Restoration of St Paul’sontarget<br />

Glenmark’s St Paul’s Anglican Church<br />

earthquake repairs could be finished<br />

by late Spring.<br />

The $2 million plus restoration began<br />

in Januarylast year, and follows the<br />

historic church beingred stickered<br />

after the 2010 <strong>Canterbury</strong> earthquakes.<br />

Duringthe intervening years,while<br />

restoration efforts were being<br />

considered, burglars,vandals, weather,<br />

rats, and pigeonsall took their toll on<br />

the church,which day­by­day is being<br />

returnedtoits former glory.<br />

The iconic red brickChurch is being<br />

brought back to life by RPC<br />

Construction, thankstofundraising<br />

efforts, grants, and private donations.<br />

No cornersare being cut to ensure<br />

the church,which sits high on arise<br />

overlooking SH1,near Waipara, is as<br />

authenticasitwas whenbuilt, and<br />

consecrated in 1907.<br />

The restoration efforts have been<br />

costly, and around $200,000 to $300,000<br />

are still needed in the kitty to reachthe<br />

compliance and occupancy stage, and<br />

add the final touches to the church’s<br />

interior.<br />

Aburglary left its mark on pews,<br />

whichare stored off site, but need<br />

touched up. The carpet that was taken<br />

up is rotten in places, however it is<br />

hopedre­laying what theyhave will be<br />

adequate. The Rata Foundation<br />

covered the costofanew toilet with<br />

wheelchair access, and awheelchair<br />

compatible path.<br />

Strengthening the tower was also<br />

costly, and required digging deep<br />

undergroundupagainst the Church,<br />

and large rodsbeingguided down from<br />

the top to bolster the tower’s strength.<br />

Isobel Whyte, the Bishops warden on<br />

the Vestry, and amember of the<br />

Friends of the Glenmark Church, says it<br />

seemed everytime they turned a<br />

corner, some other littledetail would<br />

emerge adding to the cost.<br />

The majority of fundingfor the<br />

restoration projecthas comefrom the<br />

New ZealandLottery Grants Board, the<br />

Kate ValleyLandfill Community Trust,<br />

the RataFoundation,and private<br />

St Paul’s ... The Glenmark icon is being returned to its former glory.<br />

donations.<br />

They were also fortunate that<br />

insurance and the Kate Valley Landfill<br />

Community Trust covered the cost of<br />

the Timaru­based South IslandOrgan<br />

Company overhauling the 1906 Norman<br />

and Beardorgan, from England.<br />

The organfor many years was<br />

considered the best in the southern<br />

hemisphere, and one of the largestina<br />

country church. It rose skywardonthe<br />

south wall, and was badlydamaged in<br />

the quakes. It remains in Timarufor<br />

now.<br />

Mrs Whyte says abenefactor, who<br />

oncelived in the Glenmarkdistrict in<br />

the 1960sand went to the Waipara<br />

Schoolfor awhile,has helped ensure<br />

the ornately carved organ privacy<br />

screencan be restored.<br />

A‘‘Buy aBrick’’campaign is up and<br />

running and aGive aLittlepage has<br />

been set up to help increase<br />

fundraising and to help give finesse to<br />

the project.<br />

Mrs Whyte says continued<br />

enthusiasm of the Friendsofthe<br />

Glenmark Church,the fundraisingarm<br />

of the project, and support from the<br />

ChurchPropertyTrusteesand local<br />

parish, means the projectwill be<br />

completedlater this year.<br />

Meanwhile voluntary labour is being<br />

called on to cleanahuge pileofred<br />

bricks, and storethem on palletstoget<br />

themout of the way of the contractor.<br />

Mrs Whyte says ideas of what to use<br />

the bricks for rangefrom aMemorial<br />

Wall, to edging on the pathwaywhich<br />

has to be built to the new toilet so there<br />

is easy accessfor wheelchairs.<br />

Rangiora principal retires today<br />

Karen Stewart says her ‘‘short stint’’ at<br />

Rangiora High School has ‘‘flown by’’.<br />

She steps down this week after nearly<br />

five years at the school.<br />

‘‘My first impression was of being<br />

welcomed by the community. It was a<br />

really good introduction and Imet<br />

various members of the community and<br />

other groups involved in the school.’’<br />

Ms Stewart says it has been aprivilege<br />

to lead acommunity school, with the<br />

annual Anzac Day service at the school’s<br />

Court of Memories aparticular<br />

highlight.<br />

‘‘There’s alot of history here.<br />

Generations have attended Rangiora<br />

High School and Isee that when<br />

grandparents and parents attend a<br />

prizegiving and when I’ve attended<br />

events where anumber of alumni have<br />

attended.<br />

‘‘You do notice that sense of history<br />

that’s here and the community are proud<br />

of that history. It’s something that’s<br />

really nice about the school. It’s quite<br />

special.’’<br />

She is particularly proud of student<br />

achievements during her time, such as<br />

watching students perform in sports<br />

competitions at regional and national<br />

level, cultural events such as kapa haka<br />

or ShowQuest, recognising academic<br />

achievements.<br />

Ahighlight was watching the boy’s<br />

first 15 rugby team play in the final of the<br />

Futures Careers Expo during her time.<br />

The last two years have been<br />

challenging with Covid­19, but Ms<br />

Stewart is proud of the way her staff and<br />

students have responded.<br />

‘‘It’s been really interesting to see how<br />

our student leaders have responded.<br />

They have run online assemblies to still<br />

grow that sense of community and it<br />

keeps those connections which are<br />

really important.’’<br />

While keeping the school open has<br />

been apriority this year, each year level<br />

has been rostered for at home learning<br />

one day aweek for the first term to help<br />

manage staff illness and Covid isolation<br />

requirements.<br />

There has been talk around online<br />

learning and Covid­19 has given the<br />

school the opportunity to test out more<br />

flexible approaches to learning, Ms<br />

Stewart says.<br />

‘‘I think people have seen what’s<br />

possible, but it really depends on the<br />

individual,’’ she says.<br />

‘‘Some young people have responded<br />

really well to the challenge of online<br />

learning, but other young people have<br />

struggled as they need the more<br />

structured learning offered at school.’’<br />

Ms Stewart is not retiring just yet, but<br />

plans to spend some time on the farm<br />

with her husband Giles and do some<br />

travelling and tramping while she<br />

decides on the next chapter in her life.<br />

She says she has enjoyed working with<br />

the Board of Trustees and is confident<br />

the board will provide good support for<br />

her successor Bruce Kearney.<br />

‘‘He’s stepping into areally welcoming<br />

community and Idon’t think you can<br />

underestimate the culture of Rangiora<br />

High School and the people.<br />

‘‘I think he will thrive here and he will<br />

enjoy it.’’<br />

withanovelbusiness product.<br />

Tayla Mellishhas created discreet<br />

chewable fidget necklaces as part of her<br />

Year13businessstudies.<br />

‘‘I’ve beenworking hard tryingtoget it<br />

off the ground since the start of the<br />

school term.<br />

‘‘I had to come up with aproduct I<br />

could get out on the market.<br />

‘‘I was actually looking for some fidgets<br />

for myself online and Icame across<br />

chewable necklaces.’’<br />

While she found chewablenecklaces<br />

for sale on an overseas app,she couldn’t<br />

findanything on New Zealand­based<br />

websites.<br />

Tayla says the chewable fidget<br />

necklaces are suitable to people living<br />

withneurodivergent conditions,ADHD<br />

or anxiety, and for habits such as nail<br />

biting and lip chewing.<br />

Her teacher signed her up for the YES<br />

(Young Enterprise Scheme)Programme<br />

and she was beenchosen as aweekly<br />

finalist in the ‘‘WeAre Manaaki You do<br />

You’’ initiative, where young people are<br />

given the opportunity to win some funds<br />

to go towardstheirdreams.<br />

She developed acoupleofprototypes<br />

and completed some producttesting with<br />

groupswhichsupport people with ADHD<br />

and anxiety, taking onboard their<br />

feedback.<br />

The necklaces are made from silicon<br />

beads fromaNew Zealandsupplier, with<br />

cord and threadfrom K­Mart.<br />

She plans to sell some at the Rangiora<br />

Thursday Market and online.<br />

At school, Tayla is thisyear’s charities<br />

and services captain, arole which allows<br />

her to pursue her love of volunteering.<br />

She is amember of the Rangiora High<br />

School Leo Club and StudentVolunteer<br />

Army,aswell as WaiYouth and the <strong>North</strong><br />

<strong>Canterbury</strong> Pride committee,and she<br />

has helped with local beachclean­ups.<br />

‘‘I’ve been volunteering sinceYear 8. It<br />

givesmelots of opportunities to connect<br />

with people and make new friends.<br />

‘‘It just makes me happy, just being<br />

able to get out there and helppeopleand<br />

give ahand.’’<br />

conditions are proving to be the perfect<br />

breeding ground for pests.<br />

Local pest management operators says<br />

cluster flies, ants and white tail spiders<br />

are ‘‘diabolical’’this year, and theyare<br />

struggling to keep up withdemand from<br />

peoplewanting their homes sprayed.<br />

DanielHighman, of Guaranteed Pest<br />

Control, says the season has been<br />

‘‘absolutelyhectic’’ so far as he responds to<br />

homeowners inundated with cluster flies.<br />

‘‘It’sjust afreak season for everything.<br />

It’s all over <strong>Canterbury</strong>. Farmersin<br />

Cheviot are saying they’ve neverseen<br />

anything likeitin50years.’’<br />

he has had to pass work on to other<br />

contractors.<br />

‘‘I can’t keep up withall my regular<br />

clients because of all the extra callouts. It’s<br />

Cluster fliesuse earthworms as thehost<br />

for theirlarvae.<br />

This season’swet conditions mean that<br />

earthworms are higherinthe ground,<br />

makingiteasier for the cluster fliesand<br />

resulting in theirincreased presence.<br />

The cluster flies follow the warmth, so<br />

they tendtoget themselves settled inside<br />

the houseand tend to hibernate in the<br />

ceiling over winter.<br />

‘‘Getting the house sprayed is pretty<br />

much the only optionwhen you are<br />

dealing withsuch an influx,’’MrHighman<br />

says.<br />

Mr Walker says if you walk into aroom<br />

and see three or more flies flying around<br />

in acircle, spray them with fly spray<br />

immediately.<br />

‘‘Theywill be the males,soifyou don’t,<br />

when they’re ready they will go into the<br />

curtains and let off theirpheromones and<br />

it will bring in thefemales by the<br />

millions.’’<br />

‘‘Beer seems to have asimilar effect to<br />

the male pheromone, so the nextday they<br />

willbefullofdead flies.’’<br />

Antscan alsobeaproblem, including<br />

the white­footed house ant and the Darwin<br />

ant,which is now well established in<br />

<strong>Canterbury</strong>.<br />

You can identifythe Darwin ant from<br />

other ants by squashing afew and smelling<br />

them. The Darwinant letsoff ‘‘a sweet<br />

pungent smell’’.<br />

‘‘Ifyou’ve got them, you needtomake<br />

sure your treesare cut back from drains<br />

and your drainsare cleaned and when you<br />

spill food, cleanitup immediately,’’Mr<br />

Walkersays.<br />

‘‘If they can get into your pantry, then<br />

you needtokeep yourfood in zip­lock<br />

bags. They can get inside jar lids by<br />

walking through the threadsofjars.’’<br />

He recommends using aspecial ant<br />

killing gel to control them.<br />

‘‘Onceyou’ve got them, youcan control<br />

them, but you won’tget rid of them.’’<br />

White tail spiders are also more active<br />

than normal in <strong>Canterbury</strong> this year, Mr<br />

Walkersays.<br />

It has given aMay 1deadline for<br />

anyone to submitonthe proposal.<br />

Many are upset at theshort deadline<br />

for submissions, with Easter and<br />

School holidays in the middle,<br />

detracting frompeople beingable to<br />

find the time to submit.<br />

Council voted last week to<br />

granting aone year permitto<br />

e­scooter operator Flamingo<br />

Scooters, following a<br />

successfultrial that has seen<br />

more than20,000 rides across<br />

the district in the last six<br />

months.<br />

It means the pinkFlamingo<br />

e­scooterswillcontinue to be<br />

be afamiliar sight in Rangiora,<br />

Kaiapoi,Woodend and<br />

Pegasus.<br />

‘‘I’ve used them anumberof<br />

times.<br />

‘‘Sometimes Ilike to walk<br />

into work in the morningand<br />

then scooter home, oftenafter<br />

ameetinginthe evening,’’ Mr<br />

Gordon says.<br />

Mr Gordon saysheisaware<br />

several groups had raised<br />

concernsabout pedestrian<br />

safety, particularly for those<br />

with mobilityissuesonthe<br />

narrower Rangiora footpaths.<br />

maintenance–asaresult of<br />

any scooter misuse or<br />

vandalism.<br />

monitoringthe operation and<br />

usage of scooters in the district<br />

overthe last five months,”<br />

riders hopped on ascooter,<br />

travelling around 37,000km<br />

found thescooters are<br />

regularly beingused as an<br />

alternative to car travel.<br />

‘‘With ongoing parking<br />

limitations and aneedto<br />

reduceour environmental<br />

impact, e­scooters are aviable<br />

alternative for some in our<br />

communitytoget where they<br />

needtogowithout relying on a<br />

Rotherham residents are keeping their<br />

“little town” on the map.<br />

The third community development<br />

project ­The RotherhamVillage Green ­is<br />

underway.<br />

It is the last of community­led projects in<br />

the ‘Positively Rotherham’ vision, and<br />

follows the Rotherham Pool and the<br />

Rotherham Track.<br />

‘Positively Rotherham’isavision created<br />

by the community, based on community<br />

connection and growth.<br />

The concept was facilitated by the<br />

Hurunui District Council’sCommunity<br />

Partnerships Team, whose members have<br />

continued to supportthe ongoing projects.<br />

The Village Green project is led by the<br />

Rotherham Citizens Committee, and Chair<br />

Hayley Clark says it has been atopicof<br />

discussion for more than 10 years.<br />

She is thrilled to see it finally making<br />

tracks.<br />

‘‘We areall veryexcited. It has beena<br />

long timecoming,and we have so many<br />

great ideas.’’<br />

New toilets have recently been installed<br />

on the Village Green, funded50percent<br />

each by the council and the Tourism<br />

Infrastructure Fund. Thecommittee plans<br />

to discuss landscapingand fencingoptions<br />

in the coming months.<br />

Ms Clark is grateful another asset will<br />

soon be available.<br />

The refurbishment of the Rotherham<br />

Pool and the Rotherham Track created a<br />

similar feeling within the community.<br />

the track is agreat recreational activity for<br />

the community, providing stunning views of<br />

Around the electorate with<br />

STUART SMITH MP FOR KAIKOURA<br />

Mental health issues<br />

Mental health has been asignificant<br />

issue across our country in recent times<br />

and the problem is only growing bigger.<br />

In fact one of the symptoms of our<br />

lockdowns was the rise in mental health<br />

issues among our population.<br />

The Labour Government allocated<br />

$1.9 billion towards mental health<br />

services, but without aproper plan in<br />

place, the money has been wasted and<br />

there has been no benefit to Kiwis.<br />

It tried to look good by allocating big<br />

money, however unfortunately you need<br />

to actually spend and use the money<br />

wisely to get results.<br />

In particular, the <strong>North</strong> <strong>Canterbury</strong><br />

region has been impacted by Covid<br />

significantly.<br />

This has played ahuge part in the<br />

increased stress, and anxiety, that many<br />

of us felt as we had to adjust to anew<br />

normal.<br />

There is no doubt that our secondary<br />

and tertiary school students really felt<br />

this impact; final exams and<br />

assessments are already astressful time<br />

for many students, but the added<br />

pressure of doing all their studies from<br />

home would have required extra<br />

services for our students to cope.<br />

The $25 million fund for free mental<br />

health services for tertiary students has<br />

sadly only delivered 304 counselling<br />

sessions between July 2020 and<br />

December 2021 at acost of $4 million.<br />

That is an outrage.<br />

At atime when students need the<br />

Government to step up and support<br />

them, it seems like they have been<br />

abandoned.<br />

It is really disappointing that the<br />

Government has thrown away so much<br />

money, and self­congratulated itself for<br />

doing so, but this was all spin and no<br />

delivery, aclassic sign of aLabour Party<br />

policy.<br />

The Mental Health and Wellbeing<br />

Commission released areport last week<br />

that showed just how little progress has<br />

been made.<br />

The National Party called on the<br />

Commission to brief the Parliamentary<br />

Health Select Committee and explain<br />

the findings from the report.<br />

Unfortunately politics have come into<br />

play with this, and the Labour Party<br />

members of the committee have used<br />

their majority to vote against that<br />

request.<br />

In an issue such as this, we need to put<br />

politics aside and address the growing<br />

mental health challenges Kiwis are<br />

facing every day.<br />

The Government brags about<br />

investment in mental health, yet<br />

services are becoming harder to access,<br />

and Government support is nowhere to<br />

be seen.<br />

Making announcements and<br />

delivering spin isn’t going to solve the<br />

growing problem that we are facing.<br />

We need to improve the outcomes for<br />

New Zealanders and ensure they have<br />

access to vital mental health services.<br />

We can’t just throw money at aproblem<br />

without aplan.<br />

create up to 200 jobs in the future.<br />

That is what Dunedin veterinarian Dr<br />

HelenBeattieisstriving to achievefor all<br />

animals in New Zealand.<br />

Dr Beattie, who has moved on from her<br />

previous role as chief veterinary officer at<br />

the New Zealand Veterinary Association<br />

(NZVA), has launched Veterinarians for<br />

Animal Welfare Aotearoa (VAWA).<br />

The start­up aimstoprovidesciencebasedanimal<br />

welfare advocacy,creating<br />

better livesfor animals using knowledge<br />

and expertise in veterinary and animal<br />

welfare science.<br />

Animal welfare is aparticular passion<br />

for Dr Beattie who, when recently<br />

contemplating where she wanted to be in<br />

10 years, saw an opportunity to ‘‘reset’’ and<br />

focusonwhat she really wantedtodo.<br />

the front bench, to lift the mental health<br />

crisis out of the doldrums.<br />

The leader of the opposition visited the<br />

Waimakariri district last week as part of<br />

awider South Island excursion, as he<br />

reached out to various communities and<br />

to nail down some more National Party<br />

‘‘repealing Three Waters’’ billboards.<br />

But while he continued to speak on<br />

several issues, and convey his<br />

credentials more than 12 months out<br />

from the election, Mr Luxon provided a<br />

ringing endorsement for his Waimakariri<br />

MP and mental health spokesperson,<br />

Matt Doocey.<br />

It comes amid the Government’s<br />

efforts, and spend, to improve mental<br />

health services being put under the<br />

microscope.<br />

Mr Doocey, who has aspirations to be<br />

New Zealand’s first Cabinet mental<br />

health minister, recently called out the<br />

Government’s $1.9 billion spend after a<br />

report by the Mental Health and<br />

Wellbeing Commission revealed little<br />

change to acute and specialist services,<br />

which the Government has defended.<br />

The Waimakariri MP has trained in<br />

mental health and studied counselling<br />

and psychology and has previously<br />

spoken about his own struggles.<br />

Mr Luxon says he could see asea<br />

change with adedicated mental health<br />

minister, saying the Waimakariri MP is<br />

the most qualified person in Parliament<br />

to tackle the problem.<br />

‘‘Matt’s got alot of passion and<br />

connection with it,’’ he says. ‘‘He’s agreat<br />

mate and agood friend. With his<br />

expertise and his background up against<br />

[Health Minister] Andrew Little, Iwould<br />

take Matt Doocey every day of the week.’’<br />

‘‘That’s the frustration...they’ve<br />

announced abudget of $2 billion, the<br />

reports have come back and there’s<br />

absolutely nothing to show for it,’’ he<br />

says.<br />

Mr Little has previously blamed the<br />

demand for specialist care on the<br />

previous Government's neglect of mental<br />

health services which he described as<br />

‘‘run down’’.<br />

Last week, Prime Minister Jacinda<br />

Ardern defended the Government in the<br />

House, acknowledging access to<br />

specialist mental health services<br />

required improvement but primary care<br />

had been the focus.<br />

‘‘The very specific focus that came<br />

from those who had experience of the<br />

system and those who worked in the<br />

system was the complete absence of<br />

primary mental health care. That was<br />

adding extra pressure to acute needs,’’<br />

she says.<br />

‘‘That is why we have built aprimary<br />

mental health system for the first time in<br />

New Zealand's history. It is providing<br />

tens of thousands of appointments for<br />

New Zealanders who previously had no<br />

access to early mental health support.’’<br />

Councillor slams submission<br />

council in<br />

response to its planned submission to<br />

Environment<strong>Canterbury</strong>’s (ECan)annual<br />

plan and proposed 24 percent rates<br />

increase.<br />

They were words whichdid not sit well<br />

with MayorDan Gordonwho backed a<br />

nuanced approachbefore the Waimakariri<br />

District Council passed its draft submission<br />

to ECan’s annualplan at lastweek’s council<br />

meeting.<br />

Several concerns aroundECan’s<br />

contentiousproposals, which are set to hit<br />

‘‘under pressure’’ ratepayersfurther in the<br />

pocket, have been outlined in the draft<br />

submission.<br />

Aproposed future levy to fund action in<br />

response to climate change is one of the key<br />

propositions,amid arecommended<br />

average ratesrise of 24.1 percent.<br />

The council saysuncertaintyaround<br />

what intiatives the levy would be paying for<br />

was ‘‘difficulttosupport’’ in its feedback.<br />

But there was asuggestion the council<br />

was favouring diplomacy and sending a<br />

limp messagetoECan.<br />

Voting against the submission,CrBarnett<br />

blasted ECan’s proposal and says council<br />

was not being firm enoughinits feedback.<br />

‘‘I’mreally quite disappointed...I<br />

understand we have to workin<br />

partnership, but apartner which blatantly<br />

goes out and [proposes] a24% increase in<br />

ratestoour residents is not beingapartner,<br />

they’re actually dictating whereour money<br />

is spent.<br />

‘‘We should not be supportingclimate<br />

change initiatives with no planand no goal.<br />

Ithink we’regoing to end up lookingwimpy<br />

like we’re not representingthe view of our<br />

publicifwe don’t giveamuch stronger<br />

message.’’<br />

The four­term councillor confirmed at<br />

the weekend she was not standing for reelection<br />

later thisyear.<br />

It was apartingshot which irked Mayor<br />

Gordonwho defended thetone council was<br />

striking in thedocument.<br />

‘‘I think we have sent aclear message, I<br />

don’t think we’re being wimpy at all.Idon’t<br />

like that terminology to be perfectly<br />

honest.’’<br />

Cr PhilipRedmond agreed with Cr<br />

Barnettbut saysasubmissionwas ‘‘better<br />

than no submission’’. DeputyMayorNeville<br />

Atkinson took adiffering line, sayingnot<br />

everyone in the community felt the same.<br />

‘‘There is asegmentofthe community<br />

who are saying‘if that’s what needs to be<br />

done thenthat’s what we have to pay’.I’m<br />

not saying Iagree with that.’’<br />

love is watercolour paintings. Her<br />

inspiration and compulsion to<br />

paintischarged by the effect of<br />

light on the landscapeand the<br />

atmospheric patterns of the sky.<br />

Mary Overtoom has been<br />

painting for 20 yearsand exhibits<br />

at theRangioraArt Society.Her<br />

styleisspontaneous using mixed<br />

medium and she will be exhibiting<br />

part of her autumncollection.<br />

The Wynyard native garden is an<br />

interestingcollection of plants,<br />

shrubs and treesoriginally<br />

gathered by Brownie (Lou’s<br />

mother­in­law) who used the rocks<br />

off the LowryPeaks Range to give<br />

the areaform and provide shelter<br />

and homes to small, interesting<br />

flora.<br />

The birdlife has recently become<br />

acentral part of enjoyment at<br />

Wynyard withKereru,Bellbirds,<br />

Fantails and others, which feast on<br />

kowhai, flax, wineberries, and<br />

clematis.<br />

Lou will alsobedisplaying<br />

picture books from the My Big<br />

Moments series by her daughter<br />

FlickaWilliams and co­creator<br />

Hannah Davison, aimed at<br />

childrentwo to seven years olds.<br />

to support small businesses,<br />

many of whom had lost their<br />

income during tough Covid­19<br />

trading times.<br />

She says funding sources<br />

were narrowed for her as an<br />

individual to run the event,<br />

but adonation was added from<br />

those attending and the<br />

community responded<br />

generously.<br />

‘‘One of our vendors made<br />

$1500 on the day, and several<br />

of our food vendors sold out<br />

well before the event closed,<br />

therefore displaying how<br />

successful and worthwhile the<br />

event was and how much of a<br />

need there is for community<br />

events to come back,’’ she says.<br />

Support for insulating, heating your home<br />

If your home is cold and damp in the<br />

winter months you could be eligible for a<br />

grant to assist with insulation and heater<br />

costs.<br />

The Government’s Warmer Kiwi<br />

Homes programme is run by the Energy<br />

Efficiency and Conservation Authority<br />

(EECA).<br />

The programme aims to improve the<br />

health and well­being of communities by<br />

helping lower income homeowners to<br />

afford better insulation and heating.<br />

In some communities there are even<br />

top ups available from community<br />

organisations.<br />

As at September 2021, the programme<br />

had retro­fitted more than 75,000 homes<br />

throughout New Zealand to make them<br />

warmer during the cold winter months<br />

since the scheme was launched in 2018.<br />

‘‘Low­income families, young children<br />

and older Kiwis are especially<br />

vulnerable to the impacts of living in<br />

cold, damp homes so I’m proud this<br />

government scheme is making such a<br />

difference to their quality of life, with<br />

reduced risk of respiratory illness,<br />

doctor’s visits and hospitalisations,’’<br />

Energy and Resources Minister Megan<br />

Woods says.<br />

‘‘Warmer Kiwi Homes also stimulates<br />

job growth and is good for the economy.<br />

‘‘Eight­six companies are currently<br />

contracted to deliver Warmer Kiwi<br />

Homes, with over 81 percent of the<br />

insulation products they install<br />

manufactured in New Zealand.’’<br />

Grants through EECA can cover up to<br />

80% of the total cost of ceiling and<br />

underfloor insulation and up to 80% of<br />

the cost of an approved heater.<br />

This could be aheat pump or an<br />

efficient wood /pellet burner for the<br />

main living area, with heater grants are<br />

capped at $3000 including GST.<br />

unique climate.<br />

‘‘The grant will see the acceleration of a<br />

large genetic database of cultivars to<br />

supportthe New Zealand industryand<br />

differentiateour cannabis products in<br />

Over time the programme will create<br />

hundreds of jobs,with modelling<br />

suggesting 200 full­time equivalent<br />

NZ Ag Show set to return<br />

The dates have been set for this year’s<br />

New Zealand Agricultural Show in<br />

Christchurch after atwo year hiatus<br />

because of Covid­19.<br />

The <strong>2022</strong> show will be held from<br />

Wednesday to Friday, November 9to11,<br />

with organisers saying they are already<br />

in full swing.<br />

General manager Tracy Ahern<br />

welcomed the Government’s move to<br />

extend its insurance scheme giving largescale<br />

events certainty for another year.<br />

‘‘It’s fantastic to have that certainty so<br />

that now we can plan with much more<br />

confidence,’’ she says.<br />

‘‘While the past two years have been<br />

extremely difficult, Ithink they’ve<br />

helped us to create innovative solutions<br />

and new ways of doing things. We’ll carry<br />

those over into this year’s show.<br />

‘‘We’ve spent considerable time<br />

reviewing the show and looking at how<br />

we can make it even better. And the<br />

support of ChristchurchNZ and the<br />

Ms Ahern says this year’s event will<br />

have ayouth focus aimed at introducing<br />

them to the agricultural sector.<br />

The show will have extended hours for<br />

children to visit the ever­popular<br />

farmyard, evening entertainment and an<br />

opening extravaganza.<br />

The city farmyard has gone ahead the<br />

last two years, allowing children to get up<br />

close and personal with farm animals.<br />

‘‘We have areal focus on education and<br />

fun for children throughout the show,’’<br />

Ms Ahern says.<br />

‘‘Last year children of school going age<br />

were able to attend for free and we’re<br />

hopeful that, with our generous sponsors,<br />

we will be able to offer the same again.<br />

‘‘We want every child in <strong>Canterbury</strong> to<br />

have the opportunity to come along.’’<br />

Trade and sponsorship bookings will<br />

open at the beginning of May, with tickets<br />

going on sale from June 1and livestock<br />

Saracens showed significant improvement<br />

on its previousSaturday’s effort, recording<br />

asatisfying49­19 win against Southern,<br />

the top­ranked team in its sectionofthe<br />

LuisettiSeedscombined country rugby<br />

competition.<br />

Southern hit the ground running,<br />

completely dominatingthe early<br />

exchanges by claiming all the early<br />

possession and unleashing aseries of<br />

assaultsonthe Saracens’line throughits<br />

big, hard­running forwards.<br />

But it was achip and collect from<br />

Southern’s nifty number 10, WillGreen<br />

that gave the visitorsthe early lead.<br />

It seemedcertain thatSaracens was<br />

goingtohave avery hardday at the office.<br />

But totally contrarytothose early<br />

expectations, Saracens quickly pulledits<br />

game together and soon stamped its<br />

authorityonthe match.<br />

By half­time it had locked awayits fourtry<br />

bonuspoint,and had established a<br />

28­<strong>14</strong>lead whichatnostage was seriously<br />

threatened.<br />

Saracens scored anotherthree secondhalf<br />

tries and all seven were converted by<br />

Project protects native bird<br />

Amulti­year project in the upper Waiau<br />

Toa Clarence River is providing continued<br />

protection for the endangered tarapirohe /<br />

black­fronted tern.<br />

Environment <strong>Canterbury</strong> (ECan) is<br />

collaboratingwiththe Department of<br />

Conservation(DOC),Toitu Te Whenua<br />

Land Information New Zealand (LINZ) and<br />

Te Runanga oKaikoura to protect<br />

tarapirohe acrossthe Clarence River.<br />

The upper Waiau Toa Clarence blackfronted<br />

tern project is part of ECan’s<br />

biodiversity programme, which starting in<br />

2015 and is now in its second phase.<br />

The programme aims to increase the<br />

regional tarapirohe populationthrough<br />

improvedbreeding habitat.<br />

Tarapirohe only breed on exposed<br />

braided riverbedsofthe eastern and<br />

southern South Island, and the Waiau Toa<br />

Clarencepopulation is critically important<br />

to the sustainability of the national<br />

population, ECansays.<br />

Funding has beenprovided by ECan,<br />

DOC and LINZ. Together the three<br />

organisations have set aside more $200,000<br />

for the project this year.<br />

Tarapirohe are classified as nationally<br />

endangered under NewZealand’s threat<br />

classification system, withanestimated<br />

populationof5000 to 10,000.<br />

They have apredicted rate of decline of<br />

50 percent over the next threedecades if no<br />

action is taken to protectthem.<br />

Threats to tarapirohe,and otherbraided<br />

riverbirds,include predators like rats,<br />

stoats, ferrets, Australasian harriers,feral<br />

cats,and hedgehogs, which prey on<br />

tarapirohe nests,eating theireggs.<br />

Black­backed gulls are also amajor<br />

threat for the birds in the Waiau Toa<br />

Clarencecatchment.<br />

Habitat loss is another majorthreat, with<br />

weedsovertakingareas where the birds<br />

breedand providing cover for the<br />

predators.<br />

Floodingimpacts nesting success,though<br />

this is athreat these birdsare more<br />

adapted to.<br />

The first phase of the project, which ran<br />

from 2015­2020, saw a‘ringofsteel'<br />

established around tarapirohe nesting<br />

Tarapirohe /black­fronted tern<br />

sites. Predator traps were set around<br />

nesting sites in aring formation. This<br />

provided tarapirohe with predator­free<br />

breedingsites.<br />

Islands supporting nestingcolonies were<br />

enhancedwith deepened channels, which<br />

reduces accessbyhedgehogs,amajor<br />

predator of tarapirohe eggs.Weed control<br />

was part of the project, reducing the<br />

amount of habitat available for predators to<br />

hide in.<br />

ECan principal biodiversity advisor<br />

Frances Schmechelsays the first few years<br />

of the project showed encouragingresults.<br />

‘‘We had two years withdramatically<br />

increased breedingrates, six and eight<br />

timeshigher.’’<br />

Breeding success was also monitored in<br />

areasoutside the rings of steel,tocompare<br />

success rates. ‘‘It was clear fromthe data<br />

that the birdsbreeding in the rings of steel<br />

had amuch betterchance of nesting<br />

success,’’Frances says.<br />

From the 2016­2017 season to the<br />

2019­2020 season, the successofchicks<br />

surviving to flying (fledging) age was five<br />

timeshigher in themanagedareas.<br />

Rangiora Early Records Society is<br />

preparing adisplay in the Dickhoff<br />

room for an exhibition on Easter<br />

Brides, with gowns from the collection<br />

dating 1860s to 1940s. Most have<br />

information about the family or the<br />

particular wedding. One is from the<br />

1890s of aBlackett family member and<br />

the Stephens family. Also shown will<br />

E-scooters to Remain Riding in the District<br />

E-scooters are staying in the Waimakariri District<br />

with the Council granting aone year permit to<br />

e-scooter operator Flamingo Scooters, following<br />

asuccessful trial that has seen more than 20,000<br />

rides across the District.<br />

Flamingo can operate between 200 and 300<br />

commercial e-scooters in Rangiora, Woodend,<br />

Kaiapoi and Pegasus. Itwill also be responsible<br />

for covering all infrastructure and operational<br />

costs, and will contribute apermit fee tocover<br />

any necessary maintenance –asaresult of any<br />

scooter misuse or vandalism.<br />

“We’ve been closely monitoring the operation and<br />

usage of scooters in the District over the last<br />

five months,” says Vanessa Thompson, Council<br />

Business and Centres Advisor.<br />

“The trial has provided us with alarge amount of<br />

data and community feedback to help our Council<br />

make aconsidered decision about the future of<br />

commercial e-scooters in Waimakariri.”<br />

During the trial, 2,500 riders havehopped on ascooter<br />

–travellingaround37,000km across the District.<br />

The Council asked the community for their<br />

feedback, with close to 60 percent in favour<br />

of commercial scooters continuing to be an<br />

alternative transport solution in the District.<br />

“With on-going parking limitations and aneed to<br />

reduce our environmental impact, e-scooters are<br />

aviable alternative for some in our community to<br />

get where they need to go without relying on a<br />

car,” says Vanessa.<br />

There were some complaints received during the<br />

trial, such as scooters being parked incorrectly<br />

and blocking footpaths or driveways. Flamingo<br />

contacted riders to educate them on correct<br />

parking and arranged the immediate relocation<br />

of nuisance scooters, or disabled user accounts<br />

where necessary.<br />

Councilstaffhaveworked with Flamingo to putmore<br />

safety measuresinplace, including more education<br />

forridersaroundcorrect parking andsafety,the<br />

continued useofgeo-fencing restrictions,and<br />

additional no-riding zones in some areaslike parks<br />

andreserves.<br />

So Plastic Recycling Back in Rangiora<br />

Aer athree year pause in service, the team at<br />

The Packaging Forum recently confirmed that So<br />

Plastics Recycling Scheme will return to stores in<br />

Rangiora in early <strong>April</strong>.<br />

So plastic recycling will be available at three<br />

participating stores in Rangiora -Countdown,<br />

New World and The Warehouse.<br />

Solid WastePortfolioHolder, hailedthe scheme as an<br />

excellentexampleoflocal businesses collaboratingto<br />

reducetheir impact on theenvironment.<br />

“This is great news for the stores and local<br />

Plastics Recycling would be coming back to the<br />

Waimakariri District -especially since the scheme<br />

returned to stores innearby Christchurch City.”<br />

The bins have arrived in-store and are available to<br />

take clean, dry so plastics. Kilmarnock Enterprises<br />

are ready to start collecting the bags of packaging<br />

from Rangiora stores from 11 <strong>April</strong>, and will bale<br />

and palletise the plastics which are then transferred<br />

on to Auckland for processing. The so plastics will<br />

be manufactured into posts for farms, vineyards<br />

and gardens byFuture Post.<br />

Riding the wave to good health<br />

A<strong>North</strong><strong>Canterbury</strong> therapy<br />

programme is harnessing the<br />

transformative power of the ocean<br />

to strengthen the resilience and<br />

wellbeing of local childrenand<br />

youngpeople.<br />

The recently concluded pilot,a<br />

collaboration betweenCommunity<br />

Wellbeing <strong>North</strong><strong>Canterbury</strong> Trust<br />

and Surfwise Waikuku Surf School,<br />

saw smallgroups of tamariki (aged<br />

9to13years) and rangatahi (aged <strong>14</strong><br />

to 19 years) learning how to surf and<br />

take part in on­shore sessions to<br />

equipthemwith tools to support<br />

theirmental health.<br />

The idea for the programme<br />

started to form in 2020 after<br />

CommunityWellbeing’s Mana Ake<br />

team leader,Cushla Waghorn,<br />

learnt to surf with Surfwise.<br />

‘‘I tried learning to surf about 15<br />

yearsago with the support of my<br />

husband, butfelt like Iwas out of<br />

my depth the whole time, so gave<br />

up,’’says Cushla.<br />

‘‘Butacouple of years ago I<br />

realisedthat Ididn’t want to be<br />

standing on the beach watching my<br />

husband and children connectwith<br />

the ocean, and each other, feeling<br />

like Iwas missingout.’’<br />

Two years on, Cushla is now a<br />

member of the Surfwise ‘LadyWave<br />

Tribe’ and is aregular out on the<br />

waveswith her family at Waikuku<br />

Beach.<br />
