More road work set to
MORE ROAD works are ready
to start on Dyers Pass Rd at the
weekend.
Higgins will under take the
road works to install more
safety barriers at several
high-risk locations between
Governors Bay and the Sign of
the Takahe from Sunday, July
10.
More than
2.5km of
safety barriers
have already
been installed
along the road
last year, city
council head
Lynnette
Ellis
of transport
Lynette Ellis
said.
“The current Long Term
Plan has budget available so
that we can make several more
high-risk areas of Dyers Pass Rd
safer,” Ellis said.
“By the time we finish this
next phase of work, we’ll have
safety barriers on around 75 per
cent of Dyers Pass Rd, which
should make the road much
safer for everyone.”
SEARCH AND rescue tracking
dogs, a drone operator and
concerned residents have joined
forces to scour Barnett Park,
Redcliffs, for Bertie, the golden
retriever who tore off after a rabbit
and never returned.
So far the search of the popular
recreation area has detected no
trace of the amiable seven-and-ahalf-year-old,
leading owner Mary
McNulty to fear her dog might
have been stolen on June 24, the
first day of the Matariki long
weekend.
“This is a well behaved dog who
comes back to a whistle,” she said.
“Certainly she goes rabbiting,
but I’ve never known her to be
gone more than half an hour
chasing a rabbit and then she’s
back. She has never gone missing
before, I just wonder if someone
has picked her up.
“There were lots of people
around, she’s a golden retriever,
so she loves people, especially
children.
“It’s possible she thought ‘there’s
some children I’ll go and talk to
them’ but I’d expect her to come
back.”
Templeton won’t join race to be mayor
• By Chris Barclay
HEATHCOTE WARD city
councillor Sara Templeton will not
join the mayoralty race, a decision
inspired by David Meates opting to
challenge Phil Mauger.
Once the former Canterbury
District Health Board boss
announced his candidacy last
Thursday, Templeton refocused on
securing a third term on the council
at October’s local government
elections.
Templeton initially ruled out
a mayoral campaign but reconsidered
in May when it appeared
there would not be an alternative
to fellow independent councillor
Mauger.
“I had ruled it out some time ago
but when there was no confirmed
competition and following a lot
of people asking if I would stand I
decided to reconsider my previous
decision,” she said.
Templeton was pleased Meates,
who returned from the United
Kingdom last weekend after a
health-related contract in England
and Wales, had confirmed speculation
he would attempt to succeed
Lianne Dalziel.
“What I’ve seen so far is really
encouraging, so I’m sticking by my
previous decision to rule it out, this
time round,” she said.
“I think it’ll be very useful for
us to have some fresh eyes on
council, rather than the factions
stuff that seems to be around at the
moment.”
Templeton did not believe a lack
of local government experience
would necessarily count against
Meates when he takes on Mauger,
a one-term city councillor for the
Burwood Ward.
“Very few people have local
government experience before
they were elected to council, the
other mayoral contender didn’t,”
Templeton said.
While welcoming Meates’ involvement,
Templeton said
she would not actively support his
bid.
“I’ll focus on my own campaign,
raising the issues I believe need
to be raised during the campaign
period,” she said, nominating
climate change and enhancing
community engagement with
council as key platforms.
contenders, pages 4 & 5
Work to start at night on Dyers Pass Rd
• From page 1
Ellis said the council is aware
of the disruption and frustration
caused by the work on Dyers
Pass Rd last year.
She said it is taking a different
approach to this second stage.
“We’ll only have two work
sites under way at a time, which
means there won’t be several sets
of temporary traffic signals and
work sites close together.
“We are also starting the work
outside of the busy summer period
when there are less cyclists
and recreational users on the
road.”
The work will start at night
from Sunday to Friday. Dyers
Pass Rd will be closed between
7.30pm and 6am from Sunday.
Night works will continue for the
duration of the project, which
is expected to be completed in
December.
Ellis said they will be using
“some smarter traffic signals”
and “electronic travel time signs
at key locations” to help people
decide the best route to take.
However, the work is still
likely to still cause significant
disruption to traffic. The large
excavators and concrete
pouring work will be done at
night to reduce the impact on
daytime traffic.
“It’s not an easy task to work
on a steep, narrow and windy
road so for the safety of the crews
working on the road we ask that
people driving or biking over
Dyers Pass Rd respect the traffic
management that will be in place
over the next few months,” Ellis
said.
“Our contractor will be doing
their best to minimise the
disruption, but people travelling
on Dyers Pass Rd should factor
an extra 20 minutes into their
travel times and, if possible,
use the Lyttelton Tunnel or
Gebbies Pass rather than Dyers
Pass Rd.”
The faces behind the mayoral
A candidate to
challenge Phil Mauger’s
mayoral bid has
officially emerged four
months before the local
government election
determines Lianne
Dalziel’s successor. Chris
Barclay details the key
support crew behind
the city councillor and
new contender, former
Canterbury District
Health Board chief
executive David Meates
TEAM MAUGER
First-term city councillor Sam
MacDonald does not have an
official role with Phil Mauger’s
campaign. The former electoral
chair for then National Party
minister Gerry Brownlee will
serve as an adviser for the high
profile businessman.
MacDonald, who is seeking
re-election in the Waimairi
Ward under the right-leaning
Independent Citizen banner,
described himself as Mauger’s
“eyes and ears” from a financial
perspective.
“I’ve been very clear, with
my chartered accounting
background, that I’m happy to
support Phil purely because he’s
pragmatic. He doesn’t put up
with the bureaucratic nonsense
that can often happen in big
organisations like this.
“Everyone at the council now
has worked with Phil. There’s
an existing relationship even for
the ones that sometimes may not
agree with him. They understand
how he operates.”
MacDonald identified fellow
Independent Citizens representative
James Gough (Waimairi)
as another source of assistance
ahead of the polls on October 8.
“There will be a range of people
that will help out. From a commercial,
institutional knowledge
point of view James will be right
in the thick of that,” he said.
MacDonald was surprised at
TEAM MAUGER
Phil Mauger
Sam MacDonald Erin Jamieson Garry Moore
the timing of Meates announcement.
“There’s an air of arrogance
about it. To me, it’s like ‘I can
just check back into the city and
become the mayor’. Phil has been
out there for three years at least
doing the hard graft, understanding
the issues.”
Australian-born Erin Jamieson,
a partner at Convergence
PR, is co-ordinating a Mauger
campaign for the second time,
following his election as a firsttime
city councillor for Burwood
in 2019.
The award-winning public
relations and strategic
communications expert also
worked on two successful
mayoral campaigns for Moore’s
successor, Sir Bob Parker.
“I’ve been doing this for a long
time, I’ve been involved in political
strategies and working with
candidates for probably 15 years,”
said Jamieson, who also worked
with the West Coast District
Health Board in the aftermath of
the Pike River mining disaster.
TEAM MEATES
The late starter in the race for
the mayoralty has one of Dalziel’s
predecessors to lean on, threeterm
mayor Garry Moore as an
advocate and sounding board.
David Meates was due back
from a year-long contract as a
specialist health systems adviser
with the UK’s National Health
Service on Sunday, and Moore is
keen to strategise as soon as the
jet lag allows.
“He’s a quiet, quite a humble
leader and what we need in
Christchurch, and New Zealand
to an extent, is people who
bring people together,” Moore
said.
“You can’t be a show pony
doing that sort of thing. You
need to actually have brains and
modesty and I think he’s got both
attributes.”
Moore was approached by
Meates several months ago and
decided to join the bid as a ‘team
member’.
“There’s nothing like an old
gargoyle sitting in the corner
going ‘Nah, that won’t work’,”
Moore said.
Have you seen Bertie?
TEAM MEATES
David Meates
“I was looking to support
someone who could see the
big picture. One of the more
challenging groups (to work
together) in our society are
doctors, and he succeeded with
that brilliantly.
“David led a good system and
that’s what the council needs to
get right, right now. This postearthquake
thinking. This is a
chance for us to select a mayor
who will take us to the next
stage.
“We need a strong voice
for Christchurch because
Christchurch and the South
Island gets forgotten in
Wellington.
“We need somebody who’s
fought for resources for
Aaron Campbell
Christchurch, David did that for
the CDHB and he paid the price,”
Moore said of Meates decision to
quit the post in 2020.
Meates’ campaign secretary
Aaron Campbell, a keen
photographer and former
community board member, was
Dalziel’s campaign manager
when she was re-elected in 2016
and 2019.
“I’d never volunteered or done
any (campaign) work before
Lianne,” said Campbell, who also
has a background in catering.
Campbell was tight-lipped on
the identity of other individuals
assisting Meates.
“There’s a number of people on
the team providing advice and
speciality roles,” he said.
McNulty was taking Bertie
interest.
Bertie and Reg set off in pursuit,
but only the younger dog
returned, prompting a search
until darkness fell.
Over the long weekend search
and rescue dogs and a drone
bolstered the hunt as Reg pined
back home at Moncks Bay.
“He wouldn’t eat for three
days, he was very distressed.
He kept looking for his mum,”
said McNulty, who thanked the
community for their ongoing
support.
“I’ve got a friend with tracking
dogs and he took his out as well.
A friend of a friend had a
drone. We’ve had people looking,
and flyers . . . just about
everything.
“We’ve walked in that area,
we’ve searched in the area, I
don’t know how many times,
and how many people.
“We’re heartbroken but the
light of that, if you like, is the
kindness of people really.
“They’ve turned up and gone
for a walk and looked over
the edges in case she went off
a sheer. Between earthquakes
and time there’s lots of drops
GONE: Golden retriever Bertie has been missing since
June 24, when she took off after a rabbit in Redcliffs.
and stuff, but we haven’t found
anything.
“There’s been no sightings,
no nothing, that’s why I think
someone’s picked her up,” said
McNulty, who will not give up
the search.
“You’ve got to be hopeful,”
she said.
“What else do you have left?”
NEWS 7
• By Emily Moorhouse
IT WAS 5am, -3 deg C and
dark and Ruby, an 11-year-old
labrador, was standing outside a
suburban laundromat, lost.
She was cold and wet after
somehow losing her way when
she went for her nightly toilet
stop.
Shannon and a friend, who
lived near Linwood Laundromat
in Buckleys Rd, spotted the
confused Ruby as they went to do
some early morning washing.
Just under 1km away,
Ruby’s worried family had
been up looking for her, as the
temperature dropped below
freezing point.
For the next two-and-a-half
days they would continue the
search, not knowing what had
happened, fearing she may have
been stolen.
Ruby was staring at Shannon
and his friend as they approached
the laundromat. He thought it
was the dog that belonged to a
homeless man who frequented
the area. He approached Ruby
but she took off. He later found
her curled up in a ball “soaking
wet and cold” near a bus stop.
He walked Ruby back to his
house nearby. She was happy to
go and after giving her some of
his dog’s biscuits, she curled up
on the couch.
Ruby stayed at Shannon’s place
for the next two nights, as he
tried in vain to find the homeless
man in Linwood he thought
Ruby belonged to – unaware
Ruby’s owner Sam Mano was
desperately posting on social
media to try and track her down.
The ordeal had started on June
Ruby goes missing after call of nature
22 when Ruby, who doesn’t wear
a collar at home, went outside for
a wee.
Mano, who has had Ruby
since she was a puppy, went out
looking for her for a couple of
hours after she failed to come
back.
REUNITED: Sam Mano has had
11-year-old Ruby since she was
a puppy and said it wasn’t a nice
feeling to have a family member
go missing.
PHOTO: STAR NEWS
“There’s that fear of people
taking dogs for whatever reason
. . . it’s not a nice feeling having
a family member go missing,”
Mano said.
The next morning when
Ruby still hadn’t returned, the
Mano family began posting on
Facebook community groups
and lost and found pet pages in
hopes someone would know of
her whereabouts.
In total the posts reached
almost 500 shares and more
than 100 comments from people
showing their support towards
the family.
The following Saturday,
Shannon’s friend saw social
media posts, and realised the
labrador they had wasn’t the
homeless man’s.
He contacted the Manos to
come over and see if Ruby was
theirs. He was surprised Ruby
had got as far as she did.
“That’s quite a fair distance for
an old dog like that, especially
cold in the night . . . no poor soul
should be left outside in this cold
weather,” Shannon said.
A $300 reward posted for the
return of Ruby came at a “helpful
time”, Shannon said.
Mano said when he arrived
at Shannon’s house Ruby began
jumping up and down excitedly
as soon as she saw his car.
“If you know Ruby her tail flies
at 100 miles an hour. Yeah, she
was pretty happy to see us.”
Mano said Ruby’s return was a
team effort by the community. It
was amazing to see the response.
“The general public was
amazing . . . [we had] offers from
strangers to help put flyers out,”
he said.
Bonita
(aka~ beautiful,
cute, pretty)
Bonita was born out a genuine interest for
bringing to New Zealand the colour and
vibrancy of the Latin American culture, we
tried many organizations and groups in
different countries but the one that responded
to our request was from Mexico, this gave us
the possibility of working with families of
artist and artisans who have dedicated their
lives to keep their traditional methods and
procedures as well as creating first class quality
ceramics .We are very happy and proud of
been able to present to our customers
products of quality and beauty as well as
provided work to keep their traditions alive.
of Lyttelton
We at Bonita of Lyttelton work directly with an exporter who has dedicated the
last 30 years to represent mostly families and indigenous groups who have been
creating these traditional products for generations. We have stablished our
relationships with them based on honesty, good working conditions, quality
product control and their ability to fulfil orders in a timely manner.
We stock a selection of traditional
ceramics ranging from the colourful
Talavera home and garden items to
the beautifully crafted Barro Negro
exclusive pieces, Lupita dolls and
jewellery.
Owner of Bonita of Lyttelton Cristina
Guerrero displays some of her colourful
bowls, pots and hand basins.
The Pandemic has hit us all hard, and Mexico
has suffered in a big way so many of the
families and groups we work with, had to
completely stop production as the Pandemic
hit them hard, so for us here it has been
difficult trying to get more products in, but
finally we just received the 2021 stock which has
just arrived and which we are so happy to
introduce to our customers.
We invite people into our shop to enjoy the
colours, the music and the conversation, we are
Somali women showcase their art
SHOCKED, SURREAL and
excited.
Those are the words of firsttime
artist Samira Ahmed as she
watched her print being hung up
on show in Tūranga.
Ahmed is one of eight
Somali women aged between
20 and 70 whose art is now on
display in the Gurigeena: Our
Home exhibition held by the
Canterbury Somali Association
on the library’s ground floor.
“I don’t think any of us know
how good our artwork is. At
the time I didn’t think it was a
big deal but seeing it up there is
impressive,” Ahmed said.
The exhibition is one of the
ways the association is giving a
voice to the Somali community
in Christchurch, particularly in
the aftermath of the March 15,
2019 terror attacks.
Ahmed’s work is “pretty
much” a self-portrait.
“She’s deep in thought and
whatever she’s thinking about,
it’s very deep. Maybe world peace
or something like that,” she said.
Ahmed said the class was
so great for the group’s well-being
and gave her a little “me
time”.
The group of women attended
eight two-hour classes hosted
by artist and art teacher Janet
Molineaux.
HOME: Samira Ahmed is one of eight Somali women whose printmaking is now on
display at Tūranga.
PHOTO: NEWSLINE
“A lot of them are from quite
nomadic backgrounds and
they’d never done any art.
They’re elderly women or young
mothers and have not been able
to escape their domesticity.
This was for their well-being,”
Molineaux said.
For the women it was a time to
get together, listen to traditional
music in the background, talk,
and work on their art.
They were presented with
different Somali prints and each
woman chose an image they
connected with.
Once they’d each chosen their
images, Molineaux took them
through the process of printmaking.
Said Molineaux: “A lot of
them don’t speak English so I
was teaching by demonstration.
To begin with my ladies were
really shy but towards the middle
of the term they’d gotten used
to me and there was a strong
connection.
“Even now they’re finished,
they don’t realise what they’ve
created because they’ve never
done it before. It’s not a big
collection, eight prints, but what
it does for this group of women
is huge.”
Once they were finished,
Molineaux said she knew they
needed to be made public and
approached Christchurch City
Libraries, which leapt at the
chance to host the exhibition.
“It’s so fabulous to see the
beautiful works of art showcased
for the public. We urge anyone
and everyone to come and check
them out,” city council acting
head of libraries and information
Elaine Sides said.
The work is on display in
Tūranga until August.
Microplastics hiding in everyday products
HOUSEHOLD items that
seem benign are some of the
most common sources of
microplastics, a Canterbury
University PhD student has
found.
Clothing and soft furnishings,
glitter, kitchen sponges, nail
polish, sunscreen, mascara, and
lipsticks are bursting with what
Helena Ruffell calls ‘sneaky
plastics.’
Ruffell began researching
microplastics – plastic particles
smaller than 5mm – for her
master’s project by investigating
the levels and types going into
and out of wastewater treatment
plants. She is now researching
how microplastics impact the
health and function of New Zealand
soils, and how they get into
the soils in the first place.
“Unfortunately, microplastics
are everywhere, including in
places you wouldn’t expect. I’ve
found microplastics in every single
sample I’ve looked at,” she said.
“When we think of plastic,
we tend to think of a rigid shiny
product like a drink bottle. A lot
of the time we don’t realise that
microplastics are lurking in a
myriad of other everyday items.
“For instance, I hadn’t realised
that glitter is made from plastic.
And we all know how incredibly
hard it is to get rid of it and
how easily it can rub off toys,
clothing, art work, makeup, nail
polish and remain on clothing,
carpets and other surfaces for a
long time. Makeup, nail polishes
and glitter paints for hair and
body are all washed down the
drain during hand washing and
showers or baths and into the
wastewater treatment plants, and
are eventually released into the
environment.
“A lot of our clothing and
soft furnishings, for example
blankets, cushions, curtains,
and carpet, are actually made
of plastic. These synthetics all
continually shed microfibres and
this is accelerated when we wash
them. Then the water from the
washing machine goes down the
drain and eventually out into the
environment.”
The quantity of microplastics
in each wastewater sample took
Ruffell by surprise.
“I thought the likelihood of
finding any plastics in the wastewater
treatment plants would
be very low because of the sheer
volume of water that’s there. I
was wrong. Some samples are so
full of microplastics it looks like
someone sprinkled hundred and
thousands over them.
“And I’m continuing to find
lots of microbeads even though
they were banned for sale in personal
care products in 2018. But
they are clearly still being used
RESEARCH:
The
amount of
microplastics
in each
wastewater
sample took
UC PhD
student
Helena
Ruffell by
surprise.
or are found in other products,”
she said.
As part of her PhD research,
Ruffell is collecting samples of
different soils and biowastes
that are commonly applied
onto soils and may be sources
of microplastics – for instance,
compost, biosolids (dried sewage
sludge) and pasture irrigated
with treated municipal effluent.
“I’m identifying how many
microplastics are present in each
sample type, and what kinds
of plastic polymers are present,
such as polyester, acrylic, polypropylene,
or nylon. I am also
investigating if there are any
impacts of different kinds of
What can you do to
combat sneaky plastics?
•Replace plastic kitchen
sponges with a cotton
cloth, wooden or sisal
dish brush
•Wash clothes less
frequently or spot wash
•When buying new items,
choose natural fibres
for clothes, carpets and
blankets where possible
•Cut down on glitter
•Check makeup for
microplastics
•Ask companies if they
use microbeads in
products like sunscreen
and cleaning liquids
plastics on soil health and plant
growth,” Ruffell said.
Supervisor Professor Sally
Gaw said Ruffell’s project is
important as it highlights how
everyday products contribute to
microplastic pollution and identifies
changes we can all easily
make.
Ruffell’s PhD work is part
of the Ministry of Business
Innovation and Employment
funded Endeavour Research Programme:
Aotearoa Impacts and
Mitigation of Microplastics led
by the Institute of Environmental
Science and Research, and her
master’s research was funded by
USED CAR dealers say some
customers expecting a clean car
rebate are getting hit with a fee
instead – because official data is
changing even as the vehicle is
being sold.
The Clean Car Discount
scheme is having to alter wrong
or missing emissions or safetyrating
data as it goes along.
Christchurch car dealer Peter
Cullen has a dozen virtually
identical Mazdas Azelas on his
lot at Value Cars Warehouse,
which he had marked up as
having rebates.
But last week, when he
went to print out a window
sticker for the latest Azela, the
official Rightcar site produced
something else.
“It’s actually a fee now, it’s
changed midstream.
“Then I’ve subsequently gone
and checked all the previous
models.
“We’ve already marked them
up as rebates, which they were,
and now it appears they’re all
fees.”
The fee is $470 and the rebate
about $500.
Because Cullen is convinced
the new data is wrong and the
cars should get a rebate, he is
reluctant to change the window
stickers – even though that
might force him to pay the
difference for the customer.
CONCERNED: Christchurch car dealers Martin Harcourt (left) and Peter Cullen. Cullen is
convinced some of the Clean Car Discount scheme data is wrong.
“I know it’s not a fee car. But
how we prove that? I don’t know.
The public will blame us, not the
government.”
He also had cars with chassis
numbers one car apart, where
one had no fee, and the other a
fee.
The agency’s response was
“fluffy”, simply saying the data
had changed, he said.
“The government is forcing us
to mislead the public,” he said.
Several other dealers said they
had problems with a popular
Honda hatchback where the
safety rating was shifting: some
at three stars got a rebate, others
at two stars did not, they said.
Documents released under the
Official Information Act show
transport authorities knew they
had poor data for determining a
rebate or a fee heading into the
scheme’s launch in April.
A Ministry of Transport report
about CO2 emissions data for
used cars, the way emissions are
tested, and fuel consumption
says: “Nothing reliable for used
vehicles until June 2019 – high
non-compliance since then
as well.”
Waka Kotahi New Zealand
Transport Agency said it ran
regular updates from January to
April to clean up this data, and
that has carried on since.
Internal emails released in
30 files under the OIA say
the agency is dealing with
“incorrect” motor vehicle
registration data that requires a
“workaround”.
These show major Japanese
car importer Nichibo called the
system “a minefield”.
“Work continues to correct,
with a cycle of 2-3 data updates
each week, to continually
improve the underlying data,”
Waka Kotahi’s programme
director emailed on April 8,
seven days after launch.
During just one such update,
on April 6, the records for more
298 vehicles were fixed and 830
were rejected.
Waka Kotahi insisted the
responsibility for providing
accurate data sits with the vehicle
importer.
Its service was “not the only, or
even the preferred data source”,
it said. Waka Kotahi and the
Ministry of Transport had
worked since 2019 to improve
the rules on data, it said.
The OIA emails show about
30 dealers asking the agency
to urgently fix data in the week
after the launch.
Government’ – car dealer
“Errors are now being shown
on Toyota NZ and store advertising,
misleading the public
and creating reputational risk,”
Toyota NZ said on April 8.
Toyota said last week “there
are no lingering data problems”.
Several other dealers
agreed but others said problems
persisted, with one saying
hybrids and plug-in hybrids
were worst. Some are paying
$300 per car to get guaranteed
emissions data on European
used imports.
The emails show Waka
Kotahi was keen in April to tell
the media the problems were
minor, bedding-in ones, even
though it was not sure about
the scale of them. “We are still
having difficulty getting figures
we are confident about,”
a communications staffer said
on April 8 while preparing a
report back to the Transport
Minister, following media
queries.
After RNZ reported the
industry was saying thousands
of cars could be affected, the
communications team said:
“If we can convincingly pour
cold water on that, it would be
good.”
Around the same time,
a senior manager said “the
information required is hard
to come by”. Another said that
FIX: The Clean Car Discount scheme is having to alter
wrong or missing emissions or safety-rating data.
PHOTO: MARIKA KHABAZI/RNZ
overall there was a “very low
number” of problems, but added:
“Given we have more cases
than we are expecting, there
is a spike, and we are working
through each one as quickly as
possible.”
The Ministry of Transport
asked Waka Kotahi about
a gap where “hundreds of
models” of late model Japanese
used imports appeared to lack
the right identifiers.
“Without these being loaded
in, it means that the wrong
CO2 value will be assigned
on many used import where
manufactured from 2018, and
probably all used imports
manufactured from early
2021,” the ministry official
said. “It may also reduce
consumers’ ability to discover
the full set of low emission car
options.”
The agency’s top adviser on
clean cars Iain McGlinchy responded:
“It’s difficult to work
out from the emails what scale
of problem is. There seem to be
more questions than answers
at present.”
He also urged his team to
fix a separate problem, the
scheme was putting a full fee
on cars that lacked emissions
data. “It is important to find
out why the system seems to
be skipping the other steps,”
McGlinchy said on April 7.
On April 27, the agency told
RNZ there were no “system
issues” and that a total of 145
vehicles had had their emissions
data queried.
The OIA emails contain an
estimate five percent of used
cars were affected, and speak
of the team being “donkey
deep fixing the issue”.
Waka Kotahi in a statement
said it was car dealers’ responsibility
to review emissions
data by querying it with the
certifier of a vehicle when it is
imported or generating a label
in Fuelsaver.
The agency was following
the guidelines for when CO2
data was lacking, which could
be because certifiers had keyed
it in wrongly or the vehicle was
not yet certified.
Dealers had to be as specific
as possible to find the right
data on Rightcar, such as using
a chassis number.
The agency did not comment
on how good its own data is
now, and did not say if it had
addressed the problem of its
system “skipping” steps and
defaulting to a full fee when
there was no data about a car.
Treasures from the past: Bags of style
AN ONLINE search of our
Te Ūaka’s collection using a
specific keyword or theme can
reveal all manner of intriguing
objects which convey stories of
particular times and cultural
practices.
Our first item is a well used
carpet bag, a style of travel luggage
in widespread use from the
mid 1800s.Often made by saddle
makers, they were a simple
design with a frame at the top to
support the opening and were
relatively inexpensive to produce
from offcuts of Oriental rugs or
‘Brussels’ carpeting. Lighter and
more portable than a wooden or
metal trunk, a good quality bag
could last a lifetime, as evidenced
by this example.
Such bags met the needs of
those wanting to carry a few
essential possessions with them
on a journey; you might well imagine
an English woman in the
1850s, fresh off the migrant ships
to Ōhinehou Lyttelton, trudging
over the Bridle Path with a carpet
bag in one hand and a child
perched on her opposite hip.
Much later, in the hippie heyday
of the 1960s, the popularity of
the carpet bag enjoyed a resurgence,
with a renewed appreciation
of their practicality and the
well worn patina of century old
fabrics.
Our second object is an elaborately
beaded fan bag which
manifests hours of intricate
handwork by its maker, very
often the same woman who then
carried it over her arm to some
elegant occasion. Sometimes
referred to as a reticule (from the
Latin reticulum for ‘net’, since
early examples were made from
netting), or ridicule, they became
popular in the early 18th century
Regency period and continued
so throughout the Victorian era.
A woman’s bag might contain
little more than a fan and a
handkerchief; nevertheless it
could be a powerful symbol
of status. The folding fan was
introduced to Europe from Japan
in the 16th century; their popularity
soared in Victorian times
and they became a hallmark
of upper class pretensions in a
highly stratified society. They
could keep away insects, provide
opportunities for coquetry and
shield a face from heat, especially
important when make up was
often wax based.
Our third selection is arguably
one of the most unusual items
in the collection - made from a
preserved armadillo shell, it is
lined with red material and constructed
so that the tail makes
the handle. The name armadillo
translates delightfully from its
Spanish origins as ‘little armoured
one’ – these mammals,
Above – Bag made of multi-coloured, carpet-like material
with leather handles and straps.
Above right – Drawstring bag, exterior entirely covered in
glass beading, depicting botanical design; tassel at base.
Left – Basket made of armadillo skin, with tail forming
handle; lined with red fabric.
which belong to the same classification
as anteaters and sloths,
are an important food source
in their native Central and
South America and Mexico. The
animal’s shells have traditionally
been used in the Andes to make
the back of the charango, a type
of lute.
Most species of armadillo are
not listed as endangered, yet
some are considered vulnerable,
although the nine-banded Dasypus
novemcinctus appears to be
increasing its spread across the
southern states of America.
Encountering these creatures in
the late 1890s, an enterprising
German immigrant, one Charles
Aplet of Kendall County, Texas,
The Final Strife
by Saara El-Arifi
‘Epic in scope, its worldbuilding as intricate as filigree. The Final
Strife sings of rebellion, love, and the courage it takes to stand up
to tyranny, following three women whose journeys will keep you
gripped to the last’ —Samantha Shannon, Sunday Times bestselling
author of The Priory of the Orange Tree The Empire rules by blood...
Red is the blood of the elite, of magic, of control...Blue is the blood of the
poor, of workers, of the resistance...Clear is the blood of the servants, of the
crushed, of the invisible. The Aktibar – a set of trials held every ten years to find the
next Ember rulers of the Empire – is about to begin. All can join but not just anyone
can win; it requires great skill and ingenuity to become the future wardens of Strength,
Knowledge, Truth and Duty. Sylah was destined to win the trials and be crowned
Warden of Strength. Stolen by blue-blooded rebels she was raised with a Duster’s
heart; forged as a weapon to bring down from within the red-blooded Embers’ regime
of cruelty. But when her adopted family were brutally murdered those dreams of a
better future turned to dust. However, the flame of hope may yet be rekindled because
Sylah wasn’t made to sparkle, she was born to burn. And it’s up to her whether she
rules the empire or destroys it.
THIS BOOK
For years she prayed for her mother to give birth to a son. She longed to be spared
her destiny as Britain’s future Queen. Her dream was to live in the country surrounded
by children, dogs and horses. But Elizabeth did her duty, the young princess pledging
before her people that she would dedicate her whole life to the service of Britain and the
Commonwealth. She hoped that day would be a long way off. It was not to be. Only
twenty-five when she became Queen after the premature death of her father, King George
Vl, Elizabeth has become the stuff of superlatives: the longest reigning, most travelled
and, for a shy woman, the Queen who has shaken more hands and made more small
talk than any other monarch in history. She has been seen and believed by millions,
either in person, on television or film. While her reign has been defined by divorce, her
private life has been moulded by an irascible husband, an extravagant mother and a
querulous eldest son. In the winter of her reign she refereed a war between two of her
grandsons, brothers William and Harry who were once inseparable friends. As she
celebrates her platinum anniversary, the first monarch to reign for seventy years, she
has, during a once in a lifetime pandemic, become the reassuring face of hope and
optimism, the grandmother to the nation.
struck upon the bright idea to
turn them into baskets. His Armadillo
Basket Factory shipped a
staggering 40,000 products globally
in its first six years of production.
After exhibiting at the
St Louis World Fair in 1904, the
popularity of the basket resulted
in increased production, along
with other strange items made
from armadillo bodies, such as
lamps, desk sets and smoking
stands! It is quite likely that the
Museum’s basket originated
from this source, then making its
way ‘down under’.
Old quarry building gets new piano
• By Emily Moorhouse
AN OLD stone house has
been blessed with the sound
of music with the arrival of a
new piano.
The Singlemen’s Quarters
at Halswell Quarry has
been gifted a working piano
thanks to an anonymous
donor.
The previous piano that sat
in the Singlemen’s Quarters
didn’t make sound when the
keys were pressed, leaving
locals who visited frequently
disappointed with the lack of
music.
Waipuna Halswell-Hornby-Riccarton
Community
Board member Debbie Mora
was advocating to have a
working piano put in at the
Singlemen’s Quarters for
“many years.”
“I understand the enjoyment
people get from playing
and listening to a piano,” she
said.
Mora made a post on
Facebook to see if anyone
was interested in donating a
piano to the quarry and had a
person that wanted to remain
anonymous offer theirs.
The Singlemen’s Quarters
was built around 1922 and
closed after the February 22,
2011, earthquake, opening to
the public again in 2017 after
undergoing repair work.
Mora said she bumped
into Ryan Dunn and his
two-year-old son Auden who
had visited the Singlemen’s
Quarters the previous day
and attempted to play the old
piano.
“We quickly introduced
Auden to the replacement
piano which he was really
enthralled with and enjoyed.
It was fantastic to see immediate
favour with the replacement
piano,” Mora said.
Quarry Cafe barista Paul
Wadsworth said many people
expressed disappointment
when attempting to play the
old piano that didn’t work.
The new piano would add
an ambience to the area
which will now be a buzz
with the community, he said.
Mora said she’d like to
see the room being used for
morning and afternoon teas
with people using the piano
to entertain others with a
singalong.
A SURVEY is revealing a strong
sense of community in the
Lyttelton Harbour and Port Levy
areas.
The purpose of the city
council survey is to gain a better
understanding of risk tolerance
from the impacts of sea level rise.
“An understanding of
community risk tolerance
can help the community,
rūnanga and council make
informed, community-specific
decisions during phase three of
the coastal hazards adaptation
planning programme, ’ said head
of planning and consents, John
Higgins.
Phase three is collaboration
adaptation planning with
communities. Those in the
Lyttelton/Mt Herbert area wi l
be first. It is estimated this phase
wi l take at least 1.5 years to do
properly.
So far the survey, which wi l
close on Friday, has had more
than 100 responses.
Canterbury Chair
Jenny Hughey
In declaring the climate
emergency, the Council noted it
would continue to show leadership
on climate-change and do so
without adding new programmes
at ratepayers’ expense. It also gave
staff a clear mandate to continue
and enhance that work.
That work included setting
up a climate-change integration
programme in the Long-term Plan
2018-28, ensuring climate change
was actively considered across
workstreams, increasing visibility
of the science and what we know
about the impact of climate
change on Canterbury, and liaising
on the issue with iwi and regional
partners, other local authorities
and central government.
As an organisation, we have
also made significant progress in
addressing our own greenhousegas
emissions, with our
Christchurch building receiving a
kilowatt hours of electricity per
year.
There has been a 26% reduction
per staff member in emissions
since 30 June 2010. We now have
access to electric and hybrid
vehicles and hope to have half our
Latest Canterbury news at starnews.co.nz
by sea-level rise this century and
our productive and protected land
jeopardised by the arrival and
spread of new, exotic weeds and
pests from warmer climates.
All these eventualities have
to be planned and prepared for,
and Environment Canterbury
will remain in the vanguard of
these climate change efforts.
One example is the $40 million
Waimakariri River flood
protection project, completed
late last year. The network of
floodgates and stopbanks will
protect half a million people and
$8 billion of community and
business assets from a possible
“super flood”.
The last major flood was in
fleet hybrid or long-range electric
by 2022. Carbon emissions from
air travel across the organisation
are offset via our own biodiversity
programmes.
According to a Madworld report
in 2019, our gross emissions were
2253 tonnes of carbon dioxide
(CO2) equivalent, compared with
removals of 7883 tonnes of CO2-
equivalent through our efficiency
efforts and from forestry planting
across 2700 hectares.
The changing climate will pose
many risks to life and livelihood
in Canterbury. In recent years
we have seen how occasional,
but extreme, weather events have
had huge effects on residents and
infrastructure around the South
Island.
The driest parts of our region,
along the Marlborough coast and
across much of the Canterbury
Plains, are expected to get even
drier. North-westerly storms are
predicted to become more intense,
with torrential alpine rainstorms
turning our braided rivers into
roaring rapids, fuelling landslides
and causing widespread erosion.
Canterbury’s coastal
communities will be threatened
threatened and facing increased
pressures due to river system
change.
Wetlands are also ecosystems
at-risk nationally and regionally,
degraded by draining, damming
and diversion affecting their
ability to sequester carbon,
cleanse freshwater and mitigate
flooding, as well as impacting on
biodiversity and mahinga kai.
With biosecurity, we are
putting greater emphasis on the
risks of new pests establishing
in Canterbury. Warming
temperatures, changing soils and
new land uses mean new weeds
especially, will be able to gain a
better foothold across the region.
More broadly, we have to
Wetlands are also ecosystems
at-risk nationally and regionally,
degraded by draining, damming
and diversion affecting their
ability to sequester carbon,
cleanse freshwater and mitigate
flooding, as well as impacting on
With biosecurity, we are
putting greater emphasis on the
risks of new pests establishing
in Canterbury. Warming
temperatures, changing soils and
new land uses mean new weeds
especially, will be able to gain a
better foothold across the region.
More broadly, we have to
curb reliance on fossil fuels and
find environmentally suitable
alternatives, such as electricity and
hydrogen, to power our public
transport.
When my predecessor Steve
this council late last year, he
highlighted some of the big
changes on the way. He was
optimistic we would be able to
deal with the “pressing issues” of
climate change and sustainability.
I share his confidence. As a
community, and as a council,
we are taking some bold steps to
ensure we are in a better place to
cope with the changing climate
and the tests it will set us. But
there will always be a need to do
more.

Electric BMW a glimpse into the future
WITH THE ever increasing
number of electric vehicles
pouring out of the global
automobile factories, so has
conventional design gone out the
window.
I first noticed futuristic looks
were developing when I evaluated
Hyundai’s Ioniq 5 late last
year, now BMW has escaped the
constraints of normal design associated
with having an internal
combustion engine under the
bonnet. It has pushed out the
envelope, the fully electric iX
series is landing here in sizeable
numbers and it is bold and brash
all through.
The exterior is blunt up front,
the characteristic BMW kidney
grille is intact, but it captures
attention with its flat, enclosed
structure and triangular shapes.
All through the vehicle there is
an emphasis on polygons and
geometric patterns, and with
the huge amount of electronic
componentry the inside look is
minimalistic, it is clean, sharp
and manipulated largely by touch
surfaces.
It may sound like a mishmash
of ideas, but in reality it all works
quite neatly and nicely. But there
are elements that are ‘in your
face’ and it may take some time
to warm to all of it. The optional
bright blue seat belts that contrast
to the rest of the interior colour
and patterns take some getting
used to. Different colour mixtures
can be ordered, but I just felt the
blue was too striking.
That aside, the iX xDrive40 is
a wonderful piece of engineering.
The evaluation car lists at
$169,600, if you want the epitome
of luxury, performance and
distance of travel the iX M60 will
take you 566km on single charge
but will set you back $238,900.
The iX xDrive50 sits in-between
at $204,800 and it’s good for up to
630km. If you are thinking the iX
xDrive40 is the poorer cousin of
the series, then that’s simply not
the case, it is an exceptional sport
utility vehicle that will satisfy the
demands of any electric vehicle
owner.
The 40 offers a lot for the
money. It has everything you
would expect to find in an SUV
– petrol powered or electric – it
cocoons the occupants in luxury,
and although there is no leather,
the fabric trim on the evaluation
car was amazing, its by far the
seat covering I would choose
and, what’s more, you still get the
warmth through seat squab and
backrest heaters.
Other notable items of fitment
include full panoramic roof,
head-up display, push-button
door opening buttons, and electric
STATEMENT: The BMW iX xDrive40 has styling cues that
go beyond conventional design.
BMW iX xDRIVE40: Large sport utility vehicle powered solely by batteries and electric motors.
everything; seat adjustment is
done from buttons on the door
proper, making travel comfortable
and convenient for all occupants
has been a manufacturing priority.
The whole driving experience
is user-friendly, there are no conventional
controls, to start operation
requires the push of a button,
and to enter drive mode means a
flick of a centre console-mounted
switch. Thereafter, movement is
normal, there is good loading on
the steering wheel, while momentum
is ushered in solidly and
smoothly. Well, that’s no surprise,
drive is seamless, the electric
motor winds up quickly to create
considerable force.
As you would expect, the iX
xDrive40 is quick – a 6.1sec
standstill to 100km/h acceleration
time is claimed by BMW. It will
also lunge through a highway
overtake in 3.8sec (80-120km/h).
Acceleration is forceful and
somewhat delightful, there’s a
surge of energy at all points that
is rather wilful and tempting, and
this from the entry-level model in
the line-up. The 50 and iX M60
have times of 4.6sec and 3.8sec to
meet the legal limit respectively.
Even so, the iX xDrive40 isn’t
disgraced, it is pleasing to have
that muscle on tap. However, I
didn’t overly use the energy greatly,
I was far more focussed on how
far I could travel in the evaluation
• Price – BMW iX xDrive40,
0-100km/h, 6.1sec
car, given battery charge depletion
in an electric vehicle is always on
my mind.
In terms of charging, it comes
with the standard cables – one for
plugging into a DC charge port,
and an AC 3-pin cable for a domestic
outlet. I used the latter all
the time and it’s fair to say an extra
metre or two in length would
have been ideal. Some car makers
include cables of generous length,
I’d be looking for something a bit
longer to suit my unique situation
in terms of where I take power
from. Of course, a designated
wallbox for the home is the ideal
solution.
That aside, it’s all a very simple
process to charge and one that
certainly becomes habit. Arriving
home after each journey I
plugged in to keep 100 per cent
showing.
The iX xDrive40 is big and
heavy –almost 5m and 2440kg
– there’s no denying that, but it
drives easily and there’s no feeling
of bulk, the driving aids certainly
help with that, and if a corner is
presented a little on the quick side
there is a secure and stable feeling
from underneath.
Huge tyres help, Pirelli
PZeros are fitted, and with a 22in
diameter there is a lot of rubber
on the road, and I consider these
to be some of the best tyres available.
Contributing to that feel of
sure-footedness is the drive that
connects all four wheels. Well,
there are two electric motors, one
up front and one at the rear, they
communicate with each other to
provide the best available grip on
all road surfaces.
The global bid to reduce vehicle
emissions and thereby create a
healthier planet is showing no
signs of slowing, instead it is
ramping up dramatically and the
groundswell is suggesting electricity
is the way forward in terms
of personal and public transport.
With that, technology is
changing rapidly to keep pace.
What BMW has created in the
iX series is just a hint of what
we can expect going forward. As
economies of scale kick in, the
average income buyer may be
able to sample that further down
the track.
