As many of you will be aware, I was a rugby coach for many years. One of my players<br />

surprised me one day with a saying that he used and he had it printed everywhere. On his<br />

phone lock screen, his mirror in the bathroom, his car steering wheel – literally everywhere.<br />

The saying has stuck with me and is a true driver for success.<br />

“Do today what others won’t so you can do tomorrow what others can’t”<br />

This was about training in sport, but more importantly it applied to mental strength and<br />

the ability to look ahead to what your needs will be in the future. Whilst we don’t have a<br />

crystal ball at the <strong>QHA</strong>, we can look ahead and there are issues that we will face in the<br />

very near future that we need to “train” for now.<br />

Undoubtedly, any of our members in the gaming, wagering or gambling space know<br />

the challenges faced by some of the largest operators in the country regarding the antimoney<br />

laundering/counter-terrorism requirements. Reports of downfalls in systems have<br />

been commonplace, and it is an issue that we as an industry must expect regulators to<br />

concerned with.<br />

Yes, hotels are far smaller in scale and to some members it may seem overly cautious.<br />

However, the <strong>QHA</strong> are reliably informed that hotels and clubs will be in the spotlight. So<br />

now is the time to do what others won’t.<br />

<strong>QHA</strong> will be working with every member that has gaming and wagering operations<br />

to ensure they are aware of their obligations over the next few months. Systems and<br />

processes you ensure are tightened up now could protect your business for a lifetime. It is<br />

that simple. Expect a contact soon from the <strong>QHA</strong>.<br />

Onto brighter days ahead - in <strong>June</strong> I look forward to seeing many of you at the Awards for<br />

Excellence. It is a terrific night to celebrate the good and great of our industry.<br />

More than 150 hoteliers, partners and industry<br />

supporters joined together at Mackay’s Ooralea<br />

Racecourse for the 2nd annual <strong>QHA</strong> and Tabcorp<br />

Regional Race Day.<br />

Kicking off with the Tabcorp Forum, attendees<br />

heard presentations from TAB, as well as Race Day<br />

Sponsors ILG and Sun Flux Solar. Attendees from<br />

Mackay’s Seabreeze Resort Hotel won 12 months<br />

free Sky Sports for their venue, just for attending<br />

the event, whilst Andrew Lee from BSV won The<br />

Streakers competition, taking home a $2,500 Radio<br />

TAB package. Matt Marquardt from The Sun Hotel in<br />

Townsville also fought off some tough competition to<br />

be crowned Racing Royalty, winning a TAB hospitality<br />

package at the Townsville Cup, thanks to his expert<br />

tipping.<br />

Guests enjoyed dining on fresh oysters courtesy<br />

of PFD Food Services and prawns, with thanks to<br />

Bidfood, whilst a huge variety of beverages were on<br />

TOWNSVILLE<br />

Townsville turned on the taps as the second Pubs, Pots & Profits<br />

event for the year threatened to be a wash-out with record-breaking<br />

rain affecting the region.<br />

The event proceeded and the crowd managed to stay dry inside<br />

the newly-renovated Seaview Hotel, enjoying presentations from<br />

Danny Nixon-Smith from DNS Specialist Services, Andrew Briese<br />

from Cooking the Books, and the Carlton & United Breweries<br />

team on minimizing draught beer wastage. Terry Morrow from the<br />

Landsborough Hotel and Suzanne Jacobi-Lee from the Eumundi<br />

Group attended as part of the Publican’s Panel, providing attendees<br />

an opportunity for Q&A and industry information-sharing. Linda<br />

from the Hermit Park Hotel won the Perfect Pour Competition,<br />

taking home a free keg for her venue, and ultimate bragging rights<br />

against her colleagues.<br />

The wet weather delayed the Politics in the Pub speaker, The<br />

Honourable Bob Katter MP from attending, however he was able to<br />

join the group later that evening at The Australian Hotel for dinner.<br />

Mr Katter, and the Katter United Party Candidate for Herbert,<br />

Clynton Hawks, engaged in a robust discussion with the group,<br />

giving members the opportunity to speak to Mr Katter in an informal<br />

capacity about industry concerns leading into the federal election.<br />

The next Pubs, Pots & Profits event is scheduled to take place in St<br />

George on 11 October.<br />

It’s been a quarter of a century since Keno<br />

arrived in Queensland on 1 July 1997, yet from<br />

humble beginnings, Keno’s unique networked<br />

numbers game has become a mainstay of<br />

Queensland’s hotels, enhancing the experience<br />

of customers across all generations.<br />

From little things big things grow, and nothing could be<br />

truer in describing Queensland Keno.<br />

Keno was a little known, bingo-style numbers<br />

game when it arrived in Queensland in the mid-<br />

1980s, and now resonates with many thousands of<br />

Queenslanders, contributing to the backbone of the<br />

state’s vibrant hotel industry.<br />

With roots dating back to China during the Han<br />

Dynasty some 3,000 years ago, Keno was first played<br />

in Queensland with the opening of Jupiters Casino<br />

on the Gold Coast in November 1985. It has since<br />

evolved to become one of the state’s most popular<br />

and innovative entertainments following its expansion<br />

from casinos to other venues from 23 <strong>June</strong> 1997.<br />

Today, the game is played statewide in 1,050 venues,<br />

including 705 hotels, plus four casinos, with an<br />

additional 70 sites offering it through their wagering<br />

terminals.<br />

The first hotels to offer the game were the Deception<br />

Bay Tavern and the Manly Hotel, going live with the<br />

first draws on 3 July and 8 July respectively. In the first<br />

year, more than 400 venues were connected.

MEGA WINS AND REWARDS<br />

The defining moment of Keno’s arrival in QLD hotels<br />

was on 13 August 2000, when the Bay Central Tavern<br />

gave away a 10-spot jackpot for the then-maximum of<br />

$2 million. Then, on 3 April 2004, Raceview Tavern in<br />

Ipswich made history with the state’s largest ever hotel<br />

win – a Classic 10-spot jackpot of more than $4.74<br />

million.<br />

There’s no debating the game has resounding<br />

customer appeal and significant commercial value for<br />

the state’s hotel industry. Since its launch, millions have<br />

enjoyed the fun and excitement of playing, hundreds<br />

of thousands have won cash prizes amounting to a<br />

staggering $6.3 billion, and venues have retained more<br />

than $805 million in commissions.<br />

Over the years, Keno has also grown in simpatico<br />

with the value of today’s currency and customer<br />

demand, and while the minimum 10-spot jackpot is<br />

still a remarkable $1 million cash prize, the introduction<br />

of the Mega Millions game on 12 March 2018 offers<br />

players an impressive base cash prize of $5 million.<br />

Incredibly, thanks to Mega Millions, on 10 August<br />

2018, Tabcorp’s Keno claimed the record for giving<br />

away the biggest Keno jackpot in world history – a<br />

massive cash prize of almost $7.9 million.<br />

Where the journey which began a quarter of a century<br />

ago will lead to in the next 25 years is as exhilarating<br />

THE WIDE-OPEN ROAD<br />

If there is anyone who has literally been on the journey<br />

with Keno, it’s Keno’s Sales Executive for North<br />

Queensland, Peter Johns, who is marking his own 25-<br />

year milestone with the game’s statewide launch.<br />

“I drive around 50,000 kms a year, so over 25 years<br />

I’ve clocked up more than 1.25 million kms across Far<br />

North Queensland,” Johns shares proudly.<br />

“My area starts at Airlie Beach, extends to Thursday<br />

Island and out to Mount Isa. My longest drive is to<br />

Mount Isa from my home in Cairns – a distance of<br />

roughly 1200km, with not much in between.<br />

“I have around 170 venues to look after. I’ve been told<br />

my area is 460,000 square kilometres in size or about<br />

double the size of the entire United Kingdom!”<br />

Peter began working with Jupiters in 1997 after it<br />

obtained the licence for the game, acting as Regional<br />

Manager for Far North Queensland.<br />

“Back then, my area covered from Rockhampton up<br />

to Thursday Island and west to Mount Isa. With such<br />

a large area, I was once told by Jupiters Head of<br />

Accounts that I was the most expensive person in the<br />

company,” Johns recollects with a laugh.<br />

Yet, for Johns, it’s not so much about the roads<br />

travelled but the people he’s met along the way.<br />

“Over the past 25 years, I’ve met a lot of interesting<br />

people and a lot of great people, and some have<br />

become good friends. I have seen their families grow<br />

up and lived the good times and the bad times with<br />

them.”<br />

RELATIONSHIPS MATTER<br />

Keno has been a valuable partner to the Central Hotel<br />

in Cloncurry, according to owner of 28 years, Lorene<br />

Chandler, who is proud to share that “Peter has been<br />

our Keno rep the entire time we’ve had Keno on board<br />

as a partner”.<br />

“Keno gives our customers another avenue of fun<br />

when they come to The Central. It’s a valuable part of<br />

our diverse offerings. And, as a regional town with a<br />

fair few competitors, you have to offer patrons diversity<br />

to remain in the game. Keno definitely assists us with<br />

that,” says Chandler.<br />

“Pete’s area is huge, and travel is a big part of his job,<br />

with lots of time away from home, which shows his<br />

dedication to the regions and Keno’s customers. We<br />

really value a friendly face to a name. Phone calls just<br />

do not cut it with people out west,” she emphasises.<br />

“Pete assists with training, compliance and offers<br />

us promotions to keep Keno front of mind with our<br />

customers. He’s the kind of rep every business should<br />

have and probably wishes they do.”<br />

POOL PARTY<br />

As travellers start arriving for the latest accommodation<br />

offer at The Star Gold Coast they will now be able to<br />

join other resort guests in enjoying drinks and nibbles at<br />

the recently unveiled Isoletto Pool Club on Level 6 of the<br />

53-storey building.<br />

The Star Residences, which comprises a group of oneand-two-bedroom<br />

apartments to be rented out for short<br />

stays within Tower 1, started taking bookings from <strong>June</strong><br />

6. The final settlements on its apartments marked the<br />

completion of Tower 1 at The Star Gold Coast, with its<br />

63-level neighbour, Tower 2, expected to be completed in<br />

2024.<br />

The Isoletto Pool Club was originally set to launch in<br />

December 2021, however the effects of COVID, floods<br />

and supply chain challenges on the build pushed back the<br />

official launch to April this year.<br />

The Star Gold Coast Chief Operating Officer Jess Mellor<br />

said the space was a wonderful edition to the resort and<br />

already the demand was high for its adjacent function<br />

space, Isoletto Prive, which included indoor and outdoor<br />

function options with a roof top lawn and wide views to<br />

the ocean to the south.<br />

Guests to The Star precinct at Broadbeach now have<br />

access to 56 well-appointed suites ranging in size from<br />

70sqm to 328sqm at The Darling, 596 rooms at The<br />

Star Grand, 313 rooms at The Dorsett Gold Coast and<br />

a range of one-and-two-bedroom apartments at The<br />

Star Residences.<br />

Jess said while Isoletto had been popular with guests<br />

since its launch, including for weddings, a wet start to<br />

May meant the pool space was still to be tested with<br />

larger crowds.<br />

Isoletto offers food and drinks to guests, seven days<br />

a week, serving up snacks and cocktails, with drinks<br />

able to be ordered for delivery straight to your poolside<br />

kabana.<br />

Among the views on offer is the Gold Coast skyline,<br />

where cranes are flying high both in the distance and<br />

just next door.<br />

Jess said the cranes were a sign of good things ahead<br />

for the team with a range of new and expanded venues<br />

rolling out over the next 18 months.<br />

The second tower will include another 210 hotel rooms<br />

too – although Jess was not yet able to confirm which<br />

brand would be called upon to manage them.<br />

Looking ahead to 2022, The Star will host the Logie<br />

Awards again in <strong>June</strong> and Jess said now they had the<br />

extra entertainment space at Isoletto the team would<br />

look to supplement private bookings of the space with<br />

some events of their own.<br />

Asked how the Gold Coast was faring right now, she<br />

said the signs were positive.<br />

She said while it had certainly been challenging<br />

over Christmas and through the Omicron wave, the<br />

business had just had an “incredible couple of months”<br />

and was “very hopeful” it would continue over winter.<br />

Jess said while for the most part accommodation<br />

bookings were still very short in terms of lead time, they<br />

had noticed a few more long-range bookings coming<br />

in which was a good sign that people were becoming<br />

more confident in making travel plans for the future.<br />

And just in case you’re wondering, the name, Isoletto,<br />

is closely translated to English from Italian as “Island”<br />

in celebration of the resort’s location on Broadbeach<br />

Island.<br />

DESTINATION<br />

Fresh food, local artisans, boutique accommodation,<br />

local gin, and a range of paddock-to-plate eating<br />

experiences are on the cards at a new development<br />

approved on May 10 for Coolum on the Sunshine<br />

Coast.<br />

Barns Lane Farm is being described as one of the<br />

largest tourism destinations on the Sunshine Coast<br />

with a 6.8 hectare site adjacent to the Sunshine Coast<br />

Motorway soon to be converted into a combination of<br />

working farm and 2000sqm produce hall that will trade<br />

seven days a week and house more than 50 shortterm<br />

and long-term stallholders.<br />

The first stage, which is expected to start construction<br />

soon with a view to opening in late-2023, is set to<br />

include more than 3ha of productive garden beds and<br />

orchards, the produce hall, an agri-tech incubator (Dirt<br />

Lab), music and arts space, distillery and brewery.<br />

Future stages include a 26-room boutique hotel and<br />

a 150-seat function venue aimed at rural destination<br />

events and weddings.<br />

The project has been a long time in the making for its<br />

founders Jonathan Leishman, Helen Grant and Jason<br />

Grant who bought the site in October 2020 and have<br />

spent every moment since building their plans and<br />

seeking the necessary approvals through local and<br />

State government processes.<br />

For Jason, the project is an opportunity to showcase<br />

the agriculture of the region in a location easily<br />

accessible to all.<br />

“The Produce Hall will provide a never-beforeseen<br />

opportunity for local producers, without<br />

being subjected to trading restrictions and weather<br />

conditions,” Jason said.<br />

“It will offer multiple connections to the market<br />

including selling direct to the public and supplying onsite<br />

restaurants and vendors.”<br />

In the Far North, it’s the Atherton Tableland, on the<br />

Sunshine Coast, Montville and Maleny, and on the<br />

Gold Coast it’s Mt Tamborine.<br />

Whether it’s the lush green Australian bush, fields,<br />

and rainforests, the promise of a crystal clear stream,<br />

a waterfall, or the slightly cooler temperatures,<br />

our hinterland wonders attract keen visitors and<br />

passionate, dedicated, business owners who have<br />

found their piece of paradise and just can’t wait to<br />

share it.<br />

Monique and Mark Gregory, owner operators of the<br />

Bearded Dragon Hotel at Tamborine, certainly fit this<br />

bill.<br />

This year, 2022, marks their 25th anniversary sharing<br />

the rural ambience they created from scratch on what<br />

was once a vacant acreage property in need of some<br />

love.<br />

Their venue, which sits near the turn off, where you<br />

start your drive up the hill to Mt Tamborine from the<br />

Beenleigh side, offers great views of the mountain itself<br />

with the farmland in the foreground.<br />

Responding to a series of questions from <strong>QHA</strong> <strong>Review</strong><br />

magazine, Monique and Mark shared a bit of the<br />

history of the venue and what they thought had helped<br />

to keep them going so long.<br />

“25 years ago, Bearded Dragon was a twinkle in our<br />

eye as the family had acreage - with Wolfdene Dam<br />

looming as a twinkle in the government eye,” they said.<br />

“We loved the Tamborine location and its unique vibe<br />

with views to the mountain.<br />

“We took the plunge to build a hotel from scratch and<br />

permanently fix the itch we had.<br />

“We certainly have given it a red-hot crack and to<br />

still be here 25 years later is testament to our ‘all in’<br />

business ethic.”<br />

Remembering back to when they started out in the<br />

area, they describe the Scenic Rim of the late-1990s<br />

as being a “bit sleepy”.<br />

The population has grown rapidly though as more<br />

people have discovered the joys of hinterland living,<br />

and it’s not stopping yet.<br />

“Currently we have doubled and (then) some as and its<br />

changing at a very rapid pace,” Mark said.<br />

For the Bearded Dragon the last two years have seen<br />

a big boost in demand from domestic and local visitors<br />

looking for short stays and getaways.<br />

“The obvious industry shortages and supply chain<br />

issues facing everyone, have also presented<br />

challenges that needed to be met, head-on, daily, for<br />

the last 12 months,” they said.<br />

“The mantra from the beginning of COVID, right up till<br />

all the fallout we are still encountering, was `challenge<br />

accepted’, armour up and the Bearded Dragon team<br />

would be ready to give anything a good hot crack to<br />

prove we can’t be beat by some virus thou shalt not<br />

speak of!<br />

“COVID, sorry we were not meant to mention it, was<br />

a great reminder of how resilient our local Tamborine<br />

business had become. While it was a bit of a whacka-mole<br />

scenario on a daily basis it was also a great<br />

opportunity for the cream to rise.<br />

“So, we faced the challenge with a mix of military<br />

business strategies combined with a `she’ll be right’<br />

attitude which served us well.<br />

“The most important issue for our small business was<br />

our people and we did whatever it took to keep them<br />

connected, happy and employed so that we were<br />

ready as soon as the green light was on.<br />

“We can’t deny it was a sad time, but it was important<br />

to stay positive, motivated and, of course, enthusiasm<br />

is contagious, so that helped our team rally to the<br />

challenge.”<br />

Rather than lamenting the forced closures, the team<br />

took the opportunity to renovate and re-style the 18<br />

accommodation rooms at the venue and installed new<br />

equipment in the kitchens and bars.<br />

“We put lights in places we didn’t even know existed<br />

and lit her up like a Christmas tree,” they said.<br />

“We were ready to rumble! To put it simply, we kept<br />

working and ‘showing up’ and there is definitely<br />

something to be said about that as a good strategy for<br />

success.”<br />

On the events side of things, for which the Bearded<br />

Dragon is well known as a venue for “rural-style”<br />

country weddings, it’s been a mission.<br />

“We have had a ping pong game between refunds and<br />

re-bookings, that, in fact, has all come back to game,<br />

set and match clearly in the event team’s favour with<br />

our strongest events year currently and with strong<br />

bookings past 2023.<br />

“We are used to going from hero to zero and back<br />

again with larger events catering over 1000+ people or<br />

just a romantic elopement package for 10.”<br />

That scope is part of the uniqueness of the Bearded<br />

Dragon Hotel as a venue.<br />

The Gregory’s said the venue was much more than<br />

a venue with four walls which allowed event planners<br />

to think outside the box in delivering awesome events<br />

that have a down-to-earth country feel.<br />

“Our Country Ballroom, seating over 150+ with<br />

wooden floorboards throughout and its exposed-beam<br />

ceiling offers a perfect wedding or corporate event<br />

space.<br />

“We have a relaxed atmosphere and can be as formal<br />

or as casual as needed for events at the drop of a hat.<br />

Restaurant and verandah spaces are oozing Australian<br />

character and charm. Outdoor events are held in our<br />

large beer garden, Train Carriage with Outlaw Tucker<br />

Food Truck, or to be honest, you just pick a spot of<br />

grass in the paddock with a view to the country and<br />

mark your event space and let the team do the work.”

While the site the hotel sits on is part of a 100-acre<br />

block, the hotel and its facilities are confined to just<br />

over five acres of manicured gardens with ample<br />

parking space and plenty of room to host large events.<br />

The balance of the acreage, affectionately know by<br />

staff as the “pub paddock” is farming land that also<br />

comes in handy for recently married couples and their<br />

professional photographers hunting for that perfect<br />

photo with a lush rural background.<br />

While the rainforests and walking tracks at Cedar<br />

Creek Falls are only a short car journey away from the<br />

hotel, there’s plenty of reasons to stay on the property<br />

itself and enjoy the fun.<br />

The Bearded Dragon does not have a poker machine<br />

room, or a TAB, preferring instead to create its own<br />

excitement with Live Music and fun activities like the<br />

Toad Races hosted on special event days by Mark aka<br />

“Toadman” Gregory.<br />

“We wanted a fun event to replace the absence of<br />

gambling in the venue and also to showcase his<br />

natural talent for comedy and general ‘stirring’ nature<br />

so he could get it out of his system each week,”<br />

Monique said.<br />

“Attending large charity events at the convention<br />

centre and at the venue and starring on UK and<br />

Australian TV during this 25-year time span, Toadman<br />

is a bit of wanted commodity now and is available for<br />

corporate gigs and larger event bookings, let’s just say<br />

age has not deterred him.”<br />

As for the name of the venue itself, Monique traces it<br />

back to the time she and Mark spent travelling in the<br />

UK where they developed a strong vision that pubs<br />

needed a name that was a big part of their identity,<br />

rather than a suburb or a location.<br />

“It was a big trend to secure the suburb name and<br />

add the word ‘hotel’ or ‘tavern’,” Monique said. “This<br />

was a bit boring to us and never going to suit, so we<br />

spent three months during the building process up late<br />

at night with many binned ideas and plenty of heated<br />

arguments.<br />

“It was a moment in my childhood that stuck in my<br />

memory and then there it was again. Clearing rocks<br />

and sticks on the property to make way for builders,<br />

there was movement. Crikey, was it a snake? Phew,<br />

there are legs! A perfectly annoyed Bearded Dragon<br />

and the occasional water dragons just heading down<br />

the creek for a drink.<br />

“It was a `Flat out like a lizard on a rock’ drinking kind<br />

of lightbulb moment right there. Ok, maybe we were<br />

just drinking.<br />

“George and the Dragon had been in the running,<br />

George and the Snake was probably not going to<br />

attract the customers and a few people questioned<br />

how mum would feel being referred to as a Dragon.<br />

So, there it was, `Bearded Dragon’.<br />

“It was decided, and George and Di (mum & dad) were<br />

chuffed with the choice,” Monique said.<br />

“Let’s just say the name has shaped our business and<br />

marketing journey to this day. We just added the `True<br />

Blue Aussie Experience’ bit for good measure. The<br />

lizards are still permanent residents, so drive carefully if<br />

you come for a visit.”<br />

With COVID rules lifting the Bearded Dragon is now<br />

lining up the live music on its main stage.<br />

Monique said there was a great line up of Blues, Rock<br />

and Country music planned for the rest of the year and<br />

it was still growing.<br />

“Bearded Dragon has large event days most<br />

weekends and with the introduction of our ‘Bandemic’<br />

programme, supporting Australian musicians, we have<br />

seen these increase over the last six months,” she<br />

said.<br />

“We play host to all the special occasions from<br />

Oktoberfest, Australia Day, Christmas In July and<br />

everything in between we always plate up as a special<br />

event.<br />

“Locals and visitors also know us for our large<br />

Tamborine Mammoth Country Market held every July<br />

and December. This raises money for the Rural Fire<br />

Brigades and animal charities - it also supports local<br />

business and community awareness.”<br />

With more than 35 staff the business opens every day<br />

of the year except Christmas Day and Good Friday –<br />

although accommodation guests are still able to stay<br />

on those days and with arrangements in place to look<br />

after them.<br />

The Bearded Dragon classifies itself as a “Free House”<br />

and promotes a wide selection of beers which can<br />

mean up to 12-14 beers, two ciders and a ginger beer<br />

on tap depending on the season.<br />

“We rotate some of the beer taps to support indie<br />

beers with about 10 permanent beers,” Monique said.<br />

With the help of some independent breweries and<br />

artists, Bearded Dragon also has a handful of its own<br />

beers including Dragon Draught and Carnaby Brown.<br />

“All our beers are lovingly selected, with Mark and I<br />

giving hours of research and development to ensure<br />

that customers are getting a tasty drop, it’s the right<br />

thing to do – apparently,” Monique said.<br />

Right now, guests can also try a Grape Bubblegum<br />

Sour from Currumbin Valley Brewing and a Bearded<br />

Dragon Pale Ale from All Inn Brewing Co.<br />

With floods and COVID making supplies an issue, the<br />

Bearded Dragon team have expanded their in-house<br />

herb and vegetable garden, while also doing what<br />

they can to help suppliers in need of support such as<br />

Hawkesbury Brewing which faced both floods and<br />

COVID. Monique describes their customers as “pretty<br />

laid back” people who love to have a good time and a<br />

laugh.<br />

The COVID makeover has been a plus for the<br />

technologically inclined customers too though, with the<br />

Bearded Dragon upgrading its technological offering to<br />

ensure their wifi met modern expectations – allowing<br />

guests to chromecast directly from their devices onto<br />

the new big screen televisions in each room.<br />

Guests can dine all day, seven days a week in the<br />

venue’s dining room, and can also take the kids along<br />

to feed the alpacas, goats and baby farm animals. If<br />

you are lucky you might catch a toad race or book<br />

a private show with toadman, enjoy a beer tasting<br />

paddle and make a day of it.<br />

“The best way to come and enjoy a Stay and Play<br />

goody,” Monique said.<br />

“As they say - ‘cream’ rises in tough times so watch<br />

this space closely. We will be watching it safely from<br />

our rock, flat out like a lizard, working..... well, you get<br />

Throughout racing carnival season in Australia,<br />

many organisations hold Calcutta sweeps, and it is<br />

imperative that organisations consider the gaming<br />

licence requirements for not-for-profit or charitable<br />

competitions and games.<br />

This article focuses on Calcutta sweeps and whether<br />

you are required to obtain a gaming licence to meet<br />

regulatory requirements.<br />

What is a Calcutta sweep?<br />

Organisations hold Calcutta sweeps on horse<br />

races where people buy tickets for the chance to<br />

be allocated a horse. If your ticket is drawn, you<br />

temporarily ‘own’ that horse. Following this, an auction<br />

takes place where anyone at the Calcutta sweep bids<br />

for each horse in the race – it does not matter if your<br />

ticket was not drawn. If you are the highest bidder,<br />

you ‘own’ that horse. At the completion of the auction,<br />

50% of the sale price for the horse goes to the person<br />

who drew the ticket and 50% goes into the prize pool.<br />

Following completion of the race, the prize pool is<br />

disbursed amongst the first 3 places.<br />

What are the Gaming Licence Requirements?<br />

Not-for-profit and charitable games such as art unions,<br />

raffles, bingo, lucky envelopes and Calcutta sweeps<br />

are regulated by the Charitable and Non-Profit Gaming<br />

Act 1999 (“the Act”). Under the Act, games are broken<br />

into categories, with some requiring approval for a<br />

gaming licence from the Office of Liquor and Gaming<br />

Regulation. The three primary categories in which<br />

these types of events fall into are set out below.<br />

Category 1 Games<br />

A gaming licence is not required if gross sale proceeds<br />

are not more than $2,000. The total value of the prizes<br />

must be at least 20% of the estimated gross proceeds<br />

and the game is to be conducted by a non-profit<br />

association or individual (in limited circumstances).<br />

Category 2 Games<br />

A gaming licence is not required if gross sale proceeds<br />

are not more than $50,000 (excluding bingo). The<br />

total value of the prizes must be at least 20% of the<br />

estimated gross proceeds and the game is to be<br />

conducted by an eligible association – formed and<br />

operated principally for a charitable, community,<br />

patriotic or sporting purpose or a similar purpose.<br />

Category 3 Games<br />

A category 3 gaming licence is required if gross sale<br />

proceeds exceed $50,000 ($5,000 for an art union<br />

under a special category). Again, the total value of the<br />

prizes must be at least 20% of the estimated gross<br />

proceeds and the game is to be conducted by an<br />

eligible association.<br />

Obtaining a Gaming Licence for a Calcutta sweep<br />

For Calcutta sweeps for major horse races exceeding<br />

the $50,000 gross proceed threshold, an eligible<br />

association must make an application for a category<br />

3 gaming licence to the Office of Liquor and Gaming<br />

Regulation. The application will also require the<br />

applicant to submit supporting material, including:<br />

• Copy of the last audited balance sheet;<br />

• Copy of the current constitution certified as correct<br />

by the president/chairperson;<br />

• Evidence of insurance held for an existing prize<br />

with a value of more than $5,000 against loss or<br />

damage for an amount equal to its current valuation<br />

for the period when tickets go on sale;<br />

• Details of the method of draw; and<br />

• Submissions which include the sample of proposed<br />

ticket, cost of the ticket, number of tickets to be<br />

sold, etc.<br />

Lounge, Hey Chica! social club opened in September<br />

2021- a bold move in a time still heavily impacted by<br />

COVID-19.<br />

Now, as we head to the middle of 2022, we caught<br />

up with the team to find out how the community has<br />

responded to the venue over the past eight months.<br />

For guests, Hey Chica! offers an extensive cocktail<br />

list, with a combination of its own signature mixes,<br />

including the Smokey Cuban (triple sec, pineapple and<br />

cinnamon), alongside the expected classics.<br />

Its food offering is focused on the “social” side, with<br />

dishes such as Nachos and Tapas share plates<br />

including Mojito Fried Chicken Bites, Corn Chips and<br />

Guacamole, and Sweet Potato Fries. There are also<br />

burgers for the meat lovers and salads for those who’d<br />

prefer their meals without meat.<br />

Venue manager Brittany Bennett said the first two<br />

weeks after the vaccination mandates for venues were<br />

lifted had been like Christmas in Fortitude Valley with<br />

the Mall packed full of people of a night.<br />

Hey Chica! has made the finals of four of this<br />

year’s <strong>QHA</strong> Awards for Excellence categories, Best<br />

Refurbished Venue, Best Marketing, Best Bar and Best<br />

Restaurant.<br />

It operates with a team of 15 staff including three in the<br />

kitchen, seven behind the bar and the balance working<br />

the glasses and the door.<br />

Brittany said the biggest event held so far at the venue<br />

had been on New Year’s Eve, which sold out two<br />

weeks prior to the party.<br />

And what a party it was – all 15 of the staff came away<br />

from the night with COVID – a result that Brittany said<br />

was, in a way, a good thing – allowing them to work<br />

through the isolation periods in one big hit with minimal<br />

days closed rather than being down staff constantly for<br />

months.<br />

With the vaccination mandate now lifted the club<br />

has introduced a Salsa night on Wednesdays that is<br />

regularly attracting about 150 guests.<br />

It has DJs every weekend and a trumpet player on<br />

Friday and Saturday nights who has become a crowd<br />

favourite. Brittany said the trumpeter earns a standing<br />

ovation at the end of every set.<br />

On the crowd front, Brittany said the client list for the<br />

venue trended to those aged 25 years and over, and<br />

more female than male.<br />

“What I really like about the venue is that you come in<br />

and have a few drinks and something to eat and then<br />

you look up after you’ve had a few dances and it’s<br />

3am,” Brittany said.<br />

On the marketing front, the team put in a lot of effort<br />

prior to launching Hey Chica! to build the excitement<br />

about the launch, particularly on social media.<br />

Hallmark Group Activations Manager Michelle<br />

Mirandilla said Hey Chica!’s email newsletter database<br />

had grown the fastest of any of their venues – and a<br />

recent visit from an “influencer” with a following of six<br />

million people on social media was an example of the<br />

sort of attention the venue was now gaining.<br />

Looking ahead Brittany said the team would roll out<br />

the winter drinks menu soon with Sangria and Mulled<br />

Wine making an appearance.<br />

She said the Margarita, in all its various shapes and<br />

styles was the most popular cocktail, followed by a<br />

signature Havana Colada, Hey Chicas! take on the<br />

classic Pina Colada.<br />

With more time to prepare Brittany said the team was<br />

already thinking about how to make Halloween 2022<br />

bigger and better than last year’s party where the Day<br />

of the Dead style theming was a big hit with patrons.<br />

HARASSMENT IN THE WORKPLACE<br />

On 2 September 2021, the Sex Discrimination and Fair<br />

Work (Respect at Work) Amendment Act 2021 (“the<br />

Act”) passed Parliament. This Act made legislative<br />

changes to both the Sex Discrimination Act 1984 (Cth)<br />

(“Sex Discrimination Act”) and the Fair Work Act 2009<br />

(Cth) (“the Fair Work Act”). These legislative changes<br />

are designed to better protect employees from sexual<br />

harassment and sex-based discrimination in the<br />

workplace and changes the way you, as an employer,<br />

respond to such claims.<br />

In this article, we will explore the key changes that<br />

apply to you as an employer and what steps you<br />

can take to ensure that you are providing a safe<br />

workplace free from sexual harassment and sex-based<br />

harassment.<br />

CHANGES TO THE FAIR WORK ACT<br />

• New definition<br />

The new legislative reform inserted a new definition<br />

of sexual harassment in the Fair Work Act.<br />

Reflecting the Sex Discrimination Act’s definition,<br />

sexual harassment is defined under the Fair Work<br />

Act as:<br />

- An unwelcome sexual advance<br />

- An unwelcome request for sexual favours<br />

- Other unwelcome conduct of a sexual nature<br />

in relation to another person<br />

To be sexual harassment, it has to be reasonable<br />

to expect that there is a possibility that the person<br />

being harassed would be offended, humiliated or<br />

intimidated by the behaviour.<br />

This means that sexual harassment can still occur<br />

when the alleged perpetrator does not intend their<br />

conduct to be sexual in nature. This is a really<br />

important aspect to the definition – an investigator<br />

might make a finding of sexual harassment even<br />

if the alleged perpetrator says they didn’t mean<br />

anything by the conduct.<br />

• Sexual harassment a valid reason for dismissal<br />

The definition of serious misconduct under<br />

regulation 1.07 of the Fair Work Regulation<br />

2009 has been amended to now include<br />

sexual harassment. This amendment expressly<br />

recognises sexual harassment in connection with<br />

the workplace as a valid reason for dismissal in<br />

determining whether a dismissal from employment<br />

was harsh, unjust or unreasonable. While this<br />

had already been supported by case law, as an<br />

employer, you are now provided with greater clarity<br />

and certainty that employees can be summarily<br />

dismissed for engaging in sexual harassing<br />

behaviours.<br />

The proviso is that the employer must, through<br />

an investigation, determine on the balance of<br />

probabilities that the sexual harassment occurred.<br />

• Sexual harassment ‘stop orders’<br />

An employee who is subject to sexual harassment<br />

may now apply to the Fair Work Commission to<br />

issue a ‘stop harassment order’. This is similar to<br />

the ‘stop bullying order’.<br />

Interestingly, there is no requirement that an<br />

employee lodge an internal complaint prior to<br />

escalating the matter to the Fair Work Commission.<br />

Once an employee makes an application for a<br />

stop harassment order, you must comply with any<br />

direction of the Fair Work Commission.<br />

Having a strong sexual harassment policy (as<br />

explored below) will assist you in keeping a<br />

complaint within the workplace and allow you to<br />

have greater control of the matter.<br />

CHANGES TO THE SEX DISCRIMINATION ACT<br />

• Sex-based harassment is prohibited<br />

While sex-based harassment is already prohibited<br />

under the Sex Discrimination Act and other<br />

discrimination legislation, the new legislative<br />

reform under the Sex Discrimination is aimed at<br />

prohibiting hostile conduct that is not necessarily<br />

sexual in nature. Sex-based harassment is defined<br />

as conduct which is unwelcome and of a seriously<br />

demeaning nature by reason of the person’s sex.<br />

Such behaviour may include making a sexist<br />

comment or joke about a person based on their sex<br />

or asking intrusive personal questions based on a<br />

person’s sex.<br />

• Extending liability<br />

It has been long established that as the employer,<br />

you are responsible for what happens in, or in<br />

conjunction with, your workplace. This is called<br />

vicarious liability and means that the employer


can be liable for the actions of their employee and<br />

normally be held vicariously liable. It is also clear set<br />

out in section 106 of the Sex Discrimination Act:<br />

“106 Vicarious liability etc.<br />

(1) Subject to subsection (2), where an<br />

employee or agent of a person does, in<br />

connection with the employment of the<br />

employee or with the duties of the agent as an<br />

agent:<br />

(a) an act that would, if it were done by the<br />

person, be unlawful under Division 1 or 2<br />

of Part II (whether or not the act done by<br />

the employee or agent is unlawful under<br />

Division 1 or 2 of Part II); or<br />

(b) an act that is unlawful under Division 3<br />

of Part II;<br />

this Act applies in relation to that person as<br />

if that person had also done the act.”<br />

However, subsection 2 of section 106 states that it<br />

is a defence to a contravention if the employer can<br />

establish that it took all reasonable steps to prevent<br />

the worker or agent contravening the Act.<br />

The new amendments to the Sex Discrimination<br />

Act extend the liability provisions. Under section<br />

105 of the Sex Discrimination Act, any person<br />

who ‘causes, instructs, induces, aids or permits’<br />

someone else to engage in sexual harassment, or<br />

sex-based harassment, can now also be found<br />

to have engaged in the unlawful conduct. This is<br />

typically known as accessory liability.<br />

Unlike vicarious liability, there is no defence available<br />

under this provision.<br />

For example, a manager who is aware that an<br />

employee is being sexually harassed and does<br />

nothing about it may be held liable as an accessory<br />

to the harassment.<br />

• Timeframes extended<br />

Another key amendment is that complainants<br />

now have 24 months to make a complaint of<br />

sexual harassment to the Australian Human Rights<br />

Commission. Previously, it was only 6 months after<br />

the alleged incident took place.<br />

WHAT CAN YOU DO?<br />

With the added legislative provisions in place to protect<br />

employees in the workplace, it is paramount that as an<br />

employer, you take measures to reduce the risk sexual<br />

harassment and sex-based harassment from occurring<br />

in workplace.<br />

<strong>QHA</strong> recommends the following steps be to be taken<br />

as a minimum to enable any vicarious liability to be<br />

brought:<br />

1. Have a detailed sexual harassment policy* that<br />

reflects the legislative amendments explored above;<br />

2. Ensure that all employees, new and existing, have a<br />

copy of the policy;<br />

3. Where you have employees who do not speak or<br />

read English fluently, consider interpreting the policy<br />

into a language they can read and comprehend.<br />

Another option is to have an interpreter present<br />

when discussing the policy (see point 4);<br />

4. Ensure you discuss the policy with employees.<br />

Avoid the situation where an employee tells you<br />

they didn’t read the policy and simply ticked the<br />

box to say they received a copy – a lot of people do<br />

this!<br />

5. Train your employees on what is acceptable<br />

conduct, and the implications of unacceptable<br />

conduct i.e. discipline and/or termination;<br />

6. Ensure your employees know how to make an<br />

internal complaint – this might avoid the employee<br />

going straight to an external party such as the Fair<br />

Work Commission or Australian Human Rights<br />

Commission.<br />

*Policies addressing workplace harassment and<br />

discrimination should also be in place as a minimum.<br />

The Anti-Money Laundering and Counter-Terrorism<br />

Financing Act 2006 (Cth) aims to combat money<br />

laundering and terrorism financing (ML/TF) in Australia.<br />

The AML/CTF Act places obligations on certain<br />

businesses (known as ‘reporting entities’) to report<br />

transactions and suspicious activities to the Australian<br />

Transaction Reports and Analysis Centre (AUSTRAC).<br />

AUSTRAC is Australia’s AML/CTF regulator and<br />

financial intelligence unit.<br />

Hotels licenced to operate 16 or more electronic<br />

gaming machines (EGMs) must enrol with AUSTRAC<br />

as a reporting entity and maintain an AML/CTF<br />

program.<br />

AML/CTF program overview<br />

There is no ‘one-size-fits-all’ AML/CTF program and<br />

it must be tailored to the ML/TF risks faced by your<br />

hotel. There are two parts to an AML/CTF program:<br />

• Part A must include the processes and procedures<br />

to help your hotel identify, mitigate and manage the<br />

ML/TF risks it may reasonably face.<br />

• Part B sets out your procedures for identifying your<br />

customers and verifying their identity.<br />

Your AML/CTF program must include:<br />

• an ML/TF risk assessment;<br />

• management/board formal approval and adoption<br />

of the program;<br />

• appointment of an AML/CTF compliance officer;<br />

• an employee due diligence program;<br />

• risk awareness training program for your staff;<br />

• procedures for ongoing customer due diligence;<br />

• procedures for collecting and verifying customer<br />

information; and<br />

• record keeping and reporting to AUSTRAC as<br />

required.<br />

Annual AUSTRAC compliance report<br />

If your hotel operates 16 or more EGMs then you must<br />

submit an annual compliance report to AUSTRAC.<br />

The report includes questions about how you have<br />

met your AML/CTF obligations. You must submit your<br />

compliance report between 1 January and 31 March<br />

of each year. Your report will cover your business<br />

activities for the previous calendar year.<br />

Suspicious matter reports (SMRs)<br />

You must submit an SMR if you suspect that the<br />

customer is not who they claim to be, or the customer<br />

or the transaction is related to ML/TF or the proceeds<br />

of crime. There are many things that could lead you<br />

to form a suspicion about a person or their activities.<br />

Some examples include:<br />

• cashing out credits with minimal or no game-play;<br />

• refusing to produce identification upon request;<br />

• use of false identification;<br />

• gaming in a way that is inconsistent with their<br />

profile (e.g. customer receives welfare benefits but<br />

gambles with or carries substantial amounts of<br />

cash);<br />

• customer asks for cheques to be written in<br />

someone else’s name; or<br />

• customer approaches other patrons to purchase<br />

their winning tickets.<br />

Know Your Customer (KYC)<br />

You need to document the customer identification<br />

procedures you use to collect and verify your<br />

customers, also known as KYC information. You must<br />

conduct customer identification procedures when:<br />

• paying out winnings of $10,000 or more, regardless<br />

of how it is paid, or<br />

• applying enhanced customer due diligence that<br />

requires you to obtain and verify this information<br />

(such as where a customer is high-risk or you have<br />

formed a suspicion).

You must provide ML/TF risk awareness training to<br />

your employees, and document your employee training<br />

program in Part A of your AML/CTF program. Your<br />

risk awareness training program must ensure staff are<br />

aware of:<br />

• your hotel’s obligations under the AML/CTF Act;<br />

• the type of ML/TF risk your business might face;<br />

and<br />

• how your hotel’s AML/CTF obligations are met,<br />

including your processes and procedures.<br />

Independent review<br />

An independent review is an impartial assessment of<br />

Part A of your AML/CTF program. It checks that your<br />

business is complying with its program, and that the<br />

program properly addresses your ML/TF risks and<br />

complies with your legal obligations. The independent<br />

reviewer should be someone who understands your<br />

business; and understands ML/TF risks. The reviewer<br />

can be someone in your business or organisation, or<br />

someone external to it.<br />

How often you need to conduct an independent<br />

review will depend on the size and complexity of your<br />

business, and its ML/TF risks.<br />

Owned and operated by Matt Coorey, who also has<br />

a stake in The Shearer’s Arms Tavern at Ormeau, The<br />

Boardwalk Tavern is celebrating a fresh new look.<br />

Matt, who was named Queensland Hotelier of the<br />

Year in the 2019 <strong>QHA</strong> Awards for Excellence, said the<br />

venue’s last makeover had been in 2003 and while<br />

they were planning to start refurbishing the hotel in<br />

early 2020, the arrival of COVID slowed things down<br />

by about two years.

When the time finally came to get started Matt said<br />

he had sought the feedback of other hoteliers who<br />

had recently renovated and settled on Ashley Cooper<br />

Constructions.<br />

He said now, The Boardwalk Tavern, and the two<br />

other Ashley Cooper Constructions projects who had<br />

referred him, The Ashmore Tavern and The Calamvale<br />

Hotel, are all finalists in the Best Redeveloped Hotel<br />

category of the 2022 <strong>QHA</strong> Awards for Excellence.<br />

The makeover of the tavern, which came in at<br />

just under $1 million, refreshed almost all aspects<br />

of the main bar and restaurant to make “a more<br />

approachable, more family-friendly venue with a more<br />

relaxed feel to it”.<br />

“The response has been great. There’s a lot of<br />

customers who come more than once a week now,”<br />

Matt said.<br />

The process itself had been undertaken without the<br />

need for the hotel to close.<br />

“We traded all the way through,” Matt said.<br />

“We wanted to do it in stages – but they advised us<br />

against it – that’s their experience coming through.<br />

“They said we’ll make sure you can trade outside and<br />

they did a great job making sure staff and customers<br />

had access every day.”<br />

In terms of a building experience Matt said he had<br />

been impressed by the communications, the ease<br />

at which he was able to ask any question and have<br />

it explained in non-building terms, and that the team<br />

had looked out for potential cost-savings and not been<br />

shy in making suggestions if time or money could be<br />

saved.<br />

Matt said the turnover in the restaurant had improved<br />

since the refurbishment and locals and visitors loved it.<br />

With The Boardwalk Tavern now open, work has<br />

commenced on Matt’s other venue, The Shearers<br />

Arms Tavern.<br />

The first stage of this refurbishment is to upgrade the<br />

gaming room and bar with this part expected to be<br />

completed by the middle of the year.<br />

the hotel industry recovers.<br />

Ironically, in line with the conference theme came<br />

the announcement of the new peak industry body,<br />

Accommodation Australia, formed from a merger<br />

between the Accommodation Association of Australia<br />

and Tourism Accommodation Australia. Leanne<br />

Harwood will be the President of the amalgamated<br />

organisation’s executive committee with Sean Hunt<br />

as Vice-President and Bruce Copland as Treasurer.<br />

Martin Ferguson AM will continue to play a critical role<br />

as Special Counsel on the amalgamation which is<br />

scheduled for completion in late 2022.<br />

The two full days of AHICE featured more than 140<br />

speakers (including several CEOs from Europe, USA<br />

and Asia), more than 50 keynotes, panels and Q&A<br />

sessions, and a new gala welcome event sponsored<br />

by the South Australian Tourism Commission in<br />

partnership with the South Australian Government. The<br />

gala offered guests the chance to experience every<br />

flavour of SA in both food and wine, not only at the<br />

welcome event, but also due to the Tasting Australia<br />

event running concurrently as AHICE.<br />

It was a feast of conferences with Design Inn and the<br />

all new, invite-only, Future Leaders Forum for under<br />

35s taking place during the three days. The Future<br />

Leaders Forum offered the industry’s brightest stars<br />

the chance to experience keynote addresses and think<br />

tank sessions allowing them the opportunity to up their<br />

ante to higher learning.<br />

Design Inn is one of the country’s leading architecture<br />

and interior design symposiums with conference<br />

goers treated to masterclasses, project deep-dives<br />

and evocative panel sessions featuring leading<br />

architects, designers, hotel operators, owners and<br />

major suppliers. This year an expanded program was<br />

delivered including an all-new Australasia-Pacific Hotel<br />

Design Awards (including Hawaii for the first time),<br />

included recognition for the best new-build, conversion<br />

and refurbishment projects, plus an overall winner, who<br />

took out the 2022 Paul Davis Design Award (the hotel<br />

industry’s most important design award).<br />

The audience included Australia’s leading hotel<br />

owners, investors, hoteliers, executives and suppliers,<br />

all predominantly from Australia and the Asia Pacific.<br />

There were also live crosses to some of the industry’s<br />

world leaders including the likes of Accor Chairman<br />

and CEO Sebastien Bazin, based in Paris, making<br />

AHICE one of the most significant conferences for the<br />

global hotel industry.<br />

One of the AHICE keynote speakers was Gavin<br />

Wanganeen, AFL legend and the first indigenous<br />

player to receive the Brownlow medal, who is now an<br />

acclaimed indigenous artist.<br />

Gavin spoke on resilience, diversity and inclusion.<br />

Anyier Yuol, former Chair of Australian Committee on<br />

Refugees, who came to Australia at the age of 10,<br />

spoke of her inspirational dreams for social change<br />

through gender equality, sport for development, youth<br />

participation and improving representation of minority<br />

groups in Australia.<br />

This year we saw the return of global CEOs in person<br />

to speak at AHICE and a range of events scheduled<br />

outside of the conference including sessions with<br />

IHG Hotels and Resorts’ global leaders, Kenneth<br />

Macpherson (CEO – EMEAA) and Jolyon Bulley<br />

(CEO – Greater China), alongside several Australasian<br />

leaders including Sarah Derry (Accor CEO – Pacific),<br />

Jure Domazet (DOMA Hotels CEO), Geoff York<br />

(Crystalbrook Collection CEO), Jane Hastings (Event<br />

Hospitality and Entertainment’s MD), Rodney Harrex<br />

(South Australian Tourism CEO), Leanne Harwood<br />

(IHG’s Senior Vice-President and Managing Director<br />

- Japan, Australasia Pacific) and Matthew Tripolone<br />

(IHG’s Managing Director - Australasia Pacific).<br />

TIME TO GET BEHIND TRAINEESHIPS<br />

I know the hospitality business has endured an<br />

extremely challenging couple of years since the<br />

pandemic.<br />

In fact, more than 91 per cent of Queensland<br />

businesses have experienced difficulties in recruiting<br />

staff over the past 12 months with the hospitality<br />

industry being acutely affected.<br />

This will come as no surprise to hoteliers who continue<br />

to face extreme workforce pressures despite further<br />

COVID-19 restrictions easing over recent months<br />

including close contact quarantine requirements.<br />

As businesses continue to grow in Queensland, we<br />

know the demand for skilled workers will increase, with<br />

employment projected to increase by more than 10 per<br />

cent between now and 2024-25. This represents over<br />

34,650 additional hospitality workers alone.<br />

To help address these workforce challenges, the<br />

Palaszczuk Government held the Queensland<br />

Workforce Summit 2022 earlier this year focusing on<br />

ideas and practical solutions that will help us build the<br />

skilled workforce that Queensland needs now and<br />

into the future. I was pleased to see <strong>QHA</strong> attend the<br />

summit and provide valuable input.<br />

A big focus of the summit was ensuring young<br />

Queenslanders could access training opportunities that<br />

lead to a career through school-to-work experiences<br />

such as apprenticeships and traineeships.<br />

There are already some great initiatives helping<br />

young Queenslanders into their dream careers in the<br />

hospitality industry. In fact, the hospitality industry<br />

has one of the highest rates of school-based<br />

apprenticeships and traineeships in Queensland.<br />

These include the Tourism and Hospitality Gateway to<br />

Industry Schools project and the free apprenticeships<br />

and TAFE for under 25s initiatives which offer<br />

hospitality training and qualifications at no cost to<br />

young Queenslanders or their employers.<br />

The Palaszczuk Government will continue to work in<br />

partnership with industry, communities and the training<br />

and education sectors to build on the work that is<br />

already underway to ensure your industry has the<br />

skilled workforce it needs to continue to grow.<br />

I encourage all hoteliers to consider the benefits of<br />

offering traineeships and apprenticeships at your<br />

venues.<br />

On a final note, the Government will soon release<br />

its final response to the final evaluation report of the<br />

Tackling Alcohol-Fuelled Violence Policy. The report<br />

found promising reductions in alcohol-related violence<br />

following the government’s reforms and continued<br />

support of Safe Night Precincts (SNP). I’m pleased to<br />

say the Queensland Government will continue ongoing<br />

funding of these SNPs.<br />

PEAK PERIOD INSPECTION CHANGES<br />

Following feedback from industry, the Office of Liquor<br />

and Gaming Regulation (OLGR) has been working<br />

to improve liquor inspection processes during peak<br />

trading periods.<br />

Liquor inspections are a key part of OLGR’s<br />

contemporary regulatory model which also includes<br />

dedicated licensing, technical evaluation, audit, probity,<br />

and other compliance functions.<br />

These inspections involve OLGR compliance officers<br />

visiting hotels all over Queensland to check licensees<br />

are complying with liquor laws so the community can<br />

safely enjoy these venues.<br />

Our comprehensive inspections take about 45 minutes<br />

on average to complete from the moment we enter the<br />

venue. This includes the 15 minutes or so we need to<br />

involve the manager in charge of the venue.<br />

Some inspections take place during peak trading<br />

hours at hotels to help give our compliance officers<br />

insight into how a venue is being run day-to-day<br />

including how they respond to larger crowds and the<br />

associated increased risk of incidents.<br />

While licensees generally appreciate the need for<br />

inspections to occur during their busier periods, OLGR<br />

understands they are keen to reduce the impost these<br />

activities can have on staff.<br />

In response to this feedback, we have reviewed<br />

the scope of our peak period inspections to identify<br />

opportunities to minimise staff impact without<br />

compromising our regulatory objectives or community<br />

protection.<br />

As a result, we are now rolling out some changes<br />

to our peak period inspections. Following a risk<br />

assessment, we have been able to reduce the range of<br />

matters examined during the inspections by diverting<br />

some for review through different processes.<br />

We have also built in an opportunity for licensees to<br />

provide some of the material required as part of the<br />

post-inspection assessment, at a time which is more<br />

convenient to them.<br />

Licensees and hotel staff can also help reduce the<br />

time it takes to complete a liquor inspection by<br />

being prepared and ensuring materials can be easily<br />

accessed by the manager on duty. To assist with this,<br />

OLGR has recently provided more guidance on what<br />

material is usually requested at an inspection on the<br />

Business Queensland website.<br />

If you’re looking for more ways to be better prepared<br />

for your next inspection, I encourage you to get<br />

involved with your local liquor accord to learn from<br />

other licensees in your area as well as OLGR officers<br />

and Queensland police who often attend meetings.<br />

You can also use our self-assessment tools such as<br />

our online compliance checklist.<br />

It is important to note that inspections during peak<br />

trading hours will always be necessary as this is usually<br />

when there is the greatest risk of alcohol-related<br />

harm. However, if everyone does their part efficiently,<br />

inspections can be completed with minimal impact<br />

on hotel staff while still helping to ensure the safety of<br />

patrons and staff.<br />

On numerous occasions<br />

I have expressed my<br />

love for brews from this<br />

establishment so to say I<br />

was eager to try this one<br />

was an understatement.<br />

It features a Slovenian<br />

hop called Styrian Golding<br />

known for its delicate<br />

bitterness and earthy<br />

flavours with hints of white<br />

pepper. In this iteration<br />

by Urbanaut its use was<br />

said to bring out notes<br />

of mango, passionfruit<br />

and lime, but it was<br />

more green grape and<br />

lime for mine and a little<br />

overpowering. Whilst I<br />

respect everyone has<br />

different likes and dislikes<br />

this was unfortunately not<br />

a beer for me.<br />

Possibly the best beer I’ve<br />

ever had. A huge call but<br />

this quadruple dry hopped<br />

triple New England IPA is<br />

incredible. Whether it is<br />

something to do with the<br />

quadrupling and tripling I<br />

don’t know but right now I<br />

am experiencing the warm<br />

afterglow - hey, I am even<br />

rhyming. It’s a tinglingly<br />

light bitter fruit punch that<br />

comes with a hefty 11.1%<br />

ABV and surprisingly<br />

not the slightest hint of<br />

alcohol. It says on the can<br />

this is a limited release<br />

and if that’s the case I am<br />

depressed. Perfection is<br />

ever so fleeting.<br />

Wow, I was on a roll after<br />

the Initialism so I thought<br />

why not give this a go.<br />

Then I was hesitant. Any<br />

beer after the last would<br />

pale in comparison, it just<br />

didn’t seem fair. But then<br />

I thought, well, Akasha<br />

always deliver the goods<br />

so what not roll the dice?<br />

To my surprise - another<br />

cracker. Profusely fruity<br />

with a nice hit of pine and<br />

a sweet yet bitter finish.<br />

Could I have just indulged<br />

in the two best beers I’ve<br />

ever had? It’s a miracle<br />

but I think so. Would I like<br />

another? Wooden Eye?<br />

No, Wooden Leg :)<br />

Beautiful. Not overly<br />

sweet. Passionfruit,<br />

peach and orange with<br />

The holy trinity of Mosaic,<br />

Citra and Simcoe make<br />

for a superb tasting,<br />

classic style West Coast<br />

USA IPA. It is just a<br />

beautiful rendition of my<br />

favourite beer and the<br />

reason why I just bought<br />

a case.<br />

The onset of winter<br />

means open fires, good<br />

conversation and stout.<br />

This one is a good one to<br />

try the next time you find<br />

yourself in this situation. It<br />

is a classic milk stout with<br />

a twist, or should I say a<br />

kick thanks to the addition<br />

of chilli and chocolate that<br />

seriously takes this to the<br />

next level.<br />

I wholeheartedly confess<br />

it was the can artwork<br />

that drew me in. Having<br />

never tried a brew from<br />

the Victorian father and<br />

son duo I was keen to<br />

find out what they are all<br />

about. I was however well<br />

aware of the amount of<br />

times they had medalled<br />

at various Australian<br />

beer awards, which is<br />

almost as many as the<br />

huge variety of brews<br />

they smash out with<br />

unwavering precision. This<br />

iteration is a hop forward<br />

West Coast with nice fruit<br />

salad flavours and strong<br />

notes of mandarin. I will<br />

certainly be back to try<br />

more Dainton brews.<br />

I have come around to<br />

sours but am still a little<br />

way off being converted<br />

to gose style beer. With<br />

that said, this brew is<br />

incredibly refreshing after<br />

mowing your lawn on a<br />

hot Saturday afternoon,<br />

pardon the pun, and<br />

has come the closest<br />

to winning me over.<br />

There’s a nice balance of<br />

tartness and fruit flavours<br />

upfront that make way<br />

for a lingering yet delicate<br />

watermelon flavour.<br />

When the medals were being handed out for the<br />

2022 Royal Queensland Food & Wine Show’s<br />

Beer Awards, Aether Brewing’s name came up<br />

six times, for six distinctly different styles of beer.<br />

Gold, for the Pit Stop Pale Ale in the Australian-<br />

Style Pale Ale category; Gold for Deep Space<br />

Haze in the Juicy of Hazy Pale Ale category;<br />

Bronze in the Wood and Barrel-Aged Beer<br />

category for Severance; Gold for it’s German-<br />

Style Pilsner, Birra Cazino; Bronze in the<br />

American-Style India Pale Ale category for Hop<br />

Skip Jump; and Gold in the Wood and Barrel-<br />

Aged Sour Beer category for Intertwined.<br />

It’s a haul worthy of the long journey the brewery<br />

has taken to become the success it is today.<br />

Aether’s founder Dave Ward was working as an<br />

oil and gas engineer when he and best mate and<br />

fellow engineer Jimmy Young, began to plot their<br />

exit from mining and into the fledgling Brew Pub<br />

scene in Brisbane.<br />

At first, Dave brewed on a 50L test kit in a<br />

site they called The Lab at the rear of a row of<br />

shops in Ashgrove, crafting the first batches of<br />

Aether ale.<br />

For the brew pub a site was found in Milton,<br />

better brewing kit was purchased, and the steep<br />

learning curve continued with the launch of<br />

Aether Brewing in 2016. Dave had never brewed<br />

at scale before, and this was Jimmy’s first foray<br />

into hospitality.<br />

A 500L system supplied the venue, with Dave<br />

focusing hard on perfecting the pilsner, pale ale,<br />

IPA, saison and porter styles that were the core<br />

of Aether’s offering back then.<br />

Fast forward three years, Aether continued to<br />

evolve, until, in 2019, Dave and Jimmy opted<br />

to part ways. Dave was keen to grow the beer<br />

business – Jimmy to work the hospitality angle.<br />

Dave kept the Aether name and moved to a bigger<br />

brewery space in Northgate, and Jimmy stayed on at<br />

the Milton site and developed a new venture, Milton<br />

Commons.<br />

In a recent chat with Chris Anderson on the Ando &<br />

Co podcast Dave said it had become clear to him at<br />

that time that he really wanted to focus on brewing<br />

beer forever.<br />

“Brewing is all I want to do. I have no interest in<br />

running a venue. I’m not a crowd person and I’m<br />

definitely not a publican. Brewing became the thing,”<br />

Dave said.<br />

At Northgate, the venue is a brewery first, with the<br />

capacity to produce more than a million litres of beer<br />

a year, and a tap room open on Friday, Saturday and<br />

Sunday afternoons where fans can come and try the<br />

beers and catch up with friends.<br />

Determined to perfect his brews and grow the beer<br />

business, Dave was on the look-out for talent when<br />

he received an email from a Canadian brewer keen<br />

to make the leap to Australia after his girlfriend had<br />

been accepted into university at the University of<br />

Queensland.<br />

Dave said he was sure that an email he received,<br />

from a man called George MacGregor who had a<br />

Masters Degree in Food Science, was working for<br />

Carlsberg in Denmark, had heard of Aether and<br />

wanted to have a chat, had to be a scam. In a<br />

stroke of luck for Dave and Aether, it turned out it<br />

wasn’t, and now George is Head Brewer at Aether<br />

and a key member of the tightknit team.<br />

That was two and half years ago. In George’s first<br />

year with the business, they pushed out 160,000L of<br />

beer. This year, they’re on track to hit 700,000L.<br />

As the Aether name has grown, so to has the team,<br />

to the point where Dave said the bulk of his time<br />

now is spent working to inspire staff, rather than to<br />

brew beer.<br />

“I always wanted to be a brewer my whole life, I’m<br />

no longer a brewer, I run a brewery – that was a very<br />

valuable lesson,” Dave said.<br />

“We need the team, and as the team grows – I get a<br />

bit more distant from all of the things I was intimate<br />

with, but I adore what I do and the 16 staff we have<br />

now, are exceptional.<br />

“And that’s my whole job now, besides looking after<br />

money and stuff, is to keep the 16 staff we have<br />

happy, keep them focusing and feeling the passion<br />

and love for beer and what we do and the brand.”<br />

Another relative newcomer to the team is Sales and<br />

Marketing Manager Richard Clarke who started in<br />

2020 with a mission to help find new customers for<br />

Aether’s beer.<br />

For Richard, it’s been about embracing the ethos of<br />

the brewery and the history of the brand, including<br />

the gothic style can designs that have become<br />

synonymous with Aether’s new brews.<br />

“Our owner, Dave has always had a penchant for<br />

skeletons, gothic and dark art, and since launching<br />

the brewery in 2016, we have had this attraction<br />

and direction which, while not completely intentional<br />

and mapped, has been a consistent and structured<br />

approach to our can designs and general branding,”<br />

Richard said.<br />

“We have lent into the gothic theme, with many of<br />

our cans presenting with skeletons, skulls and the<br />

likes,” he said.<br />

“It’s been difficult to keep the skeletons and branding<br />

in that direction, especially given its so far removed<br />

from what we are seeing in the broader market.<br />

“Sometimes our artwork can be a bit much for certain<br />

folk, but we are who we are.”<br />

When it comes to the beer itself, Aether Brewing has<br />

six core range beers: Chaotic Good Pacific Mid; El<br />

Jefe Mexican Lager; Pitstop Pale Ale; Deep Space<br />

Haze Hazy Pale Ale; Hop Skip & Jump IPA; and<br />

Witching Hour Blackberry Sour.<br />

Their core product range also includes a Ginger Beer<br />

called Ginger Beer’d, and two ‘Fuzzy Logic’ heavily<br />

fruited seltzers – Raspberry, and also Passionfruit<br />

Pavlova.<br />

“Our seltzers are different to pretty much everyone’s in<br />

the trade,” Richard said. “We like to do things different,<br />

so we use real fruit – to ensure heaps of colour and<br />

heaps of flavour.<br />

“The raspberry is tart and jammy like a real raspberry,<br />

and pours a beautiful ruby red hue. The passionfruit<br />

pav pours a mellow yellow, and tastes exactly like the<br />

dessert.”<br />

He said the biggest seller in the core product range<br />

was the Ginger Beer, and the IPA was the biggest<br />

selling beer.<br />

“Last year it (Hop Skip & Jump IPA) was trophied<br />

Queensland’s Best Beer at the 2021 Royal Queensland<br />

Food and Wine Show,” Richard said.<br />

The brewery also produces a range of experimental<br />

and seasonal beers.<br />

Last Winter’s efforts were: Black As Your Heart Black<br />

IPA, Event Horizon Spiced Rum Porter, and Creature of<br />

the Night Peanut Butter Stout.<br />

“We also have three Summer of Sour Seasonals – they<br />

change flavour every year, this year it was – Rose Sour<br />

(4.5%), Nelson Sauvin Single Hop Sour IPA (6.0%),<br />

and Forest Berry Sour (8.2%). They sold out in about<br />

two weeks.<br />

“The year prior we went full crazy and did –<br />

Passionfruit & Earl Grey, Lavender & Honey, Ironbark<br />

Smoked Apricot. Really adventurous styles but took<br />

a fair bit longer to sell through. But to some folk, they<br />

just become cult status.”<br />

Innovation and experimentation are high on the list for<br />

the brewing team and other highlights have included a<br />

Mulled Wine Imperial Stout, a Grapefruit IPA, a barrel<br />

aged Berlinerweisse, Severance Truffle Belgian Witbier,<br />

Velour Fog Red Velvet Nitro Milk Chocolate Stout and<br />

Bee Sting Nitro Cream Ale. The latest limited release is<br />

called Kaleidoscope Crumble – described as a Peach,<br />

Blueberry & Cherry Pastry Sour (8.2%).<br />

“Everything we do is all natural, vegan, preservative<br />

and additive free, in the case of our Ginger and<br />

Seltzers – they’re also gluten free and sugar free,”<br />

Richard said.<br />

Aether’s beers are now shipped to independent bottle<br />

shops all over Australia, including ACT, NSW, Victoria,<br />

WA and Far North Queensland, and most recently,<br />

South Australia. They’re also in Coles & Woolworths’<br />

liquor brand stores in Queensland.<br />

“We love working with venues on staff training and<br />

keeping them up to speed with what is happening in<br />

the brewery and have even had full pub/club teams<br />

into the brewery for tours and a look around (plus a<br />

beer),” Richard said.<br />

“People should get in touch because they’d be<br />

surprised how affordable our product is. We have a<br />

heap of great partnership spaces and venues that<br />

support our beer around the country – from clubs and<br />

pubs, to boutique restaurants and bar, events and<br />

sports arenas, and beyond.”<br />

As we head to the second half of 2022 Richard said<br />

Aether was looking at a potential second venue, and<br />

to continue to brew amazing beers for customers to<br />

enjoy.<br />

“With Dave being from oil and gas engineering and our<br />

Head Brewer being a food scientist, technology and<br />

new processes and methodologies form some of the<br />

bountiful creativity that make up Aether,” he said.<br />

“Our dry hop process is unique, the way our<br />

brewhouse operates is unique and even our yeast<br />

propagation is the first of kind, but it’s all focussed on<br />

producing the tastiest, most consistent beer on the<br />

market.”<br />

He said Aether’s five core values of creativity,<br />

community, balance, authenticity and quality went into<br />

everything they produced and everything they do as<br />

business and this would guide the next stage of the<br />

business’ growth.<br />

<strong>QHA</strong> & TAB Regional Race Day<br />

Thank you to the hoteliers, their staff and key industry<br />

partners who turned out to support the <strong>QHA</strong> & TAB<br />

Regional Race Day at the Mackay Turf Club in April.<br />

The event attracted over 150 guests who all enjoyed<br />

the hospitality and networking that accompanies the<br />

Regional Race Days. The event is sure to be a fixture<br />

on the annual calendar as we travel to another regional<br />

location for 2023.<br />

Reminder of remote self-exclusions for gambling<br />

Licensees are reminded that remote self-exclusions<br />

can only be requested through government funded<br />

gambling help services and when the request is made<br />

with the completed remote self-exclusion authority<br />

and identification form, exclusion form 3A, a clear<br />

digital photo of the person along with a copy of their<br />

photo identification, then they must be accepted<br />

and implemented at your venue. Following receipt of<br />

the aforementioned documentation from a gambling<br />

help service the venue is then required to complete<br />

and return exclusion form 3B to the individual and<br />

to the gambling help service via email and then<br />

complete form 3G – register of excluded persons. If<br />

a venue receives a request for exclusion which does<br />

not contain all of the necessary documentation, or<br />

the request is made from a third party which is not a<br />

gambling help service then the venue is not required to<br />

accept the exclusion at that point.<br />

In May, CUB together with the <strong>QHA</strong> held the Pubs,<br />

Pots & Profits forum in Townsville for hoteliers from<br />

around the region. Thank you to all publicans and their<br />

key staff who attended the event – the feedback has<br />

been very positive! Thank you to all keynote speakers<br />

for their invaluable insights and to all of the <strong>QHA</strong><br />

Partners who supported the successful event.<br />

Toowoomba Region Hoteliers Meeting<br />

On Tuesday 21 <strong>June</strong> the <strong>QHA</strong> will host a publican’s<br />

lunch for hoteliers and their key staff at Fitzy’s<br />

Toowoomba. The lunch will feature discussions and<br />

business development presentations from a range of<br />

<strong>QHA</strong> staff and corporate partners. PFD Food Services<br />

will again generously showcase their products and<br />

provide a delicious lunch for all attendees, and of<br />

course our beverage partners will ensure everyone<br />

remains well hydrated throughout. Details of the<br />

Lunch have been sent to all venues in the Toowoomba<br />

YALUMBA THE SIGNATURE 2018<br />

Since 1962, The Signature has been a celebration of<br />

wine and people encapsulated in one historic Barossa<br />

Cabernet Sauvignon and Shiraz. Each release of this<br />

iconic wine is named to honour an individual who<br />

has made a significant contribution to the culture and<br />

traditions of Yalumba.<br />

Nothing captures our Yalumba ethos more than The<br />

Signature. The 48th release of The Signature 2018<br />

is as meaningful now as it was in 1966 when we<br />

released the inaugural 1962 vintage. We could not<br />

have anticipated how entrenched this wine would<br />

become in the culture and lives of every person<br />

passing through the marble and red brick walled gates<br />

at Yalumba.<br />

Every release salutes an individual – that person<br />

becomes The Signatory, and their name is forever<br />

etched into the history books of Yalumba. Turn the<br />

bottle over. The back labels tell the story of a Yalumba<br />

legend.<br />

The 2018 (vintage) was dedicated to our Managing<br />

Director, Nick Waterman. Nick came to Yalumba in<br />

2003 as General Manager of Negociants Australia: “I<br />

can vividly recall assembling my troops to tell them I<br />

love wine, but I am definitely not a sniffer and spitter.<br />

You guys handle the wine, and I shall be the business<br />

strategy guy. Compared to my IT background this was<br />

a serious amount of fun.”<br />

With a dollop of comedic wit and a huge amount of<br />

smarts, Nick faced challenges head on in his honest<br />

and frank way before being appointed Managing<br />

Director in 2015. He has served with great distinction<br />

to provide a sustainable and successful future for<br />

Yalumba and its people. “I have tried to add structure<br />

and strategy to the existing strong culture, a bit like the<br />

perfect Cabernet and Shiraz.”<br />

Thank you to the <strong>QHA</strong> for your support of this great<br />

Australian red over the past 60 years, it is our privilege<br />

share this new release with you all. Here’s to the<br />

stories told, and the ones still to come.
