historic
canal locks from Baltimore to Portsmouth,” said
Lockbourne Mayor Christie Ward. “The Ohio and Erie
Canal Southern Descent trail launch features five
stopping points along the way to show the importance
of the canals in Ohio’s transportation history.
Lockbourne was a major stop during the canal days, as
it was the connection point to Columbus.”
Lockbourne is home to canal locks number 26, 27,
29 and 30. It is the only location that contains remnants
of the Columbus Feeder Canal, which once provided
service to the growing capitol city.
The system of locks throughout the area played a
huge role in the transportation of goods and the ability
for passengers to travel throughout Ohio for about a
penny a mile.
The Ohio and Erie canal was completed between
1827 and 1832 and became one of the greatest manufactured
waterway marvels of its time.
Columbus Metropolitan library branches to require masks
Trustees extends that indoor mask order to include all
23 library locations, including those eight located outside
of Columbus: CML’s Canal Winchester, Dublin,
Hilliard, Gahanna, New Albany, Reynoldsburg,
Southeast and Whitehall branches.
CML staff members have been required to wear
masks, regardless of their vaccination status, since
earlier this summer.

Community Shred Day
Ten years ago, Dwayne R. Spence Funeral
Home in Canal Winchester had its first annual
Community Shred Day as a way of giving back to
the community that has supported them for over
50 years.
Along with document shredding, each year
Dwayne R. Spence Funeral Home partners with
the Canal Winchester Food Pantry who takes food
and monetary donations, the Lions Club who collects
used eyeglasses and recycles plastic grocery
bags, the St. Vincent de Paul Society who accepts
clothing and household items, and TDR LLC who
accepts used electronics. This is truly a community
service day.
Community Shred Day has grown each year,
starting out with about 225 vehicles dropping off
recyclable paper and other reusable items in the
first year to nearly 600 vehicles in 2019. Since the
beginning Community Shred Day, Dwayne R.
Spence Funeral Home has been fortunate to have
the continued service of Boy Scouts Troop 256.
The Scouts and their leaders show up in force to
help unload the boxes of paper and documents
from vehicles and place them in the shredding
containers. This makes it very convenient so participants
do not need to get out of their vehicle or
lift heavy boxes. The Scouts are able to use their
service on Community Shred Day towards earning
the “Pulp and Paper” merit badge.
Dwayne R. Spence Funeral Home is pleased
that the citizens of Canal Winchester choose them
and their shred company, Royal Document
Destruction, to eliminate old and outdated paperwork.
Royal Document Destruction was chosen
to shred documents because of their reputation
and their security measures in dealing with vulnerable
documentation.
Dwayne R. Spence Funeral Home invites the
community to their 10th Annual Community
Shred Day event at the Canal Winchester location
on Saturday Sept. 25, from 9 a.m. to 1 p.m.
On Election Day
While Election Day is an exciting
time, voters may find it frustrating if
they do not take steps to ensure things
go smoothly when they head to the polls.
The following tips can help voters prepare
for Election Day.
•Confirm your polling location. Voters
can contact their local board of elections
or visit www.Vote411.org to confirm the
correct polling locations.
•Bring photo identification.
•Confirm registration. Voters can
confirm that they have registered to vote
by contacting their local board of elections
in advance of Election Day.
•Be familiar with the candidates and
issues on the ballot. Voters should familiarize
themselves with the candidates
and issues on the ballot in the weeks
leading up to Election Day. Voters
should learn about local issues that may
have a more direct impact on their daily
lives.

A bi-monthly feature celebrating our
community’s senior citizens
Senior safety renovations
Feeling safe and secure at home is a priority
for any homeowner. But safety is of
particular concern for aging men and
women who are at greater risk of being
involved in accidents at home than
younger men and women.
Accidents at home are among the leading
causes of injury and death in the
United States.
As people age, their balance, eyesight
and general physical abilities can begin to
diminish.
People concerned about the safety of
their homes or the homes of their aging
loved ones can retrofit such properties to
make them safer. According to The Senior
Social Club, falls are the most common
accidents affecting seniors. One out of
every three seniors aged 65 and older falls
at least once a year.
Grab bars placed in bathrooms and
high-traffic areas can help seniors get stay
more stable when changing from sitting to
standing positions.
Potential tripping hazards should be
assessed. Area rugs without nonskid backings,
clutter on floors, extension cords that
extend into walking areas, and uneven
flooring pose tripping hazards. Anti-slip
coatings can be added to floors to reduce
the risk of tripping.
Poorly lit staircases and entryways also
can contribute to falls. Consider the installation
of motion-activated lighting so that
dim areas can be automatically brightened
when necessary. A nightlight or LED lights
placed near molding can help guide seniors
to the bathroom during midnight visits.
Task lighting can make it easier to prepare
meals, and appliances that automatically
turn off after a certain period of time can
be a safety feature for forgetful individuals.
Friends or family members can have
greater control over seniors’ homes by
installing smart home systems. This way
they can remotely adjust thermostats, control
lights, view cameras, engage locks or
alarm systems, and much more without
having to be at the home. This can seniors
allow seniors to maintain their independence
while offering peace of mind to their
loved ones.
Franklin County Board of Commissioners: President Kevin L. Boyce • Commissioner John O’Grady, and Commissioner Erica C. Crawley
The Franklin County Board of Commissioners and The Franklin County Office on Aging join with the Messenger Newspaper in providing this update on aging issues in Franklin County.
Kinship Care Month
This month we would like to recognize Kinship Care Month.
According to the Ohio Department of Job and Family Services,
“Kinship Care refers to a temporary or permanent
arrangement in which a relative or any non-relative adult
who has a long-standing relationship or bond with the child
and/or family, has taken over the full-time, substitute care of
a child whose parents are unable or unwilling to do so”. Kinship
Care allows for a child to be within a stable environment
in which they feel comfortable, appreciated, and wanted.
In July 2020, The United States Government Accountability
Office found that “in 2018, an estimated 2.7 million children
lived with kin caregivers”, which included grandparents. In
fact, the report found that “62.1 percent of children living in
a kinship arrangement, were living with grandparents”. As
we have seen the number of older adult caregivers increase,
we have also seen the need for resources to effectively care
for the caregiver themselves, and the children they are looking
out for.
The Center for the Study of Social Policy reported that “more
than half of all children in kinship care live in families with
incomes below 200 percent of the federal poverty level, yet
less than half of kinship caregivers receive Medicaid or Supplemental
Nutrition Assistance Program (SNAP) benefits,
and less than 12 percent receive Temporary Assistance for
Needy Families (TANF)”. COVID-19 has surely made the
need greater for families participating in kinship caregiving.
Even the most basic of necessities such as food, water, formula,
diapers, or shelter, may be hard to afford due to the
ongoing pandemic. Finances are not the only issue facing
older kinship caregivers, but maintaining their physical
health, to be able to care for the children, is in jeopardy.
“Almost half of grandparent caregivers are age 60 and older
and at heightened risk for COVID-19”, according to the Generations
United. As statistics have proven, older adults are
more likely to become ill and even die from COVID-19. It
becomes imperative to keep both the children, and the kinship
caregivers safe and healthy because their health will
affect one another, especially since they are living within the
same home.
The Franklin County Office on Aging is determined to keep
older adults safe, while simultaneously maintaining their
independence. The Franklin County Office on Aging has a
Kinship Support Program, which is an extension of the Caregiver
Support Program. In this program, a kinship caregiver
age 55 and older living within Franklin County, can access
resources such as appliances, durable medical equipment,
infant, toddler, and children health maintenance supplies,
kinship counseling, mattress and box spring sets, and other
items and services that may be beneficial to the caregiver.
If you are or know of a kinship caregiver that is age 55 or
older living within Franklin County that is in need of assistance,
please call the Franklin County Office on Aging at
614-525-6200.

Wesley Ridge Retirement Community, in partnership
with the Reynoldsburg Senior Center, has
started a new walking group for older adults ages 55
make new friends.
Organized by The Wesley Communities’
Community Outreach Director Africa Thomas, each
walking event includes a health program by fitness
When Ms. Thomas asked members of the
Reynoldsburg Steppers what they love about the
group, one stated that she values being part of a
team during the pandemic. Another member,
Arlene, who also walks with The Shops at
Worthington Place Mall Walkers, which is sponsored
by Wesley Ridge’s sister community, Wesley
Glen Retirement Community, said, “I have been
walking with the Wesley Glen Mall Walkers for five
years. I originally signed up for the benefits of exercise
and the security of walking outside with a
group. I quickly discovered many bonus effects of
being part of this group. I enjoy the shared experience
with a diverse group of people and observing
all our commonalities. Other bonuses are having a
personal trainer to answer your questions and properly
guide you through exercises and having a walk
leader that is so dedicated to helping us move and work through some of our
problems.” Arlene is looking forward to having the same experience with the
Mobile health clinic services coming to Hamilton Schools
PAGE 8 - MESSENGER - September 19, 2021
By Linda Dillman
Staff Writer
Nationwide Children’s Hospital will bring its services to
the Hamilton Local School District via a mobile clinic in an
effort to address the health care needs of the community’s
student population.
Starting Sept. 17, the mobile unit will visit the high
school building. On Oct. 1, the unit makes its first visit to
the elementary, intermediate, and middle school buildings.
Hamilton Schools Public Relations Director Kaitlin
Duncan said the mobile unit will be on campus twice a
month on Fridays until the end of the school year.
The hospital outreach program is a result of discussions
between the district and NCH when the school district
started scheduling vaccination clinics at the high school
last winter.
CLEANING HIDDEN AREAS
Dental plaque is the primary
cause of tooth decay and gum
disease. A toothbrush can help
remove plaque from visible
surfaces but not from between
the teeth and under the gumline.
Unwaxed floss is needed for these
hidden areas...Here's how:
Cut off about 18 inches of floss
and wrap the ends around your
middle fingers, leaving about 2
inches between your hands.
Guide it with your thumbs for the
upper teeth and index fingers for
the lowers. Pass the floss gently
between two teeth, sliding
several times to the gum and back
along the side of one tooth.
Repeat the scraping on the side of
Dr. Kelly
the adjacent tooth and move on
until all teeth are flossed.
A word of caution: Try never to
snap the floss suddenly between
two teeth as the gums may be
sensitive. Use a gentle, sawing
motion. If your gums bleed, you
may be flossing too hard, or the
gums may be in poor health.
Don't be shy. Have your dentist or
hygienist demonstrate the flossing
method to you.
Prepared as a public service
to promote better dental health.
SCOTT A. KELLY, D.D.S.
the school year.
“Michelle, the NCH employee that runs the mobile
units, reached out and asked us if there was a need for it,”
said Duncan. “After the first couple of sessions, we will reevaluate
where the biggest need is and determine where
the mobile unit should visit more. Michelle actually grew
up just south of us and went to Teays Valley, so she knows
the surrounding area and is working hard to get the
mobile units covering the area more south of Columbus.”
Services are the same for each campus area and include
pediatric primary care such as checkups, treating asthma,
assisting with work permit physicals, and more.
The services are not meant to replace a student’s normal
health care provider, but to help when families cannot
make it to see a pediatrician or family doctor.
Students can request appointments through the school
nurse to be seen for whatever they need. They can do this
ahead of time if they know the mobile unit is coming to
their campus, or they can do this the day they need to be
The Mid-Ohio Regional Planning Commission is
seeking public comment and review of the draft version
of its 2021 update to the Regional Complete
Streets Policy.
“Complete streets” are roadways designed, implemented,
operated, and maintained in an equitable and
context-sensitive manner so that people of all ages,
incomes, and abilities can use them safely. These
streets consider the needs of those who are: walking,
bicycling, using shared mobility devices and assistive
devices, using transit and riding school buses, driving,
and operating commercial and emergency vehicles.
“As a region, we strive to support the development
of a safe and sustainable transportation system that
ensures accessibility for everyone using it,” MORPC
Assistant Director of Planning & Sustainability
Stephen Patchan said. “Through the Complete Streets
Policy — which is guided by MORPC members — local
communities incorporate design elements that accommodate
all roadway users in any MORPC federally
funded projects.”
MORPC’s current Complete Streets Policy was
adopted in 2010 — one of the first of such policies
adopted at the regional scale in the nation. Since then,
several local jurisdictions in Central Ohio have adopted
their own complete streets policies, resolutions, or
ordinances.
Once the updated policy is adopted, it will apply to
all projects seeking federal funding for transportationrelated
projects from MORPC, beginning with the
seen.
Duncan said the visits are typically covered by family
insurance. However, no student will be turned away from
the mobile unit for lack of insurance or funding.
“If they don’t have insurance or struggle financially,
NCH will work with the families on a solution for the student,”
said Duncan. “The mobile unit can do a follow-up
the next time they are on campus, or they will recommend
them to a pediatrician’s office. We know that not everyone
in our community has access to the best health care, or
even the ability to see a doctor regularly. We wanted to
provide the mobile unit to make it easier for families to get
the care they need, and to keep our students healthy.”
According to Duncan, school nurse Chelsea Snider, a
class of 2010 Hamilton Township alumni, has been very
hands-on with the project and also worked at Nationwide
Children’s Hospital for seven years before she joined the
district staff.
MORPC to update Complete Streets Policy
summer 2022 round of funding. The grant is awarded
to communities within MORPC’s federally designated
metropolitan transportation planning area that
includes: Delaware County; Franklin County; Bloom
and Violet townships in Fairfield County; New Albany,
Pataskala, and Etna Township in Licking County; and
Jerome Township in Union County.
“The updated Complete Streets Policy aligns with
future-focused regional planning efforts in Central
Ohio communities and provides for additional design
flexibility so that projects can incorporate inclusive
street design,” MORPC Director of Transportation &
Infrastructure Development Thea Ewing said. “By
updating to these modern standards, regional communities
will continue to build public transportation
infrastructure projects in a manner that supports safety,
multimodal mobility and resiliency at a time of historical
population growth.”
The public is encouraged to comment on the proposed
policy, which can be viewed on the Complete
Streets webpage at morpc.org. Email comments to
lcardoni@morpc.org or in writing to MORPC, 111
Liberty St., Suite 100, Columbus, OH 43215, Attn:
Lauren Cardoni, by 5 p.m. Oct. 22.
The updated Complete Streets Policy will be considered
for adoption at MORPC’s Community Advisory
Committee, Transportation Advisory Committee, and
Transportation Policy Committee meetings in
November.
Red Cross needs volunteer drivers
The American Red Cross needs transportation
specialists in central Ohio to
deliver blood.
These volunteer drivers will either pick
up blood products from the Red Cross processing
facility at 995 E. Broad St. and
deliver the boxes to area hospitals and/or
pick up blood from drive locations around
central Ohio and deliver it to Broad Street.
Transportation specialists help ensure
that blood products are available when and
where they are needed for hospital use
such as for trauma victims, surgery
patients, those receiving cancer and sickle
cell treatment among other serious medical
conditions.
The American Red Cross is experiencing
a severe blood shortage as the number of
trauma cases, organ transplants and elective
surgeries rise — and deplete the
nation’s blood inventory.
No special transportation license is
needed for this position. Volunteers will
drive Red Cross cars or standard mini
vans. To be eligible, prospective volunteers
must have a valid driver’s license, three
years driving experience and a safe driving
record. Transportation specialists must be
able to lift 45 pounds.
Cross transportation specialist go to
“Kate” misses the mark in assassin film genre
A number of assassin-related films have come to
theaters and streaming platforms within the last few
months, none of which have been a hit, so to speak,
with the viewing public.
This lack of interest from the populous could be due
in part to a desire to see lighter fare but I think it has
more to do with a general perception that it will be just
like the one that came before it.
While there has never been much variation within
the genre — after all, there are only so many ways to
show how a lone person with skills can take down a
weaponized horde — it has seemed lately that writers
and directors are not even trying anymore, relying
instead on popular tropes found within the cinematic
assassin films of yore.
Occasionally, these retreads can click with the
audience but there has to be something new that pulls
them in, something that makes them believe there is a
spark of creative life in a tale that overwhelmingly
deals with death.
The latest film of this type to make an attempt at
bringing something different to the killing field is
“Kate.”
In this Netflix original, the creators take that popular
trope of the weary assassin that is determined to
fulfill the mission and spins it into one where the
weary assassin that is determined to fulfill the mission
has but hours to live.
The employment of that plot device adds a greater
sense of urgency to the narrative but unfortunately
the fulfilment of that creative choice falls a bit short
despite the best efforts of the intriguing lead.
When “Kate” begins, our skilled assassin (played by
Mary Elizabeth Winstead) is contemplating retirement.
Since her teenage years, she has been going
from country to country, killing whomever her handlers
want, but lately has found this way of life to be
unfulfilling.
When she tells her main handler Varrick (Woody
Harrelson, collecting a paycheck) her newfound
doubts, he scoffs and tells her he would give her “two
visits to Walmart” before she changed her mind.
Feeling as if he is right on the mark, she goes about
her latest assignment of picking off Yakuza members
in Tokyo but is unsettled when forced to kill one while
he is in the presence of his young daughter. Shaken by
the events, Kate is more determined than ever to get
out of her current line of work but is again drawn back
in the fold with the promise of making one more hit
that would “cut the head off the rest of the snake.”
During her mission to kill Yakuza boss Kijima (Jun
Kunimura), she experiences sudden fatigue and dizziness
and asks for more time so she can reorient herself.
Not being granted any leeway, she takes the shot,
misses and erratically tries to drive away to safety
Foster a dog
The Franklin County Dog Shelter and Adoption Center offers
individuals in Franklin County the opportunity to foster shelter
dogs while they are still available for direct adoption. While fostering
a dog, it is possible to learn more about how that dog will
act in a home setting, increase the dog’s network of potential
adopters, and give them time out of the shelter to decompress.
Many dogs enter the shelter as stray dogs, so virtually nothing is
known about them. Foster homes provide the opportunity to learn
important details about dogs in the shelter’s care.
Thee dogs also become Instagram and Facebook stars, and the
shelter can learn information that will help find the dog their perfect
forever home.
For information visit the shelter website, www.franklincountydogs.com
or email foster@franklincountyohio.gov.
The Reel Deal
before she can pass out.
When she wakes in a hospital
24 hours later, she is informed
that she has been poisoned with a
radioactive material and has less
than a day to live.
Though Kate is literally decaying
from the inside out, she
rejects the doctor’s offer of a “comfortable
death” and decides she
would rather seek vengeance
against those responsible for her
Occasionally, these retreads can click
with the audience but there has to be
something new that pulls them in.
condition.
Along the way, she meets the young daughter of the
man she previously killed and, with her help, sets out
to go on one final mission to avenge her own murder.
Though “Kate” tries its best to become its own
movie, the tendencies of writer Umair Aleem and
director Cedric Nicolas-Troyan to fall back on wellworn
tropes of action and assassin movies makes it
look like the retread I addressed earlier.
While there are some nice plot deviations and fun
action sequences, the overall film doesn’t necessarily
feel fresh or exciting, especially when overused camera
tricks like blood hitting the lens are employed. It is
well past time directors retire that one, unless, of
course, it’s a 3-D horror — those can stay.
One of the most compelling aspects of this movie is
Winstead, who, after playing The Huntress in “Birds
of Prey” is no stranger to the loner assassin character.
Though Kate is ultimately a ruthless killing-machine,
Winstead plays the part with some vulnerability, especially
when meeting Ani (Miku Martineau), the young
daughter whose father she killed in the opening scene.
They make an odd quasi-mentor/quasi-mentee team
but their relationship is quite underdeveloped, another
unfortunate casualty of the script.
Though “Kate” has many flaws in its execution of
being a trailblazing action/assassin film, there are
enough elements here that make it mostly watchable.
With its pops of color that pay homage to the Japanese
city, a compelling lead, moments of humor and engaging
fight scenes, it’s a decent, albeit violent, way to
pass some time.
