GENERAL RULES

1. Tennis Courts are to be used by Twin Lakes Residents and their

invited and accompanied guests only.

2. Use of these facilities by any Unaccompanied Guest and Non-

Residents is strictly prohibited.

3. One resident is required to be present and accompany the use

of each court.

4. Tennis courts are for tennis only. Backboard is for use with

tennis balls only.

5. Residents may reserve one court for no more than two hours.

6. Instruction and ball machines are only permitted on Court 3.

Courts 1 and 2 cannot be reserved for instruction. A maximum of 6

players are allowed on the instruction court at one time.

7. Court 3 is available for individual play and may be reserved by

residents of Twin Lakes.

8. Do not make reservations that you will not honor. A reservation

will be considered forfeited if not occupied within 10 minutes

of the reserved time. In consideration of other players, please

remove your reservation as soon as possible if you do not intend

to play.

9. Unreserved courts are available on a first-come, first serve basis.

10. Signup sheets will be posed each Saturday at 10 AM for play

the following Sunday through Saturday. A family may only make

up to 3 reservations per week in advance. Reservations must

include the family surname.

11. A tennis instructor is considered guest of the resident who

is scheduling the lesson. Each tennis instructor must have

authorization from Twin Lakes Homeowners Association, Inc (the

“Association”) prior to use of the tennis facilities for conducting

instruction sessions. (Each instructor is required to contact the

onsite security staff at 713-466-1629). Each instructor is required

to sign an instructor agreement promulgated by the Association

and must sign in with the guard before each instruction session

and must provide the surname of the resident that they are

providing instruction to.

12. Tennis court play and/or instruction should terminate and

lights should be turned off by 10 PM.

HOMEOWNERS AND THEIR VISITORS:

In an effort to ensure the safety of our residents, their visitors, our

guards and the security of our community, the Twin Lakes Board

of Directors is asking everyone entering the neighborhood to be

mindful of their speed limits. We have received complaints of

drivers rushing past the guardhouse when the expected speed is 5

mph when passing through the entrance.

Please also remind your visitors to stop at the guardhouse for

check-in before proceeding into the neighborhood.

DOGS AND CATS OWNERS PLEASE TAKE NOTE:

Leash laws apply to both cats and dogs. Please abide by the leash

laws and leash your cat or dog.

We no longer have a printed Neighborhood Directory, so please

sign up to be in our Online Directory, which is a part of the Twin

Lakes website.

To have access, one must register as follows:

• Call Crest Management at 281-579-0761 for the registration

code - ask for the Manager or Assistant for Twin Lakes. If you get

voicemail, you should get a call back within 24 hours. A quicker

method of communication may be by email - dale@crestmanagement.com.

• Go to www.twinlakeshouston.com and click on the “Register”

link.

• Complete the online Registration form. Every question does not

need to be answered.

The registration code is required at the bottom of this form. Click

on Submit.

• Your registration must be approved by an administrator. After

approval (normally within 24 hours), an email will be sent to

you with your username. Then create your own password using

guidelines from the email, including clicking on the link provided.

Note: Be sure to save your username and password.

• You may then log into the website by clicking on the “Login” link.

• The Resident Directory and other password-protected pages can

be found under the Residents’ link on the website’s menu.

The next meeting for the Harris County MUD No. 255 Board of

Directors is to be held on Thursday, November 11, 2021 beginning

at 12 Noon at the offices of Smith, Murdaugh, Little & Bonham,

L.L.P. located at 2727 Allen Parkway, Suite 1100, Houston, TX,

77019. All residents are welcome to attend.

Harris County Animal Services does not handle wildlife issues.

They handle problems with domestic animals, namely dogs and

cats. If you have a complaint about a barking dog or a dangerous

dog or have any questions about lost pets, stray cats, pet

adoptions, leash laws, etc, give the county a call. It is a free county

service for domestic animal issues. The county will not take care

of the raccoon in your yard, the squirrels in your attic, your rat

infestation or anything like that. For wildlife help, see our phone

number below or go to our Houston wildlife removal home page.

What to do when your neighbor’s dog won’t stop barking in

Houston - Is your neighbor’s dog keeping you up at all hours of the

night and day with its incessant barking? There is nothing worse,

especially when you or your kids are trying to sleep! Perhaps the

dog barking is setting off your dog and all you can hear all day is a

chorus of bad barking? Whatever the case is - you have rights and

there are some steps that you should take in order to get the barking

to stop. You will probably want to avoid actually confronting the

neighbor as this can often end up in a rather heated debate. You

should write or type up a small note mentioning the dog barking

- nine times out of ten, the owner will be at work and probably

doesn’t even realize what is going on. Make it short, to the point

and polite - exactly how you would want someone to talk to you

if your dog was making a crazy racket! If nothing happens or the

letter isn’t in some way acknowledged you can always turn to

your local housing organization or landlord if you are renting.

There will normally be noise stipulations in rental agreements,

so it is well worth finding out if your neighbors are renting and

getting in touch with their landlord as well. You will find that most

residential areas have noise control rules set in place, so don’t

be afraid to find out what your rights are. If nothing happens

from your complaint to the owner of the dog and the housing

organization, (or neither of you are renting) it’s time to take a

different approach. This time, grab some information on the noise

control in your area and print them out. Combine this in a neat

little package with another letter, basically saying exactly what the

first one did, but this time mentioning that this is the second time

that you have tried to contact them about the complaint and that

you will be taking the matter further if nothing is resolved. Again,

do not be threatening or menacing in your words or language. If

you still don’t get a positive outcome from your effort, it’s time to

call the boys in blue. You will need to remember that a dog barking

situation is not always going to be a priority for your local law

enforcement agency, buy you do still have rights so you should

report the complaint. Make yourself a log of everything that has

been going on -photos or noise clips of the dog barking, times and

dates and also how long the barking goes on for, all copies of the

correspondence you have with the owner/neighbor etc. You will

need all the evidence that you can get your hands on in order to

get your problem resolved. Get yourself a lawyer. There are ways

around this problem and if it comes to resorting to a small claims

court in order to allow your kids or yourself to get a good night’s

sleep or a nap, so be it!

Section 4. Trash and Rubbish Removal - No trash, rubbish,

garbage, manure or debris of any kind shall be kept or allowed

to remain on any lot. The Owner of each Lot shall remove such

prohibited matter from his lot at regular intervals at his expense

and prior to such removal all such prohibited matter shall be

placed in sanitary refuse containers with tight fitting lids in an area

adequately screened by planting or fencing so as not to be seen

from the neighboring Lots. Reasonable amounts of construction

materials and equipment may be stored upon a Lot for reasonable

periods of time during the construction of improvements thereon.

Dickens Market at Cypress Creek

November 12th & 13th, 9 AM - 4 PM

This year’s annual Dickens Market features all types

of vendors from food, crafts, Christmas gifts, books,

and anything else you can think of to check off your

holiday shopping lists. The market also features carolers from the

Cypress Creek Community Chorale and guest elementary school

choirs. In addition, we have raffles for items donated by our vendors.

Raffle tickets are on sale only during the market and winners will be

contacted via phone call after the drawings take place. Winners will

have 24 hours to respond.

The market will take place as long as the pandemic has been contained

and the community center/church reopened to the public.

Please help protect our wonderful vendors and patrons who may be

more vulnerable than you by socially distancing, wearing a mask,

and washing your hands.

YMCA Turkey Dash -

A Community Tradition

November 25th

The Katy Area YMCA’s will host the 19 th Annual

YMCA Turkey Dash to be held at Monty Ballard

YMCA at Cinco Ranch Providing Fitness, Fun and Holiday Fellowship

safely for the Whole Family on Thanksgiving Day, November 25,

2021. The tradition returns for 2021 and we are excited to return

to hosting a live race that will run through the Cinco Ranch

community as in years passed. With four events to choose from,

there’s something for everyone; a 10K, 5K, 1 Mile Walk/Run, a 1

mile Kids’ Run and also a Virtual Race option. Live races will be

start and conclude at Monty Ballard YMCA at Cinco Ranch. All

registered race participants will receive a t-shirt with their race

packets and those completing their Live 10k and 5k will receive

a finisher’s medal. Youth participating in the Live 1 Mile Kids’ Run

will receive a kids’ run finisher’s medal. 5,000 participants and

more than 1,500 spectators and volunteers are expected to take

part in this year’s event. Race day highlights include 10K and 5K

awards in age categories, a post race party featuring refreshments,

local businesses, games and a Kids Fun Zone. A runners’ costume

contest will be held with awards for most creative, best theme and

judge’s choice. In addition to completing a good race, participants

have the satisfaction of knowing their race fees go toward a good

cause, the YMCA Be The Change Campaign. This annual fundraiser

ensures that Katy families have access to Y programs and services

GIVING

You may have heard that the day before and after Thanksgiving

are among the busiest travel days of the year, but did you know

that Thanksgiving Day itself is only a bit busier than average?

Thread the needle by flying in just in time for pre-dinner drinks,

and you’ll likely dodge the worst of Thanksgiving travel.

2. BOOK AS EARLY AS POSSIBLE

Though this is true any time of year, booking your Thanksgiving

travel as early as possible will save you headaches in terms of

options, prices and agony. We’re pretty sure the film Planes,

decided to wing it while heading home for Thanksgiving.

3. SNACKS
