Councilman proposes
amending rezoning of
Schacht property
By Linda Dillman
Staff Writer
Legislation proposed by a Canal Winchester
City Councilman Patrick Shea could
breathe life into a rezoning of property
owned by the Schacht family, with a twoprong
approach and sidestepping a referendum
on the fall ballot.
Shea’s proposed ordinance to repeal the
original rezoning–which garnered over 600
signatures earlier this year in opposition on
a ballot petition organized by Canal Winchester
for Smart Growth that stopped the
original legislation in its tracks–was up for
consideration on the April 18 council work
session agenda.
The new ordinance would amend the
city’s zoning for the same acreage in the
same location at Bixby and Rager roads
owned by the same people–Teresa and
Dale Schacht, Norma Jean Schacht Trust–
from Exceptional Use to Planned Industrial
District and declare an emergency.
“This ordinance was prepared as directed
by Councilman Shea,” said Development Director
Lucas Haire. “The plan associated
with this is the plan presented to council.”
City Law Director Jesse Shamp said the
change in zoning to Planned Industrial District
would essentially moot the referendum
and emergency legislation is not subject to
a referendum.
Up for a second reading on the regular
council agenda was the detachment of the
Schacht property from the city in order to
proceed with the development with another
entity, most likely Columbus. The detachment
would also render the referendum
moot.
Before moving to table ordinance 22-016
until the next council meeting, Shea said, “I
Fearing a potential loss of revenue if land
owned by the Schacht family is detached
from the city of Canal Winchester and then
annexed into Columbus, the Canal Winchester
Board of Education passed a resolution
urging Canal Winchester City Council to
take action to prevent the detachment.
According to a Win-Win agreement in
1992, territory located within the Canal
Winchester Local School District annexed
by Columbus is transferred out of the local
district and into Columbus City Schools.
City council previously passed a pre-annexation,
annexation agreement, and rezoning
for land owned by the Schacht family
at Bixby and Rager roads. However, a citizen-led
referendum garnered enough signatures
to place the proposed Northpoint
warehouse development for the site on hold
until after the November general election.
Under the terms of the pre-annexation
agreement between the city and the property
owners, the referendum filing is a condition
that permits the Schachts to request
detachment of the property from the city,
which returns it return it to the Madison
Township, and then file with a different entity,
which is most likely Columbus.
During the April 19 school board meeting,
Superintendent James Sotlar said
Canal Winchester Schools has no authority
when it comes to growth in making decisions
in the community. However, when a
property is detached, he said there is a responsibility
to protect a revenue source.
“This is protecting our school property
and making sure it’s not given to another
school district where we could lose substantial
tax revenue,” Sotlar said.
RISE program
The Franklin County commissioners
announced a new investment in families
and local child care providers called
Franklin County RISE.
The partnership with Action For
Children will invest nearly $23 million
over two years to support Franklin County
families who are struggling to pay for child
care as well as child care providers and
staff. This is the most significant investment
ever in the local early childhood
learning system, and builds on earlier
funding from the city of Columbus. The
funding comes from the American Rescue
Plan and is intended to help families who
are facing the “benefits cliff” in which they
make too much to qualify for Publicly
Funded Child Care (PFCC) but too little to
actually afford child care, as well as the
early learning centers and teachers on
which they rely.
“As we reimagine what our child care
system is going to look like coming out of
the pandemic, some have tried to frame it
as a choice between increasing affordability
or improving quality,” Franklin County
Commissioner Erica Crawley said. “As a
single mom of twins, I can tell you parents
don’t see it as an either/or proposition - and
neither does Franklin County. Early care
and education is an educational, workforce,
and economic issue and must be top priority
requiring our investment now.”
Nearly one in six of the child care centers
in central Ohio that closed during the
COVID-19 pandemic has not reopened,
and half of those remaining report that
they are not able to cover their expenses.
Families rely on child care to help prepare
children for school and so that the parents
can work, but high-quality care can cost
more than college in Franklin County, and
parents who make as little as $25,000 per
year don’t qualify for assistance. Franklin
County RISE will help alleviate these
struggles in three ways: early learning
scholarships, incentive payments for child
care programs, and financial supports for
child care workers.
“Providing high-quality child care and
running a business are both challenges even
in the best of times,” said Commissioner
John O’Grady. “Our new Franklin County
RISE funding for both child care centers and
their staff will help to keep them afloat,
incentivize quality, and ensure that great
teachers don’t have to abandon their passion
for jobs in other fields.”
Franklin County RISE includes $11.4
million in scholarships for families facing
the benefits cliff, and 500 students are
expected to be eligible for up to $10,000 per
year in scholarships.
The support to providers totals more
than $11.3 million in four funding areas: as
many as 750 providers are expected to
receive up to $3,000 per year for taking on
low-income families, up to $10,000 for
improving their state ratings, and up to
$5,000 per year for expanding to non-traditional
hours. In addition, $500,000 of the
RISE funding is dedicated to emergency
rental assistance for child care workers.
These teachers are predominantly women
and people of color and chronically underpaid,
with an average wage for credentialed
lead teachers averaging just $12.22
per hour–about 41 percent of the median
income for Franklin County. RISE teacher
supports will offer an average of $3,000 in
rental assistance payments per household.
“What a cruel irony for parents to be
told that even though their job doesn’t pay
enough to afford child care, it makes them
ineligible for child care assistance,” said
Commissioner Kevin Boyce. “The benefits
cliff is the result of federal policy that simply
hasn’t kept up with the cost of child
care. If we realistically want people in the
workforce and moving up the economic ladder,
we have to find ways to make child
care affordable.”
Action for Children is a child care
resource and referral agency for both families
and providers in central Ohio, offering
parent education and seminars, training
and technical assistance for teachers and
providers, as well as advocacy and workforce
development. Action for Children is already
administering some child care scholarships
and signing bonuses funded by the city of
Columbus which will be rolled into the
Franklin County RISE initiatives. Action for
Children will administer Franklin County
RISE, serving as the point of contact for
families and early learning centers, determining
program eligibility, and administering
the scholarships and grants.
County RISE program, including detailed
eligibility requirements, and to apply for
“e Unbearable Weight of Massive Talent” is a gem
Once upon a time, Nicolas Cage was known as a great
actor who chose great projects. OK, that sentence might be
a bit of a stretch, but you have to admit he has always had
an undeniable presence that makes him magnetic to watch
on the silver screen.
For the last decade, the majority of films he has starred in
have gone straight to video, seen only by the masses in meme
form on the internet. His latest venture, however, is quite
possibly the best thing he has done in years with the best performance
he has given in years. While his eccentricities are
still on display within this project, it manages to work in harmony
with his acting quirks and not against them.
In “The Unbearable Weight of Massive Talent,” Cage
stars as Nic Cage, a fictionalized version of himself who is
also an actor whose career has been on a downward spiral.
Though he tries so hard to impress potential directors — he
gives a debasing and cringe-worthy audition at the beginning
of the film — no one is willing to give him a chance. To
make matters worse, his relationship with his teenage
daughter Addy (Lily Mo Sheen) is strained because of his
tendency to make everything about himself and he is
struggling financially, swimming in massive debt. “I
thought the hotel liked having me stay there?” Nic says to
his agent when he learns they sent him a bill of $600,000.
With his financial woes increasing and zero job opportunities
on the horizon, Nic agrees to appear at the birthday
prospect of putting on “Movie Star” airs for a crowd, Nic
finds Javi to be a downright enjoyable companion and the
two quickly bond over the current state of cinema.
Feeling as if he knows Javi’s heart — “I am an actor
whose job it is to see inside of people,” he says — Nic is
shocked to learn that CIA agents believe he is an international
arms dealer who is the prime suspect in the abduction
of a local politician’s child. Because the agents are not
able to access the heavily fortified property, they enlist Nic
to engage in some light spycraft to take him down.
Naturally, things take a turn.
The premise of this film — a movie starring Nicolas Cage
playing a fictionalized version of himself — is absurd enough
to begin with, but things really go beyond when the agents
rope his character into doing their job for them. In one
scene, Nic accidentally self-administers a sleeping agent
and has to worm crawl his way to the antidote. In another,
Javi takes Nic to a secret tribute room where he appears to
threaten his life with the two gold titanium nitride-plated
guns used in “Face/Off.” In almost every other scenario, this
movie would likely be a complete and incoherent mess but it
magically works on almost every level.
the screenplay with Kevin Etten) helps provide an assist
MTPD seeking grants
By Linda Dillman
Staff Writer
Grants replenishing equipment worn by
Madison Township Police officers, and coupled
with potential new officer staffing,
could help the township protect its own and
have more officers out patrolling the
streets.
Madison Township Police Chief Gary
York asked the township trustees on April
21 for permission to apply for a trio of
grants, two of which the department has
received in the past.
“The first is for body armor through the
state of Ohio,” York said. “It’s an annual
grant and covers 75 percent of the cost for
each vest, which has a life span of five
years. We were awarded that last year and
have always taken advantage of that.”
While the township pays for the five
vests up front, which cost $1,071 per vest,
the grant application is for a reimbursement
of $3,861.
The second grant–an Ohio Criminal
Justice Service Grant–is for $146,234 to
pay for law enforcement staffing, recruitment,
hiring and retention.
Last year the police department
received an OCJS grant that helped pay for
computer equipment.
The township is also applying for a U.S.
Department of Justice Community
Oriented Policing Services grant, a 75 percent
matching grant, which covers up to
$125,000 per year for salaries and benefits
for a law enforcement officer for three
years.
“Hopefully, by getting out early, we’ll be
awarded this grant,” said York.
My leafy friend
On a hot, humid summer day in 1985
my dad handed me a small, frail maple
tree seedling.
The seedling had been growing beside
the foundation of his house in a bad spot so
he gently pulled it out of the ground to preserve
its fragile roots.
The skinny seedling was about a foot
high and only had three leaves, but it
looked green and healthy.
I had recently bought and moved into
my own house that summer. I took the
seedling and planted it in a corner of my
backyard to see what would happen. I felt
it had a will to live and thrive.
It did because what happened was that
37 years later, the little seedling grew to a
height of almost 40 feet with a broad,
shady leaf canopy. The seedling’s once thin
stem grew into a sturdy, thick tree trunk.
This maple tree has brought me joy
through every season over these nearly
four decades. Birds nest and sing in the
tree. Squirrels romp in its branches.
In spring, the tree’s leaf buds pop out in
a shade of light green.
By summer those leaves are a deep
green and the shade they cast cools the
yard when the summer sun bears down.
The wind rustling its leaves is a welcome
sound.
As autumn arrives the tree’s leaves
transform into a brilliant golden hue.
The tree’s handsome brown/gray limbs
and trunk become visible in winter when
the leaves abandon it when the cold sets in.
The tree looks beautiful in every season,
but it is in winter when one gets a sense of
its true strength.
This maple tree and I were young
together when I planted it in the yard. I
nurtured it and its presence nurtured me.
Reports of unidentified flying objects are
increasing across the globe.
On June 25, 2021, the Pentagon
released a report to Congress on sightings
by the U.S. Navy of unidentified aerial phenomena
and a more extensive accounting is
expected to be made public in the near
future.
Author Linda Haley, of Columbus, has
released her book, “Arrival of the Light
Beings: How to Prepare for the Shift and
Contact with Extraterrestrials,” providing
context to these reports and shedding light
on the objectives of extraterrestrials and
multidimensional beings. In her book,
Haley offers an educational experience
enlightening readers on the reality of life
beyond Earth which was inspired by the
author’s real-life experiences. Written in
the style of narrative fiction, the book is an
autobiography of Haley’s awakening and
acceptance of her role in the planet’s evolution.
The book highlights the importance of
column
The tree has been
in my life through different
jobs, different
relationships, and my
different perspectives
of life.
As other plants
came and went in the
yard, the maple tree
remained as a tower
of nature’s power and
beauty.
Nearly 40 years
later, the tree and I
have grown old
together.
Rick
Palsgrove
I first noticed signs of struggle in the
tree last spring when some of its branches
on its west and north sides failed to leaf
out. As summer rolled around I saw more
barren branches appearing up through the
center of the tree. By fall, only the south
side of the tree, and a smattering of other
areas, had maintained a healthy set of
leaves. So few golden leaves fell from the
tree last autumn that I did not need to
rake them up.
This spring the familiar light green leaf
buds popped out on some branches of my
pal the maple tree.
But they are sparse. It is heartening to
see that my maple tree strives to live.
But it saddens me to know that my long
time leafy friend’s days may be numbered.
The circle of life affects all living things.
spiritual development and how to bring
purpose and meaning into one’s life. It discusses
the relationship between the arrival
change, etc. It guides readers on how to
prepare for the shift in consciousness and
awareness which will impact each person,
but not understood by everyone.
CW knows the score!
By Linda Dillman
Staff Writer
A new scoreboard for Mike Locke Stadium,
two for the main gymnasium, and one
at a ball field at Canal Winchester High
School will provide much more than athletic
statistics–they also afford the district a
revenue source and an opportunity for a
new student curriculum.
Canal Winchester High School Athletic
Director Pat Durbin said the old stadium
scoreboard dates back to the time when the
artificial turf and track were first installed.
“It’s extremely dated and we wanted a
fresh look,” said Durbin. “The new scoreboards
will also create a revenue source for
the athletic office. For example, uniforms
are always a concern and there is a fine line
when purchasing them, which we try to
stretch out and replace after three to six
years. I’ve got to be a good steward of the
funds we receive.”
Uniforms are not the only cost Durbin
considers when budgeting for the athletic
department.
There are various sports for boys and
girls, supplies, equipment, official’s contracts
and the list goes on.
The new electronic scoreboards have
space for eight static ads and unlimited digital
space. Scoreboards at the baseball and
softball fields have space for four static ads.
“The opportunities for digital ads are
endless,” said Durbin, who said he is in contact
with potential local advertisers. “I’m focused
right now on businesses that have
supported the athletic office in the past.
We’re giving them the first option to purchase
space and there are different packages.”
The cost of the scoreboards is approximately
$200,000. Sponsorship packages
range from $3,000 per year to $10,000 per
year for a five year commitment (per year).
According to Durbin, the lifespan of the
scoreboards is 15 to 20 years.
He worked with district administrators
to create a financing package for all of the
scoreboards.
“There’s got to be a return on our investment,”
said Durbin, who said the new
boards should be installed by Aug. 1.
The return is not only monetary through
sponsorships, but also an educational return
in creating a curriculum to go along
with the operation of the boards, which
Durbin hopes to have up and running in
time for the upcoming school year.
“I want to get our students involved with
the boards and announcing,” said Durbin.
The new scoreboards. (Images courtesy
of Canal Winchester Schools.)
“It gets harder and harder to get volunteers
and if our students can earn credit while
working for the athletic department, it can
lead to careers beyond high school.”
In 2021, Hamilton Township Schools created
a credentialed Media Design, Marketing,
and Sales pathway to graduation under
a similar situation when they installed a
$484,000 Daktronics board in their high
school stadium. Hamilton Township Schools
Treasurer Adam Collier expected sponsorships
to bring in $90,000 to $100,000 a year.
“I am very excited for the future of our
student athletes and our athletic program,”
said Durbin.
personally take offense to the rhetoric of
taking away rights. We’re in a very tricky
situation. Our city loses the opportunity to
block Columbus out.”
In written comments submitted to council
before the meeting, CW for Smart
Growth organizer Angie Halstead wrote,
“I’d like to address the end of the last council
meeting where an apparent plan to kill
democracy pursued between (city council
members) Mr. Clark and Mr. Shea…Democracy
is defined as government by the people,
especially rule of the majority. We followed
a democratic process - one that is in place
for a reason. We gathered 635 signatures in
18 days in the middle of an ice storm and
the coldest month of the year…The people
of Canal Winchester deserve a say in what
we want - this is called democracy. No one
knows what will happen, yet the rhetoric of
Columbus will take this land continues.
This behavior is beyond words. The actions
of some council never cease to amaze. Disappointed
is an understatement.”
During the regular council meeting,
Canal Winchester Schools Treasurer Nick
Roberts said if the Schacht property is detached
from the city, it opens up the door for
Columbus to annex it, with revenue going
to the capitol city and not Canal Winchester.
“I know it’s speculative, but I think they
will do that,” said Roberts. “They have no
reason not to. We support the city council to
take any action necessary to prevent the detachment
of the property located at Bixby
and Rager Roads.”
Canal Winchester Schools Superintendent
James Sotlar said the land is not only
important to the school district, but also to
the community for future growth and development.
He said it is important to look at all
of the facts from all sides.
Labor Day Festival finances
Labor Day Committee Chairperson Carolyn
Ebert discussed the financial situation
facing the 2022 celebration and asked for
additional financial support from the city.
The cost to put on the annual three-day
festival is approximately $79,000 and includes
stage entertainment, parade bands,
electricity, etc.
However, part of a carryover from the
last in-person festival was used in 2021 to
stage the Hometown Day celebration and
the committee is having difficulty finding
sponsors–even those who previously participated
in the Labor Day Festival, which
celebrates its 100th anniversary this year.
“A lot of these things people don’t think
about,” said Ebert. “It takes quite a bit to
put this thing on. We normally start our balance
at $45,000. Hometown Day ate up a lot
of that carryover. We spent close to $30,000
on Hometown.”
While no decision was made during the
council meeting, members voiced their support
of the Labor Day Festival. Canal Winchester
Finance Director Amanda Jackson
reported, as of the end of March, there was
$225,000 in the city’s Bed Tax Fund.
“I’m fully supportive,” said Councilman
Mike Walker. “The money is there.”
Council Vice President Bob Clark suggested,
“Let’s start with $30,000 and get
things rolling.”

SCHOOLS
Continued from page 1
Board President Kevin Butler said he respects
the city and their zoning and did not
want to step on their decision, but for the school
district, the board has to look at the situation
from a holistic perspective.
“We have not had to go out for new taxpayer
money and that’s really important to us,” said
Butler. “We’re fiscal stewards. For us, it’s really
important that we protect our property and our
tax revenue. I’d really hate to see our land annexed
to Columbus and we lose our control.”
Board member Vangela Barnes was not
happy that the school board was getting involved
in the issue, but at the same time agreed
school board and taxpayer interests need to be
protected. She said she had mixed feelings
about the resolution.
“People should have the right to vote for or
against something,” said Barnes in referring to
the referendum. “They’ve gone through the
process. At the same time, we have the right to
protect taxpayers and the revenues our schools
need or acquire.”
Board member Monika Talley said she was
in support of the property resolution because
she believes it is in the best interests of the
school district to support any and all measures
to retain the property in order to prevent the
future loss of school revenue.
The board resolution passed 5-0.
Mental health issues
Sotlar reported on district initiatives to support
the mental health of staff, students, and
their families. He said many are struggling to
navigate changes over the last two years as evidenced
by learning disruptions and significant
mental and behavioral challenges due to myriad
factors.
“Sadly, over the last several months, tragic
incidents have occurred that are impacting our
schools and our community,” said Sotlar. “As
educators and school officials, we know as parents
you want the best for your children. We’re
asking for help from our parents if they see
signs of their kids struggling to contact the
school. If we see something, that’s our key to
contact someone, whether it’s the school nurse
or school counselor or a mental health provider
you go to or other health professional.”
In the upcoming school year, the district’s
goal is to add several mental health related positions
to the Canal Winchester school district
staff at all levels.
“To strengthen our mental health team and
to provide additional support for our students
and their families,” said Sotlar. “We’re going to
have additional counselors at Indian Trail and
the high school. Hopefully add a Nationwide
Children’s Health clinical counselor. This
would put one in each building and hopefully
add a clinical counseling intern. Hopefully,
overall, we’ll have one board-certified mental
health specialist district-wide. We’re doing our
best to try and bring people into our buildings.
We know there is a lot of work to do. Empowering
all of our students for success goes beyond
the classroom.”
CW Tree Giveaway
May 1, 2022 - MESSENGER - PAGE 9
City of Canal Winchester residents can
pick up a free tree at the city’s 21st annual
tree giveaway at Stradley Park, 36
S. High St. in historic downtown Canal
Winchester, on May 7 from 9-11 a.m., rain
or shine. Approximately 120 trees will be
given away on a first-come, first-served
basis. Limit one tree per household.
The annual giveaway and associated
programs are part of an initiative by the
city’s Street Tree Advisory Board and
the Department of Public Service Division
of Stormwater to increase canopy
coverage, prevent soil erosion, and promote
clean air throughout the Canal
Winchester community.
According to Canal Winchester’s
Urban Forester Dick Miller, “Distributing
new trees to private property owners
in Canal Winchester benefits us all and
is essential in growing the city’s green
canopy. The majority of tree canopy coverage
is on private property and riverine
corridors in Canal Winchester. Anything
your street tree advisory board
and stormwater department can do to
further the goal of planting more of the
right tree in the right place is a plus for
the city. Trees are the only part of the
city’s infrastructure that will grow on
their own and increase in value and
function over time.”
The giveaway is open to city of Canal
Winchester residents living within the
city’s corporation limits only. Proof of residency
will be required, such as a city
water bill or driver’s license. During the
giveaway, members of the Street Tree
Advisory Board will be on hand to answer
questions about residential selections.
Q: How often should someone with diabetes
get an eye exam?
A: Someone with diabetes should see an eye care professional at least
once a year for a comprehensive dilated eye exam.
Q: How can diabetes affect my vision?
A: Over time, diabetes damages small blood vessels throughout the body,
including the retina. Diabetic retinopathy occurs when these tiny blood
vessels leak blood and other fluids. This causes the retinal tissue to swell,
resulting in cloudy or blurred vision. The condition usually affects both
eyes. The longer a person has diabetes, the more likely they will develop
diabetic retinopathy. If left untreated, diabetic retinopathy can cause
blindness. (AOA)
Symptoms include: seeing spots or “floaters”, blurred vision, and difficulty
seeing at night.
Close to home, but not close to the ground
Hamilton Township High School graduate Bill Schneider enjoyed having a job close to home in Obetz,
but he didn’t spend much time close to the ground. Schneider is shown here in his bucket truck, that
reaches 65 feet high, tackling the removal of about 100 feet of cottonwood tree that loomed over two
houses. Schneider spent most of the day in the bucket selecting, tying off limbs, and cutting them in the
particular spot so his Able Tree Service crew could lower them to the ground. The cottonwood was the
second tree on the property to get removed from around a number of rooftops and power lines.
Schneider said he has been doing this kind of work for 10 years.
Foster a dog
should visit the shelter website,
www.franklincountydogs.com. To speak to
someone directly about the program, email
foster@franklincountyohio.gov.
The shelter is beginning the program by
offering long-term resident dogs (at the
shelter for over a month) initially to interested
homes. Foster candidates at the shelter
include both dogs with medical issues
and those who would benefit from time
outside the shelter environment.
Rocky is quite the
catch. He is smart,
handsome, and looking
for a family to call his
own. Rocky arrived at
the county shelter on
Christmas Eve and was
surrendered for being
too much of an escape
artist. He is housebroken
and is the perfect
mix of fun and laid-back. He loves playing
with his toys and does the cutest little bounce
and spin when he’s feeling frisky. He has
done well with other dogs and should meet
any resident dogs in the home prior to adoption.
If you are looking for the perfect work
from home buddy, Rocky is your guy.
FYI: franklincountydogs.com
Wilson is such a cutie.
From the moment he
meets you, his tail will
never stop wagging.
He loves getting attention
and is in search of
someone who will give
him all the love and
belly rubs he deserves.
He would do best as
your only furry friend and must meet everyone
living in his forever home prior to adoption.
Come meet this handsome man today at
the Franklin County Shelter.
FYI: franklincountydogs.com
Aston Martin is a 3-
year-old long haired
tabby who was rescued
from the streets. He is a
sweet boy who would
love to find his forever
home. He is neutered,
microchipped, and vaccinated.
You can stop
by and meet him at the
Colony Cats cage-free
adoption center.
FYI: colonycats.org
Ivy Rose is a shy 6-
year-old girl who is
looking for someone
with a quiet home and
the patience to give her
the time she needs to
adjust. Ivy is not a lap
cat but can be affectionate
and likes to be
near you. She gets
along with other cats
and could potentially
be okay with older children
who would understand her shyness. Ivy
Rose needs a home of her very own to flourish
in, to love a family to her full potential.
Adopt her from Friends for Life Animal Haven.
FYI: fflah.org
Adopt a furry friend today!
The Franklin County Dog Shelter and
Adoption Center offers individuals in
Franklin County the opportunity to foster
shelter dogs while they are still available
for direct adoption. While fostering a dog,
it is possible to learn more about how that
dog will act in a home setting, increase the
dog’s network of potential adopters, and
give them time out of the shelter to decompress.
Many dogs enter the shelter as stray
dogs, so virtually nothing is known about
them. Foster homes provide the opportunity
to learn important details about dogs in
the shelter’s care.
“Fostering is an important and rewarding
experience,” said Kaye Persinger,
director of the Franklin County Dog
Shelter. “We don’t know the history of so
many dogs in our care, and foster families
can help fill-in the blanks, letting us know
how these dogs will behave around people,
children, other dogs and pets, and how
they generally exist in a home setting.”
Thee dogs also become Instagram and
Facebook stars, and the shelter can learn
information that will help find the dog
their perfect forever home.
“The shelter has been working on our
foster program for months and we are
excited to welcome interested parties to
join with us in support of the dogs in our
care,” said Persinger.
SWACO’s Marsh retires
Groveport Garden Club
The Groveport Garden Club meets the
first Tuesday each month (unless otherwise
announced) at Groveport Zion
Lutheran Church, 6014 Groveport Road.
Call Marylee Bendig at (614) 218-1097.
After serving more than eight years as
executive director for the Solid Waste
Authority of Central Ohio (SWACO), Ty
Marsh retired on March 31.
Hired by the SWACO Board of Trustees
in December 2013, Marsh has overseen significant
and strategic change at SWACO
and in the Solid Waste District which now
boasts a recycling rate of 51 percent — far
exceeding the national average — and a
highly efficient municipal solid waste landfill
with more than 40 years of capacity
remaining to serve the public.
“It has been a great honor to be part of
SWACO’s transformation from an organization
solely focused on landfill operations
to one that is leading the conversation and
efforts around community sustainability,”
Marsh said. “With a strong foundation and
clear plan for progress in place, I am excited
to see how SWACO can seize the opportunities
before our community in the years
ahead.”
“Director Marsh has accomplished much
in his tenure with SWACO, setting a clear
strategic direction for the future of solid
waste disposal, recycling, waste reduction
and diversion for our community,” said
Susan Tilgner, chair of the SWACO board.
“His retirement is well deserved, but he
will be missed.”
Every year in Franklin County, over a
million tons of material arrives at the landfill
and the vast majority (76 percent) could
have been diverted. With consumer desire
for more sustainable goods at record levels,
these materials are in high demand by
local businesses, hundreds of which call
central Ohio home.
“With the right infrastructure and leadership
in place, our future can become
about seizing opportunities that set our
community apart both environmentally
and economically, while creating a competitive
advantage for attracting workforce
and investment, and fueling the marketing
of our region,” said Marsh.
In the first quarter of 2022, SWACO
plans to invite proposals from qualified
vendors to construct and operate recovery
facilities for recyclables and organics. In
addition, SWACO and partners will move
closer to the opening of the largest solar
array on a closed landfill site in the United
States. Work will also continue on the
Green Economy Business Park, which will
bring together the sustainable materials
management supply chain to create thousands
of jobs and millions of revenues and
investment in the region.
The SWACO board will conduct an open
search for its next executive director and
hired Ohio-based Strategic HR and Direct
Effect Solutions to recruit potential candidates.
The board is focused on finding the
best candidate for the position.
