Welcome to the 51st Annual USA-Kansas
Conference! Again, it’s wonderful to be
together at the USA-Kansas Conference
with a traditional schedule. I hope you have
prepared yourself for learning, relaxing, and
rejuvenating. You choose the order, because
that is what these three days are about. I
encourage you to leave your frustrations, issues,
and concerns at the front door, and spend three
days focusing on yourself and taking care of
your own needs.
The last 27 months have been nothing short
of crazy and an unmistakably gut-wrenching
experience for everyone. At some point we
have to decide to stop the craziness and turn
the page. I’m hopeful our annual conference
and this summer can be the opportunity to
make that happen. For some of you attending,
this is your last conference as a full-time school
district employee. To you we say, “THANK
YOU for your leadership and dedication to
kids.” For others attending this event for the first
time or tenth time, we are happy you decided
to spend the week with your colleagues.
For my seven years in this position I have
stressed the importance of professional learning
opportunities in order to continue to grow
2
the capacity of leaders. Over the course of
this year, we have seen a record number of
administrators participating and taking full
advantage of learning opportunities. Yet, at the
same time, we continue to hear about the stress
and burnout school leaders are experiencing.
I truly believe there is a connection, but it’s not
what you might think or believe.
The leaders having the greatest emotional
struggles are those who feel stuck in their
buildings/districts, the individuals who don’t
feel they have time or permission to attend
workshops or meetings outside their district.
Your attendance today demonstrates an
understanding of the importance of getting
away from the daily grind, connecting with
peers, and going back to the job refueled and
ready.
As we move past this conference I’m
encouraging each and every one of us to make
sure we are caring for our colleagues. Make
sure they are healthy, encourage them to get
out and connect with others, and make sure
they are attending conferences, workshops, or
simple organizational meetings. Each of these
are a perfect opportunity for people to remain
connected and feel valued for the work they
do.
Have a wonderful conference, and I look
forward to connecting with you this week!
by the rise of quick services provided in the
private sector, it is more crucial than ever
to understand the experiences of students,
families, faculty, staff, and other stakeholders.
Understanding and acting on these experiences
will enable schools to increase enrollment,
improve educational outcomes, and provide the
most thriving learning environments possible.
This is achieved by infusing pragmatic, datainformed
thinking into day-to-day operations
and long-term administration planning.
However, this creates several challenges for
leaders, including determining how to 1) turn
stakeholder feedback into evidence-based
decision-making, 2) measure and improve
educational efficiency and optimize tax dollars,
and 3) address IT governance and data
security issues. K-12 schools need a technology
partner who can provide an out-of-the-box
solution that fully addresses these challenges
and empowers academic administrations to
drive meaningful improvements through better,
data-driven decisions. Qualtrics Experience
Can esports in schools improve chronic
absenteeism, student engagement, and mental
health? The answer is YES! Esports represents an
opportunity for students who are not involved
with traditional extracurriculars and sports
and are left with minimal options to make a
connection. In addition, scholastic gaming
represents an opportunity to leverage an area of
interest into legitimately supporting self-esteem,
self-efficacy, and life skills. In this session, you’ll
learn the evidence-based resources to help you
implement scholastic esports in your school.
Strategies to Create a Culture That
Will Make Your Teachers Want to
Stick With You For The Long Run
Time: 8:30 - 9:15 a.m.
Location: Osage 207
Presenter(s):
• Romain Bertand, Senior Manager
of Solution Design and Executive
Coach, BetterLesson
Staffing in our schools is a biggest challenge
than ever this school year and creating a culture
that makes teachers wanting to stick with us
for the long run should be a top priority right
now. This question can feel daunting, however,
there is plenty of evidence out there that 3
simple but powerful leadership strategies have
proven effective in supporting the retention and
recruitment of teachers. Come to this session to
learn more about these 3 levers and how you
could activate them more strategically in your
schools and districts.
Sensitivity in the Workplace
Location: Walnut 208
Presenter(s):
• Keith Reynolds, Director or Equity
and Diversity Training, Wichita
The presentation will help attendants create
cultural ID cards, delve into what is culture,
cultural proficiency, cultural sensitivity, and how
effectively can we relate to customers without
possessing sensitivity. Attendants will look at the
importance of belonging, inclusion, and how
to achieve sensitivity skills. Attendants will be
involved in a cultural continuum and perceptions
activities.
Purpose: Helping all students and staff in our
schools feel safe and connected by using a
student-led process!
Student- Led – Inspire students to “own their own
process” in getting this done!
Learning Targets
1. I can define the key components of studentled
leadership
2. I can explain the impact of implementing
student-led leadership on the school community
and overall school culture.

#USAKS22
3. I can determine what structures will need to be
in place within my school district to set us up for
success with student-led leadership
What makes this process different than what is
out there?
• Most programs are “Tell and Show you how
to...”
• The Uncommon process is “Empowering and
Allowing you to...”
USD 443 is leading this with teams from Dodge
City High School and each of three middle
schools have a team. They take concerns and
solutions back to their schools and are planning
on going into all nine elementary schools in the
district to make a difference.
HR Issues & District Leaders: Wait!
Educators go into education to teach. Building
and district level administrators move into
administration to lead those educators, but
somehow many areas of human resources
get thrown on their plate in the process. This is
inevitable, but join me as I break down complex
Why? Because we believe that high quality
instruction does not happen without teachers.
Our solutions provide support for continuous
learning that allows for flexible accommodative
instruction and learning while recognizing the
challenges of 21st century education. As we go
through the ups and downs of the pandemic, we
recognize that there has been a shift towards
technology. While we recognize this, we also
recognize that teachers have been given more
and more responsibilities to fulfill. That is why
Renaissance has built our solutions to provide
aligned assessment, practice, applications,
and data that supports teachers in the ultimate
outcome of accelerating learning for all students.
When you face a building-level challenge, the
effects are often felt by all. Sometimes obsolete
building systems and deteriorating facilities
wouldn’t it be nice if you could minimize your
Teacher Engagement and
Retention
Time: 9:30 - 10:15 a.m.
Location: Redbud 210 C
Presenter(s):
• Dr. Bret Church, Professor, Emporia
State University
• Dr. Luke Simmering
All of us know the current challenge we face
specific to teacher retention in Kansas. The Kansas
Teacher Retention Survey gathered insights from
nearly 20,000 teachers in Kansas regarding
their reasons for staying or possibly leaving our
profession. While the response to the survey was
amazing, we must leverage this data in ways that
will improve our ability to retain teachers. Through
our work on the Kansas Teacher Retention Initiative,
we have been able to go well beyond standard
graphs and charts and identify key strengths and
challenges that exist in our current system. This
session will provide attendees (Superintendents,
Principals, SPED Leaders, Human Resource
Leaders, and Teaching and Learning Leaders)
with information and recommendations for how
to utilize both the state data and specific district
data to improve the engagement and retention
of Kansas educators. The content of our session
will benefit all school and district leaders in
creating an environment that will attract and keep
quality professionals. Join us for discussion and
investigation of this important issue.
Location: Oak 206
Presenter(s):
• Dr. Donna Augustine-Shaw,
Associate Professor, Kansas State
University
• Dr. Rick Doll
This session will provide an interactive
experience for participants centered around the
coaching tenets of providing reflective feedback,
powerful questioning, and active listening.
As part of the mentor training for the Kansas
Educational Leadership Institute (KELI), mentors
participate in a practice lab that enables each
participant to practice selected coaching skills
with real-life scenarios identified by building
and district leaders serving as mentors in the
field. Session facilitators will model the coach/
client experience around a current leadership
issue followed by an opportunity for all session
participants to be a coach/client to practice one
of the coaching skills in a problem of practice
of their choice. This practice allows participants
to see the power of the practice lab in both,
practicing coaching skills in serving as a mentor,
54
and problem-solving around a relevant issue
facing leaders today. The practice lab provides
evidence of how mentoring can help new
leaders reflect and grow in their own skills and
build their individual leadership capacity. By
reflecting on decisions made in daily practice,
mentors and mentees grow in their professional
skills as effective leaders in their local school
districts.
Presenter(s):
• David Cunningham, Attorney,
Kansas Association of School Boards
No two students are exactly alike, so why would
schools approach student discipline from a “one
size fits all” perspective? This session will examine
the purpose of discipline, the due process rights
of students, and other important considerations,
like special education, through various scenarios
where you will decide what punishment fits the
crime – or more accurately, but maybe not as
catchy - what discipline is appropriate for the
violation of the student code of conduct.

School Finance & Budget Basics
for Kansas School Leaders
Time: 12:45 - 1:30 p.m.
Location: Cypress 209 A
Presenter(s):
• Kellan Adams, Superintendent,
Chanute USD 413
Each year, school boards across Kansas are
charged with overseeing approximately $3B
for Kansas school district budgets. These funds,
accounting for over half of the state’s General
Fund, are primarily raised through local taxation.
The expectations for efficient and effective uses
of these funds has never been more scrutinized
as these decisions are consistently subject to
the public view. Whether you are a new or
experienced board member, it is important to
understand the funds that have been entrusted
to your office by your stakeholders. This session
provides for an overview of both the finance and
budget structures for Kansas School Districts,
including (but not limited to):
a.) How funds are generated - mill rates, state
aid, etc.
b.) Basics of fund expenditures and how and
where funds are expended from
c.) An introduction to common terminology
d.) Common practices for districts on how to
properly manage the funds they have
Beyond Building SIT - Leveraging
collaborative leadership to
Location: Cypress 209 B
Presenter(s):
• Nichole Honeywell, Director of
Special Education, Atchison USD 490
What do you do when a student has exhausted
the resources of the building level Student
Intervention Team? How and when do you
determine that an alternative school placement
is the best fit? This presentation will detail
the process implemented by a new Special
Education Director to increase collaboration
between building administration, counselors,
truancy prevention officers, and district leadership
to ensure effective and timely interventions and
placement decisions are made for students at
the tier 3+ level - applicable to both general
and special education students. Identifying a
systemic problem, creating a process, identifying
resources, and following a cycle of continuous
reflection and feedback will be highlighted.
Leveraging personnel and resources, timely
family communication, and an appropriate chain
of command will also be a focus.
Mission: Create partnerships with young people,
business/industry, high schools and community
colleges in Kansas to match career opportunities,
student skills, and connections to help keep
people in the area.
1. Purpose:
a. Our purpose for the collaboration was
twofold.
b. The consortium’s first goal was to keep our
young people in SW Kansas or facilitate them in
returning to returning home if they leave.
c. This was to be accomplished by assisting them
in becoming job ready and exposing them to job
opportunities.
d. The second goal was to develop a workforce
based on the needs of our area industry.

#USAKS22
e. The intent of this partnership was to
collaborate with area business and industry to
perceive what our school districts could do to
provide support based on the needs of these
entities.
f. Teach and expect leadership, teamwork, and
accountability
2. Areas of Focus:
a. Developing soft skills and the ability to work
as a team.
b. Expose and identify career possibilities in SW
Kansas.
c. Connect and build relationships with both
young people and people in business and
industry.
d. Quality of life and financial opportunities
• Christy Pray
How can you unlock and utilize the superpowers
that each individual brings to the team, where
that is the adults in your school/district or the
students in the classrooms? Jobs for America’s
Graduates-Kansas partners with more than 40
school districts in Kansas.
Our successful outcomes, including a 97%
graduation rate with students facing barriers
to success (due to various risk factors) is built
around building and maintaining effective
relationships. JAG-K uses principles from the
”Ideal Team Player” and DISC starting in
the hiring practice. Strategies presented in
this session can help an organization build
a culture around being ”people smart” that
apply to the district office all the way to the
classroom. Participants will walk away with a
basic understanding of four behavior styles and
how to use the strengths and limitations of all
leadership and learning styles. Strategies will be
provided in the areas of leadership, teamwork,
communication, conflict management, stress
relief, and goal setting. These strategies and
67
mindset can re-engaging your team by honoring
others for who they are and what they bring
to the office or the classroom. Then you can
develop a culture where an understanding
and appreciation of different work styles leads
to greater effectiveness and one powerful
team. It starts with looking the in the mirror
and understanding yourself in order to value
those around you before you can improve
relationships and work/school culture. Unlock
that potential one person at a time with simple
strategies, while setting the norms for your
school/district culture. As a bonus, participants
will also leave with a Project-Based Learning
lesson plan ready to implement in the classroom.
