A PREBBLETON resident took<br />

chase after two youths as they<br />

broke into his car, nabbing a<br />

cellphone he hopes will identify<br />

the suspects.<br />

Mike Morton was outside<br />

trying to spot a meteor in Friday<br />

night’s meteor shower, but instead<br />

he spotted the alleged theft<br />

under way.<br />

It was one of a spate of car<br />

break-ins and thefts in and<br />

around Prebbleton, incidents into<br />

which police had made no arrests<br />

as of Monday afternoon.<br />

Police said one car was stolen<br />

from Prebbleton overnight Friday,<br />

with at least another three<br />

vehicles broken into.<br />

“Inquiries are ongoing to determine<br />

the circumstances,’’ a police<br />

spokesperson said.<br />

The Prebbleton Facebook<br />

community page shows about 10<br />

vehicles were damaged, mostly<br />

in the early hours of Saturday<br />

morning. Posts also suggest up to<br />

four youths may be responsible.<br />

New flyover plan draws<br />

MORE THAN 700 people have<br />

submitted in the second round<br />

of consultation on the proposed<br />

$125 million Rolleston flyover<br />

plan.<br />

New Zealand Transport<br />

Agency Waka Kotahi will report<br />

on the feedback within the next<br />

three months, before finalising<br />

its business case and beginning<br />

detailed design.<br />

The first step in construction<br />

will be a Dunns Crossing Rd/<br />

Walkers Rd roundabout in 2024,<br />

as this needs to be up and running<br />

so traffic can safely cross<br />

State Highway 1 at this point before<br />

construction of the flyover<br />

begins.<br />

Construction of the flyover<br />

itself will begin 2026, and be<br />

completed in 2028.<br />

The first round of consultation<br />

in July and <strong>August</strong> last year drew<br />

about 980 responses. Waka Kotahi<br />

consequently went back to<br />

the drawing board, and released<br />

the new flyover plan, this time<br />

with its bridge being straight<br />

across, rather than skewed, over<br />

State Highway 1.<br />

The more than 700 submissions<br />

this time round, which<br />

were received before the closing<br />

date of July 22, suggests <strong>Selwyn</strong><br />

residents have plenty to say<br />

about how Waka Kotahi can<br />

improve its new plan further.<br />

While the new plan has found<br />

favour with many, including<br />

Mayor Sam Broughton, it<br />

has also attracted opposition.<br />

the neighbouring Jones Rd<br />

businesses of Christchurch RV<br />

of design flaws, including the<br />

four-lane Jones Rd with cycleway<br />

making access difficult for<br />

motorists needing to turn in and<br />

stolen from a club member’s<br />

“It has years of history in terms<br />

of engraved winner’s names, so is<br />

of significant sentimental value to<br />

the club,” Bain said.<br />

It was also upsetting to not be<br />

able to award the cup to this year’s<br />

winner, Hannah Millar.<br />

He had reported the suspected<br />

Medium density housing a step closer<br />

NEW PLAN change areas<br />

at Rolleston, Lincoln and<br />

Prebbleton are being included<br />

in medium density zones as new<br />

housing intensification rules are<br />

introduced.<br />

The district council will soon<br />

ask residents what they think<br />

of the new rules being included<br />

in its proposed district plan, as<br />

they become mandatory under<br />

the Resource Management (Enabling<br />

Housing Supply and Other<br />

Matters) Amendment Act 2021.<br />

Rolleston, Lincoln and<br />

Prebbleton are set to be transformed,<br />

as the new rules will<br />

allow land owners to build three<br />

three-storey homes per residential<br />

section without resource<br />

consent.<br />

This includes on hundreds<br />

of hectares of land in new plan<br />

change areas as developers<br />

rezone blocks within and outside<br />

of current town boundaries.<br />

The new Enabling Housing<br />

Supply legislation has put the<br />

district council in a complex<br />

situation, as it grapples with<br />

large numbers of plan changes<br />

made possible under another<br />

piece of new legislation, the<br />

National Policy Statement for<br />

Urban Development 2020.<br />

Both have been introduced by<br />

Government within the last two<br />

years as it aims to increase housing<br />

supply.<br />

“It’s not our fault, we are meat<br />

in the sandwich,” said councillor<br />

Mark Alexander as councillors<br />

discussed notifying the proposed<br />

district plan variation at their<br />

fortnightly meeting last week.<br />

“It looks extremely developer<br />

led, it embeds business as usual.<br />

We have got a massive risk of<br />

consultation fatigue, the perception<br />

of acting in bad faith and<br />

increasing distrust,” said fellow<br />

councillor Sophie McInnes.<br />

“Unfortunately we are being<br />

pushed with the (two pieces of<br />

legislation) in directions which<br />

we did not intend, and we are<br />

not the authors of our own demise,”<br />

councillor Malcolm Lyall<br />

said.<br />

it was in. But after much discussion,<br />

the motion was lost.<br />

Some of the councillors also<br />

talked about the benefits of intensification<br />

and the importance<br />

of developing medium density<br />

areas in the right way.<br />

Nicole Reid said intensification<br />

was needed to have viable<br />

public transport. Issues with<br />

medium density development in<br />

areas such as Auckland had been<br />

around them not being done<br />

well; however, the Ministry for<br />

the Environment had now issued<br />

a guide.<br />

Hasson asked if open space requirements<br />

in plan change areas<br />

could be expanded to cater for<br />

medium density development.<br />

Team leader strategy and<br />

policy Robert Love suggested it<br />

could be better to retrospectively<br />

upgrade open space areas as part<br />

of financial contributions from<br />

developers, as the new legislation<br />

only enabled medium density<br />

and did not dictate that it would<br />

happen.<br />

The district council plans to<br />

notify the variation on <strong>August</strong> 20.<br />

After that, the public will<br />

have 20 working days to make<br />

submissions. Hearings will be<br />

conducted by an independent<br />

hearings panel, which will make<br />

recommendations to the district<br />

council on whether to adopt the<br />

variation. The decisions will then<br />

be released, and there will be no<br />

right of appeal.<br />

planned, however this is unlikely<br />

as Carter Group wants to keep it<br />

while standing at the side of his<br />

house on Central Ave around<br />

midnight. He walked to the front,<br />

and shouted “Oi” as he saw the<br />

offenders.<br />

He ran as fast as he could after<br />

them for about 100m, along<br />

Central Ave, into Pointsman Pl,<br />

to the vicinity of the Prebbleton<br />

skate park.<br />

“It was just one of those spur<br />

of the moment things, to see if I<br />

could catch them,” Morton said.<br />

He went back to get his car,<br />

which had been parked on<br />

the street outside his home. In<br />

the middle of the road, where<br />

the chase had begun, he saw a<br />

Samsung smartphone and pair of<br />

sunglasses. It appeared these had<br />

been dropped by the offenders.<br />

The phone appeared to be uncharged<br />

with a recently smashed<br />

screen. He is handing the items<br />

to police in the hopes they can<br />

identify the owner.<br />

Items which Morton uses in<br />

his job as a building inspector<br />

competency assessor, including<br />

steel-capped boots and health<br />

and safety equipment such as first<br />

aid kits, remained unstolen in the<br />

car.<br />

“My guess is they had only<br />

just opened the door when I saw<br />

them,” he said.<br />

window, as this was broken.<br />

Morton drove around Prebbleton<br />

in the car to try and locate<br />

the pair, but was unsuccessful.<br />

He said he was not sure what<br />

he would have done if he had of<br />

caught them, although thought<br />

maybe he could have sat on one<br />

of them and phoned the police.<br />

He said he and his wife reported<br />

the incident to police shortly<br />

afterwards as he returned home.<br />

He estimated the pair were<br />

aged 15 to 18, and were of slim to<br />

medium build. The one he had<br />

got closest to was about 173cm,<br />

wearing a grey top and black<br />

shorts.<br />

Morton is no stranger to keeping<br />

an eye out for criminals, having<br />

been a volunteer for the City<br />

to Sumner Community Watch<br />

Patrol when he lived in Christchurch.<br />

During the 10 years that<br />

he belonged to the group, he said<br />

he had never before come across<br />

someone in the act of breaking<br />

into a vehicle.<br />

He said it was sad to see youth<br />

criminals, probably from outside<br />

the area, coming into Prebbleton<br />

and rampaging through the<br />

town as they had done on Friday.<br />

Prebbleton was a lovely community,<br />

which was one of the<br />

reasons he and his family had<br />

moved there in the first place.<br />

“It’s horrible, at the moment we<br />

are a reasonably small township,”<br />

Morton said.<br />

Study finds nitrate<br />

discover whether rising nitrate<br />

levels are a risk factor in<br />

premature births.<br />

Glover has organised an<br />

event for Wednesday next week,<br />

Community Nitrate Testing,<br />

where <strong>Selwyn</strong><br />

residents on<br />

private wells are<br />

invited to bring<br />

along a drinking<br />

water sample and<br />

pay $10 to have it<br />

tested.<br />

He said those<br />

getting their<br />

water tested can<br />

have the results included as part<br />

of a new study being undertaken<br />

by Otago University if they wish.<br />

The names and addresses of<br />

the participants would not be<br />

“It needs more study, and the<br />

problem with a lot of private<br />

wells in New Zealand, there’s no<br />

database, it’s up to individual<br />

people to get their testing done,”<br />

Glover said.<br />

He himself was on a private<br />

well, where nitrate levels had<br />

skyrocketed in recent years, from<br />

0.5mg per litre to 5mg per litre.<br />

“That’s a bit scary for me,”<br />

Glover said.<br />

chlorination of water<br />

A GROUP of residents is calling<br />

for the district council to avoid<br />

chlorination of drinking water.<br />

The district council is undertaking<br />

a $2 million upgrade<br />

of supplies with chlorination<br />

equipment, as it strives to meet<br />

the requirements of the Water<br />

Services Act 2021.<br />

The act requires all councils<br />

to be able to chlorinate public<br />

drinking water supplies, and<br />

begin chlorination by November<br />

15, unless they have an exemption<br />

from the Government’s<br />

new drinking water regulator<br />

Residents Kerry Willis and<br />

Heather Morten talked to district<br />

councillors in the public forum<br />

section of their fortnightly meeting<br />

last week. They said they had<br />

more than 900 signatures on a<br />

petition against chlorination.<br />

Willis claimed that while<br />

chlorine was the cheapest form<br />

of disinfection, it did not kill all<br />

micro-organisms and had health<br />

and environmental affects.<br />

“Chlorine-free drinking<br />

water has been achieved in the<br />

Netherlands and Denmark as<br />

their residents place high value<br />

on chlorine free water,either due<br />

to health concerns or because the<br />

source is already high quality.<br />

an effort to keep them as natural<br />

as possible,” he said, reading<br />

from a letter by the group to<br />

While the district council was<br />

bound by the regulations, it also<br />

had an obligation to protect the<br />

well being of its community, he<br />

“We really need central government<br />

to hear our voices and<br />

that we do not want chlorination<br />

in our water.”<br />

Morten said many people had<br />

chosen to live in <strong>Selwyn</strong> because<br />

of its “beautiful water.” People<br />

would not only be drinking<br />

chlorine, but breathing it in and<br />

absorbing it through their skin<br />

while showering and bathing.<br />

Her organic vegetable garden<br />

would no longer be organic, as it<br />

would have chlorine put onto it<br />

through watering.<br />

Taumata Arowai was established<br />

in accordance with<br />

a recommendation from a<br />

Government inquiry into the<br />

2016 poisoning of at least 5000<br />

Havelock North residents from<br />

contaminated water. The contamination<br />

was connected to the<br />

death of four of the residents.<br />

Mayor Sam Broughton<br />

told Willis and Morten the<br />

district council was applying<br />

for exemptions. Staff would be<br />

updating district councillors on<br />

the chlorination issue.<br />

WHITECLIFFS area residents<br />

are fundraising to restore a<br />

140-year-old school building to<br />

its former glory.<br />

South Malvern Community<br />

Charitable Trust has repointed<br />

chimneys and installed new<br />

weatherboards at the former<br />

South Malvern School, which<br />

operated from 1883 to 1960.<br />

Chair Liz Weir said the building<br />

was structurally sound and<br />

had survived the February 22,<br />

2011 earthquake, but had suffered<br />

water damage over many<br />

years as it fell into disrepair.<br />

The category 2 Heritage New<br />

Zealand building was important<br />

to Whitecliffs, as it represented<br />

a significant period in the area’s<br />

industrial history.<br />

Two years ago, a local family<br />

who wants to remain anonymous<br />

bought the property on<br />

behalf of the community. Once<br />

completed, it will be a community<br />

hall and civil defence hub.<br />

Weir said it had been difficult<br />

to fundraise during the pandemic.<br />

The long-term goal was<br />

to renovate the whole building,<br />

including the interior.<br />

Local tradespeople had volunteered<br />

their time and expertise,<br />

timber and roofing companies<br />

had provided discounted materials,<br />

while the district council and<br />

Fonterra had given grants. However,<br />

more funds were needed to<br />

buy building materials.<br />

“We are chipping away at<br />

things as we fundraise money.<br />

Our current focus is raising<br />

enough money for a new set of<br />

weatherproof doors that will<br />

meet current regulations but still<br />

retain the heritage aesthetic,” she<br />

said.<br />

The target for the doors was<br />

$7000.<br />

Single mum sets up<br />

McGilchrist an idea.<br />

The Dunsandel mum<br />

of four children, aged 12 to<br />

16, started Helping Hand,<br />

a free social service to<br />

help others.<br />

“When I<br />

became a<br />

single parent I<br />

realised how<br />

hard life can<br />

actually be,” McGilchrist<br />

said.<br />

Finding herself with no<br />

family support after her<br />

marriage breakdown and<br />

moving from the North<br />

Island in 2018, she had set<br />

about rebuilding her life.<br />

“I had to buy a car as we<br />

were left with no vehicle, I<br />

had to get a loan to move<br />

the children and myself to<br />

the South Island. I had to<br />

start from the bottom and<br />

work my way upwards,”<br />

she said.<br />

“I realised how alone I<br />

actually was, there was no<br />

one to help me, no one to<br />

offer support, no one to<br />

help with appointments,<br />

no one to help me with<br />

She hosts a coffee group<br />

most weeks from her<br />

Dunsandel home, where<br />

people drop in for a chat.<br />

“I want people to know<br />

that when things are tough<br />

or if you need something or<br />

someone that I am here.”<br />

She also helps people<br />

by picking up groceries<br />

or medications, doing<br />

odd jobs for them,<br />

making appointments<br />

for them, distributing<br />

donated items such as<br />

kitchenware and school<br />

uniforms, and giving<br />

out small food parcels<br />

she makes up herself on<br />

her modest income as a<br />

student and part-time<br />

cleaner. McGilchrist is<br />

studying psychology and<br />

counselling.<br />

Recently, her son<br />

Thomas Roe had made<br />

her proud by becoming<br />

a member of the <strong>Selwyn</strong><br />

Youth Council.<br />

“It’s trickling down<br />

the family, the giving to<br />

others,” she said.<br />

AN AMBITIOUS farmers’<br />

collective at Ellesmere will be<br />

celebrating successes of the past<br />

year at its upcoming annual<br />

meeting.<br />

Ellesmere Sustainable Agriculture<br />

Inc chair Tim Chamberlain<br />

said the collective and its associated<br />

Project Tinaku had made<br />

huge strides across the area,<br />

increasing biodiversity, enhancing<br />

the natural environment,<br />

upskilling and supporting farmers,<br />

educating young people and<br />

providing employment.<br />

He was expecting a big turnout<br />

of local farmers to the AGM<br />

on Monday next week, 7pm, at<br />

Lakeside Soldiers Memorial Hall<br />

in Leeston.<br />

“ESAI and Tinaku have gone<br />

from strength to strength, and<br />

developed from a modest catchment<br />

group to an influential<br />

farmers collective that is making<br />

an impact far beyond the district’s<br />

boundaries,” Chamberlain<br />

said.<br />

“We have always been an<br />

ambitious group with a strong<br />

vision, but even in our wildest<br />

dreams, we could not have expected<br />

how many people would<br />

benefit from our work in just a<br />

few years,” Chamberlain said.<br />

Project Tinaku, now in its<br />

third year, was established with<br />

a $2.2 million grant from the<br />

Ministry of Primary Industries’<br />

jobs for nature programme.<br />

In the last year alone, it has<br />

provided primary and secondary<br />

employment for more than 35<br />

people.<br />

“Employment has occurred<br />

directly through staff working<br />

on the project, as well as local<br />

contractors that have been employed<br />

to carry out restoration<br />

work, fencing and weed control,”<br />

Chamberlain said.<br />

The project had also increased<br />

its sponsorship of Ellesmere<br />

College students, from six to<br />

10 students, to gain expertise<br />

and knowledge to pursue<br />

employment in the agriculture<br />

sector through the gateways<br />

programme.<br />

“What has been really amazing<br />

is to see many of the gateway<br />

students finding work with ESAI<br />

members and other rural businesses<br />

in the area, which fulfils<br />

both our education and employment<br />

objectives,” Chamberlain<br />

At primary school level, the<br />

project has been partnering with<br />

Te Ara Kakariki to run kids<br />

discovery plant out days and biodiversity<br />

monitoring field trips<br />

with both Southbridge School<br />

and Leeston Consolidated<br />

School.<br />

The planting trips had been<br />

a “wonderful addition” to the<br />

extensive restoration projects<br />

Tinaku had been working on<br />

over the past two years. About<br />

25,000 natives had been planted<br />

across 39 sites on 25 members’<br />

farms in 2021 alone. These projects<br />

cover around 5ha of land<br />

along nearly 7km of waterways.<br />

ESAI this year received additional<br />

funding to survey its<br />

members to better understand<br />

their individual situations and<br />

uncover common threads and<br />

trends. Results showed where<br />

members wanted to improve<br />

their skills and knowledge, and<br />

as a result there were 13 events<br />

which included topics such as<br />

financial advice and succession<br />

planning, chainsaw safety and<br />

Local elections are coming up in October and the deadline for checking you’re enrolled to vote is<br />

coming up soon.<br />

<strong>Selwyn</strong> residents 18 or older and who are a New Zealand citizen or permanent resident are eligible to<br />

vote, if they are enrolled on the parliamentary electoral roll.<br />

But you need to make sure your enrolments details are correct by Friday 12 <strong>August</strong>.<br />

Everyone on the electoral roll should have received an enrolment pack from the Electoral Commission<br />

last month. If your details were correct – then you don’t need to do anything.<br />

If you haven't received an enrolment update pack in the mail by now it may mean you’re not enrolled,<br />

or your details are not up to date. This could be because you’ve recently moved into the district,<br />

changed addresses, or have turned 18 – and you’ll need to update your details. To enrol or update<br />

your details, visit vote.nz or call 0800 36 76 56.<br />

You can also check a copy of the preliminary electoral roll at the Council offices or any <strong>Selwyn</strong> library,<br />

as well as the Arthur’s Pass Store, Dunsandel Store, or Tai Tapu Store.<br />

If you miss the 12 <strong>August</strong> deadline, but you‘re eligible to vote, you can still vote but you’ll have to<br />

request special voting papers from the Council’s electoral officer.<br />

If you own property in <strong>Selwyn</strong> district but live in another district you may be able to enrol as a nonresident<br />

ratepayer elector and vote in both areas. Check your eligibility and get more information at<br />

the Ratepayer Elector Enrolment Portal on the Council’s website at selwyn.govt.nz/elections.<br />

<strong>Selwyn</strong> deputy electoral officer Stephen Hill is encouraging residents to check their enrolment early<br />

and make sure they have everything in order to be able to vote.<br />

“Councils get to make decisions that affect every <strong>Selwyn</strong> resident, and have a big impact on the<br />

community – including the services that residents receive and what they cost,” he says.<br />

“Local elections are your chance to have a say and help shape <strong>Selwyn</strong>’s future.”<br />

New toilet funding a boost for visitor experience<br />

Visitors to several popular <strong>Selwyn</strong> locations will enjoy a more comfortable experience after the Ministry<br />

of Business, Innovation and Employment approved funding for toilet and car park upgrades.<br />

Nearly $300,000 has been granted from MBIE’s Tourism Infrastructure Fund for new or upgraded<br />

toilets at the Darfield Grain Shed, Waimakariri Gorge and the Little River Rail Trail, and car park<br />

improvements at Joyce Reserve in Glentunnel, and at Lake Lyndon Reserve.<br />

The existing old concreate toilet block at the Grain Shed, beside the historic jail site in Darfield, will be<br />

demolished and a new block installed.<br />

At Waimakariri Gorge the existing facility will also be replaced with a new one, and the location will be<br />

moved closer to the road access.<br />

On the Little River Rail Trail a brand new toilet<br />

block will be built about midway between<br />

Lincoln and Motukarara, close to the<br />

Ahuriri Lagoon.<br />

addition for cyclists, who otherwise face a 15<br />

kilometre stretch between the<br />

two settlements.<br />

If you pay by direct debit, you should have received information on<br />

your new direct debit in a separate letter. If you’re on direct debit then,<br />

provided you have sufficient funds in your bank account to cover the<br />

payments on the due dates, you will not be<br />

charged penalties.<br />

For ratepayers not on a direct debit, rates are payable in four<br />

instalments – 15 September <strong>2022</strong>, 15 December <strong>2022</strong>, 15 March<br />

2023 and 15 June 2023. Penalties are charged on instalments not<br />

paid in full by the due dates and there is a further penalty if rates are<br />

not paid by 30 June 2023<br />

Your rates invoice details the rates assessed for your property for<br />

both the Council and Environment Canterbury. The Council assesses<br />

a general rate, based on your property’s capital value, district-wide<br />

targeted rates, plus other targeted rates based on where you live, or<br />

the services you receive. We also act as agent for the collection of<br />

Environment Canterbury rates within <strong>Selwyn</strong>.<br />

The average rates increase for the <strong>2022</strong>/23 year is 6%, however<br />

this will vary for individual properties. Rates take account of capital<br />

values, as well any changes to your property, for example if you have<br />

built a house on your section, or if you have changed your<br />

wheelie bins.<br />

Apply for a rates rebate<br />

Ratepayers who are on a low income and who pay rates on<br />

the property they live in may be eligible for a rates rebate.<br />

If your gross household income to 31 March <strong>2022</strong> was<br />

$28,080 or less, and you pay rates on the property where<br />

you live, you may qualify for a rebate.<br />

If your income was more than this, you may still be eligible,<br />

depending on the total cost of your rates and the number of<br />

dependents in your family.<br />

To find out if you are eligible for a rates rebate, and to<br />

download forms, visit ratesrebates.govt.nz. Forms are also<br />

available from Council service centres. If you received a<br />

rates rebate last year you will automatically be sent an<br />

application form.<br />

To apply, you will need to provide accurate details and<br />

copies of your gross income, and that of any partner/<br />

spouse/joint homeowner who lives with you, for the tax<br />

year ended 31 March <strong>2022</strong>. You can apply for your rebate<br />

In Darfield, the township committee has<br />

supported the toilet upgrade at the Grain<br />

Shed site, which is well used by the local<br />

community and visitors to the historic Darfield Jail.<br />

Cam says the TIF funding has made a big difference to visitor facilities around the district in recent<br />

years. “It has been really valuable in allowing us to improve and enhance the experience of travellers<br />

and tourists exploring our district,” he says.<br />

“It’s amazing how much we have managed to achieve with this fund – either bringing forward projects<br />

to upgrade assets earlier or putting place new assets we would otherwise have struggled to fund.”<br />

Previous TIF projects have included campground and toilet upgrades at locations including Lakeside<br />

Domain, Coes Ford, Lake Coleridge, Hororata Domain and Springston.<br />

Rabbit control operation Rhodes Park<br />

A rabbit control operation is under way in Rhodes<br />

Park, Tai Tapu Domain. The operation, using baited<br />

carrots in the bush area, will run until mid-<strong>August</strong><br />

(weather dependent). Rabbits are a continuing<br />

problem in the park causing damage to plants and<br />

playing fields. Night shooting and trapping have not<br />

been effective in controlling the pest. Park users<br />

should not touch baited carrots (they will be green<br />

in colour) or allow dogs to eat or remove them.<br />

Domestic animals are less susceptible than rabbits<br />

but may still be at risk from large doses.<br />

Darfield Kirwee Wastewater Pipeline – Courtenay Road closure<br />

Courtenay Road in Kirwee, from just south of the railway line to SH73, remains closed<br />

until early September. Vehicle access between Kirwee and properties to the south is via<br />

a detour along Bealey Road. Pedestrian access is available from Courtenay Road direct<br />

to the township. The closure is for the installation of pipes under the railway line and will be the last one<br />

required as part of this project.<br />

The final stage of the project will be the installation of the pipeline under SH73 at the pumpstation site<br />

in Kirwee. This will happen once Courtenay Road is reopened. Traffic lights will be in place while that<br />

work is under way, but no road closure. All completion dates are approximate depending on weather<br />

Weedons Ross Road seal widening<br />

The road is now fully open to two-way traffic from Kingsdowne Drive to Maddisons Road. A shoulder<br />

closure is now in place for Orion contract works, on the Newtons Road intersection through to early<br />

<strong>August</strong>. Manual four-way stop/go will be required on some days. Please follow signs and controls for the<br />

safety of all road users and workers.<br />

Other repairs and upgrades<br />

Flood damage repairs are continuing in a number of locations across the district<br />

including Wainiwaniwa Road, Algidus Road, Kowai Road, Whitecliffs Road. Ford<br />

repairs are continuing at Adams Road, Storeys Road and Lambs Road, and these fords<br />

are closed.<br />

Unsealed road maintenance and grading are under way at Northbank Road, Rakaia<br />

<strong>Selwyn</strong> Road, and Burnham School road.<br />

extending Prebbleton’s wait for<br />

the crown.<br />

In fading light and heavy rain<br />

at Darfield Domain, the hosts<br />

overcame an early 17-0 deficit to<br />

snatch a 27-26 triumph with the<br />

last play of an enthralling final<br />

on Saturday.<br />

The contest ended in dramatic<br />

circumstances when Alister<br />

Collins was able to retake his<br />

match-winning conversion after<br />

his initial attempt was booted<br />

off the kicking tee by charging<br />

Prebbleton players.<br />

Referee Eden Brown ruled<br />

Prebbleton broke from the<br />

goal line before Collins started<br />

his approach – they were then<br />

barred from charging the second<br />

attempt, which the fullback<br />

coolly converted, sparking<br />

wild scenes. Footage of Collins’<br />

first attempt indicated he<br />

motioned towards the ball but<br />

explained he was moving in to<br />

the perfect ball placement, not<br />

not clear their line, conceded<br />

a 5m scrum and the top<br />

qualifiers patient approach paid<br />

said Mitchell, who was unfazed<br />

relaxed a few people, we got<br />

into a bit of structure then,” he<br />

said.<br />

Prebbleton led 20-13 at the<br />

break and kicked ahead again<br />

through two penalties after Darfield<br />

had drawn level.<br />

Kettles was philosophical after<br />

his side fell agonisingly short of<br />

being the first squad to win the<br />

competition for Prebbleton since<br />

1974.<br />

“They’ve never won it so we’re<br />

really happy for them, and disappointed<br />

for us. Our time will<br />

come,” he said.<br />

“It’s an 80-minute game.<br />

Credit to them. They kept clawing<br />

their way back.<br />

“They phased up pretty well,<br />

they just waited and waited and<br />

waited for the opportunity and<br />

when it came they took it.”<br />

Sundon has proven to be<br />

somewhat of a headache for<br />

Rolleston-based trainer-owners<br />

Anne-Marie and Jack Best over<br />

the last few seasons, but she has<br />

finally matured and on Sunday<br />

recorded her third win in the<br />

last two months.<br />

“We have always known that<br />

she had the ability but every<br />

now and then she would get<br />

stuck in her head and let us<br />

down, but now she has really<br />

picked up,” Anne-Marie Best<br />

said.<br />

“We have done a few<br />

alterations like different<br />

shoeing. John Dunn has done<br />

an amazing job driving her and<br />

helping out Jack and I.”<br />

Dunn drove the six-year-old<br />

mare to perfection on Sunday,<br />

settling handy three back in the<br />

running line before presenting<br />

her at the turn where she was<br />

able to run away to a 2-1/2<br />

length victory.<br />

It was a great result for the<br />

Bests who enjoyed the added<br />

bonus of running for a $20,000<br />

purse as a result of the Winter<br />

Rewards series.<br />

“It is great that they have<br />

created the series, because they<br />

really needed to do something<br />

to keep us excited and keep the<br />

game going,” Best said.<br />

While Make My Sundon is in<br />

a purple patch of form, Best said<br />

she is keen to progress through<br />

the winter with the mare.<br />

“We will sit down and make<br />

a plan. She seems to race better<br />

in the winter, she does come<br />

into season quite a lot in the<br />

summer,” Best said.<br />

“She is in a really good place<br />

at the moment, so we will box<br />

on and keep her going.”<br />

The Bests only have a couple<br />

of horses in work at present, but<br />

they are set to welcome a few<br />

youngsters back to their barn in<br />

the coming weeks.<br />

“I am not keen getting up<br />

early in the morning working a<br />

lot of horses at the moment, it is<br />

so cold here,” Best said.<br />

“We have only got two in at<br />

the moment and we have got<br />

quite a few young ones that will<br />

come back in <strong>August</strong>.”<br />

Cancer campaign close<br />

to home for Moody<br />

ALL BLACKS and Crusaders<br />

prop Joe Moody is lending his<br />

support to the Harness Racing<br />

New Zealand Prostate Cancer<br />

Foundation’s Blue September<br />

campaign.<br />

The 33-year-old, who played<br />

division one for Lincoln for<br />

several seasons, will be a special<br />

HRNZ ambassador for the<br />

month.<br />

The annual campaign is all<br />

about increasing awareness and<br />

raising funds for prostate cancer<br />

research and treatment.<br />

For Moody it’s a subject that’s<br />

very personal. His father Tony<br />

Moody died from prostate cancer<br />

in July 2020.<br />

It’s estimated that 10 per cent<br />

of New Zealand men will develop<br />

prostate cancer at some time in<br />

their life.<br />

Moody has been involved in<br />

raising funds for the Prostate<br />

Cancer Foundation before.<br />

After becoming the 19th<br />

Crusader to play 100 games<br />

he auctioned his signed<br />

playing jersey on Trade Me.<br />

It eventually sold for $11,050,<br />

with all proceeds going to the<br />

foundation.<br />

Ten harness racing drivers<br />

will also be ambassadors during<br />

the month. For every win they<br />

have wearing their Blue September<br />

pants funds will be raised, thanks<br />

$20,000 last year. This is HRNZ’s<br />

be able to help out in any way I<br />

can,” said Moody.<br />

Young netballers thrilled to receive grant<br />

THE ROLLY Robins can take<br />

their netball game to the next<br />

level after being awarded an<br />

ANZ netball grant.<br />

The grants give netballers<br />

across New Zealand an<br />

opportunity to apply for<br />

anything they need to continue<br />

playing the game they love –<br />

from uniforms and training gear<br />

to resurfaced courts and moneycan’t-buy<br />

experiences.<br />

Coach and parent Phia Venter<br />

applied for a grant because the<br />

netball courts the Rolly Robins<br />

used for training had “no<br />

lights, no running water and no<br />

electricity”.<br />

They were awarded the hire of<br />

an indoor court and gear to help<br />

them get into training, which<br />

Venter said “immediately took<br />

the pressure off,” she said.<br />

Venter was concerned about<br />

the financial burden hiring a<br />

better court would place on the<br />

families and was “gobsmacked”<br />

to receive a grant.<br />

“I was having a panic attack<br />

about telling the parents they<br />

had to pay more money to use<br />

better courts, when ANZ called.<br />

Divine intervention is what it’s<br />

called.<br />

“I didn’t want the parents to<br />

face the financial burden that<br />

would come from using the<br />

indoor centre. Some of the<br />

girls might have had to drop<br />

out.”<br />

The Rolly Robins is made up<br />

of 10 and 11 year-old girls from<br />

schools around Rolleston. Venter<br />

said the team was established<br />

to teach the players about<br />

teamwork and to build a<br />

community.<br />

“It’s not just netball, it’s<br />

learning teamwork. You can’t<br />

just throw the ball to the people<br />

you know. It takes them out<br />

of their comfort zone and at a<br />

very young age, but these girls<br />

from the get-go have just been<br />

amazing.”<br />

Venter has fond memories of<br />

her own experiences playing<br />

netball.<br />

“At the end of this season, I<br />

want the girls to look back and<br />

say this was the best team that<br />

they’ve been a part of. I want<br />

them to carry that moment with<br />

them for the rest of their lives.”<br />

the elite players in the ANZ<br />

be running its Winter Festival<br />

‘Chill in the City’ offering<br />

some hilarious toboggan rides<br />

and general fun in the snow.<br />

Other ‘Chill in the City’<br />

drawcards include hug a<br />

husky, Disney’s frozen bouncy<br />

castle, and Hillary’s Hut VR<br />

Experience. And sure to create<br />

some excitement, two groovy<br />

disco dancers in outrageous 70s<br />

outfits and disco-ball heads, will<br />

be making some outrageous 70s<br />

dance moves, as they rove around<br />

the central city on the Saturday<br />

and Sunday between 11am and<br />

1pm.<br />

For some of the activities there<br />

will be a gold coin donation<br />

and there is a $5 entry onto<br />

the ice rink, with all proceeds<br />

going to the Christchurch City<br />

Mission. Now in its third year, the<br />

event has raised over $12,000 in<br />

This year, the winter festival<br />

also kicks off a new, month-long<br />

event called Turn Up the Heat,<br />

which is four weeks of spicy<br />

sounds, sights and bites across<br />

Farmer grazing under scrutiny<br />

Farmers practicing “intensive winter<br />

grazing” need to know how to manage the<br />

environmental risks that can come about<br />

when adverse weather hits, Environment<br />

Canterbury says.<br />

“Intensive winter grazing is a high-risk<br />

activity and requires good planning.<br />

Those practicing it need to recognise<br />

how to manage the risks to animal<br />

welfare, and preparing management<br />

practices to mitigate the risks of soil<br />

damage and nutrient loss,” ECan Regional<br />

Implementation Lead Tami Woods says.<br />

While NIWA’s outlook for winter in<br />

Canterbury is for relatively mild winter<br />

weather, rainfall can be unpredictable.<br />

Woods said the risk from heavy and<br />

persistent rain bring can be mitigated by<br />

having an adverse weather plan, which<br />

may involve having spare silage to feed<br />

out, or an extra runoff paddock for stock.<br />

This should work alongside general good<br />

management practices such as strategic<br />

grazing practices and protecting critical<br />

source areas or swales.<br />

Farmers’ approach to risk management<br />

is being carefully watched. This month,<br />

Environment Canterbury has done a trial<br />

flyover in Waimakariri “ to look at good<br />

management practices of intensive winter<br />

grazing”.<br />

It’s the first time the regional council will<br />

have taken to the skies to get a birds-eye<br />

view of winter grazing, but it’s common<br />

practice in other parts of the country.<br />

The flight was to have “regional<br />

implementation staff and an industry<br />

observer onboard” and Woods said that<br />

if any follow-up was required, they would<br />

take an education-first approach.<br />

“The trial will confirm the uptake<br />

of good management practices for<br />

winter grazing and identify if there<br />

are areas where farmers may require<br />

additional support. The learnings will<br />

help inform future use of flyovers across<br />

the region, which may become a tool for<br />

us to be confident that the appropriate<br />

environmental mitigations are being put in<br />

place,” Woods said.<br />

Since the adoption of the Canterbury<br />

Land and Water Regional Plan, regional<br />

council, industry bodies and farmers have<br />

worked to mitigate the potential adverse<br />

effects of intensive winter grazing.<br />

These measures include the use of Farm<br />

Environment Plans and audits to ensure<br />

they are appropriate and put in place.<br />

Changes to intensive winter grazing<br />

included in the government’s Essential<br />

Freshwater package come into force this<br />

November. Woods said that this winter,<br />

ECan’s aim was to help with the step<br />

change between current rules and next<br />

year’s regulations.<br />

“We’ve worked with farmers and industry<br />

bodies for years now about how to plan<br />

well for the season, so we’re confident we’ll<br />

see the good work put into practice onfarm,”<br />

she said.<br />

Ease the load with Hyundai Staria<br />

THE management at Hyundai<br />

New Zealand must be pretty<br />

stoked, for not only is the<br />

company getting a good supply<br />

of interesting new product, one<br />

of the most exciting cars to land<br />

here has just won the latest New<br />

Zealand Motoring Writers’ Guild<br />

Car of the Year award.<br />

That car is the fully electric and<br />

futuristic Ioniq 5, a car that I was<br />

fortunate enough to drive late<br />

last year. It certainly deserves its<br />

mantle.<br />

This evaluation doesn’t focus<br />

on the Ioniq 5, but it does surround<br />

another vehicle that stands<br />

out in the Hyundai stable – the<br />

Staria.<br />

Well, the Staria is actually a<br />

cargo carrier, it’s been designed<br />

as a light commercial workhorse<br />

and it won’t be long before you<br />

are seeing them in large numbers<br />

as fleet vehicles. The Staria is also<br />

here as an eight-seater people<br />

mover and a five-seat/van.<br />

I drove the eight-seater in<br />

March and quickly came to terms<br />

with its size and its role, the Staria<br />

is big and fits the people mover<br />

role perfectly, however, the twoseater<br />

van/Load version is the<br />

quintessential carryall.<br />

In terms of figures, the rear<br />

load area is capable of almost<br />

5000-litre capacity, it measures<br />

2607mm x 1640mm x 1436mm,<br />

that equates to around three<br />

pallets and the quoted payload is<br />

over one-tonne.<br />

These are all impressive figures,<br />

and quite obviously I didn’t test<br />

any of those capacities. However,<br />

I did utilise the vehicle somewhat<br />

towards its role. It was great to<br />

load the cricket gear in for the<br />

two youth teams that I’m involved<br />

with on any given Saturday,<br />

it sure beats trying to squeeze<br />

the gear bags into the boot of the<br />

Kiddie-family’s old Toyota.<br />

I also tested the dimensions of<br />

the load area, a household emergency<br />

necessitated the immediate<br />

purchase of a 2.44m sheet of Customwood<br />

and it slipped easily into<br />

the Staria, it’s width of 1.2m fitted<br />

neatly inside the wheel wells. For<br />

interest’s sake, the Load variant has<br />

sliding doors on both sides and a<br />

choice of lift-back or twin-swing<br />

rear door arrangement. It also has<br />

a 2500kg tow rating.<br />

You may well ask what makes<br />

the Staria so special, and the<br />

answer is because it is built on<br />

a sophisticated platform. The<br />

chassis is monocoque, unlike<br />

many of the ladder chassis vans<br />

that ply our roads. In four-wheeldrive<br />

people mover form, a fully<br />

independent suspension hangs<br />

off that integrated structure, in<br />

cargo-carrying form the rear<br />

suspension is by means of leaf<br />

springs, drive is channelled to the<br />

front only.<br />

That matters little, many of the<br />

HYUNDAI STARIA LOAD: Dramatic looks as well as practicality.<br />

vans in today’s market drive out<br />

the front, the Staria’s driveline is<br />

well proven and very familiar, see<br />

the engine is the 2.2-litre fourcylinder<br />

turbocharged diesel that<br />

powers other models out of the<br />

Hyundai and Kia stables. I always<br />

write about how smooth and silent<br />

this engine is, it is also real gem in<br />

terms of power and capability.<br />

Hyundai rates it with 130kW<br />

and 430Nm, figures down a little<br />

on the same engine that powers<br />

the Pallisade, but you wouldn’t<br />

know it when it comes to power<br />

and acceleration. When empty,<br />

the Staria feels like a sports car as<br />

momentum increases, it will cut<br />

out a standstill to 100km/h time<br />

in 9sec. There are drive modes<br />

that will help with momentum,<br />

there’s a sport mode that will keep<br />

the engine soaring nicely if you<br />

are making that courier delivery<br />

over the Akaroa hill.<br />

More importantly in a vehicle<br />

like this and with fuel prices soaring<br />

through the roof, Hyundai<br />

rates the 2199cc unit with a<br />

seven-litre per 100km combined<br />

cycle average, if you are in the<br />

driving seat for days at a time, it’s<br />

not going hurt the wallet as much<br />

as it could when you fill up. It’s<br />

also important to note the Staria<br />

has a 75-litre tank, so fill-ups<br />

aren’t frequent.<br />

All of these tempting figures<br />

arrive through the sophistication<br />

of the transmission. Not only is<br />

the engine one my favourites, the<br />

eight-speed automatic gearbox<br />

is also a real honey in terms of<br />

refinement, shifts are short and<br />

crisp and, as mentioned, it works<br />

well with the engine mapping<br />

protocols that give you the choice<br />

of economical, normal or sporty<br />

motoring.<br />

It’s important that all of these<br />

subtle ingredients combine well,<br />

the Staria load is a workhorse so<br />

it will likely be used by a single<br />

operator the majority of the time,<br />

and that person will need to be<br />

comfortable.<br />

In terms of convenience the<br />

Staria gets a lot of high-tech kit,<br />

it’s fair to say the people mover<br />

has the most kit, but the Load<br />

doesn’t miss out on much, and it<br />

even gets a five-star Australasian<br />

New Car Assessment Program<br />

safety rating.<br />

All of these ingredients add to<br />

the driveability of the Staria Load,<br />

I had the evaluation vehicle for<br />

a week spending a lot of time in<br />

the inner-city environment, and I<br />

can report that even at 5.2m it is<br />

manoeuvrable, sure you do have<br />

to take into account it won’t fit in<br />

a standard metered car park, but<br />

other than that it has a good lock<br />

and won’t be a problem in tight<br />

confines.<br />

If you are a courier driver looking<br />

at a Staria on an everyday<br />

basis then it won’t disappoint, the<br />

cabin is almost luxurious with a<br />

heap of cubby holes and storage<br />

compartments. My only suggestion<br />

would be the sensible option<br />

of a containing mesh behind the<br />

two seats to stop loads falling<br />

forward in the inevitable heavy<br />

braking event.<br />

It’s also fair to say that when<br />

the Staria is empty, there’s not<br />

too much of a bounding motion,<br />

and when it comes to transporting<br />

cargo it settles and provides a<br />

smooth, controlled ride.<br />

I had a complete fortnight with<br />

the two Starias, during that time<br />

I clocked up a decent distance<br />

in both and came away quite<br />

impressed with the quality of<br />

manufacture and civilised operation<br />

of both.<br />

The Load van sits at $62,990<br />

($59,990 manual), although that<br />

is without any kind of fit-out. It<br />

is price-competitive in a market<br />

dominated by long-serving<br />

brands.<br />

Although Hyundai has<br />

established itself in the light<br />

commercial market with its<br />

iLoad, the Staria will expand<br />

on that dramatically. It’s the van<br />

you would want when you want<br />

space, and with its dramatic looks<br />

it will be the envy of many.<br />

shut down<br />

Water supply to the Upper Ellesmere Stock Water Race Scheme will be temporarily<br />

shut down between 8 and 14 <strong>August</strong> <strong>2022</strong> for scheduled intake pond maintenance.<br />

The maintenance work is necessary to ensure the scheme continues operating, in<br />

preparation for the summer months when there is high demand for stock water.<br />

Supply to Upper Ellesmere stock water race scheme may be affected during the<br />

closure period.<br />

stockwater races:<br />

• 1.2km in the Paparua scheme on East Maddisons Road<br />

• 0.1km in the Malvern scheme on Reynolds Road<br />

Natural hazards to watch<br />

out for when buying a home<br />

When buying a home, it can be easy to focus<br />

on the renovated kitchen or the north-facing<br />

deck, but it’s important to consider how the<br />

property might stand up to a natural disaster.<br />

For many New Zealanders, the first<br />

thing that comes to mind is an earthquake.<br />

“As Kiwis, we know all too well how<br />

much damage a shake can do to our<br />

homes,”“However, there are plenty of<br />

other hazards mother nature may throw<br />

at us, including tsunamis, volcanic<br />

eruptions and hydrothermal activity<br />

such as hydrothermal eruptions, ground<br />

subsidence and gas emissions.”<br />

Other calamities include a fire, flood,<br />

storm damage or even a tornado. When<br />

working to identify natural hazards that<br />

might affect a home, the best place to<br />

start is to get the property inspected by an<br />

appropriately qualified professional. This<br />

will give buyers an idea of any damage<br />

from past natural events.<br />

“Check that they’ll consider how<br />

chimneys, foundations and retaining walls<br />

might perform or be affected by natural<br />

hazards. Ask them to comment on the<br />

maintenance of the house,”<br />

“If the home is being sold by a licensed<br />

real estate salesperson, buyers can ask<br />

them anything they want to know about<br />

the property. The agent can’t withhold any<br />

information they know.”<br />

The local council is another great<br />

resource, as they should have information<br />

about any hazards present at the address.<br />

Some of this information may be available<br />

free of charge, but it can be a good idea to<br />

pay for a land information memorandum<br />

(LIM) report, which will provide buyers<br />

with a fuller picture of that property.<br />

“It’s also important to find out about<br />

the history of the home, including<br />

whether it has been the subject of an EQC<br />

[Earthquake Commission] claim and<br />

whether that claim has been resolved,”<br />

Natural disasters do happen, so to<br />

be protected against damage or loss it’s<br />

important to insure a property. Buyers<br />

should call around different insurers to get<br />

quotes for the house they’re considering.<br />

“Banks and other lenders usually require<br />

the place to be insured from settlement<br />

date, so an ‘uninsurable’ house can cause<br />

trouble,”<br />

Buyers should also understand how the<br />

risks that affect a home might change over<br />

time.<br />

“For example, insurance companies<br />

are reassessing how they cover coastal or<br />

clifftop properties due to the growing risk<br />

of environmental damage. This means<br />

that the cost of premiums may increase,<br />

exclusions may be added, or insurance<br />

cover may be withdrawn for some<br />

properties as the risk changes.”<br />

When drawing up a pros and cons list<br />

for a property, consider features that make<br />

a home safer or more at risk during a<br />

natural event. For example, a roof that’s<br />

lightweight and well secured will stand<br />

up better in a storm. A tall, unbraced<br />

chimney made from brick or concrete may<br />

suffer damage or collapse in a quake.<br />

Identifying potential risks should be<br />

part of the due diligence process before<br />

making an offer, and house hunters can<br />

find a list of natural hazards to look out for<br />

on the Real Estate Authority’s independent<br />

website for buyers and sellers, settled.govt.<br />

nz.<br />

“Of course, this doesn’t cover everything<br />

that may be relevant to a particular buyer<br />

or property, which is why it’s important to<br />

get advice from a lawyer or conveyancer,<br />

or other registered professionals, before<br />

Keep warm and<br />

healthy this winter<br />

Your family’s health is important during<br />

winter, in particular, as damp cold houses<br />

can have a huge effect particularly for the<br />

very young, elderly and those who are ill.<br />

Make sure your home is warm, ideally<br />

between 18 and 21 degrees. Reducing<br />

the draughts in your home will help as<br />

they are a major way that buildings can<br />

lose heat by up to 25 per cent. Close the<br />

curtains when the sun goes down and trim<br />

any trees that prevent the sun getting into<br />

your home.<br />

Keeping your home dry is also very<br />

important. The average family home can<br />

produce around 12 litres of water a day.<br />

A portable dehumidifier can remove<br />

moisture and ideally should be placed in<br />

the coldest part of your home. Reducing<br />

the amount of moisture helps with people<br />

who are allergic and prevents mould,<br />

moisture and condensation on the<br />

windows.<br />

In-home ventilation systems replace<br />

the damp air inside your homes with<br />

dry, filtered air controlling condensation<br />

and excess moisture. There is plenty of<br />

information online about the different<br />

brands and sizes.<br />

Try not to dry clothes indoors as this<br />

creates moisture in the air. Drying them<br />

outside is not only free from the cost<br />

of electricity but sunlight kills bacteria,<br />

making your clothes healthier for you and<br />

your family. If it is raining use a shed or<br />

garage as an alternative.<br />

If you use a clothes dryer, make sure<br />

your clothes are properly spun first and<br />

either vent it outside or leave windows<br />

open.<br />

To reduce moisture caused by steam,<br />

always open a window when you are<br />

showering and when you are cooking on<br />

the stove top. Use pot lids to reduce the<br />

amount of steam escaping. Keep doors to<br />

bedrooms closed at these times as steam<br />

can make beds damp.<br />

Finally insulation can make a huge<br />

difference to keeping your house<br />

warm and save on heating costs. The<br />

Government has subsidies available,<br />

including the EnergyWise Home Grants,<br />

to help with ceiling and floor insulation,<br />

draught stopping and hot water cylinder<br />
