CYCLE LANES will replace<br />

parallel parking on Lincoln’s main<br />

street sooner than anticipated if<br />

a district council application for<br />

funding is successful.<br />

The district council has completed<br />

an expression of interest for<br />

funding from Waka Kotahi NZ<br />

Transport Agency’s Streets for People<br />

initiative, to upgrade Gerald St<br />

between Kildare Tce and West Belt.<br />

It is for safety and intersection<br />

improvements, as well as the installation<br />

of cycle lanes along both<br />

sides, replacing on-street parking,<br />

which would shift to off-street<br />

parking precincts on West Belt and<br />

the side streets of Lyttelton and<br />

Maurice Sts. The angle parking<br />

area on the south side of Gerald St<br />

would be retained.<br />

and Prebbleton may soon get<br />

more intensive.<br />

New building intensification<br />

rules recently introduced by the<br />

Government require many councils,<br />

including <strong>Selwyn</strong>, to prepare<br />

and notify a variation to district<br />

plans.<br />

It will then open the way for<br />

medium density and intensification<br />

in some residential zones,<br />

allowing for blocks of apartments<br />

and units.<br />

Said district council planning<br />

manager Ben Rhodes: “Over the<br />

coming months the council will<br />

consider what exact changes are<br />

needed.”<br />

The variation will cover the<br />

introduction of a new medium<br />

density residential zone that will<br />

be applied to relevant residential<br />

zones in Rolleston, Lincoln and<br />

Prebbleton, and ·additional land<br />

for residential development in<br />

Rolleston, including certain<br />

private plan change requests that<br />

are currently being processed by<br />

the district council.<br />

Fears hospitals will close permanently<br />

ELLESMERE and Darfield<br />

communities fear for the future<br />

of their local hospitals as Covid<br />

staff shortages force them to<br />

temporarily close.<br />

The Canterbury District<br />

Health Board is moving 23<br />

residents from the facilities of<br />

Ellesmere, Darfield, Waikari and<br />

Oxford hospitals to alternative<br />

private facilities.<br />

Among them is Geraldine<br />

Mullions, 93, who was transported<br />

by ambulance from Darfield<br />

Hospital to a Christchurch rest<br />

home on Friday.<br />

Her brother Roger Dennis said<br />

Geraldine was having to leave a<br />

facility with which she had had<br />

a long family association, which<br />

began when she was one of the<br />

first babies ever to be born there.<br />

He also lived in Darfield.<br />

He said her new location of<br />

Christchurch would make it<br />

more difficult for him and other<br />

family members to visit her. She<br />

had moved to Darfield Hospital,<br />

which has eight beds, about 18<br />

months ago.<br />

“We were absolutely thrilled<br />

she could get a bed there, because<br />

of its accessibility,” Dennis<br />

said.<br />

However, he was philosophical<br />

about the move, and confident<br />

Geraldine would be able to<br />

return.<br />

“I think no move is easy. I<br />

understand what they (CDHB)<br />

are doing, for the benefit of the<br />

patients,” Dennis said.<br />

“All messages I have received<br />

from the nurse manager is that<br />

Geraldine’s room is being kept<br />

available for her and will be<br />

ready for her to return to.”<br />

However, some have voiced<br />

concern that the temporary closure<br />

could turn into a permanent<br />

one.<br />

Friends of Ellesmere Hospital<br />

chairwoman Robyn Casey said<br />

the group’s thoughts were first<br />

and foremost with the patients.<br />

The hospital is based in Leeston<br />

and has 10 beds; it specialises in<br />

healthcare for older people.<br />

Casey said the hospital was a<br />

much loved and appreciated facility.<br />

The temporary closure had<br />

triggered a fear in community<br />

members it would not re-open.<br />

“We have to build a relationship<br />

with the DHB and trust that<br />

this is temporary,” Casey said.<br />

District councillor Murray<br />

Lemon said such fears were understandable,<br />

considering there<br />

had been reviews over the years<br />

on the hospital’s future. This<br />

was not helped by upcoming<br />

health system changes including<br />

the disestablishment of district<br />

health boards.<br />

concern and had been in contact<br />

following the peak of Omicron,”<br />

Broughton said.<br />

Health board staff were working<br />

closely with families and<br />

next of kin of each current hospital<br />

resident to identify suitable<br />

alternative facilities.<br />

“This will ensure they are in<br />

a safe place that can offer them<br />

the staff, resources and care they<br />

need over the coming weeks.”<br />

“We are therefore moving with<br />

urgency to assess each patient<br />

and connect with residents’<br />

families or next of kin to decide<br />

on a suitable alternative facility<br />

for each resident. We take our<br />

responsibility for their care very<br />

seriously and will do everything<br />

we can to ensure their safety and<br />

wellbeing,” she said.<br />

“The move to their new home<br />

will be temporary. Residents<br />

should be back in these hospital<br />

facilities within six weeks of the<br />

Omicron outbreak’s peak.”<br />

“Council staff have worked<br />

hard with Waka Kotahi to reach<br />

this point,” Mazey said.<br />

Mazey said the upgrade was<br />

part of the Lincoln Town Centre<br />

Plan, which was adopted by the<br />

district council in 2016. In longterm<br />

planning, it was scheduled<br />

to begin 2027.<br />

The Waka Kotahi funding<br />

would allow the project, estimated<br />

to cost $6 million, to begin in<br />

the <strong>2022</strong>/23 financial year.Waka<br />

Kotahi will now consider the<br />

application alongside others from<br />

around the country. Successful<br />

applicants will<br />

be announced in<br />

further along the road on his<br />

way to Lincoln University last<br />

year, one of more than 10 minor<br />

injury crashes involving bicycles<br />

on Gerald St since the early 2000s.<br />

He said such safety<br />

improvements were<br />

particularly required in Lincoln<br />

and the wider <strong>Selwyn</strong> area,<br />

due to its excessive growth in<br />

population and traffic flows.<br />

SOME Springfield residents are<br />

using a district council-supplied<br />

portable shower as their water<br />

situation remains stagnant.<br />

A precautionary boil water<br />

notice remained in place as of<br />

Friday, after being introduced<br />

one month earlier on February 5.<br />

District council group manager<br />

Washington said the notice<br />

remained in place due to discolouration<br />

of the water, and the<br />

portable four-shower unit had<br />

been installed for people to use<br />

due to this.<br />

“The water supply is safe to<br />

shower in, however, the unit<br />

with four showers is there to<br />

provide an option for people<br />

to have a shower in water<br />

without the discolouration,”<br />

Washington said.<br />

“The water is not yet<br />

clear enough yet for the<br />

UV treatment to be able<br />

to guarantee effective<br />

treatment at the levels<br />

required.”<br />

Resident Amy Albon<br />

welcomed the shower<br />

block, which had been<br />

installed alongside a<br />

washing machine.<br />

“I’m pleased, we all have a<br />

chance to be cleaned in fresh<br />

clear water,” Albon said.<br />

She earlier spoke to the<br />

<strong>Selwyn</strong> <strong>Times</strong> about avoiding<br />

using her bath to wash her fouryear-old<br />

son, fearing the murky<br />

water would worsen a skin<br />

infection.<br />

“I don’t have clean water to<br />

fill up a bath and wash<br />

him in or anything<br />

like that because the<br />

water looks dirtier<br />

than what he is,” Albon<br />

said.<br />

It is the longest<br />

running and fourth<br />

boil water notice since<br />

last year’s May floods.<br />

Residents are already<br />

relying on a potable water<br />

tanker outside the community<br />

hall installed by the council for<br />

drinking water.<br />

potentially as a result of upstream<br />

landslips.<br />

The district council has multiple<br />

projects under way to improve<br />

the supply and has been<br />

actively investigating alternate<br />

water sources.<br />

The district council had<br />

begun construction of a new<br />

500m3 treated water reservoir<br />

and two new 30m3 raw-water<br />

storage tanks, altogether costing<br />

$780,000, due to be completed<br />

by June.<br />

In addition, $2 million to<br />

$4 million of capital works<br />

could go ahead for a new<br />

membrane plant, offering<br />

better filtration than the<br />

existing filter system, pending<br />

results of a trial that was under<br />

way.<br />

Foster Park likely<br />

to be ready for<br />

winter sports<br />

THE DISTRICT council’s $4.21<br />

million hockey and football turf and<br />

associated $1.27 million car park<br />

at Foster Park are on schedule for<br />

completion by the winter sports season.<br />

at their last meeting installation<br />

of the two new artificial fields<br />

was progressing well. Earthworks<br />

were largely completed, most service<br />

installation was completed, and<br />

fencing was under way. They were<br />

scheduled for completion in May.<br />

The eastern car park project involved<br />

permanently sealing a gravel<br />

area, providing about 215 car parks<br />

for Foster Park. It was scheduled for<br />

completion next month.<br />

Development project manager Phil<br />

Millar said the car park upgrade<br />

involved a complete overhaul of the<br />

gravel area, including new footpaths<br />

and pedestrian access, landscaping<br />

including additional drainage that is<br />

required when sealing an area in asphalt,<br />

as well as lighting and fencing.<br />

“The upgrade is to cater for all<br />

users of the car park area including<br />

pedestrians, busses and minivans<br />

and allow safe access during<br />

the day and in the evening. The cost<br />

for all these works is consistent with<br />

other car parks that the council has<br />

built recently,” Millar said.<br />

THE GLOBAL little library<br />

movement has taken off in<br />

Kirwee, thanks to Laura Vis.<br />

The avid bookworm built<br />

and painted a cupboard, using<br />

plywood and sample pots of<br />

paint, and attached it to her front<br />

fence.<br />

Residents have responded en<br />

masse, following the evocative<br />

message on the side: “Take a<br />

book, leave a book, keep one or<br />

return one.”<br />

Vis said she had always wanted<br />

a pretty mail box, but Kirwee<br />

didn’t have mail boxes. The<br />

village is serviced by post office<br />

boxes at the local garage.<br />

So she decided to make the<br />

cupboard instead, with the idea<br />

of it being a little library.<br />

“It’s the first thing I have<br />

ever built all by myself, it’s a bit<br />

wonky for that reason. It’s not<br />

fallen off the fence yet, so that’s<br />

the main thing,” Vis said.<br />

She had been impressed at the<br />

global Little Free Library’s mission<br />

of exchanging books and<br />

bringing people together, and<br />

thought it would be good to have<br />

one in Kirwee where there is no<br />

public library. She had also been<br />

inspired by the success of a little<br />

library in an old fridge in nearby<br />

Darfield, established some years<br />

ago.<br />

Vis said reading had been a<br />

connecting and sharing force in<br />

her own family.<br />

About three years ago she was<br />

temporarily homeschooling her<br />

daughter Sofia, with a mostly<br />

literature-based curriculum.<br />

“We read and read, I just love<br />

books, I like sharing what books<br />

we like.”<br />

Vis opened her Kirwee Community<br />

Little Library one year<br />

ago, and hundreds of books have<br />

come and gone from its shelves<br />

since.<br />

It has become so popular she<br />

has had to build another cupboard<br />

underneath for children’s<br />

books. Last month she asked<br />

people to limit their donations<br />

of adult books to just two, as so<br />

many books were coming in.<br />

“It’s quite private where it is,<br />

I can’t see how many people<br />

are using it. But judging by the<br />

books that turn up in there,<br />

I think we are at least getting<br />

three to four users a day, which is<br />

pretty amazing for a small community,”<br />

Vis said.<br />

“It’s like Christmas looking<br />

for new books and seeing what<br />

people have put in, it’s really<br />

exciting.”<br />

Her favourite book of recent<br />

times is Gone Girl by Gillian<br />

Flynn, while her favourite book<br />

of all time is The Boy In the<br />

Striped Pyjamas by John Boyne.<br />

The new building intensification<br />

rules also requires councils<br />

to vary private plan changes that<br />

were notified prior to the new<br />

legislation coming into effect in<br />

December.<br />

“This means we must notify<br />

the variations to relevant private<br />

plan changes at the same time we<br />

notify our own variation to the<br />

proposed District Plan,” Rhodes<br />

said.<br />

“Given the current situation<br />

our council finds itself in, with a<br />

number of private plan changes<br />

at different stages of the process,<br />

this creates logistical and<br />

procedural issues that the new<br />

legislation itself is not clear on<br />

addressing.”<br />

Based on legal advice and information<br />

available to date, each<br />

private plan change request will<br />

be affected differently depending<br />

on what stage in the process they<br />

are, where they are located, and<br />

what they are seeking, he said.<br />

Once a draft of the variation is<br />

developed, it will go to the district<br />

council for approval and then be<br />

notified for public consultation.<br />

new hearings, there will be a<br />

delay on when the proposed plan<br />

becomes operative, as well as the<br />

affected private plan changes,”<br />

Rhodes said.<br />

The proposed District Plan was<br />

notified at the end of 2020 and<br />

was expected to become operative<br />

at the end of <strong>2022</strong>. With the<br />

variation it is now expected that<br />

the proposed District Plan will<br />

become operative in early 2024.<br />

Rhodes said no appeals will<br />

be possible on decisions in<br />

relation to matters covered by<br />

the variation. Its follows the new<br />

legislation that introduces a new<br />

planning process which tier 1<br />

councils, must use to implement<br />

intensification policies more<br />

quickly.<br />

MOVES ARE afoot to have<br />

the historic Hororata Hall<br />

transferred back to community<br />

ownership.<br />

At their last meeting, district<br />

councillors agreed “in principle”<br />

to support a proposal by Go<br />

Hororata to establish a community<br />

centre by upgrading the<br />

hall and retaining its cultural<br />

heritage.<br />

The proposal would see the<br />

district council transfer the 1896<br />

building back into community<br />

ownership.<br />

The decision follows discussions<br />

between Go Hororata, a<br />

collective of community groups,<br />

and the district council on establishing<br />

a community centre in<br />

the village.<br />

Go Hororata members were<br />

still seeking clarification on the<br />

decision when <strong>Selwyn</strong> <strong>Times</strong><br />

contacted them last week.<br />

Chairman Craig Blackburn<br />

did not want to comment, but<br />

referred to a statement sent to<br />

media on behalf of the group:<br />

“Go Hororata is seeking further<br />

clarification from the district<br />

council as its decision was not<br />

clear and significant uncertainty<br />

remains.<br />

“Go Hororata continues to<br />

hope for a positive outcome for<br />

our community and the <strong>Selwyn</strong><br />

district.”<br />

The district council will<br />

also consider supporting the<br />

project with $1m of funding<br />

that had initially been proposed<br />

for the building of the new<br />

community centre. This will be<br />

subject to a business case, and<br />

put to the wider community<br />

for consultation as part of the<br />

feasibility study on using the hall<br />

Cat’s death accidental<br />

THE MYSTERY around the<br />

death of a much-loved cat from<br />

Darfield has been solved.<br />

His family had suspected<br />

the pedigree ragdoll had been<br />

brutally killed when they found<br />

him outside their home in<br />

January, as one of his injuries<br />

appeared as a cut from his throat<br />

to his stomach.<br />

However, a police spokesperson<br />

told <strong>Selwyn</strong> <strong>Times</strong> a truck<br />

driver had since come forward<br />

to confirm they hit the pedigree<br />

ragdoll and moved it off the road.<br />

“The driver described the<br />

injuries and there is nothing to<br />

suggest that their statement is not<br />

accurate.<br />

“Our sympathies go to the<br />

family who have lost their pet<br />

but fortunately this is an isolated<br />

incident and not related to any<br />

malicious behaviour.”<br />

Lincoln Rotary has been active over the last few weeks,<br />

donating produce from their Lincoln Community<br />

Gardens vegetable plot to Lincoln Community Care, and<br />

to food banks in Christchurch and Ellesmere. The club<br />

also collected non-perishable foods from its members<br />

for the food banks. A spokesperson said more people<br />

in the community are in need of support because<br />

of the high cost of food, rent, electricity and supply<br />

chain issues.<br />

Susan Sandys after<br />

becoming chairman of<br />

the Kirwee Players<br />

How long have you been<br />

involved in musical theatre<br />

with the Kirwee Players?<br />

I’ve been with Kirwee Players<br />

ever since I can remember. Both<br />

my parents David and Isabell,<br />

have been involved – my father<br />

since it first started (first show,<br />

Showboat, 1977), mum was<br />

having children at the time,<br />

but she’s been heavily involved<br />

since. Me and my three brothers<br />

have all been in various shows.<br />

My first show was The King<br />

and I (1988); I was 12. I played<br />

Louis who was the son of the<br />

governess, my older brother<br />

played Prince Chulalongkorn.<br />

I would have been in nearly 20<br />

shows since then.<br />

What has been your biggest<br />

ever role?<br />

Fagan, in Oliver (2016). I<br />

understudied for a fellow who<br />

ended up having to pull out due<br />

to ill health, so I ended up taking<br />

over that role for him. I’ve had<br />

various parts, in The Sound of<br />

Music (1993) I was Rolfe, in The<br />

Was it scary or embarrassing<br />

taking your clothes in The Full<br />

Monty?<br />

No, I don’t do embarrassing!<br />

It’s not something that has ever<br />

bothered me.<br />

Why not?<br />

It wasn’t the first time I<br />

had done it. I joined MUSOC<br />

(University of Canterbury<br />

Musical Theatre Society) when I<br />

left school, and I did a few shows<br />

there, including The Best Little<br />

Whorehouse in Texas, which had<br />

the odd naked cameo.<br />

So you get used to it?<br />

Yes, you just sort of get over<br />

things and it stops being a big<br />

deal. For The Full Monty, it<br />

was very amusing, the cast we<br />

had around us, they were good<br />

fellows, good fun to do it with.<br />

making sure the show goes on<br />

The Kirwee Players launched<br />

you on a lifelong musical<br />

theatre journey?<br />

Through Kirwee Players, I<br />

got involved with MUSOC,<br />

and through MUSOC, I got<br />

involved with Showbiz. I did a<br />

couple of shows with them, just<br />

back stage. I have crewed, I have<br />

worked as technical and I have<br />

done front of house. Pretty much<br />

everything.<br />

What do you like about<br />

musical theatre?<br />

It’s just fun, and the people<br />

that you do it with are a special<br />

kind of a group of people; they<br />

are all a little bit crazy. It’s all<br />

about people. Some have been<br />

doing it for years, they have<br />

amazing stories. Then you get<br />

all the young people. They are<br />

all enthusiasm, they have big<br />

dreams and amazing talent.<br />

Some people have gone on to do<br />

bigger and brighter things.<br />

Have you been on stage<br />

recently?<br />

Yes, I was on stage last year, we<br />

did West Side Story. I was Chino,<br />

one of the Sharks. It was quite a<br />

dark role, I was the one killing at<br />

the end, it was a very emotional<br />

show.<br />

What’s it like to play a villian?<br />

It takes focus, you’ve got<br />

to be believing it when you<br />

are walking out there. I was<br />

standing in the middle of the<br />

entire audience and shooting this<br />

fellow. You have to pretend like<br />

you want to take him out. I had<br />

a great time being involved in<br />

the fight scenes between the two<br />

gangs. It was a lot of chucking<br />

each other around the stage. I<br />

got to work with a good friend<br />

of mine (Andy McLeod). He was<br />

also in The Full Monty with me.<br />

Once you get naked on stage<br />

with someone you are friends for<br />

life.<br />

“IT’S ALL ABOUT PEOPLE”: Stott’s son Toby<br />

Monty. In The Sound of Music, Stott played a<br />

romantic Rolfe.<br />

That sounds very memorable<br />

It was a big contrast to one<br />

of my earlier shows, The Sound<br />

of Music, playing the German<br />

boy trying to steal away the von<br />

Trapp girl. That was a love scene.<br />

The girl was a couple of years<br />

younger than me, she was 16,<br />

who I had to pretend I was madly<br />

in love with. We were just fairly<br />

recent acquaintances leading up<br />

to that, but you have to make out<br />

that you actually have feelings<br />

for somebody and also not cross<br />

any boundaries while you are<br />

doing it.<br />

Is it awkward kissing on stage?<br />

I don’t remember it being so.<br />

It’s a stage kiss, you kind of turn<br />

your head and people can’t tell if<br />

you are kissing or not.<br />

As the new chairman of<br />

Kirwee Players, do you have any<br />

goals for the group?<br />

The main focus with theatre at<br />

the moment is survival. Covid is<br />

kicking the arts off as much as it<br />

can. It makes it really difficult.<br />

You plan something, then the<br />

rules will change. You have your<br />

dates booked, and then all of<br />

a sudden people can’t go. You<br />

have to restrict numbers, or you<br />

can’t have rehearsals. To survive,<br />

you have to stay relevant. You<br />

have to keep putting on shows<br />

that people want to see. You’ve<br />

also got to be developing your<br />

own talent. We are really lucky<br />

this year that we have a brand<br />

new director for our adult show<br />

(Singin’ In The Rain), Kelsea<br />

Nelson-Cummings. She’s one of<br />

our own, she started off being<br />

on stage through our junior<br />

programme and has directed<br />

shows with the juniors. We<br />

also have choreographer Laura<br />

Walker. She started off at Kirwee<br />

Players, she’s been in Showbiz,<br />

she’s also been a professional<br />

dancer overseas, and now come<br />

back to us.<br />

Have you had to cancel<br />

anything with Covid?<br />

We’ve postponed a couple.<br />

In 2020, The Lion King was our<br />

junior show. About two weeks<br />

away from going on stage, Covid<br />

kicked in. They put that off for<br />

about eight months. They got all<br />

the kids back together, got them<br />

all back up to speed in about three<br />

weeks, and put the show on.<br />

Musicals break down barriers<br />

didn’t stage until last year.<br />

At present we are going<br />

through auditions for<br />

Into the Woods, this year’s<br />

junior show. For Singin’<br />

In the Rain, auditions are<br />

about to start. Now we<br />

are in red light, it restricts<br />

audience numbers to<br />

100, so it makes it more<br />

financially difficult. The<br />

number we usually sell out<br />

at is 150 to 200.<br />

Does Kirwee Players<br />

just do the one adult and<br />

one junior musical theatre<br />

show each year?<br />

Last year we introduced<br />

a play as well. That’s a new<br />

initiative. This year it is still<br />

sitting on the backburner,<br />

because if we can’t do the<br />

junior show when we want<br />

to do it, we will have to put<br />

that back into the slot when<br />

we would normally it.<br />

Do you prefer to perform<br />

in musicals or plays?<br />

I love the musicals.<br />

The thing about the<br />

musicals, you get a lot more<br />

camaraderie with people<br />

when you are singing<br />

together and dancing<br />

together. That’s the fun bit,<br />

it breaks down a lot more<br />

barriers. The other things<br />

we are grateful for is all<br />

our musicians, they come<br />

here on a voluntary basis.<br />

We tend to go for a live<br />

orchestra, it’s a lot better<br />

than the bottled stuff.<br />

What venue do you use?<br />

It’s all done at the<br />

Kirwee Community Hall.<br />

We have had a very tight<br />

relationship with the hall<br />

since its inception. Kirwee<br />

Players have been a very<br />

good client for the hall, and<br />

the hall has also built itself<br />

around being a venue that<br />

we can use. They’ve got<br />

staging and an orchestra<br />

pit they put in specifically<br />

for us to use. We also help<br />

fund it, it’s a two-way<br />

street. We look after them,<br />

and they look after us. It<br />

does mean that people<br />

turn up to this little place<br />

in the middle of nowhere,<br />

and get blown away with<br />

what amazing facilities we<br />

have. And we put on an<br />

amazing show. Every year<br />

you get people who come<br />

out here who are surprised.<br />

They say: ‘I didn’t know<br />

this place existed,’ or ‘this<br />

place is impressive.’ There’s<br />

also a whole entire building<br />

we have constructed out<br />

the back through our<br />

fundraising and profits<br />

over the years.<br />

So Kirwee Players has<br />

made a name for itself?<br />

We have developed<br />

ourselves a good strong<br />

reputation amongst theatre<br />

in that show,” so they will<br />

come out our way (from<br />

Christchurch and other<br />

areas of Canterbury). We<br />

have no problem getting<br />

the talent we need to cast<br />

the tricky roles and to fill<br />

up our orchestras. We get<br />

directors who come out to<br />

direct to try themselves out,<br />

we have also had people that<br />

have gone through Showbiz<br />

work for us as well.<br />

Kirwee Players has been<br />

a family affair for you?<br />

My father was treasurer,<br />

he’s been on the committee<br />

at least 30 years. He’s still<br />

on the committee. Mum<br />

has been on the committee<br />

on and off, she is presently<br />

the wardrobe mistress. My<br />

brothers kind of left the<br />

area, but there was a couple<br />

of shows that had all six<br />

of us in them at the same<br />

time. The White Horse Inn<br />

(1989) was the first one,<br />

we were all on stage. My<br />

older brother spent a lot<br />

of years doing lights, my<br />

other brothers were on<br />

stage a few times. My oldest<br />

boy, Toby, was in The Full<br />

Monty with me, that was<br />

probably another one of the<br />

reasons why that’s one of<br />

my favourite shows.<br />

He played the son of the<br />

lead character. He was<br />

in Oliver and a couple of<br />

junior shows as well, he<br />

loves it, he’s 16 now. My<br />

other son Jake, 14, he’s just<br />

a very dedicated audience<br />

member.<br />

Mike Bowie is an ecologist who specialises in entomology (insects and other<br />

invertebrates). Each week he introduces a new species found in his backyard at<br />

Lincoln. His column aims to raise public awareness of biodiversity, the variety of living<br />

IT’S BEEN estimated that over 2000<br />

native moth species are found in New<br />

Zealand.<br />

What is extraordinary is that 92 per<br />

cent of the species are endemic and<br />

represent the highest rate of endemism<br />

in the world.<br />

Our geographical isolation along<br />

with our endemic host plants contribute<br />

to New Zealand being a moth<br />

hotspot.<br />

However, our ability to travel the<br />

world allows hitchhiking species to<br />

get to New Zealand.<br />

One such species is the large<br />

pale clothes moth (Tinea<br />

pallescentella). Native to Patogonia<br />

and the Falkland Islands, this moth<br />

has now been introduced into<br />

Europe, the United States, Australia<br />

and New Zealand.<br />

The moths occur in a variety of<br />

indoor and outdoor habitats such as<br />

stables, outhouses, mills, granaries,<br />

and warehouses.<br />

The moths have a wingspan of<br />

12-15mm and are a bland ochre-grey<br />

in colour with dark patches on the<br />

forewings.<br />

The species has several generations<br />

so can be found throughout the year<br />

and are attracted to light.<br />

The larvae feed on keratinous<br />

animal matter such as hair, wool, fur<br />

or feathers, in wasp and bird nests, in<br />

skins and animal carcases.<br />

Variation to the<br />

proposed district plan<br />

being prepared<br />

The Council is preparing changes to its housing intensification rules in the Proposed <strong>Selwyn</strong> District<br />

Plan, with public consultation expected in August this year.<br />

New building intensification rules recently introduced by Government require all Tier 1 Councils -<br />

including <strong>Selwyn</strong> - to prepare and notify a variation to their district plans by 20 August <strong>2022</strong>. The<br />

variation must include new rules and policies that enable medium density and intensification in<br />

relevant residential zones, Council’s Planning Manager Ben Rhodes says.<br />

The variation will cover:<br />

· the introduction of a new Medium Density Residential Zone that will be applied to relevant residential<br />

zones in Rolleston, Lincoln and Prebbleton<br />

· additional land for residential development in Rolleston, including certain private plan change<br />

requests currently being processed by the Council.<br />

The government rules require councils to vary private plan changes that were notified before the<br />

new legislation come into effect (20 December 2021). These will be notified at the same time as the<br />

variation to the proposed plan, Mr Rhodes says.<br />

Based on legal advice and information available to date, each private plan change request will be<br />

affected differently.<br />

Once a draft of the variation is developed, it will go to the Council for approval and then be notified for<br />

public consultation. Public consultation will begin by 20 August <strong>2022</strong> at the latest.<br />

“To enable the variation process to be completed, including the new hearings, there will be a delay on<br />

when the Proposed Plan becomes operative, as well as the affected private plan changes”, says Mr<br />

Rhodes.<br />

The Proposed District Plan was notified at the end of 2020 and was expected to become operative<br />

at the end of <strong>2022</strong>. With the variation it is now expected that the Proposed District Plan will become<br />

operative in early 2024.<br />

It’s important to note, no appeals will be possible on decisions relating to matters covered by the<br />

variation. This follows the new legislation that introduces a new planning process which Tier 1 councils<br />

must use to implement intensification policies more quickly.<br />

Building consents increasing<br />

A slowdown in applications and hard work from the Council consents team has seen the average number<br />

of working days to process an application falling.<br />

At the end of February the average number of working days to process an application was 22 days.<br />

However, with numbers increasing again and <strong>March</strong> traditionally seeing high numbers of applications<br />

the Council is reminding applicants:<br />

· Expect to see and plan for delays – we are likely to see timeframes extend out again<br />

· Make sure your application meet our criteria<br />

· Remember to use the professional partnership programme (PPP) partner if you’re an approved partner.<br />

The increase in applications will put our consent team under further pressure, so we need your help to<br />

manage the workload and we will be taking a firmer approach as well.<br />

Applications not meeting the criteria on our website, or which are for a subdivision that doesn’t have<br />

s223, will not be accepted. You can find the criteria at <strong>Selwyn</strong>.govt.nz/building in the information required<br />

section under ‘applying for approvals’.<br />

Consents can be fast-tracked for applications under our PPP. This programme is for approved designers<br />

and agents with applications that meet specific criteria.<br />

Our PPP has had a slow uptake since we launched in in May 2021 and we are encouraging more<br />

designers and companies to embrace this fast track option. If you want to find out more visit our website<br />

Another chance on offer to blaze<br />

a trail into work<br />

Another chance to be a trailblazer is on offer with the Council looking<br />

for more young people to support into work.<br />

Applications are now open for the fourth round of the Council’s<br />

Trailblazers internship programme, a collaboration by the Council<br />

and Youth Pathways, with support from the Ministry of Social<br />

Development, that is helping people who are unemployed or working<br />

less than 30 hours a week gain work skills.<br />

The internship programme aimed at young people aged 18-24 began<br />

in October and has already seen half of the interns gain jobs.<br />

Over six weeks, up to 10 interns are able to try out different jobs<br />

within the Council and gain practical experience in their areas<br />

of interest. They also receive mentoring and support from Youth<br />

Pathways coordinators who tailor the course to support members<br />

in becoming work ready and on areas such as mental and cultural<br />

wellbeing and learning their strengths.<br />

Interns try out roles such as Duty Manager, Event Manager,<br />

Recreation Assistant, Library/Customer Service Assistant and<br />

Programme Coordinator, and complete an additional 20 hours of<br />

practical experience in their area of interest.<br />

One member gained a job during the current intake after being<br />

supported to apply by mentors on the course and helped with job<br />

interview techniques and practice questions.<br />

Leeston Cycle Club racing ahead<br />

with community funding<br />

Council support has helped keep the Leeston Cycle Club racing<br />

ahead.<br />

The club runs its annual racing season from September to <strong>March</strong><br />

with weekly races every Thursday evening around the Leeston area.<br />

New road rules introduced by Waka Kotahi in 2021 to improve safety<br />

meant the club was facing a hefty bill of over $3000 to provide the<br />

signage required to race, Club President Mark Booth says.<br />

The club was able to borrow signage from the Pegasus cycle club<br />

last year, but that wasn’t a long-term option.<br />

Fortunately, the Council was able to help with a grant of $3283 from<br />

the Council’s <strong>Selwyn</strong> Community Fund helping it buy the signage<br />

needed to keep the races going.<br />

“That money for the signs was just beautiful. We couldn’t have asked<br />

for better.”<br />

The fund was created to support <strong>Selwyn</strong> groups and organisations<br />

that contribute to community wellbeing, aiming to increase<br />

opportunities for physical activity, participation and community as<br />

well as drawing people to <strong>Selwyn</strong>.<br />

Leeston Cycle club fitted the brief well. Its philosophy of creating a<br />

family friendly environment to support people into keeping fit and<br />

active and having has seen membership rise by 50% this year.<br />

The club’s Thursday evening races include social, youth and<br />

development rides along with opportunities for the more competitive.<br />

It also provides opportunities for volunteers and cyclists draws from<br />

all over including many who cycle from Christchurch to take part in<br />

the races.<br />

for years to come, Mr Booth says.<br />

“It helped us immensely. We can<br />

use them every year, so we’re<br />

really appreciative.”<br />

Commissioner’s recommendation to approve GW<br />

Wilfield Ltd’s request to rezone approximately<br />

33ha of Rural Inner Plains land in West Melton to<br />

Living West Melton (WM South) zone and to insert<br />

a new Outline Development Plan to guide the<br />

development. The location to which this request<br />

relates is land on the southern side of West<br />

Melton along Weedons Ross Road.<br />

This Council decision has legal effect from the<br />

day of the public notice (9 <strong>March</strong> <strong>2022</strong>) and<br />

the Operative <strong>Selwyn</strong> District Plan is deemed<br />

amended in accordance with this decision.<br />

Darfield Kirwee Wastewater Pipeline project<br />

Burnham Road is closed to northbound traffic north of the Burnham School Road intersection to State<br />

Highway 1 from 10 January to 26 April. A detour will be in place.<br />

Aylesbury Road between SH1 and Two Chain Road is reduced to one-way only. Traffic will be able to<br />

enter from SH1 and move north past the one-way site. The one-way system will be in place until late<br />

it’s time to start preparing your<br />

winter vegetable and flower<br />

garden, plus its bulb planting<br />

time.<br />

Autumn is the time to get those<br />

Vegetable garden<br />

Many of the ‘classic’ summer<br />

vegetables are now coming to<br />

their end. Harvest the last crops<br />

of aubergines, beans, beetroot,<br />

courgettes, cucumbers, lettuce,<br />

radishes, tomatoes, and<br />

pumpkin. There is still time to<br />

plant rapid maturing vegetables<br />

like lettuce, radishes, and dwarf<br />

beans.<br />

Begin preparing your winter<br />

garden by removing any dead<br />

or infected plants and weeds.<br />

Don’t leave diseased plants on<br />

the property or they may reinfect<br />

your winter crops.<br />

Break up hard, compacted soil<br />

and add plenty of fresh compost.<br />

Towards the end of the month,<br />

start planting the first winter<br />

maturing vegetables such as cabbage,<br />

cauliflower, broccoli, and<br />

kale.<br />

Remember to rotate areas of<br />

your vegetable garden to ensure<br />

the same vegetables are not<br />

planted in the same positions<br />

every year.<br />

Flowering annuals<br />

flowering annuals such as zinnias<br />

lachenalias, nerines, ranunculus,<br />

tulips, and watsonias. Remember<br />

to add a marker so you remember<br />

where and what you planted.<br />

Fruit Trees<br />

On citrus trees, especially<br />

mandarins, lemons and oranges,<br />

young fruit are forming and<br />

require regular watering to prevent<br />

fruit fall and encourage the<br />

development of juicy fruit.<br />

Mulching significantly helps<br />

in the retention of water and<br />

improves the soil.<br />

As plants in the garden struggle<br />

with exceptionally dry conditions,<br />

houseplants are within our<br />

It is important to regulate<br />

the temperature in your home,<br />

especially those that are locked<br />

up all day.<br />

Some houseplants will need to<br />

be repositioned depending on<br />

the season, for instance, those<br />

growing near north-facing windows<br />

can be exposed to very hot<br />

daytime temperatures.<br />

Watering needs to be carefully<br />

monitored, remembering that<br />

not all houseplants require the<br />

same amount of water. Fertiliser<br />

tabs can be safely applied where<br />

houseplants are still in active<br />

growth.<br />

Strawberries<br />

Even though strawberries have<br />

finished fruiting, it is time to<br />

think about next seasons strawberries.<br />

Existing plants will be sending<br />

‘runners’ in all directions, these<br />

are the future fruiting plants.<br />

While May is the traditional<br />

month for planting young strawberry<br />

plants, cut the runners off<br />

the ‘mother plants’ now and temporarily<br />

plant them in the garden<br />

soil or pots, awaiting permanent<br />

planting into newly prepared<br />

strawberry patches or containers<br />

in May.<br />

Raspberry plants<br />

WHO REMEMBERS the days<br />

when parsley was the go-to<br />

garnish?<br />

Mashed potato, white bread<br />

sandwiches, curried eggs, asparagus<br />

rolls and more, apparently<br />

all tasted, and looked better, with<br />

the addition of parsley.<br />

Luckily time moved on and,<br />

thanks to various reality cooking<br />

shows, we now know there<br />

are plenty of other ways to create<br />

visual appeal when presenting a<br />

meal.<br />

While parsley’s abilities as<br />

a garnish may have waned in<br />

popularity, there’s no denying<br />

its still a must-have herb for the<br />

herb garden.<br />

Both flat-leaf and curly leaf<br />

parsley are handy in the vege<br />

garden. Even though some recipes<br />

specify which parsley to use<br />

mix and match is a good option.<br />

Parsley can be grown virtually<br />

anywhere.<br />

Pop it in a sunny, well-drained<br />

spot. Alternatively, grow it in a<br />

small pot on the windowsill. Or<br />

try planting this handy herb in a<br />

hanging basket with something<br />

like polyanthus or strawberries<br />

(later in the year for strawberries)<br />

around the outside.<br />

The trick with parsley is to eat<br />

it as its ready and use it before it<br />

goes to seed. To ensure a steady<br />

supply, stagger your planting.<br />

That means every few weeks or<br />

couple of months plant another<br />

parsley seedling.<br />

As one reaches its end the<br />

other will be ready to plunder.<br />

Remember, parsley is more than<br />

At its meeting on 9 February <strong>2022</strong>, the <strong>Selwyn</strong> District Council resolved to accept<br />

the Commissioner’s recommendation to approve GW Wilfield Ltd’s request to rezone<br />

approximately 33ha of Rural Inner Plains land in West Melton to Living West Melton (WM<br />

South) zone and to insert a new Outline Development Plan to guide the development. The<br />

location to which this request relates is land on the southern side of West Melton along<br />

Weedons Ross Road.<br />

This Council decision has legal effect from the date of this notice and the Operative <strong>Selwyn</strong><br />

District Plan is deemed amended in accordance with this decision.<br />

working hours, at the Council’s Rolleston Headquarters, or online at Council libraries and<br />

With your house being your biggest asset,<br />

why wouldn’t you want to protect it?<br />

Prevent significant repairs, save<br />

money and keep your home looking<br />

great by ensuring your house is wellmaintained<br />

and safe. Maintenance<br />

can be done regularly or as needed<br />

to avoid minor issues from becoming<br />

major. However, you may need a<br />

professional for some jobs such as<br />

gas, plumbing, drainage, and some<br />

electrical repairs.<br />

Cleaning gutters and spouting is not<br />

a well-liked chore but is necessary.<br />

Gutters and spouting control your<br />

house’s flow of rainwater, and<br />

regularly clearing them will prevent<br />

a roof leak or water from entering<br />

your home. It’s also a great time to<br />

check the state of your roof cladding<br />

and flashings (weatherproof strips) to<br />

ensure problems are not developing.<br />

Get blocked and damaged drains fixed<br />

as soon as you become aware of any<br />

issues.<br />

and other animals as they can chew<br />

through wiring and cause fires.<br />

Blackening around sockets and power<br />

points can indicate a wiring problem,<br />

so get this checked as soon as possible.<br />

Investigate any unusual noises when<br />

you plug in appliances, examine<br />

appliances’ cords, ensure they are safe,<br />

and regularly clean filters in dryers<br />

and washing machines. Before digging<br />

or garden maintenance, be aware of<br />
