LIFT THE EYES – PLAY WHAT’S IN FRONT OF YOU
WE WON’T GET OUT
OF THIS MESS BY
CONSTANTLY LOOKING
OVER OUR SHOULDER AND
WORRYING ABOUT COVID.
OUR EYES ARE KEENLY
FOCUSED FORWARD
AND WE AT THE QHA ARE
COMMITTED TO FORGING
A BRIGHT FUTURE WITH
YOU, THE MEMBERS.
No matter what your sport of choice is, whether it is sailing, fencing, cricket or
croquet, they all have a saying that is pretty much the same. That same saying
applies to football as well, and as finals of all codes are approaching (or finished for
some teams) across the country, I am taking heed of the coach’s advice to “lift my
eyes” and respond to what I see.
Our industry has been through an immensely harrowing time over the past year
and a half. Whilst many members have been shut or suffering drastic reductions
in visitations as there are no tourists, there are also plenty that are looking to “play
what is in front of them” by turning the direction of their business or taking the
opportunity to refresh their offerings.
Over the past month our QHA team have concentrated on two key areas to assist
members. Firstly, to get out and visit as many members as possible and connect
them with support from Government, our industry partners and / or the QHA expert
services. I think we have covered more kilometres this couple of months than all of
last year combined. Secondly, we have tried to look ahead to see what the industry
will face in the years to come in order to be prepared and to minimise the impact.
It feels both strange and re-assuring to be back discussing liquor, tourism and
gaming issues on behalf of members again. Looking for better deals from energy
and insurance suppliers is back on the agenda, as is compiling a list of regulations
that have hindered the industry for far too long and seeking to get them changed.
This is just the beginning of the tasks and we will be happy to discuss them in
detail with members as we head up to Cairns for our Regional Board Meeting,
to Kingaroy for our “Pubs Pots and Profits” training, to the Gold Coast for our
Accommodation GM meetings and everywhere in between. We won’t get out of
this mess by constantly looking over our shoulder and worrying about COVID. Our
eyes are keenly focused forward and we at the QHA are committed to forging a
bright future with you, the members.
VALE
25 August 1940 —
17 August 2021
In memory of
Alf Zeller
It is with great sadness that we pay tribute to Alf Zeller,
a QHA leader of many years’ service.
In the same year Australian Prime Minister Harold Holt
walked off into the surf never to return, Alf Zeller walked
into a pub in Toowoomba and started what was to
become a life-long career.
The year was 1960 and it was the beginning of a 10-
year stint working in the hotel industry that saw Alf
work as barman, yardman and administrator for the
Canberra Hotel and Portadown Hotel in Toowoomba
and the Kedron Park Hotel in Brisbane.
Hotels had captured Alf’s attention and in September
1970 Alf and his wife Margaret signed the lease on the
King George Hotel in Roma and took on the challenges
of managing a country pub.
Over the next 48 years this dynamic duo owned,
leased, or managed numerous hotels and motels
through Queensland. Most recently they had built
their empire around Townsville where Alf was once the
president of Home Hill Race Club.
Alf was a long-standing and loyal member of the
Queensland Hotels Association, clocking up 37 years
of service.
He is a life member (since 2000) was Trustee for the
State Board and has served in numerous positions
including 10 years as a State Board member, almost
20 years at the QHA Northern Zone Representative,
and as President of the QHA – Townsville District – for
about 20 years.
The list of hotels the Zeller family has been involved
in, either Alf and Margaret as a team, or via Alf Zeller
Family Trust in conjunction with their son Garry Zeller
is extensive and includes: Lake Eacham Hotel, 2014
– January 2019; Central Hotel, Normanton, April 2007
– 2014; Redbrick Hotel, Brisbane, January 2011 –
May 2012; Railway Hotel, Ravenswood, April 2010
– September 2010; Yongala Lodge Motel, Townsville.
March 2005 – October 2008; Malpass Hotel, Home
Hill, November 1986 – October 2004; Stuart Hotel,
Townsville, November 1985 – March 1989; Malpass
Hotel, Home Hill, July 1982 – September 1985;
Midtown Hotel, Townsville, January 1981 – July
1982; Canecutter Hotel, Innisfail, September 1976
– December 1980; Empire Hotel, Roma, September
1973 – September 1976: King George Hotel, Roma,
September 1970 - September 1973.
Alf, aged 80, passed away on 17 August 2021. His
friends and family celebrated his life at a service at St
Joseph The Worker Catholic Church in Wulguru on
Wednesday, August 25. He was the beloved husband
of Margaret and much-loved father and father-in-law
of David and Sorelle, Glenn and Carolyn, Garry and
Nicole, and Theresa, loving Pop of Jacquelyn, Jasmine,
Ryan, Dylan, Cooper, James, Hayden, Holly and Abbey.
Great-Pop of Harvey.
Alf was a publican through and through. His service to
the industry he loved and the people he worked with
along the way was always generous. On behalf of his
friends in the QHA
I pay tribute to his life
and service and offer
condolences to his
family who are in our
thoughts and prayers.
GAMBLING GRANTS TOP ONE BILLION
The Gambling Community Benefit
Fund (GCBF) recently passed a great
milestone. The Round 108 of Funding
passed the extraordinary One Billion
Dollar funding mark.
There has been over 62,000
not-for-profit community groups that
have been awarded funds across all
parts of Queensland. We estimate the
Hotel sector has contributed about
60% of the total amount as in line with
gaming tax figures. The taxes come
from Pokies, TAB and KENO of which
our industry is the largest contributor.
More good news is that for Round
One in February 2022 the upper limit
of funds will increase from $35,000
to a maximum of $100,000, this is
a very substantial funding increase
for this one-off round. I would like to
encourage all Publicans to approach
different not-for-profit organisations
in their communities to make
applications for this particular round.
The funds can be used to undertake
significant improvements to their
organisations property and in a wide
range of other capacities. If you need
any more information about the fund
and how to apply please make initial
contact with the QHA membership
Services Officer.
Some of the types of organisations
that the Fund has assisted over the
many years are, Men’s Sheds, local
sports club teams, Show Societies,
Women’s shelters, Country Women’s
Association and Lions Clubs etc.
We tend to look favourably towards
communities in remote locations
as well as the disadvantaged. We
also prioritise areas that have been
disadvantaged by disasters including,
floods, fires, droughts etc.
I have represented the Queensland
Hotel Association on this fund for the
last 7 years and I have found it to be
very satisfying knowing that we can
make such a difference to a lot of
struggling community groups which
in remote locations tend to be the
backbone of the community and which
a lot of people rely on. So I say to all
Hoteliers put this out in your community
so that the benefits are shared among
those in need. As well as helping out
you could expect support from those
whom you help. The people who
run the fund through OLGR are very
helpful in submitting an application for
consideration. It is part of the money
that we have contributed to the fund
via Gaming tax, so the benefit in
your area could be very well received
and your help appreciated by these
organisations.
Keep your taps flowing and hopefully
the disaster that we are experiencing
will be over soon.
Tony Condon, QHA Life Member.

LOVE OF CRICKET BRINGS INDUSTRY STALWARTS TOGETHER
QHA REVIEW | 8
Golf days, barefoot bowling, fishing trips, functions. The
options for socialising are endless, however finding an
event that enables groups bigger than four people to
interact at one time can be difficult.
For Geoff Crossman and the team at Campari, the
solution to that particular problem came in the form of
the annual Campari Cup – a cricket match with a rotating
roster of Queensland publicans and QHA’s very own
Bernie Hogan, who take to the pitch to bat, bowl, and
share industry news and ideas.
This year’s cup took place on July 28 at Souths
headquarters in Fairfield in honour of Lorraine Ford, the
wife of long time Queensland hospitality stalwart Andrew
Ford, who, sadly, lost her battle with brain cancer recently.
Geoff said he had originally started the event when he
was working at Carlton United Breweries may years
ago. It had been a hit, but it dropped off when he moved
across to a new role at Campari.
The former players had chased him to resurrect the fun,
Campari were willing, CUB said no worries, and so it
made a comeback with a new sponsor behind it.
“Basically, what it is, is a thought to bring together
some key strategic stakeholders of our industry here in
Queensland in a way that hasn’t really been done before
that connects everyone at the one time - not like a golf
day where you’re in groups of four – or at a corporate box
where there’s 10 of you,” Geoff said.
“There’s the serious, competitive side of people, we then
have a presentation at one of the venues – a few cold
drinks and some food and network around the issues at
the same time.”
“It’s a 35-over match – Souths provide us with an umpire
and the scorers – it’s all legitimate. Everyone’s got to bowl
a minimum of two overs – you retire at 30 and can come
back in later if you’re needed.
“I do up One Day strip uniforms and Deery (Richard
Deery) does a barbecue for us at lunch time because
we’re near the Story Bridge (Hotel).
“The Southern Stars play the Northern Kings – basically
divided by the river.
“It’s an 11-a-side – but over the years there’s normally
about 30 – you can never quite get the time right – we’ve
always managed to have that nucleus – they always get
the first crack at it.
“While the capability of a few of them might not be to a
standard – it’s the one thing in the year that they all make
time for. They’re as passionate about it the next year
that it goes around. It’s almost like they are the ones that
remind me when’s it on.
“We’ve been doing it now at Campari since 2012 – but I
actually started it off about five years prior to that when I
was at CUB.”
THIS YEAR’S CUP TOOK PLACE ON JULY 28 AT
SOUTHS HEADQUARTERS IN FAIRFIELD IN HONOUR
OF LORRAINE FORD, THE WIFE OF LONG TIME
QUEENSLAND HOSPITALITY STALWART ANDREW
FORD, WHO, SADLY, LOST HER BATTLE WITH BRAIN
CANCER RECENTLY.
Geoff said the while the Southern Stars (captained by
Richard Deery) had traditionally been the dominant side,
there was a rumour the Northern Kings (captained by
Nick Gregorski) had put in some last-minute practice this
year and come closer to a win.
He said it wouldn’t be a proper grudge match without a
prize or trophy to play for – in this case it’s a 21-year-old
bottle of Appleton Rum.
This year’s awards went to:
Man of the Match -
Lance Burrows (Breakfast Creek Hotel)
Best Batsman -
Peter Thompson (Fisherman’s Wharf Tavern)
Best Bowler – John Loth Jr (Gem Hotel)
Best Catch – Sam Ingham-Myers (Rocklea Hotel)
NEWS
The 21-year-old Appleton Rum was
a hit with the winners.
Nick Gregorski, Richard Deery and Geoff
Crossman, with the annual trophy.
Campari’s Managing Director
Simon Durrant.
Turkey Award – Richard Deery (Story Bridge Hotel)
Geoff said Campari had recently joined the QHA and
is looking foward to working with the QHA and their
members for years to come.
Campari is now in its 11th year as a standalone business
unit in Australia.
Campari Managing Director Simon Durrant said the
acquisition of Wild Turkey in 2010 had coincided with the
arrival of Campari Australia.
“In Australia, Campari is currently recognised and
respected as a leading provider or spirits products,
bring continual innovation in terms of execution and
experiences to the on-premise.
“The company prides itself on helping to cement a
cocktail culture into the Australian vernacular and
showcasing everything on-premise has to offer. Negroni,
Old Fashioned, and of course Aperol Spritz, are now
established favourites.
“In 2021, Campari Australia will be increasing its efforts to
capture new occasions, having already kicked off the year
with the launch of Aperol Ready to Serve.
“Customers can also expect new offerings aimed at new
and lapsed bourbon drinkers, helping them to re-discover
bourbon.”
While many will automatically link Campari with the bright
red, bittersweet aperitif of the same name, Campari the
brand encompasses a wide variety of products including:
Aperol, Appleton Estate, Averna, Baron Samedi, Bulldog,
Campari, Cinzano, Coruba, Cynar, Espolon, Frangelico,
Grand Marnier, Ouzo 12, Riccadonna, Sagatiba, Skyy,
The Glen Grant, and Wild Turkey.
A TOUCH OF LATIN AMERICA
IN DOWNTOWN BRISBANE
As this edition of QHA Review hits your desk, the team
at Fortitude Valley’s newest club should be celebrating at
least a week of trading in their long-awaited venue.
Opening night of Hallmark Group’s Latin-American-style
social club, Hey Chica!, was scheduled for September 17
with the promise of being an exciting new addition to the
hustle and bustle that is Brunswick Street in the Valley.
Hallmark Group Director Scott Hempel said the venue is
aiming to create a new experience for its visitors.
“Hey Chica! is all about the passion and atmosphere of a
Latin American street party – a destination where guests
can embrace the diverse and colourful energy found in
the back streets of Havana,” Mr Hempel said.
“Characterised by a kaleidoscope of colour, unique décor
and ambient lighting, Hey Chica! brings the old-world
charm of a classic Havana bar experience to life, offering
a line-up of DJ’s accompanied by trumpets, bongos and
percussion entertainment for a fun night out.
“In true social club-style, Hey Chica! boasts a delicious
beverage menu. From the Zacapa Old Fashioned to
the Smokey Cuban packed with Joven Mezcal and
cinnamon, reminiscent of a Cuban cigar.
“Lending to the warmer Queensland climate, for
something lighter, guests can enjoy a Watermelon Basil
Sour, Havana Colada, frosè, or a refreshing mojito -
because Cuba was the birthplace of the mojito after all,”
he said.
A range of tapas will be served to complement the drinks
and to bring the bold flavours and atmosphere of Latin
America to life.
Menu items released so far range from crispy pork belly
bites with sofrito mayo and spicy beef empanadas, to
chilli prawn lime skewers and croqueta de jamon.
For guests looking for something a bit bigger the kitchen
will offer up charcoal oven morsels of striploin, nachos,
Cuban sandwiches or Cuban bowls packed with black
beans, charred corn, plantain chips and salsa.
Hey Chica! will be open from 11am until late. It is located
at 315 Brunswick Street, Fortitude Valley, Brisbane.

QHA’s Employment Relations
Conference was held on 9
September 2021 at LOFT in West
With the 2020 conference
cancelled due to COVID-19, the
QHA was very glad the conference was able to go ahead after being forced
to re-schedule from the original date of 5 August.
This year we were joined by several attendees from other AHA branches;
AHA ACT and Hospitality NT. Due to border restrictions, it was an
opportunity to test our Zoom capabilities. Utilising this conferencing
technology we have been able to contact with more members than ever
before. It has been an excellent learning tool that we have added in our
Training Department and now Employment Relations too.
Jackson Inglis from Sparke Helmore Lawyers spoke about current issues
and legal considerations in relation to mandatory vaccination.
Cletus Brown, Director of the Compliance Branch of the Fair Work
Ombudsman was interviewed by the QHA’s Wesley Davey about
compliance in the hospitality industry and what employers should expect if
contacted by the Fair Work Ombudsman.
Yvette Mclaughlin (also from Sparke Helmore Lawyers) spoke about
responding to Psychological Injury Workers’ Compensation claims.
Dr Angus Forbes from Phoenix Occupational Medicine provided some
helpful advice about looking after employee’s and dealing with the physical
ART WORTH BOTTLING
QHA REVIEW | 14
When it comes to drinking wine it’s ultimately what’s in
the bottle that really counts – but there’s no denying the
packaging on the outside plays its part when to comes to
finding new buyers.
In South Australia this month the art of the wine label is
being celebrated in style with an exhibition, Message on
a Bottle, being held at The Hawke Centre’s Kerry Packer
Civic Gallery.
The exhibition has been pulled together by a team from
the University of South Australia’s design school to
showcase 70 years of wine labels.
Exhibition co-convenor David Blaiklock, who is also
the program director of UniSA’s Bachelor of Illustration
and Animation, said Message on a Bottle highlights the
important roles and contributions of wine label design in
building South Australia’s wine industry and its brands,
including the associated economies such as tourism and
manufacturing.
“The design of memorable and successful wine labels
has seen South Australian designers and design studios
gain international prominence and recognition over the
past 70 years,” David said.
“Wine label design now has a significant influence on
purchasing decisions and a big impact on the economic,
social, and cultural capital of South Australia.
“OF COURSE, WINE LABELS SIGNAL WINE STYLES,
REGIONS, QUALITY, AND BRANDS, BUT BEYOND
THESE ESSENTIALS, WINE LABEL DESIGNS HAVE THE
POWER TO CAPTURE THE CULTURAL AND SPIRITUAL
VALUES OF WHERE WINE IS GROWN.
“Of course, wine labels signal wine styles, regions,
quality, and brands, but beyond these essentials, wine
label designs have the power to capture the cultural and
spiritual values of where wine is grown.
“Starting with the legendary Wytt Moro, and followed
by designers such as John Nowland, Ian Kidd, Barrie
Tucker and Karen Seja, wine labels have now become
synonymous with how South Australia’s wine sector is
perceived across the world.
“Just like the wines they represent, the designers behind
the labels are also recognised on the world stage.”
The Message on a Bottle exhibition features 150 wine
labels from 15 leading wine label design studios for
brands including Gemtree, S.C. Pannell, Hugh Hamilton,
Sevenhill Cellars, The Other Wine Co., d’Arenberg,
Tapanappa and Samuel’s Gorge.

QHA REVIEW | 16
Playing host to many visitors in its time, this Royal hotel has received celebrity
guests as well as presidential guests since it was built and opened in 1969 as the
Park Royal Hotel. At the time and particularly through the 1970s, Brisbane’s music
scene was abuzz with visiting international musicians who performed at the famed
music venue, Festival Hall. From Queen, the Bee Gees, Bob Marley and Barry
White to The Police, Bob Dylan, Johnny Cash and Led Zeppelin, Festival Hall was
the place to perform, and it was located just three blocks from Park Royal which
was the accommodation of choice among performers.
“The hotel was built in 1969, it was the Park Royal then, and it was built because
there was a lack of good international hotels at the time,” Royal on the Park,
Director of Sales and Marketing, Tanya Stearn said.

“IN NOVEMBER 2000 ITS NAME CHANGED TO ROYAL ON THE PARK, AND
IT’S NOW AN INDEPENDENT HOTEL SYNONYMOUS WITH OVERLOOKING
THE CITY BOTANIC GARDENS. THAT MAKES THE HOTEL 52 YEARS OLD,
AND DURING THAT TIME, IT SURVIVED TWO FLOODS AND A FIRE.”
QHA REVIEW | 18
“The hotel has certainly gone through some changes,
originally when it was built and the location was
decided, it was because of its location or its proximity
to the Festival Hall, so a lot of celebrities have stayed
at the hotel in the past and it was the hotel of choice.
“In November 2000 its name changed to Royal on the
Park, and it’s now an independent hotel synonymous
with overlooking the City Botanic Gardens. That
makes the hotel 52 years old, and during that time, it
survived two floods and a fire.”
Flood and fire aren’t the only moments of history
that can be attributed to the hotel. The hotel’s onebedroom
Junior suite was purpose built in the lead
up to the 2014 G20 Summit, (held in Brisbane) for
Brazil’s first female president, Dilma Rousseff who was
later impeached and removed from office. The hotel
also hosted South Korea’s first female president Park
Geun-hye who was also later impeached and removed
in 2017.
Since its most recent renovation in 2014, the 153-
room hotel now offers nine suites including four deluxe
suites with spa baths, three executive suites on the top
level which are all one-bedroom suites.
“We have a really good selection of room types, from
deluxe rooms with a city or park view, premium rooms
on the higher floors with city or park views, and our
collection of suites,” Tanya added.
Positioned opposite the City Botanic Gardens, Royal
on the Park is often home to romance and adulation as
it offers a prime inner-city wedding destination, where
newlyweds can take advantage of the gardens and
river setting across the road, and quality hospitality at
the Royal.
It is also a popular destination for high school formals
thanks to its grand entry which presents an instagramworthy
photo opportunity for the young ones.
“We’ve become quite a diverse business here,
school formals are popular mainly because we have
a beautiful sense of arrival for the students with that
porte cochere and the flags out the front. We do have
weddings at the hotel and the beauty of having a
wedding here is that you can have your ceremony over
at the Botanic Gardens and reception here,” Tanya
explained.
“We also host a lot of dinners and events, and some
of those events that we work with each year are
the Queensland’s Young Achievers Awards and the
Queensland Community Achievers Awards.”
Being an inner-city hotel with a significant amount
of competition nearby, Royal on the Park ensures
it maintains a strong focus on a superior level of
customer service.
SINCE ITS MOST RECENT
RENOVATION IN 2014, THE 153-
ROOM HOTEL NOW OFFERS NINE
SUITES INCLUDING FOUR DELUXE
SUITES WITH SPA BATHS, THREE
EXECUTIVE SUITES ON THE TOP
“It is a big challenge, more inventory obviously means
more competition. We do have loyal guests who come
back to us time and time again because they like the
feel and the service offered by our hotel.
“It’s unusual that somebody would like both styles,
someone who might like ultra modern may not choose
us and that’s ok, and vice versa, someone who may
choose us, may not want ultra-modern, so we still
have our loyal base of guests, our wonderful royal
rewards members and they get very well looked after,”
Tanya explained.
“We’re a small team and an independent hotel so we
can’t leverage off a corporate office or other sister
hotels, and while we’re a small team we don’t roster a
lean staff,” Tanya said.
“We have a warm, welcoming feeling as soon as
you walk into the hotel and our whole team’s focus
is service and to make sure that our guests feel like
they’re at home.
“We ensure that we have staff on to look after
breakfast and dinner services in the restaurant and we
also have porters on to assist with the front office with
check ins and checkouts. We’re very mindful of that,
and we don’t skimp and save on guests.”
The hotel’s restaurant, The Walnut Restaurant and
Lounge Bar, serves up delectable dishes such as
Lobster and Chive Risotto and Confit de Canard
(duck) on its main menu and serves monthly specials
while keeping a focus on sourcing local produce and
beverages as much as possible.
“Our Walnut Restaurant and Lounge is quite well
known. Back in the day it was very well known for
those long lunches and at one time there was a lot of
media who used to come in for them.

RENO BRINGS NEW LIFE
QHA REVIEW | 22
When the time came for JDA Hotels to upgrade
its venue at Mermaid Beach it turned to Rohrig
Construction and architect Paul Kelly Design to
help develop a refurbishment that would bring
value for years to come. The result is a stunning
new look tavern that has proven to be a hit with
locals and visitors alike, providing a new hub for
hospitality on the Gold Coast.
Collaboration for style and value
John Feros, owner of JDA Hotels, said the vision for the
Mermaid Beach Tavern would be 100% inclusive and
offer something for everyone.
He said the venue needed the right casual sophistication
to make it equally attractive for locals to come as a
family, on a first date, for a ladies’ long lunch or for the
boys to come in for a punt.
“We wanted a pub that would pride itself in doing the
simple things right: great pub food, extensive beverage
offering, good entertainment and fantastic customer
service,” Mr Feros said.
Architect Paul Kelly, of Paul Kelly Design, was tasked
with meeting the brief.
“The fundamental idea was to bring new life to the past,
with our concept being a reinterpretation of a jewellery
box (it’s what’s inside that’s the most desirable),” Mr Kelly
said.
Rohrig Construction, working on a design and construct
basis, collaborated with the client and architect to help
evolve the design and ensure value in the build and for
future operations.
Rohrig Construction Manager Matt Tucker said JDA
Hotels engaged Rohrig early to help with initial cost
planning.
He said while the project was being DA approved,
Rohrig was able to work alongside the client and Paul
Kelly to explore multiple design options.
A fresh and practical design
“We had a lot of experience with other JDA Hotels
projects which, combined with close collaboration with
all involved, meant we could find the best approaches
to achieve lasting value and to realise the client’s and
architect’s vision,” Mr Tucker said.
The redevelopment of the tavern included a new sports
bar, gaming room, kitchen, lounge, bistro, public bar,
courtyard areas and beer garden. The new kids’ room
THE REDEVELOPMENT OF THE TAVERN INCLUDED A NEW
SPORTS BAR, GAMING ROOM, KITCHEN, LOUNGE, BISTRO,
PUBLIC BAR, COURTYARD AREAS AND BEER GARDEN.
makes sure it’s still a loved place for families with
youngsters too.
Mr Kelly said the new building elements were designed
to ensure there was a strong connection with the
outside environment, with natural sunlight and natural air
flow. The extensive height, natural light, monolithic brick
finish and abundant planting create a unique space.
The design also included the introduction of a large,
centralised bar and an enlarged kitchen.
Rohrig’s specialist food and beverage design team
developed the bar and kitchen areas to bring the design
ideas to life effectively and to ensure everything would
function with optimum efficiency for staff and patrons.
Looking to the future
The revitalised Mermaid Beach Tavern with its distinctive
aluminium-battened exterior and Queensland indooroutdoor
feel is now set to embrace many more decades
at the heart of Gold Coast life.
Owner John Feros is delighted with the results and
said it perfectly encapsulates their business motto ‘the
premium pub experience’.
“We feel the project has been a successful union of
great design and expert construction,” Mr Feros said.
“We could not be happier with the end product and look
forward to sharing it with the thriving Mermaid Beach
community.”
SUPERANNUATION
With Brendan O’Farrell
ARE YOU READY FOR THE NEW ‘STAPLING‘ RULES?
Last month I talked about Intrust Super’s merger with
Hostplus on 26 November 2021. The transition is
continuing, and we will be rolling out information kits
and sessions to QHA members all the way up to the
merger date.
No matter which super fund you choose as a default,
there are some upcoming rule changes that you and
your human resources team will have to follow next
month.
The new ‘Your Future, Your Super’ rules will see
super fund accounts ‘stapled’ to individuals from 1
November. The intention is to avoid the creation of
multiple accounts when people change jobs.
Under the new rules, businesses will need to find the
details of the current super fund of every new staff
member and pay their contributions into the existing
account.
The Australian Taxation Office (ATO) will be creating
a portal to assist businesses with finding their
employees’ super accounts. Payroll officers will need
to access this portal to set up a new employee with
their super contributions. The ATO have stated that
if businesses don’t meet their choice of super fund
obligations, additional penalties may apply.
Get ready
To make sure you’re ready to request an employee’s
stapled super fund details, check and update the
access levels of your authorised representatives in
ATO online services. This will also protect your staff’s
personal information.
How to find a new employee’s exiting super
account
To see if a new employee has an existing account you
will need to:
1. Log into the ATO online services portal.
2. Enter your employee’s details, including their:
• TFN
• full name – including ‘other given name’ if
known
• date of birth
• address (residential or postal), if TFN not given
3. Receive the response on-screen in online
services. The ATO will notify your employee of the
stapled super fund request and the fund details
they have provided.
The ATO assistant commissioner Larissa Evans said
checking the ATO portal for an employee’s old account
would take “minutes” and that bulk requests will be
available if you need to request stapled super fund
details for over 100 new employees at once.
In the meantime, if you need any assistance to ensure
your payroll systems are prepared for the change,
we’d love to help. Get in touch with our service
team at service@intrust.com.au or contact your local
Relationship Manager directly.
KEEPING PATRONS SAFE TOGETHER
QHA REVIEW | 26
I’d like to acknowledge and thank all of you for
the tremendous effort you have put in to keep
Queenslanders safe over recent months.
We’ve seen licensed venues across the state step up
to the plate time and time again to help protect our
communities, as the COVID-19 health crisis continues
to present unprecedented challenges for the industry.
While lockdowns, checking in patrons and staff,
wearing masks and other restrictions are key to
stopping the spread of COVID-19 in our community,
we know our hospitality operators have been doing
it tough.
That’s why we have bolstered our financial support for
the hospitality industry through a range of grants and
fee relief.
This includes waiving or refunding liquor licensing fees
for the 2021-2022 period for existing operators and
injecting more than $21 million back into Queensland’s
licensed venues.
We’re also continuing to waive application fees
associated with changes to trading hours or licensed
areas until 30 June 2022, so be sure to keep this in
mind as we head into the summer months and
festive period.
WE’VE SEEN LICENSED VENUES ACROSS THE
STATE STEP UP TO THE PLATE TIME AND TIME
AGAIN TO HELP PROTECT OUR COMMUNITIES,
AS THE COVID-19 HEALTH CRISIS CONTINUES
TO PRESENT UNPRECEDENTED CHALLENGES
FOR THE INDUSTRY.
On top of that, eligible pubs and hotels across
the state that have been affected by lockdowns
in Queensland or interstate can also access cash
payments through the 2021 COVID-19 Business
Support Grant program.
We’ve joined forces with the Commonwealth
Government to offer payments of between
$10,000 and $30,000 depending on your business’s
payroll size.
Applications are currently open for these grants and
all eligible businesses who apply will receive funding. If
you haven’t already done so, I encourage you to check
your eligibility and apply before 16 November 2021.
We’ve also increased support for businesses directly
affected by a positive COVID-19 case through the
COVID-19 cleaning rebate which covers up to 80
per cent of professional cleaning costs, capped at
$10,000 per separate event, when a business is a
confirmed exposure site.
These fee waivers, grants and rebates are in addition
to a range of the other support available to licensed
venues across Queensland including mentoring
programs, financial counselling and small business
support packages.
As we approach the end of another challenging year,
some of you who own, manage and work at our pubs
and hotels may be feeling the psychological effects
of the pandemic. Now, more than ever, your mental
health and wellbeing should be a priority.
Mental Health Awareness Week (9 to 17 October) is a
great opportunity to check in with your colleagues and
staff, and I would like to remind you that along with
our financial assistance, mental health support is also
available from the Queensland Government. To access
this support visit business.qld.gov.au/mental-health or
call 1300 654 687.
I encourage you to head over to the Business
Queensland website to make sure you’re taking
advantage of the full range of support that is on offer.
You’ll also find a handy Business Assistance Finder
which can help you find out what other local, state and
federal support may be available to your business.

OLGR
SPOTLIGHT ON RESPONSIBLE GAMBLING
The world around us is changing rapidly with
community expectations, industry innovation and
development, and technological advances constantly
altering the shape of Queensland’s liquor and gaming
industry.
To keep pace with these changes, the Office of Liquor
and Gaming Regulation (OLGR) is taking a closer look
at how it operates in this evolving landscape.
Through a new regulatory strategy project, OLGR will
establish how it will align its work to the evolving needs
of the industry and the Queensland community across
six key areas. These are:
• delivering public value
• discharging our statutory functions
• being a trusted regulator
• being contemporary
• enhancing our risk-based approach
• contributing to Queensland’s economic recovery.
By the end of 2021, the project aims to produce a
five-year regulatory strategy for OLGR, outlining best
practice for a modern regulator in the liquor and
gaming space.
OLGR began the project with a review into how we
operate today, including how we work with liquor and
gaming licensees across the state.
We also undertook extensive research into what it
means to be a modern regulator both in Australia
and overseas. This included environmental scans and
reviewing academic research about modern regulators.
Drawing on data and insights from this research,
and recognising the significant impact our work can
have on licensees, OLGR consulted more than 110
different businesses across Queensland including
hotels and pubs.
We also received feedback from industry associations,
community groups, consultants, law firms and other
regulators across the state and nation, hoping to find
out how you thought OLGR was currently operating
in terms of modern regulatory practices and how you
thought it can best work with industry moving forward.
It was eye-opening to learn about the challenges
you’re experiencing and the opportunities you see for
a more collaborative and coordinated effort between
OLGR and industry over the next five years.
That feedback will be essential to providing a full
picture of where OLGR is now, where it needs to be
and how it should get there, as we shift our focus
to drafting the regulatory strategy this October. We
will again call on industry for feedback on the draft
strategy before it is finalised.
While the development of a regulatory strategy is just
the first step of a much broader cultural change, it will
put OLGR in a good position to support the industry to
continue to deliver safe liquor and gaming experiences
to Queenslanders now and into the future.
Keep an eye out for more updates on this exciting
project towards the end of the year.
On the subject of creating safer environments, I’d
like to highlight that October is Safe Work Month.
It’s a great opportunity to commit to building and
maintaining safe and healthy spaces for your staff,
colleagues, and patrons.
On top of your usual responsibilities to maintain
physical and mental health and safety, hotels and pubs
also play a key role in keeping Queenslanders COVID
Safe.
Importantly, you need to continue to follow the Chief
LEGAL MATTERS with Curt Schatz
NO MASK, NO ENTRY?
QHA REVIEW | 28
With government health directions coming and going,
many of our pub and hotel clients have asked us
whether they can refuse entry to someone for not
wearing a mask. The short answer is, it depends.
Unfortunately, this is still a grey area with strong
arguments for and against. In this article, we talk
through where you can (and can’t) deny entry to nonmask
wearing patrons.
Masks protect an individual’s ‘right to life’
Under the Human Rights Act 2019, public entities
(such as Queensland Health) are obliged to take
positive steps to protect rights, including the right to
life.
Mandating mask wearing is an example of complying
with this obligation. Under the Public Health Act 2005,
Queensland Health have the power to issue health
directions that must be complied with by the public in
affected local government areas.
Under the current direction, patrons are required to
wear a mask inside unless eating or drinking. And
pubs are required to enforce this direction, or face
hefty fines.
However, you cannot enforce this on everyone…
It is important to note that the direction to wear a mask
does not apply to a person who has a physical or
mental health illness or condition, or disability, which
makes wearing a face mask unsuitable.
There is no requirement under the public health
directions for those claiming a medical exemption to
provide proof such a condition exists (i.e. produce a
medical certificate).
Further, under the Disability Discrimination Act 1992,
it is unlawful to discriminate against another person
on the ground of the person’s disability. This includes
refusing access to any premises that the public (or a
section of the public) is entitled or allowed to enter or
use (i.e. a pub).
Therefore, declining a patron entry to your venue for
not wearing a mask, may be considered unlawful
discrimination, as their disability renders them exempt
from the original direction to wear a mask.
But wait, there is another ‘however’.
However, under Anti-Discrimination legislation, a
person may do an act (i.e. refuse someone entry to
a venue for not wearing a mask) if it is ‘reasonably
necessary’ to protect public health or protect the
health and safety of people at a place of work.
Arguably, it is reasonably necessary to require patrons
to wear masks to protect staff and other patrons
against the risk of COVID-19.
It can also be argued that allowing anyone to claim
a medical exemption without providing proof (which
they are currently not required to do), will open the
floodgates for other patrons to claim unsubstantiated
medical exemptions, potentially endangering your
patrons and staff.
Other considerations
Depending on the situation, it may be worth
considering other laws that may provide you the right
to refuse a patron from your venue. For example, the
Liquor Act provides that a licensee has an obligation
to provide a safe environment in and around their
premises. It also does not limit the rights a licensee
might have under another law to prevent entry to a
premises – such as the right of a property owner or
tenant to exclusive possession and quiet enjoyment of
their premises.
Conclusion
This has certainly been a challenging time for the
hospitality industry, and these grey areas can produce
very difficult situations for staff, owners and managers.
Your decision to refuse entry to a patron on the basis
of them not wearing a mask will depend heavily on
the circumstances at hand. Should you find yourself in
need of urgent advice on this or any other legal matter
to do with your venue, please contact me on
DESIGN AND CONSTRUCT COMPANY, ASHLEY
COOPER CONSTRUCTION HAS BEEN AT THE
FOREFRONT OF THE INDUSTRY SPECIALISING
IN THE EDUCATION AND HOSPITALITY
SECTORS SINCE 2013.
Having worked on grand scale projects including
Ashmore Tavern, The Glen Hotel, Boardwalk Tavern
and most recently the Calamvale Hotel to name a few,
Ashley Cooper Construction has a simple business
belief and ethos, which is to understand the client’s
needs and to get the job done. It’s as simple as that,
and it’s a methodology that has earned the business a
place among award-winning companies.
Just a few months ago, Ashley Cooper Construction
was named winner at the Gold Coast Master
Builders Housing and Construction Awards for the
Retail Facilities up to $5 million for its Gaming/Bistro
extension at the Ashmore Tavern.
The project saw a renovation/upgrade of the front
entry, lounge bar, new sports bar deck, new bistro
and complete new dining and gaming lounge. The
project was completed in a timely and cost-effective
manner to minimise disruption to the Tavern’s business
operations.
More recently the company completed renovations at
the Calamvale Hotel on Brisbane’s southside which
included a new front facade, garden terrace bar, beer
garden, gaming bar, and TAB area.
“Our extension and refurbishment of the Calamvale
hotel’s Gaming Lounge entrance, Garden Terrace
Bar and lounge and TAB area was completed in 20
weeks, which resulted in major upgrades to the hotel’s
functionality and style,” Ashley Cooper Construction
Managing Director, Luke Ashley-Cooper said.
“One major feature of the build was an impressive
structural steel element which formed the base of
the new entry and extension. This created a visually
striking feature during the day, and came alive at night
transforming the entrance into a spectacular light
feature.”
Luke said he and his team worked closely with the
project architect and key consultants to focus heavily
on increasing street appeal for the hotel to ensure the
architectural design elements came together to create
an inviting space for patrons to enjoy.
The McGuire Hotel Group-owned hotel had engaged
Ashley Cooper Construction for the renovation and
Matt McGuire said the project was handled in a
seamless manner from start to finish.
“Originally we put [the job] to tender, Ashley Cooper
won the tender and it was smooth sailing from
then on, they did a great job and it was a seamless
process,” Matt said.
When choosing a contractor he added that the time
frame for the renovation was a contributing factor and
Ashley Cooper delivered on its promise to complete
the job in 20 weeks. During that timeframe the hotel
was able to continue to operate with limited trading
running both the restaurant and the gaming room.
“What impressed me the most was all the staff, from
Luke to the foreman Damian who did a great job, he
was really polite, respectful, and they were happy to
cater to our needs or anything that popped up along
the way. It was absolutely fantastic, and the patrons
love it.
“The outdoor beer garden is full of greenery, is airy and
open and no one else in the area has anything like it, ”
Matt added.
“Understanding the client’s needs is our priority, and
understanding that each venue works differently is
extremely important to the operations of our business,”
Luke said.
In an industry such as hospitality, it’s imperative that
a business can continue to operate in some capacity
during a renovation, and it’s in recognising this crucial
element that has made Ashley Cooper Construction an
attractive option to the hospitality sector.
“It’s getting back to that understanding of the business
you’re working in, to understand how they operate,
and how we can work around their business to make
sure that they can still function while we’re there,” Luke
explained.
“For example if we’re working on a project that
requires a function room within a venue, we want to
make sure nobody can hear or see what we’re doing
inside.”
Ensuring minimal disruptions throughout the project’s
duration is always a priority, and having started the
business in 2013, Luke and his team of experienced
and tightly-knit professionals, work tirelessly to offer
a high-quality craftsmanship for their clients, and pay
attention to the finer details.
“We’re not pretentious, there is no BS; we’re there to
do a job and to do it properly, so to do that efficiently it
all comes down to prior preparation and planning, and
we have the staff to do that.
“We have 25+ employees, we have project managers,
contract administrator, site supervisors, carpenters and
finance department.
“We mainly work within the hospitality and education
sectors. I was a carpenter and somehow I’d always
end up working around the hospitality sector myself,”
Luke explained.
“I started my building company in 2013 and just
learned the ropes until I landed my first significant
building job in the industry which was in 2017, and
here we are today,” Luke added.
The Department of Tourism, Innovation and Sport
unveiled the latest package to support our industry
– the Tourism and Hospitality Sector COVID-19
Lockdown Support Package.
This package is the culmination of a range of industry
briefings and advocacy by the QHA and other
parties. It provides a range of fee and payroll tax relief
measures together with immediate support for tourism
and hospitality businesses impacted by the recent
lockdowns in South East Queensland and in other
states. The $47.75 million package includes:
Payroll tax deferral: eligible tourism and hospitality
businesses that lodge payroll tax returns monthly can
apply to defer paying their payroll tax liability due in
August 2021 for 6 months. If they have already paid
the liability due in August, they can apply to defer their
next month’s payroll tax liability.
12-month state land rent deferral: rent deferral is
available for eligible tourism operators on state land for
the period 1 July 2021 to 30 June 2022.
Fee waiver/refunds for commercial tourism daily
businesses: will be able to apply for a rebate
of up to 80% of the cost of professional cleaning (up
to $10,000 ex GST) if your business is a confirmed
COVID-19 exposure site.
Counselling: Businesses can also contact one of the
Queensland Government-funded Tourism Business
Financial Counsellors or COVID-19 Small Business
Counsellors who can assist with identifying potential
sources of funding and business support.
New support to bring Business Events to
Queensland: Applications are open for a second
round of the National Business Events Program. The
program will target national associations and corporate
events bringing more than 350 delegates with the
criteria being 50 per cent of whom must come from
outside the Local Government Area where the event is
being hosted, and stay a minimum of two days. Funds
must be spent in Queensland.
In other news, Penny Lion has stepped down from
her role at Tourism Australia, where she has led the
organisation’s business events division for almost 11
years. She leaves behind her the legacy of starting the
Bid Fund Program and There’s nothing like Australia
for business events’ campaign. Tourism Australia aims
to continue her vision of integrating business events
more across the whole organisation.
Tourism Australia has added new and updated
resources to its corporate site. The assets include a
new Working with Media guide, updated information
for the tourism industry on COVID Safe industry
resources, information on Australian Government relief
assistance, support and resources, disaster recovery
information and Federal Government support for
tourism businesses.
New Zealand has outlined a three-pronged plan to
reopen to the world. Key elements include vaccinating
as many New Zealanders as possible, with all eligible
ages able to book an appointment by 1 September
and a six-week gap between doses. A self-isolation
pilot program will be tested this year in conjunction
with the set-up of new testing and vaccine verification
systems at border entry points.
Construction will soon begin on the Queensland
quarantine hub, which will be located at the Damascus
Barracks in Pinkenba, metres from Brisbane Airport
and will offer a purpose-built solution to quarantine
for returning travellers. Queensland Premier Anastacia
Palaszczuk has signed an MOU allowing the Australian
Government to proceed with construction of the
Commonwealth facility.
The Queensland Government is also pushing ahead
with its own regional dedicated COVID-19 quarantine
facility on vacant land owned by Wagner Corporation,
just outside Toowoomba. They have signed a oneyear
lease with the option of extending for 2-3 years.
Construction has commenced with 500 beds to be
available by the end of the year and a total capacity
of 1000 by March next year. The design is being
modelled on the Howard Springs quarantine facility in
the Northern Territory.

Country kids at heart, having grown up together in
the regional New South Wales town of Wellington
more than a few moons ago, they set a path to Coffs
And so it was that our intrepid duo crossed the border
of the dreaded line of COVID demarcation until the
first week of September. All in all, a 100 day road trip
Charlotte Plains Station was the place to be when
it came to camping, with its outdoor baths (wearing
UTILISING PROCEDURAL FAIRNESS TO PROTECT
YOUR BUSINESS AND MINIMISE CLAIM RISK
QHA REVIEW | 42
Procedural fairness means acting fairly in the process of
making a decision. It is critical that employers act fairly
during processes that may lead to a decision regarding
an employee’s employment. This includes processes
such as:
• Managing performance or taking disciplinary action
(e.g. issuing a warning);
• Conducting investigations;
• Determining an employee’s physical or psychological
capacity to perform the inherent requirement of their
role; and
• Terminating employment.
Following a process that is procedurally fair provides
employers with the best possible opportunity to defend
the process they followed and the decision they made.
This is particularly important if an employee lodges a
claim with an external tribunal or court such as Unfair
Dismissal, General Protections or Discrimination claims.
This article explains the importance of procedural
fairness in defending these external claims, and provides
general procedural fairness guidelines for employers to
follow.
Importance in defending Unfair Dismissal claims
If an employee lodges an Unfair Dismissal claim with
the Fair Work Commission (‘FWC’), the FWC will
consider whether the termination was harsh, unjust and
unreasonable. Section 387 of the Fair Work Act 2009
(“FW Act”) outlines the criteria for the FWC to consider
when determining whether the termination was harsh,
unjust and unreasonable. The criteria lists that the
employer must have a valid reason for the dismissal
linked to capacity or conduct. The criteria also lists
procedural requirements that the FWC must consider in
determining whether the dismissal was harsh, unjust or
unreasonable such as:
• Whether the employer unreasonably refused to allow
the employee to have a support person present at
any discussion relating to the termination;
• If the termination is for unsatisfactory performance,
whether the employee was warned about the
unsatisfactory performance before the termination;
and
• Whether the employee was given an opportunity
to respond to the employer’s concerns before a
decision to terminate was made.
(This is not an exhaustive list of the criteria).
Following these procedural considerations, and making
the decision to terminate as a result of a fair process,
reduces the risk of the FWC finding that the termination
was unfair. Where a termination is found to be unfair, the
FWC may order that the employer pay compensation to
the now former employee or reinstate employment.
Please note that an employee is not eligible to make an
Unfair Dismissal claim with the FWC if their employment
ends during their Minimum Employment Period (“MEP”).
Section 383 of the FW Act defines the MEP as six
months of employment, or 12 months for small business
employers (a business with fewer than 15 employees).
Importance in defending General Protections and
Discrimination claims
Claims such as General Protections or Discrimination
are still possible for employees unable to make an
Unfair Dismissal claim. Employees may lodge General
Protection or Discrimination claims in regards to any
adverse action taken by their employer (e.g. warnings or
other decisions regarding employment), and not just for
termination of employment like Unfair Dismissal claims.
Unlike an Unfair Dismissal claim, procedural fairness
may not determine whether a General Protection or
Discrimination claim is successful. Procedural fairness
can however assist an employer in demonstrating that
the reason for the actions taken by the employer (e.g.
terminating employment due to performance, conduct,
capacity, or operational reasons) was the actual reason,
and not for an unlawful or discriminatory reason. Where
an employer is found to have terminated or taken
adverse action against an employee for an unlawful or
discriminatory reason, the employer may be ordered to
pay compensation to the employee.
Further information on these claims is available
for financial members in the QHA’s Fact Sheet
on Termination Provisions available on the QHA’s
website. Members are encouraged to obtain a copy
to understand the different external claims that an
employee can make.

EMPLOYMENT RELATIONS
General Procedural Fairness Guidelines
The QHA’s Employment Relations (‘ER’) team has
developed a new Fact Sheet on the topic of procedural
fairness which is available on request. The Fact Sheet
provides specific guidelines on providing procedural
fairness in each of the following processes:
• Performance management and/or disciplinary action;
• Conducting investigations;
• Determining an employee’s capacity; and
• Termination of employment.
Outlined below are recommended general guidelines for
employers to follow during any process that may lead to
a decision regarding employment:
1. Deal with matters promptly and efficiently;
2. Ensure that the process and steps taken align with
internal policies and procedures (e.g. Performance
Management policy, Discipline and Termination policy
or Grievance policy);
3. Provide notice of any meeting you want to hold with
the employee, preferably 24 hours in advance, and in
writing wherever possible. The notice should inform
the employee of the following:
a. The purpose of the meeting and what will be
discussed;
b. The time and location of the meeting;
c. Whom from the employer will be present; and
d. That the employee may bring a support person
to the meeting.
Note: an employee’s request to have a support
person cannot be unreasonably refused for
a meeting that may result in termination of
employment;
4. Meet with the employee and clearly present all
relevant matters or facts being relied upon or
considered to the employee. Depending on the
matter, this may include previous warnings, and
evidence such as CCTV footage, statements,
medical evidence, policies, or other relevant
information;
5. Provide the employee with the opportunity to
respond either verbally and/or in writing to the
matters that are raised in the meeting;
6. Take a reasonable amount of time to consider
the employee’s responses before deciding on an
outcome. For complex matters that may result in
termination, it may be suitable to take a longer break
to consider the employee’s responses, and inform
the employee of the decision in a separate meeting;
7. Ensure matters are dealt with thoroughly before
deciding the outcome. For example, after meeting
with an employee, the employer may need to gather
further information or evidence before deciding the
outcome;
8. Ensure that matters are dealt with professionally and
confidentially. All parties involved should be informed
of the requirement to maintain confidentiality, and
their commitment to that requirement obtained and
recorded.
NOTE: While an employee needs to be informed
of any decision regarding their employment, an
employee is not entitled to be informed of a decision
regarding another employee.
9. Ensure that matters are dealt with without bias or
a pre-determined outcome. In situation where the
decision maker may have potential bias, you may
need to seek external assistance to carry out a fair
process; and
10. Record and document each step and ensure
that meetings are recorded or documented in an
appropriate manner.
to follow, however each situation turns on the
circumstances of the case. Employers are encouraged
INDUSTRY ENGAGEMENT
with Damian Steele
CREATE A MENTALLY HEALTHY WORKPLACE
CONSIDERING THE EFFECT THAT COVID-19 HAS HAD ON ALL OF SOCIETY, I THOUGHT IT TIMELY TO REVISIT THE
TOPIC OF MENTAL HEALTH IN THE WORKPLACE. WE KNOW THAT IN AN INCREASINGLY DISCONNECTED WORLD,
HOTELS PROVIDE AN IMPLICIT SOCIAL SERVICE BY ACTING AS THE COMMUNITY MEETING PLACE AND A
SOURCE OF SUPPORT WHEN TIMES ARE TOUGH.
QHA REVIEW | 44
Particularly in tough economic times when businesses
and families are impacted by ‘lockdowns’, trading
restrictions and closed borders, there are increased
pressures on our hospitality sector and our staff who
are indeed frontline workers.
Mental health
Psychological health and safety is about protecting
the psychological health of workers, in the same way
that we protect their physical health. An awareness
of our own mental health including in the workplace
environment is extremely important when you
consider that:
• One third of adult life is spent at work.
• Work-related stress is estimated to affect around
32% of all Australians.
• 1 in 5 Aussies experience a mental health condition
in any year.
• 1 in 2 of us will experience a mental health
condition in our lifetime.
• But 5 in 5 workers should be protected from
injury or illness and supported by their workplace.
During your career, it is highly likely you will work
alongside, or manage someone with a mental
health condition. Whether you know it or not.
• Mental disorder claims cost more and last longer
than physical claims.
• Across the country, $543 million is paid in
workers’ compensation every year for mental
health conditions.
• And in workplaces that are perceived to be
mentally unhealthy, workers are 3 times more
likely to take time off.
• Not to mention…low morale, under performance,
absenteeism, reduced productivity, poor image
and turnover.
The time to build mentally healthy workplaces is now,
because now more than ever we are seeing:
• Rising screen time, sedentary behaviour and
chronic illness.
• Major advances in automation, digitisation and
artificial intelligence.
• The blurring of boundaries between work
and home.
• Rising performance and productivity expectations.
• The creation of a ‘gig’ and entrepreneurial
economy – the disruptors.
• And more digital connection but less human
contact are all expected to lead to increased stress
and mental health challenges.
So what can be done?
It makes good business sense to create a mentally
healthy workplace. For every $1 spent on mentally
healthy workplaces up to $2.30 is returned
from reduced presenteeism, absenteeism and
compensation.
A mentally healthy workplace promotes positive
workplace practices that enhance mental health by:
1. Preventing harm through effective risk
management practices
2. Intervening early to signs of stress and
distress, and
3. Supporting workers recovering from physical and
mental health conditions.
Promote
Support recovery
Prevent
Intervene early
Using the mentally healthy workplace
toolkit can assist
The resource is called the ‘mentally healthy workplace
toolkit’ which aims to help employers, managers and
leaders eliminate and minimise risks to psychological
health and create workplace environments that are
mentally healthy. This toolkit is structured around a
four-part model that outlines what makes a workplace
mentally healthy.
The benefits of a mentally healthy workplace include:
• Decrease in work-related injuries and illnesses.
• Decrease in workers’ compensation claims.
• Thriving workers.
• Increase in productivity.
• Decrease in absenteeism.
• Increase in engagement and job satisfaction.
• Decrease in turnover and selection costs.
• Increase in attraction of top talent.
Use the guidance material and practical resources in
the toolkit to facilitate positive steps towards a mentally
healthy workplace. Access all the information and
resources at:
TRAINING AND SAFETY
with Ross Tims
PHONEY RSA CERTIFICATES
QHA REVIEW | 46
There is a training company called RSA ONLINE
NOW (or other state based variants of a similar name)
who deliver an online course described as an “RSA.”
Unbeknownst to many customers, usually young
people who are entering the industry, this RSA training
course is not in fact the accredited unit of competency
that’s the mandatory qualification required to work in
Queensland’s hotel and hospitality sector.
How do they get away with this? They fudge it by
calling the training product a “Responsible Sale
of Alcohol” and describe the RSA course as “an
introduction to the Hospitality Industry where service of
alcohol is required.” They include some content from
the genuine accredited RSA course and provide a
Statement of Attendance or Certificate of Completion
upon graduation, which is not the correct qualification
but who would know that?
Customers who don’t know much about hospitality
training products are fooled into believing that this is
the accredited Responsible Service of Alcohol course
as described in the Liquor Act.
This is what to look for on any website offering online
RSA training:
• The accredited course is actually called Provide
Responsible Service of Alcohol
• It is a unit of competency coded SITHFAB002
• This training can only be delivered by a Registered
Training Organisation (RTO) e.g. approved by the
regulator – QHA is an RTO serial no. 30826
• RTOs are training providers listed by the regulator
on training.gov.au
• Course content is based upon four elements:
» Element 1 – Sell or serve alcohol responsibly
» Element 2 – Assist customers to drink within
appropriate limits
» Element 3 – Assess alcohol affected customers
and identify those to whom sale or service must
be refused
» Element 4 – Refuse to provide alcohol
• A Statement of Attainment is issued upon
successful completion.
• The Statement of Attainment will include the
following:
» The words ‘Statement of Attainment’
» It will display a certificate number, date of issue
and RTO number
» A Nationally Recognised Training logo (upside
down pyramid)
» Signed by an authorised officer (Chief Executive
etc)
All of the above should be displayed, found or
described on the training provider’s website. In the
RSA ONLINE NOW instance, none of the above
information is provided.
HOW DO THEY GET AWAY WITH THIS? THEY
FUDGE IT BY CALLING THE TRAINING PRODUCT
A “RESPONSIBLE SALE OF ALCOHOL”
I understand that there have been complaints to the
vocational training regulator (ASQA) in the past about
this but they and/or some of the variants are still
operating. Just one to mention to any young, potential
hospitality employee who intends to obtain an RSA so
they don’t get ripped off.
On another note, original RSA Statements of
Attainment dating back to 2011/2012 are still valid if
they are described as a Statement of Attainment and
contain the Nationally Recognised Training logo, even
though the code may have been superseded.

AT WHAT’S HAPPENING IN THE
GAMING WORLD THAT HOTELIERS
MAY BE KEEN TO UNDERSTAND
WHEN PLOTTING THEIR
STRATEGIES FOR THE FUTURE.
For the team at MAX the opportunity for business
growth comes through a thorough understanding of
the data generated from gaming machines and how it
can be used to create actions that positively influence
cash flow.
Two key developments from MAX are new data and
insights advisory services that put business owners in
the driver’s seat when it comes to building a strong,
customised data strategy for their business.
Originally planned for launch at the now-postponed
2021 Australasian Gaming Expo in Sydney, these two
new insights and research-based products see the
MAX team working with hospitality and gaming venues
to help them make the best decisions for their venue
and gaming floor.
John Ioane, MAX’s General Manager – Customer and
Insights, said now, more than ever, it was key to know
your numbers.
“It’s never been more important to understand the
needs of your customers and the different ways in
which they interact with your venue, however this data
isn’t always readily available or easy to interpret – until
now,” Mr Ioane said.
“Whether you want to understand how your venue
measures up against your competitors, want to get the
best out of your gaming floor, or uncover new ways to
drive visitation, our Gaming Insights service provides an
excellent platform to identify opportunities for growth.”
“In addition, MAX’s CustomerFirst research program
has been designed to help your business better
understand your customers and how they view your
venue.
“Our four-stage approach to collecting and
understanding feedback can help shape the in-venue
experience you provide, to ensure your patrons keep
coming back.”
With flexible, tiered options available to suit the
needs of all venues, MAX’s new Gaming Insights and
SHOWCASE
For the team at Utopia, the biggest
change of the year so far has been
their ability to bring the Ticket In,
Ticket Out (TITO) gaming system to
Queensland.
The system allows players to take a
ticket carrying their winnings out of
one electronic gaming machine and
use it as credit in another.
Utopia General Manager Alan
Townsend said it was exciting
opportunity for businesses in
Queensland.
“We’re excited about the
opportunity to offer UTOPIA TITO
and UTOPIA Loyalty as new
alternatives for Queensland venues,”
Mr Townsend said.
“We’ve been providing TITO to NSW
customers for many years, and it
will be great to also offer our TITO
solution to Queensland.”
“We understand how important it is
for a solution to be easily adopted
by both staff and customers, and
we believe our system offers an
effortless user experience,” said
Alan.
Utopia TITO will also be available
with Utopia’s advanced reporting
modules, allowing customers
to analyse the performance
improvements on the gaming floor.
The Utopia Loyalty program has
been designed for small to
medium sized venues as a
tool that mirrors many of the
features of high-end loyalty
systems – “at a fraction of
the cost”.
“It was important that we
delivered a loyalty system that is
feature-rich but still maintains the
simplicity and ease of use that our
system is known for,” Mr Townsend
said. For more information, see
MR PRIMMER SAID.
Over at Keno, they are celebrating the arrival of
Spring by ramping up in-venue promotion of their
games.
Keno’s Head of Marketing Scott Colvin said venues
could make use of Local Area Marketing programs
to build their own promotions, including selecting
the prize, entry mechanic, promotion dates, point of
sale items and print quantities to target their most
promising customers.
“LAM promotions are designed to increase the fun of
playing and give customers more reasons to play,”
Mr Colvin said.
Another way to boost Keno in the venues this Spring
is through the innovative display solution NRI.
“NRI was developed based on customer research
and is designed to assist hotels in attracting new
players to the game, while enhancing Keno’s overall
presence in venues,” Mr Colvin said.
Another thought is to be sure to promote the Second
Chance Draw which gives players a chance to win a
share in $5,000 every month just by buying a Keno
ticket. For ideas and access to collateral, see
At Ainsworth Game Technology Ltd the latest news
comes in the form of the release of the Cash Stacks
game at the Queensland Gaming Roadshow.
Ainsworth’s General Manager of Sales and
Marketing in Australia, Troy Primmer, said the game
was sure to be a hit with players.
“We can’t wait to showcase the new Cash
Stacks brand to our customers and know they
will love the unique features,” Mr Primmer said.
“As well as this new concept, Ainsworth is
committed to supporting existing product and we
are sure everyone will be pleased to see what we
have coming up for this new financial year.”
Cash Stacks is a multi-denom product
incorporating two levels of standalone jackpots with
scalable bonuses and multiple free game options.
It also introduces Ainsworth’s new Hold n’ Stack
feature which collects credit for players. The more
free games awarded, the greater the potential stack
award, with increasing chances of achieving Major
and Grand Jackpots.
Cash Stacks will launch with four titles, Incan
Emperor, Moon Dance, Mustang Spirit and Year of
Fortune.
Other additions to the Ainsworth portfolio include
Golden Yang an additional Rise Up game and
Mu Dan Peony to the popular Pan Chang series.
Building on the success of Rise of the Dragon,
Ainsworth also introduce Rise of the Phoenix and
Rise of the Tiger to the series.

When I hear “hop nectar”,
Perhaps I expected too
much. There’s grapefruit
a subtle bitterness which
memorable.
Passionfruit and pineapple
with a real zesty finish,
Larry has a sweet fruity
laid back, easy-going,
I am definitely becoming a
appeal to my tastebuds.
This is an enjoyable
Needless to say after a
Absolutely magic. Your
A CRAFTY BUNCH
A CRAFTY BUNCH
A GREAT CATCH AT WEST END
If you travel enough you soon realise that most
cities in the world have a pattern to them. There’s a
business district, a museum district, an entertainment
district and a bohemian space where wanderers from
all over the world gather and share their food, their fun
and their talents.
In Brisbane, that bohemian space is captured in the
folds of the Brisbane River at West End – a place of
unique shops, galleries and a vast array of tastes,
flavours and cultures with a history of welcoming all
comers.
It’s that “positive, welcome and nostalgic feeling”
that drove the creation of Catchment Brewing Co
and continues to be the focus behind the craft beer
creations it produces.
For Allana and Chris Robinson, and Katie and Nick
Jorss, the one thing they felt was missing from the
suburb, way back in the early 2010s, was its own
brewery.
They found an art deco building at 150 Boundary
St, first built by Greek businessman Alexander Fites
in 1937 to house two shops, each with a flat above
accessed from the shop below. The building was
the third on the site after fire in 1889 destroyed
the original 1887 building and the second was
demolished to be replaced by the shell of what’s there
now. The Robinson and Jorss families renovated the
current building to suit their dreams of a brewery,
bar and restaurant and opened their doors in 2015 –
making use of the full block and its laneways to add
laneway bar areas and a large seating area.
In the six years since launch the brewery has
continued to develop a following for its interesting
range of beers, quirky wine list and tasty food. It’s
also grown from its family base to have around 25
shareholders and a CEO, Matt Newberry, charged
with helping it to grow.
Matt said the brewery had gone from strength to
strength and was now looking at expanding.
“We’re now at full capacity in the brewery currently,”
he said.
“We’re in the process of purchasing more brewing
capacity to enable us to expand our business
significantly.”
Venue purchases and the potential addition of another
brewery are on the cards with the Catchment Team
keen to see their beers on tap far and wide.
“Our aim is to replicate the Catchment story which
is centered squarely around the local community.
We intend to replicate that style of community driven
hospitality making specific brews that resonate with
the locals.
A CRAFTY BUNCH
“We’re also acquiring new brands to add to our
portfolio. It’s gone from strength to strength.”
On the beer front, the team put their 5HL Spark
Engineering brewery to good use producing a core
range of award-winning beers – led by their most
popular brew, Whynot Lager.
Whynot Lager’s name is based on the question most
asked of prospective land buyers at West End at
settlement more than 130 years ago – Why Not?
There’s a street of the same name, Whynot St, and
now there’s a 4.5% classic lager with a crisp lager
malt flavour and a hint of lingering hop bitterness too.
Other core beers from the brewery include:
Pale Select, a 4.8% pale ale with flavours of stone
fruit, tropical fruit and light spice. This beer was
made as a tribute to the signature beer of the original
West End Brewery which was founded in 1890 at
Montague Rd and Merivale St. That brewery no longer
exists.
Vulture IPA, a 5.8% west coast style IPA with
American hops described as bringing the aromas and
flavours of tropical fruit, grape, mango, berry, and hop
resin – with the hop bitterness balanced by a “bready,
caramel malt sweetness”.
Hoogley Session Ale, a 3.2%, described as a “light,
spritzy session beer” full of flavours like passionfruit
and citrus with some light herbal and resinous notes.
Juno – Yuzu Summer Ale, a 4.2% beer brewed in
collaboration with local Pan-Asian restaurant Chop
Chop Changs which has been fermented with
Japanese yuzu juice. The lemony citrus of the yuzu
mixes with “subtle bread with light bitterness to round
the end product”.
Cow Tipper Milk Stout, a 5.6% classic stout offering
big flavours of chocolate, coffee and vanilla.
Each Catchment Brewing Co. can features art in
the form of a colourful and stylish map logo which
was created by overlaying colours onto the different
pockets of activity within the boundaries of the suburb
of West End itself.
As well as being sold on site, the beers can be
bought from more than 60 retailers in the Brisbane
area (listed on the catchment website) or ordered
hospitality paradise as being a brewery, bar and
venue space created for people to enjoy the energy,
some locally brewed beer that showcases differences,
while harnessing the similarities of the people who live
and also visit West End”.
Paul St John-Wood PUB TALK
RACE INTO SPRING
Footy finals, Spring Carnival racing and Octoberfest
– October is a great time to be a patron of your pubs.
Even though the restrictions of the pandemic are still
lingering over us, it is positive to see so many venues
right across the state holding events and developing
on-premise promotions to entice locals and visitors to
your venues for these annual features.
QHA & Tabcorp Race Day – Rockhampton
A fantastic day was had by all attendees (close to 170)
at the QHA & Tabcorp Race Day in Rockhampton
in late August. Thank you to all of the hoteliers and
industry partners who attended to socialise and
network at the event. We had hoteliers from far and
wide including Cairns, Charleville, Brisbane, Gundiah
and Koumala just to name a few. A special thank you
to Robert Carr and the team at the Red Lion Hotel for
hosting the after-party as well. The event was such a
success, thanks to the participation of all involved, that
we will have to make the Regional Race Days a feature
on the annual calendar.
Minors on premise
Many pubs across the state are reporting a surge of
minors trying to get on to the premises with groups of
friends. This can be attributed to the fact that this is
the first year in Queensland that half of the graduating
grade from high school are already eighteen years of
age, while the other half are still seventeen years old.
These seventeen year old’s are now more inclined to
try and enter a licensed premises to join their friends
who are of legal age, where in previous years there has
only been a minority of students in high school who
were eighteen. Add to this the prevalence, accessibility
and competence of fake ID’s, it is becoming
increasingly difficult to ensure these non-exempt
minors do not enter the premises to consume alcohol
with their friends. It is a timely reminder for your staff
to remain vigilant with end of school year celebrations
approaching.
Live Music Australia Grants Program
The Live Music Australia Program has been developed
to bring more live music to Australian communities
and will fund applications that support quality original
Australian live music that is professionally staged, with
a focus on small to medium venues. The Australian
Government has provided a total of $20 million over
four years for the Live Music Australia program. There
will be $2.5 million funding available in each round.
It has been great to see many QLD venues access
the funding in the early rounds. Your venue could be
eligible to access these grants ranging from $5,000
to $100,000. To check your eligibility and to apply for
funding visit https://www.arts.gov.au/funding-andsupport/live-music-australia.
HOUSE OF GOLD
JOHN ROZENTALS CONGRATULATES PIG IN THE
HOUSE WINEMAKER, ANTHONY D’ONISE, ON HIS
LATEST GOLD-MEDAL SHIRAZ.
Canowindra’s organic winegrower, Pig in the House,
has released their new gold-medal winning 2019 Pig in
the House Shiraz.
The 2019 Pig in the House Shiraz was awarded a Gold
Medal at the recent 2020 Royal Adelaide Wine Show.
“We were really pleased with this result,” commented
Pig in the House Winemaker Anthony D’Onise.
“Our Pig in the House Shiraz is a consistent goldmedal
wine, with each vintage from the 2016 having
been awarded a gold medal.
“We have really focused on our shiraz winemaking over
the last few years; highlighting modernity and vibrancy
in the style. As the results from Adelaide suggest, the
Canowindra region lends itself to this style, with its dry
summers and cool nights during the growing season.
“We are truly pleased that the South Australian judges
were able to identify our wine amongst 150 wines from
all across Australia as being a benchmark aromatic,
medium-bodied shiraz.
“We are not overly surprised that the region’s shiraz are
performing well. The expertise in the region, along with
the vines are maturing. On average our shiraz vines are
nearing 30 years old and have been grown organically
for half that.
“We are more confident as every season passes. The
recent results demonstrate this, and we look forward
to what the future brings. We find that as the vines
evolve, so does the style.”
NOTE: Potential travellers should check the
status of individual events and establishments
with regard to the coronavirus outbreak.
BREMERTON 2020
Betty & Lu Sauvignon
Blanc ($18):
The wine’s name is derived
from the nicknames that
Bremerton’s owners Rebecca
and Lucy Willson call each
other. It is a refreshing, zesty
dry white that makes a
delicious aperitif and is quite
varietal and dominated by
grassy citrus characters.
BREMERTON 2020
Racy Rosé ($18):
This rosé is blend of shiraz and
cabernet sauvignon. The wine
is of a style that is well suited to
the Australian lifestyle, and has
a textural palate and dry finish.
Drink on the veranda with many
lighter foods, especially salads. It
is a very moreish wine.
WINE OF THE WEEK
PIG IN THE HOUSE 2019
Shiraz ($25):
This dry red is excellent,
starting with a colour
dominated by purples and
reds. Aromatically, the wine
is filled with dark berry
fruits of blackberry and ripe
cherries, mixed with spices
and vanilla. The palate is
a well balanced and of
medium body. Enjoy with
good beef and mushrooms.
