Cooking” took place on March 26 where more than a dozen

participants learned how to properly use a stove and make a

starter fire kit. One of the completed kits were used to spark

the fire that allowed the attendees to consume these sweet

treats at the end of the afternoon program. For more information

Backpacking Series are being held at Scioto Grove. In order to

Jackson Township officials have hired a

professional consulting agency to determine

whether the fire department can continue

to meet the demand of a growing

community.

At its meeting in March, the board of

trustees provided authorization for the

Ohio Fire Chiefs’ Association to conduct a

department-wide operational and staffing

analysis at a cost of $24,000.

The goal of the study is to provide the

township with an in-depth look at the

potential weaknesses of the fire department as the

area it serves continues to see commercial and residential

growth.

“This analysis will help the township have more

clarity of what is to come in the future,” said Shane

Farnsworth, township administrator. “The township

has to be ready financially and we have to plan strategically

and accordingly for it.”

Stan Crosley, the association’s director of consulting

services, said at a meeting late last year that this

analysis will cover a number of topics to determine the

future readiness of the fire department.

“We will be looking at their (current) performance

and the (current) demand for services — how many calls

for service they go on and what types,” he said in

December. “We are also going to look at their response

performance — how long does it take for them to get

there (to a scene) and how long does it take them to get

out of the building?

“We are going to look at the support functions of

training and we’re going to look at prevention and community

risk reduction efforts.”

Crosley said after crunching the data from those

departmental areas, the agency will then conduct

research on the service area’s current and future development

plans as well as the area’s projected growth in

both the commercial and residential realm.

“From that, we will make informed recommendations

for you on what the department’s needs are now

and what they may be in the future.”

Fire Chief Randy Little said an analysis of this scale

and scope is necessary as it will be able to give them a

better understanding of the department’s needs.

“We can all see that our service area is growing and

we need to have that picture of how we can make

adjustments in order to continue to provide the high

quality services that our community deserves and

expects,” he said.

Little said he does not believe the operational and

staffing analysis will recommend that the department

build more fire stations at this point in time, but he

does believe it will provide insight on the number of

staff it will take to run the four stations in the future.

“The number of runs we respond to have gone up at

a historically high rate,” he said. “Our current data

shows that the number of runs have risen 5 to 7 percent

annually.”

He said that trend is likely to continue, particularly

as the township, the city of Grove City, and the village

of Urbancrest are all expected to see steady growth

throughout the upcoming years.

“We have to plan for that expansion,” said Little.

“We have to know how many personnel will be

required to operate our fire stations and we have to

know how many emergency vehicles we will have to

have on hand to respond to calls.”

He said he is looking forward to seeing the results

and recommendations of the operational and staffing

analysis that is currently being conducted.

“It allows us time to consider what changes may

have to be implemented so we can continue to serve

our community,” he said.

It is expected the results of the survey will be

released in the late spring to early summer.

Girl Scouts raise funds for Ukrainian refugees

After weeks of traveling to various sites across the nation to sell cookies in order to

fund recreation programs, one might come to the conclusion that those affiliated

with the Girls Scouts of the USA might be a bit tired of the sight of baked goods. That

turned out not to be the case, however, for those in the Grove City-based Troops 5925

and 6154. Throughout the week of March 21, the girls and their troop leaders spent

their free-time gathering supplies as they were on a mission to make hundreds of

cookies, cakes and pies that were to be sold over the course of that weekend. Their

goal was to raise $5,000 so they could donate those funds to Ignis Invictus, a nonprofit

that is helping to provide food and shelter to Ukrainian refugees fleeing the

war. “They wanted to help in any way that they could,” said Jen Belt, troop leader of

Wellness services for seniors

LifeCare Alliance provides a nurse at

Grove City Church of the Nazarene in

Grove City weekly to provide free foot care

On March 23, 2022, Grove City Police

were dispatched to a home in the 4700

block of Adwell Loop on report of a

theft. A resident stated that the week

prior, two insurance agents had come to

the home to check on water damage in

the master bedroom. A few days later,

the homeowner realized all of his jewelry

was missing from a box on his

dresser. The estimated value of the jewelry

is $500,000. The incident remains

under investigation.

On March 16, 2022, Grove City Police

were dispatched to a business in the

5800 block of North Meadows Drive on

a report of the theft of five catalytic converters

from work vehicles. On March

19, 2022, officers were dispatched to a

business in the 3300 block of Urbancrest

Industrial Drive, also on the report

of a theft of five catalytic

converters from work vehicles. Both incidences

remain under investigation.

Grove City Police News

On March 14, 2022, a citizen came to

the Grove City Division of Police to report

a theft while in the 3500 block of

Park Street. He stated that on September

16, 2021, he paid a contractor

$20,000 in cash for a job to build a

garage. The contractor never started

the job and has blocked all communication

with the resident. The incident remains

under investigation.

On March 12, 2022, Grove City Police

were dispatched to a business in the

1700 block of Stringtown Road on report

of a theft. A store employee stated that

a suspect loaded a basket with merchandise

and exited the store without

paying. The estimated value of the

stolen merchandise is $2,800. The incident

remains under investigation.

On March 14, 2022, Grove City Police

were dispatched to a home in the 4300

block of Okeechobee Court on report of

a theft. A resident reported that firearm

had been stolen from their vehicle

overnight. There were no signs of forced

entry on the vehicle. Nothing else was

taken from the vehicle. The incident remains

under investigation.

Grove City sets up account

to receive settlement funds

In August 2021, Grove City joined the

state of Ohio, and many other municipalities,

in litigation to hold pharmaceutical

supply chain participants accountable for

the damages caused by the opioid epidemic.

To receive those settlement funds,

Grove City will now have to create a fund.

At the March 21 meeting, council

approved a resolution to create the ONEO-

HIO Opioid Settlement Fund.

A settlement was reached with

AmerisourceBergen, Cardinal Health, and

McKesson to pay over $800 million to the

state of Ohio and its communities over the

next 18 years.

According to Michael Turner, Grove

City’s finance director, the city is required

to set up the ONEOHIO fund to receive the

money from the settlement.

Grove City will get less than $200,000

over 18 years,” he said.

Most of the money will be restricted in

use and earmarked to combat the opioid

epidemic.

Ohio was one of several states to share

in the $26 billion national opioid abuse settlement.

More than 4,000 entities nationwide

are part of the overall settlement.

In other news, council signed off on

three separate resolutions to waive the

city’s open container law for events this

summer.

“This is standard,” said Stephen Smith,

the city’s law director. “We do this each

year for special events. Normally, you cannot

walk around with an open container.

This legislation allows it to occur.”

Council waived the rule for the Wine

and Arts Festival, which will be held June

17-18, the Tacos and Tequila Festival,

which will be held July 16, and the Craft

Distillers Festival, which will be held on

Aug. 13. All three events will be held in the

city’s Town Center.

Council also approved amendments to

the development plan for Chick-fil-A, located

at 1696 Stringtown Road.

According to Kyle Rauch, development

director for the city, this should help alleviate

some of the traffic that backs up into

the shopping center’s drive isle. The

amendment creates a second drive-thru

lane that would wrap around the eatery

and get the traffic off the roadway and into

the site.

Grove City Library will now offer mobile hotspots

Southwest Public Libraries (SPL) continues

to connect the community with tools

for lifelong learning and is now offering

mobile hotspot devices with unlimited data

for checkout at both of its locations thanks

to a federal grant. The 125 hotspots at each

location, with data through T-Mobile, are

available to borrow free of charge by anyone

age 18 or older with an SPL card for a

period of two weeks.

Patrons can connect up to 10 Wi-Fi

enabled devices to a single hotspot, including

mobile devices, laptops, digital cameras,

and gaming devices for unlimited

high-speed internet access.

“The ability for patrons to connect to the

internet on-the-go or when they cannot

make it to the library is essential,” said

Katie Puckett, technology services librarian

for SPL. “Hotspots are another exciting

addition to library services, helping us connect

members of our community with the

resources they need wherever they need it.”

The lending program is funded through

a grant from the Emergency Connectivity

Fund (ECF), a $7.17 billion program that is

part of the American Rescue Plan Act of

2021 and was originally created to help

schools and libraries support remote learning

during the COVID-19 emergency. The

library submitted its grant application last

year, but due to a backlog of applications,

received approval and funds only recently.

“The pandemic has shown how important

it is to have reliable internet access at

home whether it be for school, work, or

entertainment,” says Kacy Cox, assistant

director of the Grove City Library. “Now,

thanks to this grant, with just their library

card, SPL patrons can check out a hotspot

and access two weeks of free Wi-Fi while at

home or on vacation.”

Devices are not filtered, nor do they

store any history or personal information.

Parents and guardians are encouraged to

monitor minors’ usage as they see fit.

To borrow a hotspot:

•Hotspots can be requested at an SPL

Customer Service Desk or reserved

through the library’s online catalog at

www.swpl.org by any SPL cardholder age

18 or older.

•Hotspots must be checked out and

returned at the Customer Service Desk of

an SPL branch.

•There is no fee for borrowing or daily

overdue fines; service will be disabled for

overdue devices.

•Replacement fees of $50 for a long

overdue, unreturned device or $5 for a

missing charger will be assessed.

A record number of students who have previously been

identified as English Learners have exited the program in

the South-Western City Schools District. Officials say

those numbers are a reflection of the strength of the program

rather than an indicator of a decline in its overall EL

population.

There are approximately 3,500 students in the district

who are currently identified as English Learners — the second

most in the state, said district officials.

That number would be much higher, explained EL program

coordinator Ed Kennedy, but nearly 2,000 previously

identified EL students have now reached proficient level

status in their second language acquisition.

“That is a genuine indicator that we are making

progress as a program,” he said during a board of education

meeting on March 21.

A little more than 50 percent of the EL population

comes to the district at a “newcomer” level.

“Newcomer typically means they are at a

younger age, primarily around the elementary

level, and have little understanding of the English

language,” he said after the meeting.

Kennedy said younger students can be like

sponges, able to pick up new language skills within

a few years.

“If they spend one to two years in a new country,

the spoken part is going to be pretty good.”

He said within five to seven years, they begin to

better develop cognitive academic language proficiency

(CALP), such as being able to read textbooks,

understand tests, and produce written language.

Kennedy said the district provides intentional

instruction — such as pairing EL students with

peers who also speak their first language — so they

can achieve basic interpersonal communication

skills (BICS) and CALP within the typical development

range.

The challenge the district has, said Kennedy, is helping

“adolescent newcomers” reach proficiency within that time

frame.

“Some of our EL students come to us as teenagers and

we do not have them for five to seven years,” he said.

He added that research indicates it typically takes 7-12

years for adolescent newcomers to reach CALP.

When it comes to this demographic, Kennedy said the

district is “all hands-on-deck” so they can at least get them

to the BICS level.

“They have to get to BICS before they can reach CALP,”

he said. “But we are committed to doing all that we can to

get our EL students to proficient status in the second language

acquisition.”

During the EL program presentation on March 21,

Kennedy also shared a snapshot of the spoken languages

and dialects within the district. He said there are currently

78 different languages and dialects spoken by the students.

Of those numbers, the four largest language groups are

Spanish at 71 percent; Somali and Arabic at 20 percent;

Hakha Chin at 4 percent; and Ukrainian at 3 percent.

Kennedy said the district could very likely see an

increase in the Ukrainian population within 15 months

due to the millions of Ukrainians fleeing the war. He said

they are currently working with CRIS, the Community

Refugee and Immigration Services, to get programming in

place.

Culprits of thinning grass

Thinning grass can be caused by any number of

things. And while it might take a little effort to

address, thinning grass can be treated if homeowners

correctly identify that cause of the problem.

Leaf spot

The Center for Agriculture, Food and the

Environment at the University of Massachusetts

Amherst notes that leaf spot diseases affect both cooland

warm-season turfgrasses. Various fungi can cause

leaf spot. Symptoms and the timing of the appearance

of leaf spot will vary depending on which fungi is causing

the problem. For example, bipolaris sorokiniana,

which affects grasses in warm, wet summer months,

produces small spots that are dark purple to black.

Dreschslera poae is another fungi that causes leaf

spot, and it also produces dark purple to black spots.

However, it tends to appear in the spring when the

weather is cool and moist. Understanding the different

fungi and when they typically strike can help homeowners

identify what is causing their grass to thin. In

such situations, professional landscapers can be

invaluable resources as well.

Stripe smut

The University of Maryland Extension notes that

stripe smut primarily poses a threat to Kentucky bluegrass

that is older than three years. Pale green streaks

that run parallel to the veins in the leaves and leaf

sheaths are symptomatic of stripe smut, which tends

to be noticed in spring and fall, when weather is cool.

As the disease progresses, stripes turn black or a silvery

gray, causing the leaf blade to shred and curl.

After the blades have shred, they turn brown and die.

The grass thins because stripe smut makes it vulnerable

to problems like drought.

become straw-colored. According to lawn care and pesticide

experts, when a lawn is affected by ascochyta

leaf blight, its healthy grass blades will be mixed in

with diseased grass blades. Most prevalent in the

spring, this disease can affect grass at any time during

the growing season. That’s because the ascochyta

fungi invade leaf blades through wounds, such as

those that can result from mowing. Dull lawn mowers

can contribute to the disease, which might disappear

on its own and can even return after it’s seemingly

been cured.

Charming cast helps “e Lost City” shine

Star charisma may be able to elevate a

movie, but that factor alone cannot make

the experience of watching it enjoyable. If

that were the case, there would be so many

more good movies out there in the world —

and so few actors employed in the industry.

“The Lost City” is a film that features

stars with charisma, but it does not require

them to do the heavy lifting. Instead, its

smart and self-aware script works in tandem

with the talent of its actors, making

this throwback action-adventure romantic

comedy one of the most joyous — and enjoyable

— theatrical experiences of the year.

“The Lost City” follows best-selling

romance author Loretta Sage (Sandra

Bullock) as she tries to put the finishing

touches on the latest installment of her

popular Lovemore and Dash series. At this

point in her career, all she wants to do is

kill off her beloved leads and live a life of

solitude as she mourns the unexpected

death of her archeologist husband.

With the prompting of her pushy manager

Beth (Da’Vine Joy Randolph), she is

able to wrap up the series and even commit

to a small book tour. But any good feelings

she may have felt regarding the final book

release and tour are squashed when she

learns she has to work alongside Alan

(Channing Tatum), the himbo book cover

hunk known as Dash to his legions of fans.

To put it lightly, Loretta cannot stand

Alan, aka a “mouth-breathing body wash

commercial.” Not only does she feel as if he

takes his job too seriously — she constantly

critiques his penchant to refer to himself as

Dash outside of his book modeling work —

but she also feels as if he makes every

shared public appearance revolve around

him.

Take, for instance, the first time the

audience is introduced to Alan/Dash. It’s

Loretta’s first time in years working a tour

circuit and Alan comes out of the back,

blonde locks flowing, muscles glistening

and begins to gyrate to Europe’s “The Final

Countdown.” Though hilarious, one can see

why one would hate him if not in the right

mood.

While Loretta sees this event as “all

about Alan,” he does try to turn the attention

back to her, especially since he has

something of a secret crush on the surly

and reclusive author. It’s a good thing too

that he pays close attention to her because

he is the only witness to her abduction by

eccentric billionaire Abigail Fairfax (Daniel

Radcliffe).

another author of “sad and vapid lady fantasies.”

Instead, he believes she has firsthand

knowledge of a lost tomb in a lost city

that is rumored to harbor a lost priceless

artifact known as The Crown of Fire. The

reason he believes this? Because she wrote

about it in her last Lovemore and Dash

novel.

Though she tries to tell him he is mistaken,

that these books are just a work of

fiction, he flies off with her to this nearly

uninhabited island so she can get to work

deciphering found ancient text that was

inexplicably published in her book.

While Loretta is dealing with this latest

misadventure somewhere in the Atlantic,

Alan is mounting a rescue mission somewhere

in the States. Though considered by

many to be dim, he does have the good

sense to ask for assistance from a former

Navy SEAL turned meditation instructor

(played by Brad Pitt) though those plans

are quickly upended. With no survival

skills, no fighting skills, and no real life

skills at his disposal, it is up to Alan’s unrequited

love for Loretta to save the day —

and hopefully their lives in the process.

“The Lost City” has a lot going for it: an

absurdly charming cast, genuinely funny

moments and some great scenes of adventure

that reminded

me of the short-lived

television series

“Legends of the

Hidden Temple.”

The best part of this

film, however, is the

chemistry of the

ensemble and not just the chemistry

between its main stars, which frankly

could have used a little more heat. But

every single member of the cast works collaboratively

to bring this smart and selfaware

script to life which in turn brought

forth a real joy to the overall film. It looked

like they had a blast making this movie

and I believe the majority of the audience

will not be able to not get caught up in their

enthusiasm for the project as well.
