Draft budget; reserve funds
to boost roading work
Ashburton District councillors are
proposing to use $2 million from a
rainyday reserves fund to boost
roading work in the202223 budget.
Councillorshave spentthree days
lookingatspending priorities for the
next financial year and adraft
budget is being prepared.
Other considerations include
having to factor in the risingcost of
goods andservices because of
inflationand new government
compliance around drinking water.
Ashburton Districtmayor Neil
Brown said it would be anofrills
budget on basic services, but council
wantedto inject extramoney intoits
roads.
‘‘Ninety per cent of our roads are
in goodorder, but there are potholes
and other issues thatneed sorting to
‘‘We know thestandardofsome of
our roads is aconcern of ratepayers.
“Weare doing our best to keepthe
Lives Worth Living coordinator Pup
Chamberlain ponders covid stress and
just how many straws acamel can
truly carry ...
‘‘We are not used to long term
stress as acountry, before Iwas born
there was the World War 2, and as a
lad the threat of the Cold War. But
other than disasters that come and
go, long term stress tends to be
experienced by individuals or
families.
As anation we are seeing large
numbers of people anxious, angry,
sad and confused.
Little daytoday tasks become
difficult and even leadership
worldwide appear to change the
rules and findings every other day to
feed our frustration and beliefs.
So what can we do to avoid some of
this?
Listen and read local media, it
tends to relate to local people and a
mix of positive and negative. If you
watch national news restrict yourself
to once aday. National media is
about drama, opinion and negativity,
seldom does it portray accurate
news, rather it feeds fear and
anxiety.
In protecting yourself from covid
don’t isolate yourself totally from
each other; humans are tribal, we
need each other.
When you find yourself worrying
Paul (Pup) Chamberlain
about you, look around it’s not hard
to find other people to help and it
puts your own problems into
perspective.
If you are worried about yourself
and others have the strength to ask
for help.
Caring for ourselves and others is
sensible and gives us the help we
need to be there for others. We all
need ahand at times.
Have alaugh, get outside and away
from the everyday routine, it is okay
to shut off every now and then and
just forget for awhile.
Covid won’t always be here but
hopefully most of the things
important to us will be, treasure
these and make sure covid stress
doesn’t ruin them or you.
Remember in your everyday life,
stress will influence how you deal
with daily events and relationships.
Don’t forget to take adeep breath
every now and then and step back
and revisit events after agood sleep.
One of Agatha Christie’s popular mysteries bought
The tranquillity ofalovely cruise along the Nile is
shattered by the discovery that Linnet Ridgeway
has been shot through the head. She was young,
stylish and beautiful, agirl who had everything –
until she lost her life.
Who’s also on board? Christie’s great detective
Hercule Poirot. And he recalls an earlier outburst
by afellow passenger:‘I’d like to put my dear little
pistol against her head and just press the trigger”
Recycling bins watch list
Recycling bin audit data for
December shows that 1021
houses were on Ashburton
District Council’s watch list.
An additional 789 houses
received strike two/pull backs
warnings and were sent letters.
At least 152 bins were
confiscated and 86 recycling bins
were returned to their owners.
It takes on average four to five
visits before ahouse is taken off
the watch list.
In January council introduced
anew notification system where
atag is attached to recycling bins
containing unrecyclable
material. The tag identifies what
material was in the bin that
cannot be recycled, and replaces
the old letter system.

Milly Brown has apassion for teaching
to continue doingso.
Last month she started offering online
art classes.
Two, onehour blocks are heldweekly
feedback session.
Year 7/8 students are currently
tackling amodule calledLuscious
focused on Pompous Portraits.
Milly is aformer headoffaculty at
AshburtonCollege and has been a
teacher for over 20 years.
When covid teaching mandatescame
into force last year shemadethe
decision to opt out of mainstream
teaching ratherthan be jabbed.
‘‘I’ve been considering doing
somethingnew and outside of the
typical school environmentfor awhile,
but the mandate forced my hand and I’m
doing things earlier thanplanned.
Passionate art teacher Milly Brownisreinventing
herself and going online with
her teaching because of vaccine
mandates.
‘‘What I’m doing now givesmethe
freedom to teach as well as Iknow Ican
andalso to share my passion for art.’’
Milly said her concentrated teaching
approach online was helping students
make quick progress.
In aclassroom she typically shared
her time with up to 30 students at atime,
but being able to offer her attention to
just one or two students wasreally
paying dividends.
‘‘I’ve got acouple of Year8students
She is alsoselling art resources online
Supply chain issues will delay civic building
Delays in the construction
industry caused by global and
national supply chain issues
mean Ashburton District
Council’s new library and civic
centre project is unlikely to be
completed until the second
quarter of 2023. Its original
completion date was the end of
this year.
There could also be cost
pressures on the $56.75 million
project, which, like many other
construction projects around
the country, is facing anumber
of challenges as arange of
issues affect timeframes and
budgets.
Council chief executive
Hamish Riach said that supply
chain issues were well
documented in the media, and
it was not unexpected that
there were impacts for the new
building.
He said the rate of inflation
was at its highest since 1990 and
an extremely tight labour
market was also having an
impact.
‘‘There has been significant
escalation in all construction
materials, freight costs and
procurement delay due to
national and international
supply chain shortages across
the wider New Zealand
construction industry.
‘‘This is compounded by
national building consents and
construction activity being at
an all time high.’’
While the national average
on construction costs rose by 6.1
per cent in 2021, inflation
impacting the project is much
higher due to timber prices,
record building consents, and
supply chain and labour
shortages in the Canterbury
region.
‘‘These covidrelated
pressures have been seen
across New Zealand and
certainly council’s own project
is feeling the impact,’’ Mr Riach
said.
‘‘It should be noted that while
council’s budget has not been
exceeded to date and is not
currently subject to any change,
the cost pressures are very real.
We will continue to update the
community on these pressures
as the build continues
throughout the year and into
2023,’’ he added.
The May 2021 flooding event
also contributed to delays
onsite.
As aresult of all these
pressures, the timeline for
completion has been pushed
back from late 2022 to alikely
second quarter 2023
completion date.
Council continues to closely
monitor budget and progress of
the project, with the project
control group (representing
councillors, senior council
staff, and external design and
project management experts)
meeting on amonthly basis.
Council was awarded $20m
for the building from the
government in July 2020, under
the covid stimulus ‘shovelready’
project scheme.
had amassed 16 bags.
Mates and Dates at college
Ashburton College has been
selected to participate in anew
ACC schoolbased healthy
relationships programme
called Mates and Dates.
ACC has developed Mates
and Dates to help to prevent
dating and sexual violence.
Statistics show that 20% of
females and 9% of males at
secondary schools in New
Zealand report unwanted
sexual contact or are made to
do unwanted sexual things.
ACC has worked with the
Ministry of Education to ensure
the programme aligns with the
curriculum, and has worked
with an expert advisory group
to develop the content.
The programme has been
fully evaluated by an
independent research
company.
Working with young people is
seen as one of the most
effective ways of preventing
sexual violence because it
equips them with relationship
skills and behaviours they can
carry with them throughout
their lives.
The programme will be
delivered during Year 12 ako
classes and will be appropriate
for that age group and will be
taught by specialist violence
prevention programme
facilitators over five, 50minute
sessions.
Mates and Dates will teach
students how to have healthy
relationships built on respect,
negotiation and consent.
It will teach them how to
identify inappropriate
behaviour and how to get help
if they, or someone they know,
are in an unhealthy
relationship.
The programme is not asex
education programme but will
include materials and
discussions about sexual and
relationship violence, consent,
dating, relationships,
pornography and other related
subject matter.
Attendance in the
programme is not compulsory
and students opting out will be
placed in other classes for
those lessons.
At the end of the last session
students will be given anoncompulsory
short survey to
complete, which will used to
improve the facilitation and
delivery of the programme.
Over the next year, the
project teamwill be
undertakingsite investigations
to developthe detaileddesign
for the project.
Construction is currently
programmed to start in mid
2023, subject to property and
consents, and for completion
in mid2024.
Shows cancelled in face of Red
TONI.WILLIAMS
@ashburtoncourier.co.nz
The Mayfield A&P Association
have confirmed the
cancellation of their show next
month. It was ahard decisionto
make but made in line with the
cancellation of many other
nationwide events, including
the Methven A&P Show.
Mayfield A&P Association
president Suzy King was
‘‘absolutely gutted’’ butsaid it
was necessary to cancel now to
prevent further financial losses
if the show could not go ahead
because of the Redtraffic light
system.
Theassociation had already
incurred costs of printing their
schedule, which was not
reusable.
It is better to cut losses now
before welose too much more,
she said.
Alot of work has gone on
behind the scenes by the
committee, so to get to this
stage is ‘‘absolutely
devastating’’, shesaid.
‘‘Wehavenot made this
decision lightly, and are
devastated at the impactthis
will have on our community.’’
Theassociation will still run
their gift lamb competition on
March 9, and thespud in a
bucket competition on March
11, andalso the onfarm heifer
and winter feed competitions,
which would be announced on
their Facebook page.
‘‘Amassivethank you to all
our sponsors, exhibitors, site
holders, volunteers, judges and
committee we look forward to
seeing youall again next year,’’
she said.
Mayfield's cancellation
follows on from the earlier
cancellation of theMethven
A&P Show, duetorun on March
19.
TheMethven A&P
Association are also still
running standalone
community competitions and
auctions. But cancelling the
show was aheartbreaking
decision which had gutted
committee members,said
association secretary Pip Ivey.
However with the printing of
their show schedule looming,
and no ‘‘bright line on the
horizon’’ over amovefrom the
Red traffic light system, the call
was made,she said.
Thecommittee hadbeenvery
stringent with spending and
kept costs low for as long as
possible, shesaid.
But had to commit to the
print now, if it was going to go
ahead.
Show president Ben
McIntoshadvised members and
stallholdersbefore making a
public announcement.
He said it was ‘‘with regret
the Methven A&P Committee
wishes to advise thatunder the
current traffic light status the
decision hasbeenmade to
cancelthe 2022 show. In
keeping with the spirit of the
show, thechildrens spud in a
bucket and colouring
competitions, gift calf and gift
lambauctions and
competitions, wheat
competitions and the tertiary
scholarship will all continue,’’
he said.
Provisions would be made in
due coursetocollect and
publicly display all spud
buckets and colouringin
efforts.
‘‘To allthose individualsand
businesses thathave already
invested in our 2022 show we
will be in touch personally to
discuss viable options to
continue your 2022sponsorship
The Mayfield A&P Show pig racing (above) is apopular annual
event, along with the colouring sheep competition at the
or refunds as necessary.’’
Ms Ivey said alot of work had
already gone into work on the
showgrounds this yearwith
plantings and clean up from
strong winds last September.
However the committee had an
active year planned and would
take the extra time now to
resurface the groundsand
resow grass where needed, she
said.
Barbecue raises funds for Tonga
Acommunity fundraising barbecue held at the Ashburton Farmers Market on Saturday to
support those affected by the volcanic eruption in Tonga has raised $2830. Barbecue food and
homebaking all sold out by 11.20am, despite the rainy weather. The funds raised will help
towards the costs of shipping donated items from Ashburton to families in Tonga. Pictured:
New pastor back on faith career path
Rich Fox is settlinginto his new
role as senior pastor at
Ashburton BaptistChurch,and
excited aboutthe opportunity.
Fulltime church ministry
wasn’tacareer path he saw
opening up for him in his new
Kiwilife, nor was it something
he had considered.
Rich, formerly of Zimbabwe,
workedinthe ministry during
his young adult years,
completing athree year
Diploma inPastoral
Leadership.
‘‘I didn’t see this door
opening up again,’’ he said.
He andhis wife, Delia,
experienced the firsthand
effects of landreforms in
Zimbabwein2000 where
families were forcedoff farms,
causingfood, fuel shortages
and disruption. Theymadethe
decision to leave.
They now live rurally, near
Hinds. They joined the church
just three and half years ago,
after their churchatOrari
closed.
They havespent the past
eight yearsexperiencing
further ‘‘real character
building’’ experiences trying to
get residency applications
approved.
Changes in residency
legislation requirements,
capped numbers of
applications andcovidhaveall
played apart.
But it’s put them in tune with
many other immigrants in the
Ashburton District facing
New Ashburton Baptist Church senior pastor Rich Fox, and wife
Delia, looking forward to opportunities ahead.
PHOTO TONI WILLIAMS
residency battles and with
someofthe stress people are
nowexperiencing due to covid.
Food and fuel shortages, limits
on products ... it’s aboutnot
panicking and keeping calm,
Mr Fox said.
The couple, with British
passports and higher
education, arrived in New
Zealandin2014 to attend the
wedding of Mrs Fox’s brother to
aKiwigal. The couplelive in
Mid Canterbury.
With otherfamily also here, it
was to be afive to seven week
explorationofthe district with
aviewtosettling down.
They arrived with their four
childrenand just17pieces of
luggage; they put their
household goods into storage
and left keys with family. They
knew when they left Zimbabwe,
theywould not return; England
wasplan B.
But they liked what they saw
and had ‘‘fallen in love with
Ashburton’’ Mr Foxsaid.
He was keen to accept the
churchleadership role and
embracedtheir visiontobe
more involved in the
community.
The churchalreadyruns a
communitycafeand offers a
freecommunity lunch each
Monday but there were other
opportunitiesbeing sought to
meet the needs of the
community, he said. They will
be developedovertime.
The Fox’s residency journey
becamean eight yearprocess
made all the betterby
communitysupport including
those at HindsSchool,
Southern rugby, netballand the
church, he said.
DespiteBritish citizenship
and Cambridge qualifications
as well as careers in real estate
managementand primary
education they were unableto
get residency as first thought,
without furthereducationand
cost.
So Mr Fox, formerly in real
estate management, tookup
dairy farming in 2014 to aid his
residency chances.Dairy
farming was on New Zealand’s
immediateshortskills list and
considered atwo year pathway
to residency. Then the rules
changed.
Dairy farming was movedto
theskilledmigrantlist, with
five yearsexperienceor
relevantdegree andlevel five
qualifications.
Mr Foxstuck with it andgot a
dairy farm manager position
and completed Ag ITO
qualifications.
However by the timethey
applied for residency in July
2019, legislation had changed
again and there was acap on
the number of residency
application processed peryear.
When they joined the
Ashburton BaptistChurch,Mrs
Fox’s teaching background saw
her asked to head the
children’s ministry.
Mr Fox’s experience in fulltime
church ministry was also
noticed.
Early this year the couple
were granted residency, which
openedupthe door forRich to
explore the senior pastor
position further.
It hasbeenalong journeyfor
the couple.
“This mountain has been
incredibly challenging and has
almost broken us at times but
our faith and the overwhelming
support of theincredible
community in Ashburton,and
the many friends we’ve made
along the way have beenour
anchorthrough someofthe
toughest days we’ve faced as a
family,” they said, at the time.
‘‘It’s beenhard but amazing.’’
AshColl Way
The start ofour year at College has given us the
opportunity toteach our new staff and students
(and remind our returning staff and students)
about theAshColl Way.
In everything we do at College, we strive to
achieveour ValuesofQuality, Pride andRespect.
Our focus for Term One is on the Value of
Pride and, inparticular, wewill be working with
studentstoensuretheyare showing thisbywearingour College uniform
correctly andattending everyclass,every dayontime.
Uniform Guidelines
In Akotime,uniformguidelineshavebeenexplained andreminders have
been given. Students are required to wear their uniform correctly from
the time theyleave homeinthe morning until they returnafter College.
There are plenty of options within the uniform toallow for changeable
weather conditions andalso flexibilityfor personal preference.
We appreciate thesupportfromparents and caregivers to ensurethatour
young people do wear their uniformwith pride, and we will make contact
with homeifthis is not the case.
In particular, wedonot allow hoodies orsneakers to be worn with the
uniform, and only Collegehatsmay be worn.
Link Between Attendanceand Academic Success
Over the past ten years, wehave collected student achievement data
which categorically shows the link between attendance and academic
success.
We willbeworking hard with students and parents/caregivers to maintain
high levels of attendance acrossthe College.
Areminder that our College day begins at 8:45am on Monday and
Fridaysostudents need to be at College andheading to their classes by
8:40am. On Tuesday, Wednesday and Thursday, classes begin at 9:00am
so students need tobeatCollege and on their way toclass by 8:55am
at the latest.
Relationship Value Between School and Home
At College we value the relationship between school and home in
supporting our youngpeople to succeed.
The Ako teacher is instrumental in this role and we encourage parents
and caregivers to make contact with the Ako teacher of their child, with
any questions orconcerns. At two points during the year, weclose the
College for instruction and ask all students and parents/caregivers to
come in forAko interviews.
This three-way discussion and information sharing between student,
parent/caregiverand Akoteacher is crucial to ensure the student’sneeds
arebeing metinall aspects of their College life.
The first Ako interviews will take place onThursday 10March soplease
put this into your calendar now. Information will be emailed to parents
about making times for interviews. All students are expected toattend
the interviewsonthis day.
Term One
Term One is usually abusy term, with various sporting and cultural
activities as well as thebeginning of the academic year.
Sadly, many activities have already been cancelled due to our current
COVID-19 RedLight Setting. Our priorityatthis time is keeping everyone
safe and maintaining face-to-face teaching and learning on-site at
College foraslong as possible.
In time, wewill see areturn to those many activities that enrich the life
of our College.
For now, let’s focus on our core business and have agreat start to the
academicyear.
to momentum and moving forward, through apassage of time journey;
from groups ofstudents, change of staff; older buildings to new buildings.
Thus –asymbol foraspirations, continuityand values.
Astainless steel sleeve provides aplace in the middle of the baton for
engraving, and possibly opportunity for native timber pieces to be placed
at each end of the baton. Alsodonated wasasmall pendant-shapedpiece
of greenstone from South Westlandwhich could be inlaid. Significantly the
pendant is twopieces of pounamujoined together, symbolisingthe joining
The annual event, hit by the
way.
The overwhelming response
from exhibitors had been relief
the show went ahead, despite
limited numbers allowed on the
showgrounds (100 plus event
staff) and no spectators. Some
exhibitors volunteered to
withdraw so that others could
continue.
The event was livestreamed
the first time it had happened
in New Zealand and saw
international support from
NZDE committee member
were put in atough situation,
but if we did, everyone would
have spent alot of money
getting cows ready and not
known where they fitted
amongst their breeds.
“It was ahuge call. But we
also must congratulate and
thank the exhibitors for also
doing their part to make it
possible, and the livestream
was brilliant. “Across all the
breeds the championship lineups
werepretty outstanding.
Thatwas the best Holstein
It’snot one of Mid Canterbury’s
Located 17 km west of Mount
Flood protection funding under review
Thefloods on the West Coast and high
flows in mountain fed rivers these past
weeks has prompted Environment
CanterburycouncillorIan MacKenzie to
pen anupdate toCanterbury
communities on the planning for flood
protection, funding reviews and learnings
from past flood events.
Mr Mackenzie farmsatEiffeltonand is
cochair of the Ecan’s catchment
committee.
Most of us can be gratefulfor theflood
protectioninfrastructurethat protected
us fromgreater damage in the Mayfloods,
especially to towns such as Ashburton,
Pleasant Point and Geraldine, where
flooded rivers roared through butdid
littledamage.
This was cold comfort to themany
mainly rural property ownerswho
sufferedquite substantialdamage;andof
course, damage done to district roadsand
bridges isacostweallwillpick up as
ratepayers.
The floods highlighted howtenuous
and fragile our floodprotection
investment is, especiallywhenforecasts
for climatechange predict floods will
happen withfar greater frequency. In
Canterburywespend about$15million
per year managingour rivers and
maintaining $650m of flood protection
infrastructure, protecting$110b worth of
public and private assets, including
nationallyimportant assets likeroads,
bridges, rail and telecommunication
links.
Life asweknowitbecomes very
difficult when SH1isclosedbecause the
bridges are damaged.
The $15m Ecan collects for flood
protectioncomesmainly from targeted
rates paid by thosewho have land
alongside therivers, with1530% coming
Environment Canterbury councillor Ian Mackenzie listens to questions from the floor
at apublic meeting with officials on Greenstreet following the Mayflooding.
from thegeneral, and works and services
rate.
Many of thetargetedriver rating
districts only cover parts of theriver or
catchment. In many cases, especially on
smaller rivers, it makessense to consider
comprehensiverating districts overthe
wholeriver systemsothat we canmanage
these rivers not only for flood riskbut for
allthe other values our communities
expect.Wehavebeen asked to explore
these options for the Selwyn/Waikirikiri
andAshley/Rakahuririvers.The
AshburtonRiver has acomprehensive
rating schemealready in place.
What is also clear is most riverschemes
areunderfunded andcannot provide the
level of protectioncommunities now
expect.
This ispartly due to government
stopping flood protection funding back in
1989. Theypaid most of thecapitalcost
and up to 50%ofthe maintenancecosts.
The other significantchange is the
development, both urbanand rural, that
has occurred since mostofthese flood
protectionschemeshave beenbuilt.
Homeowners and commercialproperty
ownershave alower tolerance for flood
inundation than owners of less developed
agriculturalland; and we haveamore
comprehensive networkofroadsand
bridges that needprotection.
Some newdevelopmenthas been
enabled because of this floodprotection
such as the Riverside Industrial Estate in
Ashburtonand new subdivisions above
Tinwald.
When we look at theexpansion of urban
andsemi urbandevelopments happening
across thewhole Canterbury region, we
know therewill be an expectation from
property owners for better protection
than farmers mightexpect fortheir land.
With theencouragement of the
AshburtonRiver ratingliaison
committee, we have alreadyreviewed the
rating classification(who benefits and
who pays) forthe Ashburton/Hakatere
River and are makingsome
recommendations forchange.
We willbediscussing this proposal next
monthwiththe Ashburton communityas
part ofour Annual Plan process, but in
summaryitissuggestingaflatter rates
impost/$100,000 of capital value than the
previous model. This means some
properties(in Tinwaldand Allenton) will
payabit more and some will payabit less
(such as LakeHood andthe upper
reaches of the river).
Theactual dollar changes forurban
propertiesare relatively small.
We are also working withother regional
councilsnationwide to submitacase to
centralgovernment to reinstate annual
contributionsfor flood protection
funding.
In addition, some Ecan councillors,are
pushingtoallow the rivers to go where
they want, limitexpenditure on flood
controlandrelocatedevelopment
including towns away from flood risk.
We are hoping sense will prevailand
theriverreviews proposed, along with a
successfulappeal to government for
ongoing funding will allow us the money
to successfully adapt our river
management strategy to face the
challenges of thefuture.
Supplychain delays forcivic building
Delays inthe construction industry
caused by global and national
supply chainissuesmeanAshburton
District Council’s new Library
and Civic Centre isunlikely to be
completed until the second quarter
of 2023.
Itsoriginal completion date wasthe end of
this year.
The $56.75 million building is like many
other construction projects around
the country and is facing anumber of
challengesasarangeofissuesputpressure
on completiontimeframesand cost.
Council Chief Executive Hamish Riach
said that supply chain issues were well
documentedinthe media, and it wasnot
unexpected that there are impacts for
Council’snew building. He also notedthat
the highest rate of inflation since 1990 and
an extremely tight labour market were
also having an impact.
"There has been significant escalation
in all construction materials, freight
costs and procurement delay due to
national and international supply chain
shortages across the wider New Zealand
construction industry.
"This is compounded by national building
consents and construction activity being
at an all-time high."
Whilethenationalaverageonconstruction
costsrose by 6.1 per cent in 2021, inflation
impacting the project is much higher due
to timber prices,record building consents,
and supply chain and labour shortages in
the Canterburyregion.
“These covid-relatedpressures havebeen
seen across New Zealand and certainly
Council’s own project is feeling the
impact,”MrRiach said.
“It should be noted that while Council’s
Council'snew library and civic buidling underconstruction on Baring SquareEast.
budget has not been exceeded to date
andisnot currentlysubject to any change,
the cost pressures are very real. We will
continue to update the community on
these pressures as the build continues
throughout the year and into 2023,” he
added.
The May 2021 flooding event also
contributed to delaysonsite.
As aresult of all these pressures, the
timeline forcompletionhas been pushed
back from late 2022 to alikely second
quarter 2023 completion date.
Council continues to closely monitor
budget and progress of the project, with
the Project Control Group (representing
Councillors, senior Council staff, and
external design and projectmanagement
experts) meeting on amonthlybasis.
Council was awarded $20m for the
building from Government in July 2020,
under the Covid stimulus “shovel-ready”
projectscheme.
Chemical
containers in
recycling
Atruck-load of recycling from the
satellite recycling sites atMayfield
and Staveley has been rejected
at the Timaru recycling sorting
facility because it contained plastic
chemical containers, some with
hazardouslabels.
Theloadwas immediately rejectedwhen
emptied from the truck, and the contents
were sent to landfill, at acost of about
$1500for Ashburton districtratepayers.
Council Infrastructure Services Group
Manager Neil McCann said the satellite
recycling sites are only for domestic/
household recycling grades1,2and 5, and
no lids of anyshape orsize.
Large chemicalcontainers canbedropped
off at the Ashburton Resource Recovery
Park,RuralcoorNZFarm Sourcefor free.
“These containersneed to be triple-rinsed
to ensure noresidual chemicals are left
in them, and these can easily besold at
the reuse shop. There is also an avenue
to dispose of farm wrap at the Ashburton
Resource Recovery Park through the
Plasback scheme.”
Buckle up to ride the Omicron wave
New Zealand has nowmovedto
the second phase of itsOmicron
response, and thatmeans
measurestoslowthe spreadof
the coronavirusrather than stamp
it out.
As we work, liveand move about the
Ashburton district, it means continuing
to scan intothe placesthatwevisit,
wearingaproper mask and getting
your booster, if youhaven’t already.
In Canterbury,98per cent of our eligible
population is double-vaccinatedand
so formostofusOmicronwill result
in mild to moderate symptoms.But
remember,weare following the rules
becausewewant to protectthe most
at-risk in our communitiesand not
overwhelmour health services.
In phase2,peopleneedtobeprepared
to isolate if theyare test positiveand to
largely lookafterthemselves, except if
they areveryill. Thereisalso agreater
useofrapid antigentesting, and these
will keep critical workersatwork if they
test negative–and that is important
to businesses and supply chains in our
district.
So buckleup, be prepared and keep
an eyeout on people close to youwho
might needahand as Omicron washes
through.
If youare isolating, makegooduse of
avideo call.
Theuse of digitalmessaging, likeatext
“The road had many pavement failures
and wascausing issuesfor motorists.”
Fulton Hogan started the project in
Januaryand it is on tracktobe completed
in March. The rehabilitation is costing
about $400,000.
Mr McCann said the road would only
require minor routine maintenance and
reseals forthe next 20-25 years.
“The end result will be abetter quality
and safer road between Seafield Road and
Pendarves.”
Council’s works programme for its
transportation network involves
rehabilitation, resealing, heavy
maintenance and watercutting on its
sealed roads. The district has 2623km of
roads,with 1507kmsealed.
Rehabilitation involves the complete
reconstruction of asection of road.
Resealingofroads involves overlaying the
Watch out for wallabies
Aotearoa’s silent pest is a
growing concern –“We can’t
afford to let wallaby
populations spread further,”
says Biosecurity New
Zealand’s director of
readiness and response, John
Walsh.
Holidaymakers out
tramping and camping this
summer are being urged to
keep an eye out for signs of an
unwanted pest in New
Zealand –the wallaby.
Residents and those visiting
parts of Canterbury, Waikato,
Bay of Plenty, and Otago
regions, where populations
are known to exist, can play a
vital role in stemming the
rising population of this silent
pest.
Mr Walsh said while
wallabies are naturally
elusive, hiding in bush or
scrub during the day and
coming out to feed at night,
reported sightings of
wallabies –dead, alive, paw
prints, or scat (poo or
droppings) are fundamental to
the success of stopping their
spread.
“We have areal concerted
effort under way in
partnership with regional
councils, the Department of
Conservation, manawhenua,
industry groups and
landowners to try to contain
existing wallaby populations,
because left unchecked, they
could cover athird of the
country over the next 50 years.
“This partnership, the
National Wallaby Eradication
Programme builds on existing
wallaby management work,
and with $27 and half million
dollars funding over four
years, it is also boosting
regional employment
opportunities while also
delivering environmental and
economic benefits.”
“Wallabies have ahuge
appetite for many of our
native seedlings, shrubs, ferns
and grasses which prevents
their regeneration, changing
the structure of our forests
and reducing their ability to
support our native birds and
other wildlife. Our estimates
place the environmental and
economic damage caused by
wallabies reaching $84
million ayear in lost farm
production and ecosystem
services by 2025.”
Wallabies were introduced
23
to New Zealand in the late
1800s, mainly for sport and the
value of their skin, but without
any natural predators, their
populations have surged
wildly.
Wallabies are classified as
an unwanted organism in the
Biosecurity Act 1993, which
means they can't be bred, sold,
moved, or exhibited without a
permit. There are fines of up
to $100,000K and/or five years
imprisonment for those who
do.
Reporting the wallaby is a
way everyone in New Zealand
can help protect the
environment and treasured
biodiversity.
The public can report any
sightings of wallabies
anywhere in New Zealand to
Form meets function with Isuzu MUX
BY ROSS KIDDIE
Ivaguely remember when Ifirst saw an
MU, Isuzu’s threedoor sport utility
vehicle, firstproducedin1989.
It was in amall car parkand whenI
saw its badging –MysteriousUtility –I
was intrigued to know what company
built that vehicle.
Quiteobviously it was apreowned
importfrom Japan, but there was no
other branding to identify its maker.
However, aquick Google search later
identified the manufacturer and the
mystery was solved.
The Mysterious Utility, or MU as it has
becomeknown, has evolved through the
generations, today thereis nothing
mysterious about it, it’s agenuine midtolargefivedoor
SUV that has earned
much respect in the serious side of the
market.
You see, the MUX asithas known
today, is based on the Isuzu DMax
utility/pickup platform, it has aladder
chassis, low ratiofourwheeldrive
system and live rearaxle. Just as
important is its ability to transport
seven occupants, thereare threerows of
seats and each offers acceptable levels
of comfort.
The MUX has justundergonea
generationchange, although given the
aspects above, the concept is retainedin
full, it’s acar whereform meets
function, it has apleasingdesignboth
inside and out and yet has goanywhere
capability, the mechanicals biased
towardgenuine offtheseal travel.
The latest MUXcomes in just one
specification –itishigh spec and lands
here at $80,990.Ifyou comparethat to
construction, it is priced not far from
Ford’s Everest and Nissan’s Pathfinder,
however, Toyota’s Fortuner and
entry and ignition and adaptivecruise
control, the latterispart of an extensive
suite of safety packages that earns it a
fivestar Australasian New Car
Assessment Program rating.
Under the bonnet is also anew engine
from Isuzu, it’s aturbocharged fourcylinder
diesel that displaces 2999cc.
While its basic designwould appear
similartoits predecessor, there have
been alot of changes to boost power and
to gleanefficiencies, and bear in mind
that it’s the same unit that is fitted to the
DMax and Mazda’s BT50 series.
Isuzuisno stranger to building good
diesel engines, it has ahuge reputation
in the heavy transport fieldand that
knowledgetrickles down to its light
commercialmodels.
Power is rated at 140kWwith atorque
figure of 450Nm, both outputs are
delivered wonderfullylow at 3600rpm
and 1600rpm respectively,and that’s
where experiencecounts, power
outputs that are deliveredjust above
idle are perfect. Coupled to asixspeed
automatic transmission the engine
simplyticks over withoutstrain,itworks
the lowerpart of the rev band constantly
and that is what you want in avehicle
like this.
Weighing in at almost2.2tonne, the
MUX is no lightweight, so to have the
engineunstrained is best for economy,
Isuzu claimingacombined cycle
average of 8.3litres usage per 100km.
Itook the evaluation car on along
highway run to Fairlie, returning via
Rakaia, and at 100km/hitsips fuel at the
rate of 7.6l/100km, the engine is working
over just shy of the area of maximum
torque at 1500rpm,readyto lungeifan
overtake is required. WhenItook the
car back to the dealership the fuel usage
readout was sitting at 9.8l/100km (these
figuresconverted from akm/l readout).
At highway speed the MUX cruises
quietlyand comfortably. The spring and
damper ratesare sensible, locatingthat
live rear axleisthe job of multiple links
and coil springs, much of the jiggle you
get with that design has been
eliminated, it sits controlledeven over
rough ground. Thompsons Track, inland
from Rakaia,has manyruts and holes,
those that Ididn’t miss were absorbed
without incabin shock nor vibration.
Interestingly, the evaluation car had
aftermarketwheels,while the 20in
diameter remains the same as standard,
the big Maxxis tyres soakedupthe rough
patches well and providedvast feedback
to the steering wheel.Onmyjourney
heavy rain made for treacherous driving
conditions, yet Ifelt at easeinthe MUX,
it steereddirectly on the drenched
surface. Ialso had to take ashingle road
detour, so Iused the consolemounted
‘terrain command’ dial to usherinfourwheeldrive(high
ratio) to provide that
extra bit of grip on the loosesurface, in
those conditionsthe MUX was stable
and controlled.
Bearing in mind there is alot of
vehicletoget through acorner at 1.82m
the MUXistall, yet it doesn’t lean
awkwardlyand has relativeaccuracy if a
cornerispresentedtoo quickly.
All factors consideredthe MUX is a
capable allrounder, it is the family
wagon that will take adults and children
deep in the wilderness,its 235mm
groundclearance, 800mmwading depth
and 3.5tonnetow rating suggests that it
is no show pony, the entire vehicle is
built for purposeand it accepts all
challenges willingly.
Inever explored the MUX’s true
potential, but Iwas satisfiedwith the
run Igave the evaluation car. I
presented it with ajob that it would
often be tasked with and it did the work
admirably.
Giventhat its underpinnings are
designed for aworkingrole, its ability to
provideanalmost luxuriousriding
experience is the mark of clever
engineeringpractices.
New bag limit for
salmon anglers
TheCanterburysea run salmon fishing
season is under way with good numbers of
fish seen andbeing caught.
This year is the first year of anew
freshwaterfishingregulation the sea run
salmon seasonbag limit.
Anglers who fish for sea run salmon in the
big Canterbury riverscan only keep two fish
per seasonunder this new regulation.
Thenew regulation was introduced to
increase thenumberof fish reaching the
alpine spawning streams andenable more
fish for futuregenerations of anglers.
‘‘The sea run salmon fishery has been
under stress for anumber of years, this new
regulation enablesanglers to still have a
chance to harvestfish but by limitingtheir
season baglimit to two, which enables the
harvest to be shared amongmoreanglers,
and an increased number of salmon to
reach the spawning streams,’’ North
Canterbury Fish andGame chair Alan
Strong said.
As partofthe new system,anglersmust
apply online for asea runsalmon
endorsement and will then receivea
salmon harvest card in the post.
The endorsement enables anglers to fish
for searun salmonand the harvestcard
must be carriedonthem when fishing for
sea run salmon.
Whenanglers keep asalmon, they must
fill in the harvestcard straight away and
when they havetheir two fish for the season
they must stop fishingfor sea runsalmon for
the remainder of theseasonand return the
harvest card to Fish &Game.
Canterbury angler Bryce Marshall is one
of those who have filled up their harvest
card and stoppedfishing for theseason.
‘‘I’ve done three tripstoAlaska where
they have asimilar system, so I’m totally
Bryce Marshall with his second sea run
salmon of the season caught in the Rakaia
River.
PHOTO SUPPLIED
onboard with our new regulation. Iwantto
be able to still catch sea run salmon in 20
yearswith thenext generationofanglers, so
we need to act nowtohelp protect this
fishery,’’MrMarshall said.
He caughtand kept hissecond fishon
recently in the Rakaia River,inbetweenhis
first and secondfishhehad caughtand
released another eight sea run salmon.
With aseason bag limitoftwo fish, if
anglers are going to selectivelyharvest
salmon, they need to have aplan to release
any salmonthey catch.
Always keepthe fish in the water and use
only cold wet hands,toensureitisreleased
Easy-going
and friendly.
When Megan and MelRoberts of Ashburtonfirstmet
Armandvan derEik ofRay Whitetheyweren’t even
ready to sell their house.
“We had only just begun to check out other properties,”explains
Megan, “to help us decide whatwewere looking for. Armand
was holding an open home wevisited. Istill remember that first
meeting because he was soeasy-going and friendly. What stood
out from that conversation was the feeling that Armand cared
more about our successful search than his sales targets –that’s
very different from some other agents.”
Foracouple ofyears Armand kept in touch with the Roberts
family. “But not inapushyway!” laughs Mel. When the time
came to sell their Nelson Street property, itwas an easydecision
forthe couple to list with Armand. “Hewas very patient through
the whole process, especially since Iask alot of questions,”says
Megan. But then the pending listing got tangled up in the
pandemic lockdown.
“Assoon as we dropped to Alert Level 3,Armandwas around
to take photos. We had offers onthe table withina dayand our
housewas sold on dayfour. We were delighted.”
The sudden sale meant the family had nowhere togo. “Armand
didn’t stop. He did his utmost to find usanother home. After
hours, on weekends, he worked so hard for us.”
Megan and Mel have already recommended Armand to their
friends in the Mid Canterbury property market with one simple
sentence: “Don’t talk to anyone else.”
