Local BMX riders race to the top<br />

One of the smallest clubs at the BMX<br />

New Zealand championships, hosted by<br />

the Hamilton BMX Club at its Forest<br />

Lake track, made one of the biggest<br />

impacts.<br />

The <strong>North</strong> <strong>Canterbury</strong> BMX Club sent<br />

ateam of eight riders north earlier this<br />

month, with six of them making the top<br />

eight in New Zealand in their sections.<br />

To top of their success, Riley Smart<br />

was one of four riders selected in the<br />

New Zealand Mighty 11 team to travel to<br />

Australia next month for atest series.<br />

<strong>North</strong> <strong>Canterbury</strong> president Mike<br />

Smart says the club was avery high<br />

achiever on the national stage, with<br />

three of its riders taking out aNZ1<br />

place.<br />

‘‘It was awesome at nationals,’’ he<br />

says, attributing alot of the success to<br />

the club’s concentration on younger<br />

members, and also its facilities which<br />

hosted the 2021 South Island<br />

championships.<br />

Ahard working volunteer base at the<br />

<strong>North</strong> <strong>Canterbury</strong> Club in Rangiora, has<br />

also helped the club to achieve, with<br />

many rolling up their sleeves to<br />

maintain their track to ahigh standard,<br />

and doing alot of work behind the<br />

scenes to help out the membership.<br />

Riley won the New Zealand 12­yearold<br />

boys section, Skyla Hansen the girls<br />

8­year­old section and Tahlia Hansen<br />

the 25 to 29 year female section.<br />

<strong>North</strong> <strong>Canterbury</strong>’s two elite riders<br />

also came away with placings in the<br />

men’s under 23 men’s section.<br />

Liam Goodwin took the NZ3 title, and<br />

Blake Day NZ4.<br />

Logan Clark was NZ8 in the 15­yearold<br />

boys section, Brooklyn Hansen 12th<br />

in the 10­year­old boys, and Lucas<br />

Thornton 17th in the 12­year­old section.<br />

Riley’s test selection followed him<br />

making aclean­sweep of most of the<br />

titles he has raced in this year.<br />

Mike says his son has put in alot of<br />

hard work attributing much of his<br />

success to mentor Liam Goodwin.<br />

‘‘Liam is an amazing mentor for the<br />

younger riders,’’ he says.<br />

Mike says Riley had travelled<br />

throughout the season to compete in as<br />

many events as he could.<br />

‘‘He is agood keen lad.’’<br />

Asymbolic reminder of the past<br />

Waiau’s All Saints Church, left battered,<br />

brokenand forlornafter the 2016 Waiau<br />

earthquake, may remainfor ever as a<br />

reminder of that fateful November<br />

morning.<br />

Owner Scott Rutherford has no plans, at<br />

the moment, to return it to its former<br />

glory.<br />

But one thingremains certain­itwill<br />

not be bulldozed.<br />

Mr Rutherfordbought the church,<br />

designed by architect Cecil Wood and<br />

dedicated in 1925, to ensure it did not<br />

becomeaheap of rubble.<br />

Funds are scarce to do littlemorewith<br />

it, otherthan make it safe,particularlythe<br />

bell tower.<br />

The Church wasn’t insured due to<br />

natural disasterinsurance on church<br />

buildings becomingprohibitively<br />

expensive after the 2010­2011 <strong>Canterbury</strong><br />

earthquakes.<br />

For now Mr Rutherfordwill sureitup,<br />

and maybebuildawrought iron fence<br />

arounditto improve the atheistic.<br />

‘‘I will make it safe and tidy it up for the<br />

moment,’’ he says.<br />

Eventually it could be relocated to a<br />

higherplain ­uponthe hill overlooking<br />

Waiau alongside the War Memorial, or, if<br />

by some miracle, or with the backing of a<br />

richlisterwitha‘‘bunch of cash’’, it could<br />

be restored or rebuilt fromthe groundup,<br />

Mr Rutherfordwould happilydosofor the<br />

Waiau community.<br />

However, he doesn’tbelieve afull<br />

restoration is economic for the use the<br />

Churchwould get.<br />

Besides, the stoneworkhas little<br />

reinforcing, and there are cracks.<br />

‘‘The whole building is distorted, there<br />

are afew slates missing off the roof, and<br />

the Bell Towerisabig issue.’’<br />

The baseofthe bell tower has slumped<br />

and cracked, and it is only sitting on three<br />

piles ­the fourth has collapsed.<br />

If the church was to be rebuilt, the roof<br />

would have to come off and the whole<br />

building tackledfrom the bottom up<br />

‘‘which is well beyond my means’’.<br />

Mr Rutherford says time is his biggest<br />

enemy in getting something done.<br />

So meanwhile he will mow thelawnsto<br />

keep it presentable, makeitsecure and<br />

turn his attention to the Church Hall<br />

which escapemajor damage in the 7.8<br />

‘‘It is abeautiful old iconic building.Itis<br />

just amazing the number of people who<br />

comment on it, especially people<br />

travelling through, and wanttoknow<br />

whereitis.<br />

‘‘However, meanwhile Iwill make it<br />

presentable, and keep it as an historic<br />

pieceinthe district’’.<br />

Planned seed saving workshop postponed<br />

The Covid­19 experience has encouraged<br />

people to get backtobasics, including<br />

saving seeds.<br />

Huge concern at home care cuts<br />

Cuts to home care services in <strong>North</strong><br />

<strong>Canterbury</strong> are causing ‘‘ongoing<br />

concern’’, amid Covid­19.<br />

Concerns were raised during last<br />

week’s Waimakariri District Council<br />

community and recreation committee<br />

meeting.<br />

Committee chairperson Cr Niki<br />

Mealings says ‘‘cuts to home care’’ have<br />

been aconcern for some time among<br />

groups in the community which<br />

represent the elderly and disabled.<br />

The Public Service Association (PSA)<br />

says it has concerns for provision of<br />

home and community support services<br />

in rural areas, as workers are not<br />

adequately compensated for covering<br />

large mileage in their own vehicles.<br />

Home support services in <strong>North</strong><br />

<strong>Canterbury</strong> are contracted out by the<br />

<strong>Canterbury</strong> District Health Board<br />

(CDHB) to private healthcare providers.<br />

CDHB ECC incident controller Dr<br />

Helen Skinner confirms there has been<br />

atemporary reduction in home support<br />

services during the Omicron outbreak.<br />

She says rural areas are difficult to<br />

cover at the moment due to available<br />

workforce.<br />

Hurunui Mayor Marie Black says she<br />

has ‘‘significant concerns’’ for health<br />

care provision in rural communities.<br />

The imminent dissolution of the<br />

various DHBs in favour of one national<br />

body on July 1isadding to the<br />

uncertainty, she says.<br />

‘‘It’s fantastic that elderly are still able<br />

to live at home, but Iamaware that<br />

support workers are having to travel<br />

significant distances in rural<br />

communities.<br />

‘‘There’s asystemic failure and it’s<br />

difficult to attract people into those jobs<br />

because of the pay scale, having to use<br />

their own vehicle and the poor mileage<br />

payments, so we need to keep<br />

advocating for our people.<br />

‘‘Those workers are cherished in our<br />

community, but they’re not well<br />

supported.’’<br />

Mrs Black wrote to one of the private<br />

healthcare providers operating in <strong>North</strong><br />

<strong>Canterbury</strong> four weeks ago to raise<br />

concerns, but has yet to receive a<br />

response.<br />

Mayor Dan Gordon says he has raised<br />

concerns with CDHB chairperson Sir<br />

John Hansen and been assured there<br />

were no issues.<br />

‘‘I’ve heard those concerns around<br />

health care in general, and every time<br />

I’ve asked the question, I’ve been told<br />

there isn’t an issue.’’<br />

But he urges residents with concerns<br />

about adrop in service to get in touch.<br />

The CDHB referred questions around<br />

mileage compensation to the Ministry of<br />

Health.<br />

Support workers receive 58 cents per<br />

kilometre, 21 cents less than the Inland<br />

Health care cuts ... Home service cuts are causing significant concerns for the welfare of<br />

the elderly, disabled, and those in rural communities in <strong>North</strong> <strong>Canterbury</strong>, amid Covid­19.<br />

Revenue’s recommended 79c/km.<br />

This is despite a2015 agreement<br />

between the Ministry of Health, DHBs,<br />

private healthcare providers and<br />

unions, where the parties agreed to<br />

work towards meeting the IRD<br />

recommendation.<br />

In the wake of rising petrol prices,<br />

PSA assistant secretary Melissa Woolley<br />

says it is time for the Ministry of Health<br />

to make good on its commitment.<br />

She says home care services are not<br />

adequately funded, which is forcing the<br />

private healthcare providers into cost<br />

cutting, which is impacting on both<br />

support workers and clients.<br />

In recent years healthcare providers<br />

have laid off local co­ordinators in<br />

favour of call centres to handle rosters,<br />

client and worker queries to reduce<br />

costs.<br />

‘‘I’m hearing of wait times of 30 or 40<br />

minutes when staff are calling in sick or<br />

clients are needing to make contact,’’ Ms<br />

Woolley says.<br />

She has heard of instances where<br />

clients are phoned and ‘‘it’s suggested<br />

they don’t need acarer today’’, rather<br />

than replacing aworker who has called<br />

in sick.<br />

It means the healthcare provider does<br />

not need to report it as ‘‘a missed care’’<br />

to the DHB.<br />

Despite apay equity agreement<br />

reached with the government and<br />

legislation banning Zero Hours<br />

contracts in 2017, Ms Woolley says<br />

support workers continue to be under<br />

valued and training is not readily<br />

available.<br />

‘‘I think there’s aperception from<br />

employers that they don’t need ahighly<br />

skilled workforce,’’ she says.<br />

‘‘I’ve heard of incidents where a<br />

support worker has turned up to aclient<br />

to do apressure bandage and they’ve<br />

never done it before.’’<br />

At atime when there is ashortage of<br />

support workers, the PSA has had to<br />

advocate on behalf of experienced<br />

workers, receiving considerably less<br />

work than their contracted hours,<br />

resulting in reduced incomes.<br />

Ms Woolley says the health sector<br />

reforms could be an opportunity to bring<br />

support workers ‘‘back in­house’’.<br />

Leaders frustrated<br />

Hurunui Mayor Marie Black believes<br />

there are zero benefitsfor her district<br />

among the dozens of proposals offered<br />

by the ThreeWaters’ working group.<br />

Community leadersin<strong>North</strong><br />

<strong>Canterbury</strong> have expressed frustration<br />

in response to the Representation,<br />

Governance and Accountability group’s<br />

reportwhichisset to be reviewed by the<br />

Government.<br />

Mrs Blackisdisappointed the group’s<br />

reportdid not amounttomuch<br />

significant changeand suggested its<br />

publicshareholding model was an<br />

attempt to ‘‘sugarcoat’’community<br />

concerns.<br />

The committee unveiled atotal of 47<br />

recommendations earlier thismonth,<br />

following wide­rangingconcernsover<br />

the government's controversial<br />

proposal to have the management of<br />

council­ownedthree waters<br />

infrastructure absorbed by four<br />

regional bodies.<br />

The group, largely amix of several<br />

mayorsand iwi representatives, was<br />

taskedwith addressing concerns after<br />

Local Government Minister Nanaia<br />

Mahutaconfirmed in October the<br />

reforms would be mandated.<br />

The ministersays she willnow<br />

consider the suggestions put forward in<br />

the report.<br />

Akey recommendation by the group<br />

was aroundownership, claiming a<br />

publicshareholding model ‘‘clarified’’<br />

who ownedwaterassets.<br />

It proposed the government give<br />

councils ashareholdinginterest in the<br />

four waterentitiesbasedonpopulation,<br />

amountingtoone share per 50,000<br />

people.<br />

‘‘A major concern we heard fromour<br />

communities,iwi and hapu was about<br />

the privatisation of New Zealand’s<br />

water services,’’group chair Doug<br />

Martin says.<br />

Mrs Black suggestedthe groupwas<br />

trying to soothe the waters.<br />

‘‘Perhaps that'ssugarcoatedsome of<br />

the initial feeling, and tried to<br />

acknowledge the ownership through<br />

shareholding,’’ she says.<br />

‘‘Our biggestfears are loss of that<br />

local voice and the opportunity froma<br />

democratic processtoinfluence.<br />

‘‘It’s interesting where it is sitting at<br />

this point.’’<br />

WaimakaririMayor Dan Gordon,who<br />

Communities4Local Democracy group,<br />

renewedcalls for pause on proceedings.<br />

‘‘I find it astounding that despite<br />

universal negative feedback fromthe<br />

sector,lack of public support, and flaws<br />

in the four­entity model, the report from<br />

the Working Group opted to onlytinker<br />

at the edges,’’ he says.<br />

‘‘Like other mayors across New<br />

Zealand, I’m disappointed but not<br />

surprised the working group haven’t<br />

been able to affect any real change.’’<br />

Kaikoura Mayor Craig Mackle<br />

believes the report does not address<br />

wide­rangingconcernsand sayscouncil<br />

will challenge the ‘‘flawed and<br />

undemocratic paththe Government was<br />

committed to’’.<br />

‘‘The working group has had to do alot<br />

of hardwork in avery short space of<br />

time, and to be honest something like<br />

this, with awider brief, shouldhave<br />

been set up from day one,’’hesays.<br />

‘‘They have made some<br />

recommendations thattweak the<br />

existing proposals, but they werevery<br />

much hamstrungataddressing wider<br />

rangingconcerns by the limitations of<br />

their termsofreference.<br />

‘‘Whether the minister even listens to<br />

these tweaks is anotherquestion.’’<br />

Purple Cow steps in to serve<br />

The closure of Rangiora’s Stonebaked<br />

Craft Bakery Cafe has provided Rebecca<br />

Pearce with aunique opportunity.<br />

The Good Street cafe was owned by<br />

Rebecca’s father Darryl Pearce and her<br />

late mother Leanne Miles, who died last<br />

year.<br />

But when it closed for good in<br />

February this year Rebecca decided to<br />

take over the lease.<br />

She opened The Purple Cow on <strong>March</strong><br />

3, in abrave move during challenging<br />

times due to the Covid­19 pandemic, and<br />

many hospitality businesses struggling.<br />

But owning her own cafe is something<br />

Rebecca, who is abaker like her father<br />

and has worked in the hospitality<br />

industry since leaving high school 12<br />

years ago, has always wanted to do.<br />

``I realised Icould do it and that it is<br />

better to work for yourself than for<br />

someone else,’’ she said.<br />

``It is adifficult time to start up a<br />

business but Ifeel we are starting at rock<br />

bottom so it can only go up from here.’’<br />

Rebecca, who lives in Loburn, has<br />

been joined in the venture by her<br />

partner, Sam Rush, awelder by trade,<br />

who is also acheesemaker with<br />

managerial experience. Both are<br />

foodies.<br />

``We also have abrilliant chef in<br />

Laura Thirlwell,’’ Rebecca said.<br />

They serve Atomic coffee, a``nice rich<br />

blend,'' in the cafe and home­baked­style<br />

comfort food made fresh in the cafe<br />

kitchen. Laura’s chocolate brownies,<br />

and her painting of apurple cow, are<br />

already ahit with customers.<br />

Opening the cafe has been emotional<br />

for Rebecca with the first anniversary of<br />

her mum’s death, on <strong>March</strong> 31,<br />

approaching. But she is pleased with the<br />

support the cafe is receiving, after aslow<br />

start, and is certain Leanne would be<br />

proud of what she has done.<br />

Adisconnect between employers<br />

and younger jobseekers in <strong>North</strong><br />

<strong>Canterbury</strong> may be holding both<br />

groups back,despite<br />

unemploymentsitting at record<br />

lows.<br />

Alarge proportion of those<br />

unemployed in both the<br />

Waimakariri and Hurunui districts<br />

are under 25, and discussions have<br />

been set in motion aroundwhy this<br />

was the case and how to improve it.<br />

This comes amid multiple<br />

industries crying out for staff and<br />

record low unemployment<br />

throughoutthe country.<br />

project alongside Waimakariri MP<br />

Matt Doocey —believesboth<br />

businessesand youth have been<br />

disengaged.<br />

‘‘There’snoreal connection<br />

between the two, basicallydue to a<br />

lack of communication and not<br />

knowing what sortofprogrammes<br />

are out there,’’ she says.<br />

The annualaverage<br />

unemploymentrate in the<br />

Waimakariri was 2.7 percent in<br />

December 2021,down from 3.1<br />

percent 12 monthsearlier.<br />

The official unemploymentrate<br />

for thecountry dropped to arecord<br />

low 3.2 percent.<br />

About20percent of thoseonjob<br />

seeker supportinboth the<br />

Waimakariri and Hurunui districts<br />

were under 25.<br />

It mirrors the national picture<br />

wherethe unemploymentrate<br />

among‘‘youngKiwis’’was three<br />

timesthe national average,<br />

according to Stats NZ’snumbers.<br />

‘‘A major concern was that with<br />

redundancies, young peoplewould<br />

be competing with more<br />

experienced adults for jobs,’’ he<br />

says.<br />

Ms Tizzard conducted ayouth<br />

survey within the district which<br />

highlighted 90 percent of<br />

respondents found it difficult to<br />

secure employment.<br />

She saysthere was apossible<br />

lack of awareness around what was<br />

on offerfor young jobseekers. The<br />

agricultural sector, who continue<br />

to grapple with alabour shortage,<br />

have been engaged in discussions<br />

through the scheme.<br />

But employers had raised<br />

concerns aroundwork ethic which<br />

had made them think twice about<br />

taking on younger employee.<br />

Enterprise <strong>North</strong><strong>Canterbury</strong> says<br />

employershad noted youth were<br />

cominginto the workforce lacking<br />

the basic skillsrequired.<br />

‘‘It takes alot of effort on the<br />

employers parttobring them up to<br />

standard,’’ business support<br />

manager Miles Dalton says.<br />

‘‘Theywant to knowthat the<br />

personthat they willtake on will<br />

have agood work ethic and be able<br />

to do the job, and whilethe 90 day<br />

trial is agood toolfor employers<br />

with fewerthan 20 staff, there is<br />

still alarge risk for anybusinessif<br />

they takeonthe wrong person,<br />

including youth.’’<br />

Ms Tizzard saysshe believed<br />

there were youngpeople who were<br />

willing to workhard and work<br />

ethic was not limited to the<br />

younger age bracket. ‘‘People of<br />

our generation have acompletely<br />

uniqueexperienceand goinginto<br />

work lifewehave new skills and<br />

knowledge to bring.’’<br />

Around the electorate with<br />

STUART SMITH MP FOR KAIKOURA<br />

Cost of living Crisis<br />

SinceLabourcame into office in 2018,<br />

foodprices are up morethan 13<br />

percent, the average rentisup $140 a<br />

week, and it costs $45more at the<br />

petrol pump to fill astandard tank.<br />

Those wanting to buytheir first<br />

home arefinding it incredibly<br />

difficult.<br />

The average house price is up almost<br />

$400,000 under Labour.<br />

Rising interest rates mean interest<br />

costs on a$600,000 mortgage are up<br />

$7200inthe last 12 months, andthey’re<br />

only going up from here.<br />

Withprices rising twiceas fast as<br />

wages, the average Kiwi family is<br />

worse off than they were 12 months<br />

ago, but high inflation meansincome<br />

tax is higher.<br />

We’ve got the perversesituation<br />

wheresomeoneonthe average wage<br />

nowhas amarginal taxrate of 33%.<br />

And someone on the minimum wage<br />

only has to work a44hour week to face<br />

amarginaltax rate of 30 cents in the<br />

dollar.<br />

This is outrageous, and we need to<br />

do something about it.<br />

At the upcoming Budget in May, the<br />

Finance Minister should useaportion<br />

of his record $6 billion to adjust<br />

income taxthresholds to account for<br />

the inflation we’veseenunder Labour.<br />

Someoneon$55,000 ayearwould get<br />

$800 in tax relief this year.<br />

And anyone earning $88,100 or above<br />

wouldbebetter offbyover$1000 a<br />

year.<br />

Because NZ Super is indexed to the<br />

average after­tax wage, those who<br />

receive the pension wouldalso<br />

benefit. Thecouple rate for NZ Super<br />

wouldincrease by around $520ayear.<br />

These changes aren’t going to make<br />

anyone rich.<br />

But forKiwis who are suffering<br />

under the weight of the costofliving<br />

crisis, every dollar counts, so they<br />

wouldcome as welcome relief.<br />

Theywouldn’t require cuts to<br />

existing services like health,<br />

education or thepolice.<br />

Theywouldn’t mean austerity or a<br />

Budget with no new spending.<br />

Theywould be met from the Finance<br />

Ministers record $6 billion new<br />

spending allowance, and he wouldstill<br />

have threequarters of thatallowance<br />

left to fundnew initiatives or pay down<br />

debt,which would stillbearecord<br />

amount of new spending.<br />

In fact the remaining $4.3 billion<br />

wouldstill be the biggestevery new<br />

budget spending allowance. Jacinda<br />

Arden and Grant Robertsonbelieve<br />

they canspendyour money better than<br />

youcan, butIbelieve Kiwis deserve<br />

some relief from thecurrent cost of<br />

living crisis, and Iwill be working hard<br />

in Wellington to makesure of it.<br />

The fullmoon was juststartingto<br />

peakoverthe treesand throughthe<br />

streaky clouds.<br />

It was errie.<br />

Apossum, feeling threatened was<br />

growling andhissing from the nut<br />

tree,and thedogs, frightenedby<br />

distant shooting, nearlytookthe back<br />

out of thekennels as Iput themaway.<br />

Car enthusiasts joinedinthe<br />

cacophony.<br />

It was awelcomedose of reality,<br />

and apretty normal night in the<br />

countryside, in theseextremely<br />

weird times.<br />

WhileIam nolongersurewhat<br />

normal is, Ihad an evening out over<br />

the weekend, wherethingsofold<br />

werediscussed, and everythingfrom<br />

Putin’s luxurioushomeand life, to<br />

vegetarianism, the occasionaldose<br />

of politics, were chewed over,along<br />

with asharedmeal.<br />

We discussed thingsofold and the<br />

personalities and happeningsinmy<br />

profession backinthe day, thanks to<br />

Don the connector.<br />

It is easy to let yourpastslideinto<br />

acubby hole,alongwithall theneat<br />

people you once workedwith.<br />

And here we were withour<br />

partnerschewing the fat,and<br />

laughingabout the dayswhen we had<br />

readers, typewriters and people<br />

smoking at theirdesks to ourpresent<br />

day lives.<br />

The Ukraine, Russianwar<br />

inevitably came up, whichled to one<br />

of our party, Howard, recalling being<br />

huddled around apretty scratchy<br />

little tellyinour Rangiora office,<br />

watching the GulfWar unfold before<br />

our eyes.<br />

This signalled anew beginning in<br />

communication, which todayhas<br />

gonewell beyond the telly.<br />

In allour little gathering wasa<br />

welcomebreak fromour daily lives,<br />

whereyou need achecklist<br />

everytime you exit yourcar, and are<br />

too scared to cough in the<br />

supermarketfor fear of thefilthy<br />

looks you get.<br />

Hopefully in the nextfew months,<br />

as we slideinto winter,lifewill be a<br />

little less weird. More importantly I<br />

justliveinhope the firewood pileis<br />

going to last the distance.<br />

Ithank the principals of OxfordArea<br />

School andHurunui College for their<br />

considered responses to my question<br />

about the appointment oftheirhead<br />

students.<br />

It appears that we have quite different<br />

ideasaboutgenderequality,balanced<br />

leadership, role models and, indeed, the<br />

existence of differences between young<br />

men and young women, girls and boys.<br />

For the record, Iwould bejust as<br />

alarmed to seeastudent leadership team<br />

comprised exclusivelyofyoungmen,as<br />

hasapparently happened at Hurunui.<br />

It may indeed takemesometime‘to<br />

cometotermswith this’.<br />

At anyrate ,Idoubt Iwill getthere<br />

before the Green Party of Aotearoa New<br />

Zealand, which, with itsconstitutional<br />

requirement to havemaleand femalecoleaders,clearly<br />

hassomething to learn<br />

from the schools of rural <strong>North</strong><br />

<strong>Canterbury</strong>.<br />

RSA presidentJamesDrewerysays the<br />

restrictions on public gatherings, dueto<br />

Covid­19,madeittoo difficult to holdthe<br />

annual service in thecommunity hall.<br />

It is thesecond time theRSA hashad to<br />

cancelthe eventdue to the pandemic.<br />

Poppies will be for saleonApril22at<br />

mainoutlets in Amberley,onadaywhich<br />

providesvaluablefundsfor the Returned<br />

Services Association to support veterans.<br />

Mr Drewery is encouraging peopleto<br />

think of otherways of payingtheir<br />

respects to theFallen,the Serving and<br />

Returned servicepersonnel.<br />

He sayspeople could standattheir gate<br />

at 6amfor aminutessilence, perhaps<br />

remembrance of theFallen.<br />

sported medalsonce worn proudly by a<br />

familymember whohad passed.<br />

Meanwhile, theAmberley RSA andthe<br />

Amberley LionsClub have runanart<br />

competitiontoheightenthe awarenessof<br />

‘‘ouryouths understandingofthe meaning<br />

of Anzacobservations’’.<br />

It wasopen to seniors and junior school<br />

childrenand closedlastweek.<br />

Youngsters feel empowered<br />

Hurunui youngsters who took part in a<br />

personal development and innovative<br />

thinking initative, say they feel<br />

‘‘empowered’’ after spending aweekend<br />

with The Social Experimentteam.<br />

The Hurunui Youth Programme received<br />

$10,000 funding fromthe Ministry of Youth<br />

Development to fund theproject, with local<br />

youths joined by others from the<br />

Waimakariri District and the Auckland<br />

region.<br />

The Social Experiment is designed to<br />

provoke changeinyouth through<br />

challengingconversations aboutpersonal<br />

experiences and limitations, peer support,<br />

team building and critical thinking around<br />

topical youth related issuessuch as mental<br />

health.<br />

Awar on wasps is keeping visitors safe<br />

Bruce Newland’s love of the outdoors is<br />

keeping anasty pest at bay in Glentui.<br />

The 74­year­old Rangiora man has<br />

killed 64 wasp nests around the Glentui<br />

Nature Walk (Loop Track), in the Mt<br />

Thomas Forest Conservation Area this<br />

summer season.<br />

Bruce says hunting down, and<br />

eradicating wasps nest is ‘‘satisfying’’,<br />

particularly after hearing horror stories<br />

from school parties feeling the full mite<br />

of wasps.<br />

‘‘It keeps me fit,’’ says the bushman of<br />

old.<br />

He is one of many volunteers working<br />

for Wasp Wipe Out, aproject aimed at<br />

reducing the numbers of one of the most<br />

damaging insect pest in New Zealand.<br />

Wasps also harm native birds and<br />

insects, and create asignificant<br />

nuisance for people.<br />

Wasp Wipe Out targets German and<br />

the common wasp populations in late<br />

summer.<br />

Bruce says last summer agood hit was<br />

made on the wasps in the Glentui area<br />

with Vespex bait, in late February, early<br />

<strong>March</strong>. However, the surrounding<br />

forests were untreated and ‘‘teeming’’<br />

with wasps.<br />

‘‘So the area was ripe for reinfestation,’’<br />

he says. Added to this adry<br />

January this year, and the wasps were<br />

back with avengeance.<br />

‘‘A check mid­January confirmed our<br />

worst fears with ahigh build­up. Aquick<br />

count revealed five nests,’’ he says.<br />

With aborrowed bee suit, Bruce was<br />

back in the bush afew days later and<br />

counted nine nests. He dusted them with<br />

insecticide. But as nests were removed,<br />

more were revealed.<br />

Over asix week period, and in abrand<br />

new bee suit his wife Jenny bought him,<br />

he continued to hunt out nests, with<br />

seven trips averaging nine nests per<br />

‘This included eleven nests around<br />

the Glentui car park at the foot of Mt<br />

Richardson.<br />

By the end of February Bruce says he<br />

was starting to make an impact, with out<br />

of reach nests getting some special<br />

treatment.<br />

‘‘This baiting is now complete with a<br />

good 95 percent reduction in wasps<br />

numbers.<br />

Bruce says local beekeepers noticed a<br />

rapid response from the work he had<br />

done in lowering the numbers, with<br />

honeydew being left for the bees and<br />

native birds.<br />

‘‘The whine of wasps has been fully<br />

replaced by the buzz of bees. The wax<br />

eyes and and bellbirds have also chimed<br />

in nicely, all targeting the honey dew,’’<br />

says Bruce.<br />

This year’s work included aline up<br />

the by­pass track from the Glentui’s<br />

Loop Track.<br />

Bruce took time out from his toil to<br />

watch aresident tom tit swoop and steal<br />

insects and grubs from wasps crawling<br />

on the forest floor of the boney foothills<br />

country.<br />

He urges people to keep alookout and<br />

destroy big wasps hibernating during<br />

the winter behind curtains, boards or in<br />

woodsheds.<br />

These, he says, are the young Queens<br />

which will eventually migrate back to<br />

the bush during the summer to start new<br />

nests.

Spotlight on costs<br />

Departing council employees in the<br />

Hurunui, who have worked as little as<br />

six months, may be entitled to a<br />

ratepayer­funded leaving do, with<br />

alcohol.<br />

But Hurunui Mayor Marie Black has<br />

suggested six months may be too short a<br />

stint to warrant agenerous send­off.<br />

Anew sensitive expenditure policy<br />

has been adopted after auditors called<br />

for areview into the Hurunui District<br />

Council’s internal spending procedures.<br />

Audit New Zealand found council’s<br />

existing spending policy did not align<br />

with the Office of the Auditor­General’s<br />

good practice guidelines.<br />

Council’s new expenditure policy<br />

focusses on expenses when travelling,<br />

meals, hospitality, accommodation, and<br />

transport.<br />

Under arecognition of achievement<br />

sub­heading, the new policy stipulates<br />

council may spend money on events to<br />

recognise milestones, ‘‘such as<br />

farewells, retirements and staff<br />

achievements’’.<br />

‘‘After six months of continuous<br />

service, the cost of the function, or any<br />

subsidy toward afunction, is to be<br />

charged to the respective department<br />

and cost centres at the discretion of the<br />

manager. Afunction may include<br />

alcohol at the discretion of the manager<br />

in consultation with the chief executive<br />

officer.’’<br />

At last week’s audit and risk<br />

committee meeting, Mrs Black queried<br />

whether the six month marker for<br />

employment, in the policy, was<br />

appropriate.<br />

‘‘That seems like arelatively short<br />

time to recognise continuous service,’’<br />

she says.<br />

Councillor Karen Armstrong agreed<br />

six months felt short for aleaving<br />

function.<br />

‘‘[Does] it relate to the fact that,<br />

perhaps, quite alot of staff these days<br />

are on shorter­term contracts?’’<br />

An employee may invite family<br />

members and other guests outside the<br />

organisation, but this was under the<br />

discretion of the employee’s manager.<br />

Council chief financial officer Jason<br />

Beck says aleaving function was not<br />

necessarily an obligatory expectation.<br />

Committee chair and councillor Nicky<br />

Anderson hoped council managers<br />

would use their discretion<br />

appropriately.<br />

The policy adds expenditure on<br />

farewells and retirements should be<br />

‘‘moderate and conservative and ‘‘not be<br />

extravagant or inappropriate.’’<br />

Audit New Zealand, in its review, also<br />

identified anumber of instances where<br />

councillor vehicle mileage claims were<br />

submitted ‘‘a long time’’ after the<br />

relevant month to which the claim<br />

related, including some made for the<br />

previous financial year.<br />

Council management said in the<br />

report it would urge councillors to<br />

provide mileage claims on amore<br />

regular basis. Graeme McGlinn, an<br />

independent member of the audit and<br />

risk committee, says other district<br />

councils had been guilty of high levels of<br />

non­compliance around sensitive<br />

expenditure.<br />

He proposed council conduct periodic<br />

audits and reporting of council’s<br />

expenditure, partiularly in areas where<br />

there was ‘‘reputational risk’’.<br />

officer Judith Batchelor says only two<br />

council employees had left within six<br />

months over the past two years and<br />

neither received leaving functions.<br />

Waikari and Culverden communities,<br />

and thanks the communitiesfor their<br />

communities across Aotearoa, we<br />

need to keep adapting to remain<br />

financially secure.<br />

‘‘Thiswill assist us in that mission,<br />

to ensure Whānau ĀwhinaPlunket’s<br />

entire operation is delivering<br />

equitable services to all pēpī and<br />

tamariki,” saysMrKenny.<br />

Oxford A&P Show will be back<br />

Oxford A&P Show organisers plan to be<br />

back ‘‘bigger and better than ever’’ in<br />

2023.<br />

Planning is already under way for next<br />

year’s show, after this year’s event was<br />

cancelled due to Covid­19 restrictions,<br />

Oxford A&P Association executive<br />

officer Christine Roberts says.<br />

It is the second time in three years the<br />

show has been cancelled, after the 2020<br />

show was canned as the country<br />

prepared for the first Covid­19 lockdown.<br />

The Oxford show returned on Easter<br />

Saturday last year with record gatetakings.<br />

‘‘It was avery good show and it<br />

certainly helped our financials,’’ Mrs<br />

Roberts says.<br />

‘‘Our main focus now is keeping our<br />

volunteers safe and we’re looking<br />

forward to abigger and better show in<br />

2023 and we are putting our energy into<br />

that.’’<br />

The Oxford A&P Association is hoping<br />

to hold its winter feed competition in<br />

May, if it is safe to do so, but everything<br />

else is on hold.<br />

‘‘With the show being cancelled, it also<br />

means that other events like<br />

woodchopping won’t happen and the<br />

Royal Agricultural Society has cancelled<br />

the junior judging competition and the<br />

Rural Ambassador Award contest, which<br />

we hosted the finals of last year,’’ Mrs<br />

Roberts says.<br />

‘‘So it’s not just the show that’s<br />

impacted as there’s all these other<br />

events, but for us it’s about keeping the<br />

momentum.’’<br />

She says Oxford is fortunate in having<br />

amix of ages on the committee, with<br />

president Letitia Schroeder, senior vicepresident<br />

Steve Macaulay and<br />

immediate past president Marie<br />

Fitzpatrick all under the age of 40.<br />

‘‘Young people have got new ideas and<br />

they will try new things. They may not<br />

always work, but it’s important that they<br />

try them.<br />

‘‘It’s like abreath of fresh air.’’<br />

The Oxford show committee has had<br />

good support from its sponsors in the<br />

wake of the cancellation, Mrs Roberts<br />

says.<br />

‘‘The trade sites haven’t asked for any<br />

refunds and as for donations, people<br />

have said to carry it over to next year or<br />

‘just hang on to it’ which makes things a<br />

bit easier.’’<br />

Next year’s show is due to be held on<br />

Saturday, April 1.<br />

‘‘We’ve done it before on April Fools’<br />

Day and it has worked out, so we are<br />

looking forward to it,’’ Mrs Roberts says.<br />

In the meantime, the Oxford<br />

Showgrounds will continue to be made<br />

available to the community free of charge<br />

to sports clubs and other groups like the<br />

Oxford Lions, she says.<br />

Charge stations confirmed<br />

Electric vehicle charging stations,<br />

funding for the Oxford Arts Trust and<br />

the Oxford­Ohoka Community Plan have<br />

been on the agenda at the Oxford­Ohoka<br />

Community Board’s first two meetings<br />

of the year.<br />

Board members confirmed the details<br />

for the installation of EV fast charging<br />

stations in the Pearson Park car park at<br />

its February meeting.<br />

The dual­socketed 22 kilowatt AC<br />

charging stations can deliver up to<br />

120km of travel per hour of charging,<br />

depending on the vehicle make and<br />

model.<br />

This type of charger is typically<br />

installed at locations where drivers will<br />

be parked for longer durations such as<br />

cafes, libraries, community facilities<br />

and retail areas.<br />

In October last year, the board<br />

signalled its approval for the<br />

installation of one charger, but has now<br />

extended the proposal to three<br />

carparks.<br />

Covid closes<br />

art gallery<br />

Oxford Gallery has temporarily closed its<br />

doors as Omicron continues to spread.<br />

Gallery staff hope to be back up and<br />

running by Easter, but will review the<br />

opening date closer to the time.<br />

‘‘Closing the gallery doors to the public<br />

will give our volunteer team time to take<br />

care of families and themselves over the<br />

Omicron peak,’’ agallery spokesperson<br />

says.<br />

‘‘We see this ‘pause’ as apositive<br />

opportunity to change­up the gallery and<br />

welcome Katie Hallam, our new parttime<br />

public programmes and<br />

communications co­ordinator.’’<br />

Behind the scenes, gallery staff are<br />

plotting anew community engagement<br />

plan for more creative connectivity and<br />

activity at Oxford Gallery.<br />

fund to go towards the purchase of an<br />

With an air purifier the trust can<br />

continue to host community art classes<br />

at red and orange Covid levels in asafer<br />

environment.<br />

The updated Oxford­Ohoka<br />

Community Plan 2020­<strong>2022</strong> was also<br />

approved. The plan is reviewed each<br />

year so the board can assess how it is<br />

progressing with its objectives and any<br />

feedback from the community.<br />

The board meets again on Monday,<br />

April 6, at 7pm.<br />

reconnecting with people.<br />

‘‘I’menjoying the peace and quiet of<br />

Oxford compared to Christchurch. It’s<br />

growing on me and Ilike the friendliness<br />

Stargazers seek clear skies<br />

to open nextmonth, if the weather<br />

allows.<br />

VolunteersattheOxford Area<br />

School Observatory are hopingfor<br />

better luckthis year, after lockdowns,<br />

Covid­19 restrictions and cloudy<br />

nights havelimitedviewingover the<br />

last two years, says volunteer Raul<br />

Elias­Drago.<br />

‘‘I think it’s going to be agreat year.<br />

We have 10 open nightsplanned, each<br />

with two sessions,from April to<br />

August,’’ he says.<br />

‘‘Last year we managedjust one<br />

planned open night,aswehad some<br />

really bad luck withthe weather.’’<br />

The firstopen night will be heldon<br />

Friday, April22, with sessions<br />

available at 7.30pmand 8.30pm.<br />

Bookings are essentialand vaccine<br />

passes are required.<br />

As the open nights are on Friday<br />

evenings, people cancome to Oxford<br />

and make an evening of it, by<br />

supportingthe local eateries and<br />

otherbusinesses.<br />

The volunteersare busy with<br />

training, maintenance and getting<br />

new members up to speedwith the<br />

12­inch telescope, whichwas<br />

purchased in 2020but has had very<br />

little public use.<br />

Maintenance has also been carried<br />

out on the observatoryreadyfor the<br />

new winterseason.<br />

Play group finds new home<br />

The Hawarden­Waikari Play Group is<br />

looking to the future, after relocating to a<br />

new venue.<br />

The group, which was established 22<br />

years ago, ended 2021 with aspecial<br />

celebration to mark its last day at<br />

Medbury Hall. It has begun the new year<br />

meeting in the scout hall at the Waikari<br />

Domain in Princes Street.<br />

Play group co­ordinator Kate Boyd says<br />

the group plans to make its mark on its<br />

new location by installing some fairy<br />

doors during the April school holidays.<br />

She says Covid­19 restrictions have<br />

posed some challenges for the group,<br />

with some families unable to attend.<br />

But they are still seeing 18 children<br />

aged 5­years and under attending the<br />

weekly Thursday sessions, which are<br />

held between 10am and 12.30pm during<br />

term time.<br />

‘‘It’s arelaxed setting and it’s anice for<br />

kids to get together and for parents and<br />

caregivers to meet up with other<br />

parents,’’ Kate says. ‘‘It’s important for<br />

kids to build social skills and to get the<br />

chance to get alittle bit messier than they<br />

would at home.’’<br />

The play group covers alarge area,<br />

with families travelling from The Lakes,<br />

Culverden and Scargill Valley, as well as<br />

Hawarden and Waikari.<br />

‘‘For some it would be their one outing<br />

for the week, so it’s important to keep<br />

some normality because the children<br />

don’t understand what lockdown and<br />

isolation mean,’’ Kate says. ‘‘They just<br />

see it as missing out on playing with their<br />

friends.’’<br />

had use of the Waikuku Beach Surf Life<br />

Saving Club’s clubrooms,learning<br />

aboutsand sculptures, how to play the<br />

ukulele and writing lyrics about the<br />

ocean.<br />

But the colddidn’t stopthe young<br />

mums from taking aplunge.<br />

New residents welcomed<br />

An initiative to welcome new residents in<br />

Pegasus following the 2010 and 2011<br />

earthquakes has been given anew lease<br />

of life.<br />

The Waimakariri District Council’s<br />

community team has joined forces with<br />

local Lions groups, community residents’<br />

groups and local real estate agents to<br />

reinvigorate the welcome bags and to<br />

distribute them in avariety of ways to<br />

ensure new residents feel welcome.<br />

The welcome bags initiative was first<br />

established after the earthquakes, when<br />

there were large numbers of people<br />

moving into the district from<br />

Christchurch ‘‘who weren’t connected<br />

with our local communities’’,<br />

Waimakariri District Council community<br />

development facilitator Martin Pugh<br />

says.<br />

‘‘A collaborative group of local<br />

community stakeholders came up with<br />

the idea of welcoming these new<br />

residents by providing local resources<br />

and afriendly interaction with alocal<br />

community member to enhance people’s<br />

sense of connection to their new home,’’<br />

he says.<br />

‘‘These welcome bags, as they were<br />

aptly named, have been astalwart in<br />

many of our communities for welcoming<br />

new residents to the district since this<br />

Plenty to offer at Woodend<br />

Woodendmay not seem like adestination,<br />

but it is familiartomotorists as State<br />

Highway1passes throughthe middle of<br />

It has two distinct areas, the township and<br />

the beach settlement and it is handyto<br />

beaches at Waikuku and Pegasus.<br />

really keen, you could cycle out from<br />

Rangiora via the Rangiora­Woodend cycle<br />

popular for its deliciouspies, fresh<br />

heartofthe keyproposalsinour draft<br />

Annual Plan <strong>2022</strong>/23 consultation,<br />

whichisopenfor submissions until3<br />

Flood recovery andprotection is an<br />

essential item in theplan, as we review<br />

ways to fund our$12.2 millionshare<br />

of thecosts stemmingfrom theMay<br />

2021 event.<br />

We arelooking at borrowing<br />

repayments metthrough ageneral<br />

rate.That meansevery ratepayerinthe<br />

region wouldcontributetothe cost,<br />

Golden Fleece cancelled, again<br />

The Golden Fleececompetitionhas been<br />

cancelled forthe thirdyearinarow.<br />

The annualcompetition,whichwas due<br />

to be heldatthe Rangiora Showgrounds<br />

function centreinMay,has become a<br />

casualty of Covid­19again, Royal<br />

Agricultural Society(RAS)central<br />

districtsmanagerChristine Robertssays.<br />

‘‘Weneedthe volunteerstorun it,soit’s<br />

about keeping peoplesafe andweneed<br />

people to be bringingtheirfleeces.<br />

‘‘And we want to make sure we get agood<br />

display of fleeces, butit’shardtoget<br />

people bringingtheirfleeces when they’re<br />

not able to enter theminthe A&P shows.<br />

‘‘Wewant topquality fleeces in the90to<br />

100 microns because we have medalsof<br />

excellenceand good prizemoney, but<br />

people don’tknow whether theirfleeces<br />

are good enough untilthey get them<br />

judgedatthe shows.’’<br />

The Golden Fleecehas competitions for<br />

finewool,strong wool, black and coloured<br />

fleeces, alpaca fleeces andmohair (goat)<br />

fleeces.<br />

‘‘Weusuallyget around160 white<br />

fleeces, plus black and coloured fleeces,at<br />

least 100 alpaca fleeces andabout40<br />

mohairfleeces, so it all adds up,’’ Mrs<br />

Roberts says.<br />

‘‘There doesn’t seemtobeany money in<br />

woolatthe moment,but as longasthey can<br />

continue to showcase theirproduct they<br />

can continue to haveaprofile.’’<br />

The Golden Fleecewas last held in 2019,<br />

at Rangiora.<br />

Mrs Roberts says the RAS hopes to bring<br />

the Golden Fleece back to theRangiora<br />

Showgroundsfunctioncentre in May 2023.<br />

In her roleascentral districtsmanager,<br />

Mrs Roberts is in contact with 31 show<br />

committees in the top half of theSouth<br />

Island,and says all of them arefacing<br />

similar challenges due to Covid­19, with<br />

somefacing an uncertainfuture.<br />

<strong>Canterbury</strong>’s white clover crophas borne<br />

the brunt of heavy rain.<br />

It’s estimated lossesare as high as 40<br />

percent, spelling trouble for northern<br />

hemispheremarkets.<br />

New Zealand is the largest producer of<br />

whiteclover seed, supplying nearlyhalf of<br />

the global seedcrop. Much of that comes<br />

from <strong>Canterbury</strong>.<br />

Federated Farmers arable vicechairperson<br />

David Birkett saysthe clover<br />

harvest is one of the crops most affectedby<br />

last month’srain because it flowerscloseto<br />

the ground.<br />

Alot of sprouting has meant the seed has<br />

germinated and is nowlost for seed<br />

production.<br />

He says seed losses vary from paddocks<br />

completely written­off, and only good for<br />

feeding stock, to lower losses.<br />

‘‘So the losseshavebeenquite wide<br />

ranging withsome write­offs and somenear<br />

normal crops.<br />

‘‘We are just tryingtowork it outnow, but<br />

our gut feeling is it’sprobably 30% to 40%.<br />

It’s still hard to tell as people are just<br />

harvesting now.’’<br />

He says the onlypositive for growers is<br />

that priceswill rise as the losses will<br />

impact world supplies.<br />

Mr Birkett saysgrowershave begun<br />

negotiating pricesalready with companies.<br />

The price has risenfromlast yearasit<br />

was in short supply and thatwas before the<br />

rain event. He says growers can expect<br />

clover losses of $5000to$6000 per hectare.<br />

An average certifiedpaddock was 11ha to<br />

12ha,sothey would be downabout $60,000<br />

for the uninsured crop, he says.<br />

Mr Birkett estimates he is out of pocket<br />

by $50,000 to $100,000, but will know more<br />

when the clover harvest is completed in<br />

abouttwo weeks.

farm sales shows no signofslowing<br />

down.<br />

Rural real estateagents are talking<br />

about the first quarter of the year being<br />

the busiest in several years after the best<br />

Januarysales in adecade.<br />

PGG Wrightson Rural RealEstate<br />

generalmanager Peter Newbold said<br />

February was traditionally a‘‘build­up’’<br />

month afteraslow January, but sales,<br />

values and units were well up for both<br />

months.<br />

‘‘If we lookatFebruary versusa<br />

normal February thenit’s verystrong.<br />

‘‘You could argue it continues on.<br />

‘‘The numbers are lookingvery strong<br />

for February and up on previous<br />

Februaries.’’<br />

He said traditional autumn listings<br />

might havecome forward becauseofthe<br />

green countrysideand strong prices for<br />

dairy, sheep and beef.<br />

Mr Newbold saidsome of the interest<br />

for sheep and beef property had been<br />

proppedupbyforestry, but therewas<br />

other demand.<br />

Sheep and beef farmerswere seeking<br />

to upgrade from a3000­stock unit<br />

property to a6000­stock unit farm or<br />

build on theirproperty base.<br />

Dairy farmers were seeking more<br />

grazingland in traditional ‘‘heartland’’<br />

area such as parts of <strong>Canterbury</strong>,Otago,<br />

Southland and Waikato.<br />

City groups new to farmingwere also<br />

wantingtoinvest.<br />

‘‘I think sheep and beef will stay<br />

strong,’’ Mr Newboldsaid.<br />

‘‘The challenge will be the availability<br />

of listings.<br />

‘‘Yes, we have beensellingdairy, but<br />

there’snot the same enthusiasmas<br />

sheep and beef.<br />

Upmarket ... Farm sales are on the rise.<br />

‘‘I’m not being negative, but there’s<br />

probably more energy.’’<br />

He said therewas an argument that a<br />

good time to sell adairy farm was during<br />

ahigh payout, but alot of reasonably<br />

sized farms were worth $10 million to<br />

$15 million.<br />

There was possibly astand­off<br />

betweenbuyers and sellers with price<br />

expectations,hesaid.<br />

The question marks over compliance<br />

and the environment were alsohavinga<br />

bearing.<br />

‘‘Then again we have soldagood<br />

number of [dairy farms],but it’s not as<br />

free­flowing as othersectors.’’<br />

The company has seen strong sales in<br />

<strong>North</strong> <strong>Canterbury</strong>for dairy and sheep<br />

and beef properties.<br />

farms, were expected to be sold in<br />

<strong>Canterbury</strong> this season.<br />

That was up on 18 dairy farms soldin<br />

the 2020­21 season,and eight in 2019­20,<br />

he said.<br />

Mr O’Sullivan saidthe certainty of a<br />

$9­plus milk price for nextseason was<br />

bringinginnew entrants withequity<br />

backing from established operators or<br />

family farmingbusinesses.<br />

He has sold a250 hectaredairy farm in<br />

Oxford for $11.85million already this<br />

Beef prices<br />

remain strong<br />

Beef prices continue to defy gravity as<br />

fewer shipments leave shorelines to key<br />

export markets.<br />

New Zealand’s beef exports rose 22<br />

percent in value in the final quarter of<br />

the year compared with the 2020 quarter,<br />

while total volumes were back 10%.<br />

The dollar value was up 16% for beef<br />

going to the United States, but dropped<br />

15% in volume, while values rose by a<br />

third even though exports to China were<br />

unchanged.<br />

Japan exports were also static, but<br />

values rose 39% and Korea values<br />

jumped 37% as volumes increased 8%.<br />

Rabobank says this bodes well for the<br />

first half of the year and farmers can<br />

expect farmgate bull prices to remain<br />

above the five­year average.<br />

Agricultural analyst Genevieve Steven<br />

said the beef outlook for the year was<br />

positive.<br />

‘‘There are really tight global supplies<br />

of beef and farmers are still enjoying<br />

elevated farmgate pricing.<br />

‘‘The key thing driving this pricing<br />

situation are really strong global demand<br />

for beef and tight supplies.’’<br />

Bull and cow kills reduced 13% in the<br />

South Island in the fourth quarter with<br />

dairy farmers likely keeping cows<br />

because of high dairy prices, while adull<br />

spring played apart in lower production.<br />

‘‘Creative in Schools’’programme<br />

grant to run its ‘‘Creative Kaitiaki’’<br />

programme, allowing pupils to<br />

workalongside aprofessional artist<br />

to explore the school’s cultural<br />

narrative and create ‘‘a sense of<br />

pride in theirplace’’,lead teacher<br />

Megan Fluteysays.<br />

‘‘Creative in Schools’’isa<br />

wellbeing programme funded by<br />

the MinistryofEducation in<br />

partnership with the Ministry for<br />

Cultureand Heritage Te Manatu<br />

Taonga and Creative New Zealand.<br />

The project is aimedatpupils<br />

fromYear 5to8,with all 187 of<br />

themworking with professional<br />

artist Simone Bensdorp to learn<br />

about the process of makingfelt<br />

fromscratch and the process of eco<br />

dyeingusingnatural materials<br />

found downbythe KaiapoiRiver.<br />

which include images from<br />

personal albums, and<br />

arranged still­life figures or<br />

objects, to collage and create<br />

dream­like compositions that<br />

regional narrative alongside<br />

ideas using nostalgia, memory<br />

and the subconscious.<br />

She studied Fine Arts at<br />

<strong>Canterbury</strong> University, and<br />

taught art at Burnside High<br />

School for anumber of years<br />

before moving with her<br />

husband to their family farm<br />

at Barrhill, where they now<br />

live with their four primaryschool<br />

rescuing bicycles fromlandfill and<br />

restoring them to giveaway.<br />

Project co­ordinatorMike Dyndul says<br />

the ideacome out of the Government’s<br />

Mental Health Working Group report,<br />

whichidentified repairingbikes as away of<br />

teachingyoungpeople new skills,<br />

improving confidenceand givingtheman<br />

affordablemode of transport.<br />

It also reduces waste by ‘‘taking bikes<br />

from landfilland givingthem anotherlife’’,<br />

Mr Dyndul says.<br />

‘‘Things are expensive these daysand it’s<br />

nice to give people abike.<br />

‘‘We don’t charge anything. Anyone who<br />

wantsabike cancome and get one and<br />

anyone who needs abike repaired, we can<br />

help them.<br />

‘‘We’ve had kids come down and they get<br />

akick out of working on their bike, so it’s a<br />

two­foldthing becausethey get theirbike<br />

fixedand they can learnhow to do it.’’<br />

The project was established thanks to a<br />

grant from theWaimakariri District<br />

Council and is acollaboration betweenthe<br />

<strong>North</strong> <strong>Canterbury</strong>Sport and Recreation<br />

Trust, the council, CycleSenseand local<br />

volunteers.<br />

Pavilion in ChurchStreet, Rangiora, on<br />

Wednesdayevenings from 6pm to 8pm.<br />

Mr Dyndul is keen to hear from<br />

prospective sponsors, volunteers and<br />

‘‘We are always looking for anybody with<br />

abit of knowledge to comedown and give<br />

us ahand. Bike mechanicsare very<br />

Have Your Say on the Dra Annual Plan<br />

You have two weeks le (until 4April) to have your<br />

say on the Council's Dra Annual Plan.<br />

The Dra Annual Plan <strong>2022</strong>/23 includes a<br />

proposed 4.3% rates rise –only 0.1% higher than<br />

predicted –and allows the Council to continue to<br />

deliver services at ahigh level despite lower than<br />

expected central funding contributions.<br />

Mayor Dan Gordon says the focus of this plan is on<br />

ensuring the Council completes key community and<br />

infrastructure projects while updating residents<br />

about regulatory and central government changes<br />

that will affect the Council.<br />

“There are three topics we’re asking for feedback<br />

on that require further funding. The Council is also<br />

using this opportunity to let residents know about<br />

new regulations and external changes which will<br />

affect the Council -such as Three Waters Reform<br />

and new urban development rules.”<br />
