Councilman proposes<br />

amending rezoning of<br />

Schacht property<br />

Legislation proposed by a <strong>Canal</strong> <strong>Winchester</strong><br />

City Councilman Patrick Shea could<br />

breathe life into a rezoning of property<br />

owned by the Schacht family, with a twoprong<br />

approach and sidestepping a referendum<br />

on the fall ballot.<br />

Shea’s proposed ordinance to repeal the<br />

original rezoning–which garnered over 600<br />

signatures earlier this year in opposition on<br />

a ballot petition organized by <strong>Canal</strong> <strong>Winchester</strong><br />

for Smart Growth that stopped the<br />

original legislation in its tracks–was up for<br />

consideration on the April 18 council work<br />

session agenda.<br />

The new ordinance would amend the<br />

city’s zoning for the same acreage in the<br />

same location at Bixby and Rager roads<br />

owned by the same people–Teresa and<br />

Dale Schacht, Norma Jean Schacht Trust–<br />

from Exceptional Use to Planned Industrial<br />

District and declare an emergency.<br />

“This ordinance was prepared as directed<br />

by Councilman Shea,” said Development Director<br />

Lucas Haire. “The plan associated<br />

with this is the plan presented to council.”<br />

City Law Director Jesse Shamp said the<br />

change in zoning to Planned Industrial District<br />

would essentially moot the referendum<br />

and emergency legislation is not subject to<br />

a referendum.<br />

Up for a second reading on the regular<br />

council agenda was the detachment of the<br />

Schacht property from the city in order to<br />

proceed with the development with another<br />

entity, most likely Columbus. The detachment<br />

would also render the referendum<br />

moot.<br />

Before moving to table ordinance 22-016<br />

until the next council meeting, Shea said, “I<br />

Schools support keeping<br />

Shacht property in the<br />

city and school district<br />

Fearing a potential loss of revenue if land<br />

owned by the Schacht family is detached<br />

from the city of <strong>Canal</strong> <strong>Winchester</strong> and then<br />

annexed into Columbus, the <strong>Canal</strong> <strong>Winchester</strong><br />

Board of Education passed a resolution<br />

urging <strong>Canal</strong> <strong>Winchester</strong> City Council to<br />

take action to prevent the detachment.<br />

According to a Win-Win agreement in<br />

1992, territory located within the <strong>Canal</strong><br />

<strong>Winchester</strong> Local School District annexed<br />

by Columbus is transferred out of the local<br />

district and into Columbus City Schools.<br />

City council previously passed a pre-annexation,<br />

annexation agreement, and rezoning<br />

for land owned by the Schacht family<br />

at Bixby and Rager roads. However, a citizen-led<br />

referendum garnered enough signatures<br />

to place the proposed Northpoint<br />

warehouse development for the site on hold<br />

until after the November general election.<br />

Under the terms of the pre-annexation<br />

agreement between the city and the property<br />

owners, the referendum filing is a condition<br />

that permits the Schachts to request<br />

detachment of the property from the city,<br />

which returns it return it to the Madison<br />

Township, and then file with a different entity,<br />

which is most likely Columbus.<br />

During the April 19 school board meeting,<br />

Superintendent James Sotlar said<br />

<strong>Canal</strong> <strong>Winchester</strong> Schools has no authority<br />

when it comes to growth in making decisions<br />

in the community. However, when a<br />

property is detached, he said there is a responsibility<br />

to protect a revenue source.<br />

“This is protecting our school property<br />

and making sure it’s not given to another<br />

school district where we could lose substantial<br />

tax revenue,” Sotlar said.<br />

Eastland Career Center BPA students celebrate national qualifying<br />

Students from the Eastland Career Center chapter of<br />

Business Professionals of America had success in their<br />

recent state competitions, held on March 10.<br />

Nine students across a variety of programs have qualified<br />

for the BPA national competition while a total of 24<br />

top 10 finishes were recorded as part of the annual statewide<br />

conference.<br />

Five individuals and a four-person team of students will<br />

represent the Eastland Career Center BPA chapter at the<br />

national convention in Austin, Texas, which is slated for<br />

<strong>May</strong> 4-8. A tandem of students from the Programming &<br />

Software Development program will compete for Best in<br />

Show after creating a playable video game of original content<br />

using a variety of skills including writing scripts and<br />

application code, database management, media creation,<br />

and product testing. The group includes seniors Montez<br />

Boyd Starks (Groveport Madison), Dylan Burton (Teays<br />

Valley), Diego Mendoza (Groveport Madison), and Dylan<br />

Miller (Groveport Madison).<br />

Management satellite program had a good showing at<br />

the <strong>2022</strong> DECA Ohio Career Development Conference,<br />

held at the Hyatt Regency Columbus.<br />

Six students finished first place in the state in their<br />

respective events, while a total of 14 qualified to compete<br />

at the DECA International Conference in late<br />

April.<br />

Juniors Selin Boztepe (Groveport Madison) and<br />

Kevin Inguil (Whitehall Yearling) both earned state<br />

titles in the Entrepreneurship and Principles of<br />

Finance competitions, respectively. Price Cooper (Sr.,<br />

Groveport Madison) and Dillon Randleman (Sr.,<br />

Groveport Madison) partnered to take home first place<br />

in the Travel and Tourism event, while Noah Trapasso<br />

(Sr., Groveport Madison) and Cohen Hartner (Sr.,<br />

Groveport Madison) took home gold in the<br />

Entrepreneur Team competition.<br />

The trio of Dillon Comer (Sr., Groveport Madison),<br />

Natalie England (Sr., Groveport Madison), and<br />

Lindsey Jones (Sr., Groveport Madison) teamed up to<br />

deliver a presentation on the operation of The Cruiser<br />

Shop, a brick and mortar spirit store located inside<br />

Groveport Madison High School, which also has an<br />

online presence.<br />

Their presentation qualified the team for the DECA<br />

national competition.<br />

The DECA International Career Development<br />

Competition, where the national competition will take<br />

place, will be held April 23-26 in Atlanta, Ga.<br />

German Village Garten Club to host plant sale<br />

The German Village Garten Club will host an<br />

online plant sale at<br />

Online shoppers can enjoy shopping for annuals,<br />

great resource for your garden or Mother’s Day gifts.<br />

All proceeds benefit community beautification in historic<br />

German Village. The German Village Garten<br />

Club maintains the planters that line Third Street and<br />

Frank Fetch Park, which has been named Columbus’<br />

best “pocket park.”<br />

The sale includes popular annuals, vegetables, and<br />

herbs as well as some new and interesting options.<br />

Plant quantities are limited. The order deadline is<br />

Customers will be contacted via email, phone or text<br />

to set up a pickup time window. This is being done to<br />

limit the number of people on site at one time and to<br />

avoid traffic congestion. A Garten Club volunteer will<br />

load customers’ cars so there will be no need to get out<br />

of vehicles.<br />

RISE program<br />

The Franklin County commissioners<br />

announced a new investment in families<br />

and local child care providers called<br />

Franklin County RISE.<br />

The partnership with Action For<br />

Children will invest nearly $23 million<br />

over two years to support Franklin County<br />

families who are struggling to pay for child<br />

care as well as child care providers and<br />

staff. This is the most significant investment<br />

ever in the local early childhood<br />

learning system, and builds on earlier<br />

funding from the city of Columbus. The<br />

funding comes from the American Rescue<br />

Plan and is intended to help families who<br />

are facing the “benefits cliff” in which they<br />

make too much to qualify for Publicly<br />

Funded Child Care (PFCC) but too little to<br />

actually afford child care, as well as the<br />

early learning centers and teachers on<br />

which they rely.<br />

“As we reimagine what our child care<br />

system is going to look like coming out of<br />

the pandemic, some have tried to frame it<br />

as a choice between increasing affordability<br />

or improving quality,” Franklin County<br />

Commissioner Erica Crawley said. “As a<br />

single mom of twins, I can tell you parents<br />

don’t see it as an either/or proposition - and<br />

neither does Franklin County. Early care<br />

and education is an educational, workforce,<br />

and economic issue and must be top priority<br />

requiring our investment now.”<br />

Nearly one in six of the child care centers<br />

in central Ohio that closed during the<br />

COVID-19 pandemic has not reopened,<br />

and half of those remaining report that<br />

they are not able to cover their expenses.<br />

Families rely on child care to help prepare<br />

children for school and so that the parents<br />

can work, but high-quality care can cost<br />

more than college in Franklin County, and<br />

parents who make as little as $25,000 per<br />

year don’t qualify for assistance. Franklin<br />

County RISE will help alleviate these<br />

struggles in three ways: early learning<br />

scholarships, incentive payments for child<br />

care programs, and financial supports for<br />

child care workers.<br />

“Providing high-quality child care and<br />

running a business are both challenges even<br />

in the best of times,” said Commissioner<br />

John O’Grady. “Our new Franklin County<br />

RISE funding for both child care centers and<br />

their staff will help to keep them afloat,<br />

incentivize quality, and ensure that great<br />

teachers don’t have to abandon their passion<br />

for jobs in other fields.”<br />

Franklin County RISE includes $11.4<br />

million in scholarships for families facing<br />

the benefits cliff, and 500 students are<br />

expected to be eligible for up to $10,000 per<br />

year in scholarships.<br />

The support to providers totals more<br />

than $11.3 million in four funding areas: as<br />

many as 750 providers are expected to<br />

receive up to $3,000 per year for taking on<br />

low-income families, up to $10,000 for<br />

improving their state ratings, and up to<br />

$5,000 per year for expanding to non-traditional<br />

hours. In addition, $500,000 of the<br />

RISE funding is dedicated to emergency<br />

rental assistance for child care workers.<br />

These teachers are predominantly women<br />

and people of color and chronically underpaid,<br />

with an average wage for credentialed<br />

lead teachers averaging just $12.22<br />

per hour–about 41 percent of the median<br />

income for Franklin County. RISE teacher<br />

supports will offer an average of $3,000 in<br />

rental assistance payments per household.<br />

“What a cruel irony for parents to be<br />

told that even though their job doesn’t pay<br />

enough to afford child care, it makes them<br />

ineligible for child care assistance,” said<br />

Commissioner Kevin Boyce. “The benefits<br />

cliff is the result of federal policy that simply<br />

hasn’t kept up with the cost of child<br />

care. If we realistically want people in the<br />

workforce and moving up the economic ladder,<br />

we have to find ways to make child<br />

care affordable.”<br />

Action for Children is a child care<br />

resource and referral agency for both families<br />

and providers in central Ohio, offering<br />

parent education and seminars, training<br />

and technical assistance for teachers and<br />

providers, as well as advocacy and workforce<br />

development. Action for Children is already<br />

administering some child care scholarships<br />

and signing bonuses funded by the city of<br />

Columbus which will be rolled into the<br />

Franklin County RISE initiatives. Action for<br />

Children will administer Franklin County<br />

RISE, serving as the point of contact for<br />

families and early learning centers, determining<br />

program eligibility, and administering<br />

the scholarships and grants.<br />

Levy estimator<br />

With the <strong>May</strong> primary approaching,<br />

Franklin County Auditor Michael<br />

Stinziano is reminding voters that the<br />

updated Levy Estimator is available to<br />

help residents understand how levies and<br />

bond issues on the ballot will affect their<br />

property taxes.<br />

Levies and bond issues are on the ballot<br />

in several jurisdictions across the county,<br />

including: Upper Arlington, Grandview<br />

Heights, Whitehall, Jefferson Township,<br />

Franklin Township and Mifflin Township.<br />

After selecting your home’s location or<br />

entering a parcel number, the estimator<br />

will show both your current and estimated<br />

taxes if a levy or bond issue in your jurisdiction<br />

and I encourage every qualified voter to get<br />

out and vote and make sure your voice is<br />

heard,” Stinziano said.<br />

Early and absentee voting began April 5<br />

and will run through <strong>May</strong> 2. As a<br />

reminder, mail-in absentee ballots must be<br />

postmarked by <strong>May</strong> 2, or dropped off at the<br />

Board of Elections office at 1700 Morse<br />

Road by 7:30 p.m. on <strong>May</strong> 3, primary election<br />

day.<br />

Election day is <strong>May</strong> 3, and polls across<br />

the county will be open from 6:30 a.m. until<br />

“e Unbearable Weight of Massive Talent” is a gem<br />

Once upon a time, Nicolas Cage was known as a great<br />

actor who chose great projects. OK, that sentence might be<br />

a bit of a stretch, but you have to admit he has always had<br />

an undeniable presence that makes him magnetic to watch<br />

on the silver screen.<br />

For the last decade, the majority of films he has starred in<br />

have gone straight to video, seen only by the masses in meme<br />

form on the internet. His latest venture, however, is quite<br />

possibly the best thing he has done in years with the best performance<br />

he has given in years. While his eccentricities are<br />

still on display within this project, it manages to work in harmony<br />

with his acting quirks and not against them.<br />

In “The Unbearable Weight of Massive Talent,” Cage<br />

stars as Nic Cage, a fictionalized version of himself who is<br />

also an actor whose career has been on a downward spiral.<br />

Though he tries so hard to impress potential directors — he<br />

gives a debasing and cringe-worthy audition at the beginning<br />

of the film — no one is willing to give him a chance. To<br />

make matters worse, his relationship with his teenage<br />

daughter Addy (Lily Mo Sheen) is strained because of his<br />

tendency to make everything about himself and he is<br />

struggling financially, swimming in massive debt. “I<br />

thought the hotel liked having me stay there?” Nic says to<br />

his agent when he learns they sent him a bill of $600,000.<br />

With his financial woes increasing and zero job opportunities<br />

on the horizon, Nic agrees to appear at the birthday<br />

party of billionaire Javi Gutierrez (Pedro Pascal) in<br />

Mallorca, Spain for $1 million. While initially dreading the<br />

prospect of putting on “Movie Star” airs for a crowd, Nic<br />

finds Javi to be a downright enjoyable companion and the<br />

two quickly bond over the current state of cinema.<br />

Feeling as if he knows Javi’s heart — “I am an actor<br />

whose job it is to see inside of people,” he says — Nic is<br />

shocked to learn that CIA agents believe he is an international<br />

arms dealer who is the prime suspect in the abduction<br />

of a local politician’s child. Because the agents are not<br />

able to access the heavily fortified property, they enlist Nic<br />

to engage in some light spycraft to take him down.<br />

Naturally, things take a turn.<br />

The premise of this film — a movie starring Nicolas Cage<br />

playing a fictionalized version of himself — is absurd enough<br />

to begin with, but things really go beyond when the agents<br />

rope his character into doing their job for them. In one<br />

scene, Nic accidentally self-administers a sleeping agent<br />

and has to worm crawl his way to the antidote. In another,<br />

Javi takes Nic to a secret tribute room where he appears to<br />

threaten his life with the two gold titanium nitride-plated<br />

guns used in “Face/Off.” In almost every other scenario, this<br />

movie would likely be a complete and incoherent mess but it<br />

magically works on almost every level.<br />

While the direction from Tom Gormican (who co-wrote<br />

the screenplay with Kevin Etten) helps provide an assist<br />

MTPD seeking grants<br />

Grants replenishing equipment worn by<br />

Madison Township Police officers, and coupled<br />

with potential new officer staffing,<br />

could help the township protect its own and<br />

have more officers out patrolling the<br />

streets.<br />

Madison Township Police Chief Gary<br />

York asked the township trustees on April<br />

21 for permission to apply for a trio of<br />

grants, two of which the department has<br />

received in the past.<br />

“The first is for body armor through the<br />

state of Ohio,” York said. “It’s an annual<br />

grant and covers 75 percent of the cost for<br />

each vest, which has a life span of five<br />

years. We were awarded that last year and<br />

have always taken advantage of that.”<br />

While the township pays for the five<br />

vests up front, which cost $1,071 per vest,<br />

the grant application is for a reimbursement<br />

of $3,861.<br />

The second grant–an Ohio Criminal<br />

Justice Service Grant–is for $146,234 to<br />

pay for law enforcement staffing, recruitment,<br />

hiring and retention.<br />

Last year the police department<br />

received an OCJS grant that helped pay for<br />

computer equipment.<br />

The township is also applying for a U.S.<br />

Department of Justice Community<br />

Oriented Policing Services grant, a 75 percent<br />

matching grant, which covers up to<br />

$125,000 per year for salaries and benefits<br />

for a law enforcement officer for three<br />

years.<br />

“Hopefully, by getting out early, we’ll be<br />

awarded this grant,” said York.<br />

Department Superintendent Dave Watkins<br />

said he is working with Groveport Madison<br />

Schools to create a traffic calming pilot program<br />

near Dunloe Elementary School by<br />

realigning a crosswalk.<br />

“Hopefully, work will be completed by<br />

the start of school,” Watkins said.<br />

•The trustees approved the hiring of a<br />

police officer effective <strong>May</strong> 2, contingent<br />

upon successful completion of all required<br />

testing and evaluations.<br />

•The Groveport Recreation Department<br />

is planning a charity slow pitch softball<br />

game between the Groveport Police,<br />

Madison Township Police, and the Madison<br />

Township Fire Department tentatively to<br />

be played on June 4 in Groveport Park,<br />

7370 Groveport Road.<br />

Spectators will be asked to bring a nonperishable<br />

food item for the Groveport<br />

My leafy friend<br />

On a hot, humid summer day in 1985<br />

my dad handed me a small, frail maple<br />

tree seedling.<br />

The seedling had been growing beside<br />

the foundation of his house in a bad spot so<br />

he gently pulled it out of the ground to preserve<br />

its fragile roots.<br />

The skinny seedling was about a foot<br />

high and only had three leaves, but it<br />

looked green and healthy.<br />

I had recently bought and moved into<br />

my own house that summer. I took the<br />

seedling and planted it in a corner of my<br />

backyard to see what would happen. I felt<br />

it had a will to live and thrive.<br />

It did because what happened was that<br />

37 years later, the little seedling grew to a<br />

height of almost 40 feet with a broad,<br />

shady leaf canopy. The seedling’s once thin<br />

stem grew into a sturdy, thick tree trunk.<br />

This maple tree has brought me joy<br />

through every season over these nearly<br />

four decades. Birds nest and sing in the<br />

tree. Squirrels romp in its branches.<br />

In spring, the tree’s leaf buds pop out in<br />

a shade of light green.<br />

By summer those leaves are a deep<br />

green and the shade they cast cools the<br />

yard when the summer sun bears down.<br />

The wind rustling its leaves is a welcome<br />

sound.<br />

As autumn arrives the tree’s leaves<br />

transform into a brilliant golden hue.<br />

The tree’s handsome brown/gray limbs<br />

and trunk become visible in winter when<br />

the leaves abandon it when the cold sets in.<br />

The tree looks beautiful in every season,<br />

but it is in winter when one gets a sense of<br />

its true strength.<br />

This maple tree and I were young<br />

together when I planted it in the yard. I<br />

nurtured it and its presence nurtured me.<br />

Reports of unidentified flying objects are<br />

increasing across the globe.<br />

On June 25, 2021, the Pentagon<br />

released a report to Congress on sightings<br />

by the U.S. Navy of unidentified aerial phenomena<br />

and a more extensive accounting is<br />

expected to be made public in the near<br />

future.<br />

Author Linda Haley, of Columbus, has<br />

released her book, “Arrival of the Light<br />

Beings: How to Prepare for the Shift and<br />

Contact with Extraterrestrials,” providing<br />

context to these reports and shedding light<br />

on the objectives of extraterrestrials and<br />

multidimensional beings. In her book,<br />

Haley offers an educational experience<br />

enlightening readers on the reality of life<br />

beyond Earth which was inspired by the<br />

author’s real-life experiences. Written in<br />

the style of narrative fiction, the book is an<br />

autobiography of Haley’s awakening and<br />

acceptance of her role in the planet’s evolution.<br />

I first noticed signs of struggle in the<br />

tree last spring when some of its branches<br />

on its west and north sides failed to leaf<br />

out. As summer rolled around I saw more<br />

barren branches appearing up through the<br />

center of the tree. By fall, only the south<br />

side of the tree, and a smattering of other<br />

areas, had maintained a healthy set of<br />

leaves. So few golden leaves fell from the<br />

tree last autumn that I did not need to<br />

rake them up.<br />

This spring the familiar light green leaf<br />

buds popped out on some branches of my<br />

pal the maple tree.<br />

But they are sparse. It is heartening to<br />

see that my maple tree strives to live.<br />

But it saddens me to know that my long<br />

time leafy friend’s days may be numbered.<br />

The circle of life affects all living things.<br />

A new scoreboard for Mike Locke Stadium,<br />

two for the main gymnasium, and one<br />

at a ball field at <strong>Canal</strong> <strong>Winchester</strong> High<br />

School will provide much more than athletic<br />

statistics–they also afford the district a<br />

revenue source and an opportunity for a<br />

new student curriculum.<br />

<strong>Canal</strong> <strong>Winchester</strong> High School Athletic<br />

Director Pat Durbin said the old stadium<br />

scoreboard dates back to the time when the<br />

artificial turf and track were first installed.<br />

“It’s extremely dated and we wanted a<br />

fresh look,” said Durbin. “The new scoreboards<br />

will also create a revenue source for<br />

the athletic office. For example, uniforms<br />

are always a concern and there is a fine line<br />

when purchasing them, which we try to<br />

stretch out and replace after three to six<br />

years. I’ve got to be a good steward of the<br />

funds we receive.”<br />

Uniforms are not the only cost Durbin<br />

considers when budgeting for the athletic<br />

department.<br />

There are various sports for boys and<br />

girls, supplies, equipment, official’s contracts<br />

and the list goes on.<br />

The new electronic scoreboards have<br />

space for eight static ads and unlimited digital<br />

space. Scoreboards at the baseball and<br />

softball fields have space for four static ads.<br />

“The opportunities for digital ads are<br />

endless,” said Durbin, who said he is in contact<br />

with potential local advertisers. “I’m focused<br />

right now on businesses that have<br />

supported the athletic office in the past.<br />

We’re giving them the first option to purchase<br />

space and there are different packages.”<br />

The cost of the scoreboards is approximately<br />

$200,000. Sponsorship packages<br />

range from $3,000 per year to $10,000 per<br />

year for a five year commitment (per year).<br />

According to Durbin, the lifespan of the<br />

scoreboards is 15 to 20 years.<br />

He worked with district administrators<br />

to create a financing package for all of the<br />

scoreboards.<br />

“There’s got to be a return on our investment,”<br />

said Durbin, who said the new<br />

boards should be installed by Aug. 1.<br />

The return is not only monetary through<br />

sponsorships, but also an educational return<br />

in creating a curriculum to go along<br />

with the operation of the boards, which<br />

Durbin hopes to have up and running in<br />

time for the upcoming school year.<br />

“I want to get our students involved with<br />

the boards and announcing,” said Durbin.<br />

“It gets harder and harder to get volunteers<br />

and if our students can earn credit while<br />

working for the athletic department, it can<br />

lead to careers beyond high school.”<br />

In 2021, Hamilton Township Schools created<br />

a credentialed Media Design, Marketing,<br />

and Sales pathway to graduation under<br />

a similar situation when they installed a<br />

$484,000 Daktronics board in their high<br />

school stadium. Hamilton Township Schools<br />

Treasurer Adam Collier expected sponsorships<br />

to bring in $90,000 to $100,000 a year.<br />

“I am very excited for the future of our<br />

student athletes and our athletic program,”<br />

said Durbin.<br />

taking away rights. We’re in a very tricky<br />

situation. Our city loses the opportunity to<br />

block Columbus out.”<br />

In written comments submitted to council<br />

before the meeting, CW for Smart<br />

Growth organizer Angie Halstead wrote,<br />

“I’d like to address the end of the last council<br />

meeting where an apparent plan to kill<br />

democracy pursued between (city council<br />

members) Mr. Clark and Mr. Shea…Democracy<br />

is defined as government by the people,<br />

especially rule of the majority. We followed<br />

a democratic process - one that is in place<br />

for a reason. We gathered 635 signatures in<br />

18 days in the middle of an ice storm and<br />

the coldest month of the year…The people<br />

of <strong>Canal</strong> <strong>Winchester</strong> deserve a say in what<br />

we want - this is called democracy. No one<br />

knows what will happen, yet the rhetoric of<br />

Columbus will take this land continues.<br />

This behavior is beyond words. The actions<br />

of some council never cease to amaze. Disappointed<br />

is an understatement.”<br />

During the regular council meeting,<br />

<strong>Canal</strong> <strong>Winchester</strong> Schools Treasurer Nick<br />

Roberts said if the Schacht property is detached<br />

from the city, it opens up the door for<br />

Columbus to annex it, with revenue going<br />

to the capitol city and not <strong>Canal</strong> <strong>Winchester</strong>.<br />

“I know it’s speculative, but I think they<br />

will do that,” said Roberts. “They have no<br />

reason not to. We support the city council to<br />

take any action necessary to prevent the detachment<br />

of the property located at Bixby<br />

and Rager Roads.”<br />

<strong>Canal</strong> <strong>Winchester</strong> Schools Superintendent<br />

James Sotlar said the land is not only<br />

important to the school district, but also to<br />

the community for future growth and development.<br />

He said it is important to look at all<br />

of the facts from all sides.<br />

Labor Day Festival finances<br />

Labor Day Committee Chairperson Carolyn<br />

Ebert discussed the financial situation<br />

facing the <strong>2022</strong> celebration and asked for<br />

additional financial support from the city.<br />

The cost to put on the annual three-day<br />

festival is approximately $79,000 and includes<br />

stage entertainment, parade bands,<br />

electricity, etc.<br />

However, part of a carryover from the<br />

last in-person festival was used in 2021 to<br />

stage the Hometown Day celebration and<br />

the committee is having difficulty finding<br />

sponsors–even those who previously participated<br />

in the Labor Day Festival, which<br />

celebrates its 100th anniversary this year.<br />

“A lot of these things people don’t think<br />

about,” said Ebert. “It takes quite a bit to<br />

put this thing on. We normally start our balance<br />

at $45,000. Hometown Day ate up a lot<br />

of that carryover. We spent close to $30,000<br />

on Hometown.”<br />

While no decision was made during the<br />

council meeting, members voiced their support<br />

of the Labor Day Festival. <strong>Canal</strong> <strong>Winchester</strong><br />

Finance Director Amanda Jackson<br />

reported, as of the end of March, there was<br />

$225,000 in the city’s Bed Tax Fund.<br />

“I’m fully supportive,” said Councilman<br />

Mike Walker. “The money is there.”<br />

Council Vice President Bob Clark suggested,<br />

“Let’s start with $30,000 and get<br />

things rolling.”

Board President Kevin Butler said he respects<br />

the city and their zoning and did not<br />

want to step on their decision, but for the school<br />

district, the board has to look at the situation<br />

from a holistic perspective.<br />

“We have not had to go out for new taxpayer<br />

money and that’s really important to us,” said<br />

Butler. “We’re fiscal stewards. For us, it’s really<br />

important that we protect our property and our<br />

tax revenue. I’d really hate to see our land annexed<br />

to Columbus and we lose our control.”<br />

Board member Vangela Barnes was not<br />

happy that the school board was getting involved<br />

in the issue, but at the same time agreed<br />

school board and taxpayer interests need to be<br />

protected. She said she had mixed feelings<br />

about the resolution.<br />

“People should have the right to vote for or<br />

against something,” said Barnes in referring to<br />

the referendum. “They’ve gone through the<br />

process. At the same time, we have the right to<br />

protect taxpayers and the revenues our schools<br />

need or acquire.”<br />

Board member Monika Talley said she was<br />

in support of the property resolution because<br />

she believes it is in the best interests of the<br />

school district to support any and all measures<br />

to retain the property in order to prevent the<br />

future loss of school revenue.<br />

The board resolution passed 5-0.<br />

Mental health issues<br />

Sotlar reported on district initiatives to support<br />

the mental health of staff, students, and<br />

their families. He said many are struggling to<br />

navigate changes over the last two years as evidenced<br />

by learning disruptions and significant<br />

mental and behavioral challenges due to myriad<br />

factors.<br />

“Sadly, over the last several months, tragic<br />

incidents have occurred that are impacting our<br />

schools and our community,” said Sotlar. “As<br />

educators and school officials, we know as parents<br />

you want the best for your children. We’re<br />

asking for help from our parents if they see<br />

signs of their kids struggling to contact the<br />

school. If we see something, that’s our key to<br />

contact someone, whether it’s the school nurse<br />

or school counselor or a mental health provider<br />

you go to or other health professional.”<br />

In the upcoming school year, the district’s<br />

goal is to add several mental health related positions<br />

to the <strong>Canal</strong> <strong>Winchester</strong> school district<br />

staff at all levels.<br />

“To strengthen our mental health team and<br />

to provide additional support for our students<br />

and their families,” said Sotlar. “We’re going to<br />

have additional counselors at Indian Trail and<br />

the high school. Hopefully add a Nationwide<br />

Children’s Health clinical counselor. This<br />

would put one in each building and hopefully<br />

add a clinical counseling intern. Hopefully,<br />

overall, we’ll have one board-certified mental<br />

health specialist district-wide. We’re doing our<br />

best to try and bring people into our buildings.<br />

We know there is a lot of work to do. Empowering<br />

all of our students for success goes beyond<br />

the classroom.”<br />

Urban Forester Dick Miller, “Distributing<br />

new trees to private property owners<br />

in <strong>Canal</strong> <strong>Winchester</strong> benefits us all and<br />

is essential in growing the city’s green<br />

canopy. The majority of tree canopy coverage<br />

is on private property and riverine<br />

corridors in <strong>Canal</strong> <strong>Winchester</strong>. Anything<br />

your street tree advisory board<br />

and stormwater department can do to<br />

further the goal of planting more of the<br />

right tree in the right place is a plus for<br />

the city. Trees are the only part of the<br />

city’s infrastructure that will grow on<br />

their own and increase in value and<br />

function over time.”<br />

The giveaway is open to city of <strong>Canal</strong><br />

<strong>Winchester</strong> residents living within the<br />

city’s corporation limits only. Proof of residency<br />

will be required, such as a city<br />

water bill or driver’s license. During the<br />

giveaway, members of the Street Tree<br />

Advisory Board will be on hand to answer<br />

questions about residential selections.<br />

<strong>Canal</strong> <strong>Winchester</strong> City Council meetings<br />

p.m. prior to each city council meeting<br />

to discuss legislative items and other issues<br />

of the city prior to being included<br />

session of the month focuses on finance/economic<br />

development items and<br />

the second monthly work session focuses<br />

on service/safety items. While each work<br />

session includes specific areas of focus,<br />

other items may be brought before council<br />

Moses-Mouser Eye Care<br />

Dr. Joshua Morris is a board-certified Optometrist<br />

who grew up in Bellville, Ohio. He<br />

completed his undergraduate degree at the<br />

University of Akron, where he graduated<br />

magna cum laude with honors.<br />

Dr. Morris attended The Ohio State University<br />

College of Optometry and graduated cum laude with honors to receive<br />

his Doctor of Optometry Degree in <strong>May</strong> 2019. After completing his<br />

studies, he was awarded the “Primary Vision Care Clinical Excellence<br />

Award”, in 2019.<br />

Dr. Morris is a member of the American Optometric Association, the<br />

Ohio Optometric Association, and The Ohio State Alumni Association.<br />

He is excited to practice full scope optometry, diagnosing and treating<br />

a variety of ocular disorders and diseases in patients of all ages, but has<br />

a special interest in contact lenses and ocular disease.<br />

On a personal note, Dr. Morris and his wife Tess, enjoy spending time<br />

with their family, friends, and their Bernese Mountain dog Maverick,<br />

cheering on The Ohio State Buckeyes, trying new foods, and exploring<br />

get an eye exam?<br />

A: Someone with diabetes should see an eye care professional at least<br />

once a year for a comprehensive dilated eye exam.<br />

Q: How can diabetes affect my vision?<br />

A: Over time, diabetes damages small blood vessels throughout the body,<br />

including the retina. Diabetic retinopathy occurs when these tiny blood<br />

vessels leak blood and other fluids. This causes the retinal tissue to swell,<br />

resulting in cloudy or blurred vision. The condition usually affects both<br />

eyes. The longer a person has diabetes, the more likely they will develop<br />

diabetic retinopathy. If left untreated, diabetic retinopathy can cause<br />

Close to home, but not close to the ground<br />

Hamilton Township High School graduate Bill Schneider enjoyed having a job close to home in Obetz,<br />

but he didn’t spend much time close to the ground. Schneider is shown here in his bucket truck, that<br />

reaches 65 feet high, tackling the removal of about 100 feet of cottonwood tree that loomed over two<br />

houses. Schneider spent most of the day in the bucket selecting, tying off limbs, and cutting them in the<br />

particular spot so his Able Tree Service crew could lower them to the ground. The cottonwood was the<br />

second tree on the property to get removed from around a number of rooftops and power lines.<br />

Schneider said he has been doing this kind of work for 10 years.<br />

The Franklin County Dog Shelter and<br />

Adoption Center offers individuals in<br />

Franklin County the opportunity to foster<br />

shelter dogs while they are still available<br />

for direct adoption. While fostering a dog,<br />

it is possible to learn more about how that<br />

dog will act in a home setting, increase the<br />

dog’s network of potential adopters, and<br />

give them time out of the shelter to decompress.<br />

Many dogs enter the shelter as stray<br />

dogs, so virtually nothing is known about<br />

them. Foster homes provide the opportunity<br />

to learn important details about dogs in<br />

the shelter’s care.<br />

“Fostering is an important and rewarding<br />

experience,” said Kaye Persinger,<br />

director of the Franklin County Dog<br />

Shelter. “We don’t know the history of so<br />

many dogs in our care, and foster families<br />

can help fill-in the blanks, letting us know<br />

how these dogs will behave around people,<br />

children, other dogs and pets, and how<br />

they generally exist in a home setting.”<br />

Facebook stars, and the shelter can learn<br />

SWACO’s Marsh retires<br />

After serving more than eight years as<br />

executive director for the Solid Waste<br />

Authority of Central Ohio (SWACO), Ty<br />

Marsh retired on March 31.<br />

Hired by the SWACO Board of Trustees<br />

in December 2013, Marsh has overseen significant<br />

and strategic change at SWACO<br />

and in the Solid Waste District which now<br />

boasts a recycling rate of 51 percent — far<br />

exceeding the national average — and a<br />

highly efficient municipal solid waste landfill<br />

with more than 40 years of capacity<br />

remaining to serve the public.<br />

“It has been a great honor to be part of<br />

SWACO’s transformation from an organization<br />

solely focused on landfill operations<br />

to one that is leading the conversation and<br />

efforts around community sustainability,”<br />

Marsh said. “With a strong foundation and<br />

clear plan for progress in place, I am excited<br />

to see how SWACO can seize the opportunities<br />

before our community in the years<br />

ahead.”<br />

“Director Marsh has accomplished much<br />

in his tenure with SWACO, setting a clear<br />

strategic direction for the future of solid<br />

waste disposal, recycling, waste reduction<br />

and diversion for our community,” said<br />

Susan Tilgner, chair of the SWACO board.<br />

“His retirement is well deserved, but he<br />

will be missed.”<br />

Every year in Franklin County, over a<br />

million tons of material arrives at the landfill<br />

and the vast majority (76 percent) could<br />

have been diverted. With consumer desire<br />

for more sustainable goods at record levels,<br />

these materials are in high demand by<br />

local businesses, hundreds of which call<br />

central Ohio home.<br />

“With the right infrastructure and leadership<br />

in place, our future can become<br />

about seizing opportunities that set our<br />

community apart both environmentally<br />

and economically, while creating a competitive<br />

advantage for attracting workforce<br />

and investment, and fueling the marketing<br />

of our region,” said Marsh.<br />

In the first quarter of <strong>2022</strong>, SWACO<br />

plans to invite proposals from qualified<br />

vendors to construct and operate recovery<br />

facilities for recyclables and organics. In<br />

addition, SWACO and partners will move<br />

closer to the opening of the largest solar<br />

array on a closed landfill site in the United<br />

States. Work will also continue on the<br />

Green Economy Business Park, which will<br />

bring together the sustainable materials<br />

management supply chain to create thousands<br />

of jobs and millions of revenues and<br />

investment in the region.<br />

The SWACO board will conduct an open<br />

search for its next executive director and<br />

hired Ohio-based Strategic HR and Direct<br />

Effect Solutions to recruit potential candidates.<br />

The board is focused on finding the<br />

best candidate for the position.<br />
