Backpacking Series program. The 7-week long interactive program<br />

hosted at Scioto <strong>Grove</strong> instructs backpacking beginners<br />

– or those who are looking to brush up on their skills – on a<br />

variety of topics that can be used to make a planned overnight<br />

trip at the end of <strong>April</strong> more comfortable. “Week Three:<br />

Cooking” took place on March 26 where more than a dozen<br />

participants learned how to properly use a stove and make a<br />

starter fire kit. One of the completed kits were used to spark<br />

the fire that allowed the attendees to consume these sweet<br />

treats at the end of the afternoon program. For more information<br />

Backpacking Series are being held at Scioto <strong>Grove</strong>. In order to<br />

participate in the overnight trip at the end of <strong>April</strong>, one must<br />

<strong>Grove</strong> <strong>City</strong> growth<br />

impacts fire dept.<br />

Jackson Township officials have hired a<br />

professional consulting agency to determine<br />

whether the fire department can continue<br />

to meet the demand of a growing<br />

community.<br />

At its meeting in March, the board of<br />

trustees provided authorization for the<br />

Ohio Fire Chiefs’ Association to conduct a<br />

department-wide operational and staffing<br />

analysis at a cost of $24,000.<br />

The goal of the study is to provide the<br />

township with an in-depth look at the<br />

potential weaknesses of the fire department as the<br />

area it serves continues to see commercial and residential<br />

growth.<br />

“This analysis will help the township have more<br />

clarity of what is to come in the future,” said Shane<br />

Farnsworth, township administrator. “The township<br />

has to be ready financially and we have to plan strategically<br />

and accordingly for it.”<br />

Stan Crosley, the association’s director of consulting<br />

services, said at a meeting late last year that this<br />

analysis will cover a number of topics to determine the<br />

future readiness of the fire department.<br />

“We will be looking at their (current) performance<br />

and the (current) demand for services — how many calls<br />

for service they go on and what types,” he said in<br />

December. “We are also going to look at their response<br />

performance — how long does it take for them to get<br />

there (to a scene) and how long does it take them to get<br />

out of the building?<br />

“We are going to look at the support functions of<br />

training and we’re going to look at prevention and community<br />

risk reduction efforts.”<br />

Crosley said after crunching the data from those<br />

departmental areas, the agency will then conduct<br />

research on the service area’s current and future development<br />

plans as well as the area’s projected growth in<br />

both the commercial and residential realm.<br />

“From that, we will make informed recommendations<br />

for you on what the department’s needs are now<br />

and what they may be in the future.”<br />

Fire Chief Randy Little said an analysis of this scale<br />

and scope is necessary as it will be able to give them a<br />

better understanding of the department’s needs.<br />

“We can all see that our service area is growing and<br />

we need to have that picture of how we can make<br />

adjustments in order to continue to provide the high<br />

quality services that our community deserves and<br />

expects,” he said.<br />

Little said he does not believe the operational and<br />

staffing analysis will recommend that the department<br />

build more fire stations at this point in time, but he<br />

does believe it will provide insight on the number of<br />

staff it will take to run the four stations in the future.<br />

“The number of runs we respond to have gone up at<br />

a historically high rate,” he said. “Our current data<br />

shows that the number of runs have risen 5 to 7 percent<br />

annually.”<br />

He said that trend is likely to continue, particularly<br />

as the township, the city of <strong>Grove</strong> <strong>City</strong>, and the village<br />

of Urbancrest are all expected to see steady growth<br />

throughout the upcoming years.<br />

“We have to plan for that expansion,” said Little.<br />

“We have to know how many personnel will be<br />

required to operate our fire stations and we have to<br />

know how many emergency vehicles we will have to<br />

have on hand to respond to calls.”<br />

He said he is looking forward to seeing the results<br />

and recommendations of the operational and staffing<br />

analysis that is currently being conducted.<br />

“It allows us time to consider what changes may<br />

have to be implemented so we can continue to serve<br />

our community,” he said.<br />

It is expected the results of the survey will be<br />

released in the late spring to early summer.<br />

Girl Scouts raise funds for Ukrainian refugees<br />

After weeks of traveling to various sites across the nation to sell cookies in order to<br />

fund recreation programs, one might come to the conclusion that those affiliated<br />

with the Girls Scouts of the USA might be a bit tired of the sight of baked goods. That<br />

turned out not to be the case, however, for those in the <strong>Grove</strong> <strong>City</strong>-based Troops 5925<br />

and 6154. Throughout the week of March 21, the girls and their troop leaders spent<br />

their free-time gathering supplies as they were on a mission to make hundreds of<br />

cookies, cakes and pies that were to be sold over the course of that weekend. Their<br />

goal was to raise $5,000 so they could donate those funds to Ignis Invictus, a nonprofit<br />

that is helping to provide food and shelter to Ukrainian refugees fleeing the<br />

war. “They wanted to help in any way that they could,” said Jen Belt, troop leader of<br />

6154. Pictured here displaying some of the assortment of cakes, cookies and pies<br />

•Recommend long-term community<br />

goals, as well as strategies and required<br />

resources for meeting those goals.<br />

On March 23, <strong>2022</strong>, <strong>Grove</strong> <strong>City</strong> Police<br />

were dispatched to a home in the 4700<br />

block of Adwell Loop on report of a<br />

theft. A resident stated that the week<br />

prior, two insurance agents had come to<br />

the home to check on water damage in<br />

the master bedroom. A few days later,<br />

the homeowner realized all of his jewelry<br />

was missing from a box on his<br />

dresser. The estimated value of the jewelry<br />

is $500,000. The incident remains<br />

under investigation.<br />

On March 16, <strong>2022</strong>, <strong>Grove</strong> <strong>City</strong> Police<br />

were dispatched to a business in the<br />

5800 block of North Meadows Drive on<br />

a report of the theft of five catalytic converters<br />

from work vehicles. On March<br />

19, <strong>2022</strong>, officers were dispatched to a<br />

business in the 3300 block of Urbancrest<br />

Industrial Drive, also on the report<br />

of a theft of five catalytic<br />

converters from work vehicles. Both incidences<br />

remain under investigation.<br />

<strong>Grove</strong> <strong>City</strong> Police News<br />

On March 14, <strong>2022</strong>, a citizen came to<br />

the <strong>Grove</strong> <strong>City</strong> Division of Police to report<br />

a theft while in the 3500 block of<br />

Park Street. He stated that on September<br />

16, 2021, he paid a contractor<br />

$20,000 in cash for a job to build a<br />

garage. The contractor never started<br />

the job and has blocked all communication<br />

with the resident. The incident remains<br />

under investigation.<br />

On March 12, <strong>2022</strong>, <strong>Grove</strong> <strong>City</strong> Police<br />

were dispatched to a business in the<br />

1700 block of Stringtown Road on report<br />

of a theft. A store employee stated that<br />

a suspect loaded a basket with merchandise<br />

and exited the store without<br />

paying. The estimated value of the<br />

stolen merchandise is $2,800. The incident<br />

remains under investigation.<br />

On March 14, <strong>2022</strong>, <strong>Grove</strong> <strong>City</strong> Police<br />

were dispatched to a home in the 4300<br />

block of Okeechobee Court on report of<br />

a theft. A resident reported that firearm<br />

had been stolen from their vehicle<br />

overnight. There were no signs of forced<br />

entry on the vehicle. Nothing else was<br />

taken from the vehicle. The incident remains<br />

under investigation.<br />

<strong>Grove</strong> <strong>City</strong> sets up account<br />

to receive settlement funds<br />

In August 2021, <strong>Grove</strong> <strong>City</strong> joined the<br />

state of Ohio, and many other municipalities,<br />

in litigation to hold pharmaceutical<br />

supply chain participants accountable for<br />

the damages caused by the opioid epidemic.<br />

To receive those settlement funds,<br />

<strong>Grove</strong> <strong>City</strong> will now have to create a fund.<br />

At the March 21 meeting, council<br />

approved a resolution to create the ONEO-<br />

HIO Opioid Settlement Fund.<br />

A settlement was reached with<br />

AmerisourceBergen, Cardinal Health, and<br />

McKesson to pay over $800 million to the<br />

state of Ohio and its communities over the<br />

next 18 years.<br />

According to Michael Turner, <strong>Grove</strong><br />

<strong>City</strong>’s finance director, the city is required<br />

to set up the ONEOHIO fund to receive the<br />

money from the settlement.<br />

“<strong>Grove</strong> <strong>City</strong> will get less than $200,000<br />

over 18 years,” he said.<br />

Most of the money will be restricted in<br />

use and earmarked to combat the opioid<br />

epidemic.<br />

Ohio was one of several states to share<br />

in the $26 billion national opioid abuse settlement.<br />

More than 4,000 entities nationwide<br />

are part of the overall settlement.<br />

In other news, council signed off on<br />

three separate resolutions to waive the<br />

city’s open container law for events this<br />

summer.<br />

“This is standard,” said Stephen Smith,<br />

the city’s law director. “We do this each<br />

year for special events. Normally, you cannot<br />

walk around with an open container.<br />

This legislation allows it to occur.”<br />

Council waived the rule for the Wine<br />

and Arts Festival, which will be held June<br />

17-18, the Tacos and Tequila Festival,<br />

which will be held July 16, and the Craft<br />

Distillers Festival, which will be held on<br />

Aug. 13. All three events will be held in the<br />

city’s Town Center.<br />

Council also approved amendments to<br />

the development plan for Chick-fil-A, located<br />

at 1696 Stringtown Road.<br />

According to Kyle Rauch, development<br />

director for the city, this should help alleviate<br />

some of the traffic that backs up into<br />

the shopping center’s drive isle. The<br />

amendment creates a second drive-thru<br />

lane that would wrap around the eatery<br />

and get the traffic off the roadway and into<br />

the site.<br />

<strong>Grove</strong> <strong>City</strong> Library will now offer mobile hotspots<br />

Southwest Public Libraries (SPL) continues<br />

to connect the community with tools<br />

for lifelong learning and is now offering<br />

mobile hotspot devices with unlimited data<br />

for checkout at both of its locations thanks<br />

to a federal grant. The 125 hotspots at each<br />

location, with data through T-Mobile, are<br />

available to borrow free of charge by anyone<br />

age 18 or older with an SPL card for a<br />

period of two weeks.<br />

Patrons can connect up to 10 Wi-Fi<br />

enabled devices to a single hotspot, including<br />

mobile devices, laptops, digital cameras,<br />

and gaming devices for unlimited<br />

high-speed internet access.<br />

“The ability for patrons to connect to the<br />

internet on-the-go or when they cannot<br />

make it to the library is essential,” said<br />

Katie Puckett, technology services librarian<br />

for SPL. “Hotspots are another exciting<br />

addition to library services, helping us connect<br />

members of our community with the<br />

resources they need wherever they need it.”<br />

The lending program is funded through<br />

a grant from the Emergency Connectivity<br />

Fund (ECF), a $7.17 billion program that is<br />

part of the American Rescue Plan Act of<br />

2021 and was originally created to help<br />

schools and libraries support remote learning<br />

during the COVID-19 emergency. The<br />

library submitted its grant application last<br />

year, but due to a backlog of applications,<br />

received approval and funds only recently.<br />

“The pandemic has shown how important<br />

it is to have reliable internet access at<br />

home whether it be for school, work, or<br />

entertainment,” says Kacy Cox, assistant<br />

director of the <strong>Grove</strong> <strong>City</strong> Library. “Now,<br />

thanks to this grant, with just their library<br />

card, SPL patrons can check out a hotspot<br />

and access two weeks of free Wi-Fi while at<br />

home or on vacation.”<br />

Devices are not filtered, nor do they<br />

store any history or personal information.<br />

Parents and guardians are encouraged to<br />

monitor minors’ usage as they see fit.<br />

To borrow a hotspot:<br />

•Hotspots can be requested at an SPL<br />

Customer Service Desk or reserved<br />

through the library’s online catalog at<br />

www.swpl.org by any SPL cardholder age<br />

18 or older.<br />

•Hotspots must be checked out and<br />

returned at the Customer Service Desk of<br />

an SPL branch.<br />

•There is no fee for borrowing or daily<br />

overdue fines; service will be disabled for<br />

overdue devices.<br />

•Replacement fees of $50 for a long<br />

overdue, unreturned device or $5 for a<br />

missing charger will be assessed.<br />

A record number of students who have previously been<br />

identified as English Learners have exited the program in<br />

the South-Western <strong>City</strong> Schools District. Officials say<br />

those numbers are a reflection of the strength of the program<br />

rather than an indicator of a decline in its overall EL<br />

population.<br />

There are approximately 3,500 students in the district<br />

who are currently identified as English Learners — the second<br />

most in the state, said district officials.<br />

That number would be much higher, explained EL program<br />

coordinator Ed Kennedy, but nearly 2,000 previously<br />

identified EL students have now reached proficient level<br />

status in their second language acquisition.<br />

“That is a genuine indicator that we are making<br />

progress as a program,” he said during a board of education<br />

meeting on March 21.<br />

A little more than 50 percent of the EL population<br />

comes to the district at a “newcomer” level.<br />

“Newcomer typically means they are at a<br />

younger age, primarily around the elementary<br />

level, and have little understanding of the English<br />

language,” he said after the meeting.<br />

Kennedy said younger students can be like<br />

sponges, able to pick up new language skills within<br />

a few years.<br />

“If they spend one to two years in a new country,<br />

the spoken part is going to be pretty good.”<br />

He said within five to seven years, they begin to<br />

better develop cognitive academic language proficiency<br />

(CALP), such as being able to read textbooks,<br />

understand tests, and produce written language.<br />

The challenge the district has, said Kennedy, is helping<br />

“adolescent newcomers” reach proficiency within that time<br />

frame.<br />

“Some of our EL students come to us as teenagers and<br />

we do not have them for five to seven years,” he said.<br />

He added that research indicates it typically takes 7-12<br />

years for adolescent newcomers to reach CALP.<br />

When it comes to this demographic, Kennedy said the<br />

district is “all hands-on-deck” so they can at least get them<br />

to the BICS level.<br />

“They have to get to BICS before they can reach CALP,”<br />

he said. “But we are committed to doing all that we can to<br />

get our EL students to proficient status in the second language<br />

acquisition.”<br />

During the EL program presentation on March 21,<br />

Kennedy also shared a snapshot of the spoken languages<br />

and dialects within the district. He said there are currently<br />

78 different languages and dialects spoken by the students.<br />

Of those numbers, the four largest language groups are<br />

Spanish at 71 percent; Somali and Arabic at 20 percent;<br />

Hakha Chin at 4 percent; and Ukrainian at 3 percent.<br />

Kennedy said the district could very likely see an<br />

increase in the Ukrainian population within 15 months<br />

due to the millions of Ukrainians fleeing the war. He said<br />

they are currently working with CRIS, the Community<br />

Refugee and Immigration Services, to get programming in<br />

place.<br />

Culprits of thinning grass<br />

Thinning grass can be caused by any number of<br />

things. And while it might take a little effort to<br />

address, thinning grass can be treated if homeowners<br />

correctly identify that cause of the problem.<br />

Leaf spot<br />

The Center for Agriculture, Food and the<br />

Environment at the University of Massachusetts<br />

Amherst notes that leaf spot diseases affect both cooland<br />

warm-season turfgrasses. Various fungi can cause<br />

leaf spot. Symptoms and the timing of the appearance<br />

of leaf spot will vary depending on which fungi is causing<br />

the problem. For example, bipolaris sorokiniana,<br />

which affects grasses in warm, wet summer months,<br />

produces small spots that are dark purple to black.<br />

Dreschslera poae is another fungi that causes leaf<br />

spot, and it also produces dark purple to black spots.<br />

However, it tends to appear in the spring when the<br />

weather is cool and moist. Understanding the different<br />

fungi and when they typically strike can help homeowners<br />

identify what is causing their grass to thin. In<br />

such situations, professional landscapers can be<br />

invaluable resources as well.<br />

Stripe smut<br />

The University of Maryland Extension notes that<br />

stripe smut primarily poses a threat to Kentucky bluegrass<br />

that is older than three years. Pale green streaks<br />

that run parallel to the veins in the leaves and leaf<br />

sheaths are symptomatic of stripe smut, which tends<br />

to be noticed in spring and fall, when weather is cool.<br />

As the disease progresses, stripes turn black or a silvery<br />

gray, causing the leaf blade to shred and curl.<br />

After the blades have shred, they turn brown and die.<br />

The grass thins because stripe smut makes it vulnerable<br />

to problems like drought.<br />

Ascochyta leaf blight<br />

Lawns suffering from ascochyta leaf blight will<br />

become straw-colored. According to lawn care and pesticide<br />

experts, when a lawn is affected by ascochyta<br />

leaf blight, its healthy grass blades will be mixed in<br />

with diseased grass blades. Most prevalent in the<br />

spring, this disease can affect grass at any time during<br />

the growing season. That’s because the ascochyta<br />

fungi invade leaf blades through wounds, such as<br />

those that can result from mowing. Dull lawn mowers<br />

can contribute to the disease, which might disappear<br />

on its own and can even return after it’s seemingly<br />

been cured.<br />

Various issues can cause grass blades to thin.<br />

Working with a landscape professional is a great way<br />

to combat such issues before they compromise the look<br />

of a lawn.<br />

Charming cast helps “e Lost <strong>City</strong>” shine<br />

Star charisma may be able to elevate a<br />

movie, but that factor alone cannot make<br />

the experience of watching it enjoyable. If<br />

that were the case, there would be so many<br />

more good movies out there in the world —<br />

and so few actors employed in the industry.<br />

“The Lost <strong>City</strong>” is a film that features<br />

stars with charisma, but it does not require<br />

them to do the heavy lifting. Instead, its<br />

smart and self-aware script works in tandem<br />

with the talent of its actors, making<br />

this throwback action-adventure romantic<br />

comedy one of the most joyous — and enjoyable<br />

— theatrical experiences of the year.<br />

“The Lost <strong>City</strong>” follows best-selling<br />

romance author Loretta Sage (Sandra<br />

Bullock) as she tries to put the finishing<br />

touches on the latest installment of her<br />

popular Lovemore and Dash series. At this<br />

point in her career, all she wants to do is<br />

kill off her beloved leads and live a life of<br />

solitude as she mourns the unexpected<br />

death of her archeologist husband.<br />

With the prompting of her pushy manager<br />

Beth (Da’Vine Joy Randolph), she is<br />

able to wrap up the series and even commit<br />

to a small book tour. But any good feelings<br />

she may have felt regarding the final book<br />

release and tour are squashed when she<br />

learns she has to work alongside Alan<br />

(Channing Tatum), the himbo book cover<br />

hunk known as Dash to his legions of fans.<br />

To put it lightly, Loretta cannot stand<br />

Alan, aka a “mouth-breathing body wash<br />

commercial.” Not only does she feel as if he<br />

takes his job too seriously — she constantly<br />

critiques his penchant to refer to himself as<br />

Dash outside of his book modeling work —<br />

but she also feels as if he makes every<br />

shared public appearance revolve around<br />

him.<br />

Take, for instance, the first time the<br />

audience is introduced to Alan/Dash. It’s<br />

Loretta’s first time in years working a tour<br />

circuit and Alan comes out of the back,<br />

blonde locks flowing, muscles glistening<br />

and begins to gyrate to Europe’s “The Final<br />

Countdown.” Though hilarious, one can see<br />

why one would hate him if not in the right<br />

mood.<br />

While Loretta sees this event as “all<br />

about Alan,” he does try to turn the attention<br />

back to her, especially since he has<br />

something of a secret crush on the surly<br />

and reclusive author. It’s a good thing too<br />

that he pays close attention to her because<br />

he is the only witness to her abduction by<br />

eccentric billionaire Abigail Fairfax (Daniel<br />

Radcliffe).<br />

To Abigail Fairfax, Loretta is not just<br />

another author of “sad and vapid lady fantasies.”<br />

Instead, he believes she has firsthand<br />

knowledge of a lost tomb in a lost city<br />

that is rumored to harbor a lost priceless<br />

artifact known as The Crown of Fire. The<br />

reason he believes this? Because she wrote<br />

about it in her last Lovemore and Dash<br />

novel.<br />

Though she tries to tell him he is mistaken,<br />

that these books are just a work of<br />

fiction, he flies off with her to this nearly<br />

uninhabited island so she can get to work<br />

deciphering found ancient text that was<br />

inexplicably published in her book.<br />

While Loretta is dealing with this latest<br />

misadventure somewhere in the Atlantic,<br />

Alan is mounting a rescue mission somewhere<br />

in the States. Though considered by<br />

many to be dim, he does have the good<br />

sense to ask for assistance from a former<br />

Navy SEAL turned meditation instructor<br />

(played by Brad Pitt) though those plans<br />

are quickly upended. With no survival<br />

skills, no fighting skills, and no real life<br />

skills at his disposal, it is up to Alan’s unrequited<br />

love for Loretta to save the day —<br />

and hopefully their lives in the process.<br />

“The Lost <strong>City</strong>” has a lot going for it: an<br />

absurdly charming cast, genuinely funny<br />

moments and some great scenes of adventure<br />

that reminded<br />

me of the short-lived<br />

television series<br />

“Legends of the<br />

Hidden Temple.”<br />

The best part of this<br />

film, however, is the<br />

chemistry of the<br />

ensemble and not just the chemistry<br />

between its main stars, which frankly<br />

could have used a little more heat. But<br />

every single member of the cast works collaboratively<br />

to bring this smart and selfaware<br />

script to life which in turn brought<br />

forth a real joy to the overall film. It looked<br />

like they had a blast making this movie<br />

and I believe the majority of the audience<br />

will not be able to not get caught up in their<br />

enthusiasm for the project as well.<br />

numerous bicycles, tools, electronic equipment, clothing<br />

and monies over the course of several months.<br />

The bicycles are of various types and models, as are<br />

the tools and electronic equipment. All properties are<br />

held in a secured police facility at all times. If you<br />

believe you have claim to any of the property and have<br />

proof of ownership for the property, you may call the<br />

<strong>Grove</strong> <strong>City</strong> Police Department Property Room at<br />

property is by appointment only. All items not claimed<br />

will be sold at public auction, turned over to the Law<br />
