3. Delivery of tenders:- 

All tenders should be addressed to the Project Director, NRC on Plant Biotechnology, Lal Bahadur Shastri 

Building, Pusa Campus, New Delhi -110012 and should ordinarily be deposited in the tender box kept in the 

office <strong>for</strong> the purpose. <strong>Tender</strong>s can also be sent by Registered post but this will be at the risk and responsibility 

of the tenderer themselves. However, such tenders are sent by post, duly sealed, superscribed and addressed as 

indicated above should be made to be delivered to the Project Director NRC on Plant Biotechnology. No 

responsibility whatsoever will be accepted with regard to postal delays or <strong>for</strong> wrong deliver of the tenders sent

4. Latest Hour <strong>for</strong> Receipt and Opening of <strong>Tender</strong>s:- 

As specified in the schedule to tender, the tenders must reach this office not later than 10:45 a.m. on 

27-09-12. The tenders will be opened at 11:00 a.m. sharp on the same day i.e.27 th September, 2012 in the 

presence of the tenderers who may choose to be present personally/or through a representative duly authorized in 

writing in this behalf. 

Late tenders i.e. tenders received after the specified here will not be considered at all. If, however, the tenders 

received subsequently show attractive rates from reliable firm. The Project Director, NRC on Plant Biotechnology 

will have the discretion either to re-invite tenders or negotiate with the lowest tenderers. The decision of the P.D., 

N.R.C.P.B, IARI, shall be final and binding.

7. Prices and Delivery Terms:- 

As given in the schedule to tender the prices quoted must be net per unit/ <strong>for</strong> whole job inclusive of all charges. Rates 

should be quoted <strong>for</strong> to the store of NRC on Plant Biotechnology, IARI, New Delhi-110012. All taxes will be paid in full 

as no C/D <strong>for</strong>m will be issued by this office. The prevailing rates of all taxes, to be charged extra, should be shown clearly, 

without which the tender will be liable to be ignored. No packing, Forwarding or insurance charges will be allowed. 

Other terms <strong>for</strong> scientific equipment will be as detailed in the schedule to the tender. The delivery of the scientific 

equipment will be accepted by the Project Director, NRC on Plant Biotechnology after proper inspection and verification 

as to their quality, quantity and con<strong>for</strong>mity to the prescribed specifications.

If the said requirements in the tender <strong>for</strong>m are not fulfilled and Photostat copy of registration certificate 

issued by the sales tax department, is not attached with the tender <strong>for</strong>m, the tender will not be accepted. 

Quantity mentioned in the tender notice are approximate and liable to change at the discretion 

of the Project Director, NRC on Plant Biotechnology, New Delhi-110012. 

Only one tender submitted either by manufacturer or its sole authorized firm will be accepted. Where

Each tender must be accompanied by an Earnest Money of Rs 9000.00 without which no tender shall be considered. The 

Earnest Money should be furnished in <strong>for</strong>m of Bank Draft/Pay Order drawn in favour of Project Director (NRCPB), New 

Delhi-110012, payable on Syndicate Bank, Pusa, IARI, New Delhi. Earnest Money deposited in any other <strong>for</strong>m or request 

<strong>for</strong> treating any other dues to the tenderers from the Institute as the Earnest Money will not be accepted. The Earnest 

Money will be refunded to all the unsuccessful, tenderers, but in the case of successful, tenderers this money will be 

adjusted towards Security Deposit or refunded after the necessary security money has been deposited. 

However the bidders who are registered with the Central Purchase Organization, <strong>National</strong> Small Industries Corporation 

(NSIC) or the concerned Ministry or Department may be exempted from Bid Security (also known as Earnest Money), 

provided they submit documentary evidence in this regard. 

The successful tenders will have to deposit as security a sum equal to 5% of the value of the Equipment /contract/ total

SPECIFICATIONS FOR IONOMIC ANALYSIS SYSTEM: 1 No. 

A bench top ICP-MS system is required <strong>for</strong> elemental analysis in a range of samples. Measurement 

techniques <strong>for</strong> qualitative, quantitative and isotope ratio measurement of analytes should be included. 

The system should be compatible with HPLC and GC coupling. For a complete solution following 

modules need to be provided: 

A) ICP-MS 

Sample Introduction: 

• The sample Introduction system should have very low dead volume with low uptake rate (0.25 

ml/min or better) to reduce the waste generation. The sample Introduction system, torch & cones 

should be easily accessible. 

Ion Source and RF plasma: 

• Computer controlled 40/27 MHz RF generator operating from 500 to 1600 watts <strong>for</strong> automatic 

control of torch ignition, shutdown, and system warm up. 

Ion Extraction Interface: 

• Standard large orifice Ni sampling and skimming cones to suit all applications, preferably with 

hyper skimmer cone <strong>for</strong> tightly defined ion beam. The cones should be easily removed, cleaned 

and replaced. 

Ion Focusing System: 

• The ion focusing system should remove all neutrals & Photons from the ion path. It should be a 

maintenance free type. 

Quadrupole Assembly 

• The quadrupole mass filter should be stable and provide resolution of 0.4 amu or better. 

• The analyzer quadrupole must have the ability to discretely control the resolution of selected 

mass regions dynamically, without affecting the overall nominal resolution of the system <strong>for</strong> non- 

“custom-controlled” mass region. The Mass range should be from 5-260 Amu or better to allow 

the analysis of radioactive elements & Actinides. The Dwell time should be as short as 0.1 ms <strong>for</strong> 

fastest settling. 

Ion Detector Assembly: 

• The ion detector should be simultaneous discrete dynode electron multiplier, and allow element 

concentration calibration over a full 9 orders magnitude of dynamic range in a single scan using 

both analog and pulse ion counting mode. The data acquisition rate should be 5000 amu/sec or 

more. 

Cell Technology-- 

• System should be provided with a Cell technology to remove polyatomic & Isobaric Interferences. 

• The system must have capability to use reactive gas/gases to chemically move the interference 

by a scanning quadrupole and also use non reactive gas/gases to collide with the interfering ions 

to remove them through KED. The Reaction cell System must work Low & High Mass cut off 

using the Quad scanner & allowing only a specific m/z ratio Ion to be ejected from the reaction 

cell. The cell should not require any regular cleaning or maintenance. A functionally equivalent 

system will be acceptable.

B) LC-ICP-MS Interface- An Integrated HPLC-ICP-MS Interface to be provided which should 

include Quarternary Pump, PDA detector, degasser , flow cells, column heater, Programmable 

temperature control Auto sampler, Speciation column <strong>for</strong> Chromium & Arsenic all required 

accessories & reagents. The system must have Automatic switch valve to transfer Column elution 

from Column outlet to ICP-MS without any manual Intervention. It should be programmable & 

control from single software. The full configuration of HPLC-ICP-MS & transfer valve must be 

under one single software control. The vendor must demonstrate the functional operation of 

Speciation of any one element <strong>for</strong> per<strong>for</strong>mance verification at any reputed Government research 

Laboratory in India. 

HPLC Specs: Flow rate 0.02 to 8.0 mL/min or better with a pressure of 6000 psi or better <strong>for</strong> the 

entire flow rate range. Photo diode array detector with diodes 512 or better. Wavelength range 

200-650nm or better, Noise: ± 1.5 x 10 -5 AU peak to peak at 254 and / or 650 nm, 20-nm 

bandwidth 2 sec response time. 

C) GC-ICP-MS Interface- An Integrated ICP-MS-GC Interface consisting of GC with Programmable 

Pneumatics, PTV injector. Auto-sampler <strong>for</strong> Liquids sampling, heated transfer line, Control panel 

to control GC program. Columns <strong>for</strong> speciation studies should be quoted. Suitable start up kits & 

standards <strong>for</strong> speciation studies should be provided. 

GC Specs: Oven temp should be up to 500 o C or better with 5 or more temperature ramps with 

temperature set point resolution 1 o C or better. FID detector with min detection limit 200 o C) to be provided. Each vessel should have ceramic 

liner <strong>for</strong> support. Pressure and IR Temperature sensor should be built-in <strong>for</strong> each vessel and 

should display the same on screen. The vessels provided should have the guarantee of safety 

and reliability in sample preparation.

F) All Accessories and Standards (ICP) to be provided: 

• Installation and Operational kits <strong>for</strong> installation and demonstration 

• Multi element Per<strong>for</strong>mance Standards 

• Argon Gas Cylinder – 4 nos, Nitrogen gas cylinder 1 no., Hydrogen gas cylinder -1 no., Helium 

gas cylinder (1 liter Ultra pure helium ), Reaction gas cylinder (Minimum two reactive gases 1 liter 

each ) along with suitable regulators. 

• Also quote <strong>for</strong> spares and consumables required <strong>for</strong> all the operations <strong>for</strong> three years. 

G) Site preparation: 

• Complete infrastructure setup - laboratory space design and construction (about 600 sq. feet space) including 

lab equipment benches (to house all the equipments supplied), electric cabling, plumbing, false roofing, air 

conditioning (four split ACs of two tons, five star rated), modular furniture, flooring (joint free vitrified tiles of 

reputed make), painting, designing and making of chambers, cubicles, providing security/card access to the room, 

positive air curtain facility and other requirements etc. <strong>for</strong> the complete installation and demonstration of the 

system functionality. 

• Refrigerator (500 lit capacity or more), Deep freezer (-20 o C), sensitive weighing balance (capable of weighing 

upto 0.01 mg) and tissue homogenizer to be provided <strong>for</strong> running of the facility. 

• A suitable two stage water purification system <strong>for</strong> ICP-MS grade water (from feed quality to end use) to be 

provided along with the system. 

• Online UPS- two of 15 KVA each, one dedicated <strong>for</strong> ICP-MS and second <strong>for</strong> other integrated systems. They 

should be provided along with the batteries and minimum backup time of 60 min <strong>for</strong> each UPS. 

H) Service/support by the vendor 

• The vendor must provide complete service support right from installation stage till day to day 

operations, post installation <strong>for</strong> four years. 

• Troubleshooting services to be provided (within 48 hours) either by remote monitoring or onsite support <strong>for</strong> both 

hardware and software related problems. Vendor should be able to provide full training <strong>for</strong> various operations in 

their own lab and also at our <strong>Centre</strong>. 

I) Warranty:

Metabolomics system : 1 No. 

Facility should have capability of high resolution metabolomics plat<strong>for</strong>m to determine novel mechanisms <strong>for</strong> 

adaptation and tolerance of plants <strong>for</strong> stress, xenobiotic and neutrino-genomics studies. The requirement will be 

to compare the levels of different metabolites in plant tissues under different conditions. It should have liquid 

separation technology along with mass spectrometry (single and tandem eg. MS; MS/MS and MS/MS/MS etc 

capabilities <strong>for</strong> qualitative and quantitative analyses of small molecules. 

A. Sample separation and Liquid Chromatography module 

System should have the capacity to run in the gradient mode with vacuum degasser, Auto sampler and Column 

Oven. A split-free system may be preferred having the capacity to resolve at least 1,200 independent 

metabolites. Instrument should be comprehensively warranted <strong>for</strong> three years. Vendors should quote ONLY one 

and their best available model <strong>for</strong> easy comparison. Any make/model better than the specified LC plat<strong>for</strong>m 

(with minor variations) are acceptable. 

1. Fast High Pressure LC Plat<strong>for</strong>m 

i. The column should range from ≤ 2 µ to 10 µ particle size. 

ii. Flow rate in the range of 0.01 to 2.0 mL/min, at 0.001 mL increments. 

iii. The pump should be able to sustain a back pressure of at least 12,000-15,000 psi with minimum delay 

volume of ≤ 100µl. 

iv. System should offer a Flow accuracy of +/- 1.0% (0.50-2.0 mL/min) 

v. Gradient Composition precision of 0.15% RSD or +/- 0.04 min SD.

Protein Identification and Characterization, Peptide Mass Fingerprinting, Database Searching, and 

Lipids analysis. 

iv. Automated quantitation and reporting of acquired samples. Complete Software suite <strong>for</strong> metabolite 

Screening and identification 

v. Extraction of compound-specific spectral and chromatographic in<strong>for</strong>mation. Software <strong>for</strong> empirical 

<strong>for</strong>mula calculation. 

vi. Measurement of potentially relevant molecular features from one or more LC/MS analyses. 

vii. Any other software required <strong>for</strong> differential expressions experiments, labeled/label free quantitation, 

deconvulsion and de novo sequencing study.

15 Metabolite Database 

i. An accurate mass metabolite database must be quoted with system. Reagents and consumables required 

<strong>for</strong> biomarker studies must be supplied with the system. 

ii. Any other reagents required <strong>for</strong> quantitation studies should be supplied. 

C. Essential accessories/requirements 

1 Gas Generator and UPS 

A suitable gas generator capable of providing all the gases at the required purity, pressure and flow rate <strong>for</strong> the 

Mass Spectrometer must be quoted. All the required accessories such as arrangement <strong>for</strong> gas supply through gas 

generator, compressor, and essential <strong>for</strong> operation of the instrument should be supplied along with the 

instrument. Please quote the cylinder if it is required. Also quote 10 KVA UPS with 2hrs battery backup. 

2 Warranty: The instrument should come with 2 years comprehensive warranty from the date of installation. It 

should include all accessories and spare parts to make the system fully operational. 

3 Compliance Sheet: A detailed specification sheet highlighting above specification and compliance must be 

attached. 

D. Site preparation 

Creation of dust free environment, renovation, air conditioning, bench space with granite top installation (six), 

calibration of the modules, compatibility compliance, and repeatable demonstration of the samples should be 

carried out by vendors as per specific lab sites (750 sq ft) at NRCPB. A prerequisite of completion of 

installation is satisfactory demonstration of experimental materials on supplied plat<strong>for</strong>m (will be provided) by 

the supplying vendor. 

E. General Terms and conditions: 

1. Price of all the modules/submodules should be quoted composite along with warranty. Warranty from the 

original manufacturer should be given. 

2. Separate technical (in order of tender document, compliance certificate and detailed literature) and price bid 

(in sealed envelope) should be provided. 

3. Payment modes: Per<strong>for</strong>mance security <strong>for</strong> an amount of ten percent of total cost of quoted value will have to
