Adjusting to new
CDC guidelines
COVID-19 safety guidelines from the Centers for Disease Control
and Prevention (CDC) continue to be a moving target, giving
school districts like Jefferson Local short notice when changes go
into effect regarding masking, vaccines, and quarantine.
At the Jan. 10 school board meeting, Superintendent William
Mullett announced the district is implementing the CDC’s latest
guidelines. Effective Jan. 11, the district is amending the amount
of quarantine time required for students and staff who test positive
for the virus.
According to the new guidelines, individuals who test positive
are allowed to return to school after five days of isolation instead of
10. They must be either asymptomatic or with symptoms resolving
themselves without a fever or without the individuals taking feverreducing
medication. Upon returning to school, they must wear a
face covering for the five-day period between the six to10 days they
would have been in isolation.
“Hopefully, this will allow people to get back to school earlier,”
said Mullett, noting that 212 positive cases have been reported
within the school district since the start of the school year.
There were 61 documented cases since the return from winter
break and, as of Jan. 10, 42 active cases reported.
“Our goal is to have as much in-person instruction as we can, dependent
on staffing,” Mullett said.
Questions arise about public comment rules
The council president’s power regarding public
comment came into question at a recent London city
council meeting.
On Jan. 6, council president Henry Comer initially
denied resident Brendan Shea an opportunity
to speak about the sanctuary city legislation council
voted down last month. Had it passed, the legislation
would have banned abortions within the city
limits.
“All of the discussion on the sanctuary city has
been disposed of, so we will no longer take city council
time to discuss anything about the sanctuary
city,” Comer said in regard to Shea’s request to
speak during the portion of the meeting set aside for
audience concerns.
Several council members objected to Comer’s decision.
“I personally think that if somebody from the
community wants to come talk to us, if this is their
only time they can talk to us, it shouldn’t matter
what the subject is—even if it was something in the
past,” said council member Josh Peters.
Newly elected council member Greg Eades said
the rules of council state the council president can
amend the amount of time an audience member can
speak but state nothing about limiting audience
participation based on topic.
Comer countered that he can use his discretion
on speaking time to limit a person to zero minutes.
Council member Anthony Smith called Comer’s
interpretation of the rules “inappropriate.”
After being denied, Shea submitted a second request
to speak, changing his topic to the First
Amendment. Comer gave him the floor. Shea
thanked Peters, Eades and Smith for “standing up
for the First Amendment.” He noted that as a member
of the state board of education, he has seen a
lawsuit result from that board’s president restricting
public comment based on topic. He then asked
Comer to grant him a new five minutes to speak
about his original topic, the sanctuary city legislation.
“Why is this so important to keep bringing this
back to city council when we’ve already disposed of
it? This legislation did not pass,” Comer stated.
Shea said the comments he had prepared were
more about governance in general, with the sanctuary
city subject serving as a jumping-off point.
“This one time, I will allow it again,” Comer said,
granting Shea five minutes to speak about his original
topic.
Donors needed to address major blood shortage
The American Red Cross is facing a national
blood crisis—its worst blood shortage
in more than a decade. Dangerously low
blood supply levels are posing a concerning
risk to patient care and forcing doctors to
make difficult decisions about who receives
blood transfusions and who will need to wait
until more products become available.
Blood and platelet donations are needed
to help prevent further delays in vital medical
treatments, and donors of all blood
types—especially type O—are urged to make
an appointment now to give in the weeks
ahead.
In recent weeks, the Red Cross had less
than a one-day supply of critical blood types
and has had to limit blood product distributions
to hospitals. At times, as much as onequarter
of hospital blood needs are not being
met.
Pandemic challenges
The Red Cross continues to confront relentless
challenges due to COVID-19, including
about a 10 percent overall decline in
the number of people donating blood, as well
as ongoing blood drive cancellations and
staffing limitations. Additionally, the pandemic
has contributed to a 62 percent drop
in blood drives at schools and colleges.
Like many employers across the country,
the Red Cross is experiencing staffing challenges
and has been forced to cancel blood Blood drive safety
if you are eligible, make an appointment to
give blood or platelets in the days and weeks
ahead to ensure no patient is forced to wait
for critical care.”
Volunteers needed
In addition to blood donors, the Red
Cross also needs the help of volunteers to
support critical blood collections across the
country. Blood drive volunteers play an important
role by greeting, registering, answering
RapidPass, follow the instructions at Red-
CrossBlood.org/RapidPass or use the Red
Cross Blood Donor App.
To donate blood, individuals need to
bring a blood donor card or driver’s license
or two other forms of identification that are
required at check-in. Individuals who are 17
years of age in most states (16 with parental
consent where allowed by state law), weigh
at least 110 pounds and are in generally
donations from self-identified African American
donors for the sickle cell trait. This additional
screening will provide Black donors
with an additional health insight and help
the Red Cross identify compatible blood
types more quickly to help patients with
sickle cell disease who require trait-negative
blood. Blood transfusion is an essential
treatment for those with sickle cell disease,
and blood donations from individuals of the
questions and providing good health may be eligible to donate blood. same race, ethnicity and blood type have a
information to blood donors throughout the
donation process. Blood transportation specialists—another
volunteer opportunity—provide
a critical link between blood donors and
blood recipients by delivering blood to hospitals
in communities across the country. To
volunteer, visit redcross.org/volunteertoday.
High school students and other donors 18
years of age and younger also must meet
certain height and weight requirements.
Health insights for donors
At a time when health information has
never been more important, the Red Cross
is screening all blood, platelet and plasma
unique ability to help patients fighting
sickle cell disease.
Donors can expect to receive sickle cell
trait screening results, if applicable, within
one to two weeks through the Red Cross
Blood Donor App and the online donor portal
at RedCrossBlood.org.
Shea talked about the dangers of totalitarianism,
saying people are losing faith in
their institutions.
“This is a crisis for a constitutional republic
like ours,” he said. “My plea to council
is to be the change we wish to see at the
local level. Regardless of your position on an
issue, be transparent and honest with the
citizens of London. Our society desperately
needs it now, more than ever.”
He then reiterated data he had compiled
and shared at previous meetings regarding
the number of London residents who formally
spoke for or against the abortion ban
legislation. He presented the information to
counter Comer’s statement at a meeting in
December that the proposed legislation received
a “sprinkling” of support.
Shea, who serves as president of Madison
County Right To Life, also stated that council
members could have come to him or Ohio
Right To Life representatives with their
concerns about potential financial and legal
ramifications of the proposed legislation.
Later in the meeting, council member
Bryan Robinson echoed Peters’s comments
regarding public comment.
“It is important that we do hear our citizens,”
he said. “So, we do need to make sure
that our rules are written correctly to make
sure we do hear them, even it is something
that may be in the past and has no reflection
on any meeting that we’re in.”
Bubbles and Blizzard are available for adoption
The following are among the pets up for
adoption at the Humane Society of Madison
County.
Bubbles
Hi, friends! My
name is Bubbles,
and I am looking for
my forever home. I
am a Komondor,
and normally dogs
like me look kind of
like mops with
dreaded fur. When I
first arrived at the
shelter, I was severely
matted, and
my fur had to be shaved off, but it will grow
back. Anyone interested in adopting me,
should do research on my breed, because I
will require regular grooming appointments.
I am a big boy weighing in at a whopping
90 pounds, and I am about 2 years old with
an estimated birthday of November 2019.
Here at the shelter, I am still learning how
to “dog.” I was never socialized around other
animals or people, so the shelter environment
was a big change for me. But during
my time here, I have learned that I love
other animals and people so much. I am
very curious when meeting other dogs and
love to play. I am still working on learning
other dogs’ cues and reading their postures
to decide if they want to play with me or not,
so when meeting new dogs, I will always require
a slow introduction.
When the staff took me into the cat room,
I was so happy to make kitty friends. I was
very curious but respectful at the same
time. I liked sniffing the kitties, and I didn’t
mind when they came up to me. I would
love to have a fur sibling in my forever home
to keep me company.
When it comes to children, I think I
would do best in a home with older children
that can handle my size. I don’t want to
knock down a small kiddo by accident. I am
very friendly with people and love to make
new human friends. I love to play and be the
best boy ever. I know some of my basic commands,
and I try my best to keep my kennel
clean and tidy. What I love most in this
world is giving my love back to my people
with lots of hugs and kisses.
Adoption fees for dogs vary: shelter dogs
are $150, prison dogs are $200, puppies are
$250, and popular pure-breeds are $400.
The price includes: a Home Again microchip,
set of shots, deworming, heartworm
testing (if old enough), spay or neuter, and
a one-year rabies shot (if old enough). All
dogs adopted must leave with a county license
at an additional cost of $17. Fees can
be paid by cash or credit card.
Blizzard
Blizzard arrived
at the shelter on
Nov. 6. His owner
was no longer able
to care for him. Blizzard
is a very big
and handsome guy
that weighs in at a
whopping 15
pounds. He is about
4 years old with an
estimated birthday of September 2017.
Blizzard is a very sweet and affectionate
guy that loves getting love and affection but
more so on his own terms. His way of telling
you he has had enough love is by batting at
you and walking away. Eventually, he will
come back around when he wants more love.
Blizzard does not seem too keen on the
shenanigans of other animals, so he would
likely thrive in a home as the only furbaby.
Blizzard was around a 4-year-old girl in
his previous home, and his previous owner
said he loved her so much, he would sleep in
her bed every night. So, he could definitely
live in a home with children who know to
use gentle hands.
The adoption fee is $80 for kittens up to
6 months old and $60 for cats 7 months and
older. It includes: a FeLV/FIV test, spay or
neuter, set of shots, deworming, and a oneyear
rabies shot (if old enough). Fees can be
paid by cash or credit card.
In Memory of Beverly
Feb 6, 1939 – Jan 21, 2011
She was just a teen aged girl from Missouri who fell in love with a G.I. Stationed at
Ft. Leonard Wood. She had quit school during her sophomore year to go to work
to help support her widowed mother and 10 siblings. She was a little short girl
just a little over 100 lbs, but she could pack a wallop. After just knowing him for 6
weeks, her sweetheart was discharged from the army and went 2000 miles away
to seek his fortune. Little did he realize that his fortune was still sitting in Missouri.
After almost a year he saw the light, just like the prodigal son. Over the phone he
proposed to her and she said yes. A wedding was scheduled in Ohio after a Sunday
morning church service, but alas he didn't realize that the license that he got in
Missouri was only good in Missouri. On 9/11/58 they were married in a parsonage
in Missouri and on 9/14 were “married” again in West Jefferson, Ohio. She came as
just a little girl from Missouri but Oh what she became. She only had 10 years of
school, but she had the smarts and common sense to do most anything. Shortly
after the wedding she told her husband, “Don't you ever hit me, you have to go to
sleep sometime and I have an iron skillet.” She was a worker. It was a one day
honeymoon and then back to work. Two years later she presented her husband
with a beautiful daughter, three years later another one.
She quit work until the children were in school, and then she was always home
for them. She raised the children as her husband was always involved in something
that took his time, and she did a great job. When her oldest daughter became
pregnant, she said I hope it's a girl, I could never love a little boy. On February 22,
1995 Jake was born, she changed over night, they were inseparable from birth to
the time of her death 15 years later. She was tight with her money, a garage saler
and trash picker, and knew her antiques. She saved her family a lot of money and
acquired a number of valuable antiques.
She was opinionated, and spoke her mind. You either liked her or didn't. You always
knew where you stood with her. If she liked you she'd give you the shirt off
of her back, she was always for the under privileged and down trodden. Her
outspokenness must not have affected too many people her funeral was one of
the largest seen in years. She was a great organizer, she organized and would feed
over 100 people at her church dinners. She was known as “The flower Lady of West
Jefferson.” For years she planted and maintained flowers along Main Street. She
and her husband purchased a 155 year old house that was falling down, and she
made a show place of it with her flowers. In 2003 she was found with breast cancer,
it never slowed her down.
After a mastectomy and chemo it looked like it was licked. Then in 2005 it
returned, more chemo and radiation. Some thought that the radiation would slow
her down, but it seemed to energizer her and she would come back and work all
day in the flowers. At the James Cancer Hospital she got the nick name of the
Energizer Bunny. In 2008 the cancer had gone to her lungs. She was a fighter,
where ever she was she inspired people, and influenced a lot of people by her
faith. She gave hope to people who were fighting the same battle. Her quote was
“I've had a good life, I know where I'm going and I'm ready to go.” On January 21,
2011 she got her reward.

Tom Kitchen, president of the local education union, said he feels
teachers have done a good job overall at keeping school doors open
and kids in class. While he fears the district might reach the point
where it needs to go on remote learning, he hopes that is not the
case.
Kitchen estimated that approximately 17 percent of middle
school students were absent on Jan. 10.
If modifications need to be made, Kitchen asked the board to give
teachers a day to prepare for any transition. He also felt full-scale
The school board also approved a $2,500
and deodorant; pillows and pillow covers;
blankets; socks; underwear and
sweatpants.
“We talked about several options, but
these were items they don’t necessarily get
but things they need,” said Principal Sue
Barte. “(Amazon) reached out to me because
they wanted to do something for the community.”
Prior to the regular meeting, the board
elected Dr. Meg Hiss as board president for
