$400k for Pukeko Centre
closer to being approved
• By Emily Moorhouse and
Chris Barclay
PARKLAND’S PUKEKO Centre
is one step closer to getting
funding for its second stage of
development.
During a meeting about
changes to the proposed city
council budget, a $400,000 grant
to go towards the centre was
unanimously supported.
Coastal Ward
city councillor
Celeste
Donovan is
advocating for
the funding and
said she was
pleased it got
Celeste
Donovan
support.
“This project
is community
led and the next
stage is to complete the community
hall, as the foundations are
already in place for this work to
begin,” she said.
“This larger space will be a fantastic
addition to the community
as it will provide for Parkview
Primary School, as well as other
local clubs and groups.”
Donovan said the next step
in the funding process is for the
community to give their feedback
on the annual plan when it goes
out for consultation on March 11.
During the meeting Linwood
Ward councillor Yani Johanson
pushed to get money diverted
from a central city street to other
roads, particularly in the
eastern suburbs.
The council draft annual plan
2022/23 includes a $3.4 million
plan to upgrade Gloucester St,
between Manchester and Colombo
St, something Johanson
said wasn’t needed.
“There’s a whole bunch of
streets in the central city that
have had their earthquakes
repairs and are now getting a
gold-plated treatment,” he said.
“While at the same time we’ve
got other parts of the city really
struggling to get even the basics
done on a decent level.”
Johanson said the city council
allocated $1 million to the whole
suburb of Bromley in the draft
Annual Plan, an area hit “really
hard” by the earthquakes.
“One million dollars for an
entire suburb versus 3.4 million
for one block, it’s just not fair
to those local communities,”
Johanson said. “Eleven years on
after the earthquake and people
are struggling to get their streets
fixed.”
Grants for surf lifesavers
SOUTH BRIGHTON Surf
Lifesaving Club has recently
received a grant of $10,000 to
cover the cost of a new inflatable
rescue boat.
Said club vice president Rohan
McNaughtan: “This grant will
enable us not only to maintain
the local volunteer rescue services,
but also increase member
retention and training and provide
the public with increased
confidence in our capability to
safely protect them at the beach.”
The club has also just completed
a new build with a grant
contribution from NZCT.
Chair build committee and
member Rebecca Redmond
said a complete rebuild of the
new community building and
facilities was planned when
post-earthquake inspections
identified historic structural issues
and a short lifespan for the
existing club.
“We need the club to cater
for club gear, including toilet,
shower, and changing facilities,”
Redmond said.
“Good facilities are also important
for increased social, cultural,
and educational services
to the local community, these
create a positive experience for
young children, teenagers, and
adults alike.”
The project was half way
through when Covid-19 stopped
work, in the first lockdown.
Redmond said this made the
duration of the build a bit longer
than they would have hoped.
“The journey for the club
rebuild started in 2011, post
an engineering report that
identified the life of the existing
building had ten years at most,”
Redmond said.
A small group of club volunteers
formed a build committee
and delivered the project for the
2021/22 surf season.
The long-term volunteers on
the build committee are Rohan
McNaughton, Matt Shephard,
Rebecca Redmond, Nigel Cox,
and Jenny Bell (treasurer), and
were supported by Pete Hodge
and Simon Stewart, for the first
six years.
The group tackled agreeing
the design, consenting, build
planning, tendering and the
funding.
“Matt Gutsell, Sheppard &
Rout (Architect’s) was contracted
to provide the architect design
and project manage the build,
but in addition to his professional
fee’s provided countless hours
of his own time,” Redmond said.
Redmond said Contract
Construction was appointed
the build partners and, after the
committee had gained all the
necessary plans and consents,
they started by demolishing the
existing building in September
2019.
“We endured two seasons
living out of containers and
patrolling from a lunchroom hut
IN
TRAINING:
South
Brighton Surf
Lifesaving
Club’s junior
chargers.
until the building was completed
in September 2021.”
“NZCT was an early supporter
of the project, enabling us to
kick it off with half the funding
to at least get the shell and gear
facilities built,” Redmond said.
“The club had been saving
funds for over 30 years and the
build included over $250,000 of
saved club funds.”
In September 2019, NZCT
approved another grant of
$200,000, but then came Covid
delays, but this led to the final
club fitout being supported
as a Shovel Ready Project,
to enable completion and access
from late 2021.
‘Little nipper’ now an advanced
Surf lifesavers keep
our communities
safe. Reporter Emily
Moorhouse catches up
with lifeguard Zavian
Fletcher
ZAVIAN FLETCHER has been
a volunteer lifeguard since his
early teens.
Now he’s received the highest
qualification you can get at the
advanced lifeguard awards.
The 22-year-old joined New
Brighton Surf Life Saving Club at
14, but said even before then he
was a “little nipper.”
“I’d go down with my friends
and they kind of got me into
it and then at the age of 14 I
decided to apply to become a
lifeguard,” he said.
Since then Fletcher, of Bromley,
has gone on to become a
patrol captain, gained various
qualifications with training
young lifeguards and been recognised
for his dedication to the
club through excellence awards.
Although arguably the most
impressive achievement was
rescuing a record 27 people from
drowning in one weekend at a
junior national competition in
Mt Maunganui during a racing
event.
As a budding young lifeguard
Fletcher was intrigued by seeing
older lifeguards perform rescues
and watching how they dealt
PROTECT: Zavian Fletcher has been a volunteer lifeguard since he was 14-years-old.
with different situations while
remaining calm.
“That kind of sparked my
involvement with surf,” Fletcher
said.
“For me personally I love being
outdoors. Staying fit is really key
for me and being able to open
up to a variety of qualifications I
can get out of it.”
As well as rescues, Fletcher
likes the social side of surf
lifesaving, particularly working
alongside a supportive team.
“I enjoy helping people,” he
said.
“You’re in a team environment
so it’s not just you versus the
world kind of thing, it’s you and
a group of people that are also
dedicated to help save lives.”
Fletcher said the time he
spends at the club varies with
one season in 2016-2017 seeing
him rake up 123 hours of
voluntary work, gaining him
the gold patroller award for his
dedication.
When he’s doing inflatable
rescue boat training with the
younger lifeguards he goes to the
club two to three times a week
but admitted life gets in the way
a bit now.
Nevertheless, the club is still a
huge part of Fletcher’s life, especially
after gaining his advanced
lifeguard qualifications two
weekends ago.
The awards saw Fletcher
travel to Waihi Beach where 20
lifeguards throughout New Zealand
were tested on a range of
scenarios with a focus on search
and rescue.
Scenarios included staged
drownings and first-aid assessments
although the highlight
for Fletcher was the rock rescue
which involved guiding someone
to safety after getting stuck on a
rock during high tide.
Fletcher described passing the
course as a “big sigh of relief”
and looks forward to passing the
knowledge he gained onto other
lifeguards at the club.
“I was very happy,” he said.
“It’s something that I was
kind of aiming for, for the last
year, as everyone knows, it’s the
top qualification so being able
to pass through the other side
and go through all the fitness
and scenarios while being under
fatigue is a big thing.”
In spite of the highs of surf
lifesaving, Fletcher admitted
being a lifeguard can have it’s
low moments, especially when it
comes to dealing with fatalities,
something he was grateful he
had never experienced firsthand.
His latest drowning was just a
couple of months ago when he
was managing the Charlie patrol
on a Sunday afternoon.
surf lifesaver
It was 4.30pm, nearing the
end of patrol and Fletcher was
cleaning up the IRB shed after a
busy summer day when he heard
his lifeguard members yelling his
name.
He soon realised a man was
drowning and quickly jumped
into rescue mode, driving the
ATV down to shore with the first
aid kit before giving the patient
oxygen and keeping them warm.
Fletcher said during high stress
moments like this it was important
to remain calm while he gave
out instructions to each lifeguard
as they waited for the ambulance
to arrive.
“[I] just have to remain calm
because I’m with a lot of the
younger boys that don’t have as
much experience dealing with
these situations as I do, so for me
remaining calm kind of keeps
them calm.”
The man was picked up by an
ambulance and was okay in the
end thanks to Fletcher and his
team.
“A lot of the people in the community
are really thankful for
the outcome and you know you’re
there to help save someone’s life,”
Fletcher said. “Just knowing the
feeling that they can go home and
have another day is quite nice.”
Fletcher has also received an
excellence award for event guard
of the year through helping out
with running various surf lifesaving
events.
BASE: The New Brighton Surf Lifesaving Club is where
Fletcher spends his time patrolling the beach and looking
out for the community.
As well as working at the ports
in Lyttelton, Fletcher is training
to be a police officer and said surf
lifesaving aspects tie in nicely
with that.
“Dealing with different types
of situations and people kind
of also relates to the police and
volunteering my time to give to
the community so police is a big
aim for me.”
While Fletcher carries the
responsibility of being a patrol
captain, he praised his team for
their support and said they guide
him just as much as he guides
them.
“We’re a pretty close knit
team, I mean we’re always there
for each other and back each
other up on any situations,” he
said.
“Some people I associate with
outside of surf and it’s good to
have that connection to build
friendships out of it.”
As for the future, Fletcher can’t
see himself leaving the club anytime
soon and is leaning towards
instructing and mentoring other
lifeguards to help them up-skill.
“I’ll stay in the club. I don’t see
myself quitting anytime soon,”
he said.
“I’ll continue to up-skill other
people.”
Eastern streets
need the work
• From page 1
Johanson put forward a motion
to reduce some of the spending
on the central city and was
backed by Phil Mauger.
“There are roads that are far, far
worse in Christchurch that need
fixing, Maces Rd (Bromley) for
one,” Mauger said. “You could say
‘that’s a bit crook and that’s a bit
s..t’, go out to Maces Rd and drive
down that at 30km/h, it’ll just
about throw you out of your seat.”
Of the Gloucester St upgrade,
Mauger said: “Put it right down
at the end of the Long Term Plan
because it doesn’t matter, nine or
10 years away, because there’s far
more important things to do.”
Johanson said communities in
particular need were Woolston,
Bromley and Linwood, each
requiring work on roads and
footpaths.
“I’m glad it’s been brought to
council’s attention,” he said. “I
think it’s important that people
make submissions if they feel
concerned about it.”
Councillors decided to seek
more information from staff and
would make a decision about
allocating the money at a later date.
EXCESSIVE: Yani Johanson taking a walk around
Gloucester St in the central city, which he says doesn’t
need ‘gold-plating’ while Silvester St in Woolston (below)
requires work.
Women-only swim sessions popular
WEEKLY women-only sessions
at Te Poe Toetoe Linwood Pool
are proving a hit with up to 195
people attending each week.
They are the most popular
public session at the pool, which
opened its doors last October.
Community engagement
during the planning stages for
the pool showed strong demand
for the idea so the Wednesday
sessions were intended to start
right from when Te Poe Toetoe
opened.
“We had
previously
been running
a women-only
session at Pioneer
teach pool
but the time
was limited
Nigel Cox
to two hours
and it was
very limited access with just the
single pool which wasn’t ideal
for toddlers or older adults or
swimmers,” city council head
of recreation, sport and events
Nigel Cox said.
“The support for the session
at Te Poe Toetoe has surpassed
all our expectations. We’re very
happy with the numbers coming
through but most of all it’s about
the experiences we’re able to
provide.
“Many of these women have
not been able to access pools
much, if at all, over their lifetimes
and this opens up a whole
new world for many of our
regulars.
Linwood Pool hosts
weekly women-only sessions on
Wednesdays.
“Whether they are playing
with their children, practising
their swimming or relaxing
in the spa the benefits of this
session extend well beyond the
participation statistics. It’s about
providing an environment that
removes barriers for women to
participate.”
These may be based on cultural
or religious requirements,
women who may be body conscious
or have low self-esteem
or who simply want a place to
spend time and connect with
female friends, family or sports
teams.
Participants cite the privacy
and freedom the sessions provide
as important factors behind their
attendance.
Maryam Nassir has been
attending for the past three
months with her daughters,
nine-year-old Kawser and Fatima,
who is four-and-a-half.
“We enjoy it. There’s a lot of
space for swimming for the girls
and I meet many of my friends
here, and my sister. It’s quite
social.”
Amy Vinnelle has attended
two recent sessions with her
daughter. “I just think it’s a
good initiative. For people who
are a bit sensitive it’s nice not to
have too much raucous activity
around you. We like the way it’s
been set up, it’s a good vibe –
peaceful chaos.”
Cox says water safety
awareness among attendees
has increased in the 18 weeks
since the programme has been
operating. Funding has also been
secured to provide 20 weeks of
swimming lessons for 25 young
women and girls aged between
five and 24.
•Women-only sessions
are held at Te Poe
Toetoe Linwood Pool on
Wednesdays 3-9.30pm
every week. Women and
girls welcome and boys up
to and including the age of
He manawa tahi, he manawa
A united heart, a vibrant
this is the heart of Haeata.
During our assemblies
over the past month
we have been focusing
on our Values and
our Dispositions. The
simple message to
ākonga is ‘walk the
talk.’ If we truly value
service, manaakitanga,
alofa, success and hanga whare, we need
to display those attributes each and every
day. An example of us living our values
was our contribution to the success of the
Tongan appeal recently organised by one
of our whānau members Kilifi Haeva. The
devastation experienced by Tonga on January
15 2022 when the Hunga Tonga-Hunga
Ha’apai volcano erupted was unprecedented
and resulted in significant loss and suffering.
Thank you to all whānau who gave so
generously to this cause.
Ākonga safety is paramount for us at Haeata
and it has come to our attention that some
ākonga are not feeling safe when they travel
to and from kura. It appears that a small
group of individuals, not all associated with
Haeata, has been harassing Haeata ākonga
outside of kura. This behaviour will not be
Polyfest
The Polyfest group this term is about 35-40 tamaiti.
They started their practice after school everyday from
Week 1 till now. While the event has been cancelled,
SPACPAC will be informing us by next week if it is still
going ahead online due to the current Covid setting.
The Polyfest leaders are
Letty Senituli, Sarah Foi,
Asolelei Pula and Alofa
Fa’aiva and they are the
tutors as well to teach the
group.
They are practising a
mau’luulu dance at the
moment and planning to
learn a sasa next time.
Hopefully they will get
notified next week of
what is going to happen.
They are looking forward
to performing in public.
tolerated. The police have
been informed and will be
working with our kaimahi/
staff and Hauora team to
ensure our ākonga are safe
and supported at all times as
they make their way to kura
and home again.
Congratulations must go
to our ākonga/student
leadership team who have
been working hard establishing a presence
and a culture of awhi in our kura as we begin
what will be an exciting year. While we are
very aware of the risk COVID-19 poses we
are not letting that dominate our daily kura
lives. The academic year has begun well,
School Sport is underway, as is the formation
of the new lunchtime Clubs, to engage
akonga during their breaks.
We have much to celebrate as a kura and
while we are all aware of the challenges that
face us this year, we are also aware of how
much we can achieve by remaining positive,
focused and committed to our education
and each other.
Keeping Our Ākonga Safe
Haeata is working closely with local
police to ensure our ākonga are safe in
our community. It is our community’s
responsibility to look out for our youngest
and most vulnerable members. Aranui
is good at that - we look after our own!
Please call kura if you see anything that
could help us to identify any individuals
who pose a risk to the safety of our
ākonga. Our ākonga deserve to feel safe
and confident as they travel to and from
kura.
Music Growing From Strength to
Strength
The advantage of being an Area School
is our access to specialist kaiako/teachers.
Andrew Murphy joined Haeata last year
and is working with ākonga at all levels to
introduce an exciting Music programme.
Ākonga have loved the opportunity to
explore a range of musical genres and to
experience sounds that delight their ears.
We look forward to the first of the Show
Case Evenings scheduled for later in the
year.
COVID-19 Update
The Government has moved Aotearoa/
New Zealand to Phase 3 of the Red
Traffic Light protocols and we are ready
with our on-site pandemic plan. Haeata
had one confirmed case of COVID-19
on Monday, 21 February 2022 and
immediately initiated our emergency
pandemic plan. This saw the kura closed
on Thursday, 24th February 2022 and
then open again on Friday 25th February
2022. Over the coming weeks the kura
will be divided into separate groups and
some key kaimahi/staff will be rostered
one day on site /one day off site to
minimise the risk of cross contamination.
All ākonga/students will be safe when
they are on site if they follow the plan and
wear a mask if required. If your whānau is
not yet vaccinated please attend to that
today.
Ākonga Ako/Teaching & Learning
Ākonga have made a very positive start to
the year and are enjoying a mix of indoor
and outdoor activities to assist kaimahi
with the requirements for the COVID
conditions we currently face. A huge
thank you to whānau who are supporting
kaimahi with drop off and pick up by
observing the requirement not to come
into the Hapori. Ākonga seem settled and
happy to be at
kura as a result of
this calm routine.
It is pleasing to see that masks are being
worn but are not getting in the way of
important kai time. The Ka Ora, Ka Ako
- healthy school lunch programme is well
underway and ākonga report the kai is
‘cool!’ A huge thank you to the kaimahi
and whānau who help to run this initiative
in kura.
Keeping It Real
Ākonga enjoyed an ice block treat last
week when temperatures reached 27
degrees at lunchtime. While it is certainly
a busy time of year we make the time to
connect with ākonga and support them
in their learning. There is nothing more
powerful in your life than knowing who
you are, where you are from and where
you are going. Our ākonga develop
deep roots and have a lived sense of
turangawaewae. Haeata grows great
learners, great scholars and great all
rounders.
HOME & HEATING
Keep cosy with
RD Petroleum
this winter
RD Petroleum (RDP) is a familiar sight
for farm and rural residents around the
Canterbury region, however now days urban
residents also enjoy the same excellent
customer service for which RDP is known for
in rural communities, through their home
heating diesel.
RDP began its home heating diesel delivery
service to the lower South Island’s main urban
centres of Christchurch, Timaru, Dunedin
and Invercargill a number of years ago.
Customer demand has continued to increase
year upon year, and RDP has responded
with specialised improvements to its delivery
equipment.
The trucks that deliver RDP’s home heating
diesel in each urban centre are drawn from
the company’s extensive vehicle fleet. This
means they have the latest communication
and GPS tracking technology on board, so
the operations team always know where they
are and how far away they are from their next
delivery stop.
RDP’s home heating diesel trucks come
equipped with a specially-designed hose,
through which the diesel is pumped from
the truck into house tanks. The length of
the hose allows the trucks to access tanks
without having to enter the property, avoiding
damaging the driveway. RDP is the place to
go if you require diesel conveniently delivered
to your home and as a loyal RDP customer
you’re offered discounted pricing and can
become eligible for value-added benefits.
HOME & HEATING
Get the balance
right this winter
Enviro Master has been helping
Cantabrians get the balance right when it
comes to choosing the perfect heat pump or
air conditioning system for their home or
office since 2002.
Their team of expert sales people, qualified
electricians, heating and refrigeration
engineers, help to supply and install
Christchurch’s widest range of heat pumps,
and because they have no affiliation with any
one brand, you can be assured their advice
on the benefits and differences between each
product is unbiased.
They will recommend the most energyefficient
and cost-effective system for your
individual situation, and will have you
regulating the heat in your home or office in
no time.
Nowadays, customers are often wanting
whole home solutions to be able to maintain
even temperatures throughout the home
both in Winter and Summer. This can be
achieved by using ducted systems or multi
systems and Enviro Master are experts in
designing, installing and commissioning
these systems.
Help is currently available with a
government subsidy covering 80 per cent of
the cost of a new heat pump up to $3000.
The subsidy is part of the Warmer Kiwi
Homes initiative and is available to Home
owner/occupiers with a Community
Services Card, a SuperGold combo card or
who live in a low-income area as determined
by deciles 8-10 on the New Zealand
Deprivation Index.
The applicant’s home must also have been
built before 2008, have insulation up to code
(insulation subsidies also available) and have
no fixed heating in a living area, such as an
existing operational heat pump or fireplace.
With new regulations now in place for
Landlords to provide heating in rentals,
it’s time to ensure you are meeting the new
standards.
Inadequate heating and ventilation can
lead to mould growth and dampness in your
property, leading to costlier maintenance
and an unhealthy living environment.
Providing a fixed heater with a higher heat
output and lower running costs, like a heat
pump, will enable your tenants to heat the
area effectively. Enviro Master are well
experienced with the Tenancy Services
software to ensure that you are meeting your
requirements.
To ensure you choose the right system
for your home or business, one of Enviro
Master’s experts will visit to assess your
individual situation, offer advice and
answer any questions you may have. This
consultation is at no cost to the customer
and is always provided before a heat pump is
What makes a great
Heat Transfer System?
There are a number of Heat Transfer
systems on the market. Smooth-Air
ventilation specialists offer a range of HTU
Heat Transfer Units with carefully selected
components to optimise the system:
They use insulated duct to transfer the
heated air with as little heat loss as possible.
The fan moves sufficient air for the distance
and number of rooms, without being noisy.
The diffusers send the heat to the floor,
not to skim the across the ceilings. All
components are good quality - designed to
operate for years without problems.
Smooth-Air’s HTUs come in a range
of options: One to four rooms, with or
without thermostat and with a choice
of grilles and diffusers. HTUs improve
energy efficiency in your house, as you
are using excess heat. They have low
power consumption - only 80watts for
the three room system. Circulating air
through the house also reduces the risk
of damp.
You can also choose the HTU
version with downjet diffusers, which
throw the warm air downwards to the
floor. These downjet diffusers can also
be adjusted to regulate which room
receives the most warm air.
An average size living room requires
2-4 kw of heating, yet appliances such
as log burners generate heat in the
region of 10 -20kw. This leaves an
excess of 8 -16kw of heat which sits at
high level in the heated room, usually
above door level.
Heat transfer units work best where
very hot air has ‘stratified’ into a layer
near the ceiling. So heat pumps, which
circulate warm air around the room with
no layering, are not suitable as a heat source
by themselves. However, if you have both
log burner and a heat pump, heat transfer
systems with thermostat can work very
well: The heat pump stops operating once
the heat from the fire has heated the room,
and the heat transfer kicks in above this
point, once there is a layer of hot air at the
ceiling.
Stormwater Management Plan
A stormwater management plan sets out the ways
in which Christchurch City Council will meet the
requirements of its stormwater resource consent,
which was granted by Environment Canterbury
in 2019 – the Comprehensive Stormwater
Network Discharge Consent (CSNDC). Its purpose
is to improve surface and groundwater quality
and address problems caused by the nature
of stormwater discharged into waterways. It
promotes water quality improvements over time
in order to meet targets in the Land and Water
Regional Plan. This is one of seven plans being
prepared over the period 2020 to 2023.
