Local BMX riders race to the top
By ROBYN BRISTOW
One of the smallest clubs at the BMX
New Zealand championships, hosted by
the Hamilton BMX Club at its Forest
Lake track, made one of the biggest
impacts.
The North Canterbury BMX Club sent
ateam of eight riders north earlier this
month, with six of them making the top
eight in New Zealand in their sections.
To top of their success, Riley Smart
was one of four riders selected in the
New Zealand Mighty 11 team to travel to
Australia next month for atest series.
North Canterbury president Mike
Smart says the club was avery high
achiever on the national stage, with
three of its riders taking out aNZ1
place.
‘‘It was awesome at nationals,’’ he
says, attributing alot of the success to
the club’s concentration on younger
members, and also its facilities which
hosted the 2021 South Island
championships.
Ahard working volunteer base at the
North Canterbury Club in Rangiora, has
also helped the club to achieve, with
many rolling up their sleeves to
maintain their track to ahigh standard,
and doing alot of work behind the
scenes to help out the membership.
Riley won the New Zealand 12yearold
boys section, Skyla Hansen the girls
8yearold section and Tahlia Hansen
the 25 to 29 year female section.
North Canterbury’s two elite riders
also came away with placings in the
men’s under 23 men’s section.
Liam Goodwin took the NZ3 title, and
Blake Day NZ4.
Logan Clark was NZ8 in the 15yearold
boys section, Brooklyn Hansen 12th
in the 10yearold boys, and Lucas
Thornton 17th in the 12yearold section.
Riley’s test selection followed him
making acleansweep of most of the
titles he has raced in this year.
Mike says his son has put in alot of
hard work attributing much of his
success to mentor Liam Goodwin.
‘‘Liam is an amazing mentor for the
younger riders,’’ he says.
Mike says Riley had travelled
throughout the season to compete in as
many events as he could.
‘‘He is agood keen lad.’’
Asymbolic reminder of the past
By ROBYN BRISTOW
Waiau’s All Saints Church, left battered,
brokenand forlornafter the 2016 Waiau
earthquake, may remainfor ever as a
reminder of that fateful November
morning.
Owner Scott Rutherford has no plans, at
the moment, to return it to its former
glory.
But one thingremains certainitwill
not be bulldozed.
Mr Rutherfordbought the church,
designed by architect Cecil Wood and
dedicated in 1925, to ensure it did not
becomeaheap of rubble.
Funds are scarce to do littlemorewith
it, otherthan make it safe,particularlythe
bell tower.
The Church wasn’t insured due to
natural disasterinsurance on church
buildings becomingprohibitively
expensive after the 20102011 Canterbury
earthquakes.
For now Mr Rutherfordwill sureitup,
and maybebuildawrought iron fence
arounditto improve the atheistic.
‘‘I will make it safe and tidy it up for the
moment,’’ he says.
Eventually it could be relocated to a
higherplain uponthe hill overlooking
Waiau alongside the War Memorial, or, if
by some miracle, or with the backing of a
richlisterwitha‘‘bunch of cash’’, it could
be restored or rebuilt fromthe groundup,
Mr Rutherfordwould happilydosofor the
Waiau community.
However, he doesn’tbelieve afull
restoration is economic for the use the
Churchwould get.
Besides, the stoneworkhas little
reinforcing, and there are cracks.
‘‘The whole building is distorted, there
are afew slates missing off the roof, and
the Bell Towerisabig issue.’’
The baseofthe bell tower has slumped
and cracked, and it is only sitting on three
piles the fourth has collapsed.
If the church was to be rebuilt, the roof
would have to come off and the whole
building tackledfrom the bottom up
‘‘which is well beyond my means’’.
Mr Rutherford says time is his biggest
enemy in getting something done.
So meanwhile he will mow thelawnsto
keep it presentable, makeitsecure and
turn his attention to the Church Hall
which escapemajor damage in the 7.8
Mr Rutherford saysthe localcommunity
is right behind his efforts, and he is keen
to work in withthe Hurunui District
Mr Rutherford is encouraged by how
many visit theChurch, and how much
Huge concern at home care cuts
By DAVID HILL
Cuts to home care services in North
Canterbury are causing ‘‘ongoing
concern’’, amid Covid19.
Concerns were raised during last
week’s Waimakariri District Council
community and recreation committee
meeting.
Committee chairperson Cr Niki
Mealings says ‘‘cuts to home care’’ have
been aconcern for some time among
groups in the community which
represent the elderly and disabled.
The Public Service Association (PSA)
says it has concerns for provision of
home and community support services
in rural areas, as workers are not
adequately compensated for covering
large mileage in their own vehicles.
Home support services in North
Canterbury are contracted out by the
Canterbury District Health Board
(CDHB) to private healthcare providers.
CDHB ECC incident controller Dr
Helen Skinner confirms there has been
atemporary reduction in home support
services during the Omicron outbreak.
She says rural areas are difficult to
cover at the moment due to available
workforce.
Hurunui Mayor Marie Black says she
has ‘‘significant concerns’’ for health
care provision in rural communities.
The imminent dissolution of the
various DHBs in favour of one national
body on July 1isadding to the
uncertainty, she says.
‘‘It’s fantastic that elderly are still able
to live at home, but Iamaware that
support workers are having to travel
significant distances in rural
communities.
‘‘There’s asystemic failure and it’s
difficult to attract people into those jobs
because of the pay scale, having to use
their own vehicle and the poor mileage
payments, so we need to keep
advocating for our people.
‘‘Those workers are cherished in our
community, but they’re not well
supported.’’
Mrs Black wrote to one of the private
healthcare providers operating in North
Canterbury four weeks ago to raise
concerns, but has yet to receive a
response.
Mayor Dan Gordon says he has raised
concerns with CDHB chairperson Sir
John Hansen and been assured there
were no issues.
‘‘I’ve heard those concerns around
health care in general, and every time
I’ve asked the question, I’ve been told
there isn’t an issue.’’
But he urges residents with concerns
about adrop in service to get in touch.
The CDHB referred questions around
mileage compensation to the Ministry of
Health.
Support workers receive 58 cents per
kilometre, 21 cents less than the Inland
Health care cuts ... Home service cuts are causing significant concerns for the welfare of
the elderly, disabled, and those in rural communities in North Canterbury, amid Covid19.
Revenue’s recommended 79c/km.
This is despite a2015 agreement
between the Ministry of Health, DHBs,
private healthcare providers and
unions, where the parties agreed to
work towards meeting the IRD
recommendation.
In the wake of rising petrol prices,
PSA assistant secretary Melissa Woolley
says it is time for the Ministry of Health
to make good on its commitment.
She says home care services are not
adequately funded, which is forcing the
private healthcare providers into cost
cutting, which is impacting on both
support workers and clients.
In recent years healthcare providers
have laid off local coordinators in
favour of call centres to handle rosters,
client and worker queries to reduce
costs.
‘‘I’m hearing of wait times of 30 or 40
minutes when staff are calling in sick or
clients are needing to make contact,’’ Ms
Woolley says.
She has heard of instances where
clients are phoned and ‘‘it’s suggested
they don’t need acarer today’’, rather
2453205
3
PHOTO: FILE
than replacing aworker who has called
in sick.
It means the healthcare provider does
not need to report it as ‘‘a missed care’’
to the DHB.
Despite apay equity agreement
reached with the government and
legislation banning Zero Hours
contracts in 2017, Ms Woolley says
support workers continue to be under
valued and training is not readily
available.
‘‘I think there’s aperception from
employers that they don’t need ahighly
skilled workforce,’’ she says.
‘‘I’ve heard of incidents where a
support worker has turned up to aclient
to do apressure bandage and they’ve
never done it before.’’
At atime when there is ashortage of
support workers, the PSA has had to
advocate on behalf of experienced
workers, receiving considerably less
work than their contracted hours,
resulting in reduced incomes.
Ms Woolley says the health sector
reforms could be an opportunity to bring
support workers ‘‘back inhouse’’.
Leaders frustrated
By ADAM BURNS,
LOCAL DEMOCRACY REPORTER
Hurunui Mayor Marie Black believes
there are zero benefitsfor her district
among the dozens of proposals offered
by the ThreeWaters’ working group.
Community leadersinNorth
Canterbury have expressed frustration
in response to the Representation,
Governance and Accountability group’s
reportwhichisset to be reviewed by the
Government.
Mrs Blackisdisappointed the group’s
reportdid not amounttomuch
significant changeand suggested its
publicshareholding model was an
attempt to ‘‘sugarcoat’’community
concerns.
The committee unveiled atotal of 47
recommendations earlier thismonth,
following widerangingconcernsover
the government's controversial
proposal to have the management of
councilownedthree waters
infrastructure absorbed by four
regional bodies.
The group, largely amix of several
mayorsand iwi representatives, was
taskedwith addressing concerns after
Local Government Minister Nanaia
Mahutaconfirmed in October the
reforms would be mandated.
The ministersays she willnow
consider the suggestions put forward in
the report.
Akey recommendation by the group
was aroundownership, claiming a
publicshareholding model ‘‘clarified’’
who ownedwaterassets.
It proposed the government give
councils ashareholdinginterest in the
four waterentitiesbasedonpopulation,
amountingtoone share per 50,000
people.
‘‘A major concern we heard fromour
communities,iwi and hapu was about
the privatisation of New Zealand’s
water services,’’group chair Doug
Martin says.
Mrs Black suggestedthe groupwas
trying to soothe the waters.
‘‘Perhaps that'ssugarcoatedsome of
the initial feeling, and tried to
acknowledge the ownership through
shareholding,’’ she says.
‘‘Our biggestfears are loss of that
local voice and the opportunity froma
democratic processtoinfluence.
‘‘It’s interesting where it is sitting at
this point.’’
WaimakaririMayor Dan Gordon,who
serves as deputy chairofthe
Communities4Local Democracy group,
renewedcalls for pause on proceedings.
‘‘I find it astounding that despite
universal negative feedback fromthe
sector, lack of public support, and flaws
in the fourentity model, the report from
the Working Group opted to onlytinker
at the edges,’’ he says.
‘‘Like other mayors across New
Zealand, I’m disappointed but not
surprised the working group haven’t
been able to affect any real change.’’
Kaikoura Mayor Craig Mackle
believes the report does not address
widerangingconcernsand sayscouncil
will challenge the ‘‘flawed and
undemocratic paththe Government was
committed to’’.
‘‘The working group has had to do alot
of hardwork in avery short space of
time, and to be honest something like
this, with awider brief, shouldhave
been set up from day one,’’hesays.
‘‘They have made some
recommendations thattweak the
existing proposals, but they werevery
much hamstrungataddressing wider
rangingconcerns by the limitations of
their termsofreference.
‘‘Whether the minister even listens to
these tweaks is anotherquestion.’’
The closure of Rangiora’s Stonebaked
Craft Bakery Cafe has provided Rebecca
Pearce with aunique opportunity.
The Good Street cafe was owned by
Rebecca’s father Darryl Pearce and her
late mother Leanne Miles, who died last
year.
But when it closed for good in
February this year Rebecca decided to
take over the lease.
She opened The Purple Cow on March
3, in abrave move during challenging
times due to the Covid19 pandemic, and
many hospitality businesses struggling.
But owning her own cafe is something
Rebecca, who is abaker like her father
and has worked in the hospitality
industry since leaving high school 12
years ago, has always wanted to do.
``I realised Icould do it and that it is
better to work for yourself than for
someone else,’’ she said.
``It is adifficult time to start up a
business but Ifeel we are starting at rock
bottom so it can only go up from here.’’
Rebecca, who lives in Loburn, has
been joined in the venture by her
partner, Sam Rush, awelder by trade,
who is also acheesemaker with
managerial experience. Both are
foodies.
``We also have abrilliant chef in
Laura Thirlwell,’’ Rebecca said.
They serve Atomic coffee, a``nice rich
blend,'' in the cafe and homebakedstyle
comfort food made fresh in the cafe
kitchen. Laura’s chocolate brownies,
and her painting of apurple cow, are
already ahit with customers.
Opening the cafe has been emotional
for Rebecca with the first anniversary of
her mum’s death, on March 31,
approaching. But she is pleased with the
support the cafe is receiving, after aslow
start, and is certain Leanne would be
proud of what she has done.
Fact finding ... Youth MP Ellie Tizzard discusses her youth eployment
project with Waimakariri MP Matt Doocey.
PHOTO: FILE
Mr Doocey says low
unemployment was hiding high
youthunemployment.
‘‘A major concern was that with
redundancies, young peoplewould
be competing with more
experienced adults for jobs,’’ he
says.
Ms Tizzard conducted ayouth
survey within the district which
highlighted 90 percent of
respondents found it difficult to
secure employment.
She saysthere was apossible
lack of awareness around what was
on offerfor young jobseekers. The
agricultural sector, who continue
to grapple with alabour shortage,
have been engaged in discussions
through the scheme.
But employers had raised
concerns aroundwork ethic which
had made them think twice about
taking on younger employee.
Enterprise NorthCanterbury says
employershad noted youth were
cominginto the workforce lacking
the basic skillsrequired.
‘‘It takes alot of effort on the
employers parttobring them up to
standard,’’ business support
manager Miles Dalton says.
‘‘Theywant to knowthat the
personthat they willtake on will
have agood work ethic and be able
to do the job, and whilethe 90 day
trial is agood toolfor employers
with fewerthan 20 staff, there is
still alarge risk for anybusinessif
they takeonthe wrong person,
including youth.’’
Ms Tizzard saysshe believed
there were youngpeople who were
willing to workhard and work
ethic was not limited to the
younger age bracket. ‘‘People of
our generation have acompletely
uniqueexperienceand goinginto
work lifewehave new skills and
knowledge to bring.’’
Around the electorate with
STUART SMITH MP FOR KAIKOURA
Cost of living Crisis
SinceLabourcame into office in 2018,
foodprices are up morethan 13
percent, the average rentisup $140 a
week, and it costs $45more at the
petrol pump to fill astandard tank.
Those wanting to buytheir first
home arefinding it incredibly
difficult.
The average house price is up almost
$400,000 under Labour.
Rising interest rates mean interest
costs on a$600,000 mortgage are up
$7200inthe last 12 months, andthey’re
only going up from here.
Withprices rising twiceas fast as
wages, the average Kiwi family is
worse off than they were 12 months
ago, but high inflation meansincome
tax is higher.
We’ve got the perversesituation
wheresomeoneonthe average wage
nowhas amarginal taxrate of 33%.
And someone on the minimum wage
only has to work a44hour week to face
amarginaltax rate of 30 cents in the
dollar.
This is outrageous, and we need to
do something about it.
At the upcoming Budget in May, the
Finance Minister should useaportion
of his record $6 billion to adjust
income taxthresholds to account for
the inflation we’veseenunder Labour.
Someoneon$55,000 ayearwould get
$800 in tax relief this year.
And anyone earning $88,100 or above
wouldbebetter offbyover$1000 a
year.
Because NZ Super is indexed to the
average aftertax wage, those who
receive the pension wouldalso
benefit. Thecouple rate for NZ Super
wouldincrease by around $520ayear.
These changes aren’t going to make
anyone rich.
But forKiwis who are suffering
under the weight of the costofliving
crisis, every dollar counts, so they
wouldcome as welcome relief.
Theywouldn’t require cuts to
existing services like health,
education or thepolice.
Theywouldn’t mean austerity or a
Budget with no new spending.
Theywould be met from the Finance
Ministers record $6 billion new
spending allowance, and he wouldstill
have threequarters of thatallowance
left to fundnew initiatives or pay down
debt,which would stillbearecord
amount of new spending.
In fact the remaining $4.3 billion
wouldstill be the biggestevery new
budget spending allowance. Jacinda
Arden and Grant Robertsonbelieve
they canspendyour money better than
youcan, butIbelieve Kiwis deserve
some relief from thecurrent cost of
living crisis, and Iwill be working hard
in Wellington to makesure of it.
It appears that we have quite different
For the record, Iwould bejust as
Awar on wasps is keeping visitors safe
By ROBYN BRISTOW
Bruce Newland’s love of the outdoors is
keeping anasty pest at bay in Glentui.
The 74yearold Rangiora man has
killed 64 wasp nests around the Glentui
Nature Walk (Loop Track), in the Mt
Thomas Forest Conservation Area this
summer season.
Bruce says hunting down, and
eradicating wasps nest is ‘‘satisfying’’,
particularly after hearing horror stories
from school parties feeling the full mite
of wasps.
‘‘It keeps me fit,’’ says the bushman of
old.
He is one of many volunteers working
for Wasp Wipe Out, aproject aimed at
reducing the numbers of one of the most
damaging insect pest in New Zealand.
Wasps also harm native birds and
insects, and create asignificant
nuisance for people.
Wasp Wipe Out targets German and
the common wasp populations in late
summer.
Bruce says last summer agood hit was
made on the wasps in the Glentui area
with Vespex bait, in late February, early
March. However, the surrounding
forests were untreated and ‘‘teeming’’
with wasps.
‘‘So the area was ripe for reinfestation,’’
he says. Added to this adry
January this year, and the wasps were
back with avengeance.
‘‘A check midJanuary confirmed our
worst fears with ahigh buildup. Aquick
count revealed five nests,’’ he says.
With aborrowed bee suit, Bruce was
back in the bush afew days later and
counted nine nests. He dusted them with
insecticide. But as nests were removed,
more were revealed.
Over asix week period, and in abrand
new bee suit his wife Jenny bought him,
he continued to hunt out nests, with
seven trips averaging nine nests per
Wasp nest ... Anest revealed beside the Loop Track at Glentui, after vegetation was pulled
from it.
trip.
‘This included eleven nests around
the Glentui car park at the foot of Mt
Richardson.
By the end of February Bruce says he
was starting to make an impact, with out
of reach nests getting some special
treatment.
‘‘This baiting is now complete with a
good 95 percent reduction in wasps
numbers.
Bruce says local beekeepers noticed a
rapid response from the work he had
done in lowering the numbers, with
honeydew being left for the bees and
native birds.
‘‘The whine of wasps has been fully
replaced by the buzz of bees. The wax
eyes and and bellbirds have also chimed
in nicely, all targeting the honey dew,’’
says Bruce.
This year’s work included aline up
the bypass track from the Glentui’s
Loop Track.
Waiting game ... Atom tit waits to snatch
food from wasps crawling on the forest
floor.
Bruce took time out from his toil to
watch aresident tom tit swoop and steal
insects and grubs from wasps crawling
on the forest floor of the boney foothills
country.
He urges people to keep alookout and
destroy big wasps hibernating during
the winter behind curtains, boards or in
woodsheds.
These, he says, are the young Queens
which will eventually migrate back to
the bush during the summer to start new
nests.

Spotlight on costs
By ADAM BURNS,
LOCAL DEMOCRACY REPORTER
Departing council employees in the
Hurunui, who have worked as little as
six months, may be entitled to a
ratepayerfunded leaving do, with
alcohol.
But Hurunui Mayor Marie Black has
suggested six months may be too short a
stint to warrant agenerous sendoff.
Anew sensitive expenditure policy
has been adopted after auditors called
for areview into the Hurunui District
Council’s internal spending procedures.
Audit New Zealand found council’s
existing spending policy did not align
with the Office of the AuditorGeneral’s
good practice guidelines.
Council’s new expenditure policy
focusses on expenses when travelling,
meals, hospitality, accommodation, and
transport.
Under arecognition of achievement
subheading, the new policy stipulates
council may spend money on events to
recognise milestones, ‘‘such as
farewells, retirements and staff
achievements’’.
‘‘After six months of continuous
service, the cost of the function, or any
subsidy toward afunction, is to be
charged to the respective department
and cost centres at the discretion of the
manager. Afunction may include
alcohol at the discretion of the manager
in consultation with the chief executive
officer.’’
At last week’s audit and risk
committee meeting, Mrs Black queried
whether the six month marker for
employment, in the policy, was
appropriate.
‘‘That seems like arelatively short
time to recognise continuous service,’’
she says.
Councillor Karen Armstrong agreed
six months felt short for aleaving
function.
‘‘[Does] it relate to the fact that,
perhaps, quite alot of staff these days
are on shorterterm contracts?’’
An employee may invite family
members and other guests outside the
organisation, but this was under the
discretion of the employee’s manager.
Council chief financial officer Jason
Beck says aleaving function was not
necessarily an obligatory expectation.
Committee chair and councillor Nicky
Anderson hoped council managers
would use their discretion
appropriately.
The policy adds expenditure on
farewells and retirements should be
‘‘moderate and conservative and ‘‘not be
extravagant or inappropriate.’’
Audit New Zealand, in its review, also
identified anumber of instances where
councillor vehicle mileage claims were
submitted ‘‘a long time’’ after the
relevant month to which the claim
related, including some made for the
previous financial year.
Council management said in the
report it would urge councillors to
provide mileage claims on amore
regular basis. Graeme McGlinn, an
independent member of the audit and
risk committee, says other district
councils had been guilty of high levels of
noncompliance around sensitive
expenditure.
He proposed council conduct periodic
audits and reporting of council’s
expenditure, partiularly in areas where
there was ‘‘reputational risk’’.
Council chief strategy and community
officer Judith Batchelor says only two
council employees had left within six
months over the past two years and
neither received leaving functions.
Oxford A&P Show will be back
By DAVID HILL
Oxford A&P Show organisers plan to be
back ‘‘bigger and better than ever’’ in
2023.
Planning is already under way for next
year’s show, after this year’s event was
cancelled due to Covid19 restrictions,
Oxford A&P Association executive
officer Christine Roberts says.
It is the second time in three years the
show has been cancelled, after the 2020
show was canned as the country
prepared for the first Covid19 lockdown.
The Oxford show returned on Easter
Saturday last year with record gatetakings.
‘‘It was avery good show and it
certainly helped our financials,’’ Mrs
Roberts says.
‘‘Our main focus now is keeping our
volunteers safe and we’re looking
forward to abigger and better show in
2023 and we are putting our energy into
that.’’
The Oxford A&P Association is hoping
to hold its winter feed competition in
May, if it is safe to do so, but everything
else is on hold.
‘‘With the show being cancelled, it also
means that other events like
woodchopping won’t happen and the
Royal Agricultural Society has cancelled
the junior judging competition and the
Rural Ambassador Award contest, which
we hosted the finals of last year,’’ Mrs
Roberts says.
‘‘So it’s not just the show that’s
impacted as there’s all these other
events, but for us it’s about keeping the
momentum.’’
She says Oxford is fortunate in having
amix of ages on the committee, with
president Letitia Schroeder, senior vicepresident
Steve Macaulay and
immediate past president Marie
Fitzpatrick all under the age of 40.
‘‘Young people have got new ideas and
they will try new things. They may not
always work, but it’s important that they
try them.
‘‘It’s like abreath of fresh air.’’
The Oxford show committee has had
good support from its sponsors in the
wake of the cancellation, Mrs Roberts
says.
‘‘The trade sites haven’t asked for any
refunds and as for donations, people
have said to carry it over to next year or
‘just hang on to it’ which makes things a
bit easier.’’
Next year’s show is due to be held on
Saturday, April 1.
‘‘We’ve done it before on April Fools’
Day and it has worked out, so we are
looking forward to it,’’ Mrs Roberts says.
In the meantime, the Oxford
Showgrounds will continue to be made
available to the community free of charge
to sports clubs and other groups like the
Oxford Lions, she says.
‘‘We still have to carry the costs of
Charge stations confirmed
Electric vehicle charging stations,
funding for the Oxford Arts Trust and
the OxfordOhoka Community Plan have
been on the agenda at the OxfordOhoka
Community Board’s first two meetings
of the year.
Board members confirmed the details
for the installation of EV fast charging
stations in the Pearson Park car park at
its February meeting.
The dualsocketed 22 kilowatt AC
charging stations can deliver up to
120km of travel per hour of charging,
depending on the vehicle make and
model.
This type of charger is typically
installed at locations where drivers will
be parked for longer durations such as
cafes, libraries, community facilities
and retail areas.
In October last year, the board
signalled its approval for the
installation of one charger, but has now
extended the proposal to three
carparks.
Board chairperson Doug Nicholl says
members are conscious of ensuring the
Covid closes
art gallery
Oxford Gallery has temporarily closed its
doors as Omicron continues to spread.
Gallery staff hope to be back up and
running by Easter, but will review the
opening date closer to the time.
‘‘Closing the gallery doors to the public
will give our volunteer team time to take
care of families and themselves over the
Omicron peak,’’ agallery spokesperson
says.
‘‘We see this ‘pause’ as apositive
opportunity to changeup the gallery and
welcome Katie Hallam, our new parttime
public programmes and
communications coordinator.’’
Behind the scenes, gallery staff are
plotting anew community engagement
plan for more creative connectivity and
activity at Oxford Gallery.
During this time Oxford Gallery and
contents will continue to be warmed by
administration staff, who will be
working.
To stay in touch, follow Oxford Gallery
on Facebook. Donations are gratefully
received to help the gallery get through.
popular Oxford Farmers’ Market will
not be impacted.
‘‘We understand that there is support
from market organisers for EV parking
and charging,’’ he says.
‘‘This project would mean
repurposing three of the 14 available
carparks, however the full car park will
still be exclusively available for use of
the farmers market on Sundays.’’
At this month’s meeting, the board
approved agrant of $500 to the Oxford
Arts Trust from its discretionary grant
fund to go towards the purchase of an
air purifier.
With an air purifier the trust can
continue to host community art classes
at red and orange Covid levels in asafer
environment.
The updated OxfordOhoka
Community Plan 20202022 was also
approved. The plan is reviewed each
year so the board can assess how it is
progressing with its objectives and any
feedback from the community.
The board meets again on Monday,
Importance of art
Kaiapoi North School has
been recognising the
importance of art to get its
pupils through an uncertain
time.
While school trips are
problematic under the
present red traffic light
setting, the school’s junior
team has enjoying visits
Christchurch Art Gallery art
educator Bianca van Leeuwen
to give them some art tips.
‘‘She has been delivering a
programme called ‘junior map
makers’ where the children
create apictorial map of their
own identity using different
media,’’ junior team leader
Mel Poynter says.
‘‘Having this opportunity is
important to staff at Kaiapoi
North School as we place
great value in our arts
curriculum.’’
She says the school is
fortunate to have aspecialist
visual arts teacher, Nicole
Elsie Langdon
Duxfield, who supports staff
and pupils to develop skills
and an appreciation of the
visual arts.
‘‘Ensuring our children
have opportunities to think
and express themselves
creatively is one of our values
at Kaiapoi North School.’’
Play group finds new home
By DAVID HILL
The HawardenWaikari Play Group is
looking to the future, after relocating to a
new venue.
The group, which was established 22
years ago, ended 2021 with aspecial
celebration to mark its last day at
Medbury Hall. It has begun the new year
meeting in the scout hall at the Waikari
Domain in Princes Street.
Play group coordinator Kate Boyd says
the group plans to make its mark on its
new location by installing some fairy
doors during the April school holidays.
She says Covid19 restrictions have
posed some challenges for the group,
with some families unable to attend.
But they are still seeing 18 children
aged 5years and under attending the
weekly Thursday sessions, which are
held between 10am and 12.30pm during
term time.
‘‘It’s arelaxed setting and it’s anice for
kids to get together and for parents and
caregivers to meet up with other
parents,’’ Kate says. ‘‘It’s important for
kids to build social skills and to get the
chance to get alittle bit messier than they
would at home.’’
The play group covers alarge area,
with families travelling from The Lakes,
Culverden and Scargill Valley, as well as
Hawarden and Waikari.
‘‘For some it would be their one outing
for the week, so it’s important to keep
some normality because the children
don’t understand what lockdown and
isolation mean,’’ Kate says. ‘‘They just
see it as missing out on playing with their
friends.’’
New residents welcomed
By DAVID HILL
An initiative to welcome new residents in
Pegasus following the 2010 and 2011
earthquakes has been given anew lease
of life.
The Waimakariri District Council’s
community team has joined forces with
local Lions groups, community residents’
groups and local real estate agents to
reinvigorate the welcome bags and to
distribute them in avariety of ways to
ensure new residents feel welcome.
The welcome bags initiative was first
established after the earthquakes, when
there were large numbers of people
moving into the district from
Christchurch ‘‘who weren’t connected
with our local communities’’,
Waimakariri District Council community
development facilitator Martin Pugh
says.
‘‘A collaborative group of local
community stakeholders came up with
the idea of welcoming these new
residents by providing local resources
and afriendly interaction with alocal
community member to enhance people’s
sense of connection to their new home,’’
he says.
‘‘These welcome bags, as they were
aptly named, have been astalwart in
many of our communities for welcoming
new residents to the district since this
time.’’
Since then various community groups,
schools, businesses and local leaders
have given out welcome bags to people
who move into the district.
Arecent change in the process and
funding for the bags provided achance
for the welcome bag distributors and
users to sit down with the community
development team ‘‘and talk about how
Buckets of welcome ... Welcome buckets
from the Pegasus Residents Group are
available at the Pegasus Community Centre.
PHOTO:SUPPLIED
these could continue to be used to
welcome new residents to our district’’,
Martin says.
‘‘What became apparent is that each
community present had their own
thoughts on how they could welcome
their new residents.
‘‘This meant that specific communities
could customise the welcoming of their
new neighbours based on their
community.’’
The Pegasus Residents Group, for
example, has adopted awelcome bucket.
If you are keen to welcome new
residents to your neighbourhood or be
involved in the welcome bag project for
your neighbourhood contact Martin Pugh
Rain impacts
white clover
RURAL LIFE
North Canterbury News, March 24, 2022
By TIM CRONSHAW
Canterbury’s white clover crophas borne
the brunt of heavy rain.
It’s estimated lossesare as high as 40
percent, spelling trouble for northern
hemispheremarkets.
New Zealand is the largest producer of
whiteclover seed, supplying nearlyhalf of
the global seedcrop. Much of that comes
from Canterbury.
Federated Farmers arable vicechairperson
David Birkett saysthe clover
harvest is one of the crops most affectedby
last month’srain because it flowerscloseto
the ground.
Alot of sprouting has meant the seed has
germinated and is nowlost for seed
production.
He says seed losses vary from paddocks
completely writtenoff, and only good for
feeding stock, to lower losses.
‘‘So the losseshavebeenquite wide
ranging withsome writeoffs and somenear
normal crops.
‘‘We are just tryingtowork it outnow, but
our gut feeling is it’sprobably 30% to 40%.
It’s still hard to tell as people are just
harvesting now.’’
He says the onlypositive for growers is
that priceswill rise as the losses will
impact world supplies.
Mr Birkett saysgrowershave begun
negotiating pricesalready with companies.
The price has risenfromlast yearasit
was in short supply and thatwas before the
rain event. He says growers can expect
clover losses of $5000to$6000 per hectare.
An average certifiedpaddock was 11ha to
12ha,sothey would be downabout $60,000
for the uninsured crop, he says.
Mr Birkett estimates he is out of pocket
by $50,000 to $100,000, but will know more
when the clover harvest is completed in
abouttwo weeks.

Canterbury farms in demand
By TIM CRONSHAW
Aflying start to the year for Canterbury
farm sales shows no signofslowing
down.
Rural real estateagents are talking
about the first quarter of the year being
the busiest in several years after the best
Januarysales in adecade.
PGG Wrightson Rural RealEstate
generalmanager Peter Newbold said
February was traditionally a‘‘buildup’’
month afteraslow January, but sales,
values and units were well up for both
months.
‘‘If we lookatFebruary versusa
normal February thenit’s verystrong.
‘‘You could argue it continues on.
‘‘The numbers are lookingvery strong
for February and up on previous
Februaries.’’
He said traditional autumn listings
might havecome forward becauseofthe
green countrysideand strong prices for
dairy, sheep and beef.
Mr Newbold saidsome of the interest
for sheep and beef property had been
proppedupbyforestry, but therewas
other demand.
Sheep and beef farmerswere seeking
to upgrade from a3000stock unit
property to a6000stock unit farm or
build on theirproperty base.
Dairy farmers were seeking more
grazingland in traditional ‘‘heartland’’
area such as parts of Canterbury,Otago,
Southland and Waikato.
City groups new to farmingwere also
wantingtoinvest.
‘‘I think sheep and beef will stay
strong,’’ Mr Newboldsaid.
‘‘The challenge will be the availability
of listings.
‘‘Yes, we have beensellingdairy, but
there’snot the same enthusiasmas
sheep and beef.
Upmarket ... Farm sales are on the rise.
‘‘I’m not being negative, but there’s
probably more energy.’’
He said therewas an argument that a
good time to sell adairy farm was during
ahigh payout, but alot of reasonably
sized farms were worth $10 million to
$15 million.
There was possibly astandoff
betweenbuyers and sellers with price
expectations,hesaid.
The question marks over compliance
and the environment were alsohavinga
bearing.
‘‘Then again we have soldagood
number of [dairy farms],but it’s not as
freeflowing as othersectors.’’
The company has seen strong sales in
North Canterburyfor dairy and sheep
and beef properties.
The outlook was promising with
potential risks including the falloutfrom
the Ukraine crisis and,inthe shortterm,
Collierssays rising dairyfarm values
are beingspurred by Fonterra lifting its
Rural director in Christchurch,
RichardO'Sullivan, said more than $300
Canterbury this season.
Beef prices
remain strong
Beef prices continue to defy gravity as
fewer shipments leave shorelines to key
export markets.
New Zealand’s beef exports rose 22
percent in value in the final quarter of
the year compared with the 2020 quarter,
while total volumes were back 10%.
The dollar value was up 16% for beef
going to the United States, but dropped
15% in volume, while values rose by a
third even though exports to China were
unchanged.
Japan exports were also static, but
values rose 39% and Korea values
jumped 37% as volumes increased 8%.
Rabobank says this bodes well for the
first half of the year and farmers can
expect farmgate bull prices to remain
above the fiveyear average.
Agricultural analyst Genevieve Steven
said the beef outlook for the year was
positive.
‘‘There are really tight global supplies
of beef and farmers are still enjoying
elevated farmgate pricing.
‘‘The key thing driving this pricing
Bike repair project takes off
By DAVID HILL
Old bikesare getting anew lease of life
thanks to aRangiorabased community
project.
The Waimakariri Bike Projectwas
created in October, with volunteers
rescuing bicycles fromlandfill and
restoring them to giveaway.
Project coordinatorMike Dyndul says
the ideacome out of the Government’s
Mental Health Working Group report,
whichidentified repairingbikes as away of
teachingyoungpeople new skills,
improving confidenceand givingtheman
affordablemode of transport.
It also reduces waste by ‘‘taking bikes
from landfilland givingthem anotherlife’’,
Mr Dyndul says.
‘‘Things are expensive these daysand it’s
nice to give people abike.
‘‘We don’t charge anything. Anyone who
wantsabike cancome and get one and
anyone who needs abike repaired, we can
help them.
‘‘We’ve had kids come down and they get
akick out of working on their bike, so it’s a
twofoldthing becausethey get theirbike
fixedand they can learnhow to do it.’’
The project was established thanks to a
grant from theWaimakariri District
Council and is acollaboration betweenthe
North CanterburySport and Recreation
Trust, the council, CycleSenseand local
volunteers.
Volunteers meet at the Dudley Park
Pavilion in ChurchStreet, Rangiora, on
Wednesdayevenings from 6pm to 8pm.
Mr Dyndul is keen to hear from
prospective sponsors, volunteers and
anyone who hasanold bike to giveaway,
whichisinreasonable condition.
‘‘We are always looking for anybody with
abit of knowledge to comedown and give
us ahand. Bike mechanicsare very
welcome.’’
The project is also in needofamore
permanent location.‘‘The cricket pavilion
is agood location, but it wouldgood to get
something more permanent,’’ he says.
Have Your Say on the Dra Annual Plan
You have two weeks le (until 4April) to have your
say on the Council's Dra Annual Plan.
The Dra Annual Plan 2022/23 includes a
proposed 4.3% rates rise –only 0.1% higher than
predicted –and allows the Council to continue to
deliver services at ahigh level despite lower than
expected central funding contributions.
Mayor Dan Gordon says the focus of this plan is on
ensuring the Council completes key community and
infrastructure projects while updating residents
about regulatory and central government changes
that will affect the Council.
“There are three topics we’re asking for feedback
on that require further funding. The Council is also
using this opportunity to let residents know about
new regulations and external changes which will
affect the Council -such as Three Waters Reform
and new urban development rules.”
Key issues requiring further funding include:
• Funding required to complete the Kaiapoi
Community Hub
• Kaiapoi Stormwater and Flooding Improvements
• Service Level Changes to our Road Network.
Other issues where new requirements need to be
met include:
• Upgrades to the Rangiora Airfield
• Ashley Gorge Water Supply
• Protecting our Significant Natural Areas.
Changes affecting the Council:
• Three Waters Reform
• Chlorination of Water Supplies
• National Policy Statement on Urban Development
• Capital Programme Delivery
• Review of Rating Policy for Māori Land
• Changes to Development Contributions and Fees
and Charges.
“The District continues to experience significant
growth which means the Council is in astrong
position to meet these challenges while continuing
to provide and develop high quality community
facilities and infrastructure,” says Mayor Gordon.
“Keeping rates affordable is apriority for the
Council. When making budget decisions this is
always front of mind when determining that we
have the balance right and Ithink this plan does
just that.
