is one step closer to getting<br />

funding for its second stage of<br />

development.<br />

During a meeting about<br />

changes to the proposed city<br />

council budget, a $400,000 grant<br />

to go towards the centre was<br />

unanimously supported.<br />

is community<br />

led and the next<br />

stage is to complete the community<br />

hall, as the foundations are<br />

already in place for this work to<br />

begin,” she said.<br />

“This larger space will be a fantastic<br />

addition to the community<br />

as it will provide for Parkview<br />

Primary School, as well as other<br />

local clubs and groups.”<br />

Donovan said the next step<br />

in the funding process is for the<br />

community to give their feedback<br />

on the annual plan when it goes<br />

out for consultation on <strong>March</strong> 11.<br />

During the meeting Linwood<br />

Ward councillor Yani Johanson<br />

pushed to get money diverted<br />

from a central city street to other<br />

roads, particularly in the<br />

eastern suburbs.<br />

The council draft annual plan<br />

<strong>2022</strong>/23 includes a $3.4 million<br />

plan to upgrade Gloucester St,<br />

between Manchester and Colombo<br />

St, something Johanson<br />

said wasn’t needed.<br />

“There’s a whole bunch of<br />

streets in the central city that<br />

have had their earthquakes<br />

repairs and are now getting a<br />

gold-plated treatment,” he said.<br />

“While at the same time we’ve<br />

got other parts of the city really<br />

struggling to get even the basics<br />

done on a decent level.”<br />

Johanson said the city council<br />

allocated $1 million to the whole<br />

suburb of Bromley in the draft<br />

Annual Plan, an area hit “really<br />

hard” by the earthquakes.<br />

“One million dollars for an<br />

entire suburb versus 3.4 million<br />

for one block, it’s just not fair<br />

to those local communities,”<br />

Johanson said. “Eleven years on<br />

after the earthquake and people<br />

are struggling to get their streets<br />

fixed.”<br />

Grants for surf lifesavers<br />

SOUTH BRIGHTON Surf<br />

Lifesaving Club has recently<br />

received a grant of $10,000 to<br />

cover the cost of a new inflatable<br />

rescue boat.<br />

Said club vice president Rohan<br />

McNaughtan: “This grant will<br />

enable us not only to maintain<br />

the local volunteer rescue services,<br />

but also increase member<br />

retention and training and provide<br />

the public with increased<br />

confidence in our capability to<br />

safely protect them at the beach.”<br />

The club has also just completed<br />

a new build with a grant<br />

contribution from NZCT.<br />

Chair build committee and<br />

member Rebecca Redmond<br />

said a complete rebuild of the<br />

new community building and<br />

facilities was planned when<br />

post-earthquake inspections<br />

identified historic structural issues<br />

and a short lifespan for the<br />

existing club.<br />

“We need the club to cater<br />

for club gear, including toilet,<br />

shower, and changing facilities,”<br />

Redmond said.<br />

“Good facilities are also important<br />

for increased social, cultural,<br />

and educational services<br />

to the local community, these<br />

create a positive experience for<br />

young children, teenagers, and<br />

adults alike.”<br />

The project was half way<br />

through when Covid-19 stopped<br />

work, in the first lockdown.<br />

Redmond said this made the<br />

duration of the build a bit longer<br />

than they would have hoped.<br />

“The journey for the club<br />

rebuild started in 2011, post<br />

an engineering report that<br />

identified the life of the existing<br />

building had ten years at most,”<br />

Redmond said.<br />

A small group of club volunteers<br />

formed a build committee<br />

and delivered the project for the<br />

2021/22 surf season.<br />

The long-term volunteers on<br />

the build committee are Rohan<br />

McNaughton, Matt Shephard,<br />

Rebecca Redmond, Nigel Cox,<br />

and Jenny Bell (treasurer), and<br />

were supported by Pete Hodge<br />

and Simon Stewart, for the first<br />

six years.<br />

The group tackled agreeing<br />

the design, consenting, build<br />

planning, tendering and the<br />

funding.<br />

“Matt Gutsell, Sheppard &<br />

Rout (Architect’s) was contracted<br />

to provide the architect design<br />

and project manage the build,<br />

but in addition to his professional<br />

fee’s provided countless hours<br />

of his own time,” Redmond said.<br />

the build partners and, after the<br />

committee had gained all the<br />

necessary plans and consents,<br />

they started by demolishing the<br />

existing building in September<br />

2019.<br />

“NZCT was an early supporter<br />

of the project, enabling us to<br />

kick it off with half the funding<br />

to at least get the shell and gear<br />

facilities built,” Redmond said.<br />

“The club had been saving<br />

funds for over 30 years and the<br />

build included over $250,000 of<br />

saved club funds.”<br />

In September 2019, NZCT<br />

approved another grant of<br />

$200,000, but then came Covid<br />

delays, but this led to the final<br />

club fitout being supported<br />

as a Shovel Ready Project,<br />

Government Stimulus package,<br />

to enable completion and access<br />

from late 2021.<br />

‘Little nipper’ now an advanced<br />

Surf lifesavers keep<br />

Fletcher<br />

ZAVIAN FLETCHER has been<br />

a volunteer lifeguard since his<br />

early teens.<br />

Now he’s received the highest<br />

qualification you can get at the<br />

advanced lifeguard awards.<br />

The 22-year-old joined New<br />

Brighton Surf Life Saving Club at<br />

14, but said even before then he<br />

was a “little nipper.”<br />

“I’d go down with my friends<br />

and they kind of got me into<br />

it and then at the age of 14 I<br />

decided to apply to become a<br />

lifeguard,” he said.<br />

Since then Fletcher, of Bromley,<br />

has gone on to become a<br />

patrol captain, gained various<br />

qualifications with training<br />

young lifeguards and been recognised<br />

for his dedication to the<br />

club through excellence awards.<br />

Although arguably the most<br />

impressive achievement was<br />

rescuing a record 27 people from<br />

drowning in one weekend at a<br />

junior national competition in<br />

Mt Maunganui during a racing<br />

event.<br />

As a budding young lifeguard<br />

Fletcher was intrigued by seeing<br />

older lifeguards perform rescues<br />

and watching how they dealt<br />

with different situations while<br />

remaining calm.<br />

“That kind of sparked my<br />

involvement with surf,” Fletcher<br />

said.<br />

“For me personally I love being<br />

outdoors. Staying fit is really key<br />

for me and being able to open<br />

up to a variety of qualifications I<br />

can get out of it.”<br />

As well as rescues, Fletcher<br />

likes the social side of surf<br />

lifesaving, particularly working<br />

alongside a supportive team.<br />

“I enjoy helping people,” he<br />

said.<br />

“You’re in a team environment<br />

so it’s not just you versus the<br />

world kind of thing, it’s you and<br />

a group of people that are also<br />

dedicated to help save lives.”<br />

Fletcher said the time he<br />

spends at the club varies with<br />

one season in 2016-2017 seeing<br />

him rake up 123 hours of<br />

voluntary work, gaining him<br />

the gold patroller award for his<br />

dedication.<br />

When he’s doing inflatable<br />

rescue boat training with the<br />

younger lifeguards he goes to the<br />

club two to three times a week<br />

but admitted life gets in the way<br />

a bit now.<br />

Nevertheless, the club is still a<br />

huge part of Fletcher’s life, especially<br />

after gaining his advanced<br />

lifeguard qualifications two<br />

weekends ago.<br />

The awards saw Fletcher<br />

travel to Waihi Beach where 20<br />

lifeguards throughout New Zealand<br />

were tested on a range of<br />

scenarios with a focus on search<br />

and rescue.<br />

Scenarios included staged<br />

drownings and first-aid assessments<br />

although the highlight<br />

for Fletcher was the rock rescue<br />

which involved guiding someone<br />

to safety after getting stuck on a<br />

rock during high tide.<br />

Fletcher described passing the<br />

course as a “big sigh of relief”<br />

and looks forward to passing the<br />

knowledge he gained onto other<br />

lifeguards at the club.<br />

“I was very happy,” he said.<br />

“It’s something that I was<br />

kind of aiming for, for the last<br />

year, as everyone knows, it’s the<br />

top qualification so being able<br />

to pass through the other side<br />

and go through all the fitness<br />

and scenarios while being under<br />

fatigue is a big thing.”<br />

In spite of the highs of surf<br />

lifesaving, Fletcher admitted<br />

being a lifeguard can have it’s<br />

low moments, especially when it<br />

comes to dealing with fatalities,<br />

something he was grateful he<br />

had never experienced firsthand.<br />

His latest drowning was just a<br />

couple of months ago when he<br />

was managing the Charlie patrol<br />

on a Sunday afternoon.<br />

It was 4.30pm, nearing the<br />

end of patrol and Fletcher was<br />

cleaning up the IRB shed after a<br />

busy summer day when he heard<br />

his lifeguard members yelling his<br />

name.<br />

He soon realised a man was<br />

drowning and quickly jumped<br />

into rescue mode, driving the<br />

ATV down to shore with the first<br />

aid kit before giving the patient<br />

oxygen and keeping them warm.<br />

Fletcher said during high stress<br />

moments like this it was important<br />

to remain calm while he gave<br />

out instructions to each lifeguard<br />

as they waited for the ambulance<br />

to arrive.<br />

“[I] just have to remain calm<br />

because I’m with a lot of the<br />

younger boys that don’t have as<br />

much experience dealing with<br />

these situations as I do, so for me<br />

remaining calm kind of keeps<br />

them calm.”<br />

The man was picked up by an<br />

ambulance and was okay in the<br />

end thanks to Fletcher and his<br />

team.<br />

“A lot of the people in the community<br />

are really thankful for<br />

the outcome and you know you’re<br />

there to help save someone’s life,”<br />

Fletcher said. “Just knowing the<br />

feeling that they can go home and<br />

have another day is quite nice.”<br />

Fletcher has also received an<br />

excellence award for event guard<br />

of the year through helping out<br />

with running various surf lifesaving<br />

events.<br />

BASE: The New Brighton Surf Lifesaving Club is where<br />

Fletcher spends his time patrolling the beach and looking<br />

out for the community.<br />

As well as working at the ports<br />

in Lyttelton, Fletcher is training<br />

to be a police officer and said surf<br />

lifesaving aspects tie in nicely<br />

with that.<br />

“Dealing with different types<br />

of situations and people kind<br />

of also relates to the police and<br />

volunteering my time to give to<br />

the community so police is a big<br />

aim for me.”<br />

While Fletcher carries the<br />

responsibility of being a patrol<br />

captain, he praised his team for<br />

their support and said they guide<br />

him just as much as he guides<br />

them.<br />

“We’re a pretty close knit<br />

team, I mean we’re always there<br />

for each other and back each<br />

other up on any situations,” he<br />

said.<br />

“Some people I associate with<br />

outside of surf and it’s good to<br />

have that connection to build<br />

friendships out of it.”<br />

As for the future, Fletcher can’t<br />

see himself leaving the club anytime<br />

soon and is leaning towards<br />

instructing and mentoring other<br />

lifeguards to help them up-skill.<br />

“I’ll stay in the club. I don’t see<br />

myself quitting anytime soon,”<br />

he said.<br />

“I’ll continue to up-skill other<br />

people.”<br />

“There are roads that are far, far<br />

worse in Christchurch that need<br />

fixing, Maces Rd (Bromley) for<br />

one,” Mauger said. “You could say<br />

‘that’s a bit crook and that’s a bit<br />

s..t’, go out to Maces Rd and drive<br />

down that at 30km/h, it’ll just<br />

about throw you out of your seat.”<br />

Of the Gloucester St upgrade,<br />

Mauger said: “Put it right down<br />

at the end of the Long Term Plan<br />

because it doesn’t matter, nine or<br />

10 years away, because there’s far<br />

more important things to do.”<br />

Johanson said communities in<br />

particular need were Woolston,<br />

Bromley and Linwood, each<br />

requiring work on roads and<br />

footpaths.<br />

“I’m glad it’s been brought to<br />

council’s attention,” he said. “I<br />

think it’s important that people<br />

make submissions if they feel<br />

concerned about it.”<br />

Councillors decided to seek<br />

more information from staff and<br />

would make a decision about<br />

allocating the money at a later date.<br />

Women-only swim sessions popular<br />

WEEKLY women-only sessions<br />

at Te Poe Toetoe Linwood Pool<br />

are proving a hit with up to 195<br />

people attending each week.<br />

They are the most popular<br />

public session at the pool, which<br />

opened its doors last October.<br />

Community engagement<br />

during the planning stages for<br />

the pool showed strong demand<br />

for the idea so the Wednesday<br />

sessions were intended to start<br />

right from when Te Poe Toetoe<br />

opened.<br />

removes barriers for women to<br />

or religious requirements,<br />

women who may be body conscious<br />

or have low self-esteem<br />

or who simply want a place to<br />

spend time and connect with<br />

female friends, family or sports<br />

teams.<br />

Participants cite the privacy<br />

and freedom the sessions provide<br />

as important factors behind their<br />

attendance.<br />

Maryam Nassir has been<br />

attending for the past three<br />

months with her daughters,<br />

nine-year-old Kawser and Fatima,<br />

who is four-and-a-half.<br />

“We enjoy it. There’s a lot of<br />

space for swimming for the girls<br />

and I meet many of my friends<br />

here, and my sister. It’s quite<br />

social.”<br />

Amy Vinnelle has attended<br />

two recent sessions with her<br />

daughter. “I just think it’s a<br />

good initiative. For people who<br />

are a bit sensitive it’s nice not to<br />

have too much raucous activity<br />

around you. We like the way it’s<br />

been set up, it’s a good vibe –<br />

peaceful chaos.”<br />

awareness among attendees<br />

has increased in the 18 weeks<br />

since the programme has been<br />

operating. Funding has also been<br />

secured to provide 20 weeks of<br />

swimming lessons for 25 young<br />

women and girls aged between<br />

five and 24.<br />

During our assemblies<br />

over the past month<br />

we have been focusing<br />

on our Values and<br />

our Dispositions. The<br />

simple message to<br />

ākonga is ‘walk the<br />

talk.’ If we truly value<br />

service, manaakitanga,<br />

alofa, success and hanga whare, we need<br />

to display those attributes each and every<br />

day. An example of us living our values<br />

was our contribution to the success of the<br />

Tongan appeal recently organised by one<br />

of our whānau members Kilifi Haeva. The<br />

devastation experienced by Tonga on January<br />

15 <strong>2022</strong> when the Hunga Tonga-Hunga<br />

Ha’apai volcano erupted was unprecedented<br />

and resulted in significant loss and suffering.<br />

Thank you to all whānau who gave so<br />

generously to this cause.<br />

Ākonga safety is paramount for us at Haeata<br />

and it has come to our attention that some<br />

ākonga are not feeling safe when they travel<br />

to and from kura. It appears that a small<br />

group of individuals, not all associated with<br />

Haeata, has been harassing Haeata ākonga<br />

outside of kura. This behaviour will not be<br />

Polyfest<br />

The Polyfest group this term is about 35-40 tamaiti.<br />

They started their practice after school everyday from<br />

Week 1 till now. While the event has been cancelled,<br />

SPACPAC will be informing us by next week if it is still<br />

going ahead online due to the current Covid setting.<br />

lives. The academic year has begun well,<br />

School Sport is underway, as is the formation<br />

of the new lunchtime Clubs, to engage<br />

akonga during their breaks.<br />

We have much to celebrate as a kura and<br />

while we are all aware of the challenges that<br />

face us this year, we are also aware of how<br />

much we can achieve by remaining positive,<br />

focused and committed to our education<br />

and each other.<br />

Keeping Our Ākonga Safe<br />

Haeata is working closely with local<br />

police to ensure our ākonga are safe in<br />

our community. It is our community’s<br />

responsibility to look out for our youngest<br />

and most vulnerable members. Aranui<br />

is good at that - we look after our own!<br />

Please call kura if you see anything that<br />

could help us to identify any individuals<br />

who pose a risk to the safety of our<br />

ākonga. Our ākonga deserve to feel safe<br />

and confident as they travel to and from<br />

kura.<br />

Ko Haeata Tātau<br />

Music Growing From Strength to<br />

Strength<br />

The advantage of being an Area School<br />

is our access to specialist kaiako/teachers.<br />

Andrew Murphy joined Haeata last year<br />

and is working with ākonga at all levels to<br />

introduce an exciting Music programme.<br />

Ākonga have loved the opportunity to<br />

explore a range of musical genres and to<br />

experience sounds that delight their ears.<br />

We look forward to the first of the Show<br />

Case Evenings scheduled for later in the<br />

year.<br />

COVID-19 Update<br />

The Government has moved Aotearoa/<br />

New Zealand to Phase 3 of the Red<br />

Traffic Light protocols and we are ready<br />

with our on-site pandemic plan. Haeata<br />

had one confirmed case of COVID-19<br />

on Monday, 21 February <strong>2022</strong> and<br />

immediately initiated our emergency<br />

pandemic plan. This saw the kura closed<br />

on Thursday, 24th February <strong>2022</strong> and<br />

then open again on Friday 25th February<br />

<strong>2022</strong>. Over the coming weeks the kura<br />

will be divided into separate groups and<br />

some key kaimahi/staff will be rostered<br />

one day on site /one day off site to<br />

minimise the risk of cross contamination.<br />

All ākonga/students will be safe when<br />

they are on site if they follow the plan and<br />

wear a mask if required. If your whānau is<br />

not yet vaccinated please attend to that<br />

today.<br />

Ākonga Ako/Teaching & Learning<br />

Ākonga have made a very positive start to<br />

the year and are enjoying a mix of indoor<br />

and outdoor activities to assist kaimahi<br />

with the requirements for the COVID<br />

conditions we currently face. A huge<br />

thank you to whānau who are supporting<br />

kaimahi with drop off and pick up by<br />

observing the requirement not to come<br />

into the Hapori. Ākonga seem settled and<br />

happy to be at<br />

kura as a result of<br />

this calm routine.<br />

It is pleasing to see that masks are being<br />

worn but are not getting in the way of<br />

important kai time. The Ka Ora, Ka Ako<br />

- healthy school lunch programme is well<br />

underway and ākonga report the kai is<br />

‘cool!’ A huge thank you to the kaimahi<br />

and whānau who help to run this initiative<br />

in kura.<br />

Keeping It Real<br />

Ākonga enjoyed an ice block treat last<br />

week when temperatures reached 27<br />

degrees at lunchtime. While it is certainly<br />

a busy time of year we make the time to<br />

connect with ākonga and support them<br />

in their learning. There is nothing more<br />

powerful in your life than knowing who<br />

you are, where you are from and where<br />

you are going. Our ākonga develop<br />

deep roots and have a lived sense of<br />

turangawaewae. Haeata grows great<br />

learners, great scholars and great all<br />

rounders.<br />

lamb stew<br />

Ingredients<br />

Serves 6-8<br />

2 tablespoons olive oil,<br />

place in frypan with:<br />

15gm butter<br />

2 onions (chopped)<br />

6 cloves garlic (crushed)<br />

1 x 400gm can chickpeas<br />

(drained and rinsed)<br />

1 x 425gm can chopped<br />

tomatoes (any variety)<br />

Peppercorns<br />

1 teaspoon turmeric<br />

½ teaspoon ground<br />

ginger<br />

1 teaspoon cinnamon<br />

Juice of 1 lemon (can use<br />

a lime)<br />

450ml vegetable stock<br />

(can use chicken stock)<br />

1 teaspoon salt<br />

Parsley or coriander – or<br />

a mixture of both (finely<br />

chopped)<br />

Mint – can use 2 tablespoons<br />

Mint sauce, or 2<br />

teaspoons dried mint, or<br />

can use a couple of sprigs<br />

of fresh mint<br />

1 teaspoon paprika<br />

¼ teaspoon cayenne pepper<br />

(diced)<br />

Mixed herbs and dried<br />

apricots (to sprinkle over<br />

Heat oil/butter, add<br />

onion and garlic and gently<br />

fry for at least 10min until<br />

softened and coloured.<br />

Add chickpeas and<br />

tomatoes, stir. Lower heat,<br />

add pepper, turmeric, ginger,<br />

cinnamon and lemon<br />

juice, mix thoroughly.<br />

Add the stock and the<br />

salt, turn frypan back on<br />

and bring to the boil, then<br />

simmer for about 20-30<br />

minutes until liquid has<br />

reduced right down, but<br />

don’t let it dry out completely.<br />

coriander), mint, paprika<br />

and cayenne pepper, then<br />

2 teaspoons cornflour<br />

2 separate tablespoons<br />

peanut oil, place 1 tablespoon<br />

in frypan (or wok)<br />

750gm rump steak<br />

(trimmed and thinly<br />

sliced)<br />

4 spring onions<br />

1 bunch broccolini<br />

(halved) or equivalent of<br />

1 red capsicum (seeded<br />

3 yellow squash (thinly<br />

400gm packet Udon Noodles<br />

(soaked, drained)<br />

Directions<br />

Combine the sake/soy<br />

sauce/mirin/caster sugar/<br />

root ginger/cornflour, stir<br />

Heat first measure of<br />

peanut oil, stir fry beef<br />

in batches for 2-3 minutes<br />

each batch or until<br />

browned. Transfer to a casserole<br />

Heat second measure of<br />

oil, stir fry spring onions/<br />

broccolini/red capsicum/<br />

squash for 2-3 minutes or<br />

until tender crisp.<br />

Return beef to frypan<br />

with prepared sauce mixture.<br />

Stir fry for 2-3 minutes<br />

or until sauce boils and<br />

thickens.<br />

Simmer for 1-2 minutes.<br />

Serve on a bed of noodles.<br />

Lamb, ginger and<br />

broccoli stir fry<br />

Serves 2 - 4<br />

Ingredients<br />

2 tablespoons olive oil<br />

Up to 600gm lamb, thinly<br />

sliced<br />

8 cloves garlic, thinly<br />

sliced<br />

2.5cm piece root ginger,<br />

sliced into very thin strips<br />

1 bunch spring onions,<br />

shredded<br />

3 tablespoons sweet chilli<br />

sauce, place in mixing<br />

bowl with:<br />

1 tablespoon tomato sauce<br />

3 tablespoons soy sauce<br />

1 pinch dried red chilli<br />

flakes<br />

100 millilitres water<br />

1 red capsicum, cut into<br />

very thin strips<br />

1 head broccoli (cut up<br />

very small and microwave<br />

for 2min)<br />

Directions<br />

Heat oil in frypan or wok,<br />

add lamb in small batches,<br />

stir frying for 3min (add<br />

more oil if necessary).<br />

Remove lamb with slotted<br />

spoon and set aside in<br />

the warming oven.<br />

Add garlic, root ginger,<br />

spring onions, capsicums<br />

and broccoli to the frypan<br />

and stir fry for 1min, then<br />

add the three sauces, chilli<br />

flakes and water.<br />

Bring to the boil, then<br />

reduce the heat and simmer<br />

for 5min, then return the<br />

lamb to the pan and cook<br />

for a further 2-3min to heat<br />

through before serving.<br />

are using excess heat. They have low<br />

power consumption - only 80watts for<br />

the three room system. Circulating air<br />

through the house also reduces the risk<br />

of damp.<br />

You can also choose the HTU<br />

version with downjet diffusers, which<br />

throw the warm air downwards to the<br />

floor. These downjet diffusers can also<br />

be adjusted to regulate which room<br />

receives the most warm air.<br />

An average size living room requires<br />

2-4 kw of heating, yet appliances such<br />

as log burners generate heat in the<br />

region of 10 -20kw. This leaves an<br />

excess of 8 -16kw of heat which sits at<br />

high level in the heated room, usually<br />

above door level.<br />

Heat transfer units work best where<br />

very hot air has ‘stratified’ into a layer<br />

near the ceiling. So heat pumps, which<br />

circulate warm air around the room with<br />

no layering, are not suitable as a heat source<br />

by themselves. However, if you have both<br />

log burner and a heat pump, heat transfer<br />

systems with thermostat can work very<br />

well: The heat pump stops operating once<br />

the heat from the fire has heated the room,<br />

and the heat transfer kicks in above this<br />

point, once there is a layer of hot air at the<br />

ceiling.<br />

Stormwater Management Plan<br />

A stormwater management plan sets out the ways<br />

in which Christchurch City Council will meet the<br />

requirements of its stormwater resource consent,<br />

which was granted by Environment Canterbury<br />

in 2019 – the Comprehensive Stormwater<br />

Network Discharge Consent (CSNDC). Its purpose<br />

is to improve surface and groundwater quality<br />

and address problems caused by the nature<br />

of stormwater discharged into waterways. It<br />

promotes water quality improvements over time<br />

in order to meet targets in the Land and Water<br />

Regional Plan. This is one of seven plans being<br />

prepared over the period 2020 to 2023.<br />

Plan. Feedback is open from 28 February to 26<br />
