SOS The SS Moyie
needs your help!
On October 22, 2021 the SS
Moyie – a National Historic Site
and the oldest intact passenger
sternwheeler in the world – was 123
years old. Because of her age she is
in urgent need of major repairs to
her roofs and decking. Launched at
the Nelson Shipyard in 1898, these
sternwheelers were expected to last
about 25 years and the Moyie served
for almost 60. When she retired in
1957, she was sold to Kaslo for $1
by the CPR and the next year was
winched out of the water and began
her new career as a museum with
the Kootenay Lake Historical Society
(KLHS) as her custodian.
Like any house, her roofs need
regular repair and last winter, sagging
and leaking occurred, threatening
the interior of the ship. The
sagging has been corrected and
reinforced, but now the critical job
of replacing the canvas and decking
is needed. This is where we need
your help!
The KLHS has sought funding
from various agencies but we are
required to match some of this.
Removing the canvas, repairing
any damaged wood, replacing and
painting the canvas will require
scaffolding to be set up around
the ship. A team of workers will
be trained on site to do the repair
work. With the scaffolding in place,
the exterior of the ship will be
painted, so she will look almost as
good as new ready to celebrate her
125th birthday in 2023!
We are grateful to the commitment
of funding from Columbia
Basin Trust, Community Economic
Resiliency Infrastructure Program
(CERIP) and the Village of Kaslo
and funds from other federal and
provincial sources are pending.
KLHS now needs to raise $100,000
towards this work and already has
$83,000. Can you help raise the
other $17,000?

youth, 16 – 24 years old. The mentorship is comprised of two
1-hour mentorship sessions with one of OAC’s Artist Faculty.

& Land Use Bylaw Amendment
As required by the Local Government Act, a Public Hearing will be held at
the Royal Canadian Legion - Branch 74, 403 Fifth Street, Kaslo, BC on Monday,
November 29th, 2021 at 6:00pm for the purpose of hearing representations
concerning the land legally described as:
PARCEL J (Being A Consolidation of Lots 30, 31 And 32)
Block 8, District Lot 208 Kootenay District, Plan NEP393;
The land, as shown on the map below, is civic address 334 A Avenue.
The Official Community Plan Amendment Bylaw 1269, 2021 proposes to amend
Schedule B of the Village of Kaslo Official Community Plan Bylaw 1098 by changing
the designated land use of the land from “Civic” to “Village Core Residential”.
The Village of Kaslo Land Use Amendment Bylaw 1270, 2021 proposes to amend
Land Use Bylaw 1130 by adding “RM-1A Multiple Dwelling Special Area A” to the
list of Zones, creating the Zoning Regulations for “RM-1A Multiple Dwelling Special
Area A” under Section 3 to permit a 10-unit affordable housing development,
and amending the Schedule B Zoning Map to so designate the land.
The proposed bylaws and other relevant information can be obtained at the
Village of Kaslo Office, 413 Fourth Street, Kaslo BC between the hours of 10 am
and 3 pm, Monday through Friday, excluding statutory holidays, from November
1, 2021 until November 26, 2021. The documents are also available on our website

Selkirk Snowcat Skiing will begin winter
operations on December 1. This marks our 47th
year in business and the 19th anniversary of the
Meadow Mountain Signage Plan. Snowmobile
boundary signs will be erected December 1 to
April 16 and compliance is critical to the safety
of our employees, guests, and public users of
Meadow Mountain.

November fishing report
Kootenay Lake:
The water temperature is perfect
and the fish are biting. Our temps have
dropped to low 50s which has brought
most fish to the surface. We have had
some great days with up to 20 fish coming
in, although we have experienced a
few slower days this fall compared to
last fall. Seems like the fish will put the
feedbags on for a couple days, and then
become lazy for a few days after.
The latest catches have seen rainbows
between 2 – 3 lbs and bull trout up to
10 Lbs. We have seen the odd Rainbow
over 4 Lbs, but not as many as we had
expected. Especially since we saw some
fat rainbows in August that were finding
some kokanee to eat. This pattern
has changed, and the fish are back to
eating mysis shrimp or any remaining
insects in the lake.
October provided us with some
decent weather and some really good
outings. We have been taking a lot of
corporate groups out lately, as the year
is winding down for a lot of businesses
who have been busy all summer and
finally get to enjoy a break. These trips
have been a blast. It’s always a good
‘team building’ experience, with maybe
a little bit of friendly competition to
make it interesting.
November/December have always
been our best months in the fall, so
we’ll see what the fish gods bring us.
Columbia River:
The river is still producing some
beauty Rainbows, although we have
wrapped up our guided trips on the jet
sled for this season. Unless we get some
mild, sunny days coming up.
Last week, we did manage to land
some rainbows up to 20 inches. The
water remains
low, and the fish
are hanging in
a lot of different
runs. The braided
water is still producing
fish on
the streamers or
wooly buggers.
And the back
eddies are still
holding fish and
providing some
good takes on
the indicator and
nymph.
There are also still walleye hanging
around, so that’s another option as well.
While we may not make many trips on
the jet sled coming up, we will still hit the
river a few times from the shore this winter.
Looking forward to some ‘float fishing’
and some bottom fishing, as these
are easy techniques from the shore.

On the lake, it’s been a mixed bag
lately. One day the bucktails are working,
but lately the spoons have been
producing more. The fish seem to be
located in pockets. We have covered a
lot of water lately and found some good

Be ready in case of fire
Emergency can strike at any time. Having
a plan in place can be a difference-maker in
ensuring you and your family are able to get
out safely. Are you prepared?
“Fire can start in the blink of an eye,” said
Gareth Jones, president and CEO of the Canada
Safety Council. “Preparation is essential.
Everyone should know how to get out of their
house at a moment’s notice — because in
some cases, a moment’s notice is all you will
get.”
Home fires, of course, can spread rapidly.
They can occur for a wide variety of reasons,
including faulty appliances and wiring,

flammable materials that are left too close to
a heat source, open flames left unguarded and
carelessness when handling lit objects like
cigarettes.
A good home fire escape plan is crucial
and everyone in the household should be
involved in its creation. Walk through the
home, taking note of all potential escape
routes. If your household has younger children
or includes people who are more visual
learners, consider drawing a physical map of
the house with at least two exits out of each
room clearly identified.
Here are a few other tips to help you along
as you’re considering your fire escape plan:
Plan ahead of time with regards to any
seniors, infants, and mobility-impaired individuals.
Identify someone in the home whose
responsibility it is to assist them in the event
of an emergency.
Plan a meeting location once outside. This
is the spot by which everyone in the household
should gather once the house has been
evacuated. It should be a safe distance from
the home and easily identifiable.
Practice your fire escape plan twice a year,
making sure to be as realistic as possible with
it. Practice for safe speed — time may be of
the essence.
At the same time, keep in mind that practice
doesn’t have to induce fear. It’s okay to warn
the household ahead of time that there will
be a fire drill.
Once you’re out, stay out. Even if someone
is missing, firefighters are much better
equipped to be able to rescue them safely
than you will be in a moment of panic and
high adrenaline.
Be cautious, be proactive, be safe. A fire can
be a devastating and traumatizing experience
but, by putting your safety and the safety of
your family first, you’ll be best positioned to
escape with the most irreplaceable thing you
have: your lives.

Christmas in The Outlet
The Procter Christmas Craft Faire and the Harrop Hall Last
Chance Christmas Faire have decided to combine their events
this year in order to host a Covid-appropriate Holiday Market.
Vendors will be spread throughout 3 festive locations on the
weekend of December 5 and 6, 9 am – 3 pm in order to provide
enough room for guests to socially distance comfortably
while shopping.
The first location will be at the Harrop Hall, the second at
the Little Red Schoolhouse, and the third at the Procter Hall,
plus don’t forget to check out Gallery 229 just up the road from
the Procter Hall. There will be a donation jar at the door for

Taghum Hall has a case of elves, with no immediate cure for
these seasonal twinkles. Upcoming are three twinkly events:
“Gnomes for the Kitchen” on Saturday, November 27 with
dollmaker Susan Forster offers participants the opportunity to
make a personal gnome just in time for Christmas. “Getting
Started with Alcohol Ink” with Brenda Cavalier, which runs
optional entry fees. Outdoor bonfires, warm drinks, and a festive
atmosphere will encourage our community to gather in a
safe space, while supporting our local artisans.
This is intended to be a fun tour of our community, so guests
will be given a different colored ticket at each location upon
paying their entrance donation. At the next location, just show
your previous ticket and receive a new one for that venue.
Once all three tickets have been collected, guests will be eligible
to enter their name into the draw for a super-sized gift
basket filled with products from ALL the vendors, which will
be drawn by live video the day after the event.
All Covid safety protocols will be strictly followed, and face
masks required.
Saturday, December 4, introduces participants to an exciting
new medium. Preregistration is required for these workshops,
which benefit the Hall’s kitchen renovation project. On Friday,
December 10 from 4 to 9pm, “A Taghum Hall Country
Christmas” is where things really get twinkly, with crafts, baking,
music, a kids-only market, a visit from the Big Elf himself,
and a play—“The Santa Interviews”—featuring talented young

pockets of fish. Once you're into the fish, it seems to be busy
with lots of action and double headers. Favourite bucktails have
been the #203 (November Special), 210 (bleeding gill), 215 (grey
ghost) and the 226.Spoons working best for us are the usual
Gibbs/Delta croc. Brass/fire stripe, Hammered Brass/fire stripe,
brass/fire wing have been our best lures for rainbows.
And for the bull trout, it’s been the usual STS or Lemon Lime
flasher followed by the Green Spatterback or Green pistachio
hoochie. Depths from 80ft to 150ft have been working for us.
Speed is always a factor and depends on water temperature.
At this moment in time, we are running between 2.7mph and
3.2mph.

kokanee
As fall comes to an end, so does our season of monitoring
Shore-Spawning Kokanee (SSK) Salmon at our restoration
site. We had another awesome year and we are looking forward
to monitoring in the new year.
Observations
2021 was a peak spawning year for Kokanee Salmon. As a
result, we noticed a higher number of spawning fish than the
previous year. The gravel maintenance completed in the spring
has improved the habitat, which was great to see. Redds were
easier to spot this year due to sediment deposition and we
could clearly see cleaned areas. Spawners appeared to be utilizing
the installed/restored substrate even at its lowest depths
which is great! It was helpful that the water levels on Kootenay
Lake were purposely kept low this year in attempt to benefit
spawners (to lessen dewatered redds this upcoming spring).
How you can support local kokanee populations:
There are two things you can do to support local Kokanee
Salmon populations: become a member of FoKLSS and keep
an eye out for redds on the shoreline. When you become a
member, you are directly supporting stewardship programs,
such as the one above, that enable our staff and team of volunteers
to monitor Kokanee populations each year. If you spot
spawning Kokanee on the shoreline of Kootenay Lake, let us
know by submitting your observations to our Lake Watchers
Program.

The Scarletizing of “The Addict”
Addiction is not a choice. It is not a character
flaw or ethical failure. It is not a symptom
of a morally corrupt human being.
Those who share the life of an “addict”
are not co-conspirators or accomplices who
aid and abet alcohol and drug use. They are
human beings too, who love and cherish the
“addict” as deeply as anyone loves another.
“Othering” the parents of the addict, stigmatizing
non-traditional families, labelling with
concepts of brokenness the single mother who
is struggling to survive, the absent father, the
unemployed, racialized minorities, siblings
and friends who may have also used drugs
with “the addict,” – all of these are merely a
projection. They represent nothing more than
an avoidance of the disturbing reality that
addiction can happen to anyone.
It can happen to your son, daughter, sister,
brother, wife, husband, mother, father,
grandparent, aunt, uncle, colleague, or friend.
Addiction can happen in the traditional
nuclear family. Addiction could happen to
you.
Addiction occurs insidiously and mercilessly.
The changes in personality and behaviour is
initially nebulous and if unchecked morphs
relentlessly into a Dr. Jekyll and Mr. Hyde persona.
“The addict” becomes unrecognizable to
those dearest and closest who are abandoned
to a grief that society fails to recognize. He or
she has boarded a train to which loved ones
are denied access, a train from which there is
rarely an exit. The journey often ends tragically
in institutionalization and/or death.
Shaming and blaming “the addict” is disturbingly
reminiscent of the Puritanical projections
in Nathaniel Hawthorne’s The Scarlet
Letter. The means by which our society Scarletizes
the addict reveals not the sins of a human
being, but the inconvenient truths society
refuses to allow into conscious awareness.
Addiction is not a disease. The dichotomous
thinking styles of those who regard “the
addict” in terms of binary opposites, from a
framework of good and bad, moral and corrupt,
and those who regard dependency as
a function of a diseased mind, might offer
meaning and security in a chaotic world, but it
clouds our ability to see the big picture.
Our society’s propensity for
black-and-white-conceptualization shows a
kind of tribal thinking that clouds our ability
to look at life from eyes other than our own.
It is a kind of thinking style that shields us
against larger truths but paradoxically locks us
into a lower level of consciousness.
We live with illusion that we are operating
with love and altruism while acting together
in a unified front that reinforces our sense
of virtuousness notwithstanding the glaring
social and political inequities that bespeak a
different truth.
The big truth about addiction is that the
behaviour of “the addict” cannot be modified
with behavioural modification techniques
and cannot be treated with a “disease-based”
medical model while ignoring the powerfully
influential interaction of sociocultural
and humanistic influences. The big truth is
that addiction is not a chronic noncommunicative
disease that can be managed with an
evidence-based disease model. We need to
abandon the assumptions under which we are
operating and open our minds and hearts to
new ways of seeing.
“The addict” is a human being in a profound
state of physical and/or psychological suffering.
He or she is rarely blameworthy of anything
more than the same imperfections manifesting
in each of us. The most entrenched “addicts”
are often the victims of childhood sexual
abuse at the hands of those with institutionalized
powers
or those
entrusted with
their care. Others
have been
removed from
their homes
and robbed of
HYBRID
loving family,
community,
land, language,
and heritage
by those who
ruthlessly
exploited the
powers vested
in them. Many
were the victims
of abandonment
by
those who
abdicated their
responsibilities,
and who
were never
made accountable
for their
actions.
A significant
majority
of “addicts”
are those who
also suffered
physical and/or sexual abuse in a society that
turned and turns a blind eye to physical, sexual,
and financial abuse committed under the
patriarchal umbrella. Many were refugees
escaping impossible life circumstances and
turned into “sex slaves.” Some were human
beings who were betrayed and deceived by
others, who suffered unspeakable trauma, and
abandoned and left destitute by society.
A significant number of those “addicts”
suffer from the painful aftermath of injuries
sustained in sports, motor vehicle accidents,
and falls. These individuals became the unwitting
victims of the pharmaceutical industry’s
exploitive practices, which implicated thousands
of pharmacists and physicians in the
reckless and unethical dispensation of opiates.
An alarming number of those suffering
from addictions have been the victims of Intimate
Partner Violence. In the context of a legal
system that goes to remarkable lengths to safeguard
the rights of the accused, virtually nothing
is done to protect the rights of the victim.
The classic remedy of a “Restraining Order”
offered to a woman who fears for her life and
for the safety of her children, can be more like
a red flag to a bull than a functional means of

intervene when a victim is at imminent risk of
serious harm, even when the victim is living
in a state of terror. Unless, and until the victim
has been grievously wounded, the justice
system offers little protection from the truly
dangerous offender.
Physicians with knowledge and authority to
act, who can protect society’s most vulnerable,
protect themselves, fearful of liability for
wrongful detention.
A significant number of those with addictions
have experienced “mild” traumatic brain
Injury. Many of those have a lifetime history
of multiple brain injuries that traumatically
batter the brain and set the stage for the longterm
sequelae of neuropsychiatric symptoms
known as Chronic Traumatic Encephalopathy
(CTE). CTE is a devastating neurodegenerative
disease that initially looks like dementia
but evolves into what historically was regarded
as “traumatic insanity” with homicidal and
suicidal ideation, persecutory delusions and
substance abuse.
Research has proven over and over again
that there is nothing “mild” about a traumatic
brain injury. Even a single traumatic head

hearts bigger. It is us who need to allow the
deep pain and suffering of humanity into our
conscious awareness. It is us who need to see
“the addict” through the eyes of BIG truth,
deep love and compassion.

Notice of Application for a
Water Licence
Water Sustainability Act (Section 13)
We, 590590 BC Ltd Weiland Construction of 7033 Hwy 3A,
Nelson BC have applied for the APPORTIONMENT of the
currently held water licence for Irrigation C050472 (formerly
41376) to (divert, use, store) water out of Laird Creek which
flows southeast and discharges into Kootenay Lake, and give
notice of my application to all persons affected.
The current point of diversion is located at 7033 Hwy 3A in the
current position where the water is already diverted.
The quantity of water to be diverted or stored will remain the
same at the originally approved max 2.81 acre-feet per annum.
The purpose for which the water will be used is Residential.
The land on which the water will be used is Lot 1 Dist Lot 7077
KLD Plan EPP 31404 and Lot 2 Dist Lot 7077 KLD Plan EPP 31404.
Anyone having concerns or comments with regard to the above
proposal, please contact us at the above address in order that
we may discuss the issues and arrive at a mutually acceptable
arrangement.

Come Picnic in Winlaw
As supply chains rattle the province, the
need for locally-sourced products and locally-grown
food has never been greater. Thankfully,
in the Slocan Valley, there is a group of
driven and caring people who are passionate
about food access, food security and ensuring
those who have barriers to healthy, nutrient-dense,
local and organic food - get what
they need.
Introducing Picnic, the new social enterprise
Sara Belinda Neufeld
It is with great sadness that family and friends announce the
passing of Sara Belinda Neufeld on October 28, 2021.
Sara was born on June 5, 1969 in Blackpool, Lancashire. She
immigrated to Calgary in 1989 with her 18-month-old son Paul.
While a quiet and private person, Sara usually had a smile on
her face and a twinkle in her eye. She had an English sense of
humour and preferred to see the glass as half full. She always
had a kind word and was quick to offer a helping hand if she
could.
Sara enjoyed watching hockey, football (soccer to us Canadians)
and tennis. She was quite skilled with a soccer ball and
sometimes took it when she walked her dog.
Although she suffered with failing heath for the last several
years, she never let on – she would just start a new pursuit
when she could no longer do something.
Good at most thing she tried, her later hobbies were kayaking
and photography and she became quite good at both. Last
summer she grew a nice garden and was proud of her beans
and carrots and tomatoes. She was forever trying new things
and truly enjoyed every day as best as she could.
Loving Canada for the opportunites it had offered her, she was
also proud of her English heritage. Sara loved her family, her
friends and her dog. She had a great love for animals of all
kinds, and even had a tree frog that became a pet of sorts for
the last couple of years. A friend arranged for her to go horseback
riding with Herb Thompson a few years ago, something
she’d wanted to do all her life. She beamed for days about
that. Sara had a presence on several online forums as she was
house bound for several hours each day. She made friends
all over world: Tasmaia, LA, North Carolina and London on a
spaniel site; and one for Brits abroad as well as a local photography
forum.
She will be fondly remembered and missed by everyone who
had the opportunity to know her. We would like to thank the
doctors, nurses and all the staff at Kootenay Lake Hospital in
Kaslo for all your support, care and compassion through Sara’s
journey, and know she considered you all as friends as well.

very strong volunteer model to having to find

ways to hire people. Meanwhile a lot of our
income dried up suddenly During COVID,
we also took on a delivery program of sorts
where we could take a gift bundle filled with
jams, soups, kale chips and granola, and bring
it to someone in need. Or if someone needed
medications picked up in town, we’d pull it
all together. From there, the next step was
Picnic.”
Picnic is thrilled to explore the food access
side of Kootenay Food from their cafe, having
just launched
their new free
soup and smile
program. Anyone
can come
in for a free cup
of soup on the
days they are
open, or you
can pay $5 for
a cup of soup,
which is essentially
buying
a cup of soup
for someone
in need.The
program will
run through
the winter into
the summer of
2022.

instance, they don’t have avocado on the menu
since it’s not a local product. They also offer a
few vegan and gluten-free options which they
hope to produce more of.
“We’ve had a pretty incredible response
from the community,” said Shauna Fidler of
Kootenay Food. “People are pretty elated that
they can come here for an amazing cup of
coffee (from our master barista Giselle), and
get high-quality organic food. We’re using the
peak harvest of the season and Ananda, our
chef, is super skillful in value processing...
making hot sauce from local peppers, housemade
pickles, ferments, kimchi and jams.
Almost everything is made from scratch,
in-house. It’s pretty amazing.”
They’re also looking for their community
to stock their pantries with Picnic’s shelf-stable,
local and organic preserves. They have
an incredible line-up, from cardamon-ginger
peach jam and candied jalapenos to pickled
beets and classic dill pickles.
“The stresses to our supply chains over the
past couple years have opened up the eyes of
everyone when it comes to food and supplies,”
said Chouinard. “A social enterprise and cafe
like Picnic and the model we want to explore
is fast becoming more relevant than ever.”
Picnic now employs six local employees
and they’re in the process of winterizing their
space at the Spicer Centre behind Rambling
Rose and Spinning Fables. They have a beautiful
tent, propane heaters and will be making
more improvements over the coming weeks to
keep people warm and fed.

the chance to stock up on pickles, jam, sauces
