Packing a truck headed for Mayfield, Kentucky<br />
<strong>Madison</strong> County mayors work<br />
together to help tornado victims<br />

On the afternoon of Dec. 20, a steady stream of generous folks<br />
pulled up alongside a large truck parked not far from Plain City’s<br />
municipal building. From their car trunks and back seats, those<br />
folks unloaded everything from blankets to bottled water. The goal:<br />
Fill the truck with supplies for the residents of tornado-ravaged<br />
Mayfield, Ky.<br />
Organized by Mount Sterling Mayor Marci Darlington, the collection<br />
effort was dubbed “Mayors of <strong>Madison</strong> County for Mayfield.”<br />
Donations were collected Dec. 20-22 in Plain City, London, West<br />
Jefferson and Mount Sterling.<br />
Darlington knew she wanted to help after hearing about the devastation<br />
in Mayfield earlier this month. She reached out to the other<br />
mayors in <strong>Madison</strong> County to make it a county-wide effort.<br />
At about the same time, London resident John Lickliter had the<br />
same thoughts. Knowing he wanted to do something, he reached<br />
out to London Mayor Patrick Closser who pointed him in Darlington’s<br />
direction.<br />
Lickliter’s employers, Gueterverkehr LLC and Tri-State Expedited<br />
Service, jumped on board, providing the use of a truck to collect<br />
and haul the supplies and donating money for gasoline.<br />
Lickliter donated his time to drive the supplies to Mayfield.<br />
The project came together in just a matter of days, and the response<br />
was great.<br />
Plain City Mayor Jody Carney helped to<br />
spread the word by posting information on<br />
the village’s app and social media pages.<br />
“I “I just said, ‘Let’s show what Plain City<br />
is is made of, and let’s get the giving going,’”<br />
she said.<br />
Word spread, and people like Mary Sims<br />
and Vickie Yoder showed up.<br />
“It’s a time of of giving and being kind and<br />
making an extra effort,” said Sims as she<br />
and Yoder dropped off blankets, water and<br />
toilet paper at the Plain City collection<br />
point. “It really feels good. I’m so glad we’re<br />
doing this.”<br />
Plain City resident Tiffany Eudaily donated<br />
feminine hygiene products, diapers,<br />
wipes, baby bath products and baby pajamas.<br />
“It “It pulls at at your heart strings as a mom,”<br />
said Eudaily, who also recently became a<br />
grandmother. She felt for the children impacted<br />
by by the devastation in Kentucky.<br />
Carney related the story of an elementary<br />
school teacher at Olentangy Public<br />
Schools who heard about <strong>Madison</strong> County’s<br />
efforts. The teacher had completed her student<br />
teaching in Mayfield, Ky., and wanted<br />
to to help them out. She and her students at<br />
Olentangy collected a moving truck full of<br />
supplies and dropped them off in Plain City.<br />

“I pledged my next two<br />
years as mayor to help them on<br />
their way. My gosh, think if it<br />
happened to us?,” Darlington<br />
said. “This might be something<br />
we do quarterly. We can check<br />
in with them to see what they<br />
need as time goes on.”<br />

Everyone is still raving about this year’s Christmas in the Village.<br />
The Mount Sterling Chamber of Commerce hosted the event<br />
on Dec. 4. The lighted parade was one of the many bright spots.<br />
“The deputies who worked (the parade) were all impressed. They<br />
loved it,” said Deputy Jack Dill at the Dec. 13 village council meeting.<br />
“They said it was very enjoyable just to be standing and watching<br />
it.”<br />
Becky Martin, a council member and<br />
Chamber president, said the parade included<br />
a whopping 46 entries.<br />
“We never expected that kind of<br />
turnout. It just kept growing and growing,”<br />
she said.<br />
The turnout of visitors was big, too.<br />
Hundreds of people watched the parade,<br />
walked the streets, and stopped in to participating<br />
businesses, Martin said.<br />
Entries in the Community Center’s<br />
Christmas tree silent auction, set up at<br />
town hall, showed that visitors came<br />
from both near and far away.<br />
“Everywhere that we had something<br />
set up, it was so packed. Shoulder to<br />
shoulder,” Martin said, adding that food<br />
trucks and other groups offering goodies<br />
ran out of food due to the large turnout.<br />
“We have really big shoes to fill next<br />
year because it was an amazing success.”<br />
Martin thanked everyone who helped<br />
to put on the event, including her fellow<br />
Chamber members and council members,<br />
Masonic Lodge 269, lodge member Tim<br />
Corbin for serving as the parade organizer<br />
and announcer, Sterling Joint Ambulance<br />
District, Tri-County Joint Fire<br />
District, American Legion Post 417, and<br />
the many businesses and individuals<br />
who made donations of one kind or another.<br />
Martin noted that the Giving Tree is<br />
still on display at town hall. New hats<br />
and mittens attached to the tree are free<br />
for the taking.<br />

Lodge 269 trailer rolls down the parade route during Mount Sterling’s<br />

MP food service adapts to pandemic challenges<br />

Adapting—it’s an ongoing state of operations<br />
during the COVID-19 pandemic for<br />
nearly every facet of a school district. Food<br />
service certainly is no exception.<br />
Sherri Allen, food service supervisor at<br />
<strong>Madison</strong>-Plains Local Schools, said the <strong>2021</strong>-<br />
22 school year started with challenges, including<br />
illness and food and supply shortages.<br />
“It was a rough beginning, but we muddled<br />
through it, and we learned along the<br />
way. It continues to be a struggle each week,”<br />
she said at the Dec. 14 school board meeting.<br />
Bright spots have emerged, though.<br />
Normally, federal guidelines require<br />
school districts to follow certain guidelines<br />
when menu planning. Choices must adhere<br />
to calorie counts, sodium and saturated fats<br />
restrictions, a certain percentage of whole<br />
grains, and so on. That can be difficult to do<br />
when certain foods are hard to get, Allen said.<br />
To help school districts address this issue, the<br />
United States Department of Agriculture issued<br />
waivers this school year. Districts can<br />
order alternative items without penalty when<br />
compliant items are not available.<br />
Another bright spot is Healthy Pro, new<br />
software that will help Allen and her staff<br />
plan menus and allow school nurses to<br />
check for things like allergens and carbohydrate<br />
counts for certain students. Allen is<br />
working through a training on the software<br />
now. When it is up and running, parents<br />
and guardians will have access to an app to<br />
see the menus for each day, complete with<br />
nutritional information.<br />
Todd Mustain, district treasurer, noted<br />
that federal COVID-19 relief funds distributed<br />
through the county government covered<br />

Zetabarbara Holcombe age 79 of Plain City passed away<br />
Sunday, <strong>December</strong> 12, <strong>2021</strong> at Bluebird Assisted Living Facility, Marysville.<br />
She was born July 7, 1942 in Bellefontaine, Ohio and grew up near Huntsville,<br />
Ohio on a farm to the late: Donald M. & Gertrude (Routledge) Nelson. The<br />
family moved to a dairy farm near Sidney, Ohio where she graduated from<br />
Fairlawn High School and then to OSU for her Bachelor’s degree and Master’s<br />
in Physical Education. She started her teaching career at Bishop Ready High<br />
School for two years and then 36 years she taught in the Jonathan Alder<br />
School District.<br />
She was an active member in the Plain City Presbyterian Church then at the<br />
Cornerstone Mennonite Fellowship Church, Plain City and most recently<br />
attended New California Presbyterian Church. In retirement she was<br />
passionate about AGLOW International, and volunteered at the Plain City Free<br />
Clinic. She was active in the Retired Teachers Association in both <strong>Madison</strong> and<br />
Union Counties and she was a member of the Plain City Book Club.<br />
Survived by her loving husband of 58 years: Charles H. Holcombe, whom she<br />
married in Sidney, Ohio in 1963; devoted children: Charles N. “Chip” Holcombe,<br />
Daniel (Vanessa) Holcombe, Tiffany (Scott) Jones, Joshua “Drew” (Courtney)<br />

Daniel F. Johnson (aka DJ), 55, of London passed away on Dec.<br />
9, <strong>2021</strong>, and is now at peace with our Lord. He was born on Dec. 1,<br />
1966, to Robert Johnson Sr. and Catherine (Kay) (Mintler) Johnson.<br />
Dan graduated from Tolles Technical and was a long-time employee<br />
of MATCO Industries.<br />

Fairfield Elementary. She loved cooking and taking care<br />

A woman who adored her family and lived for her<br />

Sparrow (Keri Hart) and Kathy (Chris) Hart; grandchildren,<br />

Mt. Sterling ends year on positive financial note<br />

The village of Mount Sterling is ending<br />
the year on a positive note financially.<br />
“I’m pretty satisfied. The (state) auditors<br />
are pretty satisfied with how the year’s ending.<br />
Revenues have been well above budget<br />
for several, several months now. That’s really<br />
good news,” Courtney Bricker, the village’s<br />
fiscal officer, reported at the Dec. 13<br />
council meeting.<br />
She noted the village spent just 67 percent<br />
of the funds earmarked for expenditures<br />
in <strong>2021</strong>. Council member Andy Drake,<br />
chair of the finance committee, said the carryover<br />
will come in handy as the village is<br />
looking at several large projects for 2022.<br />
“We ended the year in a pretty solid footing.<br />
The village is in good shape. It’s very<br />
solvent. It’s pointed in the right direction,<br />
and we have a pretty darn exciting 2022,”<br />

Drake said, adding he appreciates the input<br />
residents and other village leaders provided<br />
at finance meetings over the past year.<br />
The next financial commission meeting<br />
which includes state auditor representation,<br />
is scheduled for 10 a.m. Jan. 25 at town hall.<br />
Bricker also provided a rundown of building<br />
and zoning activity for the year: residential<br />
permits, 30; new dwellings, 11;<br />
commercial, 4; right-of-way, 1; zoning, 24;<br />
and variances, 9.<br />
“That’s a lot,” Bricker said, adding that<br />
the 11 permits for new dwellings are for<br />
homes in Phase 2 of the Deer Creek Run development.<br />
Drake thanked members of the planning<br />
and zoning committee, most of whom are<br />
community members, for their work in<br />
<strong>2021</strong>. The group meets twice a month.<br />
“This village is significantly changed as<br />
a result of their hard work. We can see it.<br />

hours on Dec. 27. The library will be closed<br />
Dec. 31 and Jan. 1 and resume normal<br />
hours on Jan. 3. No fines or late fees will accrue<br />
during the closures.<br />

building and zoning. I am really thankful<br />
for their efforts,” he said.<br />
The village contracts with the village of<br />
West Jefferson for planning and zoning<br />
services. Bricker thanked Tom Hale and<br />
Kristi West of that department for their<br />
support, especially with their guidance in<br />
updating Mount Sterling’s zoning map.<br />

• Mayor Marci Darlington thanked outgoing<br />
council members Craig Hix and<br />
Melanie Fritz for their service on council.<br />
• Bricker reminded residents that cars<br />
parked on public roadways must be moved<br />
every 24 hours. Otherwise, owners will be<br />
cited and the cars will be towed.<br />
• Council unanimously passed the 2022<br />
budget, transferred water and sewer funds,<br />
and approved a contract with Rumpke for<br />
solid waste removal.<br />
The Dec. 27 council meeting has been<br />
cancelled. In January, council will return to<br />
its regular meeting schedule, 7 p.m. the second<br />
and fourth Monday of each month.<br />

council meeting, council member Becky Martin announced the creation<br />
of a Friends of the Park committee. Deanna Pettit, owner of<br />
Hammertime Pub in Mount Sterling, is heading up the group. Meetings<br />
are set for 6 p.m. the fourth Thursday<br />
of each month at town hall.<br />
Pettit has already held fundraisers<br />
through her business to benefit the park,<br />
the most recent being a chili cookoff during<br />
Christmas in the Village. The contest raised<br />
over $600. Pettit has fundraisers planned<br />
for the first three months of the year.<br />
The Friends of the Park committee plans<br />
to solicit donations from businesses and corporations<br />
and explore other fundraising opportunities.<br />
Anyone interested in helping is<br />
welcome to attend the monthly meetings.<br />
The local fundraising efforts go hand-inhand<br />
with the village’s plans to apply for<br />
state funding for improvements at the park.<br />
In recent years, the city of London and the<br />
village of West Jefferson have secured state<br />
dollars for park projects. The deadline for<br />
next year’s state funding cycle is March.<br />
In the meantime, village leaders are seeking<br />
input from residents about what they<br />
would like to see at Mason Park. A link to a<br />
short survey can be found on the village’s<br />
home page, www.mtsterling.org. The survey<br />
can be accessed directly at https://www.surveymonkey.com/r/GKL3W99.<br />
Paper copies<br />
are available in the town hall lobby.<br />
The survey asks respondents how often<br />
they visit the park, what activities bring<br />
them to the park, and if they would visit the<br />
park more often if it featured a better walking<br />
path and if sidewalks were installed allowing<br />
pedestrian traffic to get to the park<br />
safely. The survey also asks if residents have<br />
family members or friends who would take<br />
advantage of an all-inclusive playground designed<br />
for children of all abilities. London<br />
and West Jefferson used state funding to install<br />
all-inclusive playground equipment.<br />
The survey includes a list of potential improvements:<br />
bathrooms with running water,<br />
concession stand, splash pad, enhanced<br />
walking path in the park, sidewalks to the<br />
park, dog park, trees and flowers, and<br />
benches along the walking path.<br />

Jenna Bailey<br />
class. Her favorite course is agricultural business and management.<br />
Jenna has been in FFA for four years and has been an FFA Star<br />
Chapter Farmer. She earned first-place finishes in general career<br />
development events, including poultry judging, dairy cattle handling,<br />
and soil judging, and took third place in sub-districts for creed<br />
speaking.<br />
She has participated in 4-H for 10 years and has built an impressive<br />
record there, as well. She was the 2019 Overall Showman of<br />
Showmen and a Silver Star member. She shows dairy feeders,<br />
breeding and market poultry, breeding rabbits, and dairy and market<br />
goats.<br />
When asked to name a school staff member who inspires her,<br />
Jenna named agricultural education teacher Shelby McCarty.<br />
“Mrs. McCarty inspires me to try my hardest at everything I do<br />
and do my best when I try,” she said.<br />
About Jenna, McCarty said, “I have had the pleasure of knowing<br />
Warmest Wishes!<br />
Jenna for four years. She is very passionate<br />
about the agricultural industry and is one<br />
of the most involved students in ag for her<br />
graduating class. Jenna is a hard-working<br />
young woman, and when she sets her mind<br />
to something she always puts in 110 percent.<br />
“I’m excited to watch her follow her passion<br />
for poultry science in college. I know<br />
that she will go far and do well in all her endeavors.<br />
It’s been a pleasure to be her advisor<br />
and teacher for the past four years.”<br />
After graduation, Jenna plans to attend<br />
college at Wilmington, major in animal science,<br />
and become a poultry nutritionist. She<br />
is the daughter of John and Patricia Bailey.<br />

She has shown rabbits, chickens and cows through her 4-H club and<br />
is a member of the 4H Junior Fair Board. She loves animals so<br />
much she has also served as a volunteer at the Humane Society of<br />
<strong>Madison</strong> County.<br />
When asked to name a school staff person who has inspired her,<br />
she named she Honors English teacher Katie Parnell.<br />
“Mrs. Parnell is always very welcoming and willing to help anyone<br />
out,” Maya said.<br />
About Maya, Parnell said, “Maya was an excellent student in my<br />
Honors English 10 class in 2019-2020. She was very thorough in<br />
completing all of her work, investing her time and interest in class<br />
content, and pushing others to try their best. She has a passion for<br />
science and has a very bright future!”<br />
After graduation, Maya plans to attend<br />
college to earn a zoology degree. She is the<br />
daughter of Lisa and Telford Berkey of London.<br />

On behalf of the Tri-County Firefighters<br />
Association, I would like to thank all those<br />
who donated to the <strong>2021</strong> toy drive. There<br />
was an overwhelming response from the<br />
community, as well as the local business,<br />
sector regardless of the COVID-19 virus.<br />
Some of the local organizations, businesses<br />
and individuals that donated funds<br />

Legion Post 417 Charitable Fund, Meijer at<br />

Christmas festivities<br />
It was great to see so many citizens at<br />
Mount Sterling’s Christmas in the Village<br />
on Dec. 4. You could feel Christmas in the<br />
air. There were little children waiting to see<br />
Santa and talk to him. The Nazarene<br />
church showed the real reason for the season<br />
with a live nativity scene. It was just a<br />
wonderful time for all. God bless everyone<br />

Should the school district permit parents<br />
to attend classroom parties? That’s a question<br />
<strong>Madison</strong>-Plains Local Schools leaders<br />
will reassess at the start of 2022.<br />
The topic came up at the Dec. 14 school<br />
board meeting when Chad Eisler, district<br />
superintendent, asked Brad Miller, principal<br />
for the K-6 building, to explain his decision<br />
to bar parents from attending holiday<br />
classroom parties.<br />
Miller said many of the teachers did not<br />
feel comfortable having parents in the buildings<br />
at this time due to the pandemic.<br />
“I know that the decision I have made is<br />
probably not a popular decision with some<br />
of the parents, but I had to make a decision<br />
that I felt was the best for students and our<br />
staff,” he said.<br />
School board member Mark Mason said<br />
that with sports, music, and other school<br />
events back to normal capacity, he didn’t understand<br />
Miller’s decision. He said he respects<br />
the perspective of Miller and the teachers, but<br />
said the topic was worth discussing.<br />
“This is something small, but I do think<br />
it has value,” Mason said.<br />
Miller said parents most often attend<br />
classroom parties in the K-3 grade levels.<br />
Typically, that amounts to a couple of parents<br />
per classroom.<br />
Eisler agreed with Mason that parent involvement<br />
in events like classroom parties<br />
is “part of the fabric of schools.” It’s good to<br />
have that interaction among parents, teachers,<br />
and students, he said.<br />
“We want a vibrant school community.<br />
We want our parents involved. We want<br />
them here,” Eisler said, but he also sees the<br />

“I do understand the concern for the<br />
teachers who are interfacing with that<br />
many students every day, and then you<br />
bring some more adults into the mix — I get<br />
it, I really do understand. It’s a difficult situation,”<br />
he added.<br />
Anthoula Xenikis, school board president,<br />
said the board should respect Miller’s<br />
decision and reevaluate the idea of parents<br />
at classroom parties come January.<br />
School board member Bryan Stonerock<br />
said the same. Like everyone, he said he is<br />
“ready to be done with the pandemic” and<br />
its impact on what once were routine events,<br />
but he respects the teachers’ input and<br />
Miller’s decision.<br />
“They deal with it every day,” he said.<br />
Kelly Cooley, board vice president, suggested<br />
school leaders consider adding something<br />
like an end-of-the-year party if<br />
pandemic conditions ease.<br />
“There could be other events that we<br />
could celebrate,” she said.<br />
Levy and facilities<br />
Xenikis, Mason and Eisler each thanked<br />
voters for their support of the 1.25 percent<br />
income tax levy renewal, which passed by<br />
one vote in the Nov. 2 election.<br />
“There’s a lot of potential. I’m excited for<br />
the future,” Mason said.<br />
Eisler said the renewal, which comes with a 10-year term, helps<br />
to bring financial health and stability to the district. That, in turn,<br />
allows district leaders to have long-term discussions about programming,<br />
personnel, and facilities.<br />
He noted the district’s permanent improvements levy is up for<br />
renewal in 2022. Permanent improvement funds can be used for<br />
projects such as facility upgrades.<br />
“We want to have these things (finances) squared away so that<br />
hopefully we can then have that conversation about facilities because<br />
it is very, very desperately needed,” Eisler said.<br />
Along those lines, Todd Mustain, district treasurer, reported the<br />
district had to dip into its permanent improvement funds for unexpected<br />
expenses this year.<br />
“We have some failing infrastructure around the district that’s<br />
starting to happen a little bit more frequently,” he said.<br />
The district appropriated $32,000 to cover the following: service<br />
for heating and air conditioning units in classrooms at the elementary<br />
and junior high; razing the maintenance barn because it was<br />
deemed unsuitable for use; purchasing a storage container to house<br />
equipment; installing a gravel driveway to the new storage container;<br />
and unexpected sewer and water operator costs.<br />
Other business<br />
Eisler said the district continues to make improvements to its mobile<br />
app, available for free through the App Store or Google Play. The<br />
app pulls information from the district website, allows users to sign<br />
up for mobile push notifications by building, and provides students<br />
with access to the Safe Schools help line, among other features.<br />
The board named Cooley as president pro-tem for the board’s<br />
Jan. 11 annual organizational meeting which will take place at 7<br />
p.m. in the district meeting room, followed immediately by the<br />
board’s regular monthly meeting.

premises save the lien of taxes and assessments and the costs of this action.<br />
That by reason of the failure of William J. Hart and Carole A. Hart aka Carol Hart to make the<br />
monthly payments as required, the Plaintiff has declared the entire amount due and mortgage<br />
securing such note to be absolute; that the Treasurer of <strong>Madison</strong> County, Ohio; Unknown Heirs,<br />
Fiduciaries, Beneficiaries, Donees and/or Devisees of Carole A. Hart aka Carol Hart; William J. Hart;<br />
and Unknown Spouse, if any, of William J. Hart, may have a claim against said premises. Therefore,<br />
Plaintiff prays for judgment in the sum of $4,351.23 on the note set forth in the First Cause of<br />
Action, together with interest currently at the rate of 4.25% per annum from May 4, <strong>2021</strong> plus<br />
interest, late charges, advances and penalties: that the mortgage set forth in the Second Cause of<br />
Action be foreclosed and all equities of redemption be forever cut off; that Plaintiff be found to<br />
have the first and best lien herein, save the lien of taxes and assessments and the costs of this<br />
action, and that the priority of all liens be determined by this Court; that said premises be sold as<br />
upon execution free and clear of all liens, interest and dower, and the proceeds thereof applied to<br />
