Jobs Taskforce turns lives around<br />

Two determined Amberley siblings<br />
are crediting ayouth employment<br />
intiative in helping turn their lives<br />
around.<br />
Blair and Kelsey Milnesay the<br />
Hurunui District Council’s Mayoral<br />
Taskforce for Jobs (MTFJ), which has<br />
helpedthem bothgain employment,<br />
has beenabig confidence booster<br />
amid sometough lifechallenges.<br />
The Governmentfunded<br />
programmeaims to connectlocal<br />
businesseswith youth agedbetween<br />
1625,and those displacedbyCovid<br />
19, to create ‘‘sustainable employment<br />
opportunities’’.<br />
Blair (19) and Kelsey (20) have not<br />
had it easy.<br />
Securing work has also meant the<br />
siblings can provide financialsupport<br />
for theirfamily.<br />
‘‘Mum’s got five of us at home, on her<br />
own, so it’s quitetough on her<br />
sometimes,’’ Blairsays.<br />
‘‘Our brotheralso has autism, and<br />
mum has quite bad anxiety, so she<br />
hardlyleaves the house.’’<br />
The pair are also open about their<br />
own mental health struggles.<br />
Blair and Kelsey were previously on<br />
the Work andIncome (Winz) jobseeker<br />
benefit and bothacknowledge it was<br />
difficult to secureemployment before<br />
being redirectedtothe MTFJ.<br />
‘‘I went in for ameetingwith my case<br />
manager one day andshe askedifI<br />
wantedher to pass on my details to the<br />
council,’’ Blair says.<br />
Kelseygot windofthe programme<br />
through her brother, after also toiling<br />
unsuccessfully to obtain employment.<br />
‘‘So now Iwork two jobs,’’she says.<br />

After joiningthe initiative she<br />
secured apart timejob at alocal cafe,<br />
where she has been since last year,<br />
and is also working at arestaurant in<br />
Amberley.<br />
‘‘Coming to the cafeitset my anxiety<br />
off abit,’’she says.<br />
‘‘The peoplehere helpedmesettle<br />
and it made me feel safe. The people<br />
hereare so lovely and welcoming.’’<br />
Theyhad previous stints workingon<br />
afarm, and at aCovid19 vaccination<br />
dropin clinic through the taskforce.<br />
The programme alsopaid for them<br />
to sit their restricted driver license<br />
tests.<br />
Blair workedwithincouncil’s<br />
maintenance team before moving to<br />
ECycle, acompany which recycles<br />
electronicwaste.<br />
Most importantly, he found it did<br />
wonders for his mental health.<br />
‘‘Before Iwas working Iwas just<br />
sittingathome all day,doing nothing<br />
and everything just mademebored,’’<br />
he says.<br />
‘‘Once Igot ajob, the stuff Iused to<br />
do for fun...it was fun again.’’<br />
Blairsays he is now doing an<br />
electricalengineering courseatAra<br />
Institute of <strong>Canterbury</strong>.<br />
‘‘I wanttobe asparkie...they seem to<br />
be in quitehigh demand,’’hesays.<br />
Kelsey has long term aspirations to<br />
becomeapreschool teacher. But for<br />
now she says she is comfortable<br />
working in hospitalityand ‘‘being<br />
aroundpeople’’.<br />
Hurunui Mayor MarieBlack saysthe<br />
benefits of the taskforce were evident<br />
in the transformations she had<br />
observed.<br />
‘‘Blair and Kelsey have both come<br />
out the othersidewithconfidence,<br />
sustainable employment and<br />
incredible attitudestoward their<br />
futures in the workforce.<br />

She fears agradual withdrawal of<br />
local inputwill meansystems could<br />
become too centralisedinWellington.<br />
Mrs Black says with 90 percent of<br />
public expenditure beingcontrolled by<br />
central government, reponsestolocal<br />
government issuesand challenges were<br />
tendingtoward atopdown, onesize fits<br />
all approach.<br />
Mrs Black was responding to<br />
questions duringaremote meetingwith<br />
those charged with reviewing local<br />
government, and how it will lookinthe<br />
next30years.<br />
She and councillors spoke with<br />
Antoine Coffin, and Sarah Polaschek,<br />
fromthe review panel which is being<br />
chaired by former Waimakaririchief<br />
executive officer, Jim Palmer.<br />
Mrs Black says localism is acrucial<br />
aspect for the ongoingsuccess of local<br />
government.<br />
The strength of localisminthe<br />
Hurunui District, and localgovernment<br />
throughout New Zealand, helped to be<br />
connected and in tune with their own<br />
people.<br />
She acknowledged central<br />
government had arole to play in local<br />
government, but often policies were put<br />
in placefor localcommunitieswith<br />
little understanding of the localcontext<br />
and the needs and wantsofindividuals.<br />
‘‘Weneed to work with acentral<br />
government which supports afit forpurpose<br />
model,allowing for flexibility<br />
and adaptation to change for individual<br />
units of localgovernment.’’<br />
Mrs Blackused the Mayors’ Taskforce<br />
For Jobs as agreat example of local<br />
governmentand central government<br />
success, which with its clear objectives<br />
has allowed Hurunui District Council to<br />
use funds from central government to<br />
help young people move from the job<br />
seekermarketinto the workforce in<br />
their own district.<br />
‘‘But positive examplesofcentral<br />
governmentworking collaboratively<br />
like this are few and far between for us<br />
here in Hurunui.’’<br />
Mayor Black identifiedhealth<br />
centres and social housing as examples<br />
of successfully meetinglocal<br />
community needs.<br />
‘‘The majorityofour health centres<br />
being solely owned and funded by the<br />
communities,and likewise the<br />
ratepayers of this district have funded<br />
the entiresocial housing stock, without<br />
any assistancefrom central<br />
government.’’<br />
Mrs Black, in reference to the angst<br />
over proposed Three Waters Reform,<br />
which includes central government<br />
taking over the delivery of these<br />
essential services whichsit with local<br />
government.<br />
‘‘Central governmentshould not take<br />
away from us what we do well, and part<br />
of this is water delivery to our people.’’<br />
She says the lack of trust from central<br />
government disables meaningful<br />
communication, and this needs to be<br />
addressed to enable asuccessful<br />
collaborative future.<br />
Centralgovernment needed to<br />
acknowledge the significant<br />
importance of local communities being<br />
able to look to theirown councilsfor<br />
essential services such as roading,<br />
water and welfare, withoutbeing<br />
hamstrung by centralgovernment<br />
policiesand attitudes that holdlittle<br />
connection or relevance to its regions.<br />
‘‘Our communities feel exhausted,<br />
tired, and fatigued, but collectively we<br />
are committedtoensure localism is<br />
retained. Without it, therewill be little<br />
lefttogovern.<br />
The Review panel filed an interim<br />
report last September. Adraft report is<br />
due by September<strong>2022</strong>, with afinal<br />
report due in <strong>April</strong> 2023.<br />
It is the first review in more than 30<br />
years since localgovernmenthas been<br />
independentlyreviewed.<br />
Most councillors to stand again<br />

Most of Waimakariri’s councillors look<br />
set to stand for reelection later thisyear,<br />
but noneare planning to take on Mayor<br />
Dan Gordon.<br />
The Mayor has yet to confirmifhewill<br />
seek reelection in October, but it would<br />
be asurprise if he did not seek asecond<br />
term.<br />
Cr Kirstyn Barnett has announced she<br />
will retire in October,and Cr Wendy<br />
Doody will also calltime on her council<br />
career.<br />
Cr Barnett was first introduced to<br />
political life through her advocacy on the<br />
Woodend Bypass.<br />
She joined the WoodendAshley<br />
Advisory Board in 2008,before being<br />
elected to the councilin2010, one month<br />
after the September 4earthquake.<br />
She remembers ‘‘discussing<br />
liquefaction at the swearingin meeting’’.<br />
Cr Doody says the highlight of her time<br />
at the council was the opening of the<br />
MainPowerStadium.<br />
DeputyMayor Neville Atkinson is keen<br />
for another termafter six termsonthe<br />
council and <strong>21</strong> years in local government.<br />
‘‘I would like to be around to see what<br />
these government changes are going to<br />
bring to local government and to see what<br />
happens withthe Three Waters.’’<br />
While he would like to see some ‘‘new<br />
blood’’ around the council table, Cr<br />
Atkinson says some experiencewill be<br />
neededtonavigate the council through<br />
the storm clouds looming on the horizon.<br />
FellowKaiapoi councillors Al Blackie,<br />
PhilipRedmond and Sandra Stewart<br />
have yet to announcetheir intentions,<br />
but all have projects they want to see<br />
progressed.<br />
Cr Blackie expects the nextthree years<br />
to be ‘‘very tumultuous with all the things<br />
they’re chucking at us from Wellington’’.<br />
Cr Redmond says three years is short<br />
for acouncil term and he would support<br />
four years.<br />
‘‘In the first year you’re learning the<br />
ropes,then in year two you’restartingto<br />
get things under way and then you’ve got<br />

Withthe various freshwater and<br />
biodiversity projects ‘‘just starting to get<br />
somelegs’’, Cr Stewartiskeentostick<br />
around and see them progress.<br />
CouncillorsJoan Ward, NikiMealings,<br />
Robbie Brineand Paul Williams will<br />
seekanother term, citing unfinished<br />
business.<br />
Cr Wardiskeen to see the eastern<br />
bypass and the Rangiora Airfield runway<br />
extension projects progressed, while<br />
there is stillmore work to do in the town<br />
centres.<br />
An eightterm councillor, Cr Brine’s<br />
highlights have been opening<br />
MainPower Stadium, the council’s Covid<br />
response and gettingthe western link<br />
running as an alternative to Southbrook<br />
Road.<br />
While he stoodfor mayor in 2019, Cr<br />
Williams has all but ruled out asecond<br />
run.<br />

council seat in 2019 and is ‘‘definitely<br />
thinking about’’ standing again.<br />
At just 27years of age, he is nearly two<br />
decades youngerthan the youngest<br />
sitting councillor, Mayor Gordon,who is<br />
46yearsold.<br />
‘‘Juggling council meetings with work<br />
would be achallenge.<br />
‘‘I would be abletodoit, but it’sabig<br />
commitment and time out of work is abig<br />
step,’’ Mr Robson says.<br />
Havingservedtwo terms as a<br />
community board member, he says the<br />
boardsplay an important role in giving a<br />
voice to diversecommunities.<br />
‘‘In the OxfordOhoka ward you’ve got<br />
Oxford, West Eyreton, Mandeville,<br />
Swannanoa and Ohoka,’’ he says.<br />
‘‘It’sdefinitely atricky ward to be a<br />
community board memberbecause it’s a<br />
big area and there’s such adiverse range<br />
of living situations.’’
Ayarn about Hurunui tourism<br />

Visit Hurunui is inviting the community<br />
to ‘‘have ayarn’’ about the district’s<br />
future using adown to earth video as a<br />
tool in its campaign.<br />
Scotty Bamford, stands on the edge of<br />
acliff on his Hurunui Hills farm in the<br />
video, trying to engage with amob of<br />
sheep below about tourism potential in<br />
the district.<br />
For obvious reasons, none of his flock<br />
respond.<br />
The comedy is part of Visit Hurunui’s<br />
new initiative, Let’s have aYarn,which<br />
is calling on the public to guide the<br />
future of tourism in the region.<br />
Visit Hurunui has launched the<br />
initiative to help guide the creation of<br />
the region’s destination management<br />
plan (DMP).<br />
Through the campaign, the<br />
community are being encouraged to<br />
submit feedback online or join one of<br />
the various inperson sessions being<br />
held in the community.<br />
The feedback will provide Visit Hurunui<br />
withideas and inspirationtobetter meet<br />
the needs of bothvisitors and residents.<br />

Subdivisions growing Amberley township<br />
The Amberley townshiphas seen<br />
significantgrowth with more than eight<br />
largesubdivisionsapproved in the past<br />
two years.<br />
Most of the subdivisions are on the east<br />
of State Highway 1.<br />
Threeofthe largest developmentsare<br />
the Retirement Village at 175 Carters<br />
Road with 250 units, Oakfields at <strong>21</strong><br />
Hilton Drivewith 177 lots, and The<br />
Clearing at 64 Amberley BeachRoad<br />
with 125 lots.<br />
The Retirement Village is divided into<br />
11 stages, all of which havebeen<br />
consented.Stage 1isnearing an end, in<br />
the stagebystageapproach being taken<br />
by the developer. Stage one includes<br />
seven double units,six single units, and<br />
atemporaryoffice/facilitatesbuilding.<br />
The Oakfields subdivision is<br />
consented throughStages7to11. The<br />
building of several houses has started<br />
with site works at Stage 8.<br />

‘‘People haven’tlearntanything about<br />

‘‘A lot of people thinkwhen it comes to<br />

out.But we’ve got one group getting older<br />

Whitecrosses willonce againbelaid out<br />
beside the cenotaphinmemory of local<br />
soldiers who have served overseas.<br />
‘‘We willbehaving areduced public<br />
service thisyear.It’s still abit risky, butwe<br />
will welcome everybody,’’ Mr Price says.<br />

but Mr Price is hopeful there will once<br />

Three Waters in spotlight<br />

believes the Three Waters’<br />
Communities 4Local Democracy<br />
(C4LD) group has been<br />
‘‘misrepresented’’ around its<br />
ongoing relationship with iwi.<br />
Simmering tensions between<br />
councils and mana whenua have<br />
ensued as the group continues to<br />
lobby against the controversial<br />
Three Water reforms.<br />
The group has reiterated its<br />
commitment towards a<br />
‘‘positive’’ ongoing partnership<br />
with iwi Maori after Ngai Tahu<br />
leaders raised concerns around a<br />
lack of engagement and the<br />
group’s objectives.<br />
Mr Gordon, who is deputy chair<br />
of the 31 council group, says the<br />
collective observes the<br />
importance of developing<br />
‘‘strong and meaningful’’<br />
partnerships with iwi Māori for<br />
the future of Three Waters.<br />
‘‘I believe this is apoint that is<br />
often, and unfortunately<br />
misrepresented about the<br />
group,’’ he says.<br />
‘‘We have reached out on a<br />
number of occasions to brief<br />
Ngai Tahu on our position, and<br />
we will continue to seek the<br />
opportunity for ongoing<br />
discussion as partners.’’<br />
Some councils in the South<br />
Island have recently<br />
reconsidered moves to join the<br />
group, in order to reconcile<br />
strained relationships with their<br />
iwi partners.<br />
Christchurch mayor Lianne<br />
Dalziel recently apologised to<br />
chair of Te Kura Taka Pini, the<br />
NgāiTahu freshwater group, Dr<br />
Te Maire Tau for not engaging<br />
with its local runanga around a<br />
decision to join C4LD.<br />
The Dunedin City Council also<br />
reversed adecision to join the<br />
group last month.<br />
Dr Tau, whose family lives at<br />
Tuahiwi, recently indicated to<br />
<strong>News</strong>room its relationship with<br />
the Waimakariri District Council<br />
was in jeopardy.<br />
At arecent council meeting, Mr<br />
Gordon said he was committed to<br />
astrong iwi relationship, but it<br />
may be acase of ‘‘agreeing to<br />
disagree’’ on Three Waters.<br />
The C4LD group, including Mr<br />
Gordon, Hurunui Mayor Marie<br />
Black and Kaikoura Mayor Craig<br />
Mackle, recently presented a10<br />
point plan for reform to Local<br />
Government Minister Nanaia<br />
Mahuta, Department of Internal<br />
Affairs officials and Green Party<br />
coLeaders Marama Davidson<br />
and James Shaw.<br />
‘‘It is not too late to rescue this<br />
reform,” Mr Gordon says.<br />
Mrs Black says the<br />
Government’s fourentity<br />
proposal was not workable for a<br />
rural community like the<br />
Hurunui.<br />
‘‘These megaentities will<br />
never have the same level of<br />
community connection and<br />
responsiveness of alocally<br />
Waimakariri Mayor, Dan Gordon<br />
managed and delivered<br />
alternatives such as the C4LD<br />
have provided.”<br />
In its proposed model, C4LD<br />
says in regard to investment<br />
decisions, water asset owners<br />
should seek ‘‘authentic<br />
discussions with mana whenua’’<br />
which ‘‘consider codesign and<br />
partnership arrangements that<br />
acknowledge and enable Te<br />
Tiriti based pathways at alocal<br />
and regional level’’. However Mr<br />
Gordon says there was no ‘‘fixed<br />
view’’ on how it would best<br />
achieve this.<br />
‘‘The alternative reform<br />
models we’ve investigated have<br />
been shown to have better<br />
outcomes for iwi Māori<br />
partnership by allowing more<br />
local focus and responsiveness<br />
than aremote bureaucracy.’’<br />

running appeal, and this year the<br />
RSAwants to raise awareness of New<br />

supportthey need whenthey return<br />

Dark sky reserve is gaining impetus in Kaikoura<br />

NZ Network, and University of<br />

its accreditationwith the<br />
InternationalDark Sky Association.<br />
All three have agreed to speak at a<br />
public meeting at the Kaikoura<br />
Museumnext Thursday, <strong>April</strong>28, from<br />
6pm to 7pm. Entry is via koha /<br />
donation.<br />
Adark sky information wall has<br />
been preparedinthe library and there<br />
is an art competition for children<br />
which closes on May 2.<br />
The Kaikoura Youth Councilisalso<br />
planning to collaborate on an event to<br />
coincide with the weeklong<br />
celebrations of the night sky.<br />
Ms McArthur says the International<br />
DarkSky Week activitiesoffer an<br />
opportunitytoeducate the community<br />
on the benefits of the dark skyand<br />
reducinglight pollution.<br />
‘‘Half of our life is at night, in the<br />
last100 years withartificial light<br />
we’ve forgotten to look up and enjoy<br />
the wonder of the night sky.’’<br />
She says creatingadark sky reserve<br />
willhelp to improve the wellbeing of<br />
people and local wildlife, as well as<br />
providing economic benefits by<br />
adding another elementtoKaikoura’s<br />
tourist attractions.<br />
The project has already made some<br />
inroads, withthe Kaikoura District<br />
Council agreeingtoreduce its street<br />
lighting powerby25percent, she says.<br />
It is believed this has resultedin<br />
fewerHutton’sshearwater birdscrash<br />
landing into the town as the young<br />
fledglings learn to fly and leave for<br />
theirwinter feeding grounds.<br />
‘‘Theimportantthingtoremember,<br />
is we are not going to end up in the<br />
dark.It’s aboutmanaging light for the<br />
benefit and wellbeing of all and all<br />
life,’’ Ms McArthur says.<br />

Asmall volunteer <strong>North</strong> <strong>Canterbury</strong> fire<br />
brigade celebrates ahuge milestone early<br />
next year.<br />
The Waiau Volunteer Fire Brigade,<br />
whichhad its beginnings back in 1949, will<br />
celebrate 75 yearsservicetoits district at<br />
Waitangi Weekend 2023.<br />
As it prepares for the event,itis<br />
celebrating five new firefighters joining its<br />
team.<br />

Raleigh,MehuiPatel, and PeterBush,<br />
recently all became fullyoperational<br />
firefighters, helping boostnumbersatthe<br />
brigade.<br />
HurunuiKaikoura Fire and Emergency<br />
NZ, (FENZ) groupmanager and assistant<br />
commander, Colin Russell, says it is a<br />
huge achievement to attract fivenew<br />
members to the brigade, in suchan<br />
isolatedarea,and becoming fully<br />
operational firefighterswas something to<br />
celebrate.<br />
‘‘Theeffort theseguys have put in at<br />
training, and what they havegiven up for<br />
the community is amajorachievement,’’<br />
he says.<br />
Mr Russell saysemployers who backed<br />
theiremployees to become volunteer<br />
firefighters neededtoberecognised also<br />
for releasingstaff to attend fires,along<br />
with thosewho were self employed, who<br />
selflessly gave their timefor their<br />
community.<br />
He says in rural areas it is difficultto<br />
maintain astable volunteer brigade in<br />
termsofnumbers, as people, particularly<br />
engaged in the dairy industry, moved on.<br />
‘‘It takes along time to replacethem,’’<br />
says Mr Russell. ‘‘However, joining a<br />
brigade when you moveinto an area is a<br />
good way to meet peopleand pick up new<br />
skills.’’<br />
All five members, who havehad varying<br />
times with the brigade, say they joinedto<br />
giveback to their communityand it is a<br />
way of helpingpeople in their momentof<br />
need.<br />
‘‘Itisaprivilege,’’ theysay.<br />
Firefighter Tim Grant moved to Waiau<br />
for work, and found joining the brigadea<br />
great waytoget involved in the<br />
community, and meet peoplewith a<br />
common goalofworking together.<br />
Meanwhile plans are well advanced to<br />
celebrate the brigade’s 75thbirthday. It<br />
began following afire on alocal farm, and<br />
has been goingstrongsince, having<br />
attended manyfiresand major incidents.<br />
Today it has 18 members,amixture of<br />
males andfemales,and ages, and from all<br />
walks of life.<br />
In the pastdecade it has celebrated<br />
three members receiving their Gold Star<br />
Medals Alan Broomhall, Anthony<br />
Swarbrick and most recently Pam<br />
Murdoch.<br />
The weekend willbegin on the Friday<br />
withameet and great, and wine and<br />
cheese evening, at the Waiau Fire Station.<br />
On the Saturday there will be adisplayof<br />
old and new fireequipment at the Waiau<br />
School from10am. There willbegames for<br />
allthe family, followed by aGrandParade<br />
aroundWaiau at 2.30pm, with localclubs,<br />
and fireequipment.Therewill be an<br />
honourseveningonSaturday, followed by<br />
formal dance.AChurch servicewillbe<br />
held at the station at 10.30am,followed by<br />
abarbecue lunchand farewell. Jubilee<br />
chairman Rebecca Murdoch is hoping<br />
past and present members of the brigade,<br />
andother brigade members willjoin in the<br />
celebrations.<br />

Performing Arts(HSPA) recently.<br />
The event hasbeen runningfor<br />
nearly20years and wascancelledin<br />
2020due to covid.<br />
Thisyearthe event was runona<br />
muchsmaller scale,atthe studio, to<br />
avoid any Covid restrictions from<br />
affectingit.<br />
But covid was still keen to payapart,<br />
with HSPA schooldirectorand event<br />
organiser DaleHartley Brown having<br />
to stepdownasMCdue to Covid at the<br />
lastminute.<br />
The event still went ahead thanks go<br />
to an amazing standin MC for the night,<br />
RachelMay,who is avocal tutor at<br />
HSPAand ateacherintraining.<br />
Rachelisnostranger to standing up<br />
in front of peopleand told Dale she<br />
would just‘‘wing it, no problem’’, Dale<br />
says.<br />
Alongside Rachel, wereateamof<br />
awesomejudges,ElliottAndrews, Kitty<br />
Jamison andIonaMain, allperformers<br />
and previous tutorsatHSPA.<br />
‘‘Theyhad agreat timegettingideas<br />
fromthe audience of familyand friends<br />
and working withthe playerstopresent<br />
someveryentertaining scenes,which<br />
weremet withmuch laughter and<br />
applause,’’ Dalesays.<br />
Dalehas nevermissed the event in<br />
the yearsand says shefelt‘‘dreadful’’<br />
havingtosit at home and await news on<br />
how the event wentand whowon what.<br />
But says shelovedthe facther team<br />
of staff were‘‘exceptional at just<br />
carryingoninher absence’’.<br />

Rangiora women MarieMcMillanand<br />
Karen Joycehave gathered together a<br />
group of friends to form the Ukraine Blue<br />
and Yellow Ribbon Appeal.<br />
After the conversation Mrs McMillan<br />
searched the internet to find New<br />
Zealand links to the Ukraine, and found<br />
the Ukraine consul based in Auckland.<br />
She rangAlex Kirichuk out of the blue<br />
and he agreed to come down and speak.<br />
‘‘We were strugglingwith what’s<br />
comingout in the mediaand we wanted<br />
to hearwhat’s reallygoing on, so having<br />
Alex fromthe consulate will hopefully<br />
give us some insight.’’<br />
Athreeday speaking tour has been<br />
hastily arranged, with Mr Kirichuk to<br />
visit the region fromWednesday to<br />
Friday, May 18 to 20, and will be hosted<br />
by WaimakaririMayor Dan Gordon.<br />
The airfares and accommodation have<br />
all beendonated, which means all of the<br />
money raised will go to ‘‘where it’s<br />
needed’’, Mrs McMillan says.<br />
The visit will begin withMrKirichuk<br />
speaking to residentsatthe Charles<br />
Upham Retirement Village on the<br />
Wednesdaymorning,with an evening<br />
talk at the Rangiora Baptist Church hall<br />
from 7.30pm.<br />
Mr Kirichuk will be in Christchurch on<br />
Thursday with talks at the Cashmere<br />
Club at 2pm and St Bede’s Hall at 7.30pm.<br />
He returns to WaimakaririonFriday<br />
for two talksatthe KaiapoiClub at 2pm<br />
and 7.30pm.<br />
Students at Rangiora High School have<br />
been busymaking blueand yellow<br />
ribbons for the appeal.<br />
Entry to each of the talkswill be via<br />
donation, with raffles being plannedwith<br />
donated prizes.<br />

There’s no shortage of feed for upper<br />
South Island sheep and beef farmers,<br />
but it is the quality that is coming into<br />
question.<br />
Beef+Lamb New Zealand is<br />
encouraging farmers who are<br />
establishing new crops and pastures<br />
to keep an eye out for slugs and other<br />
insect pests because of moist soils and<br />
pasture surpluses.<br />
More pasture thatch than usual is<br />
creating an environment for insects to<br />
thrive, as farmers deal with other<br />
grass quality problems.<br />
<strong>North</strong>ern South Island extension<br />
manager Lucy Murray said some<br />
farmers had up to two winters’ worth<br />
of feed in front of them.<br />
She said feed quality was dropping<br />
due to alarge feed surplus, and<br />
farmers would need to focus on<br />
maintaining feed quality to maximise<br />
animal production come spring and<br />
next summer.<br />
‘‘We need to encourage farmers to<br />
target key paddocks that they will be<br />
lambing on and grazing lambs on in<br />
spring.<br />
‘‘Farmers may want to look at buying<br />
in stock to help manage feed quality<br />
and there are afew options with<br />
weaner calf sales, store lambs coming<br />
up from Southland and dairy cattle for<br />
fattening.’’<br />
The southern drought was meaning<br />
farmers were putting store lambs on<br />
the market.<br />
Miss Murray said cull cows could<br />
also enter the market as dairy farmers<br />
dealt with limited space in meat works<br />
because of Covid19 and chains unable<br />
to operate at full capacity.<br />
She said cull cow prices could play<br />
into the hands of sheep and beef<br />
farmers with excess feed.<br />
There were tupping concerns that<br />
long rank pasture could produce a<br />
toxin called Zearalenone, which<br />
suppresses ovulation.<br />
This followed agreater worm<br />
burden in pastures over summer for<br />
lambs, she said.<br />
‘‘Most farmers are on to that, but it<br />
means slightly more drenching than<br />
usual.’’<br />
The flipside is that farmers were<br />
successfully establishing pastures as a<br />
result of moist soils from consistent<br />
rainfalls.<br />
Farmers would still need to be<br />
careful as there was alot of thatch<br />
around and slugs might increase in<br />
numbers.<br />
Grass grubs were also likely to rear<br />
their heads in higher numbers, she<br />
said.<br />
Miss Murray said hay barns were<br />
full and farmers had the potential to<br />
sell supplementary feed.<br />
Farmers with good feed supplies<br />
could hold on to lambs longer until<br />
meat works returned to normal.<br />

Successful season for Rangiora Croquet<br />

Eight years ago the Rangiora Croquet<br />
Club remained in recess following the<br />
loss of its facility adjacent to the<br />
Rangiora Bowling Club in 2004.<br />
In <strong>2022</strong>, it boasts amembership of in<br />
excess of 60, amodern facility in River<br />
Road and it has doubled its playing<br />
facility with the opening of two new<br />
playing lawns.<br />
The 20<strong>21</strong>/22 season also met with<br />
considerable playing success for the<br />
club in both forms of the game —the<br />
traditional Association Croquet and the<br />
modern Golf Croquet.<br />
Alister Newey and John Foster won<br />
the <strong>Canterbury</strong> division one interclub<br />
golf croquet competition, and John<br />
Whyte won the junior grade<br />
competition.<br />
Newey then combined with former<br />
New Zealand representative Peter<br />
Parkinson in afour person <strong>Canterbury</strong><br />
Association croquet team to win the<br />
South Island competition.<br />
The pair won five of their six games,<br />
with afinal team score of ten wins from<br />
twelve games.<br />
Alister and Hilda Newey earned the<br />
runners up spot in the provincial<br />
handicap pairs.<br />
Neville Turner won the singles title in<br />
both forms of the games, highlighting<br />

Ashley met Hurunui at Culverden, beating<br />

All libraries and service centres will be closed on<br />
Monday 25 <strong>April</strong>, reopening on Tuesday 26 <strong>April</strong>.<br />
Aquatic Centres will be open between 10am and<br />
7pm on Monday 25 <strong>April</strong>.<br />
Rubbish bins and bags normally collected on<br />
ANZAC week will move tothe next day. This means<br />
that those normally collected on Monday will be<br />
collected on Tuesday. The Tuesday collection will<br />
move to Wednesday and so on through till Saturday<br />
30 <strong>April</strong>. Collections will return to the normal cycle<br />

Mayors Present Plan for Water Reform<br />
Mayors Dan Gordon, Marie Black and Craig Mackle<br />
along with representatives of the 32 member<br />
councils ofCommunities 4Local Democracy He<br />
hapori mō te Manapori (C4LD) have presented<br />
politicians with their plan for three waters reform<br />
that could gain wide support.<br />
The mayors presented their 10 point plan for<br />
reform to the Minister for Local Government,<br />
Nanaia Mahuta and Department of Internal<br />
Affairs officials, as well as Green Party Co-Leaders<br />
Marama Davidson and James Shaw, and Green MP<br />
Eugenie Sage. The group had already presented its<br />
models to the National Party and ACT.<br />
The three mayors went to Wellington to share the<br />
views of <strong>North</strong> <strong>Canterbury</strong> with the Minister.<br />
“It is not too late to rescue this reform,” says<br />
Waimakariri Mayor Dan Gordon. “We are offering<br />
in our 10 point plan an approach that we believe<br />
would achieve broad support. The whole local<br />
government sector iseager to partner and work<br />
with the Government to turn this around and find a<br />
lasting solution that Councils and communities can<br />
all support.”<br />
C4LD reiterated their position that the group is<br />
keen to work will all parties toensure any reforms<br />
have the broad base of support needed for major<br />
long-term infrastructure investment.<br />
