AN 11-YEAR delay in rebuilding<br />
a community facility has been<br />
described as an “injustice” to a<br />
“forgotten suburb”.<br />
Shirley locals were<br />
promised a new community<br />
centre after the old one at 10<br />
Shirley Rd was demolished<br />
following the February 22, 2011<br />
earthquake.<br />
However, the city council is<br />
only now starting the discussion<br />
of a possible rebuild.<br />

Dalziel has been advocating for<br />
a rebuild since the old facility<br />
was demolished, and described<br />
the whole process as “hugely<br />
frustrating”.<br />
“My position is the injustice<br />
of it,” she said.<br />
“They call Shirley the forgotten<br />
suburb, and recently with<br />
Emmett St flooding and no<br />
one came to do anything, it’s<br />
like Shirley is just left out of<br />
everything.”<br />
Dalziel said the city council told<br />
locals there would be a rebuild of<br />
the centre at its original site but in<br />
2016, the idea was dropped.<br />
In 2018, there were two<br />
feasibility studies carried out<br />
but both were rejected, Dalziel<br />
said.<br />

Corrections has until February 9<br />
to appeal after permission to build<br />
a contentious rehabilitation centre<br />
for violent offenders in St Albans<br />
was declined.<br />
However, it is remaining tightlipped<br />
on whether or not it is likely<br />
to do so.<br />
Last week the Bristol Street<br />
Resource Consent Hearing panel<br />
declined to grant resource consent<br />
for the Bristol St facility, fo lowing<br />
a hearing in November.<br />
The proposal would have seen<br />
up to 12 men serving sentences<br />
of home detention at 14 Bristol St<br />
while participating in a violenceprevention<br />
programme. Men<br />
with significant untreated mental<br />
health issues would not be eligible<br />
to participate in the programme.<br />
In their decision, city council<br />
appointed commissioners Anthony<br />
Hughes-Johnson QC and Ken<br />
Lawn said they were not satisfied<br />
the site was appropriate for such a<br />
facility.<br />

New’s question on whether an<br />
appeal would be made, but said<br />
corrections would spend the<br />

Third feasibility study for centre under way<br />

In May last year, Dalziel, along<br />
with Shirley residents passionate<br />
about the rebuild of the community<br />
centre, created a petition<br />
advocating for it. They gained more<br />
than 1200 signatures from the<br />
community.<br />
They presented the petition, along<br />
with two letters from Christchurch<br />
East MP Poto Williams and<br />
Christchurch Central MP Duncan<br />
Webb, to the city council as part<br />
of a submission for the Long Term<br />
Plan. It was then agreed that a<br />
feasibility study would be carried<br />
out for the rebuild.<br />
That feasibility study has begun<br />
with staff gathering information on<br />
cost estimates for four development<br />
options.<br />

Filsell said once the information<br />
was gathered, a discussion will be<br />
had with the Waipapa Papanui<br />
Innes Community Board on how<br />
the feasibility study should proceed.<br />
The date for this<br />
discussion is yet to be<br />

funding for the feasibility<br />
study was included in the<br />
Long Term Plan and capital<br />
funding of approximately<br />
$3,000,000 has been set<br />
aside in the plan over the<br />
years 2030/31.<br />

study allocated to the city council’s<br />
Long Term Plan.<br />
She said the wheels are starting to<br />
turn now, and hopes the feasibility<br />
study will be presented to the<br />
community board by the end of<br />
the year.<br />
Dalziel said the whole process<br />
has been an “uphill battle against<br />
authorities” but has hope that<br />
the community facility will be<br />
restored.<br />
“They’ve [city council] agreed to<br />
do something but what it’s going to<br />
be, we don’t know.”<br />

Let’s use water<br />
like we oughta<br />
Christchurch and Banks Peninsula households<br />
that regularly use much more water than<br />
average will pay extra for their water supply<br />
from October.<br />
Most households are using less than 700 litres of water a day and won’t be charged.<br />

A fairer way to manage our city’s water supply<br />
We don’t charge ratepayers for water itself. We charge for delivering it<br />
– through our network of pipes, pumps and other infrastructure.<br />
When the district’s water use doubles over summer, the cost of<br />
delivering water goes up significantly too. That increase in demand<br />
isn’t spread evenly, with most of the increase due to a small<br />
proportion of households.<br />
When demand on our water supply network is at its peak we’re at risk<br />
of not being able to supply enough water to properties, which could<br />
have serious impacts on public health, and our ability to fight fires.<br />
If everyone uses water like we oughta, we won’t need to spend as<br />
much money expanding our water supply network, and it will also<br />
improve the sustainability of our city’s water supply, which helps us<br />
achieve our climate change goals.<br />
Seek the leak and reduce your use<br />
You can use our Water Reporter online tool to find out how much<br />
water your household uses before charges come into effect in<br />
October <strong>2022</strong> – visit ccc.govt.nz/WaterReporter<br />
If your household is using a lot of water there might be a leak on<br />
your property. You have time to find the leak and get it fixed.<br />
Our website tells you about how to read your water meter, check for<br />
leaks and reduce your water use*.<br />
*Some properties’ water use is not recorded on the Water Reporter.<br />
This includes: properties with a shared water meter, properties<br />
that haven’t had their water meter read and properties without<br />
a water meter.<br />
How the new rate will work<br />
The new rate will apply to any household that uses, on average,<br />
more than 700 litres a day. We’ll read your water meter roughly<br />
every 90 days, and for every 1000 extra litres you use during that<br />
period, you’ll pay $1.35.<br />
We know there are some reasons households might have high water<br />
use. If any of these circumstances apply, you might be eligible for<br />
a remission:<br />
Unexpected high use due to a leak – if you can show the leak<br />
was repaired promptly.<br />
Personal circumstances such as medical conditions.<br />
Families with nine members or more who are using water<br />
responsibly.<br />
High water users can expect to receive their first bill between January<br />
and March 2023.<br />
What does this mean for tenants and landlords?<br />
The property owner, or the person who receives the property’s rates<br />
bill, will also receive the excess water supply bill. The landlord must<br />
pay the bill and can then ask the tenant to reimburse them.<br />
If high water use is due to a leak, it’s the owner’s responsibility to get<br />
it fixed and apply for a remission.<br />
Landlords should let their tenants know they have a responsibility to<br />
be good water users and will need to pay for excess water use.<br />

regional heats to qualify for the<br />
grand finals, held at Ara Institute<br />
of Canterbury, where she is<br />
studying towards a diploma in<br />
cookery level 5.<br />
She received gold for her twocourse<br />
menu of hoisin glaze pork,<br />
black vinegar dumpling and<br />
umami broth and a dessert of<br />
chai spice cake with pear, coffee,<br />
pecan and white chocolate.<br />
“It was surreal, it didn’t actually<br />
feel real because I wasn’t<br />
expecting it to happen at all,”<br />
Sanders said.<br />
She had competed in the heats<br />
last year, narrowly missing out on<br />
bronze so wanted to really push<br />
herself this year.<br />
Sanders will be competing<br />
against 12 other chefs, with<br />
one other chef from the North<br />
Island and the rest from all over<br />
Australia.<br />
The winner will be awarded an<br />
AU$10,000 cash prize, something<br />
Sanders said would be an amazing<br />
opportunity to help expand<br />
her cooking equipment.<br />
“I’d be able to go out and immerse<br />
myself in the food culture<br />
in Christchurch and around New<br />
Zealand a wee bit more which<br />
would be fantastic as well.”<br />
While Sanders has always had<br />
an interest in cooking, she never<br />
considered it to be her professional<br />
career.<br />
After leaving Lincoln High<br />
School, Sanders worked full-time<br />

at a supermarket, still figuring<br />
out what she wanted to do.<br />
Her co-worker Jeremy, who was<br />
going through a career change<br />
to be a chef, encouraged her to<br />
study cookery, so she decided to<br />
give it a go and enrolled at Ara.<br />
Sanders said she is still in<br />
contact with Jeremy and he was<br />
stoked to hear about her securing<br />
a spot in the grand finals competition.<br />
Sanders said her mother is an<br />
“amazing” cook and growing up,<br />
she was encouraged to eat like an<br />
adult and try new things.<br />
“We’d always be pushed to try<br />
new things. As a kid some of my<br />
favourite foods were blue cheese<br />
and pâté and olives which lots of<br />
kids don’t really enjoy.<br />
“I really like how food sort of<br />
brings people together, it’s something<br />
to enjoy with a group.”<br />
Sanders lives with her partner<br />
in St Albans and when asked<br />
if they enjoy her cooking she<br />
laughed.<br />
“You’d think so but we eat a lot<br />
of curries and baked beans and<br />
stuff, just general easy dinners.”<br />
Although, she did say she’s<br />
been enjoying cooking heavy,<br />
richer meals during the colder<br />
weather, such as lamb shanks and<br />
beef stew.<br />
She said the most challenging<br />
thing to cook is anything she’s<br />
unfamiliar with as it can take a<br />
while to get her head around it.<br />
“I think the hardest thing to<br />
make is probably something<br />
you’re too scared to have a go at .<br />
. . [but] the only thing worse than<br />
messing something up is just not<br />
trying in the first place.”<br />
Sanders is “hesitantly confident”<br />
for the grand finals and<br />
while she’s excited to give it a go,<br />
she’s also still processing it all.<br />
During the regional heats,<br />
chefs were judged on presentation,<br />
taste and the use of ingredients<br />
down to how clean they<br />
are in the kitchen, general food<br />
handling and how much food<br />
they waste.<br />
“You’re being watched the<br />
whole time, it’s a bit scary,” Sanders<br />
said.<br />
For each competition, chefs are<br />
given a set ingredient list which<br />
they have to build their menu<br />
around.<br />
Sanders said she likes to sit<br />
down and brainstorm what flavours<br />
would work well together<br />
then, with the help of her tutors,<br />
figure out the best way to execute<br />
each piece of the dish.<br />
“You can always tweak it and<br />
improve it and everyone’s taste is<br />
different,” she said.<br />
“It’s a group effort to get<br />
something down that majority of<br />
people would enjoy eating.”<br />
Sanders works on what the<br />
dish will look like last, once she’s<br />
nailed the taste.<br />
“The way it tastes is the most<br />
important because it could look<br />
amazing and just taste awful and<br />
there’s not much point in that.”<br />
As for kitchen fails, nothing<br />
sprung to mind for Sanders,<br />
although she admitted she has<br />
dropped and burnt her fair share<br />
of things.<br />
“When you mess something<br />
up it’s how you deal with it and<br />
make it work in the end, it’s<br />
always a really good learning<br />
experience because when you<br />
make a big mistake you’re always<br />
going to remember it and not do<br />
it again.”<br />
Outside of study, Sanders<br />
works part-time at The Monday<br />
Room as a commis chef, a job<br />
she scored from completing work<br />
experience there as part of her<br />
study.<br />
As a commis chef, Sanders<br />
assists the other chefs with food<br />
preparation, particularly working<br />
on entrées and desserts, although<br />
she said she likes to give everything<br />
a go.<br />
When Sanders graduates she<br />
said she’s open to moving around<br />
a bit and maybe spending some<br />
time overseas but for now she is<br />
happy where she is, doing what<br />
she loves.<br />

Lynch from Breens Intermediate<br />
have won first place in Toi, the<br />
country’s largest annual wearable<br />
arts competition for schools.<br />
Their entry, named Tomorrow<br />
Is Too Late, highlights the plight<br />
of endangered animals. The<br />
duo said: “We are here to show<br />
awareness for our endangered<br />
animals around the world . . .<br />
“All the animals on this<br />
outfit are endangered and if we<br />
don’t act now they will become<br />
extinct, just like the dinosaurs.<br />
Every little bit counts. One<br />
person can make a difference.<br />
Change now because tomorrow<br />
is too late.”<br />

in both the open and junior<br />
sections have all won a sewing<br />
machine from Bernina and a<br />
World of WearableArt prize pack<br />
Winners Maddison Bott,<br />

<strong>2022</strong> World of WearableArt<br />
show in Wellington and a<br />
voucher from The Fabric Store.<br />
Toi is now Aotearoa’s largest<br />
wearable arts opportunity for<br />
school students, produced in<br />
collaboration with WOW. It<br />
originated as part of performing<br />
arts competition Showquest, but<br />
rapidly grew into a standalone<br />
platform due to enthusiasm and<br />
demand the event organisers<br />
saw from art, fashion and design<br />
focused students.<br />

The goal is for students to get<br />
a taste of WOW while at school,<br />
and to nurture budding young<br />
designers who may one day enter<br />
the globally celebrated WOW<br />
competition. This year was the<br />
biggest yet, with 285 individual<br />
entries of wearable art garments<br />
throughout the country.<br />
Toi national producer Kelsey<br />
Moller said: “Each year the<br />
creativity, construction and<br />
out-of-the-box thinking steps<br />
up a notch. We were blown away<br />
by the ideas and stories students<br />
brought to life in their garments<br />
this year.”<br />

Suzie Moncrieff and Heather<br />
Palmer from WOW on four<br />
main areas -–concept, originality<br />
and innovation, quality of<br />
construction, and health and<br />
safety (how safe the garment was<br />
for the model to wear and move<br />

Finish your roast meal with a<br />
Venison roast<br />
Serves 4<br />
1 salt and freshly ground pepper<br />
700g lamb roast<br />
2 cloves garlic<br />
Ingredients<br />
Directions<br />
Marinade:<br />
½ cup red wine<br />
1 cinnamon quill, crushed<br />
2 star anise<br />
6 whole cloves<br />
1 tbsp honey<br />
Small strip orange peel<br />
1 tbsp olive oil<br />
Roast:<br />
400g venison<br />
Freshly ground black pepper to<br />
taste<br />
2 tbsp olive oil<br />
Sauce:<br />
1 cup (250ml) meat glaze or<br />
good beef stock<br />
Directions<br />
To make the marinade, combine<br />
wine, spices, honey and orange<br />
peel in a saucepan. Slowly bring<br />
to the boil. Simmer for 1 minute,<br />
then cool. When cold, add olive<br />
oil.<br />
Place venison in a plastic bag.<br />
Pour marinade over. Move meat<br />
around so it is well coated. Refrigerate<br />
for at least one hour or up to<br />
8 hours.<br />
Return to room temperature<br />
before cooking. Preheat oven to<br />
200 deg C.<br />
Remove meat from marinade<br />
and pat dry. Reserve marinade for<br />
the sauce. Season.<br />
Heat olive oil in a pan. Sear<br />
venison until lightly browned<br />
on all sides. Place in a small<br />
roasting pan in the oven. Roast<br />
for 20-25 minutes for medium<br />
rare.<br />
Remove from oven and tent<br />
with foil. Cover with a thick towel<br />
and stand for 10 minutes.<br />
Meanwhile, strain marinade<br />
and bring to the boil. Add<br />
meat glaze or stock and simmer<br />
for 1-2 minutes. Serve with the<br />
venison.<br />
Great accompanied by baby red<br />
jacket potatoes, plus 4cm cubes<br />
of pumpkin and large broccoli<br />
florets, roasted with the venison.<br />
Tomato-stuffed mini lamb<br />
roasts with roast garlic<br />
Serves 4<br />
Ingredients<br />
⅓ cup tomato pesto<br />
⅓ cup ground almonds<br />
2 tbsp fresh oregano<br />
Heat oven to 200 deg C. To make<br />
the stuffing, place sun dried pesto,<br />
ground almonds and chopped<br />
fresh oregano in a bowl. Season<br />
with salt and pepper to taste and<br />
mix to combine.<br />
Trim any fat or sinew from<br />
the lamb (use 2 x 350g roasts).<br />
Season on both sides with salt<br />
and pepper and lay out flat on a<br />
board, skin-side down. Spread<br />
stuffing over the lamb pieces and<br />
roll them up to contain filling. Tie<br />
pieces with string to secure them<br />
into two parcels.<br />
Heat an ovenproof pan, add<br />
two tablespoons oil and sear lamb<br />
parcels for five minutes, turning<br />
to brown all over.<br />
Add two gloves of garlic, cut<br />
in half to the pan and place in the<br />
oven to roast for 25 minutes for<br />
medium-rare.<br />

1 cup coconut milk<br />
¾ cup cane sugar<br />

170 deg C. Grease a 22cm spring<br />
form cake tin and line the base<br />
and sides with baking paper.<br />
Place the chocolate and coffee<br />
in a bowl set over a saucepan<br />
one-quarter full of simmering<br />
water to melt. Or microwave in<br />
short bursts. Stir until smooth<br />
then set aside. Place butter and<br />
sugar in a bowl and beat with<br />
an electric mixer until pale and<br />
creamy.<br />
Add vanilla and egg yolks, one<br />
at a time, beating well after each<br />
addition. Beat in the chocolate<br />
mixture and then stir in the<br />
ground hazelnuts.<br />
In a clean bowl, whisk egg<br />
whites until stiff peaks form. Use<br />
a large metal spoon to fold the<br />
egg whites into the chocolate<br />
mixture in two additions. Pour<br />
mixture into prepared tin and<br />
smooth the surface. Bake for<br />
40 minutes or until an inserted<br />
skewer comes out clean. Remove,<br />
cool in the tin.<br />
For the mousse, place chocolate<br />
and butter in a bowl set over<br />
a saucepan one-quarter full of<br />
simmering water to melt. Or<br />
microwave in short bursts.<br />
Stir until smooth. Add egg<br />
yolks, one at a time, stirring to<br />
combine. In a clean bowl, whisk<br />
egg whites until stiff peaks form.<br />
Fold egg whites into the chocolate<br />
mixture in two additions. The<br />
mixture may appear to split but<br />
keep folding and it will come<br />
together.<br />
To assemble, pour the mousse<br />
onto the cooled cake while it is<br />
still in the tin. Refrigerate for<br />
at least 4 hours, or preferably<br />
overnight.<br />
To serve, release the spring.<br />
Use a small knife to help ease the<br />
paper away from the cake. Peel<br />
off the paper and discard. Use<br />
a hot knife to cut the torte into<br />
wedges.<br />
Decorate with reserved<br />
hazelnuts and grated chocolate.<br />
Heat the oven to 180 deg C.<br />
Lightly grease and flour a 20-<br />
21cm square cake pan. Line the<br />
base with baking paper. Break<br />
chocolate into squares. Cut each<br />
square in half.<br />
Combine mashed banana,<br />
vanilla essence, eggs, oil and coconut<br />
milk. Stir in the sugar. Sift<br />
the flour and baking powder over<br />
the banana mixture. Fold in the<br />
coconut using a spatula. Fold in<br />
the chocolate — do not over-mix.<br />
Spoon into the cake pan.<br />
Bake for 50 minutes, or until<br />
a skewer inserted in the centre<br />
comes out clean. Cool in the pan<br />
for 10 minutes then turn out on<br />
to a wire rack.<br />

night in Christchurch,<br />
16 walking netball<br />
fanatics, including two<br />
who had never played<br />
the game before, turn up<br />
to ‘Wiggle and Giggle’<br />
at Christchurch’s only<br />
walking netball group.<br />
Christchurch Netball<br />
Centre has run walking<br />
netball for almost five<br />
years every Wednesday<br />
morning at Hagley Park.<br />
Unlike standard netball,<br />
walking netball players<br />
must keep at least part of<br />
their foot always in contact<br />
with the ground, so no<br />
jumping or running is allowed.<br />
The slower version of<br />
netball spiked in popularity<br />
across the world around<br />
2017, with many clubs in<br />
countries like Australia,<br />
England and New Zealand<br />
establishing walking netball<br />
groups.<br />
After hosting two successful<br />
night sessions this<br />
winter, the Christchurch<br />
group is looking to grow.<br />

Dyk says, in the past, the<br />
group has included people<br />
with disabilities, those<br />
coming back from sporting<br />
injuries and people who<br />
just want to stay active.<br />

sessions at the Bishopdale<br />
YMCA, those who would<br />
normally work on a<br />
Wednesday morning have<br />
been able to join in, too.<br />

netball volunteer Trudi<br />
MacKenzie has been participating<br />
since CNC first<br />
established the group<br />
almost five years ago and<br />
has led its organisation for<br />
the last three years.<br />
“Sometimes I feel like I<br />
laugh more in that hour<br />
(of netball) than for the<br />
rest of the week. It’s just<br />
really good physically and<br />
mentally.”<br />
MacKenzie says the<br />
number of participating<br />
had dropped during the<br />
Covid pandemic. Before<br />
the virus hit New Zealand<br />
in 2020, the CNC had<br />
three full walking netball<br />
teams.<br />
“We now struggle to<br />
get two full teams, and<br />
normally have about 10 to<br />
12 playing.”<br />
Allan Williams is one of<br />
two original walking netball<br />
members still playing<br />
this year.<br />
Despite sporting a few<br />
bandages and a slight<br />
weakness in one arm, he<br />
is a handy defender in the<br />
shooting circle.<br />
Until five years ago, he<br />
had “never played netball<br />
in [his] life”.<br />
Williams says he enjoys<br />
walking netball because<br />
it has kept him fit and<br />
helped him lose more than<br />
seven kilograms in six<br />
months.<br />
He’s been pushing for<br />
more days of walking<br />
netball events though<br />
recognises Covid has put<br />
off some.<br />

when the $20 million<br />
netball and futsal centre at<br />
Nga Puna Wai is finished<br />
more people will join<br />
walking netball at the new<br />
indoor facility.<br />

Ground moisture barrier<br />
under low sub-floor<br />
Now with the colder and wetter weather on<br />
its way, home owners are focusing on ways<br />
to make their homes comfortable, warm<br />
and healthy for their families throughout<br />
winter. Rising damp is an issue that affects<br />
many of our older properties which suffer<br />
from poor, or no, ground moisture barrier.<br />
In Canterbury especially, post-quake, many<br />
people have relocated to homes that suffer<br />
from rising damp which can be associated<br />
with health problems. Independent tests have<br />
shown that up to 40 litres of water can rise<br />
from the ground and enter a house every day,<br />
leading to mildew, mould, condensation and<br />
musty smells. Moulds can produce various<br />
allergic reactions and the frail, elderly and<br />
very young are especially vulnerable.<br />

that penetrates the structure. By avoiding<br />
underfloor condensation, foam concrete can<br />
reduce floor heat losses by up to 90%.<br />

What makes a great<br />
Heat Transfer System?<br />
There are a number of Heat Transfer<br />
systems on the market. Smooth-Air<br />
ventilation specialists offer a range of HTU<br />
Heat Transfer Units with carefully selected<br />
components to optimise the system:<br />
They use insulated duct to transfer<br />
the heated air with as little heat loss as<br />
possible. The fan moves sufficient air<br />
for the distance and number of rooms,<br />
without being noisy. The diffusers send the<br />
heat to the floor, not to skim the across the<br />
ceilings. All components are good quality<br />
- designed to operate for years without<br />
problems.<br />

without thermostat and with a choice<br />
of grilles and diffusers. HTUs improve<br />
energy efficiency in your house, as you<br />

An average size living room requires<br />
2-4 kw of heating, yet appliances such<br />
as log burners generate heat in the<br />
region of 10 -20kw. This leaves an<br />
excess of 8 -16kw of heat which sits at<br />
high level in the heated room, usually<br />
above door level.<br />
Heat transfer units work best where very<br />
hot air has ‘stratified’ into a layer near the<br />
ceiling. So heat pumps, which circulate<br />
warm air around the room with no<br />
layering, are not suitable as a heat source<br />
by themselves. However, if you have both<br />
log burner and a heat pump, heat transfer<br />
systems with thermostat can work very<br />
well: The heat pump stops operating once<br />
the heat from the fire has heated the room,<br />
and the heat transfer kicks in above this<br />
point, once there is a layer of hot air at the<br />
ceiling.<br />
