Update from the East HantsDistrict CouncillorsPartnership with HavantAt the time of writing, East Hampshire District Council has formallyagreed that it will be withdrawing from the joint managementagreement that it had with Havant Borough Council. This will besubject to a business case that is being brought forward fordiscussion.The Council has also agreed that it will offer Gill Kneller who isthe current Chief Executive of both EHDC and Havant BoroughCouncil, the role of Chief Executive for East Hampshire. HavantBorough Council will also be discussing the proposed withdrawalfrom the joint management agreement, at their next full Councilmeeting, and will be recommending that Kim Sawyer, who is currentlyinterim Chief Operating Officer, be confirmed as the acting ChiefExecutive until an interim Chief Executive is appointed for Havant.The Council Leader, Richard Millard, emphasised that EHDChad worked very successfully with Havant Borough Council forthe last 12 years, but that it was time to pursue a differentdirection in the future. EHDC would be able to pursue itswellbeing and welfare agenda at pace, concentrating the officerteam on helping local residents. There would also be emphasison greening the Local Plan, currently being re-drafted, andputting pressure on Government to prioritise the green agenda.EHDC would be keeping its options open regarding any potentialdevolution proposals that may be published in the GovernmentWhite Paper.Pods for Homeless People, in BordonWork has now started on the conversion of the former PinewoodVillage Hall, in Bordon, to accommodate ten individual “pods”for homeless people. The project, that is being undertaken byVelocity RDT, should be completed by the autumn, and willprovide comfortable and safe accommodation for homelesspeople, while using an asset that had fallen out of use. There willbe seven units within the former hall, with three others outside.Once completed, the homelessness charity, Two Saints, willprovide management support and maintenance of the building,which will have photovoltaic solar panels, a sophisticated i-mistfire suppression system and alarm, building sensors to monitorthe health of the building, CCTV to improve safety, and sedumrooves for the external pods to reduce water run-off, improveinsulation and encourage biodiversity.These pods will provide local accommodation, for those whoneed it, locally.Bramshott and Liphook Infrastructure Delivery planEHDC is currently reviewing, as part of the Local Plan, its draftInfrastructure plan for all parts of the District. The DistrictCouncil has recently approached Bramshott and Liphook ParishCouncil, and sent out a document that covers the infrastructurethat they understand Bramshott and Liphook has, in order toensure that the information they have is correct and accurate.This is an informal consultation which is designed to fact checkthe information on existing infrastructure, and will feed into theInfrastructure Delivery Plan, to support the emerging Local Plan.It is anticipated that this will eventually appear on-line, in mapbasedformat, in accordance with the Government’s intentionfor a reformed planning system to be more digitally accessible.EHDC requested feedback from the Parish Council, in the formof track changes, or comments, on the Word document, by5.00pm on Friday 25th February.Network Rail Closures between Guildford & Petersfield.As part of the Portsmouth direct line upgrade that is to takeplace, the line between Guildford and Petersfield was due to beclosed between Saturday 12th to Sunday 20th February 2022.This was part of what is described as a huge investment in railwayinfrastructure that will improve customer journeys for years tocome. In particular, this is part of a Farncombe to Petersfieldre-signalling scheme which will see a new digital signallingsystem, at the Rail Operating Centre in Basingstoke, as well asthe upgrade of 12 level crossings.Buses were provided to replace rail services, between Guildfordand Petersfield, which meant longer journey times. Althoughdisruptive, it was felt that a closure of the line for a fixed periodwas better than repeated line closures over weekends.COUNCILLOR COMMUNITY GRANTSHelp with your Platinum Jubilee Celebrations?In this Platinum Jubilee year, there will be many events andstreet parties planned across the District, but in particularwithin Bramshott and Liphook. your District Councillors willhave a new Grant pot, from March/April, from which we canassist local groups who may have plans to hold an event, orproduce a commemorative item, for the community.
