Odin back home after 20 months

AUDREY ROSS gave up on
ever getting her much loved cat
back after he went missing 20
months ago.
But thanks to his microchip,
Odin was able to return home
last week, albeit a little skinnier
than before.

One week later, Odin escaped
from the room where Ross was
keeping him so he could get adjusted
to his new surroundings.
“He must have got outside
and it was hours before I realised

Plan change
requests
could see
Rolleston grow
larger than
projected

ROLLESTON IS set to increase
in size further than previously
projected as three new plan
change applications are received
by the district council.
The applications encompass
235ha of rural land, which
developers want to change to
industrial and residential, the
latter paving the way for 1670
homes.
The district council is assessing
the applications and may seek
further information before
deciding whether to accept them,
which most likely would not
happen until one of its meetings
next year. The applications would
then be publicly notified, before
going through a submissions and
hearing process.
The potential 1670 new homes
are on top of a potential 5709
homes in seven residential
rezoning applications already
before the district council for
Rolleston. The nine applications
altogether comprise 7379 homes,
which would represent an
increase of 78 per cent on the
town’s current estimated number
of dwellings, which is 9500.

THE DISTRICT council is on
a mission to make Selwyn the
most vaccinated district in New
Zealand.
It has joined forces with the
Canterbury District Health Board
to run a drop-in Covid-19 vaccination
clinic at the Rolleston
Community Centre tomorrow,
from noon to 7pm.
Already the latest district data
shows Selwyn has the highest
first dose vaccination rate in New
Zealand, at 99.66 per cent. The
proportion of double dosed in
the district is third highest in the
country, at 87.45 per cent, behind
Wellington on 87.65 per cent and
Queenstown in top place with
88.77 per cent.
The district council is urging
any residents who have received
just one dose three or more weeks
ago and who need their second
dose to walk in at tomorrow’s
clinic. It also urged anyone in the
less than one per cent not vaccinated,
to go along and get their
first dose.
On a new Facebook event page
named Selwyn drop-in vaccination
clinic, it says the district can
become “the most vaccinated
district in Aotearoa. We can do
this Selwyn!”
There would be a barbecue onsite
from 4pm, for people to enjoy
a snack after getting jabbed.
Selwyn is home to the first
town in the country which
reached the 90 per cent fully vaccinated
mark.
West Melton had 90.1 per
cent of its 1900 eligible residents
double jabbed, according to data

INTERSECTION UPGRADE
Traffic lights will be installed at
the intersection of Tennyson St
and Rolleston Drive in Rolleston,
replacing an existing roundabout.
The district council has awarded
the contract to Isaac Construction
to upgrade the intersection,
including installing traffic signals
to improve traffic flow and safety.
The work will be undertaken in
coming months, with exact time
frames yet to be confirmed. The
intersection will be closed at
times during the early stages of
construction. A new layout with
right hand turning traffic lanes
and cycle lanes will be included.
Wider shared cycle and pedestrian
paths will link to pathways to the
north on Tennyson St, along with
signal crossings for bicycles and
for pedestrians.

Chch Women’s asks expectant mothers to birth elsewhere

mothers to avoid giving
birth there, if medically
feasible.

“Christchurch Women’s
Hospital is for women who are
higher risk and therefore require
more complex care and after
the volumes of last month, it
would be ideal if women gave
more consideration to their
local community units,” said
Campbell, after last month’s
arrivals were the highest on
record.
“For women who are healthy
and expected to give birth to a
healthy baby with no anticipated
complications, we believe our
community-based birthing units
provide the ideal environment
for giving birth.
“At the moment in Canterbury
we have a number of high quality
primary birthing facilities, and a
number of women also choose to
give birth at home.”
New mothers did not necessarily
have to travel to Christchurch
Women’s Hospital, with maternity
units located in Lincoln,
Rangiora plus further afield in
Kaikoura and Ashburton.
The CDHB also has a contract
with St George’s Maternity Hospital
in Papanui.
Each year more than 5500
women give birth at Christchurch
Women’s Hospital, making
it the largest secondary/tertiary
hospital in the South Island.
Last month’s birth rate – more
than 17 per day – eclipsed the
previous record of 530 in August,
2008.
The popularity of Christchurch
Women’s Hospital was
evident earlier this year when the
Maia Health Foundation raised
$65,000 for 30 specialist chairs so
support people for new mothers
did not have to sleep on the floor.
Meanwhile, the New Zealand
College of Midwives are on
tenterhooks as members unwilling
to be vaccinated against
Covid-19 prepare to sacrifice
their careers.
A Ministry of Health order requires
all health care practitioners
– including midwives – to be
vaccinated in order to remain in
the workforce, the deadline to
had to have the first of two jabs
by 11.59pm on Monday.
With the extent of the exodus
not yet apparent, the Christchurch-based
college was hopeful
numbers would not be severely
depleted.
“Truly we can’t say what the
number is at this stage, there is
a lot of speculation and discussion
in general about who might
choose to stop working rather
than be vaccinated,” said Violet
Clapham, the college’s locum
midwifery adviser.
“From a midwifery perspective
we are not anticipating a significant
reduction in the workforce,
as the majority of midwives have
already chosen to be vaccinated,”
she said.
According to the latest figures
from the Midwifery Council
of New Zealand there were 347
midwives working in Canterbury
in 2019.
The CDHB employs more
than 200 midwives directly, a
spokesperson said “only a small
number of those are known to be
unvaccinated”.
Updated information about
the vaccination status of CDHB
staff will be released shortly after
the compliance deadline expires.

Hospital decision likely next month

THE CANTERBURY District
Health Board has received about
30 submissions on how it should
dispose of Lincoln Maternity
Hospital as it prepares to close
the facility.
It is expected to make a decision
next month on whether
to sell the building and land or
retain it.
The hospital will close when
its services become available
at the new Oromairaki facility
being established by the CDHB
in the Selwyn Health Hub at
Rolleston. This is expected to be
in April.
Executive director facilities
Dr Rob Ojala said the submissions
would now be collated and
analysed, following submissions
having closed on November 5.
A summary would be presented
to the board as part of the final
proposal and recommendation.
“The board will make a decision
on the future of this property
only after it has considered
the submissions at its meeting
on 16 December,” Ojala said.
He could not say how many of
the submissions asked that the
Lincoln Community Garden be
retained as a condition of sale if
the site was sold.

The Selwyn Times has earlier
reported that residents who
use the garden want it retained
there. The CDHB allowed Lincoln
Envirotown to establish the
community garden at the site in
2008.
The 5401 m sq property contains
the garden, alongside the
original 1926 maternity building,
and a 2011 dental building
which may be relocated to
another CDHB site.

Sue Jarvis said the organisation
remained hopeful the gardens
could stay there. However,
the organisation was looking
around for alternative sites in
case it had to move.
“It’s such a lovely spot for the
community, it has nice hedging
around it, it’s just a calming sort
of place,” Jarvis said.
She said many in the community
also wanted to see the
maternity building retained,
due to its historic nature and
sentimental value to the community.
“A lot of our children and
grandchildren were born there,”
she said.

Microchipping
recommended

She searched day in and day out,
within a 1km radius of her home.
She posted flyers in windows and
put them in letterboxes, and put up
online community notices, all to no
avail.
“I got reports galore from people
seeing big black cats, people are
amazing letting me know. But every
single one I checked out was a different
cat, there’s a lot of big black
cats,” Ross said.
As the weeks and months dragged
on, she figured he would either be
dead or surviving on a farm somewhere
by his own means.
“He used to be good at hunting,
bringing home big rats,” she said.
Then last week Ross got a phone
call from Lincoln Village Vets,
which contacted her after scanning
Odin’s microchip. A woman who
lived about 3km away, near Lincoln
University, had brought him in. He
had been living under her house
and she had been feeding him.
“He’s in good health, not quite
the 9kg behemoth he was before he
went missing,” Ross said.
She was grateful to the woman
and urged people to get their cats
microchipped.
“I’m over the moon,” she said.
Six-year-old son Liam was just as
excited, and had made Odin a welcome
home poster.
Odin also seemed happy with the
outcome.
“It has been nice getting snuggles.’’

PC80 is from Two Chain Road
Ltd and is for rezoning 98ha of
Two Chain Rd between Jones Rd,
Walkers Rd and Main South Rd
from rural to Business 2A, which
would enable an industrial zone.
PC81 is from Carter Group
company Rolleston Industrial
Development for 28ha west of
Dunns Crossing Rd and north
of Selwyn Rd. it would allow for
about 350 homes.
PC82 is from Brookside
Road Residential Ltd for about
109ha on Dunns Crossing Rd,
Brookside Rd and Edwards Rd.
It would allow for about 1320
homes.
Both residential applications
pertain to land outside of the
Rolleston Projected Infrastructure
Boundary that the district
council confirmed in 2009.
They are both neighbouring
and at opposite ends of a 73ha
block on Dunns Crossing Rd
flagged for residential development,
also outside the boundary.
This is part of the Carter Group
PC73 request, for 2100 homes in
two parcels of land.
A commissioner’s recommendation
is pending on PC73,

Council ready if all plan changes are approved
following a hearing in September,
on whether the district council
should accept the zoning request.
Mayor Sam Broughton said it
was too early to suggest that all
the plan changes for Rolleston
would be approved.
“If some of them do go ahead,
we have good plans in place,
including working with the
developers, over the years they
take to build, to ensure our infrastructure
is ready,” Broughton
said.
The application to create new
industrial land was a sign of the
positive outlook businesses had
for Selwyn.
But both this application, and
the residential applications,
would have to be carefully considered.

MOUSTACHES ARE growing
unabated on the faces of
seven men at the district
council, as they raise funds for
Movember.
They are mayor Sam
Broughton, adviser – mayors
office Sean Tully, IT team
member Paul Stevens, transportation

Goh and animal control team
member Steve Clarke.
Tully said the team had so
far raised $900 for Movember,
an international awareness
and
fundraising campaign that
supports men’s health issues
including mental health, suicide
prevention, and prostate
and testicular cancer prevention.
Last year, the 2020 district
council team had raised $1891.
At the end of the month, they
gathered outside the district
council building and shaved
each other’s moustaches off.
They planned to do the same
this year, on November 30,
and upload photos of the
event.
While there were no prizes
for the best moustache, they
came to a communal decision

decided on a cycle across our
awesome Waikirikiri District,”
Broughton said.
Tully said he had enjoyed the
cycle. On the other hand, his
moustache growing efforts had
resulted in “consternation”
from family members.
“My wife and my children
are not too keen because it’s
unusual, unfamiliar to them
really,” Tully said.
The ride started in the
mountains at Arthur’s Pass
and finished at Taumutu, encompassing
200km and more
than 10 hours over three days.
Broughton and Tully
stopped to talk with people
about men’s health at tourist
spots along the way.

an 80km/h speed limit imposed,
reducing it from the current
100km/h.
Advocates for the reduction
say the move would reduce the
likelihood of crashes along the
road and, when crashes did occur,
the resulting injuries would likely
be less serious and the number of
deaths minimised.
The changes come as Waka
Kotahi NZ Transport Agency
continues its Road to Zero safety
campaign, which aims to create
environments where no one is
killed or seriously injured on the
country’s roads.
According to NZTA,
Canterbury has the second
highest rate of fatal crashes in the
country, and SH75 was the route
that carried the highest risk for
accidents in the province.
In the past decade alone, there
has been more than 700 crashes
along the highway, resulting
in nine deaths and 72 people
suffering serious injuries,
with the majority of these
happening on the Halswell to
Little River stretch.
However, the statistics have not
stopped the uproar from some
residents who believe the reduced
speed limit will not prevent crashes
or reduce the
toll of dead and
injured along
the highway.

said the consultation between
NZTA and local residents’ groups
had been almost non-existent.
This had led to great frustration
within the community.
“I think the whole thing has
been a cop-out from NZTA,” she
said.
“I think they have been ignoring
our community. They have
refused to meet our community
groups to consult on the plans.”
“The consultations they
did organise were so poorly
advertised that hardly anyone
knew it was on, and then they
cancelled another one at the last
minute when they learned of
the feelings in the community
and how many were planning to
attend.”

speed limits but were told we are
too remote to have regular patrols
and our poor lack of mobile
phone coverage means our roads
can’t have cameras.”
Mitchell said the community
would be willing to accept a
90km/h limit but anything lower
would be dangerous.
“A 60-80km/h limit would
just cause driver boredom and
distraction, which is going to
cause a lot more accidents.”
NZTA spokeswoman
Frances Adank said road
users’ safety was paramount
in the agency’s changes and a
few minutes added to a journey
could be an acceptable price to
pay for the saving of life and
limbs.
“Reductions in speed can make
the difference between walking
away from a crash or being
stretchered away,” she said.
There was a similar controversy
in late 2020 when speed
reductions were proposed on SH6
between Nelson and Blenheim.
The initial proposal was to
drop the 100km/h limit down to
80km/h, but after consultation
and mitigation with NZTA and
motorists, it was decided that
variable speed restrictions of
between 60km/h and 90km/h
would be put in. Early results
indicated a significant drop in
the number of crashes on the
highway in the first four months
of the reductions being imposed.
Figures obtained from NZTA
show there were 28 crashes for
the period December to March
2019/20, compared to 13
during the same period in
2020/21, a reduction of more
than 50 per cent.

Christchurch’s Orbiter bus
route has seven new electric
vehicles joining its ranks, as the
fleet of electric and ultra-low
emission vehicles grows.
By the end of 2021 ECan said
28 per cent of the Metro bus
fleet will be electric or ultra-low
emission vehicles, the target is to
boost the ratio to 40 per cent by
the end of 2022.
ECan councillor Peter Scott
hoped the electric Orbiter would
help people connect their transport
choices with their carbon
footprint.
“Electric vehicles help us stay
ahead, but taking the bus is already
one of the best choices you
can make,” he said.
“Simply taking the bus makes
a difference, whether it is electric
or not. Kiwis drive 49 billion
kilometres a year, and more than
a billion of these are short car
trips under 2km.
“Research shows that often
people don’t connect their
car use with their carbon
footprint, but we all now know
the importance of taking steps
to reduce our environmental
impact.
“Making the choice to
jump on a bus is easier when
it is frequent, which is one
of the aspects we’re focusing
on improving across greater
Christchurch,” Scott said.

“There’s been a bellbird
sighted. Eighteen hectares would
be a large enough area to support
whole bird populations, rather
than just have them transiting
through,” Jones said.
“It’s our vision to do it, but we
also know it’s a long term project
so we are probably looking at five
to seven years beyond what we

Creating jobs aim of nature project
EMPLOYMENT initiatives

Agriculture through its flagship
Project Tinaku is creating career
pathways for Cantabrians.
Project Tinaku was set up
to create jobs, restore indigenous
biodiversity, improve the environment
and water quality and
support Ellesmere farmers in
achieving this goal.
The project is funded by the
Ministry of Primary Industries
and its Jobs for Nature programme,
and has so far created
over 20 full-time and part-time
jobs in the region.
Some of the staff are cutting
their teeth on their first job
while others are using Project
Tinaku as a stepping stone to
learn new skills or make a career
change.
Reuben Hunt said it had been
a life-changing opportunity
working for Project Tinaku. It
recently lead him to a new role
as senior project manager with
Environment Canterbury.
He joined the project as a
conservation ranger to explore
his interest in conservation and
restoration after his contract
ended with a previous employer.
“I’ve been planting a lot of
native species, which are tailored
for the right environments, and
look after the maintenance as
well once they are planted,”
Hunt said.
Hunt and colleagues on the
project had also been setting up
trap lines to monitor and kill
pests, while replanting natives
destroyed by the pests.
“The work with Project
Tinaku has been a great opportunity
and really has been
that stepping stone from my
conservation work into my new
permanent role.”
“There has been training
provided both on the job and
actual certification training.
ESAI really looked after me
and made the step from where I
was, to where I was going pretty
seamless.”
Project lead David Hewson
said he was sad to see Reuben go.
“But his work with Tinaku
created a pathway for him to a
more senior role at ECan, which
is exactly what the programme is
all about,” Hewson said.

library collection opening
A place with something for everyone – Te Ara Ātea will be opening soon.
A feature of the new building will be the expanded library space with a collection that will
ultimately number around 45,000 items including books, audio and DVDs, puzzles, games, tech
kits and more.
After many years of good service, we will farewell Rolleston Library on Thursday 25 November.
The library will close at 8pm on Thursday 25 November, 8pm and the current collection will be
moved and added to the new items ready for Te Ara Ātea to open on 2 December.
The new library space at Te Ara Ātea will stretch over two floors, with the majority of the library
on the upper floor, with reading nooks, a quiet space and technology areas. The library space will
also house art, museum displays and taonga from around the district.
Downstairs will be a tamariki area, with doors opening onto the new tamariki zone on the edge of
the town square plus a craft and technology room with sinks, benches and technology kits ready

Selwyn leads nation in population growth
Selwyn’s population has topped 70,000 people as it continues to grow faster than the rest of the country.
Figures from Statistics New Zealand show Selwyn’s population reached 73,600 in the year to June 2021.
Waikirikiri/Selwyn also saw the largest total number of new residents, growing by 3400 people over
the year to June, ahead of Tauranga with 3100 new residents. It also saw the biggest proportional
growth at 4.8%.
The district’s population growth more than doubled that of Auckland, Hamilton, Wellington,
Christchurch and Dunedin combined, underlining Selwyn’s continued popularity with Kiwis.
Propping up the Selwyn story is a strong economy, with the most recent statistics showing the economy
growing by 7% against a national average of 4.2%. This is underpinned by high primary sector prices and
confidence in business, reflected by almost $138 million of non-residential building consent applications
in the past year.
Mayor Sam Broughton says Selwyn’s community and natural attractions combined with good planning
have made the growth possible.
“We are in a good place because we planned for this growth, thought about the infrastructure required
and how it would be funded.
"We have a history of communities full of families who love this place and just want to get on with
what’s important to them. We also have a variety of great employment opportunities and a strong
economy. We sit within easy distance of Ōtautahi Christchurch and there are plenty of awesome places
to spend free time.”
The challenge now is to balance the population growth while retaining those attractions, he said.
“People love Selwyn towns and the countryside for what they are and change is not always popular.
Government regulations for Aotearoa New Zealand mean we now have less local community voice in
decisions about where development occurs. I am also mindful of the need to protect the productive
land that sits around our towns and across the rural areas of Selwyn. So there are many outcomes that
need to be balanced.”

Memorial to precious
Ellesmere children
A memorial to some precious Selwyn children will be unveiled by
the Council in December.
A memorial seat and plaque have been installed at Ellesmere
Cemetery in Leeston, to mark a previously unmarked area where
stillborn babies were buried in the 1950s and 1960s.
Mayor Sam Broughton will unveil the seat and plaque at a ceremony
on Saturday 11 December.
The burials in the unmarked area were reported at the start of the
year to the Ellesmere Echo Newspaper, which contacted the Council
about them. Research by Council staff was able to confirm the story
and the Council immediately took steps to recognise the burials.
The story was shared by Bob Croy, who grew up in a house on the
cemetery grounds in the 1950s and 1960s. His father, Gordon, was
the sexton – in charge of looking after the cemetery grounds – and
told him how he and the local undertaker at the time, Jack Bryce,
were burying stillborn babies to ensure they had a peaceful place to
rest, despite the social taboo at the time.
Mr Croy was hopeful that a memorial could be set up and Council
Reserves Manager Jonathan Crawford says the Council was
grateful to be able to help with this special task.
“When we heard about this we felt it was a very appropriate and
important thing to do. Our staff put in many hours to confirm the
site and helping to ensure there is a fitting memorial. Burying these
babies was an act of respect to them and their families at the time,
and we wanted to show the same care to these families.”
Mayor Sam Broughton says it is a special opportunity. “Our
cemeteries are a place for our communities to remember their
loved and cherished family and friends. These lives were precious,
and offering a place for them to be remembered is important. This
memorial space now provides that opportunity and reflects the
dignity that Gordon Croy and Jack Bryce sought to give those lives
and their families who bore such grief.”

important that our parks are managed in a way that meet the needs
of our communities while also protecting their special character, be
that historical, ecological or cultural.
The Council is currently running a consultation, asking the Selwyn
community to provide feedback on what’s important to them when
thinking about the future of Selwyn’s parks.
This consultation is the first step in developing the Selwyn District
Parks Management Plan, which is an overarching plan that will
help the Council make decisions about how parks are used and
managed.
People’s ideas and thoughts will inform more specific proposals in
the draft plan, which the Council will then formally consult on early
next year.

It’s time to get smart about how we use water, so we can all keep enjoying a reliable water supply
this summer. With the weather warming up and long dry periods predicted for summer, Selwyn
residents are being reminded to use water wisely to save money, support their garden and make sure
we all have water without needing restrictions.
Getting smart on when and how we water our gardens through simple habits improves garden growth
and means paying less on water rates, which have increased this year from .50c per cubic metre to .60c
per cubic metre. It also means more water will be available throughout the summer period at a steady
pressure, Council Infrastructure Group Manager Murray Washington says.
“Water supplies are often placed under pressure during summer as many people decide to water their
lawns and gardens at the same time. We’re encouraging people to do the best for their garden, their
wallet and the community so we can all enjoy a good water supply.”
To help this happen, the Council is recommending people limit watering to after 9pm, to keep it
away from peak usage times and ensure the sun doesn’t quickly evaporate the water, reducing the
effectiveness of the watering.
Tips for managing your water use:
· Check hoses or taps for leaks
· Make sure sprinklers are watering the plants not the driveway, footpath or
buildings
· Use a watering can or hose
· Water for shorter periods, for example watering for three five-minute
intervals over a couple of hours lets the soil absorb more water than
watering for 15 minutes continuously which causes water run-off
· Water your garden and lawn every few days rather than every day

Telegraph Road from Creyke Road to Essendon Road.
Flooding repairs are taking place on Coleridge Intake Road from Algidus Road, Craigeburn Road from
State Highway 73 and Days Road from Ellesmere Junction Road to Collins Road.
Burnham School Road is closed from the Pines Wastewater Treatment Plant to Burnham Road for
construction work on the Darfield Kirwee wastewater pipeline.

Pesky aphids are fast breeders
OVER THE last month,
exotic aphids have been
obvious on brassicas, roses,
and other hosts.
Up to 120 aphid species
are found in New Zealand,
with 90 per cent of them
being exotic.
Although the pesky
aphids are incredibly fast
breeders, rest assured that
the cavalry are close at
hand. Lacewings, ladybirds
and hoverfly larvae are
useful predators of aphids,
while parasitoid wasps
called Aphidius are a specialised
natural enemy.
These wasps are only
2-5mm, so are not that
obvious, but the aphids
that they parasitise are
transformed into very
distinctive inflated bronzebrown
mummies. When
an adult wasp is ready to
emerge from the mummy,
it cuts a perfect circular
escape hatch and flies off
to lay a single egg into an
aphid.
In New Zealand, at least
seven Aphidius species
are known, some of which
have been introduced
for controlling aphids on
lucerne (blue-green aphids
and pea aphids).
One well-known wasp
species, Aphidius colemani,
can attack over 40 aphid
species known on 90 host
plants. It is thought to have
originated in northern
Aphidius wasps emerge from mummies (below).
India or Pakistan and has
dispersed to many countries
around the world.

rear these wasps to sell
for the control of aphids
on indoor and outdoor
crops including, tomato,
capsicum, cucumber,
capsicum, cucumber,
chrysanthemum and other
ornamentals.

No smooth journey for teen mountain biker
AS ETHAN Rose tumbled to
the ground in a tangle of spokes
and handlebars, he knew the
under-19 UCI Mountain Bike
World Championships race
was going to contain an extra
challenge.
Half a year after Rose won the
national under-19 championships
in February, he was in Italy,
competing in the world-class
event for the first time.

competing in Europe.

Although crowded tracks were
a hazard of the sport, it was not
one he often encountered on
home territory.
“There are way more people
[in Europe] and they’re all quick
people as well . . . the depth of
field is just massive.
“In New Zealand, you don’t
really get that because there’s not
that many of you.”
Rose returned home last
month after spending seven
months in Europe competing
in the junior world series, with
the world championships as the

Based in Switzerland, he travelled
around Europe to compete
in a variety of countries, and had
some good results, he said.
This included first in a race in
Austria, a second in Switzerland,
and third in races in Italy, France
and Spain.
“I was pretty happy with it. It
was just good to get over there,
really. Last year was a bit disappointing
because we couldn’t do
anything.”
His plans to compete in Europe
last year were scrapped with
the outbreak of the Covid-19
pandemic, which also forced
him to return to New Zealand
shortly after arriving in America
for what would have been a fourcompetition
set.
“It was quite hard to know
what to do, really . . . it was training,
but without purpose.”
Next year he would leave the
junior category and compete in
the under-23 age bracket and
would be eligible to compete in
the World Cup series, which was
his goal.
“It’s going to be a big step up
but it should be good.”
Older riders, who had made
the jump from junior champions
to world cup competitors, were
on hand for advice.
“I do plenty of riding with
them. They kind of tell you how
it works.”
Training six days out of seven
for a weekly total of up to 25
hours, the sport was almost a
full-time job.
When not training or competing,
he also worked in an engineering
workshop that allowed
him a flexible schedule.
He got into mountain biking at
nine because Christchurch had a
good cross-country scene, he said.
“The first race I did was up in
the Port Hills, at the Christchurch
Singletrack Club. They
just had races every week, so I
belonged to them”
His father was also a keen
rider, which also encouraged
him to take up the sport.
“We used to always ride together,
and he took me to races
and did them as well.”
For years his father was the
quicker of the two, before Rose
eventually overtook him.
“I was maybe 16, so I think he’s
got over it now.”
On leaving school, Rose struggled
with the decision of whether
to pursue his racing career or to
study instead.
“It’s kind of hard, you’ve got to
bite the bullet and get over that.”
His career highlight so far was
winning the national championships.
Arriving back in New Zealand
in October, he had already taken
part in the tour of Southland
earlier this month.
Coming from two weeks of
MIQ isolation, he enjoyed being
back in the saddle.
He was now working more,
aiming to save money for next
year’s wave of competitions.
Now living at Merivale, Rose
said the biggest challenge of his
cycling career was finding the
funds.
“It’s not hard to ride your bike
all the time, I enjoy it. It doesn’t
feel like I’m forcing it or anything,
it’s just getting the money
to do it.”
His dream was to follow in the
footsteps of other New Zealand
riders who were part of professional
European teams, he said.
“It’s every rider’s dream to get
on a pro team and make it your
job – get paid to ride your bike.”

Dementia Canterbury
Research shows that the treatment
of dementia should be one of ‘care
rather than cure’, with person-centred,
purposeful, stimulating experiences
and activities that offer hope and means
to maximise quality of life. Dementia
Canterbury provides free personcentred
services for people diagnosed
with a dementia and their families.
Our aim is to support people to continue to lead fulfilling lives
after a dementia-diagnosis, to raise community awareness and
break down barriers associated with all dementias and work
towards a dementia-friendly and responsive community, one
where people living with dementia feel safe and confident to
participate in activities in the community.
Dementia Canterbury offers a range of services for people living
with dementia which include home visits and support planning
with our key workers, a Living Well education programme, cognitive
stimulation groups, an extensive community-based programme of
activity groups in partnership with our community, community cafes
and social events, and volunteer support in the home and at groups.
For care partners and whanau,
education is available via our Living
Well programme, our regular
community education programme,
Making a Difference education course,
in home visits, carer support groups,
and café and social programmes.
Education is also available to the wider community via our
community education programme including the regions, and in

with or caring for someone with younger onset dementia

family/whānau at your home or at the Dementia Canterbury office
to discuss your situation, including any concerns and needs you may
have. Key worker support enables people to access information,

unique situations, a social worker will advocate on the person’s behalf
when necessary and will assist in coping with change, in order to
achieve the best outcome possible.

treatment survey
Have you been diagnosed with pancreatic cancer?
By completing this ten-minute, anonymous survey about a particular medication
treatment used in pancreatic cancer, you may be able to help us identify better access
to treatments for all New Zealanders with pancreatic cancer.
We want to use this survey to identify who has been offered Pancreatic Enzyme
Replacement Therapy (PERT). The pancreas is important in digestion and PERT is a
treatment that can help people with pancreatic cancer digest their kai.
We have little information in Aotearoa New Zealand about who is being offered this
medicine and how it is being taken. Our goal is to identify who does and does not
have access to this treatment and how we might improve access to those who need it.
This national survey is being conducted by investigators at the University of Otago.
The survey has been approved by a Human Research Ethics Committee.

Warm up the wok for Asian flavours
Try these easy
one-pan meals that
will satisfy the whole

Hoisin Sweet Chilli Lamb
and Vegetable Stir Fry
Serves 4
Ingredients
2 tablespoons peanut oil, place
in wok
750gm lamb strips
400gm fresh mixed vegetables
(eg capsicum, bok choy, mushrooms
and snow peas, but can
use anything)
1 tablespoon root ginger
4 cloves garlic (crushed)
1/3rd cup hoisin Sauce
2 tablespoons sweet chilli sauce
2 tablespoons water
Coriander, fresh (for garnish –
optional, or could sprinkle with
dried)
Directions
Stir fry lamb in batches until
cooked through (about 3min),
remove from frypan. Stir fry
vegetables, ginger and garlic until
almost tender (about 5min).
Return lamb to wok with
vegetables/ginger/garlic, add the
sauces and water, stir fry until
hot. Serve on rice vermicelli.
Honey Soy Beef & Noodle
Stir Fry
Serves 4-5
Ingredients
2 tablespoons peanut oil, place
in wok
1 small red onion, thinly sliced
600gm rump steak, cut into
strips
1 teaspoon minced ginger
½ red chilli, de-seeded and
finely chopped
400gm stir fry vegetables
½ teaspoon ground five spice
1/3 cup soy sauce
½ cup liquid honey
1 x 350gm packet noodles
Handful fresh coriander leaves,
chopped
Roasted cashew nuts, roughly
chopped
Directions
Heat oil, add onion and stir fry
over medium heat until it beings
to soften.
Increase heat and add beef and
stir fry until meat browns. Reduce
the heat and add ginger, vegetables
and five spice, and continue
stir frying for a further minute.
Pour over soy sauce and honey,
stir through, and continue cooking
for a further 5min until meat
is cooked and vegetables are
heated through and tender.
Remove noodles from the
packet and put into a bowl. Pour
over boiling water to heat them,
then drain.
Serve the beef and vegetables
over the noodles, or toss the
noodles through.
Garnish with coriander and
cashew nuts.
Chicken Stir Fry
Serves 3-4
Ingredients

4 tablespoons soy sauce, place in
bowl with:
3 tablespoons peanut butter
2 tablespoons liquid honey
1 teaspoon sesame oil
1 tablespoon root ginger, grated
2 tablespoons olive oil, place in
wok and heat, then add:
3-4 skinless chicken breast fillets,
sliced
Peppercorns
4 cloves garlic, crushed
1 head broccoli, broken into
florets
1 red capsicum, halved, then
sliced
1 packet snowpeas
1 large carrot, sliced
1/3rd cup unsalted cashew nuts
1 bunch spring onions, sliced
Directions
Mix soy sauce/peanut butter/
honey/sesame oil and root ginger
thoroughly and set aside.
Saute chicken, season with peppercorns.
Add garlic and saute for 30sec,
mixing with chicken.
Add broccoli/capsicum/snow
peas/carrot and cook until vegetables
are tender.
Add cashews and spring onions,
then drizzle peanut sauce
over the top.
Mix everything together in the
sauce, coating well and cook for
1min until well heated through.
Serve with rice or noodles.

Trims and tweaks
for council make-up
The number of district councillors is
to be trimmed after a representation
review.
Selwyn District Council (SDC) has
agreed on a proposal to cut the number
of councillors from 11 to 10 – and to
change the four ward boundaries.
Currently the council is made up of
11 councillors elected from four wards,
Ellesmere, Malvern, Selwyn Central and
Springs, and a mayor elected at large
(across the whole district). There is one
community board for Malvern.
At a meeting in August, SDC agreed
to put forward a proposal to retain four
wards, but change the existing ward
boundaries to form Ellesmere, Malvern,
Rolleston and Springs wards.
The proposals being publicly notified
this month include; replacing the
Selwyn Central ward with a smaller
Rolleston ward, which would have three
councillors rather than the current four,
while all other wards would retain their
current number of councillors.
In changes to ward boundaries, West
Melton would move from the current
Selwyn Central ward to the Malvern
Ward, the area between Burnham and
Rolleston would move from the current
Selwyn Central Ward to the Ellesmere
Ward and there will be changes to the
make-up of the Malvern Community
Board, albeit retaining five members.
Within Malvern, members would be
elected from the existing subdivisions of
Hawkins (2) and Tawera (1), and a new
subdivision covering West Melton (2).
This community board was previously
made up of three members from
Hawkins subdivision and two from
Tawera.
The proposed changes to councillor
numbers and ward boundaries are part
of SDC’s representation review, which
will result in changes to the way the
council is elected and structured from
the next local elections in 2022.
All councils must review their
representation arrangements at least
every six years. Selwyn last undertook
a representation review in 2015, in
preparation for the 2016 elections.
Since that time, Selwyn’s population
has grown rapidly but unevenly across
the district. SDC says this meant changes
were required to the existing ward
boundaries to ensure an even spread of
representation for the population.
Once SDC has notified its final
proposal, it is subject to appeal. The local
government commission will consider
any appeals and will make a final
determination, if required by April 2022.

Big repair job nearly done
The repair bill for roads
and bridges damaged in the
May flooding will be about
$6 million, Selwyn District
Council (SDC) says.
More than 500 kilometres of
Selwyn roads and 14 bridges
have been repaired since being
severely damaged by flooding
earlier this year.
The flooding in late May saw
significant damage to roads and
bridges around the district.
SDC roading contractor HEB
has completed more than 90%
of the repairs, with a small
amount of work remaining
in the high country due to
be completed this month
and some additional repairs
planned for the Leeston Bridge
and Whitecliffs Bridge.
The team of over 80 staff
and contractors has done
55,000 hours of work to repair
570 kilometres of road, HEB
contract manager Almero Du
Pisani said.
They shifted over 120,000
cubic metres of material that
had been washed onto the
roads or damaged and removed
more than 50 uprooted trees.
It wasn’t just the flooding in
May, but a series of challenges
that saw the crews working in
all weathers to get the roading
network back into shape.
Du Pisani said the various
flooding, snow and wind
events we faced this winter
in Selwyn caused widespread
damage across the network,
which added to the complexity
and challenges from the ‘main
event’ in May.
HEB worked closely with SDC
and other partners to ensure
public safety was top priority
during the flooding and access
was reinstated as swiftly as
possible to flood-affected
communities.
The repairs had been a
mammoth effort, SDC
infrastructure group manager
Murray Washington said.
“We saw some great work
from our roading and water
teams before, during the floods,
and in the aftermath to get
the essential systems running
again. The teams have kept
going, working hard to get
things repaired and built better
for the long-term. We’re really
grateful for the dedication of
the HEB crews and contractors
who faced the impacts of the
floods in their own lives as
residents and have done a really
great job,” he said.

Plan ahead for your summer break
IF YOU ARE planning on go
away for a Christmas holiday
break, the prospect of watering
the garden – container plants
in particular – can put a real
dampener on your summer.
The easy answer would be to
just put all container plants into
the garden and be done with the
fussing.
However, there’s no denying
that a few well-chosen container
plants bring a decorative flourish
to bland deserts of paving and
deck.
They are invaluable, too, for
standing like bouncers beside
entrances or enhancing the end of
some clever vista you have carved
out of your plot.
However, as plant accommodation,
rather than providing
a luxury getaway, pots and
containers are more like a prison
sentence, with water and food
limited and excess sun and wind
in exposed locations.
This means you need to be
cunning with your compost and a
wizard with your choice of green
matter.
Why is it that weeds can abseil
their way into a pot and look
so healthy while the plant you
intended to shine on its glazed
pedestal looks anaemic and
spindly?
It’s because most of us are unrealistic
about the level of maintenance
we will need to lavish on

It’s tempting to go for muticoloured
pot plants but such
high-octane performance demands
the pampering of a movie
star – weekly deadheading and
feeding and almost daily watering,
so it’s really only for the keenest
enthusiast.
Spring bulbs are another classic
disaster area – irresistible when
we see the pictures at the garden
centre but a disaster a fortnight
after the party is over when we
fail to follow up after the leaves
and flowers at the start of the year
have flopped and faded.
Stick them in plastic containers
before sinking them inside a
classy bit of earthenware. Later,
out they go to make way for a
more permanent successor. It is
a mistake to assume special new
plants somehow deserve a prime
spot in a container right outside
the ranchsliders.
Plant them in the ground where
they will get their roots down and
draw deep for summer moisture
instead. And if you want to see
them, go out in to the garden and
look.
If your soil is heavy, spend
some effort planting them
on mounds and improve soil
structure with plenty of grit and
compost.
The most successful pot plants
are tried and tested toughies that
will survive on neglect. Essentials
include succulents, flaxes, native
xeronema and epiphytic plants,
which are used to hanging out
like a shoestring.
Epiphytes include spiky astelias
as well as other native foliage
plants such as Griselinia lucida
and pseudopanax – both of which
are amazingly drought-tolerant.
Don’t mingle too many
specimens in one confined space
because fights are bound to break
out. Instead, give each its own
home but herd pots together to
create communities of contrasting
forms and textures.
As with your wardrobe there
will always be the classics that
never go out of fashion and which
form the backbone of your collection.
Succulents are foolproof.
Choose the dramatic ones such
as aloes and softer euphorbias
or those which are able to bungy
over the sides of even the tallest
of drums.
One such is sedum
morganianum with its waxy grey
dreadlocks.
Neat topiary balls, cones
and humps, whether it be
box or native coprosma and
corokia, have minimal water
requirements, but don’t discount
conifers which are surprisingly
drought-tolerant. Bromeliads
never outgrow their place in a pot
if sited sensitively.

before eating or drinking

Fortuner provides all the answers
I’M OFTEN asked what is the
best sport utility vehicle? The
choice in today’s market is vast.
I usually answer with three
questions, what size? How many
seats? And what is it going to be
used for?
Depending on the answer to
the last question, I reply by saying
there are two fundamental
differences in construction that
must be taken into account, and
they are quite technical.
However, put simply, there
is the option between ladder
frame and monocoque construction.
The rigid ladder-like frame
vehicle carries the engine and
drivetrain, a separate body construction
is mounted on it. The
monocoque frame, on the other
hand, has a unitised frame and
body combined.
Most of today’s SUVs are
monocoque, but if you want a
serious four-wheel-drive vehicle
that will take you to the backblocks
and beyond then a ladder
frame vehicle is best, although
it’s not quite so user-friendly
in close confine environments.
You see, almost all of the ladder
frame SUVs in today’s market
are based on a light truck/utility
chassis; take Toyota’s Fortuner,
for example, it sits on the Hilux
platform.
Along with the chassis underneath
that will take you
places, ladder frame models
have advanced four-wheel-drive
systems, they require input from
the driver through complex dialin
modes, depending on what is
required for the journey ahead,
taking into account all have a
low ratio gearing mechanism
that allows for crawl-speed motion
over rough ground.
Toyota’s Fortuner was late in
the SUV market here, it followed
Mitsubishi’s Challenger/
Pajero Sport, Isuzu’s MU series,
Ford’s Everest, Holden’s recently
departed Colorado 7/Trailblazer
and Nissan’s first and second
generation Pathfinder.
Nevertheless, the Fortuner has
gained good ground in the serious
SUV market in the five years
it has been here, and it has just
had a mild facelift.
It also gets the uprated powerplant
that arrived in the heavilyfacelifted
Hilux a year ago. The
big 2.8-litre turbocharged diesel
is now rated at 150kW and
500Nm, up 20kW and 50Nm.
Thanks to a new cylinder block,
pistons and turbo design modifications,
emissions have been
reduced and fuel economy is
also better, the Fortuner is now
rated with a 7.6-litre per 100km
combined cycle average, down
from 8.6l/100km.
During my testing time the
dash display readout was constantly
listing around 9/100km,
dropping to 8l/100km on a rural
run with 7l/100km showing
instantaneously at 100km, the
engine ticking over very slowly
at 1600rpm.
ROBUST:
The
Toyota
Fortuner
sits high
off the
ground
for crosscountry
travel.

If I’m not being deceived, the
Fortuner’s power plant seems
a lot quieter and more refined
than ever before, it purrs along
with a gentle throb you can only
hear if you listen intently. It is
quiet inside the cabin and even
under load the driveline sounds
unflustered.
In terms of performance the
Fortuner will easily keep pace
with today’s busy traffic, it’s
strong off the line with a 9sec
run to 100km/h, and if you are
on the highway it will complete a
highway overtake in 6.8sec (80-
120km/h).
On the subject of figures, the
Fortuner uses its ladder chassis
to much benefit. It has a 3100kg
braked trailer tow rating that has
just been lifted from 2800kg.
That’s why its design is so useful,
the Fortuner is a tough goanywhere
vehicle that will take
you, your family and belongings
to places a traditional SUV
would struggle. There is huge
ground clearance (279mm), and
with chunky tyres grip in the
loose is well maintained.
I took the evaluation vehicle
through the tracks that lead
across the Hororata River; it
wasn’t a challenge, but the river
was flowing freely after a high
country drenching. The base of
the river is very stony and quite
uneven, but the Fortuner soaked
up the rough stuff without battering
the occupants.

by sheer nature of its load-bearing
live rear axle the Fortuner
has a relatively comfortable
ride, there’s a bit of a jiggle over
uneven tar seal surfaces, but it’s
on a par with the other models
I mentioned in my introduction
and a by-product of what Hilux
hands down. One point of difference,
though, is that the Fortuner
gets coil springs at the rear,
the Hilux still has a leaf spring
set-up. The coils do provide
more compliance for comfort.
Given its height, accessing the
Fortuner requires a bit of a step
up, and you do need to bend
a bit to get into the rear row
of seats. Nevertheless, there’s a
generous amount of room back
there, although if long journeys
are on the cards, place the
youngest or smallest back there.
Once seated, the occupants
are well cocooned and sheltered
from the rugged mechanicals
underneath, ride comfort is
high, and on my long inland
evaluation there was never a
point where I felt taxed or tired.
For 2021 the Fortuner adds a
larger display panel (8in), Apple
CarPlay and Android Auto.
Those items on top of what
would ordinarily be deemed
a generous amount of fitment.
Well, it needs to be well
equipped, the Fortuner comes
in at $57,790 for the GXL, the
evaluation car was a Limited
model that adds $3500. That
makes quite a big outlay, but it
does sit well with the prices of its
competition.
All that aside, you are buying
into the quintessential SUV, one
that will last forever and go anywhere.
At 4.8m that does mean
you have to be picky finding
a central city car park, but the
benefits come when you make a
weekend excursion to the high
country lakes.
If that’s not what you need,
then Toyota’s Highlander could
be the alternative, it doesn’t get
the high-tech four-wheel-drive
system but it does have even
more finesse and seven-seat
capability, its underpinnings are
state-of-the-art and occupant
comfort is high-level.
For those whose questions
revolve around what is best in
this market, do your homework
and work out what is best for
all situations. If you do chose
a Fortuner, its versatility won’t
leave you disappointed.

NOTIFICATION OF THE DECISION ON PRIVATE PLAN CHANGE
REQUEST 63
At its meeting on 3 November 2021, the Selwyn District Council resolved to accept the
Commissioner’s recommendation to approve Merf Ag Services Ltd and Matthew Reed’s
request to rezone Rural Outer Plains land in Darfield to Living 1 and to introduce an outline
development plan over that and some adjoining land. The location to which this request
relates is land on the north eastern side of Darfield along Kimberley Road.
This Council decision has legal effect from the date of this notice and the Operative Selwyn
District Plan is deemed amended in accordance with this decision.

Anyone who made a submission on Private Plan Change Request 63 may appeal to the

20-21 November 2021
The general public is to be advised that a
New Zealand Army Exercise will be conducted
in the West Melton Rifle Range area over the
period 20-21 November 2021.
The exercise will involve up to 60 personnel of
2nd / 4th Royal New Zealand Infantry
Regiment from Burnham Military Camp.
Training will involve soldiers live firing on the
West Melton Range.
Live firing will occur between 8am until 6pm.
The exercise will also involve the movement of
troops and vehicles by day and night.
The New Zealand Army takes fire risk seriously
and will ensure fire mitigation is present.

At its meeting on 3 November 2021, the Selwyn District Council resolved to accept the
Commissioner’s recommendation to approve Rolleston Industrial Developments Limited’s
request to rezone Rural Inner Plains land in Rolleston to Business 2A. The location to which
this request relates is on the south side of Maddisons Road, adjoining the eastern and
northern boundary of IPort, and within that block of land located between Hoskyns and
Weedons Ross Roads.
This Council decision has legal effect from the date of this notice and the Operative Selwyn
District Plan is deemed amended in accordance with this decision.

hours, at the Council’s Rolleston Headquarters, or online at Council libraries and service centres.

Make a splashback
statement
The kitchen is often the heart of the home, so while you
want it to be functional, it can also reflect your taste and style.
Splashbacks are intended to protect a wall or surface behind
the cooking area from those accidental cooking splashes and
splatters, but they don’t have to be boring and plain. Instead,
splashbacks allow you to make a statement by choosing bold
colours, patterns or textures.
Add flair to your kitchen
Madison, from Kitchen Studio Christchurch South, suggests,
“Splashbacks are a fun area to add a bit of flair to your kitchen
without having to do too much. For example, you might have a
simple look in the kitchen that doesn’t quickly go out of style, and
you can transform the area by having a statement splashback.”
A splashback can lighten and brighten your kitchen space with
colour and creativity. You can achieve this statement by choosing
a funky colour or patterned tile. However, trends and tastes
change over time. So replacing a splashback that you no longer
like is a quick fix. Apart from being more sustainable, it is easier
to change a splashback than the whole kitchen.
Kit kat-shaped tiles on trend
One common approach is to use ceramic
or porcelain tile splashbacks as the tiles
provide texture and depth while being
affordable, low maintenance and durable.
A fashionable choice this year has been the
small and slim rectangular, aptly named
Kit kat-shaped tiles. While the popular
herringbone tile pattern and the subway
tiles are still in demand, there is a trend
toward earthy and organic tones. Madison
advises that antique patterns or colours are
current trends, while encaustic (Moroccan
or Spanish inspired) tiles reflect a traditional
style and statement.
Glass makes a statement
Meanwhile, seamless glass splashbacks
continue to be an easy-to-clean, low maintenance option with a
fantastic selection of colours available to suit everyone. However,
custom-made glass splashbacks are on-trend, with graphics
adding a modern and elegant look to any kitchen. Madison says
some clients are using photographs or artwork behind glass for
that unique look, while some opt for using wallpaper as a more
affordable alternative.
Splashbacks can make a statement and easily add style and
flair to your new or existing kitchen, with numerous options and
colours available.
