well in <strong>North</strong> <strong>Canterbury</strong>.<br />

While there has been a<br />

shortage of candidates<br />

nationwide, aflood of late<br />

nominations ahead of last<br />

Friday’s 12 noon deadline<br />

kept electoral officers busy<br />

in Waimakariri, Hurunui<br />

and Kaikoura.<br />

The last minute<br />

nominations means all<br />

positions will be filled in<br />

<strong>North</strong> <strong>Canterbury</strong>’s local<br />

government elections.<br />

There will be mayoral<br />

contests in Waimakariri<br />

and Kaikoura, and most<br />

positions across the region<br />

will be contested.<br />

Waimakariri District<br />

Council deputy electoral<br />

officer Sarah Nichols said<br />

25 nominations were<br />

received before Friday’s 12<br />

noon deadline.<br />

‘‘It’s been great to see the<br />

increased interest from<br />

locals who are passionate<br />

about Waimakariri and<br />

want to serve their<br />

communities in this<br />

upcoming term.’’<br />

In all, eighty candidates<br />

will compete for 35<br />

available positions in the<br />

Waimakariri district,<br />

including mayor, 10<br />

councillors and 24 spots<br />

across four community<br />

boards.<br />

Incumbent Mayor Dan<br />

Gordon is set to face a<br />

challenge from Miles<br />

Stapylton­Smith, of<br />

Rangiora.<br />

In the Hurunui district,<br />

Mayor Marie Black has<br />

been re­elected unopposed<br />

for asecond term.<br />

nominations had been ‘‘a<br />

slow trickle’’ until alate<br />

rush in the last few days,<br />

before nominations closed.<br />

‘‘It just went alittle bit<br />

nuts. It’s the busiest I’ve<br />

ever seen it.’’<br />

Ms Woodham said there<br />

was one nomination which<br />

was only confirmed 30<br />

seconds before Friday’s 12<br />

noon, after anominee was<br />

found to be not on the<br />

electoral roll, and had to<br />

enroll quickly online.<br />

Mrs Black said she was<br />

thrilled to be re­elected.<br />

‘‘I’m looking forward to<br />

forming anew council, and<br />

taking on some of the<br />

challenges which are facing<br />

us.’’<br />

Hurunui’s South Ward,<br />

which includes Amberley,<br />

has awhopping 10<br />

nominations, while<br />

elections will also be<br />

required in the East Ward<br />

and for the Cheviot<br />

Licensing Trust.<br />

The West Ward and the<br />

Hanmer Springs<br />

Community Board have<br />

enough nominations to fill<br />

their vacancies without an<br />

election. In Kaikoura, first<br />

term Mayor Craig Mackle is<br />

facing achallenge from two<br />

mayoral hopefuls, Kevin<br />

Heays and Ted Howard.<br />

There are 14 nominations<br />

for seven vacancies on the<br />

Kaikoura District Council.<br />

Two Mayoral contests in NC<br />

Mayoralcontests are set to spur some<br />

interest in the Kaikoura and<br />

Waimakariri districts.<br />

While Hurunui Mayor MarieBlack<br />

has been re­elected unopposed for a<br />

second term, fellowfirstterm mayors<br />

Craig Mackle and DanGordon are<br />

facing challenges.<br />

In Kaikoura, Mr Mackle is facinga<br />

challenge fromKevinHeaysand Ted<br />

Howard,whileMiles Stapylton­Smith<br />

has put his name in the ringagainst Mr<br />

Gordon.<br />

Mr Heays served two termsas<br />

Kaikoura Mayorfrom 2004 to 2010 and<br />

for the last decade has worked for<br />

Environment <strong>Canterbury</strong> as the<br />

Kaikoura waterzone lead.<br />

He said he wouldbring leadership<br />

and experience.<br />

‘‘When Iwas Mayor this place was<br />

honking, but then like the restofthe<br />

countryCovid has set thingsback.<br />

‘‘So my mission is to get Kaikoura<br />

back to being the place where<br />

everyone comestovisit.’’<br />

Former councillorMrHowardsaid<br />

Kaikoura needed achange of thinking<br />

to navigate an uncertain future.<br />

‘‘I think Craig(Mackle) has done a<br />

good job, but we are verydifferent<br />

people and Ibringadifferent set of<br />

skills.’’<br />

Mr Howardwas diagnosed with a<br />

terminal illness 12 years ago and<br />

survived, which gave him afresh<br />

perspective on life and helpedhim<br />

build resilience.<br />

He has always had an interest in<br />

complex systemsand how asociety<br />

could put in place the social, economic<br />

andpolitical systems to allow people<br />

to live alonger life.<br />

Mr Mackle said he had been<br />

impressed with how well the<br />

councillors had workedwell together<br />

as ateam overthe last threeyears.<br />

He praised councilstafffor their<br />

hard work,including the successful<br />

Rutherford House executive at<br />

Rangiora High School to bring acan to<br />

school, to support the Rangiora<br />

Salvation Army Food Bank.<br />

They also turned out in civvies in<br />

support of the non­uniform day at the<br />

school.<br />

to support such awonderful cause.<br />

Rutherford is one of six houses at the<br />

school which all fundraise for a<br />

Health hub operating hours cause confusion<br />

Community leaders are scrambling to<br />

address confusion around the operation<br />

of after hours medical care in Rangiora.<br />

Waimakariri District Council staff<br />

have been left reeling from a<br />

presentation about the Rangiora Health<br />

Hub at last week’s Rangiora­Ashley<br />

Community Board meeting.<br />

Health NZ Te Whatu Ora <strong>Canterbury</strong><br />

District (formerly <strong>Canterbury</strong> District<br />

Health Board) executive director of<br />

infrastructure, Dr Rob Ojala, expressed<br />

disappointment at the consent process.<br />

Dr Ojala said the health authority had<br />

been working with its partner South<br />

Link Health Services to develop the<br />

proposed 1250m2 facility to sit alongside<br />

the existing maternity unit and<br />

community services centre at 161 Ashley<br />

Street.<br />

He said there was aconcern the<br />

council was placing an ‘‘operations<br />

restriction’’ on the resource consent to<br />

close at 10pm.<br />

Due to the issues getting resource and<br />

building consents, Dr Ojala said the<br />

project had been delayed, with<br />

construction now unlikely to begin until<br />

next year.<br />

Council staff said aresource consent<br />

had been granted for the medical facility<br />

to operate between 8am and 10pm, in<br />

line with the application from South<br />

Link Health Services.<br />

Acouncil spokesperson said some<br />

flexibility had been written into the<br />

consent to allow medical staff to<br />

continue attending to patients after the<br />

doors closed at 10pm.<br />

Staff said no building consent<br />

application has been lodged with the<br />

council.<br />

Waimakariri Mayor Dan Gordon said<br />

he and council staff were planning to<br />

meet with Health NZ to address any<br />

ongoing concerns.<br />

Waimakariri MP Matt Doocey said he<br />

was disappointed at the lack of progress<br />

in developing an after hours medical<br />

centre in Rangiora.<br />

‘‘I think the community has been more<br />

than patient with the wait.<br />

‘‘They have put up with delays due to<br />

consenting, the government’s health<br />

restructure and construction issues.<br />

‘‘I’m gutted for the community that the<br />

cost of inaction means the project is now<br />

unlikely to be completed much before<br />

the end of 2024.’’<br />

South Link Health Services is working<br />

with the Rangiora Medical Centre,<br />

which will operate the medical facility,<br />

and is tendering for providers to operate<br />

aradiology facility and apharmacy on<br />

the site.<br />

Rangiora Medical Centre general<br />

manager Mark Darvill said he<br />

appreciated the community would like<br />

24/7 medical care in <strong>North</strong> <strong>Canterbury</strong>,<br />

but it would not happen overnight.<br />

He said he was in the process of<br />

merging two medical practices into one<br />

entity ready to move on to the new site,<br />

while the Woodend Medical Centre will<br />

operate as asatellite location.<br />

‘‘Even when we move into the new<br />

facility, we will more than likely operate<br />

9­5 onday one and we will extend the<br />

hours in ameasured manner.<br />

‘‘We want to be able to provide an after<br />

hours service as quickly as we can, but<br />

we need to deliver timely and quality<br />

healthcare.’’<br />

The challenge was finding enough<br />

staff and ensuring the systems were in<br />

place to support the service.<br />

Atotal of 26 <strong>North</strong> <strong>Canterbury</strong> schools<br />

entered four person teams consisting of<br />

year 6, 7and 8pupils as they all<br />

attempted to be the fastest team solving<br />

maths questions at the <strong>North</strong><br />

<strong>Canterbury</strong> Cantamaths competition<br />

last week.<br />

Their goal was to answer all 20<br />

questions correctly, as they raced<br />

against the clock and each other to<br />

quickly decipher and solving tricky<br />

maths questions.<br />

Held at the Ohoka hall, teachers and<br />

parents looked on feeling the pain as<br />

they watched their children struggling<br />

with the questions that could be either<br />

straight maths formulas or complicated<br />

logic questions based on life situations<br />

such as deciphering how long it takes<br />

two people to read pages in abook and<br />

answer it using the 24 hour time code.<br />

The winning teams will go on to<br />

compete at the 49th annual Cantamaths<br />

tournament to be held this Tuesday at<br />

the Christchurch Arena, explore<br />

through mathematics the theme of<br />

maths in entertainment.<br />

Submission presented<br />

This week the councillors and I<br />

presented council’s submission on<br />

Three Waters to Parliament’s Select<br />

Committee which was conducting<br />

hearings in Christchurch.<br />

There have been 88,000 submissions<br />

made in total. I’m not clear of the<br />

breakdown of the numbers for and<br />

against.<br />

If it’s anything to go by in terms of the<br />

views expressed to me on adaily basis,<br />

I’d suggest the numbers would be<br />

strongly against.<br />

Last year we wrote to every ratepayer<br />

to seek their view —95% of respondents<br />

told us they oppose loss of control of<br />

their Three Water assets, and we made<br />

clear our communities’ view when we<br />

spoke to the Select Committee.<br />

Next week Iwill be presenting<br />

Communities 4Local Democracy (C4LD)<br />

submission to the Select Committee at<br />

Parliament in Wellington.<br />

C4LD is made up of 31 partner<br />

councils which came together to oppose<br />

the Government’s forced Three Waters<br />

reform, but also to present an<br />

alternative model that retains local<br />

ownership and influence.<br />

It’s not too late for the Government to<br />

turn this reform around and partner<br />

with councils to achieve abetter<br />

outcome that we can all agree on.<br />

Last week Ienjoyed attending the<br />

Kane Shield Swimming competition<br />

which was held at the Kaiapoi Aquatic<br />

Centre.<br />

Kaiapoi and has been in existence for 76<br />

years. It was great to see people of all<br />

ages participating and aprivilege to<br />

present the Kane Shield to the<br />

Swannanoa School Team.<br />

Ialso attended and spoke at the<br />

funeral of Oxford’s Brent Firkin.<br />

Brent and Ico­founded the Oxford<br />

Arts Trust that built the Arts in Oxford<br />

Gallery.<br />

It was Brent’s idea to establish an Arts<br />

Centre in Oxford, and having an interest<br />

in the arts myself it didn’t take much<br />

persuasion to see the merits of his idea<br />

and work with others to see this<br />

achieved.<br />

The Gallery has now been open for 12<br />

years.<br />

Brent became Gallery Director and his<br />

work in that role led to the gallery’s<br />

success.<br />

Arts in Oxford is widely respected in<br />

art circles both regionally and<br />

nationally. The Gallery is one of the<br />

main attractions in Oxford, and indeed<br />

the Waimakariri and wider <strong>Canterbury</strong><br />

area.<br />

Alasting legacy to Brent is the Arts in<br />

Oxford Centre. However there were<br />

many other ways Brent contributed so<br />

actively to his community. Brent, on<br />

behalf of agrateful community, rest in<br />

peace.<br />

Rural health services lacking<br />

Rural communities are suffering<br />

through alack of access to decent health<br />

services, says Rural Women New<br />

Zealand.<br />

RWNZ says it is dangerous and it is<br />

time something was done about it.<br />

‘‘The health and wellbeing of rural<br />

communities is at risk of further<br />

deterioration if something is not done<br />

soon to resolve the issues facing people<br />

who live, work and play in rural<br />

Aotearoa New Zealand,’’ says RWNZ<br />

National President, Gill Naylor.<br />

‘‘The challenges rural families face<br />

with access to health services are just<br />

about too many to list on one hand,<br />

however, afew that stand out are the<br />

lack of rural midwives, lack of rural<br />

nurses and GPs, lack of rural mental<br />

health services, delays in emergency<br />

services such as ambulances and long<br />

distances to travel for such services as<br />

allied health and cancer treatment,’’ she<br />

says.<br />

‘‘While we are pleased to see the<br />

Government commit to both awomen’s<br />

health strategy and arural health<br />

strategy –weare wanting to see resource<br />

and plans activated to ensure rural<br />

women and girls do not miss out on<br />

health needs because of their post<br />

code.’’<br />

While increasing the availability of<br />

telehealth is supported by RWNZ, it<br />

says, however this will only work where<br />

digital connectivity is fit for purpose.<br />

Glasnevin weigh<br />

bridge in spotlight<br />

Three­phase power,and extra<br />

grinding to ensure the Glasnevin<br />

weighbridge is accurate,have put<br />

the brakes on the reopening of the<br />

weighstationnear Waipara in <strong>North</strong><br />

<strong>Canterbury</strong>.<br />

Rumours haveswirled in the<br />

districtasresidents watch the slow<br />

progress on the siteand wondered<br />

when it would reopen.<br />

Some have suggested to the <strong>North</strong><br />

<strong>Canterbury</strong> <strong>News</strong> the layout is not fit<br />

for purpose because B­trains were<br />

too large to handle the turning<br />

involved in entering and exitingthe<br />

weighbridge.<br />

However, Sean Bridge,<br />

ProgrammeManager forWaka<br />

Kotahi, says B­trains can turninat<br />

Glasnevin.<br />

‘‘Theupgrade didn’tchange the<br />

layout significantly, and the only<br />

notable layoutdifference is anew<br />

inspection shed.’’<br />

Instead, Mr Bridge says, the delays<br />

in reopeninghave been caused by<br />

the needfor three­phasepower for<br />

the codeofcompliance, where there<br />

is asix­week delay,and alsothe<br />

aligning of boththe WakaKotahi<br />

and Police auditsofthe weigh<br />

bridge.<br />

Theserequiredarevisit and<br />

additional grinding by Higgins<br />

Construction, to ensure it is as<br />

accurate as possible.<br />

Mr Bridgesays the survey of the<br />

weighbridge facility is ahighly<br />

exacting process to ensure that the<br />

freight industry is treated fairly as<br />

part of Waka Kotahi’s regulatory and<br />

safety oversightofthe essential<br />

industry.<br />

Since20<strong>18</strong> around $8 million has<br />

been spent updating thesite to meet<br />

the needsofthe truck fleet.<br />

This includes the inspection<br />

building which is part of the Higgins<br />

contract, and the high­speed data<br />

collectionsysteminstalled in the<br />

highway, plus the electronic sign<br />

installation builtbyDowner in<br />

20<strong>18</strong>/2019.<br />

The old set­upatthe Glasnevin<br />

weighbridge couldnot accurately<br />

weigh some wide loadsthat were<br />

plyingthe <strong>North</strong> <strong>Canterbury</strong><br />

highway.<br />

Information supplied to the <strong>North</strong><br />

<strong>Canterbury</strong> <strong>News</strong> fromNZTA says in<br />

ordertoupgrade the Glasnevin<br />

facilitytodeal withthese wider,<br />

heavier loads, the concrete platform<br />

in whichthe weigh scale is placed<br />

was replacedwith awiderplatform.<br />

The cost of this wider platform and<br />

anew wider weighbridge came to<br />

around$350,000.<br />

The weighbridgeweighs heavy<br />

vehicles axlebyaxle as theytravel<br />

at 5km/h across it and the concrete<br />

platform has to be constructed to<br />

very accurate tolerances (+/­1.5mm)<br />

to ensure weighing is accurate.<br />

These tolerances are tighterthan<br />

normalconcrete slabs, and usually<br />

require some grinding of highspots<br />

on the curedconcrete to achieve<br />

these tolerances –work that is now<br />

comingtoanend, says NZTA.<br />

Outstanding work recognised<br />

Awish to givesomething back to her<br />

community has led to Tricia de Haan,<br />

receivingaVolunteering <strong>Canterbury</strong><br />

award.<br />

The award is in recognition of Tricia’s<br />

‘‘outstandingvoluntary effortand<br />

contributiontothe community’’ during her<br />

work in theIHC Volunteer Friendship<br />

Programme.<br />

In February1984 Tricia suffered a<br />

serious brain injuryinacar crash andwas<br />

unconscious in hospital for 41/2 weeks<br />

before facing along recoveryperiod.<br />

Tricia realisedhow preciouslife is and<br />

wanted to do ‘‘something of value,<br />

something good’’with therest of her life.<br />

She visited the Rangiora IHC office and<br />

applied to be avolunteer.<br />

Tricia wanted to walkher dog and<br />

support afriend. Initiallyshe was matched<br />

with agroup of adults with an intellectual<br />

disability, but moved to volunteering for<br />

the IHC Volunteer Friendship Programme<br />

in 2014, when the one­to­one friendship<br />

programme was introduced.She has been<br />

matched withthe same friend since. The<br />

programme linksadults with intellectual<br />

disabilities withafriendthey canconnect<br />

with in aone­to­one friendship. Tricia,<br />

from Woodend,was matched with Stephen<br />

Crozier,ofRangiora. They meet weekly<br />

and have becomegreat friends.<br />

Tricia has had severalbad falls in recent<br />

times.<br />

She fractured her knee,broke her toe,<br />

and dislocated her shoulderwhich<br />

damaged her ligaments so she needed<br />

surgery. Despite beingunable to drive,<br />

Tricia still wanted her regularmeetings<br />

with Stephen. Christchurch and <strong>North</strong><br />

<strong>Canterbury</strong>IHC volunteer co­ordinator,<br />

DianaShoppeehelped her achieve that.<br />

‘‘It was reallyspecial to see her friend's<br />

Feedback sought on urban rules<br />

The Waimakariri District Council is<br />

seeking feedback on new urban housing<br />

rules.<br />

The passing of the Resource<br />

Management (Enabling Housing Supply<br />

and Other Matters) Amendment Act 2021<br />

has directed the council to adopt<br />

medium density housing for the<br />

district’s main urban areas.<br />

As aresult, the council is notifying<br />

variation 1and 2tothe proposed<br />

Waimakariri District Plan, which was<br />

notified in September last year.<br />

The changes will affect Rangiora,<br />

Kaiapoi, Woodend (including<br />

Ravenswood) and Pegasus.<br />

There would be aheight limit of 11<br />

metres (plus 1m for apitched roof)<br />

‘‘The council is required to adopt the<br />

density standards, objectives and<br />

policies, meaning there is limited scope<br />

to influence these standards –both by<br />

council and the community,’’ Ms Tierney<br />

said.<br />

‘‘However, your submissions on the<br />

variation are still important and may<br />

influence the way in which they are<br />

incorporated into the District Plan.<br />

‘‘We encourage everyone to<br />

participate in the process to let the<br />

council know your views.’’<br />

Ms Tierney said there was still some<br />

scope for the council to deem some<br />

areas as ‘‘inappropriate’’ for<br />

intensification.<br />

This included ‘‘parts of Kaiapoi that<br />

have been identified as potentially<br />

having anatural hazard risk due to<br />

flooding’’.<br />

‘‘We would appreciate local intel as<br />

well,’’ she said.<br />

Public drop­in sessions will be held in<br />

Rangiora, Kaiapoi and Woodend/<br />

Pegasus to give the community the<br />

opportunity to talk to planners.<br />

Council staff expected to notify the<br />

summary of submissions to the proposed<br />

District Plan later this year.<br />

Hearings on the proposed District<br />

Plan and variations 1and 2are likely to<br />

be held at the same time next year.<br />

Lead in seal killing<br />

Asolid lead into who killed 19 fur<br />

seals in Kaikoura last year is being<br />

pursued by the police.<br />

Department of Conservation (DOC)<br />

Principal Compliance Officer Jeff<br />

Hall says DOC is working with police<br />

in investigating aline of inquiry after<br />

receiving information recently.<br />

Mr Hall says DOC still needs more<br />

help from the public, and reiterated<br />

its plea to the community to come<br />

forward with information, however<br />

insignificant they think it may be, as<br />

investigators continue efforts to find<br />

those responsible.<br />

‘‘We are grateful for the information<br />

we’ve received and while that’s<br />

encouraging, we can’t be certain of the<br />

outcome at this stage.’’<br />

Information from the public has<br />

always been important to identifing<br />

whoever was responsible for killing at<br />

least eight seals.<br />

Mr Hall says DOC staff believe other<br />

people in the community can<br />

corroborate the recent information<br />

received, and further information<br />

from residents could prove vital.<br />

‘‘DOC and Te Runanga oKaikoura<br />

are deeply concerned about the<br />

callous killing of legally protected<br />

native fur seals and we hope with<br />

public help we will be able to identify<br />

and prosecute those responsible and<br />

hold them to account,’’ says Mr Hall.<br />

The Marine Mammals Protection<br />

Act includes aclause limiting the<br />

timeframe in which someone can be<br />

charged to one year from the date of<br />

the offence.<br />

Mr Hall says DOC is keen to see a<br />

charge laid before time runs out.<br />

The penalties for harassing,<br />

disturbing, injuring or killing a<br />

marine mammal under the Marine<br />

Mammals Protection Act 1978 are up<br />

to two years imprisonment or afine of<br />

up to $250,000.<br />

Kaikoura Police on 105 and quote file<br />

Lights, cameras, action! And nothing<br />

happens.<br />

Picture the scene: the director of<br />

photography peering intensely through<br />

the camera, the soundie hovering<br />

overhead, the director holdingher<br />

breathand the actors eagerly waitingfor<br />

their cues.<br />

Looking like an Attenborough nature<br />

scene,the crew crowded aroundthe<br />

kitchen toaster and waited as yet again<br />

nothing happened.<br />

It didn’t pop on cue,the lead actor<br />

didn’tscreamand the director once<br />

again yelled CUT!<br />

The crew fell around laughing, just<br />

another funny moment in the Oxford<br />

Area School’s mad­cap48hour long short<br />

film challenge.<br />

Director Casey Anderson(17) says the<br />

weekend was full of laughs as she and<br />

her teamraced against the clock to<br />

script, shoot and edit ashort filmfor 48<br />

Hours,New Zealand’s largestannual<br />

guerrilla film making competition. It was<br />

started in 2003 with just 44 teams<br />

competinginAuckland only.<br />

Now in its 20thyear, it has spread<br />

nationwide with 555 teams of student and<br />

adult aspiringfilm makers competing to<br />

produce their masterpieces in just48<br />

hours,from Friday evening untilSunday<br />

evening.<br />

They chose agenre from avery small<br />

and definedset of ideas, build ascript<br />

aroundtheircharacters,and then shoot,<br />

edit and upload it for the regional<br />

competitions.<br />

If lucky, their entry will make the<br />

national final and Sir Peter Jacksonwill<br />

personally select three special wildcard<br />

films from all the entriestoalso appear<br />

‘‘I asked around if anyone wants to join<br />

me and all these greatpeoplefrom the<br />

other drama classesresponded. It was so<br />

much fun, there was alot of laughing, a<br />

lot of screamingand yet somehow we<br />

managed it all,’’ said Casey.<br />

and crafts, as the 89th annual<br />

Woodend Spring Flower Show is<br />

held from 1pm to 4pm.<br />

Exhibitors from as far field as<br />

Leeston, Christchurch and Rakaia<br />

are expected to join local <strong>North</strong><br />

<strong>Canterbury</strong> entrants to show off their<br />

daffodils in the open, intermediate<br />

and novice classes.<br />

There will also be classes for other<br />

spring flowers, fruit and vegetables,<br />

preserves, baking ,handcrafts, and<br />

The owners of the Sefton Service Centre<br />

are celebratingamilestone thismonth.<br />

Robbie andJudy Bruerton have owned<br />

the <strong>North</strong> <strong>Canterbury</strong> business,inthe<br />

heart of the rural township,for 50 years.<br />

Robbie andJudy bought thebusiness in<br />

the highprofilesite in 1972.<br />

There has beentrials and tribulations<br />

overthe pastfivedecades, butthe<br />

businesshas remained afocalpointofthe<br />

community,withaloyaland diverse<br />

customerbase.<br />

‘‘Some have been withusforever,<br />

othersare thirdgeneration,’’ theysay.<br />

Robbie andJudy hadowned the<br />

Blacksmithupthe roadfor five years<br />

offeringabroad rangeofservices to<br />

farmers, before buyingthe garage.<br />

Theybuilt the business up overthe<br />

years andbusinesswas brisk.But all that<br />

changedin1990 when it burnt to the<br />

ground after ahanginearby sent up<br />

sparkswhichlandedunderthe<br />

corrugatediron of the workshop. With<br />

LPG on site,and other flammable<br />

material around, thegarage went up in a<br />

spectacular fashion.<br />

Robbie andJudy were not deterred.<br />

Theyset up shop down theroadinthe old<br />

PostOffice, now ahairdressers,and<br />

moved the workshop intoashedina<br />

paddock,whiletheywaited to rebuild.<br />

Ayearlater everything wasback on<br />

site, anditwas business as usual.<br />

However, in September2008,Shell<br />

WINTER DRIVING –<br />

WHY DO INEED<br />

TO SLOW DOWN?<br />

With the change in seasons comes changeable conditions<br />

on our roads and while early morning frosts might be<br />

an anticipated result after overnight low temperatures,<br />

drivers need to be aware that conditions can combine to<br />

create hazards at other times of the day also.<br />

Council contractors start inspecting roads from around 5am<br />

checking where areas of ice may be present and laying grit<br />

where needed.<br />

However grit only improves friction by about 15% so you only<br />

have around 40% of dry road skid resistance says Council’s<br />

Roading and Transport Manager, Joanne McBride.<br />

“Where possible drivers should drive onthe grit, not in the<br />

wheel tracks, to maximise its effectiveness.”<br />

Ice can form quickly atany time of the day so when temperatures<br />

are lowassume the road will be slippery and reduce your speed.<br />

Black ice can’tbeseen so you won’t know until you hit it.<br />

Areas that are prone to icing over are inspected first, but<br />

sometimes temperatures can cause ice to form in areas where<br />

it normally wouldn’t or appear later than it usually does.<br />

Bridge decks are often one of the first areas to ice up and<br />

extreme care should be taken.<br />

Drivers can reduce the likelihood of risk by reducing speed<br />

as well as maintaining asafe following distance to the car<br />

in front.<br />

Stretches of road that have high hedging on the northerly side<br />

or are in valleys can have icy conditions all day as aresult of<br />

little or no sun.<br />

Sunstrikeisalso amajor riskfor drivers at this time of the year.<br />

“Making sure your car windows are clean, inside and out, and<br />

that you have agood visor or sunglasses to help minimise the<br />

glare is important,” Joanne says.<br />

Some key tips for driving to the conditions include:<br />

• Check your vehicle is winter-ready – tyres are in good<br />

condition and at correct pressure, windscreen wipers are<br />

clean and work well, windscreens, windows and mirrors are<br />

clear of ice and moisture<br />

• Reduce your speed<br />

• Allow extra time for your journey<br />

• Leave more space between you and other vehicles<br />

• Make sure you have your headlights on in fog and low light<br />

• Avoid braking or accelerating suddenly<br />

• Pay attention tosignage with warnings of ice and grit<br />

• Familiarise yourself with what technology your vehicle<br />

does or doesn’t have such as Antilock Braking System<br />

(ABS) and know the correct way tooperate your vehicle in<br />

all conditions<br />

Soroptimist turned outwithspadesin<br />

handtoplant the trees to commemorate<br />

Soroptimist’smilestone.<br />

Soroptimist NC donatedthe trees.<br />

Soroptimist is an internationalwomen’s<br />

service organisationand has been<br />

meeting in Rangiora for over 50 years.<br />

It has an ethos of friendship and<br />

supportamong members.<br />

Soroptimist’smission is to empower,<br />

educateand enable women and girlsto<br />

achieveindividualand collective<br />

potential.<br />

The local group contributes to the<br />

community by fund­raisingtosupport,<br />

educate andadvocate on behalfofwomen<br />

provided astrong influencefor her latest<br />

exhibition of paintings.<br />

Retrace is acollection of 20 landscapes<br />

featuring rural scenes mostlyinHurunui<br />

and Waimakariri,including Maukatere,<br />

MountGrey from Onepunga Road,anoil<br />

painting on hessian, and Bales on the Hill,<br />

Brueres Road,also an oil painting on<br />

hessian.<br />

‘‘This exhibition is arelook at the<br />

landscapeinHurunui and Waimakariri,’’<br />

Cheriene says. ‘‘Iget so much inspiration<br />

there.Itisafabulous areaand Ifeel very<br />

Cheriene graduated withaBachelor of<br />

Spring events calendar begins this weekend<br />

and all the wonderfulvolunteers, course<br />

the help of many fabulous people,’’ she<br />

says.<br />

This weekend at the Eyreton Pony Club,<br />

the first event on the JohnJones Steel Ltd<br />

Eventing <strong>Canterbury</strong>Spring Events<br />

calendar kicks off at the Mandeville Sports<br />

Centre.<br />

The two day event willhost215 entries<br />

competing over three disciplines —<br />

dressage, cross country and showjumping.<br />

Riders hail from allover the South<br />

Island —from Nelson to Invercargill.<br />

The OxfordArea Schoolteachersays<br />

her love for helping out at eventsispartof<br />

her giving back to the sport she has loved<br />

for over20years.<br />

‘‘I started riding at aged 5, then at age 17<br />

Itook on the job of the Eventing<br />

<strong>Canterbury</strong> events secretary,arole Ihave<br />

held now for 10 years.<br />

done, she worksonthe organisation of<br />

The dressageand showjumpingwill be<br />

heldonSaturday,<strong>August</strong> 20.<br />

After aquickchange the cross country<br />

event will kickoff early on Sunday<br />

morning.<br />

eventsand Covidover the pastcouple of<br />

years.<br />

‘‘Eventing <strong>Canterbury</strong> has worked<br />

closelywith officials to make things<br />

happen duringthe different stageswhich<br />

we, as riders, have greatly appreciated.’’<br />

She said competitors attending this<br />

weekend event can expect awell designed<br />

cross countrycoursewhich will challenge<br />

them, and also boastsawater jump in the<br />

mainpaddock at the sports centre.<br />

Thisweekend, Woodend Beach Horse<br />

Riding is hosting abeginners‘Have aGo'<br />

at cross countryridingthrough the forest.<br />

The first day will be raised trotpoles and<br />

the second day will be cavalettis ­nothing<br />

scaryorhigh. The course is aloop in the<br />

Woodend Forestwhichisflat.Acouple of<br />

horses will be availabletohire for anyone<br />

who doesn't have their own.Each day costs<br />

$35, or $60 if you wouldlike to do both.<br />

Horsehire is an extra $25.<br />

Cheviot Equestrian Grounds<br />

Incorporated are agroupofkeen<br />

equestrians, raising funds to revitalise the<br />

area knownas‘the old tennis courts’ at the<br />

Cheviot Showgrounds. Their project is to<br />

build an all weather surfaced arena that<br />

can be utilised by all members of the<br />

community, for bothequestrian and other<br />

activities. They are runningraffles and<br />

quiz nightsatthe Cheviot Trust Hotel until<br />

Brakes could be put<br />

on town speedsters<br />

Alittle known rule change could<br />

pave the way for speed limit changes<br />

in towns across New Zealand.<br />

The Waimakariri District Council<br />

will decide at its September meeting<br />

whethertoask Waka KotahiNew<br />

Zealand Transport Agency to reduce<br />

the speed limit on Oxford’s Main<br />

Street, between BurnettStreetand<br />

Bay Road, from 50kphto40kph.<br />

This was made possible by anew<br />

Land Transport Rule signed off by<br />

Transport MinisterMichael Wood in<br />

April.<br />

The Oxford­Ohoka Community<br />

Boardgave its supporttothe<br />

proposalearlier this month.<br />

‘‘We have looked at it fairly<br />

seriously for the last five years,’’<br />

boardchairperson Doug Nicholl<br />

said.<br />

‘‘There’salot of older people in<br />

Oxford who won’t crossthe street<br />

because the traffic is too fast.’’<br />

He said it showed the power of<br />

localrepresentation, as Oxford<br />

residents have been asking for the<br />

speedlimit to be changed for a<br />

number of years.<br />

The council had previously<br />

rejected aproposal to reducethe<br />

speedlimit to 40kphasrecently as<br />

December last year.<br />

This decision followed aperiodof<br />

consultation with the community.<br />

At the timecouncilstaff cited the<br />

cost of around $450,000tomake the<br />

necessary infrastructure and traffic<br />

calming changes.<br />

Route, making it abusyroad for<br />

trucks and traffic passing through.<br />

said the new Land Transport Rule<br />

The Land Transport Rulefor the<br />

Setting of Speed Limitsstates under<br />

clause2.6 that councils could seek<br />

the approval of the WakaKotahi<br />

director to set aspeedlimit,<br />

provided it has consulted with the<br />

community.<br />

Signage, roadmarking and<br />

upgrades to the pedestrian crossings<br />

will still be requiredtosupport a<br />

40kph speed limit,atanestimated<br />

cost of $58,000.<br />

‘‘We now havethe ability to make<br />

that decision and we’ve had an<br />

indication that Waka Kotahi will<br />

look favourably on the speed limit<br />

change,’’ Mr Gordonsaid.<br />

Trail ready toride<br />

The Rakahuri Trail along the Ashley<br />

River is now officially 8.8kms long.<br />

The latest four kilometres were opened<br />

at afunction onsite on Sunday by<br />

Environment <strong>Canterbury</strong> general<br />

manager field operations, Nick Daniels.<br />

He praised the work undertaken by<br />

ECan staff, park rangers and engineers,<br />

who had designed and constructed a<br />

series of new ramps over flood levees and<br />

created anew loop track designed for<br />

mountain bikers, hikers and runners<br />

travelling in one direction only.<br />

The track extension was also<br />

supported by the <strong>North</strong> <strong>Canterbury</strong><br />

Cycling Club whose treasurer Stuart<br />

Wilson said they were keen to help ECan<br />

develop more tracks close to Rangiora.<br />

The Society for the Prevention of<br />

Cruelty Animals (SPCA) has<br />

opened an opportunity shop in<br />

Rangiora.<br />

The new shop,at 3/199 High<br />

Street, is alongside two high­end<br />

fashion boutiques, Molto Bella,<br />

and TAD.<br />

The staff are thrilled with the<br />

``phenomenal’’ support they<br />

have received since opening.<br />

‘‘We have been blown away by<br />

the positive response we have<br />

had,’’ says the SPCA Shop<br />

manager Abbey Borland, whose<br />

15­month old Jack Russell,<br />

Poppy, has been ahit with<br />

customers during her visits to the<br />

shop.<br />

The staff were greeted with a<br />

long queue of customers waiting<br />

to get into the new store on<br />

opening day and trade has<br />

remained busy since then.<br />

‘‘We sell practically<br />

everything,’’ Abbey says.<br />

That includes, abig range of<br />

women’s, men’s and children’s<br />

clothing, shoes, handbags,<br />

children’s toys, cushions, books,<br />

jewellery, curtains, linen, pots,<br />

cutlery and glassware.<br />

So much stock has been sold<br />

more is needed.<br />

‘‘We have had some lovely<br />

donations and they are always<br />

welcome,’’ Abbey says.<br />

Mr Cleary saidwhile there<br />

had been major rain eventsin<br />

the past, climate change was<br />

having an impact.<br />

‘‘Aswith allflooding issues,<br />

climate change willhave an<br />

impact over time.Wehave<br />

experienced extremelyhigh<br />

rainfall over thepastyear,<br />

particularlyduring themonth<br />

of July.<br />

Optimism grows for cereal crops<br />

The country’sarable sector appears to be<br />

on aroll according to national media<br />

reports, withproduction reportedly<br />

increasing by 30 percent in the pastthree<br />

years.<br />

withthe operator of thelargestcereal<br />

breeding programme in the country also<br />

looking forwardtogrowth and expansion.<br />

Luisetti Seeds’ VincentLuisetti says it<br />

is lookinggood afteracouple of years of<br />

up and downs in themarket.<br />

He sayslast year, notenough wheat was<br />

planted.<br />

‘‘Sowingswerebacksomewhere<br />

between30and 40% and combined witha<br />

terribleharvest and very wet weather,<br />

produced poorquality and lowwheat<br />

yield from farmers, creating bigshortages<br />

in the country.<br />

‘‘TraditionallySouthIslandwheatstays<br />

hereand onlyavery little specialist<br />

wheat makes it waynorth for milling,<br />

while the<strong>North</strong>Island importsmost of<br />

their wheatfrom Australia.<br />

‘‘Upuntilacouple of years ago 270,000<br />

tonneswent intothe <strong>North</strong> Island for<br />

flour milling while100,000tonnes was<br />

grown in theSouthIsland.<br />

‘‘But last yeartherewas only about<br />

60,000tonnes harvested here, and that<br />

created abig shortagearound the<br />

country.<br />

‘‘Inthe pastthe South Island also<br />

imported abit of Aussiewheat formilling,<br />

but as aresult of ourcereal breeding<br />

programmedevelopments, we have been<br />

South Island has becomepretty much<br />

self­sufficient in wheat production.<br />

conflict,which impactson28% of the<br />

globaltraded wheat, hasn’thad too much<br />

of an effectyet on NewZealandasall our<br />

imported wheat comes from Australia.<br />

‘‘But Australiahas accesstoawider<br />

globaldistribution network andbecause<br />

of demandfromEurope they havepushed<br />

pricesup.’’<br />

Mr Luisettisaysitwould be nice to grow<br />

morewheat and send it to the <strong>North</strong><br />

Island, but unfortunatelythe high<br />

transportation costs made this<br />

uneconomical.<br />

majority of wheat for milling wheat<br />

‘‘Butthisisbalancedbyhugeincreases<br />

in fertiliser,fuel and labour costs.’’<br />

Mr Luisetti says theoutlook remains<br />

very positive for theindustry, despite<br />

recent weather events.<br />

wheatinthe country and it hadtobe<br />

natural coloured, undyed, handknitting<br />

yarns, also stocksawide arrayofknitting<br />

accessories, patterns and finished<br />

garments.<br />

It is designed for people to immerse<br />

themselves in raw fleeces,yarn, wool<br />

products and fashion.<br />

Wellknown company, Black Hills NZ,<br />

founded by long­term resident Beverley<br />

Forrester,isbehindthe venture<br />

showcasing its fashion,home<br />

furnishings, and yarns in the barn, for<br />

which Beverley has become known<br />

nationally and internationally.<br />

celebration will be held on Saturday,<br />

Finals loom for Rangiora hockey teams<br />

as the end of season nears.<br />

Last year's Mid Week Women's<br />

Division 1champions, the Rangiora<br />

Hurunui Hares finished regular season<br />

in second place, so face Carlton<br />

Redcliffs White in their semi final this<br />

week.<br />

The Hares have aone win, one loss<br />

record against the second Carlton team<br />

but were hoping to right the record and<br />

prevent an all Carlton final.<br />

Rangiora's Mighty Mid Week Men kept<br />

its hopes of finals glory in the Division 1<br />

Mid Week competition alive with an<br />

upset win over Southern in their semi<br />

final clash at Nga Puna Wai.<br />

After aheavy loss to the same team<br />

just three weeks ago, Rangiora was long<br />

odds to make the final, but the team put<br />

in their best performance of the season<br />

to stun Southern 6­3. Rangiora took the<br />

early lead and built on it with regular<br />

goals before Southern kicked into life<br />

late to pull it back but in the end their<br />

efforts were too little to late.<br />

After winning the Division 2<br />

competition last year the top Rangiora<br />

Mid week team will now have the chance<br />

to go one better by winning the Mid<br />

Week Division 1competition when they<br />

play HSOB/Burnside next Monday night.<br />

The Rangiora Jets will be playing<br />

Hornby in the final of the Division 2<br />

Platinum boys competition this Sunday<br />

after winning their semi final in a<br />

penalty shootout against Waikirikiri.<br />

the Kate Valley landfill, says <strong>Canterbury</strong><br />

WasteServices (CWS) regional manager<br />

RangiLord.<br />

‘‘TheKomatsu bulldozeristhe third big<br />

toy we’ve purchasedrecently,’’ says Rangi<br />

Lord.Itjoins aKomatsu40­tonneexcavator<br />

and an Astra8­wheel drive Italian­built offroad<br />

truck used to hoist and transport<br />

containers intothe landfill.<br />

‘‘These are seriously impressive<br />

machinesthat require equally seriousand<br />

motivated drivers.’’<br />

The arrivalofnew vehicles means CWS is<br />

oftenlookingtofind more suitably qualified<br />

stafftooperatethe machines. Aminimum<br />

requirement is for people who have<br />

experience with‘wheels, tracksand rollers’<br />

and heavy truckoperations.<br />

‘‘Ourcurrent staff are experiencedand<br />

dedicated to workingwith these machines,<br />

and that’swhatwelook for in new recruits,’’<br />

says Mr Lord.<br />

Extensive training is providedonall<br />

machinery, and depending on people’s<br />

skills they can become more specialised<br />

as operating these machines requires<br />

Employment opportunities are also<br />

beingcreated by the landfill gas produced<br />

when organic wastedecomposes in the<br />

landfill.<br />

‘‘Thegas is extracted from the landfill<br />

through areticulation system that<br />

delivers it to aseries of Jenbacher<br />

generators that burnthe gas, and turn it<br />

into electricity.’’<br />

Mr Lordsays he needsstafftowork at<br />

both endsofthe gas management process.<br />

‘‘We needafieldtechnician to work in<br />

theextractionside of the gas operation,’’<br />

says Mr Lord.<br />

‘‘We alsoneed atechnician with<br />

mechanicalorelectricalqualifications<br />

and experience to work in the generation<br />

side of the business.<br />

That personwill require boththe<br />

necessary skills and areal aptitude for<br />

working with complex machinery.’’<br />

Waimakariri <strong>2022</strong> Election<br />

Candidates Revealed<br />

Eighty one candidates are now confirmed for the<br />

<strong>2022</strong> Waimakariri local body elections with two<br />

nominees vying for the mayoralty.<br />

Alate run ofnominations were received before the<br />

deadline of midday Friday 12 <strong>August</strong> meaning there<br />

are candidates running for all available positions<br />

across Council and Community Boards.<br />

Atotal of 81 candidateswill compete for35available<br />

positions–of which there is one mayor, 10 Councillors<br />

and 24 spots acrossfourcommunity boards.Deputy<br />

ElectoralOfficer, Sarah Nicholswas pleased to seea<br />

high level of interest fromcandidates.<br />

whoare passionate aboutWaimakaririand wantto<br />

servetheir communities in this upcomingterm.”<br />

Voting documents willbedeliveredfrom 16 September,<br />

which is when Special Voting and Early Processing<br />

will begin.<br />

Election Day is on Saturday 8October, voting will<br />

close at midday.<br />

All enrolled voters can cast avote for their preferred<br />

Mayoral candidate. Councillorsand Community Board<br />

members will be elected by voters from the wards<br />

they are seeking torepresent.<br />

Communities Encouraged to Give<br />

Feedback on Government’s Housing<br />

Intensification Changes<br />

New laws from the Government requiring more<br />

intense housing will soon be compulsorily reflected in<br />

the Waimakariri District Plan.<br />

In December 2021, the Government introduced<br />

legislation to enable higher density housing tohelp<br />

address housing supply issues.<br />

The Resource Management (Enabling Housing Supply<br />

and Other Matters) Amendment Act 2021 directs<br />

Councils in five ofthe largest urban environments in<br />

New Zealand to rezone and adopt Medium Density<br />

Residential Standards (MDRS) in certain urban areas.<br />

Theaffected areasinWaimakaririare Rangiora,Kaiapoi,<br />

Woodend (includingRavenswood) and Pegasus.<br />

General Manager -Planning, Regulation and<br />

Environment, Tracy Tierney says the new standards<br />

will allow development of up to three residential units<br />

up to three storeys high (11m +1m for pitched roof)<br />

per site without aresource consent.<br />

“Council is required to adopt the density standards,<br />

objectives and policies, meaning there is limited<br />

scope toinfluence these standards –both by Council<br />

and the community.<br />

“However, your submissions on the variation are still<br />

important and may influence the way inwhich they<br />

are incorporated into the District Plan -we encourage<br />

everyone toparticipate inthe process and let Council<br />

know your views.”<br />

Residents can make asubmission before 5pm on<br />

Friday 9September onthe proposed intensification<br />

rules. For more information on the Amendment Act,<br />

the Medium Density Residential Standards and how to<br />

make asubmission are onour website.<br />

Council Meetings Best Practice<br />

Review Underway<br />

The Ombudsman recently announced they are<br />

carrying out aninvestigation into the way councils<br />

make decisions under the Local Government Official<br />

Information and Meetings Act 1987 (LGOIMA).<br />

Waimakariri District Council is one of eight councils<br />

participating inthis investigation.<br />

Jeff Millward, Acting ChiefExecutive says, “I thinkit’sa<br />

goodidea and we’re happytobeapart of it because it’s<br />

only goingtoimprove clarity and build public confidence.<br />

Iassume we are in the mix because we areone of the<br />

highestratedcouncils in the country.’’<br />

“I thinkthat the Council haveagoodbalanceinplace that<br />

manages privacy concernsand commercial sensitivity<br />

alongside being openand transparentindecision<br />

making. If the outcomefromthis investigationthrows<br />

up anything of notethen we will take that feedbackon<br />

board andadjustour practices.”<br />

This investigation started this month and Council<br />

staff and elected members will beworking with the<br />

Ombudsman to provide them with awide range of<br />

information. The Ombudsman has also requested<br />

that elected members, staff and the public provide<br />

feedback via aquestionnaire.<br />
