Late run means
elections in NC
By DAVID HILL
Local Democracy Reporters
Democracy is alive and
well in North Canterbury.
While there has been a
shortage of candidates
nationwide, aflood of late
nominations ahead of last
Friday’s 12 noon deadline
kept electoral officers busy
in Waimakariri, Hurunui
and Kaikoura.
The last minute
nominations means all
positions will be filled in
North Canterbury’s local
government elections.
There will be mayoral
contests in Waimakariri
and Kaikoura, and most
positions across the region
will be contested.
Waimakariri District
Council deputy electoral
officer Sarah Nichols said
25 nominations were
received before Friday’s 12
noon deadline.
‘‘It’s been great to see the
increased interest from
locals who are passionate
about Waimakariri and
want to serve their
communities in this
upcoming term.’’
In all, eighty candidates
will compete for 35
available positions in the
Waimakariri district,
including mayor, 10
councillors and 24 spots
across four community
boards.
Incumbent Mayor Dan
Gordon is set to face a
challenge from Miles
StapyltonSmith, of
Rangiora.
In the Hurunui district,
Mayor Marie Black has
been reelected unopposed
for asecond term.
Hurunui District Council
deputy electoral officer
Naomi Woodham said
nominations had been ‘‘a
slow trickle’’ until alate
rush in the last few days,
before nominations closed.
‘‘It just went alittle bit
nuts. It’s the busiest I’ve
ever seen it.’’
Ms Woodham said there
was one nomination which
was only confirmed 30
seconds before Friday’s 12
noon, after anominee was
found to be not on the
electoral roll, and had to
enroll quickly online.
Mrs Black said she was
thrilled to be reelected.
‘‘I’m looking forward to
forming anew council, and
taking on some of the
challenges which are facing
us.’’
Hurunui’s South Ward,
which includes Amberley,
has awhopping 10
nominations, while
elections will also be
required in the East Ward
and for the Cheviot
Licensing Trust.
The West Ward and the
Hanmer Springs
Community Board have
enough nominations to fill
their vacancies without an
election. In Kaikoura, first
term Mayor Craig Mackle is
facing achallenge from two
mayoral hopefuls, Kevin
Heays and Ted Howard.
There are 14 nominations
for seven vacancies on the
Kaikoura District Council.
Health hub operating hours cause confusion
By DAVID HILL.
Local Democracy Reporter
Community leaders are scrambling to
address confusion around the operation
of after hours medical care in Rangiora.
Waimakariri District Council staff
have been left reeling from a
presentation about the Rangiora Health
Hub at last week’s RangioraAshley
Community Board meeting.
Health NZ Te Whatu Ora Canterbury
District (formerly Canterbury District
Health Board) executive director of
infrastructure, Dr Rob Ojala, expressed
disappointment at the consent process.
Dr Ojala said the health authority had
been working with its partner South
Link Health Services to develop the
proposed 1250m2 facility to sit alongside
the existing maternity unit and
community services centre at 161 Ashley
Street.
He said there was aconcern the
council was placing an ‘‘operations
restriction’’ on the resource consent to
close at 10pm.
Due to the issues getting resource and
building consents, Dr Ojala said the
project had been delayed, with
construction now unlikely to begin until
next year.
Council staff said aresource consent
had been granted for the medical facility
to operate between 8am and 10pm, in
line with the application from South
Link Health Services.
Acouncil spokesperson said some
flexibility had been written into the
consent to allow medical staff to
continue attending to patients after the
doors closed at 10pm.
Staff said no building consent
application has been lodged with the
council.
Waimakariri Mayor Dan Gordon said
he and council staff were planning to
meet with Health NZ to address any
ongoing concerns.
Waimakariri MP Matt Doocey said he
was disappointed at the lack of progress
in developing an after hours medical
centre in Rangiora.
‘‘I think the community has been more
than patient with the wait.
‘‘They have put up with delays due to
consenting, the government’s health
restructure and construction issues.
‘‘I’m gutted for the community that the
cost of inaction means the project is now
unlikely to be completed much before
the end of 2024.’’
South Link Health Services is working
with the Rangiora Medical Centre,
which will operate the medical facility,
and is tendering for providers to operate
aradiology facility and apharmacy on
the site.
Rangiora Medical Centre general
manager Mark Darvill said he
appreciated the community would like
24/7 medical care in North Canterbury,
but it would not happen overnight.
He said he was in the process of
merging two medical practices into one
entity ready to move on to the new site,
while the Woodend Medical Centre will
operate as asatellite location.
‘‘Even when we move into the new
facility, we will more than likely operate
95 onday one and we will extend the
hours in ameasured manner.
‘‘We want to be able to provide an after
hours service as quickly as we can, but
we need to deliver timely and quality
healthcare.’’
The challenge was finding enough
staff and ensuring the systems were in
place to support the service.
Held at the Ohoka hall, teachers and
straight maths formulas or complicated
logic questions based on life situations
such as deciphering how long it takes
answer it using the 24 hour time code.
Focus from Dan Gordon, Mayor
Submission presented
This week the councillors and I
presented council’s submission on
Three Waters to Parliament’s Select
Committee which was conducting
hearings in Christchurch.
There have been 88,000 submissions
made in total. I’m not clear of the
breakdown of the numbers for and
against.
If it’s anything to go by in terms of the
views expressed to me on adaily basis,
I’d suggest the numbers would be
strongly against.
Last year we wrote to every ratepayer
to seek their view —95% of respondents
told us they oppose loss of control of
their Three Water assets, and we made
clear our communities’ view when we
spoke to the Select Committee.
Next week Iwill be presenting
Communities 4Local Democracy (C4LD)
submission to the Select Committee at
Parliament in Wellington.
C4LD is made up of 31 partner
councils which came together to oppose
the Government’s forced Three Waters
reform, but also to present an
alternative model that retains local
ownership and influence.
It’s not too late for the Government to
turn this reform around and partner
with councils to achieve abetter
outcome that we can all agree on.
Last week Ienjoyed attending the
Kane Shield Swimming competition
which was held at the Kaiapoi Aquatic
Centre.
ages participating and aprivilege to
present the Kane Shield to the
Ialso attended and spoke at the
funeral of Oxford’s Brent Firkin.
Brent and Icofounded the Oxford
Arts Trust that built the Arts in Oxford
Gallery.
It was Brent’s idea to establish an Arts
Centre in Oxford, and having an interest
in the arts myself it didn’t take much
persuasion to see the merits of his idea
and work with others to see this
achieved.
The Gallery has now been open for 12
years.
Brent became Gallery Director and his
work in that role led to the gallery’s
success.
Arts in Oxford is widely respected in
art circles both regionally and
nationally. The Gallery is one of the
main attractions in Oxford, and indeed
the Waimakariri and wider Canterbury
area.
Alasting legacy to Brent is the Arts in
Oxford Centre. However there were
many other ways Brent contributed so
actively to his community. Brent, on
behalf of agrateful community, rest in
peace.
Rural health services lacking
Rural communities are suffering
through alack of access to decent health
services, says Rural Women New
Zealand.
RWNZ says it is dangerous and it is
time something was done about it.
‘‘The health and wellbeing of rural
communities is at risk of further
deterioration if something is not done
soon to resolve the issues facing people
who live, work and play in rural
Aotearoa New Zealand,’’ says RWNZ
National President, Gill Naylor.
‘‘The challenges rural families face
with access to health services are just
about too many to list on one hand,
however, afew that stand out are the
lack of rural midwives, lack of rural
nurses and GPs, lack of rural mental
health services, delays in emergency
services such as ambulances and long
distances to travel for such services as
allied health and cancer treatment,’’ she
says.
‘‘While we are pleased to see the
Government commit to both awomen’s
health strategy and arural health
strategy –weare wanting to see resource
and plans activated to ensure rural
women and girls do not miss out on
health needs because of their post
code.’’
While increasing the availability of
telehealth is supported by RWNZ, it
says, however this will only work where
digital connectivity is fit for purpose.
‘‘There are many rural communities
without this.
Glasnevin weigh
bridge in spotlight
By ROBYN BRISTOW
Threephase power,and extra
grinding to ensure the Glasnevin
weighbridge is accurate,have put
the brakes on the reopening of the
weighstationnear Waipara in North
Canterbury.
Rumours haveswirled in the
districtasresidents watch the slow
progress on the siteand wondered
when it would reopen.
Some have suggested to the North
Canterbury News the layout is not fit
for purpose because Btrains were
too large to handle the turning
involved in entering and exitingthe
weighbridge.
However, Sean Bridge,
ProgrammeManager forWaka
Kotahi, says Btrains can turninat
Glasnevin.
‘‘Theupgrade didn’tchange the
layout significantly, and the only
notable layoutdifference is anew
inspection shed.’’
Instead, Mr Bridge says, the delays
in reopeninghave been caused by
the needfor threephasepower for
the codeofcompliance, where there
is asixweek delay,and alsothe
aligning of boththe WakaKotahi
and Police auditsofthe weigh
bridge.
Theserequiredarevisit and
additional grinding by Higgins
Construction, to ensure it is as
accurate as possible.
Mr Bridgesays the survey of the
weighbridge facility is ahighly
exacting process to ensure that the
freight industry is treated fairly as
part of Waka Kotahi’s regulatory and
safety oversightofthe essential
industry.
Since2018 around $8 million has
been spent updating thesite to meet
the needsofthe truck fleet.
This includes the inspection
building which is part of the Higgins
contract, and the highspeed data
collectionsysteminstalled in the
highway, plus the electronic sign
installation builtbyDowner in
2018/2019.
The old setupatthe Glasnevin
weighbridge couldnot accurately
weigh some wide loadsthat were
plyingthe North Canterbury
highway.
Information supplied to the North
Canterbury News fromNZTA says in
ordertoupgrade the Glasnevin
facilitytodeal withthese wider,
heavier loads, the concrete platform
in whichthe weigh scale is placed
was replacedwith awiderplatform.
The cost of this wider platform and
anew wider weighbridge came to
around$350,000.
The weighbridgeweighs heavy
vehicles axlebyaxle as theytravel
at 5km/h across it and the concrete
platform has to be constructed to
very accurate tolerances (+/1.5mm)
to ensure weighing is accurate.
These tolerances are tighterthan
normalconcrete slabs, and usually
require some grinding of highspots
on the curedconcrete to achieve
these tolerances –work that is now
comingtoanend, says NZTA.
Feedback sought on urban rules
By DAVID HILL,
Local Democracy Reporter
The Waimakariri District Council is
seeking feedback on new urban housing
rules.
The passing of the Resource
Management (Enabling Housing Supply
and Other Matters) Amendment Act 2021
has directed the council to adopt
medium density housing for the
district’s main urban areas.
As aresult, the council is notifying
variation 1and 2tothe proposed
Waimakariri District Plan, which was
notified in September last year.
The changes will affect Rangiora,
Kaiapoi, Woodend (including
Ravenswood) and Pegasus.
general manager Tracy Tierney said the
new standards would allow
development of up to three residential
units and buildings up to three storeys
high.
There would be aheight limit of 11
metres (plus 1m for apitched roof)
without aresource consent.
‘‘The council is required to adopt the
density standards, objectives and
policies, meaning there is limited scope
to influence these standards –both by
council and the community,’’ Ms Tierney
said.
‘‘However, your submissions on the
variation are still important and may
influence the way in which they are
incorporated into the District Plan.
‘‘We encourage everyone to
participate in the process to let the
council know your views.’’
Ms Tierney said there was still some
scope for the council to deem some
areas as ‘‘inappropriate’’ for
intensification.
This included ‘‘parts of Kaiapoi that
have been identified as potentially
having anatural hazard risk due to
flooding’’.
‘‘We would appreciate local intel as
well,’’ she said.
Public dropin sessions will be held in
Rangiora, Kaiapoi and Woodend/
Pegasus to give the community the
opportunity to talk to planners.
Council staff expected to notify the
summary of submissions to the proposed
District Plan later this year.
Hearings on the proposed District
Plan and variations 1and 2are likely to
be held at the same time next year.
submission go to waimakariri.govt.nz/
Lead in seal killing
Asolid lead into who killed 19 fur
seals in Kaikoura last year is being
pursued by the police.
Department of Conservation (DOC)
Principal Compliance Officer Jeff
Hall says DOC is working with police
in investigating aline of inquiry after
receiving information recently.
Mr Hall says DOC still needs more
help from the public, and reiterated
its plea to the community to come
forward with information, however
insignificant they think it may be, as
investigators continue efforts to find
those responsible.
‘‘We are grateful for the information
we’ve received and while that’s
encouraging, we can’t be certain of the
outcome at this stage.’’
Information from the public has
always been important to identifing
whoever was responsible for killing at
least eight seals.
Mr Hall says DOC staff believe other
people in the community can
corroborate the recent information
received, and further information
from residents could prove vital.
‘‘DOC and Te Runanga oKaikoura
are deeply concerned about the
callous killing of legally protected
native fur seals and we hope with
public help we will be able to identify
and prosecute those responsible and
hold them to account,’’ says Mr Hall.
The Marine Mammals Protection
Act includes aclause limiting the
timeframe in which someone can be
charged to one year from the date of
the offence.
Mr Hall says DOC is keen to see a
charge laid before time runs out.
The penalties for harassing,
disturbing, injuring or killing a
marine mammal under the Marine
Mammals Protection Act 1978 are up
to two years imprisonment or afine of
up to $250,000.
Anyone who has information is
asked to contact the DOC 24hour
number 0800 DOCHOT/0800 36 24 68 or
Kaikoura Police on 105 and quote file
number 211103/1981. Alternatively,
information can be provided
anonymously at Crime Stoppers on
0800 555 111.
DOC was alerted to dead seals at
Ohau Point on October 25, 2021.
Afun madcap weekend of film
By JOHN COSGROVE
Lights, cameras, action! And nothing
happens.
Picture the scene: the director of
photography peering intensely through
the camera, the soundie hovering
overhead, the director holdingher
breathand the actors eagerly waitingfor
their cues.
Looking like an Attenborough nature
scene,the crew crowded aroundthe
kitchen toaster and waited as yet again
nothing happened.
It didn’t pop on cue,the lead actor
didn’tscreamand the director once
again yelled CUT!
The crew fell around laughing, just
another funny moment in the Oxford
Area School’s madcap48hour long short
film challenge.
Director Casey Anderson(17) says the
weekend was full of laughs as she and
her teamraced against the clock to
script, shoot and edit ashort filmfor 48
Hours,New Zealand’s largestannual
guerrilla film making competition. It was
started in 2003 with just 44 teams
competinginAuckland only.
Now in its 20thyear, it has spread
nationwide with 555 teams of student and
adult aspiringfilm makers competing to
produce their masterpieces in just48
hours,from Friday evening untilSunday
evening.
They chose agenre from avery small
and definedset of ideas, build ascript
aroundtheircharacters,and then shoot,
edit and upload it for the regional
competitions.
If lucky, their entry will make the
national final and Sir Peter Jacksonwill
personally select three special wildcard
films from all the entriestoalso appear
beforethe judges.
For the seven strong Oxford crew of
year 9to13students,itwas the first time
the school had competedinthis mad cap
weekend of adventure and fun. Casey
saystheir script was the classic
Hollywood swap sexes theme. Lead actor
Isabella EgintonAbbott (15)playsa
young man Jesse, who wakes up to
discover he is ashe –hencethe toaster,
it’sthe moment of discovery and it
wouldn't pop on cue.
Director of photography Tyler
Blomfield (15) sayshehad four cameras
to monitor all the time during the
shootingphase —one DSLR and three
cellphones —and kept forgettingwhich
one’s were on or off. Assistant director
LucySnell (15), did everything to keep
the shooting on schedule, while Hannah
Langford managed the soundboom,
keeping it out of shot.
ActorsZoey Anderson (14) and Jack
Benbowplayed Jesse’s BFFs.The toaster
scene was justone of many scenesshot in
and around Oxford on Saturday. Another
involved the public toilets,where
Isabella had to run into the men'sand
discover aman there. Casey, an aspiring
film maker, got the idea to enter fromher
media studies class.
‘‘I asked around if anyone wants to join
me and all these greatpeoplefrom the
other drama classesresponded. It was so
much fun, there was alot of laughing, a
lot of screamingand yet somehow we
managed it all,’’ said Casey.
WINTER DRIVING –
WHY DO INEED
TO SLOW DOWN?
With the change in seasons comes changeable conditions
on our roads and while early morning frosts might be
an anticipated result after overnight low temperatures,
drivers need to be aware that conditions can combine to
create hazards at other times of the day also.
Council contractors start inspecting roads from around 5am
checking where areas of ice may be present and laying grit
where needed.
However grit only improves friction by about 15% so you only
have around 40% of dry road skid resistance says Council’s
Roading and Transport Manager, Joanne McBride.
“Where possible drivers should drive onthe grit, not in the
wheel tracks, to maximise its effectiveness.”
Ice can form quickly atany time of the day so when temperatures
are lowassume the road will be slippery and reduce your speed.
Black ice can’tbeseen so you won’t know until you hit it.
Areas that are prone to icing over are inspected first, but
sometimes temperatures can cause ice to form in areas where
it normally wouldn’t or appear later than it usually does.
Bridge decks are often one of the first areas to ice up and
extreme care should be taken.
Drivers can reduce the likelihood of risk by reducing speed
as well as maintaining asafe following distance to the car
in front.
Stretches of road that have high hedging on the northerly side
or are in valleys can have icy conditions all day as aresult of
little or no sun.
Sunstrikeisalso amajor riskfor drivers at this time of the year.
“Making sure your car windows are clean, inside and out, and
that you have agood visor or sunglasses to help minimise the
glare is important,” Joanne says.
Some key tips for driving to the conditions include:
• Check your vehicle is winter-ready – tyres are in good
condition and at correct pressure, windscreen wipers are
clean and work well, windscreens, windows and mirrors are
clear of ice and moisture
• Reduce your speed
• Allow extra time for your journey
• Leave more space between you and other vehicles
• Make sure you have your headlights on in fog and low light
• Avoid braking or accelerating suddenly
• Pay attention tosignage with warnings of ice and grit
• Familiarise yourself with what technology your vehicle
does or doesn’t have such as Antilock Braking System
(ABS) and know the correct way tooperate your vehicle in
all conditions
KEEP OUR COMMUNITY SAFE
KEEP IT CLEAN –SEE CLEARLY
Good visibility when driving is key to
staying safe. In foggy conditions, dust on a
windscreen makes it easier for moisture in
the air to hang on affecting your visibility.
The cleaner your windscreen and windows,
the more visibility you have. The better you
can see, the better for everyone.
Brakes could be put
on town speedsters
By DAVID HILL.
Local Democracy Reporter
Alittle known rule change could
pave the way for speed limit changes
in towns across New Zealand.
The Waimakariri District Council
will decide at its September meeting
whethertoask Waka KotahiNew
Zealand Transport Agency to reduce
the speed limit on Oxford’s Main
Street, between BurnettStreetand
Bay Road, from 50kphto40kph.
This was made possible by anew
Land Transport Rule signed off by
Transport MinisterMichael Wood in
April.
The OxfordOhoka Community
Boardgave its supporttothe
proposalearlier this month.
‘‘We have looked at it fairly
seriously for the last five years,’’
boardchairperson Doug Nicholl
said.
‘‘There’salot of older people in
Oxford who won’t crossthe street
because the traffic is too fast.’’
He said it showed the power of
localrepresentation, as Oxford
residents have been asking for the
speedlimit to be changed for a
number of years.
The council had previously
rejected aproposal to reducethe
speedlimit to 40kphasrecently as
December last year.
This decision followed aperiodof
consultation with the community.
At the timecouncilstaff cited the
cost of around $450,000tomake the
necessary infrastructure and traffic
calming changes.
Oxford’s MainStreetisonState
Highway 72, the Inland Scenic
Route, making it abusyroad for
trucks and traffic passing through.
Waimakariri Mayor Dan Gordon
said the new Land Transport Rule
meantthose infrastructure changes
were no longer required before
changing the speed limit.
The Land Transport Rulefor the
Setting of Speed Limitsstates under
clause2.6 that councils could seek
the approval of the WakaKotahi
director to set aspeedlimit,
provided it has consulted with the
community.
Signage, roadmarking and
upgrades to the pedestrian crossings
will still be requiredtosupport a
40kph speed limit,atanestimated
cost of $58,000.
‘‘We now havethe ability to make
that decision and we’ve had an
indication that Waka Kotahi will
look favourably on the speed limit
change,’’ Mr Gordonsaid.
Optimism grows for cereal crops
By JOHN COSGROVE
The country’sarable sector appears to be
on aroll according to national media
reports, withproduction reportedly
increasing by 30 percent in the pastthree
years.
Hereinthe Waimakariri/Hurunui
districts, that sameoptimism prevails
withthe operator of thelargestcereal
breeding programme in the country also
looking forwardtogrowth and expansion.
Luisetti Seeds’ VincentLuisetti says it
is lookinggood afteracouple of years of
up and downs in themarket.
He sayslast year, notenough wheat was
planted.
‘‘Sowingswerebacksomewhere
between30and 40% and combined witha
terribleharvest and very wet weather,
produced poorquality and lowwheat
yield from farmers, creating bigshortages
in the country.
‘‘TraditionallySouthIslandwheatstays
hereand onlyavery little specialist
wheat makes it waynorth for milling,
while theNorthIsland importsmost of
their wheatfrom Australia.
‘‘Upuntilacouple of years ago 270,000
tonneswent intothe North Island for
flour milling while100,000tonnes was
grown in theSouthIsland.
‘‘But last yeartherewas only about
60,000tonnes harvested here, and that
created abig shortagearound the
country.
‘‘Inthe pastthe South Island also
imported abit of Aussiewheat formilling,
but as aresult of ourcereal breeding
programmedevelopments, we have been
abletobreed wheat thatperforms much
better in theflour mills. As aresultthe
South Island has becomepretty much
selfsufficient in wheat production.
‘‘The quality is so highnow we no
longer havetomix in Australianwheat to
bring it up in qualityaswehad to do 10
years ago.’’
He saysthe currentUkraine/Russia
conflict,which impactson28% of the
globaltraded wheat, hasn’thad too much
of an effectyet on NewZealandasall our
imported wheat comes from Australia.
‘‘But Australiahas accesstoawider
globaldistribution network andbecause
of demandfromEurope they havepushed
Mr Luisettisaysitwould be nice to grow
morewheat and send it to the North
Finals loom for Rangiora hockey teams
HOCKEY
Only three Rangiora Hockey Club teams
remain in the hunt for competition titles
as the end of season nears.
Last year's Mid Week Women's
Division 1champions, the Rangiora
Hurunui Hares finished regular season
in second place, so face Carlton
Redcliffs White in their semi final this
week.
The Hares have aone win, one loss
record against the second Carlton team
but were hoping to right the record and
prevent an all Carlton final.
Rangiora's Mighty Mid Week Men kept
its hopes of finals glory in the Division 1
Mid Week competition alive with an
upset win over Southern in their semi
final clash at Nga Puna Wai.
After aheavy loss to the same team
just three weeks ago, Rangiora was long
odds to make the final, but the team put
in their best performance of the season
to stun Southern 63. Rangiora took the
early lead and built on it with regular
goals before Southern kicked into life
late to pull it back but in the end their
efforts were too little to late.
After winning the Division 2
competition last year the top Rangiora
Mid week team will now have the chance
to go one better by winning the Mid
Week Division 1competition when they
play HSOB/Burnside next Monday night.
The Rangiora Jets will be playing
Hornby in the final of the Division 2
Platinum boys competition this Sunday
after winning their semi final in a
penalty shootout against Waikirikiri.
Scores were tied at 3all after regular
time but Rangiora's players prevailed in
their oneonone with the keeper to
keep their season alive.
The Jet's will hold aslight
psychological advantage going into the
final having defeated Hornby in the
preliminary finals just two weeks ago
and also having come through the
tougher of the two semis.
For Rangiora Hockey Club's other
teams the season ends this coming
weekend without the chance to add to
the trophy cabinet.
team defeated Southern Sapphires in a
friendly game while other teams in that
grade sorted out their finals order. They
will now play off for 9/10 this weekend.
After their heartbreaking loss last
weekend Rangiora Gold will play off for
3/4 in the Men's Division 2competition,
while Rangiora Korimako play
University Amazons to avoid the
Division 2women's wooden spoon.
Rangiora Snakes had abig win in
31
Platinum boys playoff but both Rangiora
Kaka and Kakariki girls teams were
defeated Kaka in apenalty shootout
with Marist after they drew 1all.
Rangiora Piwakawaka lost to
Southern in their last round of Mid
Week Women's Division 3regular
season and will playoff against
University Athenians to avoid the bye in
its finals round.
Rangiora Allsorts had an off night
against Waikirikiri, conceding 4goals in
the first half, before rallying late to get
the better of their rivals but was only
able to get two back.
It was agame of rugbythat North
victory.
Both teams scored four tries on adry
Kaiapoi playing surface, under sunny
skies.
It gave licencetoboth to teams to run
theballfrom all directions.Maybeit
was theultimate cause ofNorth
Canterbury’s downfall when with less
than two minutes left to play they chose
to runthe ballfrom deep withintheir
own halfrather than rumble it among
theforwards.
Headcoach Matt Keane said he was
pleasedhis team had gonefor the win
rather thansettling foradraw.
‘‘Ithoughtthe performancewas a
step up fromlast weektoo. The
NorthCanterburyattacked in the
opening exchanges,but it was the
NorthCanterburystruckback from
the kick off and rightwinger Caleb
the scores were lockedup.
Fifteen minutes fromthe half time
North Canterbury scored its second try
whenhalfback CodyGrimes scrambled
Theterritorialadvantage and
possession continued to seasaw in the
opening exchanges of thesecond half
beforeanunfortunate handling error
by North Canterbury inadefensive
This allowedWaitaha to seize on the
favourablebounce of the loose ballto
score and retake the lead.
Aline out errorthen leadtothe
As full time neared North
Canterbury’s attackcontinued and this
time it was Flynn Creanwho scored
whenthe forwards ushered him across
With lessthen two minutes of injury
time remaining theNorth Canterbury
endeavoured to turn defenceinto
Big machines deal to rubbish
Anew Komatsu bulldozer, valued at over$1
million, isthe latest in aseries of recent
acquisitionsofspecialisedequipment at
the Kate Valley landfill, says Canterbury
WasteServices (CWS) regional manager
RangiLord.
‘‘TheKomatsu bulldozeristhe third big
toy we’ve purchasedrecently,’’ says Rangi
Lord.Itjoins aKomatsu40tonneexcavator
and an Astra8wheel drive Italianbuilt offroad
truck used to hoist and transport
containers intothe landfill.
‘‘These are seriously impressive
machinesthat require equally seriousand
motivated drivers.’’
The arrivalofnew vehicles means CWS is
oftenlookingtofind more suitably qualified
stafftooperatethe machines. Aminimum
requirement is for people who have
experience with‘wheels, tracksand rollers’
and heavy truckoperations.
‘‘Ourcurrent staff are experiencedand
dedicated to workingwith these machines,
and that’swhatwelook for in new recruits,’’
says Mr Lord.
Extensive training is providedonall
machinery, and depending on people’s
skills they can become more specialised
with one or more vehicles.
‘‘We alsotrain staff on health and safety
as operating these machines requires
constantfocusand attention.’’
Employment opportunities are also
beingcreated by the landfill gas produced
when organic wastedecomposes in the
landfill.
‘‘Thegas is extracted from the landfill
through areticulation system that
delivers it to aseries of Jenbacher
generators that burnthe gas, and turn it
into electricity.’’
Mr Lordsays he needsstafftowork at
both endsofthe gas management process.
‘‘We needafieldtechnician to work in
theextractionside of the gas operation,’’
says Mr Lord.
‘‘We alsoneed atechnician with
mechanicalorelectricalqualifications
and experience to work in the generation
side of the business.
That personwill require boththe
necessary skills and areal aptitude for
working with complex machinery.’’
In addition to the opportunities to work
in the landfill,MrLord says he’s always
looking for truckand trailerdrivers.
Communities Encouraged to Give
Feedback on Government’s Housing
Intensification Changes
New laws from the Government requiring more
intense housing will soon be compulsorily reflected in
the Waimakariri District Plan.
In December 2021, the Government introduced
legislation to enable higher density housing tohelp
address housing supply issues.
The Resource Management (Enabling Housing Supply
and Other Matters) Amendment Act 2021 directs
Councils in five ofthe largest urban environments in
New Zealand to rezone and adopt Medium Density
Residential Standards (MDRS) in certain urban areas.
Theaffected areasinWaimakaririare Rangiora,Kaiapoi,
Woodend (includingRavenswood) and Pegasus.
General Manager -Planning, Regulation and
Environment, Tracy Tierney says the new standards
will allow development of up to three residential units
up to three storeys high (11m +1m for pitched roof)
per site without aresource consent.
“Council is required to adopt the density standards,
objectives and policies, meaning there is limited
scope toinfluence these standards –both by Council
and the community.
“However, your submissions on the variation are still
important and may influence the way inwhich they
are incorporated into the District Plan -we encourage
everyone toparticipate inthe process and let Council
know your views.”
Residents can make asubmission before 5pm on
Friday 9September onthe proposed intensification
rules. For more information on the Amendment Act,
the Medium Density Residential Standards and how to
make asubmission are onour website.
Council Meetings Best Practice
Review Underway
The Ombudsman recently announced they are
carrying out aninvestigation into the way councils
make decisions under the Local Government Official
Information and Meetings Act 1987 (LGOIMA).
Waimakariri District Council is one of eight councils
participating inthis investigation.
Jeff Millward, Acting ChiefExecutive says, “I thinkit’sa
goodidea and we’re happytobeapart of it because it’s
only goingtoimprove clarity and build public confidence.
Iassume we are in the mix because we areone of the
highestratedcouncils in the country.’’
“I thinkthat the Council haveagoodbalanceinplace that
manages privacy concernsand commercial sensitivity
alongside being openand transparentindecision
making. If the outcomefromthis investigationthrows
up anything of notethen we will take that feedbackon
board andadjustour practices.”
This investigation started this month and Council
staff and elected members will beworking with the
Ombudsman to provide them with awide range of
information. The Ombudsman has also requested
that elected members, staff and the public provide
feedback via aquestionnaire.
We encourage you tocomplete the survey –visit our
website for full details. The closing date for feedback
is Friday 26 August.
