More than 1000residential properties across 100 hectaresofland in Kaiapoi, The Pines and Kairaki Beach weredeemed uneconomical to repairinAugust 2011, following the 2010 and 2011earthquakes. It led to the government offeringtobuy the properties from affected residents, with ahandfulofresidents opting to stay. The Waimakariri District Council announced earlier thismonthitis partneringwith local developer William Hill Consulting Ltdtoinvestigate a proposed marina development, on three hectares of former red zone land on Hilton Street,behindthe Ruataniwha Kaiapoi Civic Centre. The developmentisexpected to include high density housing. While the news of the proposed development has been welcomedbymost, some have taken to socialmedia to question howhousing can be built on land once deemed uneconomical. WaimakaririDistrictCouncil strategy and engagement manager Simon Markham says he is not surprisedbythe comments. ‘‘Engineers would say they can remediate anything,but remediating the land sectionbysection would havebeen impossible.’’ It onlybecomes feasiblewhen alarge pocket of land is remediated at once,such as the 3ha site on HiltonStreet,Mr Markhamsays. The siteofthe Ruataniwha Kaiapoi Civic Centre had to be remediated with deep piling at acost of $2 million,beforethe foundations could be laid. Other commercial sites, much larger than anormalresidentialsection, faced similarcosts, Mr Markham says. Residentialhousingonformerred zone Town centre ... The possibility of residential housing returning to the former red zone was first mooted in the Kaiapoi Town Centre Plan, signed off in 2018. The planidentified three sites near the town centre for mixed used development, including commercial, retail and housing. The council’s business centres manager, Simon Hart, saysamixeddevelopment with commercial, retailand residential is much more viable thanapurely residential development. But Mr Hart saysthe proposed marina development is not yet adone deal. ‘‘It’sstillgot to go through afeasibility study,’’ he says. ‘‘There are three testsis it technically feasible, is it economicallyviable and is it More Hot Water, More Often. Less cost. consentable?’’ The feasibility study is expectedtobe completed by September nextyear, when the council will consider whether to enter into adevelopment plan, allowing William Hill Consulting Ltd to begin its consent applications. Other projects in the former red zone, such as the proposed community hub and the aquasports park,have met withsimilar reactions fromconcerned former residents and neighbours. Mr Markham says all projects on former red zone landgothroughthe normal consentingprocesstodetermine whether they are feasible and are subjecttopublic scrutiny. Churches aiming to bring Christmas cheer Kaiapoi churches arehoping to offer some Christmas cheer amid the uncertainty of Covid19. The pandemichas claimed anumber of local events including the annual Kaiapoi Santaparade and Christmas carnival, carols in the parkand the WaimakaririCommunity Christmas Day Lunch. Reflections Community Trusttrustee JulieKnowles saysthe trust is considering alternativestothe annual Christmas day lunch to connect with thosewho willbealone. ‘‘We have so many people coming to the event, but withthe uncertainty with what the AlertLevel will be, we just felt we couldn’t do it successfully.’’ Kaiapoi has hostedthe Waimakariri district’s annual Christmas day lunch sincethe 2010 and 2011earthquakes. The eventhas proven to be popular with all ages and in recent years has beguntooutgrow its venue, the Kaiapoi Rugby Clubrooms, which has a capacity of 100. Ms Knowles saysone ideaisfor local churches to visit the elderly, who are on their own, and givethem aslice of Christmas cake. Kaiapoi Anglican vicarRev Sandy Constablesays the Kaiapoi Brass Band has agreed to perform on the St Bartholomew’s Church lawn on Cass Street, for an informal Carols by Candlelight on Sundayevening, December 19. ‘‘We wantedtodosomething for the community because people look forward to singing Christmas carols and we figured it needed to be an outside event, so there’sless risk,’’ she says. Ms Constable says each of the four Anglican congregations in the Kaiapoi parishwill be hostingthe usual Christmas services. A‘‘Blue Christmas’’ service will also be offeredatStBartholomew’s Church on December 4for those experiencing loss or unable to be withlovedones at this time of year. The annualStBartholomew’s Christmas pageantwillbeheld during the usualSunday service on December 5, withchildren welcome to come along dressed up and to take part. The Kaiapoi Cooperating Parishwill be hold its annual St Andrew’s Day service with apiper and drummer outside the church this Sunday. The usual Christmas services will also be held,including the Lessonsand CarolsserviceonDecember 12. Rev Stephanie Wells will also be officially farewelled on December 19 after fiveyearsatthe parish,asshe leavestotake up anew appointment in the New Year. OUR TOWN KAIAPOI The North Canterbury News, November 25, 2021 Gabi’sjourney from volunteer to co-ordinator By DAVIDHILL When Gabi Barlow began volunteering at Kaiapoi Community Support (KCS) six years ago, she never imagined she would one day be running the social support agency. Gabi took over as coordinator at KCS, aservice of Community Wellbeing North Canterbury, in September, having previously volunteered from 2015 to 2020. ‘‘It will always have aplace in my heart, whether volunteering aday aweek or helping out with Toot for Tucker, but I would never have imagined Iwould be back running the place,’’ she says. ‘‘It’s about helping people out when they need it and giving back, because I’ve been that person who needed that help.’’ Gabi started volunteering in 2015 when afriend suggested she give it ago. ‘‘I thought Iwould do three to six months and Iended up staying until last year. ‘‘I was amum at home for 10 years and Ineeded to upskill so Icould get back into the workforce.’’ Volunteering at KCS led Gabi to studying for adegree in health, which she has just completed. Gabi says there has been an increase in need for food banks throughout North Canterbury in the wake of Covid19. But there is still stigma around going to afood bank, ‘‘so it’s about challenging that’’. ‘‘We are seeing people come in for support who have never needed to before and it’s not just for food, it’s for awhole range of wellbeing services. ‘‘We are afriendly bunch and here at Wellbeing we have wrap around services to tackle those wider social issues.’’ Gabi says Wellbeing North Canterbury is asupportive organisation to work for and she is backed by ‘‘an amazing clinical team and support team’’. She also has some ‘‘amazing volunteers’’ who range in age from 19years to senior citizens. ‘‘Volunteering needs to be awin, win. The organisation benefits and the volunteer benefits, whether it’s upskilling or the opportunity for social connection.’’ KCS has abusy time in the lead up to Christmas, including Toot for Tucker on December 7, with the Kaiapoi collection set to stock up KCS’ community pantry ahead of the Christmas rush. ‘‘We want to break the record again this year and we need to because we are seeing ahigher level of need,’’ Gabi says. Christmas gifts can be dropped off by December 17. Gifts for teenagers are especially needed and can include vouchers, toiletries or chocolates, Gabi says.
