AND WELCOME <strong>2022</strong>!<br />

<strong>The</strong> New Year is always a perfect time to look back and reflect. If you wish to learn about our<br />

National Coast Guard Museum achievements over the last 12 months, I encourage you to<br />

read our Year in Review, which is enclosed with this quarterly issue of the <strong>Long</strong> <strong>Blue</strong> <strong>Line</strong>. This<br />

annual report is a celebration of all your support, generosity, and determination to ensure that<br />

the generations of work by Coast Guard men and women is recognized and honored. We<br />

are a community with common experiences, shared stories, and values. Together, we have an<br />

incredible opportunity to tell the Coast Guard story in a National Museum. Looking ahead<br />

to <strong>2022</strong>, we are ready to continue meeting key project milestones.<br />

You would typically hear from our Chief of the Mess, MCPOCG Vince Patton, Ed.D, USCG<br />

(Ret.) in this column. However, I have borrowed the pen to brag about our mutual friend. In<br />

November, I had the privilege of attending the 119th Anniversary Dinner of the New York<br />

Council Navy League of the United States. <strong>The</strong> gala honored two Coast Guard leaders:<br />

Admiral Karl Schultz, Commandant of the U.S. Coast Guard, who received the Distinguished<br />

Service Award and former Master Chief Petty Officer of the Coast Guard Vince Patton,<br />

USCG (Ret.), who received the J. Robert Lunney Patriot’s Award. It was a proud moment for<br />

all that have worn our uniform. Please read our cover story on that night on page 14.<br />

I am especially excited to announce that due to the success of this publication, the Coast<br />

Guard has decided to include sections for the Active Duty and Reserve workforces in the<br />

<strong>Long</strong> <strong>Blue</strong> <strong>Line</strong>. <strong>The</strong> Coast Guard will also expand the electronic distribution of this magazine<br />

from 30,000 retirees (those with an email address on file with the Coast Guard), to more<br />

than 80,000 recipients including all Active Duty and Reserve members. <strong>The</strong> <strong>Long</strong> <strong>Blue</strong> <strong>Line</strong><br />

will be read by our newest recruits to our most senior retirees. In addition to our mission of<br />

constructing a National Coast Guard Museum, our team considers this magazine as another<br />

opportunity to give back to our great Service and to those who have served.<br />

toward our goal to open a National Coast Guard<br />

<strong>2022</strong> IS HERE! In last years’ <strong>Winter</strong> issue of<br />

the <strong>Long</strong> <strong>Blue</strong> <strong>Line</strong>, we lamented the inability to<br />

conduct large holiday gatherings and hoped that<br />

the COVID-19 vaccine would soon be available.<br />

Well, the vaccine came and, with it, we sincerely<br />

hope that everyone was once again able to enjoy<br />

the holidays with family and friends.<br />

Your LBL continues to grow in content and we<br />

hope that you enjoy receiving the printed copy<br />

direct to your mailbox (also available online of<br />

course). <strong>The</strong> USCG recently signed a two-year<br />

extension of an MOU with the National Coast<br />

Guard Museum Association, which produces the<br />

magazine with USCG input. Our hats are off to the<br />

Museum Association for continuing to step up and<br />

deliver such a great product for our retiree and<br />

annuitant community. We all have the ability to<br />

show our thanks by making a contribution—size<br />

doesn’t matter—to our shared goal of building a<br />

world-class National Coast Guard Museum.<br />

This issue of your <strong>Long</strong> <strong>Blue</strong> <strong>Line</strong> is full of great<br />

articles and an abundance of useful information.<br />

We hope you take the time to read it from cover<br />

to cover. We will start with the following tip. For<br />

those retirees that are Medicare eligible and have<br />

transitioned to Tricare for Life as your secondary<br />

payer, there is yet another Tricare program<br />

that you may be eligible for. Military treatment<br />

facilities (MTFs) that have extra capacity can<br />

enroll Medicare eligible retirees in Tricare Plus.<br />

Under this program you will be assigned a<br />

primary care physician and can use the MTF for<br />

all routine primary health care needs, including<br />

periodic wellness check-ups with your PCP.<br />

Specialty treatment is not included. Tricare Plus<br />

is offered at no cost to those that enroll. Again, not<br />

all MTFs are able to offer the program. If eligible<br />

and interested, contact your nearest MTF to see<br />

if they can offer you (and spouse) Tricare Plus.<br />

TO THE MORE THAN 65,000 READERS OF THE LONG BLUE LINE, as we welcome in the<br />

New Year, I’m reminded of a quote from Sir Winston Churchill – “<strong>The</strong> difference between mere<br />

management and true leadership is communication.” This publication remains the primary<br />

means by which the Coast Guard communicates information of interest/importance to our retiree<br />

community. <strong>The</strong> magazine has been extraordinarily well received by you, the readers.<br />

<strong>The</strong> Assistant Commandant for Human Resources (CG-1) announced in April 2019 that the<br />

Retiree Newsletter would transition to an ALL-digital format in January 2020, with only limited<br />

paper mailing to retirees without internet access. I am excited to share that based on your input,<br />

the <strong>Long</strong> <strong>Blue</strong> <strong>Line</strong> (LBL) will continue to be delivered in both HARD-COPY and DIGITAL formats.<br />

I am also happy to share that the cooperative agreement between the Coast Guard and the<br />

National Coast Guard Museum Association has been extended for two years, providing for<br />

publication of the LBL through October 2023. <strong>The</strong> agreement reflects the Museum Association’s<br />

commitment to CG retirees and the importance of the retiree community to the success of the<br />

National Museum project. Portraits of Service, now appearing in the LBL generated by the<br />

ongoing Call for Stories, and the Stories that Matter Virtual Event Series and in-person Regional<br />

Events (post-COVID) are just a few examples of opportunities for retirees to engage. Look for<br />

more on this topic from the Museum Association.<br />

their mission “to sustain open and positive lines of communication between the Commandant<br />

DD-2656 REPLACING CG-4700 – 1 JANUARY <strong>2022</strong><br />

As of 1 January <strong>2022</strong>, transitioning members must use only Form DD-2656 as their<br />

application for retirement. CG PPC-RAS will no longer be accepting Form CG-4700<br />

as of that date.<br />

PAY & PERSONNEL NEWS UPDATES FROM OUR BRANCHES<br />

COAST GUARD ADOPTS DOD FORM FOR RETIRED PAY ACCOUNTS<br />

We are pleased to announce that the PPC is changing from using the CG-4700 Form, Coast Guard,<br />

PHS, & NOAA Retired Pay Account Worksheet and Survivor Benefit Plan Election, to using the DD<br />

Form 2656, Data for Payment of Retired Personnel. This move from the CG-4700 to the DD Form 2656<br />

will allow for more information to be immediately available to members (e.g., Survivor Benefit Plan<br />

(SBP) and Blended Retirement System (BRS)) and for consistency of retired pay information across<br />

all the services.<br />

Additionally, the DD Form 2656 is much more interactively friendly than our current form and it provides<br />

informational material (e.g., BRS Lump Sum information) that will help our members make informed<br />

decisions for future retirement planning.<br />

This transition has just begun to occur and<br />

during the transition, both forms are perfectly<br />

acceptable for use. PPC's Retiree and<br />

Annuitant Services (RAS) Branch has begun<br />

providing the DD Form 2656 to members who<br />

will be retiring in July 2021 but, again, either<br />

form is acceptable for use during the transition<br />

period. Members who have already submitted<br />

a CG-4700 form do not need to complete a new<br />

form. We hope to have the transition complete<br />

by January 1, <strong>2022</strong> and begin using only the<br />

DD Form 2656 for members who submit a<br />

retirement form after that date.<br />

<strong>2022</strong> VA DISABILITY RATE INCREASE<br />

According to the VA, the cost of living adjustment<br />

for <strong>2022</strong> will be 5.9%. This year's increase is the<br />

highest cost of living adjustment since 1983, when<br />

the VA increased rates by 7.4%. See <strong>2022</strong> VA<br />

<strong>2022</strong> SOCIAL SECURITY RATE INCREASE<br />

<strong>The</strong> 5.9 percent cost-of-living adjustment (COLA)<br />

USCG (Ret.), for questioning chronic errors in<br />

his and other retirees' e-mail addresses used for<br />

mailing the digital issue of <strong>The</strong> <strong>Long</strong> <strong>Blue</strong> <strong>Line</strong>.<br />

<strong>The</strong> C5I Service Center researched the issue and<br />

found that the CG Direct Access (DA) query I’ve<br />

been using to upload mailing/e-mail addresses<br />

wasn’t linked to current data. <strong>The</strong> problem is now<br />

resolved.<br />

This is also a timely reminder to the retiree<br />

community of the importance of maintaining<br />

current contact information in DA. ALL retirees &<br />

annuitants are encouraged to check/maintain their<br />

contact and other important information in their DA<br />

<strong>2022</strong> MEDICARE PARTS A & B PREMIUMS<br />

AND DEDUCTIBLES AND MEDICARE PART D<br />

INCOME RELATED ADJUSTMENT<br />

On November 12, 2021, the Centers for Medicare<br />

& Medicaid Services (CMS) released the <strong>2022</strong><br />

premiums, deductibles, and coinsurance amounts<br />

for the Medicare Part A and Part B programs, and<br />

the <strong>2022</strong> Medicare Part D income-related monthly<br />

adjustment amounts. See additional information at:<br />

B beneficiaries is $233 in <strong>2022</strong>, an increase of $30<br />

from the annual deductible of $203 in 2021.<br />

Since 1915, U. S. Coast Guard enlisted members<br />

have served our nation as a part of the best military<br />

Alumni takes its name from the <strong>Long</strong> <strong>Blue</strong> <strong>Line</strong><br />

of men and women who completed Coast Guard<br />

boot camp at the Training Centers in Alameda and<br />

Honored by Navy<br />

League<br />

On November 18, the New York Council Navy<br />

League of the United States held its 119th<br />

Anniversary Dinner at the Metropolitan<br />

Club in Manhattan. <strong>The</strong> oldest active local council<br />

in the Navy League has a deep and rich history<br />

with the Coast Guard, along with the Navy and<br />

other sea services.<br />

President, Robert J. Lunney. <strong>The</strong> award is given<br />

to an individual of extraordinary excellence whose<br />

leadership has strengthened our nation’s strategic<br />

efforts. It honors exceptional Americans whose<br />

inspirational leadership and selfless dedication<br />

embody the United States’ ideals.<br />

Two Coast Guard leaders received honors at the<br />

dinner, emceed by NBC 4 New York News Anchor,<br />

Chuck Scarborough<br />

Admiral Karl Schultz, Commandant of the Coast<br />

Guard received the Distinguished Service Award<br />

and former Master Chief Petty Officer of the Coast<br />

Rear Admiral J. Robert Lunney (NY Naval Militia<br />

– Retired) enlisted in the Navy at the age of 17.<br />

His service spanned more than 30 years and<br />

included duty during both WW II and the Korean<br />

War. His highly decorated career included 10<br />

years of service in Naval Intelligence, three tours<br />

in command of Judge Advocate General Corps<br />

units, and a tour as Staff Judge Advocate at<br />

Readiness Command Region Two, Scotia, NY.<br />

He was appointed to the National Naval Research<br />

Policy Board by the Secretary of the Navy and in<br />

1994, received the highest form of public service<br />

recognition bestowed by the Navy when he was<br />

decorated with the Navy Distinguished Public<br />

Service Award.<br />

In his acceptance speech, the Master Chief<br />

introduced his theme of standing on the shoulders<br />

of giants with this dynamic quote from business<br />

leader and civil rights activist Vernon Jordan:<br />

You are where you are today because you stand<br />

on somebody's shoulders. And wherever you<br />

are heading, you cannot get there by yourself. If<br />

you stand on the shoulders of others, you have<br />

a reciprocal responsibility to live your life so that<br />

others may stand on your shoulders. It's the quid<br />

pro quo of life. We exist temporarily through what<br />

we take, but we live forever through what we give.<br />

“My first affiliation with the Navy League happened<br />

in 1968,” Patton continued, “An almost-15-yearold<br />

kid from inner city Detroit, coming home from<br />

school one day getting off the bus and this guy<br />

pulls up in a big, giant Oldsmobile. This guy called<br />

me over to his car. I reluctantly went over there and<br />

he handed me a brochure and said to me ‘How<br />

would you like to learn a lot about responsibility?’”<br />

<strong>The</strong> brochure was about the Sea Cadet program. “I<br />

went, fell in love with it, became a Sea Cadet and<br />

as they say, the rest is history.”<br />

<strong>The</strong> giant, on whose shoulders Vince stands, was<br />

James Hannon, the gentleman in the Oldsmobile,<br />

a Navy League Member, who helped to found the<br />

Sea Cadet Program. Patton described Hannon’s<br />

role as a mentor in his life: “He found this young<br />

black kid in Detroit, didn’t know me from Adam. I<br />

thank him for starting me on that path, but more<br />

importantly, starting me on to the path to grow my<br />

shoulders wider, so others would get on board.”<br />

<strong>The</strong> Distinguished Service Award is the premiere<br />

honor of the evening. In order to be nominated for<br />

this award, one must be an active duty member<br />

of the sea services, preferably flag rank, who has<br />

held significant commands and has displayed<br />

exemplary leadership to our country.<br />

<strong>The</strong> 2021 honoree was ADM Karl L. Schultz for his<br />

remarkable Coast Guard career, culminating in his<br />

current role as head of the Service.<br />

“I just want to thank the Navy League, what a<br />

great organization,” Schultz told the assembled<br />

crowd, “I often say the Navy League gives a<br />

disproportionate love to the smallest of the sea<br />

services and it’s just tremendous—from an<br />

advocacy standpoint, a support standpoint to our<br />

men and women, to our families.”<br />

<strong>The</strong> Commandant went on to share an update<br />

on Coast Guard activity around the globe in his<br />

keynote address.<br />

<strong>The</strong> Coast Guard and Museum Association<br />

gratefully acknowledge the ongoing partnership<br />

with, and support of, the New York Council Navy<br />

League of the United States for all it does for our<br />

current shipmates and future museum.<br />

"A MOTHER WHO IS<br />

MAKING HISTORY"<br />

IN JUNE 2021, CWO2 Melissa Polson became the<br />

first female Sailmaster in the history of America’s<br />

Tall Ship, the USCG Barque Eagle. <strong>The</strong> fact that the<br />

Virginia Beach native would find her calling on the<br />

water isn’t that surprising. She grew up boating and<br />

water skiing on the intercoastal waterway and her<br />

first job was lifeguarding on Sand Bridge.<br />

streaming down my face. It brought to light<br />

conversations I’d had with the Senior Chief. College<br />

wasn’t for me at the time. I was figuring out what<br />

I really wanted to do, and I talked to a recruiter,”<br />

Polson recalls the events of 20 years ago. “Being a<br />

Quartermaster or Boatswain’s Mate were of interest.<br />

I needed to make a decision for myself.”<br />

Both of Polson’s grandfathers served in the Navy,<br />

but another early job introduced her to Coast<br />

Guard life. While working at a local bar, she was<br />

introduced to the manager’s wife, who was a Senior<br />

Chief Yeoman in the Reserve.<br />

<strong>The</strong>n the terrorist attacks occurred on September<br />

11, 2001. “I was sitting in my dorm room, tears<br />

When she was guaranteed an opportunity to attend<br />

A School, she enlisted and attended boot camp in<br />

November 2002.<br />

Her first duty station took her to the Cutter<br />

Washington in Honolulu, HI. “It was a big transition,<br />

but my parents had raised me to be an independent<br />

young woman.”<br />

Serving in that crew, Polson participated in Law<br />

Enforcement, boardings in the Pacific Ocean,<br />

fisheries and EEZ enforcement. One interesting<br />

case involved Search and Rescue for a grounded<br />

cargo ship.<br />

As a young BM3, Polson had an opportunity to<br />

serve on a 110 with an unusual crew at the time:<br />

one third was female. “We had a female XO, female<br />

BM1, female FS1. That experience really showed<br />

me that anything was possible in the Service”<br />

After a stint back home in Virginia at Little Creek<br />

as a small boat coxswain, Polson made BM1 and<br />

served at Coast Guard Headquarters in finance<br />

for the small boat line. She acquired skills and<br />

knowledge in Coast Guard contracting.<br />

In 2013, in need of time afloat, Polson was given<br />

an opportunity to join the Eagle crew. She was<br />

ambivalent until she spoke to a mentor, MCPO Jeff<br />

Ryan. “He said he would have given his eye teeth<br />

to sail in Eagle. I’m glad I listened to him.”<br />

Other than that two-summer stay in Eagle, prior<br />

to being named Sailmaster, Polson had no sailing<br />

experience. Her early exposure was to motor boats<br />

and jet boats. Nevertheless, she felt confident<br />

coming into the role based on her past Coast Guard<br />

experience.<br />

“I learned early to find confidence in myself,” she<br />

says. “When I served as Executive Petty Officer of<br />

an 87’ Coastal Patrol Boat with a LTJG in her first<br />

command, I observed her confidence and humility<br />

and how it helped create a really stable team. I have<br />

tried to model that.”<br />

When asked what it means to her to serve as the<br />

first female Sailmaster of the Coast Guard square<br />

rigger, Polson laughs, “I think it means more to my<br />

11-year-old daughter. This summer, she started<br />

signing her emails ‘from the daughter of a mother<br />

who is making history!’”<br />

<strong>The</strong> Sailmaster understands how important the<br />

time in Eagle is to Academy Cadets and OCS<br />

Candidates. “For the swabs, it’s their blue water<br />

experience. This is a great place for people to<br />

learn the value of developing partnerships. <strong>The</strong>y<br />

are creating networks.”<br />

<strong>The</strong> biggest distinction between her current and<br />

previous posts is “the cadet aspect for sure. I have<br />

been a LAMS instructor teaching mid-level learning<br />

to E-5’s. This is different. Over six weeks, the<br />

cadets learn conflict resolution and get to employ<br />

leadership models in the real world.”<br />

“Eagle is a special ship. I fell in love and it’s a heck<br />

of a love affair.”<br />

On a sunny warm first Monday in October, New<br />

York City Parks Commissioner Gabrielle Fialkoff<br />

and President and Founder of <strong>The</strong> Battery Park<br />

Conservancy Warrie Price hosted a Rededication<br />

Ceremony to honor Coast Guard heroes. Admiral<br />

Karl L. Schultz, Commandant of the Coast Guard,<br />

was a keynote speaker at the event. A crowd of<br />

200-plus celebrated the rededication of the Coast<br />

Guard Memorial in its new landscaped setting at<br />

<strong>The</strong> Battery at the southern tip of Manhattan. <strong>The</strong>y<br />

were joined by Congressman Jerrold Nadler, State<br />

Senator Brian Kavanagh, NYC Department of<br />

Veterans’ Services Commissioner James Hendon,<br />

and members of the community.<br />

“<strong>The</strong> Coast Guard Memorial has held local and<br />

national significance since it was first unveiled over<br />

half a century ago, and we are happy to rededicate<br />

this pioneering sculpture in its new landscaped<br />

setting at <strong>The</strong> Battery,” said Commissioner Fialkoff.<br />

“We thank the U.S. Coast Guard and <strong>The</strong> Battery<br />

Conservancy for their partnership in helping us<br />

honor this important branch of the U.S. military for<br />

their selfless service through this artwork.”<br />

During his remarks, Admiral Schultz thanked the<br />

City of New York for returning the sculpture to the<br />

renewed Battery as the location enables “millions<br />

who visit to learn a little Coast Guard history…and<br />

be moved to pay tribute to three service members,<br />

representing all service members, who served our<br />

Nation during World War II.”<br />

“<strong>The</strong>se valiant soldiers depicted in the Coast<br />

Guard Memorial will greet our global visitors<br />

with courageous determination as they enter the<br />

park’s newly rebuilt east portal,” said Warrie Price,<br />

President of <strong>The</strong> Battery Conservancy.<br />

<strong>The</strong> City Parks Department has installed the<br />

monument at the newly created Coast Guard<br />

Memorial Plaza, which features a paved pathway<br />

with new benches and native plantings framing the<br />

artwork. <strong>The</strong> bronze sculpture appears to be the<br />

first national war memorial depicting an interracial<br />

group in which the figures are of equal stature. It<br />

was created by painter and combat veteran Norman<br />

Millet Thomas and dedicated in 1955 to honor the<br />

Coast Guard members who served during World<br />

War II.<br />

<strong>The</strong> sculpture was placed in storage in 2004 to<br />

accommodate the redesign of <strong>The</strong> Battery and<br />

construction of the South Ferry subway station. <strong>The</strong><br />

plaza construction was funded by the Metropolitan<br />

Transportation Authority in the amount of $770,000.<br />

<strong>The</strong> Battery Conservancy will maintain the new green<br />

space, and the Parks’ monument crew will care for<br />

the monument as part of its citywide program.<br />

Following the ceremony, the National Coast Guard<br />

Museum Association and New York Council Navy<br />

League co-hosted a reception at the nearby historic<br />

Fraunces Tavern.<br />

THE DESIGN PROCESS takes place in three<br />

stages: Schematic Design, Design Development,<br />

and Construction Documents. In the Fall of 2021, the<br />

Design Development documents were presented to<br />

the Coast Guard, marking the midpoint of the exhibit<br />

design process.<br />

<strong>The</strong>se design documents include a new level of<br />

detail for the galleries and selected exhibits in a<br />

series of digital 3-D renderings of each deck. We<br />

are excited to share another of these aspirational<br />

renderings that gives a brand new sense of how<br />

visitors will be immersed in the action. (Check out<br />

DEFENDERS OF OUR NATION WING<br />

<strong>The</strong> Coast Guard has fought in every major<br />

American conflict since its establishment. During<br />

each engagement, its duties and technologies<br />

have evolved to better defend our country<br />

against maritime threats. <strong>The</strong> Defenders of<br />

our Nation Wing uses bold images and iconic<br />

settings to present a chronological journey<br />

through the Coast Guard’s involvement in<br />

American conflicts at home and overseas.<br />

Visitors refer to battle streamers and other visual<br />

cues to orient themselves in time as they learn<br />

about the technological advancements and<br />

pivotal moments in Coast Guard military history.<br />

<strong>The</strong> artifacts and exhibits place the visitor on the<br />

maritime front lines from the War of 1812 to the<br />

beaches at Normandy to modern combat where<br />

technology meets highly trained personnel.<br />

For many museum guests, the peak experience<br />

in this wing will be an immersive audio/visual<br />

presentation entitled Valor in World War II.<br />

Featuring the Coast Guard’s only Medal of Honor<br />

recipient, Douglas Munro, the story of his heroic<br />

selfless rescue of 500 Marines pinned down<br />

in Guadalcanal will come alive. <strong>The</strong> theatrical<br />

exhibit will also educate the public about other<br />

USCG heroes of the war deserving of honor.<br />

ritzker Military Museum & Library honored Dr.<br />

Richard W. Schneider with its 2021 Citizen<br />

Soldier Award. <strong>The</strong> award was presented<br />

at the 2021 Liberty Gala, held on October 21 in<br />

Chicago. This annual event is the non-profit’s<br />

main fundraiser each year.<br />

<strong>The</strong> Citizen Soldier Award stands to honor a<br />

person who exemplifies the traditions of the<br />

citizen soldier set by George Washington; a<br />

person who served the nation as a leader in war<br />

and in peace, for the betterment of the common<br />

good. Dr. Schneider personifies these qualities<br />

through both his service in the military and his<br />

achievements on the home front.<br />

“Dr. Schneider led Norwich University honorably<br />

and furthered the development of the citizen<br />

soldier,” stated Susan Rifkin, Chief Operating<br />

Officer of Philanthropic Activities. “His tenure<br />

and dedication to sacrifice and service, both<br />

at this higher education institution, and as a<br />

member of the military community, showcases<br />

his embodiment of the citizen soldier ideals -<br />

duty, sacrifice, service before self, courage, and<br />

patriotism. We are proud to honor his legacy and<br />

achievements.”<br />

<strong>The</strong> award is bestowed upon a person who has<br />

lived the mission of the citizen soldier, has a<br />

national reputation and has served in any branch<br />

of the U.S. Armed Forces. <strong>The</strong> honoree also<br />

displays a commitment to non-partisan issues<br />

and demonstrates the ability to bridge political<br />

divides.<br />

“Through the years, my work at Norwich University<br />

has aligned with the ideals and mission of the<br />

Pritzker Military Museum & Library,” stated Dr.<br />

Schneider. “I am pleased, humbled and honored<br />

by this recognition of my efforts and contributions<br />

of the citizen soldier and in commissioning<br />

Without a doubt, my favorite duty station was<br />

Sector San Diego, where I served as Senior<br />

Reserve Officer from 2010 to 2012. I had been at<br />

a joint command (US Transportation Command)<br />

and the 8th Coast Guard District when the Service<br />

stood up its sectors. I had no experience assigned<br />

to one and wanted to have that opportunity. San<br />

Diego was a great location (for a Coastie from<br />

Kansas), but more importantly, I truly relished<br />

the chance to work with fellow reservists in a<br />

purely Coast Guard environment performing our<br />

missions.<br />

My service highlight came in April 1992, when<br />

I deployed to Bahrain in support of Operation<br />

Desert Storm, specifically to Commander, U.S.<br />

Naval Forces Central Command. About 14 months<br />

after the combat phase of Desert Storm, the U.S.<br />

and its allies were enforcing economic sanctions<br />

against Iraq. <strong>The</strong> Coast Guard deployed LEDETS<br />

to participate in these boardings at the mouth of<br />

the Gulf of Aqaba. Iraq's port facilities were heavily<br />

damaged, so all cargo by sea came through<br />

Jordan. Aboard USS La Salle (AGF-3) in Bahrain<br />

we monitored these boardings. I had only been in<br />

the Coast Guard for two years then, so I jumped at<br />

the chance to participate in this effort.<br />

Following my retirement, from 2000 to 2017, I<br />

worked for FEMA in Kansas City, MO. <strong>The</strong> agency<br />

attracts many of the same types of people as the<br />

Coast Guard, who want to work for others and enjoy<br />

the teamwork and camaraderie that comes from<br />

the high op-tempo work environment of disaster<br />

response work. I found the work very similar to my<br />

experience in the Coast Guard on disasters to which<br />

I deployed: two hurricanes and the Deepwater<br />

Horizon oil spill response.<br />

<strong>The</strong> time is right for the Coast Guard to have its<br />

own Museum. All through the thread of history, the<br />

story of the Coast Guard matches the changes in<br />

the Nation—more than the story of advances in<br />

technology such as the airplane, helicopter, and<br />

UASs (unmanned aircraft systems)—it's the story<br />

of the men and women who have served the Nation<br />

through their efforts in the Coast Guard.<br />

BMCM Jerry Cartmill,<br />

USCG (Ret.)<br />

Beaufort, SC<br />

BMCM Cartmill served at Station Depoe Bay,<br />

OR from 1973-1976. In 1975, a portion of the<br />

movie, One Flew Over the Cuckoo's Nest, was<br />

filmed in the area.<br />

<strong>The</strong> movie starred Jack Nicholson as Randle<br />

McMurphy, who was transferred to a mental<br />

institution in 1963 to avoid hard labor for a crime<br />

he had committed. During his time in the institution,<br />

McMurphy steals a bus and escapes with several<br />

inmates to go fishing on the Pacific Coast. <strong>The</strong><br />

fishing trip scenes were shot in Depoe Bay.<br />

During the week of shooting, the station crew<br />

became active participants and were called upon<br />

to ensure the safety of the cast and crew.<br />

“Since the patients were stealing a charter boat<br />

to go fishing, the producers didn't want a Coast<br />

Guard station to appear in the scene,” Cartmill<br />

recalls. With the permission of the Group/District<br />

offices, the station was temporarily recast as the<br />

"Depoe Bay Yacht Club."<br />

Cartmill and his fellow colleagues at the station<br />

got a closeup view of the filming process as<br />

the filmmakers requested a Coast Guard escort<br />

in case of emergency. “I ran a couple of those<br />

patrols without incident,” Cartmill says, “but some<br />

of the other coxswains said that, between takes,<br />

the film crew would sometimes chuck eggs at the<br />

44-footers if they got too close.”<br />

<strong>The</strong> final cut only included one short shot of the CG<br />

helicopter escorting the boat in to shore. Cartmill<br />

says, “In reality, the HH-52 pilot and crew deserve<br />

recognition for the low-level flying they did that<br />

day.”<br />

“Although I was only a small behind-the-scenes<br />

participant, it was still a memorable Coast Guard<br />

experience."<br />

Carol McCarther was inspired to join the Coast<br />

Guard because she saw some of the benefits—<br />

her own apartment and a car—that her older<br />

sister Delana was reaping after she joined the<br />

Service. And Carol wasn’t alone. Her younger<br />

sister Sylatheia also left their childhood home in<br />

Greensboro, NC to go to Cape May too.<br />

sisters serving simultaneously in the Coast Guard,<br />

all three at small boat stations. <strong>The</strong> eldest served<br />

at Station New London, CT, Carol went to Short<br />

Beach on <strong>Long</strong> Island, NY and their younger sister<br />

was stationed at Station Little Creek in Norfolk, VA.<br />

From Short Beach, Carol transferred to Portsmouth,<br />

VA, where she became a Yeoman, working in the<br />

A School. She went on to become a recruiter in<br />

Wilmington, NC before laddering over to OCS in<br />

1993. Her first assignment as an Ensign took her<br />

to Corpus Cristi, TX where she participated in law<br />

enforcement and surface operations.<br />

“I wore many hats and loved every minute of it,”<br />

McCarther says.<br />

She also recalls serving as the Aide to Admiral<br />

Thad Allen at Coast Guard Headquarters in<br />

Washington, DC. On 9/11, she could see billows<br />

of smoke at the Pentagon and had to interrupt<br />

Admiral Allen’s meeting that day to tell him the<br />

news and subsequently coordinate the gathering<br />

of the flag officers.<br />

McCarther says that assignment with Allen was<br />

her favorite because of the people she met and<br />

with whom she worked. <strong>The</strong> role included tracking<br />

women in the Coast Guard and working on<br />

diversity boards.<br />

Of the three sisters, Carol remained in the Coast<br />

Guard the longest, serving a total of 22 years.<br />

Two weeks prior to her retirement as a Lieutenant<br />

Commander, her daughter, Whitney, graduated<br />

from Cape May. Coming full circle, Carol and<br />

Whitney were the first African-American mother<br />

and daughter on active duty at the same time in<br />

the Service!<br />

CDR Douglas Starr,<br />

USCG (Ret.)<br />

Sioux Falls, ID<br />

Douglas Starr graduated from high school in<br />

1942 at the age of 16. “All of my classmates left<br />

soon after graduation to serve. I repeatedly asked<br />

my parents to allow me to volunteer, but my mother<br />

wouldn’t hear of it. After I turned 17, I finally talked<br />

my dad into letting me join the Navy.”<br />

Starr was a Combat Navy Sonar Operator from<br />

1943-47 and again from 1950-51. After eight more<br />

years in the Naval Reserve, he joined the Coast<br />

Guard Reserve in 1965, from which he would retire<br />

as a Commander after 20 years.<br />

CALL FOR<br />

STORIES<br />

During his time in the Reserve of two different<br />

services, Starr was an Associated Press journalist,<br />

a speechwriter and a professor of both disciplines<br />

at Florida State and Texas A&M among others.<br />

“In 1968, I was a Lieutenant in the USCGR<br />

in Tallahassee, FL,” Starr remembers, “and<br />

received orders from an Admiral at Coast Guard<br />

Headquarters in Washington, DC, assigning me to<br />

a week of active duty to find out why the Admiral<br />

was having trouble with his speeches.”<br />

In a nutshell, the speeches provided by his<br />

speechwriter lacked the Admiral’s language, word<br />

use, sentence structure, and occasionally, the facts<br />

and information were flat out incorrect.<br />

Starr explains, “Chain of command works this way:<br />

To schedule a meeting with an officer higher in rank<br />

requires permission from each officer between you<br />

and the officer with whom you wish to meet.”<br />

<strong>The</strong>rein was the problem for the Admiral’s<br />

speechwriter. He would interview the Admiral and<br />

write using his language, word use, and tendencies.<br />

<strong>The</strong>n he would send the draft up the chain of<br />

command, and each officer in line would make his<br />

own edits and send it up the chain.<br />

By the time the speech reached the Admiral, it was<br />

nearly unrecognizable from the original draft.<br />

“I told the Admiral about the chain of command<br />

issue and suggested two things: forbid anyone<br />

but the speechwriter from making changes and<br />

authorize that person to report to him directly without<br />

permission from anyone else.”<br />

IN JANUARY 2020, this <strong>Long</strong> <strong>Blue</strong> <strong>Line</strong> quarterly<br />

magazine was launched to maintain open<br />

channels of communication with our Coast Guard<br />

Retired workforce. Staying connected with our<br />

retirees, who stood the watch before us, is a<br />

commitment to the Coast Guard <strong>Long</strong> <strong>Blue</strong> <strong>Line</strong><br />

that represents a Coast Guard member’s first day<br />

of accession through their retirement. Over the<br />

past two years, the <strong>Long</strong> <strong>Blue</strong> <strong>Line</strong> has become<br />

the central forum for communicating with our<br />

retiree community.<br />

<strong>The</strong> CG National Retiree Council has expressed<br />

their gratitude to the National Coast Guard<br />

Museum Association which produces and<br />

distributes the <strong>Long</strong> <strong>Blue</strong> <strong>Line</strong> publication<br />

to 65,000 dedicated lifers of the Coast<br />

Guard, National Oceanic and Atmospheric<br />

Administration, the Public Health Service, and<br />

their annuitants. CG-R and CG-092 are excited<br />

to announce that we are expanding the reach<br />

of this informative magazine to our Reserve and<br />

Active Duty workforces.<br />

delineates official information for retirees.<br />

Beginning in the April issue, there will be a section<br />

of news and information for the Active Duty and<br />

Reserve workforces; you will see a Coast Guard<br />

red stripe to delineate the Active Duty section<br />

and a navy blue stripe for the Reserve Workforce.<br />

<strong>The</strong>se colored page edges are designed to<br />

make it easy for you to locate the content that is<br />

directly intended for you. However, you will also<br />

want to pay attention to the information about our<br />

National Coast Guard Museum; the articles on<br />

Coast Guard history; feature stories about those<br />

currently serving; and the Portraits of Service<br />

highlighting those who have served before us<br />

sent to select units, and a quarterly electronic<br />

comprehensive Coast Guard publication. This<br />

initiative to add our workforces to the <strong>Long</strong> <strong>Blue</strong><br />

<strong>Line</strong> publication provides us another means for<br />

women, and is complementary to the robust<br />

communications already provided through<br />

MyCG and the Reservist magazine.<br />

Below is a picture of myself and Peter Rascoe with representatives of the CGJROTC at Lucy<br />

Beckham High School. Since the program does not have full funding, CG Base Charleston RRC has<br />

adopted the program. We met with lead instructor LTJG Ronald Blake, who identified the program’s<br />

needs for their shooting team. CDR Peter Rascoe, USCG (Ret.), MEC Robert Young, USCG (Ret.),<br />

and I purchased needed items. Additionally, retirees from other locations purchased other items.<br />

Anyone else wishing to support the program can contact me and I can get info for direct purchase<br />

items. We look forward to having a long relationship with the program and are working to develop<br />

a guest instructor program.<br />

I received an e-mail from Ms. Tina Romano<br />

saying that her significant other EMC James<br />

Bannon, USCG (Ret.), had served from January<br />

1981 to his retirement in February 2001 in Sandy<br />

Hook, NJ. She went on to share that: “At the<br />

time of his retirement, he never received a flag<br />

or a retirement ceremony. In speaking at great<br />

length with him over the past several years about<br />

his time served and the love and honor he still<br />

feels, I know in my heart that having a flag would<br />

certainly mean so much to him.”<br />

After finding that Chief Bannon had retired from<br />

the USCGC PENOBSCOT BAY, I sent an e-mail<br />

to BMC Brian Ditmar, Operations Petty Officer,<br />

sharing Ms. Romano’s story and asking if he<br />

could be of help. <strong>The</strong> Chief quickly followed<br />

up, extending an invitation from the CO to Ms.<br />

Romano and Chief Bannon to visit the Penobscot<br />

Bay for a tour and flag presentation ceremony.<br />

On October 6, 2021, BMC Ditmar reached out to<br />

let me know the Crew of PENOBSCOT BAY had<br />

hosted a visit by EMC Bannon and Ms. Romano<br />

that afternoon. He said they had a chance to<br />

meet the crew and trade a few sea stories, after<br />

which the crew held an All Hands and presented<br />

Chief Bannon with a flag that was flown over the<br />

PENOBSCOT BAY and a certificate honoring his<br />

20 years of service. BMC Ditmar also graciously<br />

extended his appreciation for the opportunity to<br />

recognize Chief Bannon.<br />

Ms. Romano soon followed up with words of<br />

appreciation, including the following:<br />

On Wednesday, we had the opportunity<br />

of meeting LT Bennett, Chief Brian Ditmar,<br />

and the crew of the PENOBSCOT BAY in<br />

Bayonne, NJ. We were given a tour and<br />

invited to have lunch with the crew. Jim<br />

was taken back with some of the changes/<br />

upgrades and walking around brought back<br />

so many memories for him. He had a great<br />

time speaking, as he said, Coast Guard<br />

language with the CO and some of the<br />

crew. Jim was given a ceremony including<br />

presentation of a certificate, American flag,<br />

Coast Guard flag and challenge coin. He<br />

was trying not to be too emotional, but the<br />

whole day meant the world to him. <strong>The</strong> crew<br />

were so accommodating and nice to both<br />

of us. <strong>The</strong> respect shown to Jim for being<br />

a USCG veteran was above and beyond.<br />

<strong>The</strong> Department of Defense (DoD) remains committed to ensuring the health and safety of all DoD<br />

personnel and beneficiaries and ensuring their continued access to healthcare and all authorized<br />

benefits. In its ongoing response to the COVID-19 pandemic and its impact on identification (ID)<br />

card site operations, effective immediately, the DoD is extending temporary Uniformed Services ID<br />

(USID) card expiration policy guidance for all USID cards with expiration dates between January<br />

1, 2020 and July 31, 2021 as follows:<br />

• Through August 31, 2021 for all Foreign Affiliates and their dependents;<br />

• Through October 31, 2021 for the Dependents of Active Duty uniformed Service<br />

members, and Reserve and National Guard uniformed Service members and<br />

their dependents; and<br />

ADDITIONAL ITEMS<br />

Your folder will include:<br />

• A letter telling you if you can be buried in a VA national<br />

cemetery. This is called your pre-need decision letter.<br />

• A National Cemetery Administration brochure and a<br />

burial benefits information sheet. <strong>The</strong>se will tell you<br />

more about the benefits you’ll receive.<br />

As many of you may know, I’m the Executive Director of the Coast Guard Chief Petty Officers<br />

Association. Many do not know that I have also played a leadership role in <strong>The</strong> Military Coalition<br />

(TMC) as their Treasurer for over 6 years. This Coalition of 35 Veteran Service Organizations represents<br />

over 5.5 million members as an advocate to current and future military members, retirees, and their<br />

<strong>The</strong> following Cost-of-Living Adjustments (COLAs) are effective December 1, 2021, based on the increase<br />

in the Consumer Price Index for Urban Wage Earners and Clerical Workers (CPIW) through the third<br />

quarter calendar year 2021. <strong>The</strong> term "retired pay" includes retainer pay and the term "members" includes<br />

former members. Where applicable, the appropriate section of United States Code (U.S.C.) is cited.<br />

died on or before March 20, 1974, will be increased by 5.9 percent (ref: 10 U.S.C. 1434 (e)).<br />

6. COLAs for supplemental annuities paid to certain low income widows of members who were<br />

deceased before November 1, 1953, will be increased 5.9 percent (ref: Public Law (P.L.) 100-456,<br />

section 653(c)).<br />

7. Annuities for Certain Military Surviving Spouses (ACMSS) payable monthly under the provisions of<br />

section 644, P.L. 105-85, November 18, 1997, will be increased 5.9 percent from $270.64 to $286.61<br />

effective December 1, 2021. (ref: P.L. 105-85, sec 644).<br />

Increase in the SBP Low-Cost Premium Threshold<br />

8. Previous amounts with respect to which the 2.5 percent factor of the SBP premium (cost) formula<br />

apply will be adjusted effective December 1, 2021 in conjunction with the adjustments in retired pay<br />

made under the provisions of Section 1401a of Title 10, U.S.C. (ref: 10 U.S.C. 1452(a)(4)(B)). <strong>The</strong><br />

Defense Finance and Accounting Service will perform necessary calculations to determine actual<br />

premiums based on the individual circumstances of each case.<br />

9. <strong>The</strong> amount with respect to which the 2.5 percent factor of the SBP premium (cost) is applied will<br />

be increased 2.7 percent effective January 1, <strong>2022</strong>, from $895 to $919. <strong>The</strong> threshold premium is<br />

$22.98. <strong>The</strong>refore, the Low-Cost Threshold premium is $22.98 plus 10% of the difference between<br />

retired pay and the threshold amount. <strong>The</strong> breakeven base amount is $1,969.29. (ref: 10 U.S.C.<br />

1452(a)(4)(A)).<br />

Increase in the Special Survivor Indemnity Allowance (SSIA)<br />

10. In accordance with provisions of Section 1450(m) of Title 10, U.S.C., as amended by section 621 of P.L.<br />

115-91 and section 622 of P.L. 115-232, the maximum amount of SSIA payable will be increased by<br />

5.9 percent effective December 1, 2021. <strong>The</strong> new SSIA rate will be $346.00 (ref: 10 U.S.C. 1450(m)).<br />

1 HOW MUCH WILL MY MONTHLY RETIRED PAY BE?<br />

<strong>The</strong> Department of Defense has introduced a new "legacy" High-3 Retirement Calculator to help<br />

members (Active Duty and Reserve) under the high-3 retirement system to estimate their retired<br />

pay. This is the first widely-available calculator that allows Reservists to estimate their non-regular<br />

retired pay. It also takes into account reduced-age retirement (although the user will have to know<br />

how much reduction he/she will get) and other factors.<br />

In order to get the most accurate estimate, you will need to know the following:<br />

1. Pay Entry Base Date (this determines your longevity for pay);<br />

Income Tax Withholding Changes<br />

If you need to:<br />

• Start or change the amount of state tax<br />

withholding (retirees can call, e-mail, fax or use<br />

*IRS Form W-4, or state form. If using IRS form,<br />

indicate that the form is for state income tax<br />

withholding, not federal, which state it’s for and<br />

the dollar amount to be withheld, (minimum<br />

amount is $10.00, no cents)). We cannot<br />

withhold state tax for annuitants.<br />

• Change your federal income tax<br />

withholding (retirees use Form W-4,<br />

annuitants use Form W-4P)<br />

• Change exemptions or additional<br />

withholding<br />

Federal tax changes must be in writing. <strong>The</strong><br />

original Form IRS W-4 or W-4P must be mailed<br />

to PPC (RAS) for action and filing, per IRS<br />

requirements. PPC (RAS) cannot accept a<br />

MEDICARE PART B ENROLLMENT IS MANDATORY AT AGE 65<br />

When you turn 65, your medical benefits will change. MEDICARE will become your primary medical<br />

coverage and TRICARE pays secondary to MEDICARE. You MUST enroll in MEDICARE PART<br />

B to retain your TRICARE coverage. If you are within 90 days of your 65th birthday, you should<br />

log on to www.ssa.gov or medicare.gov to enroll in MEDICARE PART B. Additional information is<br />
