On behalf of our residents, welcome to the Village

of Coxsackie!

Coxsackie was founded in the 1600’s and in 1775

signed its own Declaration of Independence.

That independence and drive to do things on its

own continues to this day. Our symbol is an Owl

and Coxsackie is “Hoot of the Owl” named by the

Indians who settled here. On summer nights you

can hear them calling throughout the Village.

Coxsackie is experiencing a renaissance, with

people relocating to here, a renovated park, new

restaurants, an event center and a hotel in mid-

2022 all in the downtown waterfront area.

We continue to maintain our Village as safe,

friendly and family minded community and

maintain our small-town charm.

Welcome to the Village of Athens, Greene

County, New York’s first incorporated village!

Initially settled in the late 17th century, the

Village of Athens sits on the west bank of the

Hudson River, directly across from the city of

Hudson. Historically, our village was a thriving

hub for shipbuilding, brick making, ice

harvesting and pottery.

Today, the Village of Athens boasts historic

charm and architecture, an award-winning craft

brewery and a boutique hotel with riverfront

dining. Take a stroll through our historic district

and you’ll find a vibrant, yet peaceful village.

Our cultural center always has top-notch art

on display and here you can shop for antiques,

wine and spirits and gourmet goods

without ever starting your car. Our Riverfront

Park, once the site of the Kadin Brothers pocketbook

factory, is the perfect place to relax

with a picnic and snap some photos of the

Hudson-Athens Lighthouse. And on summer

Fridays, it comes to life with our acclaimed

concert series.

In 2020, the Village of Athens was designated

a “Tree City” by the Arbor Day Foundation and

we’re proud of our laid-back, parklike

Massive undertaking

seeks to save

beloved lighthouse

ATHENS — For more than a century,

the Hudson-Athens Lighthouse

has been a beacon for

passing ships, and a focal point

of local history.

Now, the lighthouse, which sits

in the Hudson River midway

between Athens and the city of

Hudson in Columbia County, is

in need of a little TLC.

A lot of TLC, as it turns out.

The Hudson-Athens Lighthouse

Preservation Society is undertaking

a multi-million-dollar

restoration project to save the

structure that first went into operation

in 1874 guiding vessels

through the shipping channel.

“The lighthouse is an icon —

can you imagine looking at the

Hudson River and the lighthouse

isn’t there?” Carol Gans,

president of the Hudson-Athens

Lighthouse Preservation

Society, or HALPS, said.

The restoration project is in two

phases. Phase 1 involves restoring

the lighthouse itself, and

Phase 2 is a massive long-term

project to reinforce the foundation

beneath the building,

which sits on pilings that are

driven deep into the riverbed.

The project will be a multi-year

process, said Kristin Gamble,

who is spearheading the lighthouse’s

capital campaign.

“Phase 1 includes a lot of the

necessary repairs to the infrastructure

of the lighthouse itself,

such as replacing the roof,

the doors, windows, gutters

and downspouts, the cistern

and a new stairway to the lighthouse

from the water, and various

things like that,” Gamble

said. “The lighthouse has moisture

seepage in it. Living in the

middle of the Hudson River is a

tough time in the winter and it

takes a toll on the structure, so

we are starting with that. However,

Phase 2 will be a bigger

project, which is basically all the

underwater work that needs to

be done.”

in early 1873 and was completed

the organization’s website. It

was a manned lighthouse guiding

passing ships around the

Middle Ground Flats in the middle

of the river until the 1950s,

when it was automated and no

longer needed to be manned.

The last lightkeeper family to

operate and live at the lighthouse

was the Brunner family

of Athens.

Over the years — dating back to

the 1800s — the scouring of the

underwater pilings by churning

water and river sediment unsettled

by passing ships has taken

“The lighthouse is not on land

or on rock, although it looks

like it is,” Gamble said. “The

lighthouse is on pilings and

of some of the pilings in 2008,

but there is much more that has

happened to the underwater

environment since then. There

is a shipping channel that goes

right by the lighthouse on the

Hudson side of the river and

it’s deep and there are some

very big ships that go through.

All that activity has done a lot

of scouring on the underwater

part of the lighthouse, so we

need to make a decision on

how to fix that.”

HALPS recently received a

$500,000 grant from the New

York State Office of Parks, Recreation

and Historic Preservation

to cover much of the Phase

1 restoration, and the group

is in the process of raising the

$180,000 matching funds in

order to receive the grant, Gamble

said.

It is unclear how much Phase 2

will cost, but at this point that

is a long-term goal expected

to cost several million dollars,

which would likely come from

government grants and charitable

groups that support

lighthouse and historic preservation,

but any donations are

welcomed.

“Our objective and wishes

would be to do what we are

calling the 100-year fix, in other

words to do a bang-up job on

this underwater restoration,”

Gamble said. “It is a lot of money

— we don’t yet know how

much because we don’t have an

exact budget yet. We are working

on that at this point, but it is

multi-millions.”

The organization conducted

a LIDAR study to evaluate the

condition of the structure’s

foundation. LIDAR — Light

Detection and Ranging — is a

remote sensing method that

uses light to measure elevation

underwater, according to the

National Oceanic and Atmospheric

Administration.

The LIDAR study provided a 3D

model of what is in the river beneath

the lighthouse.

“The lighthouse sits on 200

wooden pilings and when it was

built, those pilings were driven

into the river mud and the

foundation was built on them,”

said Van Calhoun, chairman

of the Lighthouse Renovation

Committee. “Over the years, the

Phase 2 is a long-term goal.

The group is currently working

on raising the $180,000 for the

matching state grant to get

Phase 1 — restoration of the

lighthouse itself — started. Calhoun

said Phase 1 work could

begin by the end of this year

and be completed by 2024.

While erosion of the pilings is

ongoing, the lighthouse is not

at immediate risk of sinking,

but the damage will only grow

if nothing is done, Calhoun said.

“It’s not going to collapse today

or tomorrow. If we did nothing,

over the long term the river

will continue to scour, some of

the piers on the corners of the

blocks will become compromised,

the blocks will sag and

there would be cracking in the

building itself when that happens,”

Calhoun said. “On the

building itself, if we didn’t take

care of the brickwork, the windows,

the gutters, the roof and

keep the water out, that is the

first thing that would destroy

the building, so we’ve got to

take care of its current cracked

condition and get it sound

so when this new foundation

comes up underneath, it is going

to have a sound building.”

“Fifteen years from now, if we

did nothing, it could be in really

rough shape,” he added.

The project seeks to do more

than preserve the lighthouse,

Gamble said.

“We want to restore the lighthouse,

but the real objective is

to eventually have more public

access to the lighthouse,” Gamble

said. “Right now, it is somewhat

limited and we really want

to make the lighthouse have a

future impact on communities

on either side of the river. While

everybody loves the lighthouse,

they mostly just look at

it and not too many people get

out there. We want to make it

much more accommodating to

the public and also for educational

purposes for the schools.”

The lighthouse will celebrate

its 150th anniversary in 2024,

and HALPS’s goal is to complete

Phase 1 of the project by that

time, Gamble said.

“The lighthouse gives you a flavor

of the Hudson Valley that

you don’t get anywhere else. It’s

really quite inspiring,” Gamble

said. “It is well worth saving because

it is an icon of our part of

the Hudson Valley.”

water has progressively undermined the

lighthouse and scoured beneath the lighthouse,

especially the shipping channel. It’s

so bad it has pulled monster stones bigger

than Volkswagons away — some of the pilings

are exposed, and if they are exposed

to water, that is when they get exposed

to oxygen and they deteriorate. We have

to cover those back up and then contain

them somehow.”

A decision has not yet been made on how

to protect the pilings from water and oxygen

damage, but the committee is considering

its options.

“We will probably do it with a curtain wall,

which is steel pilings around the lighthouse,”

Calhoun said. “That is a massive

COXSACKIE — The waterfront community

of Coxsackie has long benefited from the

Hudson River that hugs its shoreline, and

this summer the park that is its jewel will get

new luster.

In the fall of 2021, Gov. Kathy Hochul announced

a $3.2 million renovation project

that will revitalize the park and the Coxsackie

State Boat Launch.

Work has been ongoing for months and is

The Coxsackie park is the first of

several such projects designed

to improve access to the river

and spur economic development

by encouraging tourism in

waterfront communities.

“The Upper Hudson River Estuary,

a 60-mile stretch of the Hudson

River from Albany to Kingston,

is a globally significant

ecological and recreational asset,”

Hochul said when she made

the project announcement in

September. “The Hudson Eagles

Recreation Area offers the opportunity

to create a destination

unlike any other, a water-based

linear park that will draw more

people to the Hudson River and

better connect communities to

the waterfront and waterway

travelers, starting with the village

of Coxsackie.”

In April renovations at Riverside

Park were well underway, with

the frame of the open-air pavilion

already up and construction

workers on lifts completing the

roof. The park has been closed

to the public since the project’s

announcement in September

2021, but should be up and running

by May, in time for the return

of late spring and summer

outdoor events.

The open-air pavilion will host

the weekly Coxsackie Farmers

Market and other special

events. The renovation project

will also bring new trees, landscaping

and seating to the park,

improved bike and pedestrian

trails between the river and

downtown area, and new sidewalks.

The old basketball court —

which was dismantled at the

start of the project in the fall

— is being rebuilt and new signage,

including signs for boaters

using the launch, will also be

added.

The boat launch itself is being

completely rebuilt with new

floating gangways and docks

to make launching from the site

easier. A new kayak launch that

is compliant with the Americans

with Disabilities Act will make

access to the river easier for all,

and space is being added for

transient boat tie-ups.

The environment hasn’t been

forgotten — renovations also

include a new boat wash station

to reduce the spread of aquatic

invasive species, a rain garden

to control stormwater, an electric

vehicle charging station and

LED lighting fixtures, according

to the governor’s office.

are also planned

at other Hudson River boat

launches, including at Riverfront

Park in neighboring Athens.

Other boat launches included in

the initiative include Schodack

Island State Park, Crailo State

Historic Site and Hudson State

Boat Launch, which will all receive

upgrades and expanded

access in the future.

our upstate communities and

the overall economic and environmental

vitality of our region.

I am thrilled that this project is

moving forward so this beautiful

stretch of land and river can

continue to be enjoyed by our

Greene County community for

years to come.”

The project will benefit the community

in many ways, Assemblyman

Chris Tague, R-102, said.

“This project is a welcome one

that will increase the utility and

enjoyability of the Coxsackie

State Boat Launch and Riverside

Park for families throughout the

region and make it more resilient

to wear and tear so that

future generations can continue

to enjoy all it has to offer,” Tague

said. “I am particularly excited

about the addition of a pavilion

that will give the park a greater

ability to host farmers markets

and other special events, giving

the community opportunities to

come together and see what local

farmers, craftsmen and businesses

have to offer.”

The Coxsackie project is part

of the NY Parks 100 initiative, a

$440 million capital investment

over four years to address overcrowding,

promote visitation by

underserved communities, enhance

local recreation and tourism,

and protect environmental

and historic assets, according to

the state.

COXSACKIE — A tiny gem of a church on

Mansion Street in Coxsackie can trace its roots

back to the enslavement period of the 1850s.

Bethel African Methodist Episcopal Church,

123 Mansion St., is the oldest surviving church

building in the village and was founded by

former enslaved people, historical records

show.

The church received a historical marker from

the William G. Pomeroy Foundation in 2021

honoring its place in local history.

The blue and yellow historical marker, which

can be seen in front of the church, reads:

“Bethel AME: This African Methodist Episcopal

congregation was established in 1853 by free

Bronck is a common — and historical

— Dutch family name in

Coxsackie. Benjamin Bronck was

enslaved and enslaved people

commonly took the name of their

slavers.

“It looks like Benjamin Bronck was

born to Maria, who was ‘owned’

by Leonard Bronck,” Deubert said

at the time. “These people, who

were all African-American, were

founders and trustees, and they

had Dutch names because people

in Coxsackie had slaves. I had

never really thought about that

before.”

The Rev. Shirley Whitlock has

been the beloved pastor at Bethel

AME Church for the past 10 years

and said the church continues to

have an impact on its congregation

and community to this day.

“We have a food pantry that we

run and we never stopped during

COVID — we ran it all the way

through COVID, Tuesdays and

Thursdays, and it is still running,”

Whitlock said. “We also support

the local elementary school with

school supplies every year and

we do Thanksgiving for the community

every year.”

The congregation is a devoted

one, with some families worshiping

at the church for generations.

“Spiritually, the church is second

to none,” Whitlock said. “It’s a family-oriented

church. It is really, really

a family church.”

nights and some church members

have been attending worship

services for decades.

“I have some members that are

in their 80s and this is the church

they have been in all their lives,”

the pastor said.

Because there are many elderly

parishioners, the church has

not held in-person worship services

since the beginning of the

COVID-19 outbreak in 2020, but

as the church has done for the

past 166 years, it has persevered

— and discovered new opportunities

to serve the broader community

far beyond Coxsackie’s

borders.

“We are still doing our services

by Zoom because we have an

older congregation, but Zoom is

working for us because we have

people from Las Vegas, from New

Jersey, from Florida, that join us

on Zoom,” Whitlock said. “Some

of these people lived here before

and have moved on, but because

of the virus we have been on

Zoom, so they have been able to

come back with us.”

The hope is to reinstate in-person

worship services for Easter this

year, but even if that happens, the

opportunity to attend services

will not be lost to long-distance

congregants.

“Once we go back into the

church, I am going to continue

using Zoom,” Whitlock said.

Bethel AME Church in Coxsackie

is not only the oldest surviving

church building in Coxsackie, it is

the oldest Black church in Greene

County.

It was a response to the racial

discrimination and intolerance

African-American individuals experienced

at the time.

“When officials at St. George’s

MEC (Methodist Episcopal

Church) pulled Blacks off their

knees while praying, FAS (Free

African Society) members discovered

just how far American

Methodists would go to enforce

racial discrimination against African-Americans,”

according to the

website. “Hence, these members

of St. George’s made plans to

transform their mutual aid society

into an African congregation.”

The African Methodist Episcopal

Church now has membership in

39 countries on five continents.
