Stormwater work under way<br />

Physical worksare finally under way in<br />
the Kaiapoistormwaterand flooding<br />
improvements‘‘shovelready’’ project.<br />
The first major stage of construction<br />
workiswell underway, with works being<br />
carried out on Otaki Street,Porters Place,<br />
ChapmanPlaceand AshleyPlace.<br />
DeputyMayorCrNevilleAtkinson is<br />
thrilled to see workfinally happening.<br />
‘‘It’sfantasticthat it’shappening. It’s<br />
reallygood news. We’vetalkedabout it for<br />
along, longtime, so to be abletohaveit<br />
acceleratedand to be abletomoveonitis<br />
wonderful.<br />
‘‘Ifall the calculationsare right,<br />
hopefullythis floodingwill disappear or at<br />
least be alot less.’’<br />
The projectisbeingjointly fundedby<br />
the WaimakaririDistrictCouncil andthe<br />
Government, which is contributing$9<br />
million as aCovid19 ‘‘shovelready’’<br />
project.<br />
The upgrade works willimprovethe<br />
stormwaternetwork across Kaiapoiand<br />
reducethe likelihood of flooding in major<br />
storm events.<br />
The workincludes theOtakiStreet<br />
pumpingstation,BeachRoadpumping<br />
station, McIntosh Drain pumping station,<br />
Parnhams Drain accessway, the Sneyd<br />
Streetand Beach Road culvertworksas<br />
wellasthe mains replacementsand other<br />
infrastructure as required.<br />
The council’s initialcontributionwas $9<br />
million, committed to in last year’s2021/31<br />
LongTerm Plan.<br />
While initialassessments for the project<br />
werecostedat$18 million, the projectis<br />
now expectedtocost $22.3 million.<br />
Aconditionofshovel ready is that the<br />
project needs to be completed during this<br />
year, so thecouncilisseekingan<br />
additional $4.3 million from this year’s<br />
annual plan.<br />
Cr Atkinson saysthe budgetblowout is<br />
due to an underestimationofthe total<br />
costs, resultingfrom the risinginflationof<br />
construction material costs.<br />
‘‘It’sasignofthe times,’’hesays.<br />
‘‘Beingable to tenderand get apriceis<br />
apretty good achievementatthe moment.’’<br />
The extrafunds wouldbesourced<br />
throughanincrease in development<br />
contributionsinthe north eastKaiapoi<br />
areaand an increase in thedistrict<br />
drainagerate.<br />
Construction willstartsoon on the<br />
second major stageofthe project, which<br />
includes installing an underground<br />
stormwaterpumpingstation on thesouth<br />
sideofBeachRoad in the paddockeastof<br />
FeldwickDrain.<br />
Stage twoisexpectedtotake around six<br />
monthstocomplete.<br />
School playground opens<br />
The childrenofStPatrick’s Catholic School<br />
in Kaiapoi were excitedtoopen abrand<br />
new junior playground last week.<br />
Due to red lightrestrictions, there was no<br />
officialopening,but that did not dampen<br />
their spirits, principal TrishMcKendry<br />
says.<br />
‘‘Weare so lucky. We havesucha<br />
supportive and generous community who<br />
madethis wonderfulplayground happen<br />
for our younger children,’’ she says.<br />
The fundraising effort lasted ayear and<br />
raised close to $65,000, showing<br />
‘‘tremendouscommunity spirit’’and the joy<br />
was reflected on the faces of the children as<br />
theyraced forwards for theirfirst play on<br />
the playground, Ms McKendry says.<br />
‘‘This is the best day of my life,’’ declared<br />
one 5yearold, as the childrenclambered<br />
up the steps to try out the slides.<br />
