PROBUS MEMBERS WIN COMMUNITY SERVICE AWARDS <br />

Prominent local residents Mick Hannifin and Alisdair Hutchison were presented with<br />

community service awards by the Waikura Linwood-Central-Heathcote Community Board at<br />

the Christchurch Netball Centre on July 27.<br />

Since 2015 Mick has been a Pathway mentor for men incarcerated in prison, supporting their<br />

re-entry into the community.<br />

Mick has helped with the Pathway Bike Project, an initiative that sees prisoners gain skills in<br />

refurbishing bikes saved from the scrap heap. The bikes are passed to released prisoners so<br />

they can get to essential appointments such as Probation and job interviews.<br />

He attends events in prison, plays board games and chats with the men, allowing them to feel<br />

that they are part of the community and reduce their feeling of shame and isolation. He also<br />

helps newly released prisoners to learn bowls.<br />

cyclists Miller saw on the road<br />

every day and without them,<br />

cars were passing on blind corners.<br />

SIX HIGH school students have<br />

developed a business aimed at<br />

making chores fun for kids.<br />

Te Aratai College students are<br />

participating in the Young<br />

Enterprise Scheme programme,<br />

which teaches<br />

teenagers practical skills<br />

to run a business.<br />

The team have<br />

with mentor Clarke<br />

Williams at the recently<br />

opened YMCA 4C Centre,<br />

a technology centre<br />

for young people<br />

to experiment with<br />

equipment such as<br />

3D printers.<br />

Williams said<br />

the students came<br />

in full of ideas and<br />

worked hard to<br />

make their product<br />

a reality.<br />

began on July 10.<br />

But Miller said there was insufficient<br />

consultation done with the<br />

community who use it.<br />

The city council held a drop-in<br />

session three days earlier, where<br />

several people expressed concern<br />

about the amount of notification<br />

prior to works commencing,<br />

head of transport Lynette Ellis<br />

said.<br />

However, Miller noted “they<br />

didn’t actually bring any plans<br />

so they couldn’t actually tell me<br />

what they were going to do.”<br />

Ellis said there was no opportunity<br />

for community influence<br />

on design for the Dyers Pass<br />

Rd guardrails project as it was<br />

constrained by the “confined<br />

terrain.”<br />

The community had the opportunity<br />

to make submissions<br />

earlier this year as part of Annual<br />

and Long Term Plan processes,<br />

she said.<br />

Said Miller: “I drive over this<br />

hill twice a day, sometimes three<br />

or four times . . . and you’d<br />

think they’d be happy to talk to<br />

someone that actually does that<br />

regularly, and we know where<br />

people pull over.”<br />

An engineer himself, he did not<br />

understand how removing these<br />

Ellis said the works would add<br />

about 1200 sq m of sealed road<br />

shoulder and current locations<br />

where vehicles pulled over<br />

informally would be removed,<br />

while other locations would<br />

A BARRIER to accessing the<br />

full Christchurch City Libraries<br />

collection for those living on<br />

Banks Peninsula has been<br />

removed.<br />

As part of this year’s Annual<br />

Plan process, councillors approved<br />

dropping library hold fees<br />

for residents permanently living<br />

on the peninsula using Akaroa<br />

and Little River libraries.<br />

“We had feedback from people<br />

living in the remote communities<br />

that they haven’t been able to<br />

access all of the items they really<br />

wanted to,” city council head of<br />

libraries and information Carolyn<br />

Robertson said.<br />

“That’s because the $3 per item<br />

hold cost can quickly add up if<br />

you wanted to request more than<br />

one book and they can’t just jump<br />

in their car, hop on the bus, bike<br />

or walk to another library as easily<br />

as those who live in the city.”<br />

Charges for holds at Little<br />

River and Akaroa libraries<br />

were removed from July 1. This<br />

coincides with hold fees for city<br />

residents being dropped from $3<br />

to $2.<br />

In March, library fines were<br />

also dropped, and historical fines<br />

like we oughta<br />

Christchurch and Banks Peninsula households<br />

that regularly use much more water than<br />

average will pay extra for their water supply<br />

from October.<br />

Most households are using less than 700 litres of water a day and won’t be charged.<br />

Thanks for using water like you oughta!<br />

A fairer way to manage our city’s water supply<br />

We don’t charge ratepayers for water itself. We charge for delivering it<br />

– through our network of pipes, pumps and other infrastructure.<br />

When the district’s water use doubles over summer, the cost of<br />

delivering water goes up significantly too. That increase in demand<br />

isn’t spread evenly, with most of the increase due to a small<br />

proportion of households.<br />

When demand on our water supply network is at its peak we’re at risk<br />

of not being able to supply enough water to properties, which could<br />

have serious impacts on public health, and our ability to fight fires.<br />

If everyone uses water like we oughta, we won’t need to spend as<br />

much money expanding our water supply network, and it will also<br />

improve the sustainability of our city’s water supply, which helps us<br />

achieve our climate change goals.<br />

Seek the leak and reduce your use<br />

You can use our Water Reporter online tool to find out how much<br />

water your household uses before charges come into effect in<br />

October <strong>2022</strong> – visit ccc.govt.nz/WaterReporter<br />

If your household is using a lot of water there might be a leak on<br />

your property. You have time to find the leak and get it fixed.<br />

Our website tells you about how to read your water meter, check for<br />

leaks and reduce your water use*.<br />

*Some properties’ water use is not recorded on the Water Reporter.<br />

This includes: properties with a shared water meter, properties<br />

that haven’t had their water meter read and properties without<br />

a water meter.<br />

How the new rate will work<br />

The new rate will apply to any household that uses, on average,<br />

more than 700 litres a day. We’ll read your water meter roughly<br />

every 90 days, and for every 1000 extra litres you use during that<br />

period, you’ll pay $1.35.<br />

We know there are some reasons households might have high water<br />

use. If any of these circumstances apply, you might be eligible for<br />

a remission:<br />

Unexpected high use due to a leak – if you can show the leak<br />

was repaired promptly.<br />

Personal circumstances such as medical conditions.<br />

Families with nine members or more who are using water<br />

responsibly.<br />

High water users can expect to receive their first bill between January<br />

and March 2023.<br />

What does this mean for tenants and landlords?<br />

The property owner, or the person who receives the property’s rates<br />

bill, will also receive the excess water supply bill. The landlord must<br />

pay the bill and can then ask the tenant to reimburse them.<br />

If high water use is due to a leak, it’s the owner’s responsibility to get<br />

it fixed and apply for a remission.<br />

Landlords should let their tenants know they have a responsibility to<br />

be good water users and will need to pay for excess water use.<br />

The big snows<br />

WITH THE record breaking<br />

July rainfall over the past few<br />

weeks, and a harbour turned<br />

muddy brown from runoff,<br />

the cold winter weather is at<br />

the forefront of many people’s<br />

minds.<br />

Ōtautahi Christchurch has<br />

been dealing with significant<br />

flooding, especially along the<br />

banks of the Ōtakaro Avon and<br />

Ōpāwaho Heathcote rivers. Issues<br />

in Ōhinehou Lyttelton and<br />

the wider peninsula have been<br />

more associated with the hilly<br />

landscape, with a number of<br />

damaging slips and crews hard<br />

at work to clear the debris and<br />

make several roads and some<br />

houses safe.<br />

At such a time, it seems fitting<br />

to feature some wintery images<br />

from our collection, depicting<br />

previous significant weather<br />

events. The first image was<br />

taken during one of the heavy<br />

snowfalls pre 1900; perhaps<br />

these snow conditions are almost<br />

preferable to the deluges of<br />

recent weeks, although a frozen<br />

harbour in July 1895 had to be<br />

seen to be believed.<br />

“Residents at Lyttelton were<br />

greatly surprised yesterday<br />

morning to find that the outer<br />

harbour from Officers’ Point,<br />

across to Ripa Island and Diamond<br />

<strong>Harbour</strong> and up to Governor’s<br />

<strong>Bay</strong>, was frozen over with<br />

a sheet of ice fully half an inch<br />

thick. The report was scarcely<br />

credited at first, but seeing was<br />

There were significant snow<br />

storms that affected Whakaraupō<br />

Lyttelton <strong>Harbour</strong> in<br />

1862, 1895, 1896, 1901, 1918,<br />

1945, 1992, 2006, 2010, 2011,<br />

2012, 2013 and 2015. In the late<br />

19th century snowfalls could<br />

be deadly, especially in inland<br />

Canterbury where stock losses<br />

were high and a few farmers died<br />

of exposure.<br />

In Ōhinehou Lyttelton,<br />

problems associated with big<br />

snowfalls were usually to do<br />

with slips, flooding, power outages<br />

and business closures. Our<br />

second image shows Lyttelton<br />

Borough Council staff likely assessing<br />

issues after ‘the big snow’<br />

of 1945. Snow fell to a depth of<br />

nearly half a metre from July<br />

12-14th, interspersed with gale<br />

force winds, causing extensive<br />

disruption to power, telephone,<br />

road and rail lines.<br />

visible above the dark stand of<br />

trees. Possibly taken during the<br />

snowstorm of late June/early July,<br />
