‘‘The pool auditwas done at<br />

the end of lastseason and we<br />

were keentosee the changing<br />

roomsdemolishedover the<br />

winter months, but forone<br />

reason or another,including<br />

coviddelays, that didn’t<br />

happen. We weretold the pool<br />

office needed to go as well, so<br />

we went ahead andgot rid of<br />

it, only for council to come<br />

back later to say it wasgoodto<br />

services nursingstaff from various<br />

outpatient, community, day surgical<br />

and education workforcesare being<br />

redeployed to assist in the areas<br />

<strong>Ashburton</strong> Hospital is reviewing<br />

its outpatient clinic and community<br />

care bookings for the next six weeks,<br />

with urgentand acute care being<br />

past few weeks in preparation for this<br />

week’s opening.<br />

The pool took along timetofill and<br />

the concrete tookalot of water to soak<br />

in, pool committee president Helena<br />

Dunlea said.<br />

It had been tested and was now good<br />

to go.<br />

‘‘Where people may notice a<br />

difference is in the way other<br />

services are delivered in <strong>Ashburton</strong>.<br />

‘‘While our district nursing<br />

service continues, more clinics will<br />

Fresh approach called for water delivery<br />

New Zealanders are likely to<br />

pay more and receive fewer<br />

benefits under the<br />

Government’s proposed Three<br />

Waters reform model, says a<br />

local government action group<br />

formed to bring fresh ideas to<br />

the debate.<br />

Called Communities 4Local<br />

Democracy (C4LD), the group<br />

represents more than amillion<br />

New Zealanders and is made<br />

up of 24 partner councils from<br />

around the country, including<br />

<strong>Ashburton</strong> District Council.<br />

In its recent submission on<br />

economic regulation and<br />

consumer protection for Three<br />

Waters, C4LD says that a<br />

completely fresh approach to<br />

water delivery is more likely to<br />

deliver the Government’s water<br />

reform objectives than the<br />

Government’s current<br />

proposal.<br />

‘‘The Government’s proposal<br />

falls well short on several<br />

fronts, so we will shortly be<br />

presenting them with<br />

straightforward and workable<br />

alternatives that deliver on all<br />

of their requirements while<br />

preserving local<br />

responsiveness and<br />

accountability,” Manawatu<br />

mayor and C4LD chair Helen<br />

Worboys said.<br />

The group appointed<br />

international strategy<br />

consulting firm Castalia to<br />

advise its partner councils on<br />

the Government’s proposed<br />

regime and to prepare its<br />

submission on the economic<br />

regulation regime proposed in<br />

aMinistry of Business,<br />

Innovation and Employment<br />

discussion paper.<br />

“Wewanttomake a<br />

constructivecontribution to<br />

themodelthat is finally<br />

adopted by theGovernment.<br />

“The best outcomefor all<br />

NewZealanderswillcome<br />

from combining thebestof<br />

cranks up<br />

People havebeenqueuing up in <strong>Ashburton</strong><br />

to get abooster dose of the Covid­19<br />

vaccine.<br />

The booster vaccination rollout got off to<br />

aslowstart in thedistrict withlimited<br />

vaccinationclinics open over the holiday<br />

period to handle the influx of people<br />

eligible forthe boostershot,but health<br />

officials are confident of ongoing booster<br />

rollout capacity.<br />

there hasbeenhigherdemand than usual<br />

due to the reduced intervalfor booster<br />

<strong>Ashburton</strong>Districtthat are workinghard<br />

to deliver first, second and booster doses.’’<br />

Boosterdoses arenow in effect after a<br />

changeinpolicy saw the minimuminterval<br />

between the second dose andbooster dose<br />

forpeople aged18and over being reduced<br />

fromsix monthstofour.<br />

Health providers across the country can<br />

now also vaccinatefive to 11­year­olds<br />

against Covid­19.<br />

The vaccine used forchildren hasa<br />

lower doseand smallervolumethan the<br />

adultvaccine and is administeredusing a<br />

smallerneedle.<br />

Childrenwill also have to wait eight<br />

weeks before receiving their second dose.<br />

Dr Skinnersaid each vaccinationsite<br />

hasadesignated delivery day and were<br />

supplied on this day with sufficient<br />

vaccine to last until thenext week(with a<br />

buffer) basedonthe numbers they<br />

provided thehealth board.<br />

‘‘Iftheygoabove their plannednumbers<br />

Drama students work on theatre piece<br />

Talented young thespians have been<br />

busy devising their own piece of theatre<br />

centredaroundwar time experiences.<br />

Big Little Theatre Company (BLTC)<br />

director JackieHeffernan has used her<br />

annualsummertheatre school to work<br />

with 22 studentsonawork inspiredby<br />

recollections, poetry, archive material<br />

and song.<br />

The young actorsand writers are aged<br />

between seven and 19 and will take the<br />

show on the road in April.<br />

Jackie Heffernan said the results of<br />

research and creativity far exceeded<br />

her expectations.<br />

‘‘Ourshow name is ‘There’san<br />

Element of Risk’, which which sumsup<br />

beautifully the war timeexperiences of<br />

those we have looked at, as well as the<br />

historyofthe period.’’<br />

She said manyyoung conscriptshad<br />

no idea what was in storefor them and<br />

many of the ‘‘boys’’ sent to fight had no<br />

idea thatthey mightneverreturn home.<br />

‘‘Theabilityofour youngpeopleto<br />

empathise with the livesofthose born<br />

way before their time is just<br />

outstanding,’’ she said.<br />

Workonthe theatre piecewill<br />

continue nextterm and it willbestaged<br />

locally prior to AnzacDay<br />

commemorations.<br />

It is set in avillage hall and will be<br />

performed in those very halls,Mrs<br />

Heffernan said.<br />

She saidperformers promised the<br />

districtapieceoftheatre worthy of the<br />

patronage of our town and district and<br />

hoped that people would cometosee<br />

and hear them pay respects to thosewho<br />

fought and died for us all.<br />

The show will be an immersive<br />

experience, complete with rationed<br />

food and drinkand air raid drills.<br />

It will feature song and dance and the<br />

sort of entertainment that kept those left<br />

behind from the thoughts of war and<br />

those fighting it.<br />

The theatre group has been supported<br />

with funding from the Creative<br />

Communities Schemeand <strong>Ashburton</strong><br />

DistrictCouncil.<br />

The first showwill be in front of an<br />

invited audience on April 21, followed<br />

by two showsatvenuestobeconfirmed<br />

and afinal show at the <strong>Ashburton</strong>Trust<br />

Event Centre on April 24.<br />

Female art finalists chosen<br />

The finalists have been<br />

selected for this year’s Zonta<br />

<strong>Ashburton</strong> Female Art<br />

Awards(ZAFAA), with the 72<br />

entries now whittled down to<br />

37.<br />

The <strong>Ashburton</strong> Art Gallery<br />

will host the sixthawards<br />

exhibition, which run from<br />

March 19 to April24.<br />

The art awards seek to raise<br />

the status of femalevisual<br />

artists.<br />

Some 24 artworksqualify<br />

for the premierawardand 13<br />

are eligiblefor the young<br />

generation award aimed at<br />

femaleartists between the age<br />

of 16­<strong>20</strong>.<br />

The awards eveningon<br />

Jacquelyn Greenbank, who<br />

<strong>Ashburton</strong> Justices of the Peace have<br />

welcomed new JPs Les Henderson and<br />

Rachel Roadleytotheir ranks.<br />

The pair were sworn in at aceremony at<br />

the <strong>Ashburton</strong>Courthouselate last year<br />

by judge Dominic Dravitzki.<br />

Mr Henderson moved to <strong>Ashburton</strong><br />

from Melbourne in 1988 and has been<br />

employed by electricitylines company EA<br />

Networks in anumberofroles over the<br />

last 33 years.<br />

He hastwo grown up children andhas<br />

been active in the Mid Canterbury<br />

community over the years.<br />

Hisvolunteering has included roles on<br />

<strong>Ashburton</strong> rugby league andTinwald Pool<br />

committees, support for the Multi<br />

Cultural Bite event and active roles in his<br />

church.<br />

In his spare time, Mr Henderson enjoys<br />

time with family and friends andreading.<br />

Rachel Roadley andher husband Greg<br />

have been farming in the Pendarves area<br />

for over<strong>20</strong>years andhavefarming<br />

interests in the wider Canterbury area,<br />

Marlborough, Southlandand in the USA.<br />

Shegrew grew up in the Fairlie district,<br />

attended Lincoln University, and has<br />

alwaysbeen involved in the primary<br />

sector.<br />

Shehas enjoyed being an active<br />

member of local groups such as the Mid<br />

Canterbury Regional Primary ITO and<br />

Canterbury North OtagoDairy Industry<br />

Awards committees.<br />

MrsRoadley has two teenage children<br />

at highschool andhas supportedthem<br />

over the years in sporting activities<br />

including netball, rugby, swimming, and<br />

Youngsters shine at golf croquet nationals<br />

The pleasant clunk of croquet<br />

balls can be heard in the<br />

<strong>Ashburton</strong> Domain this week<br />

with the golf croquet nationals<br />

in full swing.<br />

The Waireka Croquet Club is<br />

hosting the competition for the<br />

first time and tournament<br />

manager Audrey Leath said the<br />

competition had been excellent<br />

with young players challenging<br />

experienced veterans.<br />

‘‘These young girls (Jessica<br />

Bullen,16, and Charlotte<br />

Marshall, 18,) who have just<br />

won, have ahandicap of 10 and<br />

won against aguy who is minus<br />

five,’’ she said.<br />

Most of the competitors in the<br />

tournament are younger with<br />

only four being over 50.<br />

‘‘It’s abit like sevens rugby<br />

compared with normal rugby,’’<br />

Players have come from all<br />

over New Zealand to compete<br />

including Manawatū,<br />

Whanganui, Wellington, Nelson<br />

and Blenheim.<br />

The <strong>20</strong>21 doubles winners<br />

Levi Franks, 17, and Josh<br />

Winter, 18, from Cashmere,<br />

Christchurch retained their<br />

title on Tuesday winning the<br />

doubles finals.<br />

The pair have been playing<br />

croquet for around four years<br />

and thought it was afun, social<br />

sport to play with friends.<br />

‘‘Also the competition aspect,<br />

getting good at it and winning<br />

national tournaments,’’ Levi<br />

added.<br />

The golf croquet nationals<br />

are being played at the domain<br />

until <strong>January</strong> 22.<br />

Kittens find new homes<br />

The Mid CanterburyAnimal Welfare<br />

centre was inundated with kittens at<br />

the startofthe year, but that has<br />

improved as people havetaken home<br />

their favorite kitten.<br />

The centre only has cats andkittens<br />

and is run by ateam of volunteers lead<br />

by centre managerRallou Keeley.<br />

When new cats and kittens first arrive<br />

at the centre they go into quarantine<br />

and are checked over by the vet, then<br />

they are movedinto an isolation room<br />

where there are more checks before<br />

being put on display in the viewing<br />

roomwhere the publiccan selecttheir<br />

new kitten.<br />

Mrs Keeley said all kittens have their<br />

firstvaccination and are spayed or<br />

neutered, it costs $150 to buy akitten<br />

which includesall thevaccinations and<br />

electronic chip.<br />

Cats andkittenscan be broughtinto<br />

the centrefor all sorts of reasons.<br />

‘‘We arealwayshere to help people<br />

who need to leave acat,there are<br />

different circumstanceslike an older<br />

person goes into care,’’ she said.<br />

community, says the Ministry of<br />

more than the previousyear.<br />

The consents for new houses had an<br />

estimated cost of $101,257,697 – that<br />

compares to 138 new build consents<br />

worth $56,121,077 in <strong>20</strong><strong>20</strong>.<br />

In total, 722 building consents were<br />

issued in <strong>20</strong>21 for arange ofprojects,<br />

including farm buildings, educational<br />

buildings, office and retail buildings and<br />

re-sited houses. The combined value was<br />

$223,569,575.<br />

In <strong>20</strong><strong>20</strong>, atotalof585 buildings consents<br />

were issued, for a combined value of<br />

$106,529,995.<br />

It seems we areall on<br />

tenterhookswaitingfor Omicron<br />

pretty.But it has also givenusvaluable<br />

is part of agroup of local authorities<br />

who have formed an action group to<br />

bringfresh ideas to theThree Waters<br />

debate.Atlastcount, thegroup had 24<br />

partner councils, representing more<br />

than amillion NewZealanders.<br />

We wanted to presentconstructive<br />

alternatives to the Government’s<br />

proposed model, which has four<br />

entities running the drinking water,<br />

wastewaterand stormwaterassets of<br />

67 councils.<br />

We think Government'smodelis<br />

overly complexand sets impossible<br />

objectives. It adds acomplex<br />

management layerontop of what is<br />

already in place.<br />

Our actiongroup has made a<br />

submission to Governmentabout<br />

astraightforwardand workable<br />

alternativethatwethink will get<br />

watersafely intohomes, businesses<br />

and everywhereelse.Our ideas are<br />

notcomplicated, they’re justwaysof<br />

improvingonwhathas been done<br />

successfully fordecades.<br />

While we havesome challenges<br />

ahead in ourown district,weare also<br />

confident we have historically made<br />

wise investmentsinthe pipe networks<br />

thathandleall our waterand we<br />

haveplannedfor both growth and<br />

maintenanceoverthe next 30 years.<br />

We want to keep localinfrastructurein<br />

direct ownership of localcommunities<br />

andprotect it againstprivatisation.<br />

Councillors will meetnextweek for<br />

thefirst timein<strong>20</strong>22when we begin<br />

looking at the budgetfor the <strong>20</strong>22-23<br />

financial year,which beginsinJune.<br />

Grant rounds coming up; $245,000 to give<br />

Community groups and individuals<br />

are being encouraged to start<br />

thinking now about projects that<br />

couldqualify forfinancial help from<br />

various funds administered bythe<br />

<strong>Ashburton</strong> District Council, which<br />

has $245,000 to distribute.<br />

Funding applications openinFebruaryfor<br />

nine different pools of money.<br />

Applications will also be accepted during<br />

themonth of Marchfor anew walking and<br />

cycling trail maintenance fund, the Sport<br />

New Zealand rural travel fund, and the<br />

CreativeCommunities Scheme fund.<br />

ApplicationformswillsoonbeonCouncil’s<br />

websiteand people will be able to submit<br />

applications online, withintheadvertised<br />

time frames.<br />

The first group offunds, which opens for<br />

applications on 1February, is for:<br />

Community project –grants will assist<br />

projects that maintain and/or enhance<br />

residents’ quality oflifeinthe district.<br />

Communityevents –grantswill support<br />

new events and/or build capacity of<br />

existing events. Events must besmokefree,<br />

sun-smart and work towards zero<br />

waste.<br />

Biodiversity – grants are for projects<br />

that aim to protect, maintain orrestore<br />

biodiversity.<br />

Heritage –grants are for buildings or<br />

itemslistedinthe District Planand funding<br />

mustbeusedfor specialisedmaintenance,<br />

such as replacing claddingor fittings that<br />

preserveorrestore theheritagestate ofthe<br />

building.<br />

Community development (infrastructure)<br />

-for the development ormaintenance<br />

of memorial and community halls and<br />

reserveboard infrastructure.<br />

Community development (agency) -<br />

grant is for community organisations to<br />

contribute towards operational costs,<br />

including rent or salaries. Examples of<br />

agencies that havebeen successfulinthe<br />

past include support services for singleparent<br />

families, exercise classes for the<br />

elderly, training and support services<br />

including specific youth support and<br />

health services.<br />

Communitylibraries–thisgrantsupports<br />

the district’s independently operated<br />

community libraries that provide their<br />

residents with information, education,<br />

economic regeneration, culture, diversity<br />

and recreation.<br />

School holiday programmes - in the<br />

past this hasbeen used by groups such as<br />

Mid Canterbury Rural Women to provide<br />

healthy cooking classes to youth, andfor<br />

activities such as kite-making and other<br />

art and craft projects for children at the<br />

South Rakaia settlement.<br />

Community Services Group Manager<br />

SteveFabishsaid groups should be doing<br />

their homeworknow to seeifany projects<br />

in the next six months might qualify for<br />

funding help.<br />

“We have $245,000 togive out ingrants,<br />

and that’s money that could really boost<br />

some local projects, programmes and<br />

ideas.”<br />

Threemorefunds open forapplications on<br />

1March.<br />

The new walking and cycling trail<br />

maintenance fund is to assist projects<br />

that maintain tracks in thedistrict.<br />

The purpose of the Sport New Zealand<br />

ruraltravelfundisto helpsubsidisetravel<br />

forjunior sportsteamstaking part in sport<br />

competitions. Sports clubs and school<br />

teams with young people aged between 5<br />

and19canapply.<br />

Individuals and groups can apply for<br />

CreativeCommunitiesSchemefunding<br />

towards their art projects. This includes<br />

projects that relate to craft or object art,<br />

literature, murals, visual arts, dance,<br />

music, film, theatre, Ngā toi Māori, and<br />

Pacific arts. Theprojectcanbeintheform<br />

of an exhibition, performance, workshop<br />

or simply about creation.<br />

Newtags aimtoimprove recycling habits<br />

Council has introduced awheelie bin<br />

tag system that will alert residents<br />

when their recycling isnot upto<br />

scratch.<br />

The tags are attached to wheelie bin<br />

handles by the auditors checking bins<br />

ahead of kerbside collection. The tags<br />

indicate why binshavenot been emptied.<br />

InfrastructureServicesGroupManagerNeil<br />

McCann said 46 bins were tagged on one<br />

collection day in Allenton recently, which<br />

is disappointing given the improvementin<br />

recycling behaviourlastyear.<br />

“In the past, residents would have found<br />

letters in their letterbox advising their<br />

recycling bin contained unrecyclable<br />

material.Binswillnowhaveatagattached,<br />

advising what theproblemmaterials are.<br />

“Common offending items in recycling<br />

bins include lids, tetra packs, and soft<br />

plastics.“<br />

Residents whose bins have been tagged<br />

are requested to sort through their<br />

recycling, remove the unwanted items,<br />

and put it back out forcollection again in<br />

twoweeks.<br />

Recycling canalso be takentoany of the<br />

Council’sresource recoveryparks if people<br />

still want to get rid of it before the next<br />

collectionday.<br />

Unwanted recycling can contaminate<br />

whole truck-loads and result in it being<br />

rejectedbythe facility thatsortsCouncil's<br />

recycling. Rejectedloads mustbesent to<br />

landfill, creating more cost for ratepayers<br />

at an averageof$2,000per load.<br />

The tags can beremoved and recycled<br />

oncebins havebeen correctly sortedand<br />

emptied duringthe next collection run.<br />

Mr McCann said wheelie bins had been<br />

audited ahead of collection foroverayear<br />

now, to help lower contamination rates.<br />

Persistent offenders could have their<br />

recyclingbins confiscated; with bins being<br />

returned after an education session.<br />

The yellow recycling bin is for hard<br />

plastics 1, 2and 5, as well as aluminium<br />

cans and metaltins, clean cardboardand<br />

newspapers. Plastics numbered 1includes<br />

soft drink bottles, 2includes milk bottles<br />

and 5includes yoghurt and ice cream<br />

containers.<br />

Clean glass, such as clear and coloured<br />

glassbottles or jarsgointhe green crate.<br />

Lids, of all shapesand sizes, unfortunately,<br />

cannot be recycled in yellowwheelie bins<br />

as part of the kerbsidecollection. However<br />

Council doesprovide adrop-off stationat<br />

the <strong>Ashburton</strong>Resource Recovery Park for<br />

plastic bottle tops (eg milk/soft drinks),<br />

bread bag-type tags, aluminium can tabs<br />

and metalwine bottle tops. These are sent<br />

to TidyKiwiNZ wheretheyare recycled.<br />

Rats are ahuge pest<br />

Rats, possums andstoats are<br />

three of many introduced<br />

animalsthat decimate our<br />

wildlifeand eat ourforests.<br />

It’s beenestimated that<br />

every nightpossums eat about<br />

21,000 tonnes of vegetation –<br />

that’s about theweight of 150<br />

bluewhales, the world’s<br />

biggest animal. Insteadofall<br />

thatvegetation absorbing<br />

carbonand growing intoa<br />

forest, it feeds millions of<br />

possums.<br />

Rats areahuge pest inour<br />

forests too. The eat their way<br />

through thousands of birds’<br />

eggs every year. Stoatseat eggs<br />

and chicks, andeven take on<br />

adult birds sitting on eggs.<br />

Cavity­nesting birds such as<br />

kea and riflemen are especially<br />

vulnerable: stoats come down<br />

the hollowand there’snowhere<br />

for the bird to go.<br />

It’s been recognised for ages<br />

that New Zealand has a<br />

problem with introduced<br />

mammals. Traps, bait stations<br />

and aerial poisoning have<br />

managed pests to some extent,<br />

but this has only ever given<br />

temporarycontrol over limited<br />

areas. There’s been great<br />

success at removing entire<br />

offshore islands but on the<br />

mainland there’s always the<br />

issue of reinvasion.<br />

Thereare several wildlife<br />

sanctuaries withpredatorproof<br />

fencing but what we<br />

really need is the technology<br />

and will to make our entire<br />

country predator­free.<br />

Thegoal of Predator Free<br />

<strong>20</strong>50 is to do exactly that. It’s<br />

the aimofremoving all rats,<br />

stoatsand possums –the three<br />

introduced animals that do the<br />

most damage to our farms,<br />

forests, and wildlife –from<br />

New Zealandbythe year <strong>20</strong>50.<br />

NewZealand has one of the<br />

worst extinction records of any<br />

country. Over 50species of<br />

birds are nowextinct, and over<br />

4000 native species are in<br />

decline with aquarter of those<br />

in real danger of extinction,<br />

mostly due to predators (and<br />

loss of habitat).<br />

The aim of Predator Free<br />

<strong>20</strong>50 is to step up control:togo<br />

from apiecemeal approach to<br />

co­ordinated nationwide<br />

eradication. It builds on the<br />

experience of successful pest<br />

eradication on islands off New<br />

Zealand, andonthe momentum<br />

of the hundreds of community<br />

conservation projectsaround<br />

the country.<br />

Burns first aid<br />

Whilethere are many types of<br />

burns; chemical, friction,<br />

radiation or electrical, these tips<br />

are for thermal burns (from heat).<br />

The type/degree of aburn is<br />

defined by itsdepth and size:<br />

Superficial (first degree): these<br />

are painful; sunburn or amild<br />

scald, whichisred, hot to touch<br />

and usually dry in appearance.<br />

Partial (second degree):<br />

painful to temperatureand air;<br />

from hot substances that lead to<br />

blister formationand swelling<br />

Full thickness (thirddegree):<br />

only painful when deep pressure<br />

is applied;from avery hot<br />

substances,flames or explosions,<br />

whichhave charred/white/grey<br />

appearance.<br />

Firstly, stop further burning,<br />

remove the patientfrom the<br />

source. Removecontaminated<br />

and tight clothing carefully and<br />

any constricting items; rings/<br />

watches etc before swelling<br />

occurs.<br />

Within three hoursofthe<br />

injury –preferably at the time,<br />

the bestform of first aid for<br />

superficialand partial thickness<br />

burnsis<strong>20</strong>minutes of cool<br />

running water fromatap or<br />

shower.<br />

If this has only beenpartially<br />

completed withinthis timeframe,<br />

it is still veryimportant to<br />

complete thisstep to prevent the<br />

burnpenetrating deeper into the<br />

underlying skin layers. Wrap<br />

unburnt areas of the patientwith<br />

towels to prevent hypothermia<br />

during the cooling process.<br />

Postburn careincludes<br />

suitable and continuing pain<br />

relief ­paracetamol and<br />

ibuprofenare effective.Apply a<br />

goodquality absorbent dressing<br />

for up to three days to minimize<br />

infectionfollowed by aprotective<br />

dressinguntil healing is<br />

complete. Agood quality<br />

moisturizing cream is effective<br />

for sunburn.<br />
