audits and serving as an EHS resource for our contractor members,<br />
complimentary with membership. <strong>Monthly</strong>, we have a Safety Committee<br />
meeting, along with a Safety/Superintendent Forum open to anyone<br />
– member or non-member – free of charge. It is our goal to assist all<br />
companies with developing and implementing their safety program to keep<br />
all our workers safe.<br />
Margaret Mead once said, “Never underestimate the power of a small<br />
group of committed people to change the world. In fact, it is the only thing<br />
that ever has.” When we talk about TEXO and our many volunteers who<br />
continually pour into the development of the construction industry in our<br />
area, this is the quote that comes to mind.<br />
TEXO was founded in 2009 to build the best construction community<br />
for North and East Texas. Seeing the need for a stronger, more unified<br />
industry, the North Texas ABC and AGC chapters joined forces to share<br />
expertise, present a unified voice before policymakers, and offer a<br />
comprehensive range of services.<br />
Today – more than a decade later – TEXO is the largest construction<br />
industry trade association in Texas and one of the country’s largest<br />
chapters affiliated with both the national Associated <strong>Build</strong>ers &<br />
Contractors and Associated General Contractors. We’re proud to be<br />
comprised of over 300 members who do more than $18 billion of work<br />
annually.<br />
Our mission is to create the best contractor community through unity and<br />
leadership. We’re focused on what matters most to you — helping you<br />
develop the best employees, win and deliver work safely, and operate<br />
ethically and profitably for the betterment of the North and East Texas<br />
communities. TEXO has four focus areas: Governmental Affairs, Training,<br />
Safety Services, and Workforce Development.<br />
TEXO Governmental Affairs aims to expand construction markets and<br />
reduce business costs within the geographical regions of our state.<br />
Through credible and expert advocacy at all levels of government, we<br />
ensure that Texas legislators and regulators comprehend the impacts<br />
of policies on commercial construction businesses. We facilitate the<br />
involvement of our members in government affairs to provide for a<br />
powerful and respected voice in the local, state, and federal policy-making<br />
process. Our goal is always to represent the industry with passion and be<br />
the construction voice in the room when decisions are made.<br />
Our training division, TEXO University, has been a major emphasis for<br />
our team in the last decade. Through a variety of workshops, webinars/<br />
seminars, and hands-on training, we offer numerous opportunities for<br />
development and growth. We strategically cater our course offerings to<br />
meet the needs of the industry and our members. Our top-of-the-line<br />
training courses are tailored to a variety of skillsets and are used by our<br />
members as long-term career development tools for their employees, as<br />
well as an invaluable resource for regional high schools and educational<br />
institutions.<br />
Facilitated by construction safety professionals (many of whom are<br />
bilingual), the TEXO Safety team offers a multitude of constructionspecific<br />
and general safety courses that meet industry requirements and<br />
best practices to continuously improve the construction community and<br />
the service level of our members. These offerings allow construction<br />
personnel at all levels to receive the training necessary to return home<br />
safely after working on construction projects.<br />
Specifically, we developed our TEXO Safety First program as a handson,<br />
interactive orientation for commercial construction employees in all<br />
divisions so they can learn the essentials of jobsite safety. Through this<br />
industry-endorsed program, we have trained over 60,000 workers in the<br />
<strong>Dallas</strong>/Fort Worth area since 2013. New in <strong>2022</strong>, we have incorporated<br />
a virtual reality component to enhance the participants’ engagement and<br />

TEXO Safety promotes and advocates a safe and healthy workplace<br />
by offering unparalleled onsite safety support, including jobsite safety<br />

TEXO Foundation is our 501(c)3 organization that solely focuses on<br />
educating, recruiting, training, and retaining the next generation of<br />
construction professionals. In the state of Texas alone, we are 800,000<br />
workers short within our industry. We are in significant need of highquality<br />
employees and especially craft professionals. TEXO Foundation<br />
has set a vision to tackle the current construction labor shortage and<br />
encourage the best and brightest to pursue careers in construction. The<br />
organization has three core outreach areas – high school, college, and the<br />
community.<br />
The High School Outreach Committee is working with over 60 high school<br />
CTE programs. We focus on creating pipelines via advisory councils,<br />
classroom presentations, construction awareness events, and scholarships<br />
to encourage careers in construction and skilled trades. The College<br />
Outreach Committee focuses on building relationships with colleges and<br />
universities that have accredited construction programs, including the<br />
Associated Schools of <strong>Construction</strong> (ASC) Region 5, as well as annually<br />
administering over $60,000 in scholarships and grants.<br />
TEXO Foundation has several events throughout the year, including the<br />
ASC Region 5 Student Competition, where over 220 top construction<br />
management students come to DFW from all over a four-state region<br />
to compete in three categories: Commercial, Heavy Highway, and<br />
Design-<strong>Build</strong>. This past year, TEXO Foundation also hosted our first<br />
ever Combined Educators Conference, which brought together both<br />
college and high School construction educators and administrators for<br />
an interactive day of learning from the DFW construction industry.<br />
TEXO members presented current industry standards and challenges<br />
we are facing to help equip these instructors. With over 80 educators in<br />
attendance, we built last relationships among the boots-on-the-ground<br />
who are investing daily in our future workforce.<br />
The Community Outreach Committee is anew area of focus for TEXO<br />
Foundation and will primarily focus on encouraging veterans, parolees,<br />
individuals looking to change careers, and others to join the construction<br />
industry. Currently, our primary objective is engaging our veteran<br />
community. We aim to partner with other associations with established<br />
training programs for our veterans. TEXO has members who are hiring<br />
daily and would like to support our veteran community, so our goal is to be<br />
the catalyst between organizations.<br />
In addition to these exciting initiatives, TEXO offers a variety of events as a<br />
way for our members to build relationships, share ideas, and support each<br />
other’s goals. For example, in the TEXO Challenge Cup series, companies<br />
come together to compete in a 5-event tournament that spans across the<br />
calendar year and culminates in the presentation of the Challenge Cup<br />
trophy at our annual Holiday & Awards Gala.<br />
We also have a wide range of committees for people to get involved with<br />
and hold leadership positions. From a joint AIA/TEXO Committee and<br />
Safety Committee to our new Diversity & Inclusion Committee and a 350<br />
member-strong Young Constructors Council, there is a place for everyone<br />
to get plugged into with TEXO.<br />
TEXO’s member companies consist of general contractors, specialty<br />
contractors, and industry professional who support the construction<br />
Industry. When a company joins TEXO, all their employees become<br />

Although not the only critical underground facility being damaged, gas & hazardous liquid pipeline damages continue to<br />
be an issue across Texas; so much so that the Railroad Commission of Texas implemented and is enforcing the regulatory<br />
requirements of Chapter 18. A significant percentage of these line strikes result from crews digging with mechanized<br />
equipment in the immediate vicinity of a gas pipeline. Depending on the nature of work and pipeline placement, it is<br />
sometimes difficult to avoid encroachment into the area identified by the RRC as the “18-inch hand dig” Tolerance Zone<br />
around gas pipelines. This translates into citations and significant fines levied against excavators, other utility operators, and<br />
even including municipal system operators.<br />
The session will thoroughly address Chapter 18 requirements from the initial locate request all the way to filing the postincident<br />
damage report. Electronic methods of requesting facility locates, incorporating safe excavation practices to avoid<br />
damage, and fundamental incident investigation techniques & documentation will also be addressed.<br />

IMPROVING SAFETY<br />

Tragically on June 24, 2021, a 12-story Florida<br />
condominium complex suffered a catastrophic collapse<br />
in the middle of the night, crushing sleeping residents in<br />
a massive heap of debris, taking the lives of 98 persons.<br />
Some people were trapped without enough time to<br />
escape. (Headline)<br />
As an electrical engineer, I looked for details that could<br />
enlighten me about the cause of the catastrophe. Of<br />
course, emergency lighting was at the forefront of my<br />
research. Despite the rapid collapse, reports indicate that<br />
many people managed to escape.<br />

According to a report in the Miami Herald, forensic<br />
engineers combed through the debris of the<br />
condominium tower, searching for the reason for<br />
the building’s sudden, disastrous failure. Based on<br />
interviews with engineers and construction experts,<br />
the investigators determined the cause to be multiple,<br />
extensive structural flaws that have existed in the<br />
building for 40 years.<br />

In electrical design work, ensuring a safe and speedy<br />
egress is crucial at every level of planning. For those not<br />
living in the collapsed section of the towers, there must<br />
have been overwhelming panic to exit the building safely.<br />
It may have been that the emergency lighting was intact<br />
and functional.<br />
A Requirement, Not an Option – Design for Quick &<br />
Safe Egress<br />
Emergency lighting is wired to a commercial building’s<br />
power supply for continuous charging of internal<br />
batteries. The goal is to provide back-up power for the<br />
egress lighting and exit lights. Exit lights are always<br />
illuminated, and a safe exit egress path is lit during a<br />
power outage, enabling occupants to easily locate the<br />
exits and evacuate the building.<br />
Fire code requires a one foot-candle of illumination at<br />
floor level along the path of egress out of the building.<br />
I recommend lighting software for accurate simulation,<br />
positioning of exit lights, and determining the egress<br />
path. Following are a few programs that I like because of<br />
their capabilities and advantages:<br />
• AGI32 is a software that offers the ability to see<br />
results clearly for an entire project, saving time and<br />
money by creating a virtual model of a proposed<br />

• CalcuLuX is developed at the Philips Lighting Design<br />
and Application Center and consists of three lighting<br />
design programs: Indoor, Area and Road, and a<br />

design in projects and lighting design contexts used<br />
by hundreds of thousands of lighting designers and<br />

Emergency lighting in commercial buildings is required<br />
by the National Fire Protection Association (NFPA) and<br />
International <strong>Build</strong>ing Code (IBC). In fact, NFPA Code No.<br />
101 requires exit signs to be visible from no more than<br />
100 feet or the listed viewing distance of the exit sign.<br />
NFPA also mandates the installation of these signs in all<br />
“egress paths” as defined with specific criteria set forth in<br />
Section 1003 of the International <strong>Build</strong>ing Code.<br />
I advise lighting designers and architects to comply with<br />
these laws using aesthetic lighting that illuminates well<br />
and blends into a building’s lighting design. Although<br />
there are many options available, I prefer a luminaire with<br />
emergency lighting built in, such as the CLX series from<br />
Lithonia Lighting® I can mix these in with the same nonemergency<br />
product. Every fourth light is an emergency<br />
battery light. An example design schedule would require<br />
four lights with batteries and eight “normal” lights without<br />
a battery for a total of 12.<br />
Understanding the architectural design is key to<br />
incorporating the emergency lighting within the design<br />
or well-hidden, if preferred. The key is to keep it both<br />
functional and attractive.<br />
Remember That Safety is Paramount—Always<br />
Designing for safety is well illustrated in the electrical<br />
design plans I recently created for a dining addition at<br />
a popular family restaurant La Bella Café & Games near<br />
San Diego, California. In the event of an emergency,<br />
patrons and employees need well-illuminated paths to<br />
safety. I selected LED Emergency 3000K, 839 Lumen<br />
CR190 6-inch down lights by Acuity/ Gotham. The<br />
normal part number is EVO 30/10 6AR WD LS CRI190.<br />
The emergency part number is AE EVO 30/10 6AR<br />
WD LS CRI190. The units look the same to patrons and<br />
employees in the restaurant, but function differently<br />
during a power outage.<br />
Taylor Brummel of Facility Executive magazine states:<br />
Property owners and facility managers are responsible for<br />
maintaining their illuminated exit signs and emergency<br />
lighting. They should consider enlisting the help of a<br />
trusted partner for this crucial process. To help maintain<br />
these units, consider the following processes:<br />
• Visual Inspection – Look for loose or exposed wiring<br />
and make sure it is secure. Ensure that units are<br />
securely mounted to the wall or ceiling.<br />
• Functional inspections – Emergency and exit lighting<br />
should undergo various functional tests on a monthly<br />
and annual basis, as referenced in the NFPA 101<br />
and other building and life safety codes. <strong>Build</strong>ing<br />
owners should consult with their local Authorities<br />
Having Jurisdiction (AHJ) to determine which tests<br />
and applicable standards are being enforced in their<br />
market. These tests are designed to check for damage<br />
to the exterior of the lights and help verify that the<br />
lights are functional.<br />
• Recordkeeping – Keep written records of testing and<br />
any additional maintenance for the AHJ to review.<br />
For any lights that were not tested, document the<br />
location of the lights and a reason for the lack of<br />
testing.<br />
Even with the best emergency and exit lighting, power<br />
outages sometimes occur, especially in the winter. What,<br />
then, is the safest way to handle such an outage?<br />
Extreme Weather Can Cause Power Outage –<br />
Just ask a Texan<br />
One of the nation’s worst power outages hit Texas in<br />
February 2021, leaving 4 million residents without power<br />
in freezing weather. More than 200 residents died, and<br />
over 1,400 people sought hospital care due to carbon<br />
monoxide poisoning, as people used alternative power<br />
sources, like charcoal grills, to stay warm. The Electric<br />
Reliability Council of Texas said natural gas providers’<br />
equipment failure primarily caused the outages. (Texas<br />
Tribune 2-16-21) Still, all of the state’s power sources<br />
were affected by the low temperatures.<br />

outage, what steps can we take individually to lessen the<br />
impact of losing power?<br />
Using a generator or heater during a power outage –<br />
Practical Steps to Consider<br />
• The exhaust must be outside and 5 feet away from<br />
eaves of roofs, operable windows and doors.<br />
• In case one generator is not powerful enough, some<br />
small generators are designed to be used in tandem.<br />
• If you routinely switch from utility power to generator<br />
power, use an automatic transfer switch.<br />
• Select an indoor electric heater for fire safety.<br />
Warning: Gas heaters are unsafe indoors due to the<br />
toxic/deadly exhaust gasses.<br />
Professional Design by an Experienced Professional<br />
Engineer Ensures Safety<br />
An engineer can size a generator to the needs of the<br />
application required.<br />
Following is a partial list of recommendations offered by<br />
Matthew T. Glennon, PE in his HSB blog: “Preparing for<br />
an Electrical Power Outage.”<br />
• When power outages occur, the safety of people,<br />
property, equipment and data is vital. For that reason,<br />
keep updated electrical system documentation in a<br />
safe yet accessible place. “If you do not have oneline<br />
diagrams that accurately reflect the present<br />
configuration of your system, then step number one<br />
of your plans is to get them updated.<br />
Glennon also emphasizes that another crucial step is to<br />
plan how each generator will be connected during the<br />
emergency response time. Therefore, the business owner<br />
or engineer should consider the following:<br />
• Is it practical to install transfer switches near the<br />
emergency panels ahead of time so they are available<br />
to easily transfer the load to the generators?<br />
• Are spare cables properly sized for the load and<br />
stored with the emergency generator(s) to expedite<br />
the hook-up?<br />
• Has the rotation of three-phase circuits been<br />
predetermined and labeled to ensure proper<br />
connection of the generator to the emergency loads?<br />
• Are there official written procedures explaining how<br />
to connect each generator to its emergency loads?<br />
• Is your staff adequately trained to do this work?<br />

America Data Center<br />

and up to 200 Watts/ft2 of cooling in selected high heat areas.<br />
