BUILD A GREAT LIFE!<br />

By Associated General Contractors of America - Austin Chapter<br />

The year 2021 marked 75 years since the Austin AGC was<br />

founded back in 1946 by a small group of local builders who<br />

wanted to create an organization to serve as their collective<br />

voice for the commercial construction industry. Each month<br />

of this past year we highlighted interesting stories from our<br />

Chapter history and about industry leaders who helped build<br />

Austin. We learned a lot about the first years of the Austin<br />

AGC and the purchase of the land where our building still sits<br />

today. We also learned about the formation of our legislative<br />

arm at the Texas Capitol, our inaugural BBQ event in 1947,<br />

the growth of safety services, the role of the old plan room,<br />

and many more interesting facts from the Austin AGC history<br />

vault. The collection of these monthly stories is available<br />

online on our website (www.agcaustin.org) and we are also<br />

compiling them into a commemorative publication to include<br />

along with our annual Membership Directory for all Austin AGC<br />

companies.<br />

We hope that when reading these stories, you appreciate all<br />

the hard work, investment of time and monies, and leadership<br />

that have gone into building Austin. These efforts by past<br />

leaders have created for all of us today an opportunity to<br />

succeed in the local construction industry. We also hope you<br />

will be mindful of the role you play currently in setting the table<br />

for the next generation of builders to come who will someday<br />

carry on the proud legacy of building Austin’s quality of life. As<br />

you know, construction is a great career that has existed since<br />

the beginning of time and will be around forever. While other<br />

industries come and go, construction opportunities will always<br />

be available wherever and whenever a community like Austin<br />

demands the built environment necessary for a great quality of<br />

life.<br />

Speaking of building a great life, with thousands of Austin<br />

motorists and pedestrians passing by our South Lamar office<br />

location every day, this year we decided to brighten up the<br />

building with a colorful homage to the local commercial<br />

construction industry. The design was created by Emily Mente<br />

(www.studiomente.com) and showcases notable buildings in<br />

town – some newer ones built by our members and some older,<br />

iconic ones that represent Austin – along with tower cranes, a<br />

concrete mixer truck and industry professionals. The mural also<br />

reflects the natural beauty of Austin that, along with the built<br />

environment, makes a great quality of life for our community.<br />

fundamentally, that’s what construction professionals do.<br />

Their career in the industry benefits themselves and their<br />

families while, at the same time, they are building a great life<br />

for everyone in the community who enjoys the offices, schools,<br />

churches, hospitals, hotels, apartments, restaurants, sports<br />

venues, and many other structures throughout town brought<br />

from concept to reality by construction professionals. Come<br />

Also in 2021, the Austin AGC helped further foster the<br />

networking so critical to building a construction community<br />

by hosting a first ever AGC Contractor BBQ Cook Off and<br />

Rodeo. What an awesome event it was, too, attended by<br />

over 700 guests! The venue in Bastrop was perfect, as<br />

was the late November weather. The 21 BBQ teams made<br />

delicious brisket, chicken, ribs, and “jackpot” items for all. The<br />

rodeo action was truly incredible, showcasing a mix of both<br />

professional riders and amateurs from local AGC member<br />

firms. If you’ve never been to a rodeo, you are missing out on<br />

some great entertainment! We intend to host a second rodeo<br />

this November as we have learned many folks in the local<br />

construction industry love rodeo action as well.<br />

2021 also saw the newly created Diversity and Inclusion<br />

Committee begin to grow as part of our commitment to<br />

increasing awareness that the construction industry is a great<br />

place for all to succeed. Each month in 2021, and under<br />

the leadership of Stephanie Cook with Cokinos|Young, the<br />

Committee discussed various challenges for the industry as we<br />

struggle to attract the workforce required to meet construction<br />

demand. For many leading construction firms, diversity of<br />

the workforce isn’t simply a popular buzzword, rather it is a<br />

strategic and deliberate effort to make their offices and jobsites<br />

attractive to all who may want to build as a career. This year<br />

the Committee is sponsoring diversity awards for local firms<br />

committed to this effort and making clear gains toward the<br />

goal.<br />

As Austin continues to grow today and, in the years to come,<br />

Homeowners and businesses will want to know if their outdoor<br />

lighting needs to be dark-sky compliant. I recommend checking<br />

the city or county regulations. Although there may be no law<br />

for a specific region, building contractors and architects who<br />

care deeply about the natural ecosystem will probably install<br />

dark-sky lighting products<br />

anyway.<br />

Light pollution is at the forefront of any outdoor lighting design<br />

project I initiate. It is imperative that lighting design be initiated<br />

not only with a focus on innovation but also avoidance of light<br />

pollution. Before artificial light, humans depended on the moon<br />

and stars for night illumination. Currently, nature’s night sky is<br />

littered with man-made light, blocking the once pristine view of<br />

the celestial world. The issue has compelled environmentalists<br />

and civic leaders to embrace dark-sky laws. (The Washington<br />

Post) As a result, regulations are benefiting the environment,<br />

economy, conservationists, and business leaders worldwide. 1<br />

Light Pollution – Electrical Design is Critical<br />

At Mesa Verde National Park in Colorado, the lighting system<br />

has been overhauled so that after the sun sets visitors can<br />

experience a naturally dark sky – once again teeming with<br />

bright stars, planets, and meteors. In doing so, the park became<br />

the world’s 100th International Dark Sky Park.<br />

Conservationists at Texas Parks and Wildlife Department report<br />

that night skies are fading and natural darkness is disappearing.<br />

Consequently, an estimated 80% of Americans have never seen<br />

the Milky Way with approximately 300 billion stars of different<br />

sizes, intensities, and ages.<br />

The culprit for fading natural darkness: the growing glare<br />

of artificial lights. The Texas Parks and Wildlife Department<br />

emphasizes that “poorly designed or installed outdoor lighting<br />

leads to light that is too bright, misdirected, or shining where<br />

it’s not wanted.” Essentially, light pollution…<br />

• Produces glare, limiting visibility at night;<br />

• Creates light trespass (unwanted light);<br />

• Wastes money for unnecessary lighting;<br />

• Obscures views of the stars and planets; and<br />

• Impacts the health of humans and animals.<br />

were introduced in the 1920s.<br />

• Luminaire suits a rural setting without violating dark-sky<br />

rules or annoy neighbors.<br />

The International Dark Sky Association has a list of IDA<br />

approved lighting.<br />

A Dark Sky Law<br />

In June 2021 Texas Senate Bill 1090 made it easier for<br />

communities to pursue International Dark Sky designations.<br />

The law encourages residents and businesses to turn off<br />

non-essential lights from 11PM to 6AM during specified bird<br />

migration periods. In August 2021, Austin and Fort Worth<br />

participated in the nationwide Lights Out Initiative in order<br />

to protect billions of birds as they migrate across the U.S. As<br />

of September, 2021, 15 sites are now designated as Dark<br />

Sky Places in Texas, seven of which are located between<br />

Fredericksburg and Austin.<br />

Pittsburgh Fights Light Pollution<br />

In late 2021, Pittsburgh, Pennsylvania, initiated an ordinance<br />

that made it the first major American city to adopt lighting<br />

standards addressing light pollution. The law requires all new<br />

construction and renovations of city-owned buildings to<br />

comply with dark sky lighting principles, including replacing all<br />

city street lights with fixtures that feature timers and dimmers.<br />

Lights are turned on when needed and are shielded by directing<br />

to a specific area and no brighter than necessary.<br />

The law applies only to city-owned property, which leaves<br />

75% of buildings unaffected. One provision mandates that the<br />

city create a guide for private property owners and developers<br />

based on dark sky lighting standards. The city’s major<br />

attractions, such as zoos and museums, will install compliant<br />

lighting in future renovations and capital projects.<br />

Nationwide Trend: Brightening Landscapes with LED Lighting<br />

Both businesses and homeowners in the U.S. will reduce light<br />

pollution and conserve energy if they use LED lights for their<br />

landscapes. LEDs last an average of 50,000 hours, making<br />

them more reliable than any other landscape lighting products<br />

available. (Garden Light LED) A compact fluorescent lamp lasts<br />

8,000 hours and incandescent lamps last only 1,200 hours.<br />

Luminous efficacy is better: 81 lumins 2 per watt for LEDs, 62<br />

lm/w for fluorescent and 14 lm/w for incandescent. Watts used<br />

per hour is better: LED uses 10 w/h, fluorescent uses 12 w/h<br />

and incandescent uses 60 w/h. (www.lightingever.com)<br />

LEDs use solid-state technology to convert electricity<br />

into light. According to the Dark Sky LED Guide, LEDs are<br />

small lamps that are part of a lighting power circuit. Unlike<br />

traditional incandescent bulbs, LEDs do not contain a filament<br />

and use less energy. LEDs are available in a wide range of<br />

color temperatures. Because of their improved quality and<br />

The Pitch -- Austin’s distinct hospitality and<br />

entertainment complex for Austin FC soccer fans and<br />

the community debuted in February <strong>2022</strong>. The 1/2 acre<br />

site is a one-of-a-kind destination hub for hospitality,<br />

retail, food, office and outdoor gatherings served from<br />

flexible two-story repurposed shipping containers. The<br />

unique project was designed by Austin award winning<br />

architecture and interiors firm, Mark Odom Studio<br />

with construction by Citadel Development and Austin<br />

Commercial.<br />

“The developer, Karlin Real Estate, was interested in<br />

using shipping containers; they had not worked with a<br />

container concept before and really wanted to lean into<br />

the idea,” says Mark Odom, founding principal of Mark<br />

Odom Studio. “We have previously studied the use of<br />

containers for commercial, retail and multi-family designs<br />

all of which were un-built; we feel that The Pitch is the<br />

first project of its kind in Austin and the region.”<br />

The complex comprises 23 repurposed shipping<br />

containers of two standard container modular sizes: 8 X<br />

20 foot and 8 X 40 foot. The containers are stacked to<br />

create two stories and then clustered into five separate<br />

building pods, with varying building square footages,<br />

that function differently for the users while creating a<br />

dense visual and physical experience and view onto the<br />

landscape.<br />

“Each building pod is organized and stacked differently<br />

while they all use the same custom detailing, material<br />

and color. This allows the focus on the true form of each<br />

container to be consistent,” says Odom.<br />

Ground level containers serve as food and beverage<br />

outlets for premiere local food vendors. Second level<br />

containers are multifunctional as viewing decks, interior<br />

conditioned gathering spaces, private office space,<br />

private party rooms and Austin FC game watching<br />

parties. Custom stairs, vertical tube steel railings, and<br />

overhead trellises were carefully designed and executed<br />

tying together each level.<br />

Three 40-foot-tall containers were placed on ends to<br />

serve as wayfinding nodes from a far -- while functioning<br />

as restroom facilities and electrical rooms at ground level:<br />

each has 40-foot interior vertical perspective views to


the skylight above. A mass timber pavilion with custom<br />

steel apertures further anchors the program between the<br />

Austin FC practice stadium and The Pitch.<br />

The once flat site was heavily landscaped to help the<br />

containers nestle and absorb the grade changes. As each<br />

pod was curated differently, the experience and views<br />

will also entice users to walk around and explore.<br />

To achieve the level of execution needed on this unique<br />

project, Mark Odom Studio worked closely with the<br />

developers, Leap Structures, Citadel, and Makehaus. “We<br />

approached this project as a collaborative team effort<br />

and the complexity required all disciplines to problem<br />

solve together from feasibility schematics through<br />

construction. The timeline was fast, and the team was<br />

pushing from start to finish; The entire team was crucial<br />

in making the deadline,” says Odom.<br />

Additionally, Mark Odom Studio handled the exterior<br />

and interior finish selections as well as the interior and<br />

exterior furniture selections and installation.<br />
