Talking trash in

Prairie Township

Staff Writer

Residents in Prairie Township said they

were not properly informed about a new

trash collection policy. The issue was

brought up at a recent board meeting.

The trustees approved a resolution

changing the way trash is collected in the

township. That legislation went into effect

on March 1.

The resolution put more regulations on

how trash is collected in the township,

including requiring trash haulers to be

licensed with the township, show proof of

current and valid general comprehensive

liability/vehicle insurance policy and be

registered and in compliance with the

Franklin County Board of Health.

The license is $150 per hauler and is

valid until Dec. 31, 2021.

“There will only be trash on a street one

day a week and trash must be in a proper

container,” said Rob Peters, township

The Franklin Township trustees and Police Chief Byron

Smith discussed the police levy at a recent board meeting.

The police department is asking voters to approve a 7-

mill police levy on Nov. 2. The five-year, timed levy would

replace an existing timed levy that is set to expire at the

end of 2022, as well as add an additional 3-mills to the

levy.

“If the levy does not pass, we will need to release the

part-time officers and possibly lose third shift,” Smith said.

The police chief said other cuts to service were possible

as well.

This is the second time the department has asked for a

levy this year. In the spring, residents rejected a 7.37-mill

permanent levy.

At the time the levy failed, Smith said the department

would have to cut the third shift to operate within its

means. However, those cuts have not yet taken place.

The department currently has two other permanent

levies it collects from township taxpayers. Those two levies

bring in approximately $700,000 a year for the department.

Smith said the funds from the levy would be used for

Hilltop veterans honored

On Nov. 7, the Hilltop Historical Society, in partnership

with the Don Gentile Post 535 of the American

Legion, will honor two local veterans. The Hilltop

Historical Society will honor Michael Hicks, a Hilltop

native who served in Vietnam with the Army. The

American Legion will be honoring Reid Massey, who

served with the Army in Vietnam.

John Ward and Stephen Miller will also be honored

as they were the honorees last year when the society

operational expenses, including paying for salaries, equipment

and other department needs.

Police officials hope the community will support the

levy this time around, but some voters are still against the

extra taxes.

“I am not sure where my taxes are going. So my standpoint

is simple - police enforcement in our community is

extremely important, however the current police situation

seems wasteful and unnecessary,” said Tennie Deibel,

Franklin Township resident.

“I am a huge supporter of law enforcement, but

I am not in favor of another tax hike,” said David

Byers, township resident. “I may consider voting

for a police levy in the future but not this year.”

In other news, Smith said he met with the principal

of Columbus Preparatory Academy to discuss

traffic issues. Located at 3330 Chippewa St., Smith

said there has been numerous complaints about the

intersection of N. Hague Avenue and Chippewa

Street because of the school.

“The school is facing a lot of traffic issues since

administrator, at the time. “A container

must have a lid on it and if you already

have a container like this you don’t need to

purchase a new one.”

Peters said residents would still be able

to pick their own haulers as long as the

hauler they select is licensed with the

township.

Trash is picked up on the eastside of the

township on Monday, the central part of

the township on Tuesday and the western

part of the township on Wednesday.

Peters previously said the reason for

these changes is because there has been a

rodent problem in the township.

“We are having a rat issue with the

trash on the streets almost every day of the

week,” Peters said. “Having trash frequently

out is a food source for them; not having

trash out four days a week will help solve

this problem.”

He also said having trash just in bags on

the street for pickup is an issue.

“When trash is not in a container with a

lid, it is easily accessible to rodents and

around the westside

take into consideration the increase in the number of cars

that would occur with the increase in grade levels being

offered.”

see what guidance it could provide.

in our newsletter,” said Peters. “Each company

also notified their customers.”

Schmelzer said she thought more could

have been done to inform residents of the

policy change.

“I wanted a couple of notices to go out to

our residents to let them know what was

going on with the trash,” she said. “I was

not allowed to do it. I would be frustrated

too if someone didn’t tell me.”

volunteers.

Formerly known as Homework Help

Centers, School Help Centers offer students

access to welcoming spaces to study

and learn, as well as computers, printers,

digital research tools and CML’s catalog,

including eBooks. For the safety of students

and staff amid the ongoing pandemic,

masks will be required while in the

School Help Center. All CML staff continue

to wear masks regardless of their vaccination

status.

The School Help Center hours of operation

will be from 3 to 6 p.m. Monday

through Friday at the Hilltop and the

Franklinton library branch.

In addition to providing in-person

School Help, CML also launched a new

School Help webpage earlier this year,

offering free access to tools and resources,

including HelpNow: connecting students

During the October meeting of the

Greater Hilltop Area Commission, Jim

Fogler, manager of Wedgewood Village

Apartments, gave a presentation about

planned safety upgrades to the complex.

Some zoning variances to the complex had

been tabled at a previous meeting because

the commissioners were concerned about

the safety of the apartment complex residents.

The variance requests were to split the

two parcels that are north of Eakin Road. A

variance request was also submitted to

allow the parking lots to remain on those

northern parcels, as well as to approve

keeping those parking spaces on the south

in place.

Westland area commissioners want to

bring a recreation center to the Westside

and they need community members to help

make it happen.

At the Oct. 20 meeting, commissioner

Janet Cahill said she is trying to find ways

to recruit civilian members to join a parks

and recreation committee.

“There is really no good way to reach all

of our population,” said Cahill.

Becky Larson, a member of the committee,

is planning to get a list of the local

block watches in order to send those members

an e-mail about the committee meetings

and community participation.

The Westland Area Commission Parks

and Recreation Committee meets the first

Wednesday of each month at 6 p.m. in the

event room at Auto Boutique, 1800

Georgesville Square Drive in Columbus.

Morgen Wade, with the city of Columbus

Recreation and Parks Department as well

as the Parks and Recreation Capital and

Strategic Planning Team will attend the

committee meeting on Nov. 3.

Village Apartments, Adam Saad, told the

commission that interest rates are low and

tax code changes are favorable to be able to

do substantial renovations on the complex.

“So the stars have aligned, so to speak,

and we are able to do a pretty substantial

renovation of the apartment,” said Saad.

“But, ultimately, what it means is that

there will be money for better lighting, better

security, better security cameras, and

better ingress and egress systems that are

much needed there.”

Because Wedgewood Village

Apartments are for low-income residents,

Housing and Urban Development (HUD)

will do a thorough inspection once renovations

are complete.

Fogler said they are looking to spend

approximately $2 million on upgrades to

three potential options for a recreation center.

The first location in question is the

already-built, but vacant facility at 5300

Crosswind Drive. This location is currently

for sale and contains a structure as well as

a walking path, baseball diamonds, and

tennis courts.

The second potential location is a corner

of the 126-acre Blauser Farm development

at 6145 W. Broad St. Columbus does own a

corner of this property, which could be

another opportunity for a recreation center.

The third location proposed would be a

property for sale at the corner of Hall and

Galloway roads. The property spans 175

acres, which would not all be needed for

this proposed facility. The property is not

in the city of Columbus and would need to

be annexed.

All three proposed locations will be presented

to the planning team in hopes that

they will deem one of the sites suitable for

a recreation center.

In other news, commissioner Denise

Southworth is stepping down from her

position. However, the commission has

welcomed a new commissioner to the group

the complex. They will be removing all galvanized

plumbing, removing asbestos, and

replacing the windows. They are hoping to

get started on the renovations next year.

Commissioner Josh Maddox questioned

some of the ongoing safety issues in and

surrounding Wedgewood Village

Apartments. He said that Emergency

Medical Services won’t attend to a situation

there without a police officer from

Columbus. Sgt. Fredrick Brophy said that

firefighters were assaulted and shot at,

which is the reason they request police

backup when entering Wedgewood.

Maddox also wanted to know how much

Wedgewood was willing to spend on safety

to be proactive concerning crime.

“Security cameras are great, but they

only show what did happen. How do we get

more proactive with that?” asked Maddox.

Recreation space is a priority in Westland area

Program can help with heating costs

The AEP Ohio Neighbor to Neighbor

Program is now accepting applications for

utility assistance grants for the 2021-22

winter heating season.

Through a partnership between AEP

Ohio and Dollar Energy Fund, the

Neighbor to Neighbor Program supports

families in need with a grant applied

directly to their AEP Ohio account to prevent

disconnection of, or to restore their

electric service. Heating assistance is

available once per program year on a firstcome,

first-served basis. Eligible account

holders may apply through April 30, 2022,

while funds are available.

To apply, customers may contact one of

the AEP Ohio Neighbor to Neighbor

Program’s network of more than 120 Ohio

community-based organizations. To qualify,

an applicant’s total gross household

income must be at or below 300 percent of

the Federal Poverty Income Guidelines.

understood where Maddox was coming

from, but said management cannot always

control safety issues. She said the abandoned

school building (off Doulton Court

across from Eakin Elementary, known as

“Old Wedgewood Elementary”) is a serious

issue that they cannot control because it is

out of their reach. She would like to see

Columbus City Schools do something about

the vacant school.

When questioned, Fogler said they

check criminal records before they rent to

someone. There was a time last year when

eviction courts were closed, but since then,

they evict tenants for criminal behavior.

The commission approved the variance

requests unanimously.

Stinziano reminded voters that the auditor’s

office online levy estimator tool is

available to help residents understand how

the levies and bond issues on their ballot

will impact their property taxes.

Residents can track county rescue funds

The Franklin County Commissioners have

launched a new webpage where residents can track

how the county uses funds from the American Rescue

Plan (ARP) to help the community recover from the

pandemic.

The site, Recovery.FranklinCountyOhio.gov provides

information about the ARP, what it means for

Franklin County, a graph of expenditures so far, and

links to information about the individual expenditures.

The commissioners have already allocated more than

$26 million for recovery.

“Our community will be feeling the effects of the

pandemic for years to come,” said board president

Kevin Boyce. “We got lots of input from our residents

about how we can best use this money to help them

and their families, and this webpage represents an

unprecedented level of transparency in how we’re

going to use this funding so that they can see in realtime

what we’re doing to help them recover.”

The American Rescue Plan was passed by Congress

and signed into law by President Joe Biden to help

Americans who are suffering from the ongoing effects

of the COVID-19 pandemic. It includes significant federal

resources to support a strong public health

response and vaccination strategy, provide direct

assistance to families, and deliver resources to local

governments to use in their own communities.

Franklin County will be receiving $256 million over

the next two years. Other parts of the ARP provided

resources for schools, healthcare providers, public

health agencies, and small businesses.

“The American Rescue Plan is important legislation

and provides significant resources to help our residents

recover, so we’re really glad to be able to get

those out into the community and working for

Franklin County families right away,” said commissioner

John O’Grady. “The new site provides important

information and resources, as well as a window

into our funding priorities.”

The commissioners held a public hearing and

solicited written testimony from the community to

learn about the challenges residents have faced over

the past 18 months and how they think this funding

can best be used to aid in recovery. Video of that hearing

and text of the written testimony can be found on

the commissioners’ new webpage along with federally

mandated reports on ARP spending and a link for residents

to continue to submit ideas for recovery funding.

“Too many Franklin County families were already

Residents have been expressing their

frustration with a local township over

transparency. Prairie Township residents

complained about not being able to hear

crucial information in public meetings

because of poor recordings.

Residents said that the audio from the

board meetings are hard to hear, resulting

in them not being able to follow actions the

township is taking. As a result of this feedback,

Prairie Township Trustee Stephen

Kennedy made a statement at a recent

meeting.

“I’m going to ask anyone speaking to

please step up to the podium to speak,”

the audience.”

It is not just the audience that cannot be

heard in the recordings. Prairie Township

Administrator Rob Peters also cannot be

heard in the recordings, resulting in residents

who can’t attend the meetings being

left in the dark on information Peters is

presenting to the board.

In related news, discussed at the meeting

was inaccuracies in meeting minutes,

as well as the length of time leadership has

to review the minutes before they are posted.

The trustees asked that they receive

the minutes earlier in the week and are

given more time to review them, therefore

eliminating minutes being inaccurate, having

to be corrected and being delayed in

In other news, the Franklin County

Sheriff’s Office provided an update on

crime in the township, including a reported

increase in drug overdoses. Residents questioned

what is done when there is a drug

overdose.

“We had six overdoses in the last two

weeks and what we do is actively supply

Narcan and start other lifesaving measures

until the paramedics arrive,” said

Franklin County Sheriff’s Office Deputy

Hamilton. “If they are still with us, they

get transported to the hospital. If they are

not with us, we start a report, and the

HOPE Task Force starts collection evidence

and trying to get people to cooperate

so we can find out where they are buying

these drugs that kill people.”

The Westgate Masonic Lodge #623 is

preparing breakfasts once a month to benefit

the Special Olympics. The public is

invited to have breakfast the second

Saturday of each month at 2925 West

Overdose Prevention and Education. The

goal of the task force is to combat the heroin

epidemic with a multi-pronged

approach: enforcement, education and prevention.

Established in 2016, the HOPE Task

Force was created as a restructuring of the

Franklin County Drug Task Force.

Experienced narcotics and homicide detectives

work together on the task force and

treat opiate overdoses as crime scenes,

investigating the source of the supply that

caused the overdose.

In addition, the task force collaborates

with treatment providers to refer those

with substance abuse disorders to longterm

treatment. Instead of locking up those

suffering, they try to provide treatment

options.

Wellness and foot care

for senior citizens

LifeCare Alliance provides a nurse at

the Prairie Township Community Center

weekly to provide free foot care and other

wellness services. To schedule an appointment

best girls at the shelter.

She has been

working hard to lose

weight and the medical

staff said she is

doing really well. She

is housebroken and

looking for a home to spend her golden years

mother was killed in

an accident when
