COVID-19 safety guidelines from the Centers for Disease Control<br />

and Prevention (CDC) continue to be a moving target, giving<br />

school districts like Jefferson Local short notice when changes go<br />

into effect regarding masking, vaccines, and quarantine.<br />

At the Jan. 10 school board meeting, Superintendent William<br />

Mullett announced the district is implementing the CDC’s latest<br />

guidelines. Effective Jan. 11, the district is amending the amount<br />

of quarantine time required for students and staff who test positive<br />

for the virus.<br />

According to the new guidelines, individuals who test positive<br />

are allowed to return to school after five days of isolation instead of<br />

10. They must be either asymptomatic or with symptoms resolving<br />

themselves without a fever or without the individuals taking feverreducing<br />

medication. Upon returning to school, they must wear a<br />

face covering for the five-day period between the six to10 days they<br />

would have been in isolation.<br />

“Hopefully, this will allow people to get back to school earlier,”<br />

said Mullett, noting that 212 positive cases have been reported<br />

within the school district since the start of the school year.<br />

There were 61 documented cases since the return from winter<br />

break and, as of Jan. 10, 42 active cases reported.<br />

“Our goal is to have as much in-person instruction as we can, dependent<br />

on staffing,” Mullett said.<br />

The council president’s power regarding public<br />

comment came into question at a recent London city<br />

council meeting.<br />

On Jan. 6, council president Henry Comer initially<br />

denied resident Brendan Shea an opportunity<br />

to speak about the sanctuary city legislation council<br />

voted down last month. Had it passed, the legislation<br />

would have banned abortions within the city<br />

limits.<br />

“All of the discussion on the sanctuary city has<br />

been disposed of, so we will no longer take city council<br />

time to discuss anything about the sanctuary<br />

city,” Comer said in regard to Shea’s request to<br />

speak during the portion of the meeting set aside for<br />

audience concerns.<br />

Several council members objected to Comer’s decision.<br />

“I personally think that if somebody from the<br />

community wants to come talk to us, if this is their<br />

only time they can talk to us, it shouldn’t matter<br />

what the subject is—even if it was something in the<br />

past,” said council member Josh Peters.<br />

Newly elected council member Greg Eades said<br />

the rules of council state the council president can<br />

amend the amount of time an audience member can<br />

speak but state nothing about limiting audience<br />

participation based on topic.<br />

Comer countered that he can use his discretion<br />

on speaking time to limit a person to zero minutes.<br />

Council member Anthony Smith called Comer’s<br />

interpretation of the rules “inappropriate.”<br />

After being denied, Shea submitted a second request<br />

to speak, changing his topic to the First<br />

Amendment. Comer gave him the floor. Shea<br />

thanked Peters, Eades and Smith for “standing up<br />

for the First Amendment.” He noted that as a member<br />

of the state board of education, he has seen a<br />

lawsuit result from that board’s president restricting<br />

public comment based on topic. He then asked<br />

Comer to grant him a new five minutes to speak<br />

about his original topic, the sanctuary city legislation.<br />

“Why is this so important to keep bringing this<br />

back to city council when we’ve already disposed of<br />

it? This legislation did not pass,” Comer stated.<br />

Shea said the comments he had prepared were<br />

more about governance in general, with the sanctuary<br />

city subject serving as a jumping-off point.<br />

“This one time, I will allow it again,” Comer said,<br />

granting Shea five minutes to speak about his original<br />

topic.<br />

Donors needed to address major blood shortage<br />

The American Red Cross is facing a national<br />

blood crisis—its worst blood shortage<br />

in more than a decade. Dangerously low<br />

blood supply levels are posing a concerning<br />

risk to patient care and forcing doctors to<br />

make difficult decisions about who receives<br />

blood transfusions and who will need to wait<br />

until more products become available.<br />

Blood and platelet donations are needed<br />

to help prevent further delays in vital medical<br />

treatments, and donors of all blood<br />

types—especially type O—are urged to make<br />

an appointment now to give in the weeks<br />

ahead.<br />

In recent weeks, the Red Cross had less<br />

than a one-day supply of critical blood types<br />

and has had to limit blood product distributions<br />

to hospitals. At times, as much as onequarter<br />

of hospital blood needs are not being<br />

met.<br />

Pandemic challenges<br />

The Red Cross continues to confront relentless<br />

challenges due to COVID-19, including<br />

about a 10 percent overall decline in<br />

the number of people donating blood, as well<br />

as ongoing blood drive cancellations and<br />

staffing limitations. Additionally, the pandemic<br />

has contributed to a 62 percent drop<br />

in blood drives at schools and colleges.<br />

the Red Cross is experiencing staffing challenges<br />

at least 110 pounds and are in generally<br />

donations from self-identified African American<br />

donors for the sickle cell trait. This additional<br />

screening will provide Black donors<br />

with an additional health insight and help<br />

the Red Cross identify compatible blood<br />

types more quickly to help patients with<br />

sickle cell disease who require trait-negative<br />

blood. Blood transfusion is an essential<br />

treatment for those with sickle cell disease,<br />

and blood donations from individuals of the<br />

questions and providing good health may be eligible to donate blood. same race, ethnicity and blood type have a<br />

Shea talked about the dangers of totalitarianism,<br />

saying people are losing faith in<br />

their institutions.<br />

“This is a crisis for a constitutional republic<br />

like ours,” he said. “My plea to council<br />

is to be the change we wish to see at the<br />

local level. Regardless of your position on an<br />

issue, be transparent and honest with the<br />

citizens of London. Our society desperately<br />

needs it now, more than ever.”<br />

He then reiterated data he had compiled<br />

and shared at previous meetings regarding<br />

the number of London residents who formally<br />

spoke for or against the abortion ban<br />

legislation. He presented the information to<br />

counter Comer’s statement at a meeting in<br />

December that the proposed legislation received<br />

a “sprinkling” of support.<br />

Shea, who serves as president of <strong>Madison</strong><br />

County Right To Life, also stated that council<br />

members could have come to him or Ohio<br />

Right To Life representatives with their<br />

concerns about potential financial and legal<br />

ramifications of the proposed legislation.<br />

Later in the meeting, council member<br />

Bryan Robinson echoed Peters’s comments<br />

regarding public comment.<br />

“It is important that we do hear our citizens,”<br />

he said. “So, we do need to make sure<br />

that our rules are written correctly to make<br />

sure we do hear them, even it is something<br />

that may be in the past and has no reflection<br />

on any meeting that we’re in.”<br />

Bubbles and Blizzard are available for adoption<br />

The following are among the pets up for<br />

adoption at the Humane Society of <strong>Madison</strong><br />

County.<br />

Bubbles<br />

Hi, friends! My<br />

name is Bubbles,<br />

and I am looking for<br />

my forever home. I<br />

am a Komondor,<br />

and normally dogs<br />

like me look kind of<br />

like mops with<br />

dreaded fur. When I<br />

first arrived at the<br />

shelter, I was severely<br />

matted, and<br />

my fur had to be shaved off, but it will grow<br />

back. Anyone interested in adopting me,<br />

should do research on my breed, because I<br />

will require regular grooming appointments.<br />

I am a big boy weighing in at a whopping<br />

90 pounds, and I am about 2 years old with<br />

an estimated birthday of November 2019.<br />

Here at the shelter, I am still learning how<br />

to “dog.” I was never socialized around other<br />

animals or people, so the shelter environment<br />

was a big change for me. But during<br />

my time here, I have learned that I love<br />

other animals and people so much. I am<br />

very curious when meeting other dogs and<br />

love to play. I am still working on learning<br />

other dogs’ cues and reading their postures<br />

to decide if they want to play with me or not,<br />

so when meeting new dogs, I will always require<br />

a slow introduction.<br />

When the staff took me into the cat room,<br />

I was so happy to make kitty friends. I was<br />

very curious but respectful at the same<br />

time. I liked sniffing the kitties, and I didn’t<br />

mind when they came up to me. I would<br />

love to have a fur sibling in my forever home<br />

to keep me company.<br />

When it comes to children, I think I<br />

would do best in a home with older children<br />

that can handle my size. I don’t want to<br />

knock down a small kiddo by accident. I am<br />

very friendly with people and love to make<br />

new human friends. I love to play and be the<br />

best boy ever. I know some of my basic commands,<br />

and I try my best to keep my kennel<br />

clean and tidy. What I love most in this<br />

world is giving my love back to my people<br />

with lots of hugs and kisses.<br />

Adoption fees for dogs vary: shelter dogs<br />

are $150, prison dogs are $200, puppies are<br />

$250, and popular pure-breeds are $400.<br />

The price includes: a Home Again microchip,<br />

set of shots, deworming, heartworm<br />

testing (if old enough), spay or neuter, and<br />

a one-year rabies shot (if old enough). All<br />

dogs adopted must leave with a county license<br />

at an additional cost of $17. Fees can<br />

be paid by cash or credit card.<br />

Blizzard<br />

Blizzard arrived<br />

at the shelter on<br />

Nov. 6. His owner<br />

was no longer able<br />

to care for him. Blizzard<br />

is a very big<br />

and handsome guy<br />

that weighs in at a<br />

whopping 15<br />

pounds. He is about<br />

4 years old with an<br />

estimated birthday of September 2017.<br />

Blizzard is a very sweet and affectionate<br />

guy that loves getting love and affection but<br />

more so on his own terms. His way of telling<br />

you he has had enough love is by batting at<br />

you and walking away. Eventually, he will<br />

come back around when he wants more love.<br />

Blizzard does not seem too keen on the<br />

shenanigans of other animals, so he would<br />

likely thrive in a home as the only furbaby.<br />

Blizzard was around a 4-year-old girl in<br />

his previous home, and his previous owner<br />

said he loved her so much, he would sleep in<br />

her bed every night. So, he could definitely<br />

live in a home with children who know to<br />

use gentle hands.<br />

The adoption fee is $80 for kittens up to<br />

6 months old and $60 for cats 7 months and<br />

older. It includes: a FeLV/FIV test, spay or<br />

neuter, set of shots, deworming, and a oneyear<br />

rabies shot (if old enough). Fees can be<br />

paid by cash or credit card.<br />

Patricia Lou Groves, 75, of London died<br />

on Dec. 9, 2021, at <strong>Madison</strong> Health, London.<br />

Pat was born on July 1, 1946, in Hilliard,<br />

Ohio, a daughter of Carl M. and Marilyn J.<br />

(Stamper) Norris.<br />

She graduated from Hilliard High School<br />

in 1964. She was a lifetime member of<br />

Sybil Ann McNabb,<br />

age 86, of Huber Heights,<br />

Ohio, passed away <strong>January</strong><br />

2, <strong>2022</strong>. She was born October<br />

31, 1935 in Greenup, KY<br />

to the late Columbia and<br />

Daisy Williams Brown.<br />

In addition to her parents, Sybil was preceded<br />

in death by her husband, Paul McNabb;<br />

& brothers: Leonard, Alvis "Scoot", Lee, Leslie<br />

and Clarence "Gene"; sisters: Melvina, Estella,<br />

Etta, Dorothy "Dot" and Helen. Sybil is survived<br />

by her children: Chris Woods (Janne), Anita<br />

Woods-Dennis (Ed) and Angela Zwick; grandchildren:<br />

Mallory (Aaron), Breanna (Stephen),<br />

Olivia (Ryan), Eddie Lee, Shawn, Kaylee and<br />

Daisy; great-grandchildren: August, Annabelle,<br />

Raegan, Axel and Savannah; brother, Lawrence<br />

"Buddy" Brown (Juanita); many cherished<br />

nieces, nephews, other relatives and friends.<br />

Sybil was a member of Landmark Baptist<br />

Church, where she was active in the choir. She<br />

retired from Stadco Automatics in 2000 after<br />

many years of service. Sybil loved the Smoky<br />

Mountains, singing, dancing and celebrating<br />

all occasions.<br />

Steven D. Jones “Caretaker”, 57, of London,<br />

Ohio, passed away on Dec. 14, 2021, at<br />

Feb. 15, 1963, the son of Robert Steven<br />

Steven worked at the Franklin County<br />

Sheriff’s Office for 25-plus years. He was<br />

also a veteran of the United States Army<br />

and served in Desert Storm, among countless<br />

other assignments.<br />

grandchildren, Dakota L. Soter and Nancie<br />

M. Anderson, as well as many nieces and<br />

nephews and his K-9 companion, Snuggles.<br />

Steven was received in Heaven by his<br />

parents, Robert and Rose Jones.<br />

Steven was a hero in life in many ways,<br />

from serving his country in Desert Storm to<br />

helping stranded couples on the side of the<br />

road. The impact he made in the lives of<br />

many was significant and always good.<br />

Steve had many interests in life, such as<br />

riding the heaviest motorcycle in the world,<br />

along with all the people who love him. He<br />

loved to protect peoples’ lives as well as<br />

their hearts.<br />

He became a hero even in death when he<br />

donated life-saving organs to multiple people<br />

who received a Christmas miracle.<br />

Steven is the hero each and every one of us<br />

needed, and he became that hero we needed<br />

and saved each and every one of us. For<br />

some of us, he was the dad we never had,<br />

the friend who listened, the husband who<br />

cared when others did not, and the friend<br />

who saved our lives. To each of us, he was<br />

different, but he saved us all. Steven D.<br />

Rose Mary A. Bell, 93, of London died on<br />

Jan. 2, <strong>2022</strong>, at the Ohio State Wexner Medical<br />

Center, Columbus. Mrs. Bell was born<br />

on Nov. 14, 1928, a daughter of Orazio and<br />

Francesca (Gasbarrao) DeLuca.<br />

She was a longtime member of St.<br />

Patrick Church, London, where she also<br />

was a member of the Altar and Rosary Society.<br />

She had been employed by the Girl<br />

Scouts of America as a treasurer for many<br />

years. She enjoyed cooking, especially Italian<br />

food and pastry. She loved animals of all<br />

types. She very much enjoyed spending time<br />

with her family and friends. She had volunteered<br />

at St. Patrick School in the kitchen<br />

and at other events and activities.<br />

Rose Mary is survived by: her children,<br />

Ann Frances (Christopher) Logan of Columbus,<br />

Bradley Allen Bell of London, and<br />

Larry Bell of Chillicothe; special family<br />

friend, Diane Bogenrife; grandchildren, Vincent,<br />

NITCHMAN<br />

Glen William Nitchman, 46, of West Jefferson, Ohio,<br />

passed away on Jan. 5, <strong>2022</strong>, in <strong>Madison</strong> County Hospital<br />

ICU due to complications of COVID and pneumonia.<br />

Glen was a loving husband, father, son brother, and<br />

friend to all that knew him. He was a 1993 graduate of<br />

Graham High School in St. Paris, Ohio. Glen worked at<br />

Jefferson Industries for 28 years. Glen was a member<br />

of the NRA. He loved to hunt, fish, and play video<br />

games.<br />

He was preceded in death by his father, Ronald Eugene<br />

Nitchman (1946-1994), and grandmother, Marget<br />

Nitchman (1911-2001).<br />

Glen is survived by: his loving wife, Marti Nitchman<br />

of 22 years; son, Dalton Nitchman of West Jefferson;<br />

mother, Jane D. Frey; and stepfather, Fred Eli Frey of<br />

West Jefferson; his twin sister, Lynne N. Packman, of<br />

Ashlee Lynn Townsend, 34, of Sedalia died on Jan.<br />

5, <strong>2022</strong>, as the result of a traffic accident. Born on Nov.<br />

27, 1987, in Springfield, she was a daughter of Roger<br />

and Deena (Hamm) Townsend.<br />

Ashlee was a former member of <strong>Madison</strong> Plains FFA<br />

and the Girl Scouts. She loved animals of all sorts, especially<br />

horses, the outdoors, reading and creative writing.<br />

Survivors include: her father, Roger Townsend; sister,<br />

Leslee Townsend; grandparents, Billy and Hazel<br />

Hamm; nieces, Shantayah Minor and Noel Scott;<br />

John was a retired welder with the former Hoppes<br />

Ron was an avid fisherman and hunter, with duck hunting<br />

being his favorite. He also enjoyed woodworking and<br />

working on and building cars, which he raced on occasion.<br />

His most favorite pastime was to be able to spend<br />

time with his grandchildren.<br />

American Legion. He participated in the honor flight to Washington DC.<br />

Cecil retired from Roadway Express after over 30 years and was a member<br />

of Teamsters Union Local 413 for over 35 years.<br />

Ft. Leonard Wood. She had quit school during her sophomore year to go to work<br />

to help support her widowed mother and 10 siblings. She was a little short girl<br />

just a little over 100 lbs, but she could pack a wallop. After just knowing him for 6<br />

weeks, her sweetheart was discharged from the army and went 2000 miles away<br />

to seek his fortune. Little did he realize that his fortune was still sitting in Missouri.<br />

After almost a year he saw the light, just like the prodigal son. Over the phone he<br />

proposed to her and she said yes. A wedding was scheduled in Ohio after a Sunday<br />

morning church service, but alas he didn't realize that the license that he got in<br />

Missouri was only good in Missouri. On 9/11/58 they were married in a parsonage<br />

in Missouri and on 9/14 were “married” again in West Jefferson, Ohio. She came as<br />

just a little girl from Missouri but Oh what she became. She only had 10 years of<br />

school, but she had the smarts and common sense to do most anything. Shortly<br />

after the wedding she told her husband, “Don't you ever hit me, you have to go to<br />

sleep sometime and I have an iron skillet.” She was a worker. It was a one day<br />

honeymoon and then back to work. Two years later she presented her husband<br />

with a beautiful daughter, three years later another one.<br />

She quit work until the children were in school, and then she was always home<br />

for them. She raised the children as her husband was always involved in something<br />

that took his time, and she did a great job. When her oldest daughter became<br />

pregnant, she said I hope it's a girl, I could never love a little boy. On February 22,<br />

1995 Jake was born, she changed over night, they were inseparable from birth to<br />

the time of her death 15 years later. She was tight with her money, a garage saler<br />

and trash picker, and knew her antiques. She saved her family a lot of money and<br />

acquired a number of valuable antiques.<br />

She was opinionated, and spoke her mind. You either liked her or didn't. You always<br />

knew where you stood with her. If she liked you she'd give you the shirt off<br />

of her back, she was always for the under privileged and down trodden. Her<br />

outspokenness must not have affected too many people her funeral was one of<br />

the largest seen in years. She was a great organizer, she organized and would feed<br />

over 100 people at her church dinners. She was known as “The flower Lady of West<br />

Jefferson.” For years she planted and maintained flowers along Main Street. She<br />

and her husband purchased a 155 year old house that was falling down, and she<br />

made a show place of it with her flowers. In 2003 she was found with breast cancer,<br />

it never slowed her down.<br />

After a mastectomy and chemo it looked like it was licked. Then in 2005 it<br />

returned, more chemo and radiation. Some thought that the radiation would slow<br />

her down, but it seemed to energizer her and she would come back and work all<br />

day in the flowers. At the James Cancer Hospital she got the nick name of the<br />

Energizer Bunny. In 2008 the cancer had gone to her lungs. She was a fighter,<br />

where ever she was she inspired people, and influenced a lot of people by her<br />

faith. She gave hope to people who were fighting the same battle. Her quote was<br />

“I've had a good life, I know where I'm going and I'm ready to go.” On <strong>January</strong> 21,<br />

2011 she got her reward.

Plumwood Cemetery in honor of military veterans. Placing wreaths for each of the branches of the U.S. military<br />

teachers have done a good job overall at keeping school doors open<br />

and kids in class. While he fears the district might reach the point<br />

where it needs to go on remote learning, he hopes that is not the<br />

In other business, district treasurer<br />

Mark Ingles asked the board to approve the<br />

establishment of the William Lenz Sr. and<br />

William Lentz Jr. Scholarship Fund. Both<br />

men were West Jefferson graduates. The<br />

fund was established by Wilma Lentz, the<br />

widow of William Lentz Jr., and will provide<br />

$10,000 scholarships to two athletes on an<br />

annual basis.<br />

The school board also approved a $2,500<br />

donation from Pepsi Cola Bottlers, a $3,500<br />

zero-turn mower for the operations department<br />

from an anonymous donor, and a<br />

$5,490 donation from the <strong>Madison</strong> County<br />

Prosecutor’s Office to the operations department<br />

for district security upgrades.<br />

CMH4 Amazon donated $7,000 in personal<br />

and household items to 30 Norwood<br />

Elementary families. The items included:<br />

vacuum cleaners; winter coats; health care<br />

items such as shampoo, toothbrushes, toothpaste<br />

and deodorant; pillows and pillow covers;<br />

blankets; socks; underwear and<br />

sweatpants.<br />

“We talked about several options, but<br />

these were items they don’t necessarily get<br />

but things they need,” said Principal Sue<br />

Barte. “(Amazon) reached out to me because<br />

they wanted to do something for the community.”<br />

held its annual organizational meeting and<br />

elected Dr. Meg Hiss as board president for<br />

Dec. 20 in the Joyce Hildebrand Auditorium<br />

at London High School.<br />

The event was back by popular demand.<br />

MCBDD’s first Cabaret Night in June 2019<br />

was met with rave reviews. This year, participants<br />

performed a variety of well-known<br />

and lesser-known Christmas classics, including<br />

“White Christmas” with joyful audience<br />

participation.<br />

Rebecca Bell, Duncan Gholson, Bridgett<br />

Gray, Jay Jarvis, Diana Large, Blair Leady,<br />

The <strong>Madison</strong> Soil and Water Conservation<br />

District is holding a free Conservation<br />

Contractor Workshop 9-11:30 a.m. Jan. 25<br />

in the Engineer’s Conference Room, 831<br />

U.S. Hwy. 42 NE, London. Every year,<br />

landowners receive funding from USDA to<br />

build projects to a specific standard to reduce<br />

nonpoint source pollution. Workshop<br />

participants will meet technical staff, learn<br />

about the process for completing a government<br />

funded project, and learn what is expected<br />

of the contractor, landowner and<br />

SWCD/NRCS staff. <strong>Madison</strong> County Farm<br />

Bureau will provide a light breakfast. To<br />

4-H Rally Night<br />

The <strong>Madison</strong> County 4-H program will<br />

Eby Arena at the <strong>Madison</strong> County Fairgrounds<br />

in London. Youths ages 5-18 who<br />

are interested in learning more about 4-H<br />

the spirit of afternoon tea or come as you are<br />

basket auction will take place in the near future.<br />
