Jones Boys Boats

slopitch team captures

league title

The Kaslo slo-pitch league playoff

tournament was held the weekend of

July 23 at Murray Pearson Ballpark.

All 10 local teams took part. Each team

played 4 round robin games with the 4

top teams advancing to the finals. The

Khaki team, sponsored by Jones Boys

Boats, went undefeated in the round

robin and won 2 more games in the final

4 to capture bragging rights for the 2022

season. Jones Boys ended the regular

season in third place but saved their best

for when it counted most. The team was

made up of old geezers and young pups,

veterans and rookies and a couple token

hippies. Noteably: Amanda Mcrae is the

only player to win both the May Days

tourney (with Ainsworth) and League

Tourney this year.

The champs would like to thank

everyone involved from organizers to

fans and everyone in between for a great

time - and a great year.

PLEASE TAKE NOTICE that the Board of Directors

(the Board) of the Regional District of Central

Kootenay (RDCK) proposes to proceed with the

repeal and replacement of Salmo and Portion of

Electoral Area G Library Financial Aid Service Bylaw

No.791,1999 with Salmo and Electoral Area G

Library Financial Aid Service Bylaw No. 2837, 2022.

PURPOSE:

This bylaw replaces Bylaw 791 as the means by

which Electoral Area G and the Village of Salmo

fund the Salmo Valley Library. The Bylaw if

adopted will expand the service area to include all

of Electoral Area G and will require that service

participants, the Village of Salmo and Electoral

Area G, are requisitioned at the same rate per

thousand of assessed value of land and

improvements.

AREA:

The Bylaw No. 2837 will include Electoral Area G

and the Village of Salmo.

ALTERNATIVE APPROVAL PROCESS (AAP):

Under Section 86 of the Community Charter,

approval of the electors within the service area is

being obtained by means of AAP. Therefore,

eligible electors within the service area opposed to

the RDCK adopting Bylaw No. 2837 may petition

against the adoption by signing an Elector

Response Form.

At least 10% of electors must petition against the

proposal prior to the deadline date, which is at

least 30 days after the last publication of the

Notice, in order to prevent the Board from

proceeding with the Bylaw.

ELECTOR RESPONSE FORM:

The Elector Response Form must be in the form

established by the Board and is available at the

RDCK Nelson Office at 202 Lakeside Drive, the

Salmo Village Office or from the RDCK’s website.

RATE IMPLICATIONS:

The proposed residential rate for the service is

$0.1262/$1000 of assessed residential value.

This bylaw proposes to include 145 new properties

from Area G into the service. In the table below this

portion of Area G is referred to as Area G New.

In accordance with the 5 year (2022-2026) financial

plan for the service the amount taxed in 2024, 2025,

WHO MAY SIGN THE ELECTOR RESPONSE FORM:

Electors within the boundaries of the service area

are the only persons entitled to sign the Elector

Response Form. An elector is a person who meets

the requirements and qualifications as described on

the Elector Response Form. The Board has resolved

that a fair estimate of the number of electors in the

subject area is 2289. Accordingly, pursuant to

Section 86 of the Community Charter, 229 or more

electors must sign the Elector Response Form to

prevent the Board from proceeding.

DEADLINE:

The Elector Response Form must be received by the

undersigned before 4:30 p.m. on September 5, 2022.

Creston resident Allan Mather has won a $15,000 Marlon

Allan Mather is a retired farmer and passionate angler who

fishes almost weekly with friends in a large boat. Some of his

fishing companions have been monthly KLAIP draw winners,

based on fish they caught from Alan’s boat The end of May also

marked the selection of our final $1,000 monthly draw winner,

Scott Girdwood.

Kootenay Lake has traditionally been famous for its large

Gerrard rainbow trout and bull trout. However, their population

increased so much that they forced their prey, juvenile

Kokanee salmon, to near extinction, causing the predators to

decrease in size and condition. Only by helping the Kokanee

population recover can the Kootenay Lake fishery be returned

to its former glory. The Kootenay Lake Angler Incentive Program

inspires anglers to get out fishing and enjoy the outdoors.

Anglers are encouraged to harvest predator rainbow and bull

trout in the main body of Kootenay Lake and then turn in the

heads to local depots for a chance to win prizes.

Kootenay Lake Angler Incentive Program is managed by the

local West Arm Outdoors Club with support from BC Wildlife

Federation, Freshwater Fisheries Society of BC, Habitat Conservation

Trust Foundation, Ministry of Forests, and several

local merchants from around Kootenay Lake.

Introducing…The Kootenay Calendar

As part of Kootenay Co-op Radio’s new website launch and

re-brand, it has teamed up with Nelson Kootenay Lake Tourism

(NKLT) on an already-popular events and community

calendar.

The Kootenay Calendar will feature event listings encompassing

live music, visual and theatre arts, gallery openings,

festivals and film showings, non-profit, community and outdoor

adventure events around Kootenay Lake, Nelson, Kaslo,

East Shore, the Slocan Valley to Nakusp, Castlegar, Rossland

and Trail. You can even add your own events, in English or

French, for free.

The original Calendar was established in 2011 by NKLT,

the local destination marketing organization, that represents

over 200 tourism businesses and organizations, and promotes

all there is to do across the Kootenay Lake region to potential

travellers.

“Because we market to visitors directly, we reach over 30,000

people monthly through our website and social channels. A lot

of locals follow us too to find what to do with visiting friends

and family,” says NKLT Executive Director Dianna Ducs. “The

events calendar has been the most visited page on our website,

and is now hosted on KCR, a community run media network!”

Ducs says the partnership with Kootenay Co-op Radio is

a perfect fit enhancing the promotion of regional events and

making it easy for organizations to post events and share.

The Nelson & Kootenay Lake Tourism site has shifted its

daily events calendar to KCR’s Kootenay Calendar, www.kootenaycoopradio.com/events/

but NKLT still hosts an Annual

Events Listing www.nelsonkootenaylake.com/calendar to

make it easy to see, in a snapshot, the annual events that are

key draws to the region. “The West Kootenay is an internationally

recognized destination for arts and culture venues, with

so many festivals and a lot of nonprofits too, and all of them

enrich the Kootenays,” says KCR sponsorship and membership

coordinator Amélie Sauquet, “but having worked with so many

of them over the last 23 years, and being a non-profit ourselves,

we know that promoting events can be difficult.”

Organizations often don’t have the resources to reach all the

people who’d be interested in their events, Sauquet adds, or

they end up having to reach out at the last minute. “But Kootenay

Co-op Radio reaches across the region to a population of

over 50,000, we broadcast everywhere online through our new

site, and we’re supported by over 4,700 members.”

Kootenay Calendar listings will include links to the events

themselves, and also to the venues, businesses and organizations

that host them. KCR Operations and Programming Manager

Ed Zych says the station is working hard to be the region’s

hub for arts, culture and genuinely local information. “Kootenay

Co-op Radio has been member owned and volunteer operated

from the start, since 1999,” says Zych. “And we’re still here

for people who not only want to know what’s going on in their

community, but to be a part of it, and to contribute.”

Mercer Celgar will cover the costs of a Qualified Professional performing

soil sampling, obtaining government authorization and delivery costs of Celgrow

soil amendment based on access with a large truck/pup combination.

Acreage should be able to accommodate at least 6 truck/pup loads. The two

major components of Celgrow are individual wood fibres lost from the pulping

process and surplus bacteria from the wastewater biological treatment

facility. Wood fibres enhance soil moisture retention and bacteria are a good

source of soil nutrients. The landowner is responsible for spreading and incorporating

Celgrow into their soil.

Be Prepared for Hot Weather

Environment and Climate Change Canada has issued special

weather statements for several parts of the province, with daytime

temperatures in the Interior ranging from the low to mid

30s. This is not a heat warning or an extreme heat emergency, but

we will experience the first high temperatures of the summer. The

warmer weather will also cause rapid snow melt, leading to high

rivers and streams throughout the province so please keep water

safety in mind.

The first high temperatures of the season can lead to some people

overheating because they are not yet acclimatized to warmer

weather. There are some basic steps you can take to ensure you and

your family remain safe and healthy during warmer temperatures.

Additional heat information is available on the Interior Health

public website. The BC Centre of Disease Control (BCCDC)

also has a broad range of heat-related information on its website,

including information on the different types of heat alerts, how

to prepare for warmer temperatures, symptoms of heat-related

illnesses, those most at risk during warmer weather, and ways to

stay cool.

• Identify a cooler space in your home and prepare it so you

can stay there at night, if possible. You may need to change daily

living arrangements.

• Find an air-conditioned spot close by where you can cool off

on very hot days. Consider staying with friends or family or find

places in your community to spend time such as movie theatres,

libraries, community centres, or shopping malls.

• Check that you have a working fan. If you have an air conditioner,

make sure it works.

• Install awnings, shutters, blinds, or curtains over your windows

to keep the sun out during the day.

• Practice opening doors and windows to move cool air in at

night and shutting windows during the day to prevent hot outdoor

air from coming inside.

• Get a digital room thermometer to keep with you so you

know when your home is getting too hot.

Who is most at risk?

It is important to monitor yourself and family members, and to

consider developing a check-in system for neighbours and friends

who are at higher-risk during warmer weather

The most susceptible individuals include:

• Older adults, especially those over 60

• people who live alone

• people with pre-existing health conditions such as diabetes,

heart disease or respiratory disease

• people with mental illnesses such as schizophrenia, depression,

or anxiety

• people with substance use disorders

• people with limited mobility

• people who are marginally housed

• people who work in hot environments

• people who are pregnant

• infants and young children

Spray your body down with water, wear a damp shirt, take a

cool shower or bath, or sit with part of your body in water to cool

down if you are feeling too hot.

Drink plenty of water and other liquids to stay hydrated, even if

you are not feeling thirsty

Take it easy, especially during the hottest hours of the day.

Stay in the shade and use a broad spectrum sunscreen with SPF

30 or more.

Signs of overheating include feeling unwell, headache, and dizziness.

Take immediate action to cool down if you are overheating.

It is important to remember that overheating can lead to heat

exhaustion and heat stroke.

Signs of heat exhaustion include heavy sweating, severe headache,

muscle cramps, extreme thirst, and dark urine. If you are

experiencing these symptoms, you should seek a cooler environment,

drink plenty of water, rest, and use water to cool your body.

Heat stroke is a medical emergency

In the event of a medical emergency, British Columbians are

advised to call 9-1-1. However, it is also important to use 9-1-1

responsibly to avoid overwhelming the system.

BC Emergency Health Services in partnership with ECOMM

is reminding British Columbians to only dial 9-1-1 for serious or

life-threatening injuries

When to call 9-1-1:

• In general: when there is chest pain, difficulty breathing, loss

of consciousness, severe burns, choking, convulsions that are not

stopping, a drowning, a severe allergic reaction, a head injury,

signs of a stroke, a major trauma.

• More specifically related to hot weather: severe headache,

confusion, unsteadiness, loss of thirst, nausea/vomiting, and dark

urine or no urine are signs of dangerous heat-related illness.

If you have a less urgent health issue, you can call 8-1-1 and

get connected with a nurse at HealthLinkBC. Or, if you can do it

safely, you could go to an urgent care centre or clinic. That way,

our highly trained emergency medical dispatch staff and paramedics

will be available for people who need their services the

most.

There are also online tools at healthlinkbc.ca including a ‘Check

Your Symptoms’ tool.

Are you eligible to vote in the October elections for Mayor and Council for the VILLAGE OF SALMO? Is your name on

the current list of electors?

If you are not sure you can find out by calling (250) 357-9433 or visiting the Village Office at 423 Davies Avenue, Salmo.

The office is open from 8:30 am to 4:30 pm, Monday to Friday (excluding holidays).

Advance elector registrations will be accepted at the Village of Salmo municipal office until Wednesday, August 24, 2022.

Elector registrations will not be accepted during the period August 25 through October 15 but will be accepted on voting

days.

ELECTOR QUALIFICATIONS

RESIDENT ELECTORS:

• 18 years of age or older on general voting day for the election or assent voting; and

• a Canadian citizen; and

• a resident of British Columbia for at least 6 months immediately before the day of registration; and

• a resident of the Village of Salmo; and

• not disqualified under the Local Government Act or any other enactment from voting in an election or assent voting

and not otherwise disqualified by law.

NON-RESIDENT PROPERTY ELECTORS:

• 18 years of age older on general voting day for the election or assent voting; and

• a Canadian citizen; and

• a resident of British Columbia for at least 6 months immediately before the day of registration; and

• a registered owner of real property in the Village of Salmo for at least 30 days immediately before the day of

registration; and

• the only persons who are registered owners of the property, either as joint tenants or tenants in common, are

individuals who are not holding the property in trust for a corporation or another trust; and

• not entitled to register as a resident elector; and

• not disqualified under the Local Government Act or any other enactment from voting in an election or assent voting

and not otherwise disqualified by law; and

• if there is more than one registered owner of the property, only one of those individuals may, with the written

consent of the majority of the owners, register as a non-resident property elector.

LIST OF REGISTERED ELECTORS

Beginning Tuesday, August 30, 2022 until the close of general voting for the election on Saturday, October 15, 2022, a

copy of the list of registered electors will be available for public inspection at the Village of Salmo municipal office at 423

Davies Avenue during regular office hours, Monday to Friday, excluding statutory holidays. Before inspecting the list, a

person must sign a statement that they will not inspect the list or use the information included in the list except for the

purposes of Part 3 Electors and Elections of the Local Government Act. An elector may request that their address or

other information about them be omitted from or obscured on the list of electors. The elector must contact the Chief

Election Officer or the Deputy Chief Election Officer to make this request.

OBJECTION TO REGISTRATION OF AN ELECTOR

An objection to the registration of a person whose name appears on the list of registered electors may be made in

accordance with the Local Government Act until 4:00 pm on Friday, September 9, 2022. An objection must be in writing

and may only be made by a person entitled to be registered as an elector of the Village of Salmo and can only be made on

the basis that a person whose name appears on the list of electors has died or that a person whose name appears on the

list of electors is not qualified to be registered as an elector of the Village of Salmo.

Plans for Kootenay Lake recovery

Since the mid 2000’s, the collapse of the Kootenay Lake fishery

has been apparent, and well documented.

Prior to 2012, the Meadow Creek spawning channel has supported

an average of 67.7 million kokanee eggs and an average of

693,000 spawners. Since then, egg numbers have only averaged 7.7

million and spawner numbers have fallen to an average of 28,000.

The end result is too many rainbow and bull trout and not enough

kokanee their primary food source in the lake.

This predator/prey imbalance is known as a “predator pit”, a circumstance

where the predators continue to suppress prey to very

low numbers. Urgent measures are required to rectify this situation

and restore the renowned, economically important fishery.

A collective effort (Kootenay Lake Action Team) was initiated

eight years ago. Participants are: the Ministry of Forests, Lands,

Natural Resource Operations and Rural Development (FLNROD),

the BC Wildlife Federation, the Freshwater Fisheries Society

of British Columbia, the Habitat Conservation Trust Foundation

(HCTF) and the West Arm Outdoors Club, along with First

Nations partners.

As the legal entity with responsibility for fisheries management,

FLNROD has now agreed that a reduction of predator spawners

(Gerrard and bull trout) is a necessary action in concert with

numerous others already underway. Initial efforts ongoing

nutrient restoration, the angler incentive program, kokanee egg

stocking undertaken over the past several years have had some

positive impacts but more action is required.

Without an ongoing (two to three years) reduction of predator

spawners to levels which do not threaten the species ongoing

presence and survival measures taken to date have not been

sufficient.

Specifically, for the upcoming third year of the action plan the

following measures are being or will be taken.

First, the Ktunaxa Nation Council has been engaging in nightly

tangle netting to reduce the Gerrard spawning population to

between 50 and 100. This necessary action was ongoing during

the spawner migration period between mid March and the end of

April.

Over the six week period, over 150 Gerrard spawners were

removed.

The Kootenay Lake Action Team is also working with another of

its indigenous partners the Okanagan Nation Alliance to support

and facilitate their planned ceremonial capture and harvest at

the Gerrard spawning site.

In conjunction with Gerrard spawner reduction, bull trout

spawners on the Kaslo River will also be targeted. The goal would

be to reduce the number of spawners to approximately 50 for the

next few years, if sufficient funding is available.

Second, the extension of the Kootenay Lake Angler Incentive

Program funded by HCTF for a third year has been agreed upon.

The program motivates anglers to return to fishing on the main

lake; fish caught in the West Arm do not qualify.

The program was extremely successful in its first year, with over

ten thousand predators removed. Unfortunately year two, ending

May 31st, saw a substantial decline in entries. This is regrettable, as

the monthly prizes, $1000 in gift certificates to area businesses, and

the grand prizes boats, quads, trips to coastal fishing resorts are

excellent. So too are the odds of winning a prize through regular

angling that reduces the number of predators in the lake. It is a

win-win situation.

Aiming to substantially increase angler participation, the grand

prizes for Year Three of the program are truly exceptional: a midyear

draw in November for a fully loaded 2023 Polaris Ranger SP

570 Premium Side by Side, and in May of next year, a 2022 Ford

F150 Tremor! The second of this year’s grand prizes is drawn on

June 1. There is still time for anglers to submit the heads of your

catch. There will also be a children’s derby with lots of prizes available

in Year Three.

Another important change to the Kootenay Lake Action Plan

is a revision to the fishing regulations specific to Kootenay Lake.

Anglers are now permitted to harvest up to five rainbow trout daily

versus a previous maximum of two greater than 50 centimetres.

This will assist in reducing the existing imbalance between predators

and kokanee.

The ministry intends to stock five million kokanee eggs from

off-site sources, if that number is available, into the Meadow

Creek spawning channel this fall. It is also committed to continuing

the ongoing nutrient restoration program that provides food

for kokanee. The addition of nutrients boosts zooplankton levels,

enhancing the aquatic food chain within the lake. It has been running

for almost thirty years.

The improved measures, particularly predator spawner reduction,

will help to restore Kootenay Lake species balance. It is critical

to do so, as the collapse of the fishery can be directly translated

into reduced tourism-generated dollars.

Even if, as anticipated, the enhanced measures continue for several

more years, the return to a proper predator/prey balance will

take time. It could be upwards of a decade or more before a successful

result is apparent, according to experts.

For the Kootenay Lake Action Team and those who live, work

and recreate on and around Kootenay Lake, it needs to be done,

regardless of how long it takes. The public can be part of the

solution by getting out on the lake to fish.
