“Respect and Connect” Series Launches
‘A Community’s Guide to Homelessness’ -
Amid a growing housing crisis, West Kootenay communities
are faced with an increasing number of people who are
without homes and may also struggle with mental illness, substance
use or other issues. To help people address concerns
that may arise, a group of local organizations is launching an
educational series, as part of a broader anti-stigma effort entitled
Respect and Connect: A better community for us all.
On December 10, 9:30 am-1:30 pm the public is invited to
participate in A Community’s Guide to Homelessness, created
by Ryan Dowd, the executive director of a large homeless shelter
in Chicago and author of the book The Librarian’s Guide to
Homelessness: An Empathy-Driven approach to Solving Problems,
Preventing Conflict and Serving Everyone. The presentation
is FREE of charge and will be available on-line from any
location.
In this first offering of the educational series, Dowd explains
how empathy enhances our ability to resolve or avoid conflict
and gives people the tools to confidently and compassionately
solve problem behavior for everyone’s benefit. He delves into
the psychology of social interactions like reciprocity and building
relationships and demonstrates their use through common
scenarios. This captivating workshop will offer insight into the
lives of people living without a home and provide specific tools
to improve community interactions.
Samantha Murphy, Director of the Trail and District Public
Library brought the idea to a number of community partners
after participating in Dowd’s workshop herself a year ago.
“Ryan’s advice is so practical and helpful, it has helped us significantly
reduce conflict at the library. I highly recommend it
for anyone working with the public.”

attitudes or beliefs about people because of
who they are, what they do, or their circumstances in life - can
be extremely dangerous. It prevents people from accessing

virtually from 9:30 am to 1:30 pm on Friday, December 10. To

On November 30 at midnight,
the Interior Health
COVID-19 Gatherings and
Events Order was lifted.
“We’ve been closely monitoring
COVID-19 activity,
hospitalizations, and immunization
rates in Interior
Health and we’ve seen our
cases drop,” said Dr. Sue
Pollock, Interior Health’s
interim chief medical health
officer. “We will be lifting the
regional restrictions tonight
and people will be able to
host gatherings in their home
and indoor events will be
able to return to full capacity
with proof of vaccination.”
The provincial orders
remain in effect. Proof of
vaccination is required for
indoor events with more
than 50 people. Indoor events
are now allowed at 100%
capacity and outdoor events
continue to have capacity
restrictions of 5,000 people
or 50% capacity, whichever is
greater. Mask requirements
for public indoor settings
remain in effect.
There are no capacity
restrictions for indoor and
outdoor personal gatherings
in private homes and vacation
accommodations. It is
still recommended to keep
groups small and gathering
outside is safer than gathering
inside.

RDKB wants more cell service
The RDKB will send a letter to the provincial government
requesting it fund the infrastructure needed for the installation
of cell towers along the Paulson on Highway 3 as well as Hwy 33.
Given the provincial state of emergency and the closure of
Highways 1 and 5, up to 525% more traffic is expected to travel
this stretch of road, thereby increasing the chances of more
accidents. Cell service would benefit stranded and injured
motorists, emergency responders, highways crews and other
workers.

As the Child and Youth Outreach Worker you will provide comprehensive
evidence-based services for children and youth under the age of 19, residing
in Kaslo and the surrounding area. You will work closely with members of
the counselling team, referring agencies and community partners. Clinical
supervision will be provided.
Preferred qualifications:
• Bachelor’s degree in a related social services field, with a Diploma in Art
Therapy or a lesser degree with a combination of training and experience
• Registered with CATA/BCATA.
• Demonstrated experience developing and conducting psycho-educational
support groups for children and youth, including art therapy.
• Demonstrated knowledge and skills in assessment and treatment of children
and youth who experience mental, emotional and behavioural problems.
• Demonstrated consultation and liaison skills with external agencies.
• Driver’s licence and access to a vehicle for work purposes.

David Thompson University Centre reunion planning underway
The organizers of a planned 2023 reunion of faculty, support
staff and students from Nelson’s David Thompson University
Centre are seeking input from people formerly associated with
the school. Preferred dates and reunion events are among the
questions reunion organizers have for interested individuals,
who are asked to contact the reunion committee at dtucreunion@gmail.com
DTUC was a consortium of the University of Victoria and Selkirk
College, established in 1979 on the premises of Notre Dame
University of Nelson following NDU’s closure in 1977. DTUC
students could obtain a UVic BA degree, and the institution
incorporated Nelson’s former Kootenay School of Art, which
became DTUC’s fine arts department. Instruction was available
in a wide range of subjects, including photography, creative
writing, and rural teacher education.
After a BC government assessment committee in fall 1983
approved the continuation of the province’s only “university
centre,” the government reversed course following the collapse
of the November 1983 public sector general strike which
had been widely supported in the West Kootenay. DTUC was
ordered to close May 1, 1984.
“A couple of former fellow DTUC writing students approached
me this past summer about a reunion,” said DTUC reunion committee
member Calvin Wharton, retired head of Douglas College’s
creative writing department. “We contacted some other

Wharton said 2023 was picked for the reunion in the hope
that pandemic restrictions will be fully lifted by then to allow an
in-person event.
“We’re also interested in contact information people may have
for anyone who participated in the life of the institution,” he
said. He noted that 2021 is 37 years since DTUC was shuttered,
so spreading the word about the reunion is a challenge.
“Personally, I’ve always considered DTUC a magical experiment
because it reached outside traditional academia and
arts education,” said Verna Relkoff, DTUC reunion committee
member and former head of the Kootenay School of the Arts’
creative writing department.

Every 30 seconds, another person
becomes a victim of human trafficking.
Although slavery was abolished
150 years ago, today there are more
people in slavery than at any other
time in history.
Human trafficking is the illegal
trade of humans against their will
for the purpose of sexual exploitation,
forced labor, or modern-day
slavery. Human trafficking is a
world-wide problem: it exists anywhere
there are vulnerable humans
and criminals to profit off them as a
commodity.
Pope Francis so accurately said,
“Human Trafficking is crime against
all humanity. We must unite our
efforts to free victims and stop this
crime that’s becoming ever more
aggressive, that threatens not just
individuals, but the foundational
values of society.”
The problem is tragic and real, and human trafficking is a $150
billion dollar industry. As Canadians, we are not immune to the
threat of this licentiousness. efined by law as “transporting of
persons across borders together the recruitment, harbouring
and/or exercising control, direction or influence over the movements
of a person in order to exploit, typically through sexual
exploitation or forced labour described as a modern form of
slavery.” Between 2009 and 2018, there have been close to two
thousand cases of human trafficking in Canada. This pressing
public health concern transcends all races, social classes, demographics,
and gender. The time for action is now. Programs like
Dressember allow for everyone to take part in finding solutions
through awareness.
The collective vision for Dressember is a world in that all
people are free. Dressember is greater than just an awareness
campaign. Participants join a global movement of over 32,000
advocates worldwide to provide essential support to human trafficking
survivors around the globe. Students at Seven Summits
Centre for Learning choose to take part in Dressember because
they believe in the inherent dignity of all people. The proceeds

after their Covid 19 shut-down of 20 months!
During the shut-down the Gyro Club was able to complete the upgrade to the Gyro Park
playground with the help of Nelson Home Hardware, The City of Nelson and Nelson
Public Works employees. The old playground had reached the end of its lifespan and the
club expects the new gear to entertain kids in the park for many years to come.
The Nelson Gyro Club continues to work behind the scenes around our community
helping out with our park as well as the Nelson Izu-shi Friendship Park at Cottonwood
Falls along with our LVR Scholarship Fund, Meals on Wheels, The Salvation Army
Kettle Appeal, Nelson Community Food Cupboard and Nelson Friends of the Family.
The Nelson Gyro Club has been working in the Nelson Community since 1924 and has been
involved with Gyro Park since 1926. The club is part of Gyro International that consists of
clubs throughout Canada and the United States and was the 48th Club to join Gyro.

2022 Budget
In accordance with section 166 of the
Community Charter, the Council of the Village

Porto Rico, Salmo and Ymir; and
30 km of backbone fibre optic cable
between Kimberley and Wasa, benefiting
the communities of Meadowbrook
and Ta Ta Creek.

Hans Cunningham, Director of Area G in the Regional District
of Central Kootenay, stated that he is extremely pleased
with the extension of the fibre backbone from Fruitvale to Nelson.
“This link will provide Wi-Fi security and extra capability
as it completes the tri-city loop, and will also provide highspeed
Wi-Fi to the area through which it passes. It is sorely
needed.”
The goal is to be finished by March 2024, subject to permitting
and other factors that can impact the construction schedule.
“Affordable and reliable high-speed internet access is so
important for so many of us in rural BC, and that’s why our
government has been
investing more than
ever before in connectivity
projects for rural
communities throughout the province,” said Roly Russell,
Parliamentary Secretary for Rural Development. “These partnerships
and investments help give our communities and our
residents the potential to really thrive economically, socially
and individually.”
The Trust is providing a total of $1.29 million to the two projects.
Other funders include the federal Canadian Radio-television
and Telecommunications Commission ($4.9 million
through the Broadband Fund), the provincial government
($800,000 through the
Connecting British
Columbia program), the Regional District of Central Kootenay
($400,000) and the Regional District of East Kootenay
($200,000).
These projects, along with the 185 km of backbone currently
being built in the Slocan Valley and South Country, will bring
the Trust’s fibre optic network in the Basin to 1,250 km. Learn
