audits and serving as an EHS resource for our contractor members,
complimentary with membership. Monthly, we have a Safety Committee
meeting, along with a Safety/Superintendent Forum open to anyone
– member or non-member – free of charge. It is our goal to assist all
companies with developing and implementing their safety program to keep
all our workers safe.
Margaret Mead once said, “Never underestimate the power of a small
group of committed people to change the world. In fact, it is the only thing
that ever has.” When we talk about TEXO and our many volunteers who
continually pour into the development of the construction industry in our
area, this is the quote that comes to mind.
TEXO was founded in 2009 to build the best construction community
for North and East Texas. Seeing the need for a stronger, more unified
industry, the North Texas ABC and AGC chapters joined forces to share
expertise, present a unified voice before policymakers, and offer a
comprehensive range of services.
Today – more than a decade later – TEXO is the largest construction
industry trade association in Texas and one of the country’s largest
chapters affiliated with both the national Associated Builders &
Contractors and Associated General Contractors. We’re proud to be
comprised of over 300 members who do more than $18 billion of work
annually.
Our mission is to create the best contractor community through unity and
leadership. We’re focused on what matters most to you — helping you
develop the best employees, win and deliver work safely, and operate
ethically and profitably for the betterment of the North and East Texas
communities. TEXO has four focus areas: Governmental Affairs, Training,
Safety Services, and Workforce Development.
TEXO Governmental Affairs aims to expand construction markets and
reduce business costs within the geographical regions of our state.
Through credible and expert advocacy at all levels of government, we
ensure that Texas legislators and regulators comprehend the impacts
of policies on commercial construction businesses. We facilitate the
involvement of our members in government affairs to provide for a
powerful and respected voice in the local, state, and federal policy-making
process. Our goal is always to represent the industry with passion and be
the construction voice in the room when decisions are made.
Our training division, TEXO University, has been a major emphasis for
our team in the last decade. Through a variety of workshops, webinars/
seminars, and hands-on training, we offer numerous opportunities for
development and growth. We strategically cater our course offerings to
meet the needs of the industry and our members. Our top-of-the-line
training courses are tailored to a variety of skillsets and are used by our
members as long-term career development tools for their employees, as
well as an invaluable resource for regional high schools and educational
institutions.
Facilitated by construction safety professionals (many of whom are
bilingual), the TEXO Safety team offers a multitude of constructionspecific
and general safety courses that meet industry requirements and
best practices to continuously improve the construction community and
the service level of our members. These offerings allow construction
personnel at all levels to receive the training necessary to return home
safely after working on construction projects.
Specifically, we developed our TEXO Safety First program as a handson,
interactive orientation for commercial construction employees in all
divisions so they can learn the essentials of jobsite safety. Through this
industry-endorsed program, we have trained over 60,000 workers in the
Dallas/Fort Worth area since 2013. New in 2022, we have incorporated
a virtual reality component to enhance the participants’ engagement and

TEXO Safety promotes and advocates a safe and healthy workplace
by offering unparalleled onsite safety support, including jobsite safety

TEXO Foundation is our 501(c)3 organization that solely focuses on
educating, recruiting, training, and retaining the next generation of
construction professionals. In the state of Texas alone, we are 800,000
workers short within our industry. We are in significant need of highquality
employees and especially craft professionals. TEXO Foundation
has set a vision to tackle the current construction labor shortage and
encourage the best and brightest to pursue careers in construction. The
organization has three core outreach areas – high school, college, and the
community.
The High School Outreach Committee is working with over 60 high school
CTE programs. We focus on creating pipelines via advisory councils,
classroom presentations, construction awareness events, and scholarships
to encourage careers in construction and skilled trades. The College
Outreach Committee focuses on building relationships with colleges and
universities that have accredited construction programs, including the
Associated Schools of Construction (ASC) Region 5, as well as annually
administering over $60,000 in scholarships and grants.
TEXO Foundation has several events throughout the year, including the
ASC Region 5 Student Competition, where over 220 top construction
management students come to DFW from all over a four-state region
to compete in three categories: Commercial, Heavy Highway, and
Design-Build. This past year, TEXO Foundation also hosted our first
ever Combined Educators Conference, which brought together both
college and high School construction educators and administrators for
an interactive day of learning from the DFW construction industry.
TEXO members presented current industry standards and challenges
we are facing to help equip these instructors. With over 80 educators in
attendance, we built last relationships among the boots-on-the-ground
who are investing daily in our future workforce.
The Community Outreach Committee is anew area of focus for TEXO
Foundation and will primarily focus on encouraging veterans, parolees,
individuals looking to change careers, and others to join the construction
industry. Currently, our primary objective is engaging our veteran
community. We aim to partner with other associations with established
training programs for our veterans. TEXO has members who are hiring
daily and would like to support our veteran community, so our goal is to be
the catalyst between organizations.
In addition to these exciting initiatives, TEXO offers a variety of events as a
way for our members to build relationships, share ideas, and support each
other’s goals. For example, in the TEXO Challenge Cup series, companies
come together to compete in a 5-event tournament that spans across the
calendar year and culminates in the presentation of the Challenge Cup
trophy at our annual Holiday & Awards Gala.
We also have a wide range of committees for people to get involved with
and hold leadership positions. From a joint AIA/TEXO Committee and
Safety Committee to our new Diversity & Inclusion Committee and a 350
member-strong Young Constructors Council, there is a place for everyone
to get plugged into with TEXO.
TEXO’s member companies consist of general contractors, specialty
contractors, and industry professional who support the construction
Industry. When a company joins TEXO, all their employees become
members, as well, and we encourage them to take advantage of everything
we have to offer. No other association provides more ways for you
to connect with the people, resources, and trainings you need to be

Underground Facility Damage Prevention & Safety Act and TAC Title 16 Chapter 18 – Underground Pipeline Damage
Prevention Rules as they apply to all excavators and utility operators.
Although not the only critical underground facility being damaged, gas & hazardous liquid pipeline damages continue to
be an issue across Texas; so much so that the Railroad Commission of Texas implemented and is enforcing the regulatory
requirements of Chapter 18. A significant percentage of these line strikes result from crews digging with mechanized
equipment in the immediate vicinity of a gas pipeline. Depending on the nature of work and pipeline placement, it is
sometimes difficult to avoid encroachment into the area identified by the RRC as the “18-inch hand dig” Tolerance Zone
around gas pipelines. This translates into citations and significant fines levied against excavators, other utility operators, and
even including municipal system operators.
The session will thoroughly address Chapter 18 requirements from the initial locate request all the way to filing the postincident
damage report. Electronic methods of requesting facility locates, incorporating safe excavation practices to avoid
damage, and fundamental incident investigation techniques & documentation will also be addressed.

FROM FLORIDA TO TEXAS
PROFESSIONAL ENGINEERS
IMPROVING SAFETY

Tragically on June 24, 2021, a 12-story Florida
condominium complex suffered a catastrophic collapse
in the middle of the night, crushing sleeping residents in
a massive heap of debris, taking the lives of 98 persons.
Some people were trapped without enough time to
escape. (Headline)
As an electrical engineer, I looked for details that could
enlighten me about the cause of the catastrophe. Of
course, emergency lighting was at the forefront of my
research. Despite the rapid collapse, reports indicate that
many people managed to escape.
(Note: Throughout this article I reference several news sources that
can be accessed by using the QR code for all hyperlinks.)
According to a report in the Miami Herald, forensic
engineers combed through the debris of the
condominium tower, searching for the reason for
the building’s sudden, disastrous failure. Based on
interviews with engineers and construction experts,
the investigators determined the cause to be multiple,
extensive structural flaws that have existed in the
building for 40 years.

In electrical design work, ensuring a safe and speedy
egress is crucial at every level of planning. For those not
living in the collapsed section of the towers, there must
have been overwhelming panic to exit the building safely.
It may have been that the emergency lighting was intact
and functional.
A Requirement, Not an Option – Design for Quick &
Safe Egress
Emergency lighting is wired to a commercial building’s
power supply for continuous charging of internal
batteries. The goal is to provide back-up power for the
egress lighting and exit lights. Exit lights are always
illuminated, and a safe exit egress path is lit during a
power outage, enabling occupants to easily locate the
exits and evacuate the building.
Fire code requires a one foot-candle of illumination at
floor level along the path of egress out of the building.
I recommend lighting software for accurate simulation,
positioning of exit lights, and determining the egress
path. Following are a few programs that I like because of
their capabilities and advantages:
• AGI32 is a software that offers the ability to see
results clearly for an entire project, saving time and
money by creating a virtual model of a proposed

• CalcuLuX is developed at the Philips Lighting Design
and Application Center and consists of three lighting
design programs: Indoor, Area and Road, and a
luminaire database management program. (See:

• DIALux is a complete software developed for lighting
design in projects and lighting design contexts used
by hundreds of thousands of lighting designers and
project managers worldwide. (See: https://www.

• Radiance is a design software used to analyze and
visualize design lighting. (See: https://www.cgl.ucsf.
edu/home/gregc/oss.html)
• Microlux offers vital tools to create lighting projects in
2D and 3D, organize, test and share ideas with plans

• Visual Lighting offers vital tools to create lighting
projects in 2D and 3D, organize, test and share
ideas with plans and programs. (See: http://www.

Emergency lighting in commercial buildings is required
by the National Fire Protection Association (NFPA) and
International Building Code (IBC). In fact, NFPA Code No.
101 requires exit signs to be visible from no more than
100 feet or the listed viewing distance of the exit sign.
NFPA also mandates the installation of these signs in all
“egress paths” as defined with specific criteria set forth in
Section 1003 of the International Building Code.
I advise lighting designers and architects to comply with
these laws using aesthetic lighting that illuminates well
and blends into a building’s lighting design. Although
there are many options available, I prefer a luminaire with
emergency lighting built in, such as the CLX series from
Lithonia Lighting® I can mix these in with the same nonemergency
product. Every fourth light is an emergency
battery light. An example design schedule would require
four lights with batteries and eight “normal” lights without
a battery for a total of 12.
Understanding the architectural design is key to
incorporating the emergency lighting within the design
or well-hidden, if preferred. The key is to keep it both
functional and attractive.
Remember That Safety is Paramount—Always
Designing for safety is well illustrated in the electrical
design plans I recently created for a dining addition at
a popular family restaurant La Bella Café & Games near
San Diego, California. In the event of an emergency,
patrons and employees need well-illuminated paths to
safety. I selected LED Emergency 3000K, 839 Lumen
CR190 6-inch down lights by Acuity/ Gotham. The
normal part number is EVO 30/10 6AR WD LS CRI190.
The emergency part number is AE EVO 30/10 6AR
WD LS CRI190. The units look the same to patrons and
employees in the restaurant, but function differently
during a power outage.
Taylor Brummel of Facility Executive magazine states:
Property owners and facility managers are responsible for
maintaining their illuminated exit signs and emergency
lighting. They should consider enlisting the help of a
trusted partner for this crucial process. To help maintain
these units, consider the following processes:
• Visual Inspection – Look for loose or exposed wiring
and make sure it is secure. Ensure that units are
securely mounted to the wall or ceiling.
• Functional inspections – Emergency and exit lighting
should undergo various functional tests on a monthly
and annual basis, as referenced in the NFPA 101
and other building and life safety codes. Building
owners should consult with their local Authorities
Having Jurisdiction (AHJ) to determine which tests
and applicable standards are being enforced in their
market. These tests are designed to check for damage
to the exterior of the lights and help verify that the
lights are functional.
• Recordkeeping – Keep written records of testing and
any additional maintenance for the AHJ to review.
For any lights that were not tested, document the
location of the lights and a reason for the lack of
testing.
Even with the best emergency and exit lighting, power
outages sometimes occur, especially in the winter. What,
then, is the safest way to handle such an outage?
Extreme Weather Can Cause Power Outage –
Just ask a Texan
One of the nation’s worst power outages hit Texas in
February 2021, leaving 4 million residents without power
in freezing weather. More than 200 residents died, and
over 1,400 people sought hospital care due to carbon
monoxide poisoning, as people used alternative power
sources, like charcoal grills, to stay warm. The Electric
Reliability Council of Texas said natural gas providers’
equipment failure primarily caused the outages. (Texas
Tribune 2-16-21) Still, all of the state’s power sources
were affected by the low temperatures.

Although we have a better understanding of the cause
and creating viable procedures to prevent the next
outage, what steps can we take individually to lessen the
impact of losing power?
Using a generator or heater during a power outage –
Practical Steps to Consider
• The exhaust must be outside and 5 feet away from
eaves of roofs, operable windows and doors.
• In case one generator is not powerful enough, some
small generators are designed to be used in tandem.
• If you routinely switch from utility power to generator
power, use an automatic transfer switch.
• Select an indoor electric heater for fire safety.
Warning: Gas heaters are unsafe indoors due to the
toxic/deadly exhaust gasses.
Professional Design by an Experienced Professional
Engineer Ensures Safety
An engineer can size a generator to the needs of the
application required.
Following is a partial list of recommendations offered by
Matthew T. Glennon, PE in his HSB blog: “Preparing for
an Electrical Power Outage.”
• When power outages occur, the safety of people,
property, equipment and data is vital. For that reason,
keep updated electrical system documentation in a
safe yet accessible place. “If you do not have oneline
diagrams that accurately reflect the present
configuration of your system, then step number one
of your plans is to get them updated.
Glennon also emphasizes that another crucial step is to
plan how each generator will be connected during the
emergency response time. Therefore, the business owner
or engineer should consider the following:
• Is it practical to install transfer switches near the
emergency panels ahead of time so they are available
to easily transfer the load to the generators?
• Are spare cables properly sized for the load and
stored with the emergency generator(s) to expedite
the hook-up?
• Has the rotation of three-phase circuits been
predetermined and labeled to ensure proper
connection of the generator to the emergency loads?
• Are there official written procedures explaining how
to connect each generator to its emergency loads?
• Is your staff adequately trained to do this work?
As a professional engineer for more than 30 years, I’ve
enjoyed the challenges of electrical designing for fire
stations, healthcare facilities, and even world-renowned
amusement parks. For me,
it comes down to ensuring
the quality and safety of our

the next disaster, but we can
