Covid pressures keep doors shut<br />

Hurunui Mayor Marie Black is hopeful<br />
the doors of the Waikari Hospital will<br />
open again in the not too distant future.<br />
However she understands the upsurge<br />
in Covid19 cases in <strong>Canterbury</strong> is<br />
putting pressures on the health system,<br />
and health staff, which will contribute to<br />
the timing of doors being reopened at<br />
the rural community hospital, along<br />
with those of Ellesmere and Darfield.<br />
‘‘I am desperate to get the doors open<br />
but Ican understand the pressures as<br />
well.<br />
‘‘It has always been said Waikari<br />
Hospital will reopen at the end of<br />
August and Iamforever hopeful that<br />
will be honoured,’’ says Mrs Black.<br />
Te Whatu Ora Waitaha <strong>Canterbury</strong><br />
says continued sustained pressures on<br />
the health system have delayed their<br />
reopening.<br />
‘‘We do not have adefinite date yet for<br />
reopening these rural hospitals, as it is<br />
dependent on the ongoing demands of<br />
Covid19 and other pressures on our<br />
health system, including workforce<br />
needs, which continue to be<br />
challenging,’’ says Becky Hickmott,<br />
executive director of Nursing.<br />

ensure it is vibrant, and acommunity<br />
asset being used to its full potential.<br />
‘‘It could be aplace for short term care<br />
for those being discharged from abase<br />
hospital, utilising the beautiful<br />
environment and experienced staff,’’<br />
she says.<br />
It would take the pressure off Access,<br />
and other professionals caring for<br />
people in rural communities.<br />
Ms Hickmott says while the hospitals<br />
have been closed for longer than<br />
originally anticipated, communities,<br />
patients and staff can be confident<br />
planning and processes are in place for<br />
coping with the seasonal pressures.<br />
‘‘Moving forward, local health services<br />
are going to be designed around the<br />
needs and priorities of communities,<br />
with clear requirements for active<br />
engagement and consultation. ‘‘Changes<br />
to the way health is delivered will mean<br />
local people and their communities,<br />
including iwi, will have asay on which<br />
health services are provided, and how<br />
they will be provided, Ms Hickmott says.<br />
‘‘This engagement, which we are in<br />
the process of getting under way, will<br />
form the basis of aplan for our rural<br />
communities. ‘‘We all want New<br />
Zealanders to have easier access to<br />
quality health care closer to home no<br />
matter who they are, or where they live.’’<br />
Economy showing resilience<br />

<strong>North</strong> <strong>Canterbury</strong>’s economy is<br />
continuing to show resilience in the face<br />
of Covid19.<br />
Local business sector leaders say the<br />
region’s retail spend continues to be<br />
strong and visitors are returning to the<br />
tourist towns.<br />
Hurunui Tourism product<br />
development manager Graeme Abbot<br />
said Hanmer Springs tourist operators<br />
were enjoying abusy winter.<br />
Visitor numbers in June were slightly<br />
ahead of last year and the school<br />
holidays were proving busy, after ashort<br />
slump due to the recent wet weather.<br />
There had been ‘‘a noticeable’’<br />
increase in Australian accents in town<br />
in recent weeks with the Australian<br />
school holidays, while Christchurch and<br />
<strong>Canterbury</strong> visitors continued to<br />
support the town.<br />
‘‘The feeling is that the Aussies are<br />
back and it replicates the feedback we<br />
were getting out of Christchurch a<br />
month ago,’’ Mr Abbot said.<br />
‘‘Typically you tend to get the business<br />
travellers first, then those visiting<br />
friends and relations and then the other<br />
visitors, so there’s always abit of alag<br />
before we get people dispersing out into<br />
the regions.<br />
‘‘Southeast Asian visitors have been<br />
starting to build up again in<br />
Christchurch and we're starting to get a<br />
few of them in Hanmer.’’<br />
Waimakariri District Council strategy<br />
and business manager Simon Hart said<br />
the district’s economy was showing<br />
resilience in the face of high inflation,<br />
supply chain issues, staff shortages and<br />
Covid19.<br />
‘‘There are still anumber of sectors<br />
finding that the labour market is quite<br />
challenging and we know all of those<br />
factors are causing some concern.’’<br />
Marketview data of eftpos spending in<br />
the Waimakariri district showed retail<br />
spending was up 11 percent in the year<br />
to March <strong>2022</strong>, compared to last year.<br />
The rest of New Zealand was up 6.1%<br />
over the same period.<br />
Covid19 restrictions had led to people<br />
staying at home more, but Mr Hart said<br />
it was good to see people out enjoying<br />
community events over the last few<br />
months.<br />
‘‘If you look at events in Victoria Park<br />
(Rangiora), there’s been good numbers<br />
and the car parks are getting well used.’’<br />
Enterprise <strong>North</strong> <strong>Canterbury</strong><br />
business development manager Miles<br />
Dalton said the Waimakariri district in<br />
particular had coped well with the<br />
difficulties of the last two years.<br />
‘‘Unlike the rest of New Zealand,<br />
confidence remains positive overall,<br />
with our strong agricultural and<br />
manufacturing sectors holding us in<br />
good stead.<br />
‘‘This is reflected in our retail spend<br />
which has grown 11% compared to last<br />
year.<br />
‘‘There are difficulties ahead with<br />
continuing issues around staffing,<br />
supply, Covid and climate change, but<br />
Waimakariri is well placed to manage<br />
these difficulties successfully.’’<br />

Subdivision opposition mounts<br />

A‘‘groundswell’’ of oppositionhas been<br />
expressed to aproposed 700 home subdivision<br />
at aOhoka, nearRangiora, says<br />
Doug Nicholl.<br />
The OxfordOhoka CommunityBoard<br />
chairpersonsaid it was clear from two<br />
publicmeetingsheld last week that<br />
residents had concerns about aprivate<br />
plan change request by Rolleston<br />
Industrial Developments Ltd to build a<br />
155 hectare subdivision.<br />
Residents who packed intoOhoka<br />
Community Hall on Sundaywelcomed<br />
news that the WaimakaririDistrict<br />
Council will oppose the private plan<br />
change, said Mr Nicholl,who chaired the<br />
meeting.<br />
Private Plan Change 31 proposes to<br />
rezoneland in Ohoka fromrural intoa<br />
residentialdevelopment of up to 700 new<br />
households, with spacefor acommercial<br />
area and either aschool or retirement<br />
village.<br />
The process is beingadministered by<br />
the council, but independent<br />
commissioners willbeappointed to<br />
consider the submissions.<br />
Mr Nichollalso chairsthe Ohoka Rural<br />
Drainage Advisory Committee and said<br />
the committee would be making a<br />
submissionopposingthe plan change.<br />
‘‘The potential of flooding with<br />
stormwater is quite devastating. One of<br />
the problems with these subdivisions is<br />
they don't look at the downstream effects<br />
of flooding.’’<br />
Thoseconcerns were shared by former<br />
Waimakariri district councillor John<br />
Meyer. He attendedSunday’smeeting<br />
and was worriedatthe downstream<br />
effect on south Kaiapoi from stormwater<br />
and sewage.<br />
‘‘That water needs to be controlledat<br />
Ohoka so it doesn'thit Kaiapoi all at<br />
once.’’<br />
Mr Meyerwas raisedonafarm at<br />
Ohoka and said residents were keen to<br />
learn more about the process and their<br />
options.<br />
‘‘A number of people were concernedit<br />
was happeningsofast and the short<br />
timeframe for submissions, but it was<br />
explainedthat they can make a<br />
submission for or against and then as it<br />
goesthroughthe process they can have a<br />
second opportunity.<br />
‘‘There were views on both sides.<br />
There were acoupleofpeoplestanding<br />
nexttome who said ‘what does the<br />
farmer do? What are his options for the<br />
future when you're that close to a<br />
residential area’.’’<br />
Mayor Dan Gordon said local residents<br />
had ‘‘voiced anumber of valid concerns’’<br />
at the publicmeetings.<br />
‘‘A lot of locals are very passionate<br />
about Ohoka and the lifestyle inherent to<br />
the village.<br />
‘‘For us it’sabout sustainable growth<br />
and we have concerns about the<br />
appropriatenessofthis proposed<br />
development.’’<br />
Mr Gordonsaid an independent lawyer<br />
and specialists have been engaged by the<br />
council to assist in preparing a<br />
submission opposing the private plan<br />
change, which will be considered and<br />
ratified at the August councilmeeting.<br />
The proposed site was widely<br />
submitted on as part of the council’s<br />
Rural Residential Development Strategy<br />
in 2018, with concerns raisedthat it was<br />
‘‘lowlying, poorly drained, has ahigh<br />
water table and is increasingly floodprone’’,<br />
said Cr Niki Mealings, who lives<br />
at Ohoka.<br />
It was found to be unsuitable for<br />
5000m2 rural residential sections, while<br />
the new proposal was for 500m2 urban<br />
sections.<br />
‘‘It should come as no surprise that this<br />
has once again galvanised the<br />
community intoaction,’’ Cr Mealings<br />
said.<br />
Mr Nicholl said the new development<br />
would have an impact on the Ohoka<br />
School.<br />
One resident suggestedthe school<br />
could require up to 24 new classrooms to<br />
cope with the growth.<br />
The councilisaware of the public<br />
interest and has appointeda‘‘friend of<br />
the submitter’’toassistlocal residentsin<br />
making asubmission.<br />
Submissionsclose on August 5and will<br />
be heard by independent commissioners.<br />

Bins crafted to recycle batteries<br />
Battery recycling bins willsoon be<br />
available at the Cheviot, Culverden,<br />
HanmerSprings and waiau transfer<br />
stations, thankstothe efforts of Hawarden<br />
Menzshed members.<br />
The bins, whichare for household<br />
batteries, will be delivered to the sites in<br />
the nextcouple of weeks.<br />
The initiative follows the success of a<br />
battery recyclingbin at Amberley transfer<br />
station. Batteries can also be droppedat<br />
the Hanmer Springs, Cheviot and Amuri<br />
libraries during opening hoursfor<br />
disposal. During the 20<strong>21</strong>–<strong>2022</strong> financial<br />
year, 450kg of household batteries were<br />
received for recycling, thanks to these<br />
options.<br />
Mayor Marie Blackcaught up with the<br />
relatively newly formedgroup recently.‘‘It<br />
was acredit to their commitment, it was<br />
great to sitdown and haveacuppa with<br />
them’’she said.<br />

funding supportfrom avariety of avenues,<br />
which has enabled them to get equipment<br />
to helpfinish some of the Menzshed<br />

Exciting shift for Humpback spotters<br />

ThirtyHumpback whales cruisingalong<br />
the Kaikoura coastlinegave spotters an<br />
exciting shiftduringthe Great Kaikoura<br />
Whale Count.<br />
The volunteer spotters, includingthe<br />
Kaikoura Ocean ResearchInstitute<br />
secretaryStephenHill,wereperched<br />
highuponthe PeninsulaWalk,for<br />
optimumviewing,during the busiestday<br />
of the count from June 20 to <strong>July</strong>3.<br />
‘‘Weobserved 47 humpbacksfrom<br />
shore over thecourse of theday and thirty<br />
of those passedusinthe first twohours,<br />
which was areally excitingthing to<br />
witness,’’Stephensays.<br />
The first countwas heldinJune2020.<br />
The annualeventisorganised by the<br />
Kaikoura Ocean ResearchInstitute,<br />
Whale Watch, Kaikoura Kayaks, DOC,<br />
Dolphin Encounter, andmany others<br />
workingtogether.<br />
‘‘Itisacommunityinitiativetostart<br />
gathering information about ourlocal<br />
whales so that we canunderstand them<br />
better,and hopefullymake ourlives,and<br />
theirs,better as aresult,’’ Stephen says.<br />
‘‘There hasbeen alackofgooddata<br />
about how manyHumpbackwhalesgo<br />
pastKaikoura in their northward<br />
migration eachyear.<br />
‘‘While it hasbeen known foralong<br />
timethatthey do that, andthatthereare<br />
heaps of them,wedidn't have anyreal<br />
ability to evaluate howthe whalesare<br />
doing.<br />
‘‘They seemed to be passing in greater<br />
numbersyear after year, but noonecould<br />
say for sure.<br />
‘‘ It seemed thatthey oftendemonstrate<br />
morerelaxedswimming behaviour, of<br />
slowerswimming andoccasional<br />
foraging, butnoone could say for sure.’’<br />
The count is done at thesame timeand<br />
fromthe samespotevery year to maintain<br />
dataaccuracy.<br />
‘‘Our southern populationof<br />
Humpbackwhales is migrating<br />
northwardtowarmer waters forcalving<br />
at thistimeeachyear, as arecurring<br />
migration,’’ Stephen says.<br />
‘‘Our Great Kaikoura Whale Count<br />
occurs now so that we canstarttoget an<br />
ideaofnumbersofanimals and variety of<br />
behaviourswemightsee.<br />
In future, we might thenbeable to see<br />
patterns andtrends relatedtoweather,<br />
boattraffic, or evenifthereisaparticular<br />
day or twowhere we consistentlysee the<br />
mostwhales.’’<br />
Although thefigures for this year’s<br />
count are not yetavailable, Stephensays<br />
Humpbackwhalepopulations ``doseem<br />
to be increasing in our southern stock,<br />
and as global conservation effortsbear<br />
fruit we anticipate thatthosenumbers<br />
willcontinuetorise.’’<br />
Whalesplaysignificant roles in<br />
balancingand shapingmarine<br />
ecosystems. As theyeat different fish and<br />
invertebrates, swimmingbetween<br />
different depthsand locations,whales<br />
essentially recycle and spreadnutrients<br />
around theoceans,inmuchthe same way<br />
as ahealthypopulation of bees can<br />
revitaliseawholeregion on land.<br />
Interest in the Great Kaikoura Whale<br />
Count has beenincreasingeveryyear and<br />
Stephenbelievesthis is because New<br />
Zealand hasmanypeople wholove<br />
whalesand wouldlove to seethem and<br />
contributetotheir future.<br />
‘‘Asmore people find out that theycan<br />
consistentlywatch the whalesfromthe<br />
shore in KaikourainJune and <strong>July</strong>,we<br />
willprobably seevolunteer numbers<br />
increase as well,’’ he says.‘‘We havesome<br />
volunteers whohave helped in multiple<br />
seasonsalready,and evenvolunteerswho<br />
drive in fromhours awaymultipletimes<br />
in oneseasontocontribute whenever<br />
theycan spare the days, butwealso have<br />
new peopleeachyearaswell.’’<br />

by the <strong>Canterbury</strong>Regional Skills<br />

sectors withinour region to reach their full<br />
potential, and having access to astrong<br />
and diverse workforce,will have ahuge<br />
influenceonthat success,’’ he said.<br />
‘‘As well as the economic benefits of a<br />
skilled workforcetothe region,thereare<br />
also limitless socialand wellbeing<br />
benefits.<br />
‘‘This plan ensuresequitable accessto<br />
support in the workplace, worker friendly<br />
environments, where employees willfeel<br />
safe and most importantly valued.’’<br />
Mr Gordon saidthe region’s Mayorsand<br />
leaders had ‘‘a duty of care’’ to ensure<br />
everyone had fair access to education,<br />
employment and viablefuture<br />
opportunities.<br />
Removing barrierstoemploymentwas<br />
essential to improving the qualityoflife,<br />
he said.<br />
‘‘Withastrongfocus on regional<br />
education, training and upskilling people,<br />
we can see this workforce plan havinga<br />
significanteffectonpeople’s employment<br />
prospects not only now, but into the<br />
future.’’<br />
Akey part of was advocating for the<br />
transition of secondary studentsinto the<br />
workforceand /orfurtherstudy and<br />
training. The Mayoral forumwould<br />
continue to advocate for education and<br />
immigrationpolicies that delivered a<br />
skilled workforce for theregion’s<br />
employers, Mr Gordon said.<br />
The <strong>Canterbury</strong> Regional Workforce<br />
Plan sets out aspirations, priorities and<br />
actions for workforceskills development<br />
in the region.<br />
It focusesonrangatahi (young people) as<br />
akey labour market demographic and on<br />
digital technology, manufacturing, and<br />
healthcare and social assistance as key<br />
sectors.<br />
The planfocuses on regional solutions<br />

Matthew McIntyreWilson (Taranaki,<br />

in Wellington, has been using the gallery<br />
spaceasastudiothis month to create<br />
new artwork,exhibit previous workand<br />
hold two soldout workshops.<br />
He also tooktime out to do museum<br />

‘‘Matthew unpacked his experiments,<br />

learner but in this case they are<br />
exquisite feathered samples, to learn<br />
from. The objective now is to apply these<br />
learned techniques to create new<br />

Your voice should<br />
be heard on reforms<br />
It has been gratifying to have<br />
reasonable attendance at our recent<br />
series of workshops, designed to assist<br />
community members to develop a<br />
submission to present to the finance<br />
and expenditure select committee in<br />
regard to the 3waters reform.<br />
It is critical members of the public<br />
exercise their democratic right and<br />
submit before <strong>July</strong> 22, <strong>2022</strong>.<br />
The series of workshops have taken<br />
abipartisan approach and paid<br />
attention on how to use the<br />
Government portal to write your<br />
submission.<br />
This is the first of asuite of<br />
legislation that is proposed in regard<br />
to the 3waters reform, and is<br />
particularly focused on the proposed<br />
four entity model.<br />
There is expected subsequent<br />
legislation which will focus on the<br />
delivery of rural water supplies in the<br />
next month or two.<br />
Our district submission is seeking a<br />
pause of the entire process, aposition<br />
we have held from the start.<br />
Councils are in the best position to<br />
understand and deliver to the<br />
communities that they represent.<br />
We must continue to advocate for a<br />
more equitable funding and financing<br />
model that would support councils to<br />
deliver on the desired environmental<br />
outcomes.<br />
Many good examples have been<br />
explored over the years, but<br />
unfortunately have not found favour<br />
in the current model.<br />

support?<br />
This is apart of anationwide<br />
community lead movement that brings<br />
people and neighbourhoods together<br />
to create safe, resilient and connected<br />

improve safety, and be prepared for<br />
emergencies.<br />

Economic development<br />
strategy on drawing board<br />

Anew strategy is beingdeveloped to<br />
manage economic growth in the bustling<br />
Waimakariri district.<br />
The Waimakariri District Council has<br />
begunworkonanew economic<br />
development strategyand it plans to<br />
consult withthe community early next<br />
year.<br />
Strategy andbusiness manager Simon<br />
Hart said the lastWaimakariri Economic<br />
Development Strategy (WEDS) was<br />
completed in 2012, in the wake of the 2010<br />
and 2011 earthquakes.<br />
‘‘Many of the projects were completed<br />
quicker because of the earthquakes and it<br />
fed intothe towncentre strategies.<br />
‘‘A new strategy will set the economic<br />
direction for the council and Enterprise<br />
<strong>North</strong><strong>Canterbury</strong> for the next 10 years and<br />
it willalso guide the privateand<br />
commercial sectoronwhere the district is<br />
heading.’’<br />
The district’s populationhas passed<br />
66,000, as of June 30 last year, and was<br />
expectedtoapproach 100,000by2048.<br />
The growing populationmeans<br />
construction is one of thelargest<br />
employers in the district, alongwith the<br />
ruralsectorand agrowing visitor/<br />
hospitality sector.<br />
An initial workshop hasbeen heldwith<br />
key stakeholdersand councilstaffwere<br />
reviewing economic data, documentslike<br />
the OurSpace 20182048: Greater<br />
Christchurch Settlement Pattern Update<br />
and Government legislation.<br />
Themes were beingdeveloped for<br />
discussionatasecond stakeholder<br />
workshopplannedfor next month, Mr Hart<br />
said.<br />
Likely themes included climate change,<br />
sustainability, transport,the rural sector<br />
and the roleoftown centres, withpossible<br />
subthemessuch as water.<br />
Staffalso plannedtoseek feedback from<br />
key stakeholders, such as theWaimakariri<br />
YouthCouncil.<br />
Enterprise <strong>North</strong><strong>Canterbury</strong> business<br />
development manager Miles Daltonsaid<br />
the development of astrategy had got off to<br />
asolid start with asuccessful first<br />
workshop.<br />
‘‘Thevenue was filledwith business<br />
people, councillors,community stalwarts<br />
and Enterprise <strong>North</strong><strong>Canterbury</strong> board<br />
members who talked deeplyabout current<br />
issues and opportunities and beganthe<br />
early steps of whatagood economic plan<br />
for Waimakariri would look like.<br />
‘‘We werevery impressed by the<br />
leadership of the councilinsetting the<br />
stage for thisdiscussion and we are<br />
confident that the economic future of<br />
Waimakariri is in good hands.’’<br />
Adraftstrategy willbepresented to the<br />
council after October’s local government<br />
election, before it is madeavailable for<br />
publicconsultation early next year.<br />
Mr Hartsaid staffhopedanew strategy<br />
would be adopted by the middle of next<br />

resourcing or we need to redirect<br />

Waimak pay rises signalled<br />

The Waimakariri Mayor is in line for a<br />
payrise after October’s Local Government<br />
elections.<br />
The Waimakariri District Council voted<br />
to accept the revisedelectedmembers<br />
salaries and expenses, set by the<br />
RemunerationAuthority, at ameetinglast<br />
week.<br />
The Mayor’s annual salary increased by<br />
nearly $2000 to $139,425from <strong>July</strong> 1. A<br />
further increase of more than$7000,to<br />
$146,838, will kick in afterthe elections.<br />
‘‘This is amatter the councildoesn’t<br />
really have achoiceonasit’s set by the<br />
Remuneration Authority,’’ Mayor Dan<br />
Gordon said in support of the motion.<br />
The Mayor’ssalaryand payments for<br />
communityboardmembers are set by the<br />
Remuneration Authority, while thedeputy<br />
mayor’s and councillors’ salaries are paid<br />
from aremuneration pool.<br />
The remuneration poolhas beenset at<br />
$555,247 from October <strong>2022</strong> to <strong>July</strong>2023.<br />
The deputy mayor will receiveasmall<br />
increase from $58,994 to $59,820,while<br />
after the election the deputymayor’s<br />
salaryisexpectedtoincrease by nearly<br />

Waimakariri MP Matt Doocey calledon<br />

when he opened Youth Parliament this<br />

Mr Doocey said as National’s Youth<br />
spokesperson it was aprivilege to<br />
welcome this years cohort of YouthMPs<br />
into the House of Representatives to kick<br />
off the twoday event.<br />
‘‘It wasexcitingtowatch the next<br />
generation of policymakers in action, and<br />
inspiringtohear them debatethe issues<br />
that matter to their peers,’’ he said.<br />
But as well as representing the young<br />
peopleintheir own electorate, by bringing<br />
their voices to Parliament, he encouraged<br />
them tolearn from one another, and<br />
recognise the value in differentopinions.<br />

Aname change is necessary under<br />
the terms of the Government’s new<br />
Free Trade deal with the European<br />
Union(EU), announced recently.<br />
The deal prevents New Zealand<br />
cheesemakers from selling their Feta,<br />
aGreek/Cypriot cheese traditionally<br />
made from ablendofgoat and sheep’s<br />
milk,asFeta.<br />
The requirement was ahot topic at<br />
the recent NZ Champions of Cheese<br />
Awards in Hamilton (where Karikaas<br />
won the Best Dutch CheeseinNew<br />
Zealand Award)asthe Geographical<br />
Indications (GIs) of the trade dealalso<br />
have the potentialtoaffect the naming<br />
rights to other New Zealandmade<br />
cheeses.<br />
‘‘Until the detail (of the trade deal) is<br />
revealed quite whatcheeses will be<br />
affected, and when, is unknown,’’ the<br />

The large number of submissions for the<br />
<strong>2022</strong> Corcoran French Kaiapoi Art Expo<br />
was the highest received since the show<br />
first started in 2006.<br />
Atotal of 750 submissions by 133<br />
Waimakariri artists were all unveiled to<br />
the public at the official opening held<br />
last Friday evening upstairs at the<br />
Kaiapoi Club lounge.<br />
The Pak’n Save Rangiora School Expo,<br />
apopular part of the expo, featured<br />
works from 14 Waimakariri schools and<br />
give visitors the opportunity to vote for<br />
their favourite artwork.<br />
Conducted by the Waimakariri Arts<br />
Trust, the annual twodaylong expo<br />
received alarge number of visitors to<br />
view the works by talented local artists<br />
whose genres included: painting and<br />
photography, ceramics and woodwork<br />
and textile artworks.<br />
Chair Jackie Watson says the trust<br />
were very pleased at the response.<br />
“There was constant flow of people<br />
walking through the expo on both days.<br />
“We were very surprised with the large<br />
number of submissions and it was great<br />
to see work of such ahigh standard.”<br />
Saturdays open day at the expo also<br />
had aseries of haveago sessions<br />
covering weaving, felting and pottery.<br />

Demand Better for Three Waters<br />
We all agree that quality drinking water and better environmental outcomes are agood thing for the country. But at this point in time there is<br />
no evidence that the proposed Three Water Reforms are the best way to achieve this.<br />
Currently most three water assets and services inNew Zealand are owned and delivered by local councils and are paid for byrates.<br />
The government is proposing that three water services move from the 67 councils, who currently manage these, into four large entities.<br />
At the moment we think there is only one side being represented and we want ratepayers to fully understand what these reforms could mean<br />
for them.<br />
That is why, inconjunction with Timaru and Whangarei District Councils, we sought legal clarity on these matters, through acase in the High<br />
Court. It is our view that under the Government’s Three Waters Reform proposals, it is expropriating council owned property without conceding<br />
that it is a“taking”, and without fair compensation being paid to communities for their property.<br />
In the Waimakariri District we have invested $100m over the past 20years to ensure our three waters infrastructure is up to date and weare<br />
extremely proud ofour achievements. Our assets are now worth $602m and the government has offered us $22m and two shares in the new<br />
entity as part of the proposed mandatory transfer.<br />
Last year we surveyed our district, asking what they thought of the proposed Three Waters reforms and what they wanted us to do. The<br />
message was clear, 95 percent of respondents said to opt out of proposed reforms.<br />
This sentiment has been widely shared across the country, with many councils having been given the same directive from their ratepayers.<br />
This is why we partnered with 31 other councils to form Communities 4Local Democracy -Hehapori mo te Manapori (C4LD).<br />
Why we are taking action? Because our ratepayers deserve better.<br />
No one is fundamentally opposed to discussing new ideas and ways of doing things. But rushed reform without adequate time to consider the<br />
consequences and without listening to those affected is in no one’s interest.<br />
C4LD has developed an alternative approach that delivers on environmental aims, creates opportunities for strong and lasting partnerships and<br />
safe, sustainable and affordable water services. Importantly, it also provides for the continuation of local influence and community property rights.<br />
We will be making asubmission of our own, representing our district, and presenting it to Parliament’s Select Committee. If you don’t want to<br />
see future water services that are ‘all pay, no say’ this is your opportunity to stand up, make your own submission and be counted. Now isthe<br />
time to demand better.<br />

‘‘By2012,few people remained who had<br />
direct links withCascadeCreek. Those<br />

Phil’sinitial interest in theCascade<br />
Creek coal mine wastriggered as a‘‘young<br />
fella’’ when his grandfather talkedabout<br />
coalflumes.<br />
‘‘I didn’treally knowwhat coalflumes<br />
werethen,’’ he says.<br />
‘‘But if youthinkabout spouting on a<br />
house, or abuilding,thatcaptureswater<br />
off aroof and channelsittoits destination<br />
in thedrainpipe,coalflumes are exactly<br />
the same, only they are carryingcoal.’’<br />

Philspent many hours exploring Cascade<br />
Creek duringhis teensand twentiesand<br />
developedconsiderableknowledge,<br />
including the headwaters where the<br />
CascadeCreek coalmine is situated.<br />
‘‘Betweenthe headwaters and the<br />
Kawatiri, or BullerRiver, which is where<br />
CascadeCreek empties into, there is 12 or<br />
13 kilometresofrugged,floodprone creek<br />
bed andwhenIlearnt thatthe coal<br />
companyused to flume all of its coal down<br />
to binsinthe Buller Gorge,itblew me<br />
away,’’hesays.<br />
Thirtyyearslater he discovered thatthe<br />
CascadeCreek coalflume was thelongest<br />
in New Zealand.<br />
It was then, when he was feeling‘‘more<br />
confidentwithmywriting’’’ that he<br />
decidedtobegin research forhis new<br />
book.<br />
At 328pages, fully referenced and<br />
illustrated,itisanepicsaga aboutthe<br />
Cascade Westport CoalCompany and its<br />
workforce,the Cascade Westport CooperativeCoalParty.<br />
The companywas foundedin1925 on<br />
limited resources andiron will but<br />
became acourageous playerinthe<br />
volatile postWW1 coaltrade.<br />
‘‘Despitewoeful finances, highlevel<br />
political andunion engagement, the<br />
companyoperated for28years, through<br />
somedireeconomic times,’’Philsays.<br />
‘‘Compounding the company’s struggle<br />
was theisolation,rugged topography and<br />
notorious climateofCascadeCreek,<br />
where, at every opportunity, nature<br />
conspired to sabotageits vulnerable<br />
flume.’’<br />

Debate correction<br />
The <strong>North</strong> <strong>Canterbury</strong> Primary School<br />
debating competition had its originsback<br />
in 1998.<br />
It was started by Dr LouiseTapper, who<br />
was supported to run the competition by<br />
Southbrook School, where she was<br />
working as ateach of Extension Studies.<br />
Dr Tapper says the competition was<br />
fortunate to have sponsorship from John<br />
BrandtsGiesenlaw firm which provided<br />
the winners’ trophy and prizes.<br />
‘‘I believeitwas the only primary<br />
schools' debating competition that existed<br />
in <strong>Canterbury</strong> and this may still be the<br />
case.<br />
‘‘Margaret Maw (and Kaiapoi <strong>North</strong><br />
School) took over the running of the<br />
competition after Ifinished up at<br />
Southbrook School, and did awonderful<br />
job.<br />
‘‘It is so pleasing to seethe competition<br />
in its 24th year,’’ says Dr Tapper.<br />

throughout theevening organised by<br />
Joyful Sounds Music,supported by<br />

Thecelebration of 150 years of<br />
education in thetown willbeheld at<br />
LabourWeekend, October 22 to 24.<br />
Oxford Area School wasestablished in<br />
1978 on theBay Road site which was<br />
formerlythe homeofthe OxfordDistrict<br />
High School, establishedin1872.<br />
Childrenwalked longdistancestoand<br />
from it,orrode ponies. Theintroduction<br />
of horse drawn buggiescovered with<br />
canvastopswas agreatimprovement and<br />
thesewere often drivenbyone of the<br />
seniorboys.<br />
Untilthe openingofasecondary school<br />
in Oxford,pupils attended Rangiora High<br />
School, leaving on the7am train each<br />
morningand returning by train late<br />

While frosty mornings often lead to lovely fine days, cold<br />
conditions create achallenge for road users with black<br />
ice appearing on our roads, particularly in shaded areas.<br />
Roads that travel east to west are particularly bad where there<br />
are shelterbelts, such as on parts of Tram Road. Ice can remain<br />
on the road all day, socare needs to be taken at all times.<br />
Council contractors are out early in the mornings inspecting<br />
the road checking whether ice is present and laying grit. But<br />
they can’t be everywhere at once says Council’s Roading and<br />
Transport Manager, Joanne McBride.<br />
“Grit only improves friction by about 15% so you only have<br />
around 40% of dry road skid resistance. Where possible<br />
drivers should drive onthe grit, not in the wheel tracks, to<br />
maximise its effectiveness.”<br />
Ensuring you have good visibility of the road, other vehicles<br />
and signage is even more important in winter when fog, low<br />
light or sunstrike can affect your view.<br />
“Making sureyourcar windows areclean, insideand out, and<br />
that you have agood visor or sunglasses to help minimise<br />
the glare is important,” Joanne says.<br />
To help drivers keep their windscreens clear of ice and dirt,<br />
Council has ice-scrapers and window screen cloths to give<br />
away. Rangiora, Kaiapoi and Oxford service centres will<br />
have the scrapers and cloths available while stocks last.<br />
Some key tips for driving to the conditions include:<br />
• Check your vehicle is winter-ready – tyres are in good<br />
condition and atcorrect pressure, windscreen wipers are<br />
clean and work well, windscreens, windows and mirrors are<br />
clear of ice and moisture<br />
• Reduce your speed<br />
• Allow extra time for your journey<br />
• Leave more space between you and other vehicles<br />
• Avoid braking or accelerating suddenly<br />
• Make sure you have your headlights oninfog and low light<br />
• Pay attention to signage with warnings ofice and grit<br />
• Familiarise yourself with what technology your vehicle<br />
does or doesn’t have such as Antilock Braking System<br />
(ABS) and know the correct way to operate your vehicle in<br />
all conditions<br />

with his maiden speech the next<br />
day.<br />

‘‘I just want to be able to be<br />

with practicalsolutions to<br />
problems and being the one that<br />
listens to people,’’MrRosewarne<br />

MIQ in Christchurch and the<br />

committee. He becameacandidate<br />

‘‘I asked Clayton when we were<br />
going to rampuphis election<br />
campaign, but he said he was<br />
intending to retireand asked if I<br />
would be interestedinstanding.’’<br />
Mr Rosewarne said he was<br />
looking forward to supporting<br />
Defence MinisterPeeni Henare<br />
and has an interest in ‘‘geopolitical<br />
issues’’ such as the PacificIslands<br />
and United StatesChina relations.<br />
He alsohas an interest in mental<br />
healthand supporting rural<br />
communities and looked forward<br />
to working with Waimakariri MP<br />
Matt Doocey.<br />
Mr Rosewarne will not have long<br />
to get his feet underthe desk, with<br />

March for next year’s general<br />

Club disbands<br />

It has becomeavictim of<br />
its own success withlittle<br />
demand nowfor workshops<br />
it runs.<br />
Formed in 2004, SeniorNet<br />
was initially basedin<br />
Kaiapoi until the 2011<br />
earthquakes. It then<br />
relocated to atoabuilding<br />
on the groundsofthe Trinity<br />
Methodist Churchin<br />
Rangiora.<br />
During its 18 yearsithas<br />
helped many olderpeopleto<br />
learnhow to use acomputer<br />
and familiarised them with<br />
othermodern technology<br />
skills.<br />
PresidentBob Gumbrell<br />
says it hasbeen avaluable<br />
assettothe community of<br />
<strong>North</strong><strong>Canterbury</strong>.<br />
However, the greater<br />
technological skill of older<br />
people on retirement today,<br />
meantthere was not as much<br />
demand forthe club.<br />

Doocey says he is sorry to<br />
hear SeniorNet is<br />
disbanding as it had been<br />
invaluable to those who<br />
needed guidance.<br />
‘‘Ironically the success in<br />

education to seniors<br />

need for the service.<br />
Mr Gumbrelland his team<br />
were committed to building<br />
confidence in seniorsusing<br />
online banking and staying<br />
safewhile on the internet.<br />
‘‘Weoften assume<br />
everyone is capable of<br />
everyday tasks on the<br />
computer,but this is not the<br />
case. Withanincrease in<br />
online banking and other<br />
services thiscan be very<br />
dauntingfor the elderly.’’<br />
The decision to wind up<br />
the club was made at a<br />
general meetingin<strong>July</strong>, and<br />
followed discussion earlier<br />
in the year about the<br />
‘‘diminishing situation’’ for<br />
SeniorNet.<br />
Mr Gumbrell said while<br />
there was asmall core of<br />
members who madeuse of<br />
thefacilitiesand the social<br />
supportthe club provided,<br />
there was limitedresponse<br />
to courses and workshops,<br />
and alackofresponse to<br />
advertising of the courses. A<br />
newsecretary was needed,<br />
butnoone had put their<br />
hand up, and SeniorNet<br />
personnel were getting older<br />
andhad ‘‘limited ability’’ to<br />
provide specialist tuitionto<br />
those who did turn up.<br />
‘‘Technologyisprogressing<br />
faster thanweare aging, and<br />
theWaimakaririDistrict<br />
Council library serviceis<br />
providing courses in all that<br />
we can provide,’’ Mr<br />
Gumbrell said.<br />

The Waimakariri District Council<br />
has rated aproposed cycleway<br />
between Woodend and Kaiapoi<br />
‘‘priority2’’, as part of athreeyear<br />
plan to upgrade the district’s walking<br />
and cycling network,which was<br />
consultedonlast month.<br />

‘‘It gives people choice and that’s<br />
why it’s important.Wewant people to<br />
get out of their cars whenever<br />
possible.<br />
‘‘Children going from Woodend or<br />
Pegasus to Kaiapoi High School either<br />
need to take the schoolbus or private<br />
vehicle because it’snot safe to cycle,<br />
so they’re relying on mum and dad if<br />
they want to do after school<br />
activities.’’<br />
She saidthe community board also<br />

walking accesswere a‘‘high priority’’<br />
for Pegasus residents negotiatingthe<br />
Pegasus /Ravenswood roundabout on<br />
SH1.<br />
‘‘Pegasus is atown of cyclists. We’ve<br />
got two cycling groups in the town and<br />
quite ahigh proportion of mobility<br />
scooters.<br />
‘‘A lot of people moved herebecause<br />
of the qualityofthe footpaths and the<br />
pathway aroundthe lake.<br />
‘‘People want to havethe ability to<br />
walk or bikeover to Ravenswood to<br />
pick up afew things from the<br />
supermarket or to have acoffee, but<br />
they don’t have thatchoice because<br />
it’s too dangerous.’’<br />

be completed by NZTA soon.<br />

latest science to help reduceher<br />
environmental footprint.<br />
Fernside dairyfarmer Julie Bradshaw<br />
has appliedlearnings from afiveyear<br />
National Institute of Water and<br />
Atmospheric Research (NIWA) irrigation<br />
studytomake sciencebased decisions.<br />
She is alsousinggenetics to improve her<br />
herd with the overall goal of reducing the<br />
farm’s impactonthe environment.<br />
Julieisparticipating in asixmonth<br />
farming innovation project, which<br />
examineshow the next generation of<br />
farmers are using innovativeapproaches<br />
to improvetheirfarmingpractices.<br />
The Waimakariri Landcare Trust and<br />
Waimakariri Irrigation Limited (WIL)<br />
have partneredwith the Ministry for<br />
Primary Industries (MPI)for the project,<br />
with support from MPI’sSustainableFood<br />
and Fibre Futures fund along with<br />
Environment <strong>Canterbury</strong>, Ballance,and<br />
DairyNZ.<br />
From 2016 to 20<strong>21</strong>Julieand agroup of<br />
five neighbouring farmers participatedin<br />
acoinnovation study whichprovided<br />
landowners withreal time data and<br />
forecasts to makesciencebasedirrigation<br />
decisions.<br />
The data included measuredrainfall,<br />
soil moisture, soil temperature, drainage<br />
and estimated evaporation as well as two,<br />
six and 15day rainfall and weather<br />
forecasts.<br />
Juliesays the practical studygave each<br />
farmer afantastic insight into theirown<br />
land and irrigationpractices,whilealso<br />
providingabroaderpicture of what was<br />
happening in the catchment.<br />
Having access to precise data has<br />
helped Julieand her neighbouring<br />
farmers to apply exactly the rightamount<br />
of irrigationand fertiliser at the righttime<br />
which helps to mitigate environmental<br />
impacts.<br />
‘‘Itwas amazing.Wehad so much data<br />
and information that we had never had<br />
before which has helpedusmake<br />
decisions aboutirrigation and fertiliser<br />
usedthat are backed up by facts and<br />
scientific data.<br />
‘‘Havingthe records also makes it much<br />
easier when it comes timefor your FEPs<br />
(farm environmentplans) and audits. ‘‘We<br />
can show that we have been usingour<br />
water resourcecorrectly.’’<br />
All farmers involved in the study were<br />
abletosee eachother’s data and thishigh<br />
level of transparency helped the group to<br />
understand what was happeningin<br />
variouspartsofthe catchment.‘‘Wehave<br />
always been very open,’’ Julie says. ‘‘It is<br />
justinformationand data about water and<br />
getting to know more about otherfarms is<br />
helpfulbecause we are learning from each<br />
other along the way.’’<br />
Although the study has ended,Julie still<br />
logs in to thegroup’s website most days to<br />
enableher to makeaccurate decisions<br />
about water allocation for the Cust Main<br />
Drain WaterUser’s Group.<br />
The group was established25years ago<br />
to manage waterallocation during the<br />
irrigation season when watertakes are<br />
restricted.<br />
‘‘It has been such abonustobeable to<br />
see where everyone is sitting in termsof<br />
the moisture on their paddocks as this<br />
helps me to allocatethe water more<br />
accurately to whereitisneeded,’’ she says.<br />
Last year Julie andhusbandPeter<br />
received the Sire Proving Scheme<br />
Farmers of the YearAward from the<br />
Livestock ImprovementCorporation<br />
(LIC).<br />
The couple has beenworking with LIC<br />
for 15 years and the award recognised<br />
their record keeping and commitment to<br />
havingtheir entire herd DNA tested.<br />

muchappreciationbyvisitors to the<br />
Kaiapoi FoodForest.<br />
BothPou werecarved by Kaiapoi’s<br />
DionHancy, who owns the ‘‘homebased<br />
business’’LittleShop of Taonga<br />
withhis wifeJade.<br />
Dionwas commissioned to do the<br />
workbythe foodforesttrusteeswith<br />
supportfrom the Waimakariri District<br />
Council.<br />
He said the mahi (work) provided<br />
him with ‘‘a greatopportunity to do<br />
something for our community’’.<br />
EachPou tookaround 150 hours to<br />
complete,from debarking and<br />
removingnotchesfrom each Pou, to<br />
the finished kaitiaki(guardian/<br />
caretaker).<br />
‘‘ThesePou are based off the Maori<br />
godsHaumiatiketike and<br />
Rongomatane,’’Dion says.<br />
‘‘Haumiatiketike, the atua<br />
(ancestor with continuinginfluence)<br />
of wild anduncultivated foodsis<br />
shown wearing kakahu (clothes)<br />
reflecting the caretakinginvolved in<br />
achieving healthy harvests.<br />
Rongomatane, the atua of cultivated<br />
foods and the kumara,isrepresented<br />

‘‘This symbolises illness but also<br />
marks the areayou would come to<br />
harvest rongoa (Maorimedicine) for<br />
these ailments. His piupiu (waisttoknees<br />
garment)resemblesthe strong<br />
roots fromwhich plants need to grow<br />
and thrive.Both Pou are there to<br />
promote kai sustainability and also<br />
create awarenesswithin the realms of<br />
rongoa.’’<br />
Kaiapoi FoodForest Trustchair,<br />
Brent Cairns, says Dion hasdonea<br />
magnificent job.<br />
‘‘During our Matariki event we had<br />
many groups from around<strong>Canterbury</strong><br />
visit the food forest to seethe Pou.<br />
Their comments wereoverwhelming<br />
and made us veryproud of what has<br />
been achieved,’’ he says.<br />
‘‘We are stunned by the beautyand<br />
the presencethat the Pou have.’’<br />
The project came together with<br />
support from Waimakariri District<br />
Council staff,the team at Sutherland<br />
timber, and Smiths Hire.<br />
‘‘Thanks mustalso go to Glenn<br />
Foley,one of our trustees who with his<br />
building expertise, worked many<br />
hours installing the Pou, and thanks<br />
also to John one of the many<br />
volunteers who assisted with the<br />
installation, which included the path<br />
installation and fencing, and tooka<br />
numberofdaystocomplete,’’ says<br />
Brent.<br />
The carvings provide recognition of<br />
Kaiapoi’s historicconnection as an<br />
important trading area, says another<br />
food forest trustee, Natalie Leary.<br />
‘‘Prior to Europeans arriving,<br />
Kaiapoi was known as one of New<br />
Zealand’s most importanttrading<br />
posts for kai (food) and pounamu<br />
(greenstone). The most efficient way<br />
then of getting aroundwas using the<br />
waterways, so the Kaiapoi River was<br />
very important, Nataliesays.<br />
‘‘The installation of the Pou is a<br />
significant steptowardsrecognising<br />
our connection with the past, and the<br />
importanceofgrowing and learning<br />
about foodhere andsharingkai.’’<br />
Powerful presence ... The Pou carved by<br />
Kaiapoi’s Dion Hancy, which were recently<br />
installed at the Kaiapoi Food Forest, have<br />
been attracting praise from visitors to the<br />

Arts’ <strong>2022</strong> senior /intermediate<br />
production cast breathed new life into<br />
the timeless tale, Alice! An Adventure In<br />
Wonderland.<br />
We meet Alice Lidell (aka Lily<br />
Williams) in the opening scene and<br />
immediately we are introduced to her<br />
mind, which sees the world differently<br />
to those around her.<br />
She follows aWhite Rabbit (Zoe<br />
McKinlayClark) down arabbit hole and<br />
falls ‘‘almost to New Zealand’’.<br />
Alice emerges in astrange new world<br />
called Wonderland, where she meets all<br />
sorts of strange and interesting<br />
characters as she searches for away<br />
home.<br />
Among the most eccentric is<br />
Caterpillar (Oliver Burns) in the Yoga<br />
Garden.<br />
Akind of new age guru, Caterpillar<br />
soon had the audience in fits of laughter<br />
with his tips on finding enlightenment<br />
and fulfilment.<br />
Alice walked on to the manor where<br />
she met two bumbling footmen (Finn<br />
Arthur and Vaea Syddall), who don’t<br />
seem to know what side of the door<br />
they’re on.<br />
Inside, Alice meets the Duchess<br />
(Jared Jones) and her sidekick Cook<br />
(Rhys Holyoake), who made quite apair<br />
and for amoment stole the show.<br />
After the interval we were introduced<br />
to the Elvislike King of Hearts (Lee<br />
Pockson) and the formidable Queen of<br />
Hearts (Meg Kirwan), known for her<br />
catchphrase ‘‘off with her head’’.<br />
Alice is accused of stealing one of the<br />
queen’s tarts, but it is her courage which<br />
inspires and endears her to other<br />
characters, with the White Rabbit<br />
helping her to escape into the woods.<br />
There she finds Cheshire Cat<br />
(MadisonShakayla Tull), who is more<br />
friendly than their first encounter and<br />
sends Alice to find the eccentric Mad<br />
Hatter (Lucas Waghorn) and friends at<br />
his tea party.<br />
But Alice cannot escape her fate. She<br />
is forced to attend the Queen’s Court to<br />
face her accusers, where she finds she<br />
has made no end of friends on her<br />
unlikely journey.<br />
With alittle kindness, Alice is able to<br />
find her way home to her sisters and<br />
friend Mr Carroll back to where it all<br />
began, down by the river.<br />
The show appropriately finished with<br />
the cast singing the Harry Styles song<br />
Treat People with Kindness.Well done to<br />
everyone involved.<br />

Kaiapoiwereboth beaten in thefinal<br />
round of section playbyHurunuiand<br />
Ohoka respectively.<br />
In both matches the lower ranked<br />
teams scoredtries deep in injurytime<br />
to completelychange the complexion<br />
of thisSaturday’s semifinals.<br />
Kaiapoisurvived to fight another<br />
day,but alast gaspOhokatry means it<br />
willnow needtotravel north to face<br />
GlenmarkCheviot,rather than<br />
enjoying ahomegame.<br />
But Saracens losswas terminal and<br />
Hurunuiwill front up to Ashley at<br />
Loburninthe other semifinal, while<br />
Saracens is consigned to play in the<br />

First aid added to Karate training regime<br />
Training took on adifferentlook at the<br />
Academy of SeikoKai Karate<br />
recently, as members aged five plus,<br />
attended an innovative Interactive<br />
Leadership Course.<br />
The course focused on Injury<br />
Prevention and Management,and how<br />
to administer basicFirst Aid for<br />
common Karate injuries.<br />
Speakingabout the course Club<br />
Sensei, Kev Merrimansaysthe course<br />
is designed to get students thinking<br />
aboutsafety in all training elements.<br />
‘‘While Karate is acontact sport, our<br />
more common injuries come from<br />
intense energy drillsrequiring<br />
explosive movementssuch as<br />
sparring, kicking, punching and<br />
throwing.<br />
‘‘So,students learnthe importance<br />
of warmingup, stretching and strength<br />
exercisesprior to practisingKarate.<br />
‘‘Thestudents now haveagreater<br />
appreciation of why executing<br />
techniques properly is crucial to<br />
avoiding injury often associated with<br />
poor technique,’’ he says.<br />
Injury prevention and management<br />
is an important part of physical<br />
activity, becauseithelps achieve<br />
training goals and kept athletes<br />
healthy and safe.<br />

injuries from Karate training.<br />
She saysitisrewardingtosee some<br />
real inventivesolutions to scenariobased<br />

students had the confidence to<br />
recognise and treat various medical<br />
emergencies.<br />
They also had abetter<br />
understanding of how to prevent<br />
injuries by applying some of the ideas<br />
highlighted duringthe course to keep<br />
themselvessafe and healthy.<br />

competed.<br />
Covid19 forcedthe cancellationof<br />
theannual event in 2020, pushing the<br />
50th celebrations outuntil thisyear.<br />
Numbers arefalling from the halcyon<br />
days, but it is still eagerlyanticipated by<br />
manypony clubs throughoutthe South<br />
Island.<br />
As part of the celebrationabookhas<br />
been compiledby Anne Atkins<br />
celebrating those who foundedthe<br />
event—Mary Dalley,Joan McCall and<br />
Don Collett.<br />
It also celebrates the guardians,<br />
riders, officials, horses andponies who<br />
have participatedoverthe years.<br />
Onechapter focuses on some riders<br />
who have gone on to achieve onthe<br />
national,andinternational stage,such<br />
as Jonelleand Tim Price.<br />
Thebook is beingpresold,with<br />
orders closing at the endofAugust. The<br />
orderform is available onthe<br />
Springston Trophy website.<br />
It is hoped to reachriderswho took<br />
part in aSpringston Trophy<br />
competition,but whonow maylive in<br />
