Skillshortagescontinue to
bite in the wake of Covid19,
with North Canterbury’s
threecouncilsfacing higher
than normal staff turnovers.
The Kaikoura District
Council has been the
hardest hit, with the
position of building control
officer vacant forthe past
nine months.
‘‘It’s in the building
control spacewhere there is
anationwide shortage of
buildingcontrol officers,’’
chiefexecutive Will
Doughty says.
Recently on the jobs
vacant website, Seek,there
were 28 councils advertising
for 60 roles, he says.
The council has aclose
working relationship with
neighbouring councils,
including the Hurunui
District Council in sharing
staffing resources.
It has also begun talks
with the Selwyn District
Council, which has initiated
awider conversation
around sharingresources
with neighbouring councils.
‘‘We need to look at things
differently, so we’re not
competingagainstother,’’
Mr Doughty says.
‘‘We need to think about
how we bring cadets
through, and how we can
give themtraining in areas
we don’tnecessarily have
but other councils might
have,soit’s aboutupskilling
the industry as awhole.
‘‘Thedefaultposition
should not be poaching
amongst ourselves.’’
In the last 18 months the
council had experienced
around 15 to 17 percent staff
turnover,which was higher
than normal, Mr Doughty
said.
Hurunui District Council
chiefexecutive Hamish
Dobbie shared Mr Doughty’s
sentiments, but said his
council had been in the
fortunate position of being
able to fill its vacancies.
‘‘Generally we are
relatively well off compared
to other councils, but it’s
just whenwedohave a
vacancy it’s hard to find staff
because we’re not getting as
many applicants as we
wouldnormally expect.
‘‘Butit’s also agood time
for people withinthe
organisation because when
opportunities do come up,
we can lookinternally and
find aperson who, with abit
of effort, could step up to
that role.’’
Mr Dobbie wouldlike to
see amore coordinated
approach between councils
for staff trainingand to
ensure councilswerenot
competingagainsteach
other.
Staffturnover is normally
15%, but it’s nudgingover
20% at present, Mr Dobbie
said.
Rain floods roads and properties
By STAFF REPORTERS
Tuesday’s downpour delivered up to
90mm of rain to parts of North
Canterbury by midafternoon, as the
rain continued to tumble down.
All fords were closed in the
Waimakariri District mid morning due
to high water levels, and many roads
throughout the region had vast swathes
of water flowing over them,
Residents kept an anxious eye on
rising creeks and rivers, while many had
small lakes in their lifestyle blocks, and
many farmer’s paddocks were awash
with water.
Amberley was plunged into darkness
overnight for several hours as
MainPower staff worked to steady a
power pole that was teetering at the
Waipara River due to the high flow and
the soaking the ground received.
Afew rural roads in the Hurunui
District were closed due to flooding with
creeks breaching their banks, and the
downpour delivering more water than
could soak into pastures.
Council staff closely monitored
lagoons, river levels and all stormwater
systems throughout district and
appealed to people to contact the
council if there was any storm damage
that needed immediate attention.
People were warned on Wednesday to
be aware of slips, fallen trees, broken
branches and debris, in the Hurunui
District.
Rain also fell heavily throughout the
Kaikoura District where roads were
flooded and heavy rain shut down the
Kincaid Water Scheme.
Residents were being asked to
conserve water.
Wednesday brought some relief with
much of the water over roads having
receded, and rivers were starting to
drop.
In the Electoratewith
MattDoocey
MP forWaimakariri
Authorised by Matt Doocey MP, Parliament Buildings, Wellington.
Significant birthday
and acold dunking
Ihad agreat day with family andfriends
celebratingmy50th birthday, alongside
my dad, Tom, who turned80, at an event
my kids called the 130th birthdaybash.
My dad has been ahuge inspirationto
me over my life, so it was really special
to celebrate our milestone birthdays on
the same day, with asharedparty,
surroundedbyfamily,including Tom’s
eldest sister who is 92.
It was also alovely opportunity to
acknowledge the sacrificesmywife and
childrenmake so Ican do the job Ilove,
representing the Waimakariri
electorate.
It was good to hostNational Education
spokesperson Erica Stanford in
Waimakariri recently. We visited
Kaiapoi North School to talk to
principalJason Miles about the schools
investment in the structuredliteracy
programme, something Erica was very
keen to hear moreabout.
The schoolisachieving fantastic
results with structuredliteracy, and I
applaud Jasonfor leading the way in
this space.
It is wonderful to knowwehave such
passionate teachers behind him
achievingsome incredible learning
outcomes.
Ericaiscommitted to shaping policy
through robust conversations with those
in the profession who understandthe
issues, and the gains from investments
such as in the structuredliteracy
programme.
Iwas concerned to hear about the
challenges to securefundingfor
students with highlearning needs,when
Ivisited Rangiora BoroughSchool
recently.
Gaps and inconsistencieswith
Ongoing Resource Scheme(ORS)
funding is havingasignificant impact on
schools, not to mention on the children
and parents affected by the lack of
funding.
Ilook forward to hearing more from
otherschools and principals in the
electorateindue coursesothat Ican
take their concerns to Wellington.
With the Government still hellbent on
ramming throughits deeply unpopular
ThreeWaters reform, Iencourage
everyone across Waimakariri to
considermaking asubmission.
The Government needs to understand
the true levelofopposition to thisBill,
and regionalNew Zealand can make its
voiceheard through the submission
process,which runs until July 22.
Speaking of water, Ienjoyed taking
part in the Big Splash again this year.
It’s afantastic event which raisesmuchneeded
money for the Rangiora Stoke
Club.
With thisyear’s Btheme Iturned to
the help of the public in deciding
whether Ishould be abasketballer,
bumblebee,Batman or aballerina.
The consensus was clearand IthinkI
donned atutu withaplomb!
Thanks to Rangiora Promotions for
organising anothersuccessful night,and
well done to all my fellowjumpers.
Future flooding
DearEditor,
Has the building industry notlearnt anything from the earthquakesof2010 and2011?
Iwas living in oneof the worst affected suburbs in Christchurch,Avondale, opposite
the AvonRiver, at the time.
My housebuilt in 1974, wasonawooden floor some950mm above ground level.
There wasno damageto the house, justsomeminor splits of the mortar joints
midwaydownthe South side.
More recently built homes, based on aconcrete floor, simplysplit in half
(particularlythe twostorey ones).
The flooding of some suburbs in Sydneylast weekhas brought to attention justhow
quickly we can be flooded out in low singlestorey homes.
And yet we are stillbuilding new homes in NorthCanterbury, and no doubtother
places also,onlow concrete floors.
Regulations state thatthe top soil must be scraped away before layingout the
concrete floorpreparations. The soil is then storedinacorner of the section while
the house is being built.
Once completed, the soil is then spreadabout the remaining bareland, resultingin
mostcasesthe concrete floor being only inchesabove the ground. When we haveabig
downpour, like Sydney has just experienced, thosehouses may be flooded out, while
the older woodenfloor homes, built before say 1980,will be high and dry.
If we experience another big earthquake, like the two big onesin2010 and 2011,
they willbestill standing like minewas, while the more recent oneswill besplit open.
When will the designers and council learn?
They should have learned by now that concrete doesn't stretch, and it doesn't take
muchrain for the water to beginto reach the concrete floor level andbeyond.
Yours,
TrevorStanley,
Amberley.
Healthservices
DearEditor,
Stuart Smith MP (National) concludes his opinion piece, of July7,with the statement
that he wants to live in acountrywhereall people are valued, regardless of their
ethnicity or personalbeliefs. Most people would agreewith that.
However,the overall tenorofhis commentaryisabouthealthbasedonethnicity.
The health statistics of all ethnicities in NewZealand are well known. What is
curious is thatback in the 1990s Nationalpromised morefunding to address Maori
health inequalities, yet hereweare in 2022havingto createaMaori Health Authority.
Areading of any budget will find fundingforMaori, so what has happened overthe
decades at the handsof both Labour andNational governments?
The answer is now patently obvious.
Will Maori andPacificethnicities be betteroff in the long run?
Only timewill tell, but unless the Governmentchanges the mechanism for the
allocation of Vote Health funding, which is currently throughthe flawedpopulation
basedfundingmodel, Isuspect not.
How Health New Zealand (i.e. nonMaori)and theMaoriHealth Authority are to be
funded remains amystery at this point in time.
winners are exhibiting.
Mark Larsen
Mark Larsen’s paintings
of wildlife or still life have
been consistently popular with
four wins of the Award in the
Expo’s 16year history. Hehas
also won runner up awards five
times.
Sculpting is also ahobby and
his 1.8m bronze eel sculpture
outside the Five Peaks
work.
This year’s entries are oil
paintings titled Tree Fern and
Evening Meal. Evening meal
depicts abarn owl about to
catch amouse on an old dray.
The detail in Mark’s paintings
are atypical feature and Tree
Fern took an impressive 200
hours to paint.
Jane Reid
Last year’s People’s Choice
Award went to Jane Reid.
Jane Reid has painted in
watercolours since she was
young and it was artist Corina
Hazlett who introduced her to
acrylics.
“Corina was very encouraging
about my work and helped
provide the confidence for me
to exhibit, which Ifound rather
scary,” she says.
As afirst time exhibitor
Jane won last year’s People’s
Choice with aportrait of
her father titled ‘Grandson
of the Harbourmaster’. She
used acrylics but has since
discovered oils and is thrilled
with the results.
All her entries this year are
oils including astunning
portrait of her twins which
is not for sale but will be on
display along with landscapes
of Kaiapoi scenes and
unusually asurreal snail titled
‘The Slow Advance’.
The full time teacher at
Southbrook School has
created atiny space at home in
Rangiora, away from her four
teenagers to use as apainting
space and looks forward to the
time when she can paint
full time.
Christine Watton
Glossy, colour filled and often
circular floral canvases typify
Christine Watton’s art.
Colours that absolutely
glorify the flowers we find in
our gardens, in turn provide the
driving force behind this artist,
photographer andgardener.
This year she has 10 resin
artworks, all of them tondos
(circular canvasses for the
uninitiated) in four sizes.
The works have taken her six
months to complete.
Christine’s usual floral theme
is present again with acouple
of abstract landscapes in cool
palette colourways.
Twoworks were inspired by
the refugee crisis in Ukraine
and use the sunflower, amotif
that connects well with her
passion of spreading the joy
of gardening. This has also
led to her role as sponsor and
promoter for anumber of
gardening ventures including
the Kaiapoi Community
Garden and their workshops,
the annual garden competition
as well as asunflower
competition.
Any way she can spread
the good gardening vibe is
embraced, even to painting the
bonnet of her car with flowers.
“It’s just another way of
getting the garden out into the
community,” she says.
Lisa Johnstone
Lisa Johnstone won in 2019
with amagnificent animal
portrait titled Mr Bull, and has
entered avery large pastel of a
gorilla in this year’s Expo.
“Pastel allows for much more
detail and avibrancy that is
more difficult to achieve in
other media,” she says.
Her other two oil entries are a
seascape and afloral painting.
Lisa took up art ten years
ago and is looking forward to
increasing her output of 5or6
ayear now that retirement is
close, specialising in wildlife
and landscapes.
Amember of the NZ Pastel
Society she enjoys attending
workshops to improve her
skills.
Aresident of Rangiora for 20
years Lisa is the treasurer for
the Rangiora Fire Brigade.
Karin Werner
Karin has won previously for
her equine paintings. Karin’s
love of horses and drawing
have always been major themes
in her life.
“Starting on the wallpaper
with crayon at an early age,
I’ve since progressed to more
suitable surfaces and materials,
and now work mainly in oils,
watercolours, pastels and
pencils,” she says.
“My subjects still include
horses and my own chestnut
mare has featured in quite a
few paintings and has earned
her keep as amodel.
“I also enjoy painting
our awesome South Island
landscapes.
Karin is mainly self-taught,
but she has found life drawing
classes and painting en plein air
have improved her observation
and painting skills.

Adapting to climate change
By DAVID HILL,
Local Democracy Reporter
The Waimakariri District Council has
strategy.
Former Federated Farmers North
Canterbury presidentLyndaMurchison,
who has aPhD in environmental planning,
has been appointedtowork alongside Cr
Niki Mealings, the council’s climate
change portfolio holder.
‘‘Thecouncil is committed to being
transformational leaders in thisspace and
working with mana whenua andthe wider
community to mitigate and adapt to
climate change challenges,’’ Mayor Dan
Gordon said.
Dr Murchison farms in partnership with
at the University of Canterburyin2020.
The Waimakariri District Council
adopted aclimate changepolicy in 2019to
get ‘‘its ownhouse in order’’,MrGordon
said.
It hasnow set its sights on developing a
climate change adaptation strategy for the
wider district.
Councillors adopted aclimate change
scenario technical report, prepared by
NIWA, at acouncilmeeting on July5.
The report identified that weather
patterns are expected to become more
volatile.
Annualaverage temperatures are
expected to increasewith more extreme
warm temperatures, lessfrost days and
less snow.
Awarmer atmosphere is expected to
hold more moisture and more average
annualrainfall, but this is expected to lead
to more frequent heavyrainfall events.
Moreflood events are expectedtobe
punctuated by more frequent and
prolonged droughts due to increased
temperaturesand windspeeds,the report
says.
Sea level rise is alsoexpected to leadto
somechangesincoastal areas.
Mr Gordonsaid the council had begun
‘‘refreshing’’ its climate change forward
workprogramme.
Thisincluded conductingrisk
assessments to identify land and
infrastructure mostatrisk.
The council will alsobelookingto
calculate an emissions profile for the
district, as it developsits own emissions
reduction plan in response to Government
regulations, he said.
‘‘Wewill be encouraging residents,
businessesand communities within the
districttocome on this journey with us.’’
Other initiatives include transitioning
the council’s vehicle fleet to electric
vehicles,planting 25,000plants this year in
councilreserves and investing in other
opportunities for carbon sequestration on
Debaters extraordinaire
By ROBYN BRISTOW
For the second time in the history of the
North Canterbury Primary School’s
debating competition, Amberley School
has taken out the top honours.
It last won the Trophy in 2014.
Ironically the title was always going to
Amberley School’s from the opening
statement, because it was an all
Amberley School affair with its 1and 2
teams, both making the final.
Atotal of 10 schools entered the
competition run throughout the second
term, with some entering more than one
team.
Amberley 1took the affirmative to
debate, History is unimportant, it is the
future that counts,while Amberley 2took
the negative.
Siobhan Theobold was awarded best
speaker across the competition, teaming
up with Skylah Saul and Marco
Mavromatis, to take the win.
Sylvia Jongerius, Ben Howson and
Casy Chatres, were just two points
behind the winners. The judges were
Waimakariri Mayor Dan Gordon and
Margaret Maw, who started the
competition many years ago while a
teacher at Kaiapoi North School.
The teams were coached by Tony
Trewinnard, Celine Graham and Emily
Jongerius.

Demand Better for Three Waters
We all agree that quality drinking water and better environmental outcomes are agood thing for the country. But at this point in time there is
no evidence that the proposed Three Water Reforms are the best way to achieve this.
Currently most three water assets and services inNew Zealand are owned and delivered by local councils and are paid for byrates.
The government is proposing that three water services move from the 67 councils, who currently manage these, into four large entities.
At the moment we think there is only one side being represented and we want ratepayers to fully understand what these reforms could mean
for them.
That is why, inconjunction with Timaru and Whangarei District Councils, we sought legal clarity on these matters, through acase in the High
Court. It is our view that under the Government’s Three Waters Reform proposals, it is expropriating council owned property without conceding
that it is a“taking”, and without fair compensation being paid to communities for their property.
In the Waimakariri District we have invested $100m over the past 20years to ensure our three waters infrastructure is up to date and weare
extremely proud ofour achievements. Our assets are now worth $602m and the government has offered us $22m and two shares inthe new
entity as part of the proposed mandatory transfer.
Last year we surveyed our district, asking what they thought of the proposed Three Waters reforms and what they wanted us to do. The
message was clear, 95 percent of respondents said to opt out of proposed reforms.
This sentiment has been widely shared across the country, with many councils having been given the same directive from their ratepayers.
This is why we partnered with 31 other councils to form Communities 4Local Democracy -Hehapori mo te Manapori (C4LD).
Why we are taking action? Because our ratepayers deserve better.
No one is fundamentally opposed to discussing new ideas and ways of doing things. But rushed reform without adequate time to consider the
consequences and without listening to those affected is in no one’s interest.
C4LD has developed an alternative approach that delivers on environmental aims, creates opportunities for strong and lasting partnerships and
safe, sustainable and affordable water services. Importantly, it also provides for the continuation of local influence and community property rights.
see future water services that are ‘all pay, no say’ this is your opportunity to stand up, make your own submission and be counted. Now isthe
time to demand better.
Submissions are now being accepted on the Water Services Entities Bill at
Kaiapoi North School’sstructured literacy
learning captures national attention
By DAVID HILL
Local Democracy Reporter
Kaiapoi North School’s innovative
approach to teaching literacy has caught
the attentionofthe Government.
Associate Education Minister Jan Tinetti
visited Kaiapoi on Thursday, July 7, to
observe the school’s approach to structured
literacy first hand. Aformer school
principal, Ms Tinettisaid she was
impressedwith what she saw.
‘‘[Principal] Jason [Miles] has been an
amazing advocatefor structuredliteracy
and he’s kept at me to come and visit, so it’s
been somethingI’ve been wanting to do for
awhile. Other schools are using structured
literacy, but thisschool has put it’s own
flavour to it. We want to see schools and
teachers showthemselves.’’
Ms Tinetti said she was particularly
impressedwith the consistencyofhow the
school’s approach to structured literacy
was applied by teachers at eachyear level.
She saiditwill helptoinform the
implementation of the Government’s
literacy and numeracystrategy, which was
launched earlier thisyear and is aimedat
improvingliteracy and numeracy
standards.
Arecent surveybythe Education Hub
foundthat 35 percent of 15yearolds were
not at the required levelsfor reading and
maths.
Kaiapoi North School first trialled
structuredliteracyin2018, with North
Canterburybased literacy resource
teacher Marina Mounsey working with
junior teamleader Mel Poynter.‘‘It’sbeen
amassiveshift for some teachers in how
they do their teachingand it has required
some professionaldevelopment,’’Ms
Poynter said.
The school’s approach revolvedaround
phonetics, or sounding out letters and
words, which ultimately led to improved
spelling and writing, as well as reading.
The trial was asuccess, so it was rolled
out across all year levels the following year,
deputy principalFelicityFaheysaid. ‘‘It’s
not asilver bullet. It won’tfix everything,
but we believeit’s the bestway to teach all
of the children,’’ she said.
Ms Tinetti said the research had been
available for 30 years, but successive
Governmentshad failed to pick it up until
now.
The Government has introduced the
BetterStart StructuredLiteracyfunding
for teaching new entrants children, which
several NorthCanterbury schools have
adopted it. Courses are now being offered
at theUniversity of Canterbury and the
Ministry of Educationaimed to have 4500
teachers throughout the country teaching
structuredliteracy by the end of next year.
Flurry of MP visits to North Canterbury
By DAVID HILL
Local Democracy Reporter
North Canterbury has had arun of MP
visits in recent weeks.
Policing, local government,education
and immigration have beenthe focus of
visits from the nation’s leadersto
Rangiora, Kaikoura and Kaiapoi overthe
lasttwo weeks.
The mostnotable visit was by new
Police Minister Chris Hipkins, who
visitedpolice in Rangiora and Kaikoura
as part of his nationwide tour.
‘‘We’ve talked abouteverything from
gangcrimetostock rustling to mental
health,’’ Mr Hipkins said.
‘‘Our policedoatoughjob, and we’re
fortunate to have such agrounded and
committed group working to keepusall
safe.’’
New AssociateLocal Government
Minister Kieran McAnulty made
Waimakariri his first stoplast week, in a
series of visits aroundthe country.
Mayor Dan Gordonsaid topics
discussed included last year’s floods,
advocacy for lifestylers, transport
(including the Woodend Bypass, Skew
Bridge and Southbrook),racing and
Three Waters reform.
‘‘Wefoundhim to be very interested in
the work we are doing here in the
Waimakariri districtand he listened as
we outlined our concerns,particularly
around Three Waters and transport.’’
Mr Gordon hoped to host Mr McAnulty
again on avisittolearn more about the
council’s Civil Defence Cadet programme,
which is afirst in New Zealand.
Kaiapoi North School has been the
focus of two MP visits, as its structured
literacy programme captures national
attention.
Opposition Education and Immigration
SpokespersonErica Stanford was in
Kaiapoi on Friday, July 1, and met with
Kaiapoi North School principal Jason
Miles.
Her visit was followed by Associate
Education Minister Jan Tinetti, who came
to observe the structuredliteracy
programmefirsthand last week.
Ms Stanfordsaid the Governmenthad
been‘‘verylate to the party’’ and she
wanted structured literacy rolled out to
schoolsthroughout the country.
‘‘Itgoes right backtoearly childhood
education and evenlearningathome, so
we are looking at what we can do to
change these outcomes.’’
She was also concerned withschool
attendancerates, which dropped back to
60 percent lastyear in the wake of Covid
19.
The Government recently announced a
new strategy,aiming to improve
attendanceto75% of children attending
school regularly by 2026.
But Ms Stanford saidthe Government
needed to do better.
‘‘Wecan see schools in similardeciles
and ethnic makeups getting very
different results, so how we learn from
those that are succeeding?’’
Ms Stanford also met with local
businesses, discussingtheir challenges
withrecruiting staff and attracting
migrants.
While airfares were expensiveand
evengettingflights couldbeachallenge,
Ms Stanford saidthere were ways of
simplifyingthe process of assisting
businessestoattract migrant workers.
One optionwas issuingshortterm
residency Visas for new migrants on
arrival in particular areas of skills
shortages such as nurses or farm workers.
Silent signs of diabetes through eye tests
By JOHN COSGROVE
Optometrist May Young is on amission.
Displayedonthe screeninfrontofher
are severalhighresolution images of a
patientseye alongside a3Drenderingof
the backoftheir eye.
As her experteye analyseseach minute
section of theretina she beginstosee tiny
bleedsappear.
These are dothaemorrhages(bleeds)
and they are the resultofleaky blood
vessels.
That’s enoughtocause her concernas
it’sapossible signthis personmay be
experiencingthe early signs of diabetes
and probablydoesn'tevenknowthat yet.
She thenchecks the3Dimageand looks
for minor separations in thelayers.
Thisindicates fluidinthe backofthe
eye andusually occurs in moreadvanced
diabetics, to confirmher hypothesis.
At herRangioraSpecsaversstore Ms
Young says sheisstarting to seemore and
moreeyes withsubtle signsofdiabetic
retinopathy appearinginthem.
It’saneye condition thatcan, if left
untreated, cause visionloss and
blindnessinpeople who havediabetes.
‘‘Many times nowIampicking up these
first signs of diabetes in patients’ eyes
while they are havingabiennialeyesight
check up.
‘‘WhenIdiscussitwiththemtheyoften
havenoidea theymay be on the verge of
developingdiabetes,’’ says Ms Young.
She sayspeople cannever under
estimate the benefits of routine eye
examinations.
‘‘Its notonly about diabetes, thereare
alsomanyother eyesight issues thatif
found in time canbetreated
successfully,’’she says.
‘‘Wemight be the first medical people
to pickupthesesilent signswecan see
beforediabetes starts to become a
medical issue.
‘‘From hereweadvise thepatient and
theirdoctor of ourfindingsand help to
startatreatment regime to maintain the
levelofeyesight they have.
‘‘With propercare,medication,diet
and exercise,diabetes is treatable—it’s
with youfor life from now on, but the
disease is manageable.’’
Ms Young says these dayspeople of all
ages are showingsignsofearlydiabetes.
‘‘It is notconfined to those aged over50.
‘‘More younger peopleare displaying
thesefirstsigns, and we are seeingafew
more adultsdisplaying signsoftype 1
Insulin dependantdiabetes,thanbefore.
‘‘They allmissthe subtlechanges in
theirbehaviour, their health and their
vision, which are related to thisdisease,’’
Ms Young says.
New research conducted by Specsavers
and Diabetes NZ foundthat manyKiwis
(83%)haveexperiencedone or more
vision related symptoms that could be a
sign of diabetic retinopathy.
However, nearlytwofifths(38%) of
thosequestioned didn’tknow,orwere
unsure on whatdiabetic retinopathy was.
Once diagnosed patients will undergoa
more detailedeye examination by the
ophthalmologistsatChristchurch
Hospital.
This is repeated every twoyearsto
show any further changesintheir
condition.
Diabetes is asilent disease.
Some with thehelpofregulareye
examinations, discover it early enough,
others don’tuntil it rears its head.
For one customer, it came suddenly
when their eyesighttemporarily
fracturedand they were briefly unable to
see through eyes, which reminded them
of lookingthroughbroken glass.
That was an extreme reaction and came
because they hadn’t had an eye
examination in over thirty yearsand
unknowntothem, they wereprediabetic.
Eye checks ... Rangiora optometrist May Young is urging people living with diabetes, or
know they are prediabetes, to discuss with their GP about how best to manage their
condition and associated risks, such as vision issues.
PHOTO: JOHN COSGROVE
‘‘Ifyou areover40, please get tested
regularly,’’MsYoung says.
While many are treated successfullyfor
diabetic retinopathy, if caughtintime,
you cannotunderestimate theneed for
routineeye examinations.
She is urgingpeople livingwith
diabetes,orknow they are prediabetes,
to discusswiththeir GP about howbest to
managetheir condition and associated
risks, such as vision issues.
‘‘For known diabetics,Iusually
recommendthe patient to make surethey
attend thefree diabetic retinal screening
donebythe hospital, plushave regular
eye exams withtheir optometristbecause
we eachcoverdifferent things.
‘‘The DRSSjust focuses on diabetes.
‘‘The eye exam with me covers vision
and generaleye healthcheck.’’
She saysdiabetics are morelikely to
developcataracts earlier, morelikely to
developdry eyes, get floaters,and more
likely to getableed in thebackofthe eye.
Moving with the times
WhileNew Zealand is only asmallplayer
in the global earthmoving equipment
contractorshere miss out on any of the
latest technological developments.
Whilethe goal of any contractoris
completing projects on time and on
budget, it often requires morethan
manpower and diesel fuel, as everyjob site
offers up uniqueproblems that mustbe
dealtwith.
Whilemany are engineering or logic
based, the latestcrop of light and heavy
excavators are starting to offer all those
things operatorshave been wishing and
hoping for.
The main manufacturers are serious
aboutcompetinginthis very competitive
marketplace so they have listened to
customers.
New modelsfrom all brands are offering
operatorbasedperformance and comfort
in this very competitiveclass. These
productsare to helpoperators to dig and
today with soaring fuel costs.
Volvo calls its new system, Active
have joystickstalking directly to
Caterpillar has now made itsswingcontrol
Doosan has its Smart PowerControl
Federated Farmers North Canterbury
Flyovers of farms ‘sensible’
By DAVID HILL,
Local Democracy Reporter
Flyovers are a‘‘sensible’’way to ensure
winter grazing is being managed
effectively, saysFederated Farmers North
Canterburypresident CarolineAymes.
Some farmers have expressed
concerned thatEnvironmentCanterbury’s
(ECan) trialintensive winter grazing
campaign flyover in the Waimakariri
district amounts to ‘‘spying’’.
But Ms Aymes said ECan had been
workingcloselywith local industry groups.
‘‘I thinkthe way ECanisgoing about it is
sensible and reasonable. They’ve made it
clear thatthey’re not going out to try to
catch people out.
‘‘They wanttounderstand where the
needs are and where there might be some
risks.’’
ECan is conducting the trial flyover this
month to take acloserlook at intensive
winter grazing in linewith its obligations
under the Government’s National Policy
Statement on Freshwater.
Other regional councils havefound
flyovers to be auseful tool in observing
land management practicesand to identify
landowners needing extra support,ECan
said.
The Waimakariri district was chosen
because of the easy accessfrom
Christchurch International Airport, where
the plane will takeoff from.
ECan staff discussedthe flyoversata
Waimakariri Zone Committeemeeting in
Rangiora last week and was met withsome
scepticism from thepublic gallery, with
some farmers sayingitamounted to
‘‘spying’’.
Ms Aymes saidshe understoodthe
concerns.
‘‘We’re confident that spying is not
ECan’s intent, but we did highlight with
ECan thatthis was arisk.
‘‘ButECan has assured us that if they do
Wet weather skills on display
RUGBY
By PETER WILLIAMS
and LINDSAY KERR
The onset of cold,wet conditions
throughout the sub union was the
dominant theme of the penultimate round
of the Luisetti Seeds seniorNorth
Canterbury rugbycompetition.
The two leading teams on the points
table going into the match still share that
honourafter they battled out atryless
affair to end locked up at 66.
In the other topfourclash, Glenmark
Cheviot backed up its combined
countrywidechampionshipvictory over
Saracens, with another victory over the
home side, this time posting a137 win.
These twoteams are now third equalon
points,just one behind the leaders.
The evennessofthis season’s
competition is highlighted by the top four
teams winning just four of their six
matches.
Hurunui’s win over Oxford leaves it as
the only otherteam that could yet force its
way into the semifinals.
There will be some nervousmoments in
the Saracens camp as it contemplates a
trip to Culverden on Saturday to meet
Hurunui.
Hurunui is never easy to beat at home,
and is in avery rich vein of form having
won each of its last four matches.
Another victory to Hurunuinext
Saturday will almost certainly see it earn
asemifinalspot, and it will almost
certainly come at the expense of Saracens.
Kaiapoi vAshley
There was plenty of silverware at stake
when Kaiapoi hostedAshley, but neither
team was able to rise abovethe conditions
and turn in acommandingperformance.
It’s not very often that ateam leading the
competition goes two weeksinarow
without scoringasingle try.
Yet, that is the fate that has befallen
Kaiapoi.
Neither side could score atry. Neither
team scored apoint playinginto the strong
southerly wind.
Bothteamskickedjust two penalties,
Kaiapoi’s in the first half, Ashley’s in the
second.
Kaiapoi had the best of the first half,
territorially which was rewarded when it
kicked two penalties.
Towards the end of the first half Ashley
seemed to hit its straps, and did spend a
considerable periodonattack.
It had amore attacking mindset,
spurning no fewer than five kickable
penalty opportunitiestotwice set up
lineoutdrives, and three times to take the
feed into an attacking scrum.
But to Kaiapoi’scredit its defence held
firm.
For Kaiapoi, MattEtheredge, as usual,
had acommanding presence while Dante
Love carried the ball strongly and coordinated
Kaiapoi’s defensive efforts
effectively, while halfback Codey Grimes
adapted his game welltothe conditions,
especially with his box kicks.
Twelveminutesinto the second half,
Kaiapoi’s prop, Nathan CassidyRichards,
was sent to the sin bin.
Untilthat point Kaiapoi had aslight
edge in the set scrums, but with him no
longer theretoprovidethe anchor,Ashley
startedtoget the upper hand.
It was aconcerted effort from the Ashley
forwards.
Jimmy Thiele, Jack Regan, Nick Sim
and ElijahCoulstonall turned in
wholeheartedperformances, while
KorbynGray lookedthe most dangerous
back on the field.
He constantly broke tackleswhenever
he gotthe ball in hand.
Oxford vHurunui
With both teams still harbouring hopes of
qualifyingfor the semis,this was amust
win game.
Playing host on its club day, Oxfordhad
the betterstart and capitalised on poor
Hurunuidiscipline with two early
penalties, and then atry to the impressive
George Prain mid way throughthe half.
It continued to pile on pressureasthe
visitors struggled to find anysort of rhythm
in the slippery conditions.Acrucial
Hurunuitry to Ben Funnelljust beforethe
break marked the turning point.
He repeated the dose five minutes into
the secondspell when he wrestled over
followingsome gritty work by the
forwards.
From then on Hurunuiplayedthe more
tactical rugby and forced handling
mistakesoff some smartfield kicking,
primarilybywing, Andrew Murdoch.
Further tries to backs, JoshCavanagh
and Kyle McKenzie securedanimportant
bonus pointvictory for the visitors.
Openside flanker, Gus Waghorn,
produced anotherinfluential
performance alongside the promising
young lock,Louis Bethel.
Hurunui also got great valueoff their
bench, particularly from Matai Kamo and
SiSmith.
Oxford’sflankers, Daniel Brooker and
George Prain, are developing apowerful
combination while halfback, Matt Roberts,
also stoodout,carrying and kicking well.
Oxford11(George Prain, try, Matty
SaracensvGlenmark
Cheviot
Unlike its previous encounter, this match
was played in front of asparse crowd.
The combined side adaptedtothe
wintery conditionsbetter than Saracens,
and dominated possession and territory
for much of the game.
While the wind and rain were afactor,
the ground had remained in excellent
conditionwhich allowedthe ball to go
beyond the first five eights of both sides
with cautiousconfidence.
The overhead conditions did however
dictate most of the play, and it was the
GlenmarkCheviot forwardsthat
demonstrated controlled wet weather
rugby,afeature that has been ahallmark
of the Glenmark club for decades. This was
clearly illustrated in the first halfwhen
playing into an increasingly strong
southwest wind, theydictatedmuch of the
play.
This was rewarded mid spell when prop
Sani Latu scored. Immediately prior to the
breakSaracens did seize an opportunity to
attackits opponents line, but came up
short.
Glenmark Cheviotcontinued its
momentum in the opening exchanges of
the secondspell and Caleb Beck addeda
penalty to take his side out to a100lead.
Saracenshowever responded and spent
Rangiora Allsorts go two from two games
HOCKEY
Some of RangioraHockey Club's senior
teams faced disruptions last weekend
with several games deferreddue to the
national Under 18 Tournament and
team illness.
All Division 1women's grade games
have abreak for acouple of weeks with
Rangiora CBK returning later in July to
tough clashes withthe 3rd and 1st
ranked teams beforethe finals.
Rangiora Gold's game against Avon in
Division 2men's grade was mutually
agreed as adraw after the two teams
couldn't find asuitable deferral date
with Avon having many players away at
the U18 tournament.Rangiora Hares
games was deferred to alater date after
the Carlton Redcliffs team was
decimatedbyCovid.
Rangiora Allsorts had the best result
with another nailbiting win this time
against Avon.
Despite losing anumber of regular
players to injury and illness (or because
of it), the team is now scoring more goals
which bodeswell for the next few weeks
when they play several teams they had
narrow losses to in round1.
Rangiora's Mighty Mid Week Men
were abit short staffed in its clash with
top of the table HSOB/Burnside, but it
did well to restrict themtojust 6goals
after a92 loss to the same teaminround
1. Unfortunately none of the other
Rangiora Senior teams fared any better
withlosses to Korimako in Division 2,
Piwakawaka in MWO Division 3and all
four of the Platinum teams.
All Saturday/Sunday junior and senior
grades take abreak next weekend, with
only Midweek Open competition
carrying through the school holidays.
Rangiora Hockey Club has several
current and former players
representing teams at the National U18
Tournament.
Former players Pippa Bakerand Jess
Cooper are in the Canterbury Women's
Bteam.
Meanwhile Rangiora CBK Division 1
player Abi Hannah is playing for Mid
Canterbury by invitation.
Kaylee McDonald from Rangiora CBK
was also invitedtoplay for Mid
Canterbury, but had to withdraw due to
illness.
Young agriculture worker waits for results
By JOHN COSGROVE
Young contractor of the year
candidate Josh Chittock of Oxford,
saysthat while the interview process
was daunting at the time and he is still
nervously waiting the final judges
decision,he’sthankful for the
opportunity to be part of the Rural
Contractors NZ Trainee Contractor of
the Yearaward process.
‘‘I’mnormally OK talking with
people but thiswas via azoom callso
therewas quite abit of pressure
involved,”hesaid.
“It was challengingaswehad four
quitebroadquestions to answer in
frontofapanel of three judges andwe
had to explain in depth the logic
behind our answers.’’
Joshwas one of only eight finalists,
fourfrom eachisland,who weregiven
fourcontractor and specific primary
industrybased questions to research
and present when interviewed online
by the judges.
“Althoughwehad acouple of weeks
to prepare our answers, you still worry
and hope that you have studied
enough to givethem the rightanswers.
‘‘This opportunityallowed me to
extendmyselfand my interviewskills.
It also made me realise my
opportunitiesare endless in the
contracting sector.”
Josh(22)was selected as one of four
young trainees employed by South
Island based agricultural contracting
businesses, to compete in the national
final.
He grew up on the family farmin
Southland beforemoving to Oxford a
year ago to work withOxford
Agricultural Services Ltd.
“I’ve always lovedbeingaround
farm machinery and in this job Idoit
all, so it’s been great to combine my
two passions.
“The work is variedand very
rewarding as you get to see the
progress on any job you do, whetherit
be grass work or drilling, you see
quickly what you have done and it’s
impactonthe farm.”
He says amate was selected to be
one of the fourNorthIsland
candidatesand he was amazed at the
depth of studyhis friend undertook
beforehis turninfront of the judges.
“While Iknew the answers to all the
questions,the sectiononhow Iwould
use the trainingfund money was one
of the hardest.”
Rural Contractors New Zealand
chief executiveAndrew Olsen says the
finalists are the best of thebest
selected from more than100
HanzonJobsregistered trainees and
thoroughlydeserve theirplace in the
finals.One winner fromeach of the
South and North Islands willbe
selected by the judges and both
winnerswill receive atrophy and
training bursary of $3,000from MPI to
be usedonadvancing their career and
knowledge.
Josh says he is proudherose to the
challenge,especially when the judges
putthe candidatesonthe spotand
askedthem extra technical questions
about the types of worktheydoand the
vehicles they operate.
He says its very nerve wracking
waiting for the judges to release their
final decision as the competition was
held over afortnight ago.
“I’mstill waiting to hear, my guess is
thateveryonegave them such great
answers,they arejust takingabit
longertomake theirminds up.”
They’ve initiated some great projects here inKaiapoi. The Trust has worked
with local artists and business sponsors to produce the Kaiapoi Art Expo
over the past 15 years and it’s agreat opportunity to see the work of our
local budding and experienced artists.
In addition, the Trust has initiated some great projects for local
communities, such as the Kaiapoi mural, artist studio visits in Art week,
