the opening of the poolhad
beenannounced through
‘‘The pool auditwas done at
Rakaia pool open for business
From Page1
The newly opened Rakaia swimming
past few weeks in preparation for this
week’s opening.
The pool took along timetofill and
the concrete tookalot of water to soak
It had been tested and was now good
to go.
manager BerniMarra, based at
Ashburton Hospital, saysacuteand
inpatient services willcontinue to
be available and people should
continue to access the care they
need and when they need it.
‘‘Thisincludes making their GP
their firstport of call –they can tell
you what to do and where to go if you
need to be seen urgently. After
hours people can callHealthline for
general health advice on 0800 611
‘‘Where people may notice a
difference is in the way other
services are delivered in Ashburton.
Fresh approach called for water delivery
New Zealanders are likely to
pay more and receive fewer
benefits under the
Government’s proposed Three
Waters reform model, says a
local government action group
formed to bring fresh ideas to
the debate.
Called Communities 4Local
Democracy (C4LD), the group
represents more than amillion
New Zealanders and is made
up of 24 partner councils from
around the country, including
Ashburton District Council.
In its recent submission on
economic regulation and
consumer protection for Three
Waters, C4LD says that a
completely fresh approach to
water delivery is more likely to
deliver the Government’s water
reform objectives than the
Government’s current
proposal.
‘‘The Government’s proposal
falls well short on several
fronts, so we will shortly be
presenting them with
straightforward and workable
alternatives that deliver on all
of their requirements while
preserving local
responsiveness and
accountability,” Manawatu
mayor and C4LD chair Helen
Worboys said.
The group appointed
international strategy
consulting firm Castalia to
advise its partner councils on
the Government’s proposed
regime and to prepare its
submission on the economic
regulation regime proposed in
aMinistry of Business,
Innovation and Employment
discussion paper.
“Wewanttomake a
constructivecontribution to
themodelthat is finally
adopted by theGovernment.
“The best outcomefor all
NewZealanderswillcome
from combining thebestof
local andnationalassets,
knowledge, expertise and
funding in genuine
partnership,rather than
unliterally imposinga
solutionthatcan’tprovide the
required waterservices at
leastcost,’’ shesaid.
“Our submissionhighlights
some of the risks of the
Governmentproposal and
shows how –with changes to
ownershipand governanceof
water services,and changesto
the economic regulation –we
can achieveimproved
outcomes foreveryone.
“Thecurrent model is overly
complexand sets impossible
objectives. Forexample,there
willbejustfourwater
companies acrossthe entire
country, witheach servicing
incredibly diverse urban and
rural populations using
dozens of discrete,
unconnected networks. To
suggest thatitcan deliver
better services for lessmoney
is just one of theproblems
withthe new model.’’
She saidgetting water safely
intohomes, businesses, marae
and everywhereelsewas a
complexchallengethat
couldn’tbesolved justby
adding alayerofcomplex
management on topofwhat
was already in place.
“Oursubmission provides
fresh ideas for better water.
Our ideas aren’tcomplicated
or unique;they’re justways of
improving on what’s mostly
beendone successfully for
decades.
“There is abetter wayto
objectivesand we want to
workinpartnership withthem
to ensurethat happens.”
Booster
cranks up
People havebeenqueuing up in Ashburton
to get abooster dose of the Covid19
vaccine.
The booster vaccination rollout got off to
aslowstart in thedistrict withlimited
vaccinationclinics open over the holiday
period to handle the influx of people
eligible forthe boostershot,but health
officials are confident of ongoing booster
rollout capacity.
CanterburyDistrictHealth Boardsenior
responsibleofficer for the Covid19
response Dr Helen Skinnerconfirmed
there hasbeenhigherdemand than usual
due to the reduced intervalfor booster
doses.
‘‘We have 10 primary care sitesinthe
AshburtonDistrictthat are workinghard
to deliver first, second and booster doses.’’
Boosterdoses arenow in effect after a
changeinpolicy saw the minimuminterval
between the second dose andbooster dose
forpeople aged18and over being reduced
fromsix monthstofour.
Health providers across the country can
now also vaccinatefive to 11yearolds
against Covid19.
The vaccine used forchildren hasa
lower doseand smallervolumethan the
adultvaccine and is administeredusing a
smallerneedle.
Childrenwill also have to wait eight
weeks before receiving their second dose.
Dr Skinnersaid each vaccinationsite
hasadesignated delivery day and were
supplied on this day with sufficient
vaccine to last until thenext week(with a
buffer) basedonthe numbers they
provided thehealth board.
‘‘Iftheygoabove their plannednumbers
said.
DrSkinnersaid therewere plenty of
DirectorgeneralofHealth Dr Ashley
Bloomfield said speeding up the booster
rollout was key to theresponse to the
Omicronvariant,which had become the
dominant covid variant overseas, but not
yetinNew Zealand.
‘‘The good news is that there is clear
evidence that thePfizervaccineprovides
protection against Omicron,’’Dr
Bloomfieldsaid.
“Wealsoknow that abooster dosewith
National treasure, actor Will Smith lights up 2022
with the best sports drama of the year.
It’s the story ofVenus and Serena Williams, the
worlds two famous top tennis players, and how
they become champions.
It’s a hard-hitting tale of a father hell bent on
helping his girls achieve their maximum potential
and instilling in them the immense confidenceyou
need to win and keep winning!
The humane side of the Williams’family journey is
coveredinpain-staking detail.
There were five girls inthe family. They battled
their way through poverty and acrime-infested
neighbourhood in Compton, the oldest town in
southernCalifornia.
Often when Richard took the girls totraining the
thugs would come in and beathim up,soitwasn’t
easy.
But finally they conquered a sport that was
Blackbilled gulls and their chicks arenestinginthe riverbed near the Ashburtonbridge.
Look out for our at risk gulls
DANIEL.TOBIN
@ashburtoncourier.co.nz
The colony of blackbilled
gulls who nest on the banks
of the Ashburton river has
becomemore important
since the sudden collapse
of ablackbilled gull /
tarāpuka colonyinthe
upper Waimakariri River.
It’s thought adog attack
prompted around 500 of
the ‘at risk’gulls to
abandon their nesting site
near Woodstock, west of
Oxford in North
Canterbury.
This was amassive blow
to the local ecology and
community–and a
sobering reminder of the
fragility of braidedriver
birds.
The Ashburton gulls are
favouringamound on the
east sideofthe Ashburton
bridgecreated by Fulton
theMay floods lastyear.
The birds nesting on the
birds nestingonthe river
bank are incubating.
Overthe last fewmonths
therehave beenacouple
But the blackbilled
resilience and theykeep
trying.
Until recently,the
specieswas categorised as
‘Threatened –Nationally
Critical’, andwas widely
considered the most
threatened gullinthe
world.
Following more
accuratesurveys,the gulls
status has now been
deemed At Risk –
Declining.
Drama students work on theatre piece
MICK.JENSEN
@ashburtoncourier.co.nz
Talented young thespians have been
busy devising their own piece of theatre
centredaroundwar time experiences.
Big Little Theatre Company (BLTC)
director JackieHeffernan has used her
annualsummertheatre school to work
with 22 studentsonawork inspiredby
recollections, poetry, archive material
and song.
The young actorsand writers are aged
between seven and 19 and will take the
show on the road in April.
Jackie Heffernan said the results of
research and creativity far exceeded
her expectations.
‘‘Ourshow name is ‘There’san
Element of Risk’, which which sumsup
beautifully the war timeexperiences of
those we have looked at, as well as the
historyofthe period.’’
She said manyyoung conscriptshad
no idea what was in storefor them and
many of the ‘‘boys’’ sent to fight had no
idea thatthey mightneverreturn home.
‘‘Theabilityofour youngpeopleto
empathise with the livesofthose born
way before their time is just
outstanding,’’ she said.
Workonthe theatre piecewill
continue nextterm and it willbestaged
locally prior to AnzacDay
commemorations.
It is set in avillage hall and will be
performed in those very halls,Mrs
Heffernan said.
‘‘We are very grateful for the amazing
support and expertise of Hamish Bruce
from Staveley, who inspiredour
students with aselection of his amazing
collection of World War 1and World
War 2originalartefacts–including the
bullet hole spattered tin hat wornbyone
In war costume regalia andwith an authentic and withan army bell tentbehind them areBig Little Theatre Company students
(from left) Arlo Bruce, Laura Hyde, Zoe Ritchie, Callum Tait and Felix Bruce.
very unfortunate soldier in battle,’’ Mrs
Heffernan said.
She saidperformers promised the
districtapieceoftheatre worthy of the
patronage of our town and district and
hoped that people would cometosee
and hear them pay respects to thosewho
fought and died for us all.
The show will be an immersive
experience, complete with rationed
food and drinkand air raid drills.
It will feature song and dance and the
sort of entertainment that kept those left
behind from the thoughts of war and
those fighting it.
The theatre group has been supported
with funding from the Creative
Youngsters shine at golf croquet nationals
DANIEL.TOBIN
@ashburtoncourier.co.nz
The pleasant clunk of croquet
balls can be heard in the
Ashburton Domain this week
with the golf croquet nationals
in full swing.
The Waireka Croquet Club is
hosting the competition for the
first time and tournament
manager Audrey Leath said the
competition had been excellent
with young players challenging
experienced veterans.
‘‘These young girls (Jessica
Bullen,16, and Charlotte
Marshall, 18,) who have just
won, have ahandicap of 10 and
won against aguy who is minus
five,’’ she said.
Most of the competitors in the
tournament are younger with
only four being over 50.
Above: Golf croquet national double winners Levi Franks, 17, and Josh Winter, 18, of Christchurch in action at Ashburton this week.
Mrs Leath thought golf
croquet, which is afaster
version of traditional croquet,
was one of the reasons more
young players were taking up
the sport.
‘‘It’s abit like sevens rugby
compared with normal rugby,’’
she said.
Players have come from all
over New Zealand to compete
including Manawatū,
Whanganui, Wellington, Nelson
and Blenheim.
The 2021 doubles winners
Levi Franks, 17, and Josh
Winter, 18, from Cashmere,
Christchurch retained their
title on Tuesday winning the
doubles finals.
The pair have been playing
croquet for around four years
and thought it was afun, social
sport to play with friends.
‘‘Also the competition aspect,
getting good at it and winning
national tournaments,’’ Levi
added.
The golf croquet nationals
are being played at the domain
until January 22.
Right: Jessica Bullen, 16, of
Paraparaumu is all
concentration as she lines up a
shot.
Kittens find new homes
The Mid CanterburyAnimal Welfare
centre was inundated with kittens at
the startofthe year, but that has
improved as people havetaken home
their favorite kitten.
The centre only has cats andkittens
and is run by ateam of volunteers lead
by centre managerRallou Keeley.
When new cats and kittens first arrive
at the centre they go into quarantine
and are checked over by the vet, then
they are movedinto an isolation room
where there are more checks before
being put on display in the viewing
roomwhere the publiccan selecttheir
new kitten.
Mrs Keeley said all kittens have their
firstvaccination and are spayed or
neutered, it costs $150 to buy akitten
which includesall thevaccinations and
electronic chip.
Cats andkittenscan be broughtinto
the centrefor all sorts of reasons.
‘‘We arealwayshere to help people
who need to leave acat, there are
different circumstanceslike an older
person goes into care,’’ she said.
Out thebackisanarea calledthe
Outpost, speciallyconstructed as a
retirement home for elderly and the
more wild cats.
‘‘We have anokillpolicy, we don't kill
anythingunless they arevery sick and
the vet saysthey aren’tgoing to
survive.’’
One cat in theoutpost is 18 years old
named Mother because she mothered
the new kittens that came to the centre.
The child Pfizer vaccine is available at
many walk-ins, community pharmacies
Navigating Omicron andThree Waters
It seems we areall on
tenterhookswaitingfor Omicron
to explodearoundthe country,
and thatcan be an exhausting
and frustrating state of play.
One thing we candotoprepare is to
makesureweget ourvaccine booster
and vaccinate our 5to11-year-olds.
Already at least95per cent of our
districtisfully vaccinated, and these
extraprecautions areencouraged.
We canalso planfor what happens
when covid inevitably comes to town –
by having essentials on handathome
and knowing what to do and who to
contactshould youneed help.
Watching howOmicron has panned
out in Australia has given us some
clues aboutwhattoexpect, and it’s not
pretty.But it has also givenusvaluable
timetoplan and to ensureour health
Yes, uncertainty remains, butweare
who have formed an action group to
bringfresh ideas to theThree Waters
debate.Atlastcount, thegroup had 24
partner councils, representing more
than amillion NewZealanders.
We wanted to presentconstructive
alternatives to the Government’s
proposed model, which has four
entities running the drinking water,
wastewaterand stormwaterassets of
67 councils.
We think Government'smodelis
overly complexand sets impossible
objectives. It adds acomplex
already in place.
Our actiongroup has made a
confident we have historically made
wise investmentsinthe pipe networks
Newtags aimtoimprove recycling habits
Council has introduced awheelie bin
tag system that will alert residents
when their recycling isnot upto
scratch.
The tags are attached to wheelie bin
handles by the auditors checking bins
ahead of kerbside collection. The tags
indicate why binshavenot been emptied.
InfrastructureServicesGroupManagerNeil
McCann said 46 bins were tagged on one
collection day in Allenton recently, which
is disappointing given the improvementin
recycling behaviourlastyear.
“In the past, residents would have found
letters in their letterbox advising their
recycling bin contained unrecyclable
material.Binswillnowhaveatagattached,
advising what theproblemmaterials are.
“Common offending items in recycling
bins include lids, tetra packs, and soft
plastics.“
Residents whose bins have been tagged
are requested to sort through their
recycling, remove the unwanted items,
and put it back out forcollection again in
twoweeks.
Recycling canalso be takentoany of the
Council’sresource recoveryparks if people
still want to get rid of it before the next
collectionday.
Unwanted recycling can contaminate
whole truck-loads and result in it being
rejectedbythe facility thatsortsCouncil's
recycling. Rejectedloads mustbesent to
landfill, creating more cost for ratepayers
at an averageof$2,000per load.
The tags can beremoved and recycled
oncebins havebeen correctly sortedand
emptied duringthe next collection run.
Mr McCann said wheelie bins had been
audited ahead of collection foroverayear
now, to help lower contamination rates.
Persistent offenders could have their
recyclingbins confiscated; with bins being
returned after an education session.
The yellow recycling bin is for hard
plastics 1, 2and 5, as well as aluminium
cans and metaltins, clean cardboardand
newspapers. Plastics numbered 1includes
soft drink bottles, 2includes milk bottles
and 5includes yoghurt and ice cream
containers.
Clean glass, such as clear and coloured
glassbottles or jarsgointhe green crate.
Lids, of all shapesand sizes, unfortunately,
cannot be recycled in yellowwheelie bins
as part of the kerbsidecollection. However
Council doesprovide adrop-off stationat
the AshburtonResource Recovery Park for
plastic bottle tops (eg milk/soft drinks),
bread bag-type tags, aluminium can tabs
and metalwine bottle tops. These are sent
Wellbeing
Helping resolvepainand discomfort
Ashburton Chiropractic is a chiropractic
clinic based in the heartofAshburton.
Owner operator DrDebra Curtin has been
helping resolve pain and discomfort inMid
Cantabrians formorethan 10 years.
“Pain is the body’s basic alarm system and
tells us that something is not working as
well as it could and tends to be areason why
someone seeks chiropractic care. However
chiropractic can also help with general
wellness,” she says.
Emerging chiropractic research over the
past 20 plus years has begun to unravel the
mysteries of joint dysfunction. Research
has focused on the relay system between
the central nervous system and how that
interactswith the brain.
Communication between the brain, the
body and the environment is via brain
neuroplasticity; the brain’s ability to adapt
to all the information it is processing every
second of everyday.
When things go wrong and we experience
spinalpain;knownasavertebralsubluxation
by chiropractors; the pain suggests thatthe
brain is not controlling the moving segment
while we areinmotion.
This results in the brain interpreting that
there isdanger to the surrounding tissue
and reacts with apain response. Itisabit like
an electrical short circuit. When the nerve
transmissions do not perform correctly,this
can lead to changes in muscle behaviour,
posture and ultimately a person’s ability
to move with ease. When this occurs it is
worth seeking assistance beginning with a
physical assessment.
Rats are ahuge pest
Rats, possums andstoats are
three of many introduced
animalsthat decimate our
wildlifeand eat ourforests.
It’s beenestimated that
every nightpossums eat about
21,000 tonnes of vegetation –
that’s about theweight of 150
bluewhales, the world’s
biggest animal. Insteadofall
thatvegetation absorbing
carbonand growing intoa
forest, it feeds millions of
possums.
Rats areahuge pest inour
forests too. The eat their way
through thousands of birds’
eggs every year. Stoatseat eggs
and chicks, andeven take on
adult birds sitting on eggs.
Cavitynesting birds such as
kea and riflemen are especially
vulnerable: stoats come down
the hollowand there’snowhere
for the bird to go.
It’s been recognised for ages
that New Zealand has a
problem with introduced
mammals. Traps, bait stations
and aerial poisoning have
managed pests to some extent,
but this has only ever given
temporarycontrol over limited
areas. There’s been great
success at removing entire
populations of predators from
offshore islands but on the
mainland there’s always the
issue of reinvasion.
Thereare several wildlife
sanctuaries withpredatorproof
fencing but what we
really need is the technology
and will to make our entire
country predatorfree.
Thegoal of Predator Free
2050 is to do exactly that. It’s
the aimofremoving all rats,
stoatsand possums –the three
introduced animals that do the
most damage to our farms,
forests, and wildlife –from
New Zealandbythe year 2050.
NewZealand has one of the
worst extinction records of any
country. Over 50species of
birds are nowextinct, and over
4000 native species are in
decline with aquarter of those
in real danger of extinction,
mostly due to predators (and
loss of habitat).
The aim of Predator Free
2050 is to step up control:togo
from apiecemeal approach to
coordinated nationwide
eradication. It builds on the
experience of successful pest
eradication on islands off New
Zealand, andonthe momentum
of the hundreds of community
conservation projectsaround
the country.
Everyone can helpby
controlling predators and pests
in their own backyards. Get
some traps for mice,rats and
possums –there’s good
Burns first aid
Whilethere are many types of
burns; chemical, friction,
radiation or electrical, these tips
are for thermal burns (from heat).
The type/degree of aburn is
defined by itsdepth and size:
Superficial (first degree): these
are painful; sunburn or amild
scald, whichisred, hot to touch
and usually dry in appearance.
Partial (second degree):
painful to temperatureand air;
from hot substances that lead to
blister formationand swelling
Full thickness (thirddegree):
only painful when deep pressure
is applied;from avery hot
substances,flames or explosions,
whichhave charred/white/grey
appearance.
Firstly, stop further burning,
remove the patientfrom the
source. Removecontaminated
and tight clothing carefully and
any constricting items; rings/
watches etc before swelling
occurs.
Within three hoursofthe
injury –preferably at the time,
the bestform of first aid for
superficialand partial thickness
burnsis20minutes of cool
running water fromatap or
shower.
If this has only beenpartially
completed withinthis timeframe,
it is still veryimportant to
complete thisstep to prevent the
burnpenetrating deeper into the
underlying skin layers. Wrap
unburnt areas of the patientwith
towels to prevent hypothermia
during the cooling process.
Postburn careincludes
suitable and continuing pain
relief paracetamol and
ibuprofenare effective.Apply a
goodquality absorbent dressing
for up to three days to minimize
infectionfollowed by aprotective
dressinguntil healing is
complete. Agood quality
moisturizing cream is effective
for sunburn.
Whentocall an ambulance: the
patientisbadly injured, the burn
is partial or full thicknessand
for girls last year with Oliver, once again,
taking the list for boys. Oliver has held the
topspot since2013.
Manaia comes in as the most evenly-split
The Births, Deaths and Marriages registrargeneral
shares the most popular baby
names every year bygathering information
from SmartStart. In 2021 an impressive 99
percent of babies born inAotearoa were
registered using the online tool for new
parents.
Registrar-general Jeff Montgomery said
SmartStart made it easy for parents to find
what needed to be done when ababy was
born, starting with registering the birth.
“Registering your newbornmakes surethey
have an official identity from birth, so they
can access their legal rights as theygrowup.”
The site, which can be used anytime and
on any device, also explains what parents
need to do to get an IRD number for their
baby, how to adjust a Ministry of Social
Development benefit, and how toapply for
the $60 aweek BestStartpayment.
Registering your child in this wayisfree, fast
and efficient. It also helps the tracking of
trends in babynames,MrMontgomerysaid.
Isla and Amelia were the second and third
most popular girls’names for 2021, having
fought Charlotte for the top spot over the
past three years.
The same trend runs for boys’ names, with
Noah and Jack coming in second and third
after joining Oliver in the top three for the
previous four years.
Anew addition to the topten boys’names is
Theodore, which has been creeping up the
ranks in popularitysince2019.
There were 56,013 births registered in
Aotearoa last year, with atotal of 16,790
decline in births from the previous two
years.
Atotal of 17,749 different first names were
givento 58,676babies bornin 2020.In2019,
