Appeal claims off-licence was<br />

granted under ‘apparent error’<br />

to grant an off-licence to Super Liquor Woolston. ​<br />

A WOOLSTON resident<br />

has lodged an appeal against<br />

the decision to grant an offlicence<br />

to a liquor store in a<br />

“vulnerable” area.<br />

The appeal came after police,<br />

the medical officer of health, and<br />

a group of concerned residents<br />

failed to stop Super Liquor’s<br />

application on Ferry Rd.<br />

The store is located in a level<br />

9 deprived area, and there are<br />

now 13 off-licences within<br />

2km. The New Zealand Index<br />

of Deprivation ranges from one<br />

to 10 and measures the level of<br />

socioeconomic deprivation for<br />

areas.<br />

Last month, the Christchurch<br />

District Licensing Committee<br />

granted G & B Private Ltd an<br />

off-licence application to trade<br />

between 8am-11pm daily.<br />

One of the objectors, Paul<br />

McMahon, has submitted<br />

an appeal to the decision,<br />

requesting the Alcohol<br />

Regulatory and Licensing<br />

Authority either refuse the<br />

application or remit back to the<br />

committee for rehearing.<br />

The appeal claimed the<br />

DLC erred by deciding the<br />

new owners met the extended<br />

suitability.<br />

the applicant’s understanding<br />

of harm in this vulnerable community<br />

was limited.<br />

The applicant, Sukhwant<br />

Singh Brar, only had experience<br />

in farm management and freight<br />

contracting, she highlighted.<br />

As noted in the hearing: “Williams’<br />

view is that in no way<br />

would such experience prepare<br />

the applicant for operating an<br />

off-licence in a vulnerable community.”<br />

She also raised a concern<br />

about the sale of high-alcohol<br />

single products, which Brar had<br />

chosen to sell at a low price.<br />

During the first visit to the<br />

store – which has been operating<br />

under a temporary licence for 14<br />

months – the licensing inspector<br />

Anneke Lavery found a bucket<br />

of single-sale beers on sale for $2<br />

each. The store also had an offer<br />

of three Baltika beers for $10<br />

fortnightly at the time.<br />

Lavery “felt the applicants<br />

would not be doing the same<br />

again.” She also referred to this<br />

as a “learning experience.”<br />

However, counsel for McMahon<br />

Dr Grant Hewison said<br />

there was no room for a learning<br />

experience in such an environment.<br />

When he asked if the offer<br />

of three Baltika cans for $10<br />

was socially responsible in a<br />

deprived area, Super Liquor<br />

franchise manager Paul Webster<br />

responded with “possibly not –<br />

no.”<br />

The appeal also claimed the<br />

DLC relied on an “apparent<br />

error” in its decision-making.<br />

As noted at the hearing,<br />

counsel for the liquor store Peter<br />

Egden said if the new licence<br />

would not be granted, the base<br />

licence held by the former owner<br />

would remain.<br />

However, the base licence<br />

of the liquor store already<br />

expired a month prior to the<br />

hearing. Neither the objectors<br />

or the counsel were aware of the<br />

expired licence.<br />

Said Hewison: “There was a<br />

big assumption at the hearing<br />

that if the applicants are not<br />

granted a licence, the store will<br />

still be there.<br />

Financial burden for childcare centre<br />

RECENT STORMS added a<br />

further burden to a communitybased<br />

childcare centre that is<br />

already in $50,000 debt.<br />

Last week, the main feature<br />

of the playground at Education<br />

Child Care Centre – a willow<br />

tree with built-in treehouse and<br />

flying fox – was split by a storm.<br />

Matenga said the centre had to<br />

cordon off the tree and half of<br />

the playground.<br />

“We’ve had a quote of $3445 to<br />

make the tree safe but it requires<br />

further work to strengthen it and<br />

to anchor the flying fox again,<br />

which will probably mean an additional<br />

few thousands.”<br />

For the past two years, this<br />

Dallington-based centre has<br />

been cutting off its spending on<br />

maintenance services, including<br />

lawn mowing services.<br />

Webb-Matenga said staff have<br />

taken turns to mow the lawn.<br />

“When things around the<br />

centre need to be repaired or<br />

replaced, we don’t have the finances<br />

to draw on and get done.<br />

We have to be very frugal.”<br />

ECCC was not eligible for any<br />

Government Covid-19 grants,<br />

including the wage subsidy. During<br />

lockdown, this non-profit<br />

centre waived all parents’ fees.<br />

As the centre remained paying<br />

teachers a full wage and relief<br />

teachers over the past two years,<br />

it has accumulated a debt of<br />

$50,000.<br />

Webb-Matenga, who has been<br />

at the centre for 20 years, said it<br />

has always run close to deficit,<br />

but it has never been in debt like<br />

this before. Her main concern is<br />

that the centre might not be able<br />

to provide financial assistance to<br />

families in the future.<br />

“We’ve always tried to support<br />

our whānau whenever we can.<br />

If families struggle to provide<br />

basics like school uniforms and<br />

food, we will do what we can to<br />

help,” she said.<br />

On top of access to basic necessities,<br />

the centre also reduces or<br />

waives fees for struggling families.<br />

“But these are sort of things<br />

we would no longer be able to<br />

offer now that we don’t have the<br />

money,” she said.<br />

Once the centre could not cut<br />

any further cost, teachers could<br />

face reduced hours and potential<br />

redundancy.<br />

Webb-Matenga said that teachers<br />

have taught there for long<br />

periods, with one being at the<br />

centre since 1989.<br />

Following the annual general<br />

meeting with the parent committee<br />

last month, she told families<br />

about the financial situation.<br />

“They have all been amazing<br />

and have been bringing donations<br />

of supplies such as baking<br />

supplies, wet wipes, disinfectant,<br />

and all number of things that are<br />

needed,” she said.<br />

Its Givealittle page to repair<br />

the willow tree has also received<br />

overwhelming support from<br />

the community with more than<br />

$1200 raised.<br />

ECCC has put together a grant<br />

application to the South Island’s<br />

largest funder, the Rātā Foundation.<br />

Last year, the centre received<br />

a grant of $3000 from the<br />

foundation for its new sunshade<br />

and safe fall bark.<br />

Foundation chief executive<br />

Leighton Evans said: “We want<br />

to see equitable access for tamariki<br />

and whānau to early childhood<br />

education, particularly in<br />

communities of need.”<br />

Throughout the year, children<br />

at ECCC often join forces with<br />

Dallington locals to clean up the<br />

surrounding area.<br />

They also carry rubbish bags<br />

and gloves whenever they go on<br />

their frequent excursions to the<br />

Avonside red zone.<br />

application 20 working days<br />

before the expiry date, but they<br />

did not,” Hewison said.<br />

This prompted the DLC to<br />

grant Super Liquor Woolston<br />

a fifth temporary licence to<br />

accommodate the hearing.<br />

“But how could there be<br />

another temporary licence if the<br />

base licence already expired?”<br />

Hewison said.<br />

“It appears that the committee<br />

believed that after the base<br />

licence was expired, as long as<br />

the temporary authority was<br />

granted before that, then it can<br />

continue on.”<br />

He added: “In fact, this is an<br />

application for a brand new<br />

store, because there is no longer<br />

any underlying licence.”<br />

According to the Sale and<br />

Supply of Alcohol Act 2012,<br />

when an application relates to<br />

a premise where an off-licence<br />

is in force and seeks the same<br />

conditions, the grounds for<br />

objection are limited to the<br />

suitability of the application.<br />

Much evidence presented by<br />

the residents at the hearing was<br />

excluded, as they were identified<br />

as matters of good order and<br />

amenity of locality.<br />

McMahon said he and other<br />

objectors had lots to say about<br />

deprivation and excessive of<br />

alcohol within the community.<br />

“But we were not allowed to<br />

talk about that,” he said.<br />

Hewison said it would be<br />

a “different picture” for the<br />

application of a brand new store.<br />

The objectors can object to all<br />

criteria under section 105 the<br />

Act, including the effect of the<br />

licence on the good order and<br />

amenity of locality.<br />

In spite of statements from<br />

the medical officer of health<br />

representative and other<br />

objectors, the committee found<br />

Brar suitable to hold a licence.<br />

He and his cousin Jagroop<br />

Singh Brar, who is the other<br />

shareholder and director of the<br />

business, both have diplomas<br />

and experience in business<br />

management outside of the<br />

alcohol industry.<br />

“They have been running the<br />

bottle store without incident for<br />

some 14 months and have taken<br />

on board suggestions provided<br />

to them by the inspector in the<br />

course of regular inspections,”<br />

the committee said.<br />

The business also employed<br />

a “high experienced manager<br />

who takes an active role in the<br />

running of the business”.<br />

Sukhwant Singh Brar, the<br />

owner of Super Liquor Woolston,<br />

said the appeal has put pressures<br />

on his business.<br />

“We haven’t done any crime.<br />

We haven’t done anything<br />

wrong.”<br />

Said Brar: “We put in time<br />

and money and all that. You can<br />

imagine how much money is<br />

going into this, right?”<br />

The store is still operating<br />

under a temporary licence.<br />

Alcohol-related anti-social<br />

behaviour has been an ongoing<br />

issue in Woolston. Calls for<br />

police service in the area, which<br />

the store is located, average more<br />

than 700 a year for a 1km area<br />

for the past three years, with<br />

the last year having the highest<br />

number.<br />

In its latest meeting, the<br />

Waikura Linwood-Central-<br />

Heathcore Community Board<br />

asked the city council to<br />

investigate an alcohol ban after it<br />

received a petition from the local<br />

community.<br />

The petition, with more<br />

than 150 signatures, was in<br />

supporting for an alcohol ban.<br />

The day began with a beautiful red<br />

dawn, the sky full of vibrant colours<br />

and translucent clouds and the sounds<br />

of birds welcoming spring. The first<br />

day of <strong>September</strong> comes with the<br />

promise of spring and the hope that<br />

summer is just around the corner.<br />

The term is rushing by and many<br />

of our ākonga are working hard to<br />

complete assignments and projects as<br />

they prepare for important NCEA assessments in the senior school. Their hard work<br />

and commitment is a credit to them, their kaiako/teachers and their whānau and I<br />

know they will reap rich rewards as a result of their efforts right now.<br />

Unfortunately due to ongoing COVID and<br />

other illnesses it is becoming more and more<br />

difficult for us to staff all classes at Haeata<br />

in Term 3. It is almost impossible to find<br />

relievers due to city-wide shortages and this<br />

is having an impact on the day to day running<br />

of our kura.<br />

To try and reduce the pressure on all<br />

of our staff and ensure they receive the<br />

noncontact time they are entitled to under<br />

their employment contracts we have made<br />

the decision to move to our online learning<br />

platforms for one day only on Friday 9th<br />

<strong>September</strong> <strong>2022</strong>. All ākonga/students from<br />

Years 1 - 13 will be ‘learning from home’ on<br />

that day and will be marked as present on<br />

their attendance record. A Hail panui will be<br />

coming home with all of the details.<br />

We are excited to welcome the Education Review Office/Te Tari Arotake<br />

Mātauranga (ERO) to Haeata on Wednesday, 14th <strong>September</strong> <strong>2022</strong> for a two<br />

day visit. ERO is the New Zealand Government’s external evaluation agency and<br />

the team are coming to evaluate and report on the education and care of ākonga/<br />

students at Haeata. The purpose of ERO’s review is to give whānau and our wider<br />

school community assurance about the quality of education that Haeata provides<br />

and ākonga/students receive. The team will be keen to speak with whānau so keep<br />

an eye out for the hui times and dates.<br />

I am so proud of our Rugby League team who competed at Nationals in Rotorua<br />

last week. A long way from home they<br />

represented Haeata with pride and<br />

spirit and played well! Ākonga back<br />

here at kura watched the team on<br />

the big screen in Te Tai o Mahaanui<br />

and enjoyed the live coverage as if<br />

they were there on the sideline with<br />

the team. Our thanks to the coaches,<br />

manager and supporters who travelled<br />

with them and ensured the week was<br />

a huge success.<br />

Our Senior Year 11 - 13 ākonga/students enjoyed a night to remember<br />

at our Matariki themed formal on Friday 19th August. They all dressed<br />

to impress, and danced the night away.<br />

Our Hospitality Team did a fantastic<br />

job with Kai during the evening, we are<br />

also grateful for the whānau support<br />

we received. The makeup team had<br />

a fabulous time getting our rangatahi<br />

Funding applications<br />

open for projects<br />

that address<br />

climate change<br />

THE CITY council’s<br />

sustainability fund is now open<br />

and accepting applications<br />

for projects that help address<br />

the council’s climate change<br />

objectives and targets.<br />

Anyone can apply for funding,<br />

including community<br />

organisations, schools, social<br />

enterprises and businesses.<br />

The fund’s key objectives<br />

are to meet the challenge of<br />

climate change through every<br />

means available, to help our<br />

community understand and<br />

prepare for the ongoing impacts<br />

of climate change, benefit from<br />

a just transition to an innovative,<br />

low-emission economy<br />

and be guardians of our natural<br />

environment and taonga.<br />

“It’s awesome to see the<br />

range of ideas and projects that<br />

emerge every time we open the<br />

fund. We are lucky to have so<br />

many passionate, innovative,<br />

solution-focused groups delivering<br />

sustainability projects in<br />

Christchurch,” city council<br />

climate resilience lead Tony<br />

Moore said.<br />

“Through the sustainability<br />

fund we can encourage new<br />

ideas and support these groups,<br />

resulting in even bigger benefits<br />

for our community and environment.”<br />

Projects that have been funded<br />

previously include a car sharing<br />

network for the Little River<br />

community, setting up composting<br />

facilities in a school,<br />

a project that refurbished old<br />

laptops giving them to people<br />

in need, support for a business<br />

to establish a local plastics recycling<br />

facility, a climate coach to<br />

help reduce emissions in Lyttelton<br />

and the creation of a climate<br />

action campus.<br />

“We are keen to support<br />

projects that help reduce<br />

greenhouse gas emissions or<br />

grow community resilience to<br />

the local impacts of climate<br />

change. This time we would<br />

especially like to hear from<br />

schools, businesses and<br />

community groups who can<br />

help us reduce transport<br />

emissions, avoid waste and save<br />

energy,” Moore said.<br />

on October 31. Decisions<br />

on funding will be made<br />

in early 2023.<br />

Astrid joins beginner<br />

sailing programme<br />

THE PLEASANT Point Sailing<br />

Club launched its 102nd sailing<br />

season on Sunday with 24 boats<br />

lining up for the starter’s gun,<br />

and another six just out to enjoy<br />

the day.<br />

The race started in light winds<br />

under sunny blue skies, with<br />

these conditions prevailing for<br />

much of the race. The forecast<br />

blustery nor’wester arrived for<br />

the last third to inject some<br />

excitement for the finish and<br />

provide great stories in the club<br />

house afterwards.<br />

This season the club has<br />

revised its learn-to-sail programmes<br />

and is offering a six<br />

week course, starting on <strong>September</strong><br />

24, for those keen to give<br />

sailing a go.<br />

For those who miss this block<br />

or want extra guidance after<br />

completing it, dedicated ongoing<br />

coaching and support is planned<br />

throughout the season to ensure<br />

no-one slips through the cracks.<br />

In a new development, the club<br />

has added a Sigrid trailer sailer<br />

(Astrid) into its sailing development<br />

programme, to take the<br />

“classroom” onto the water.<br />

Astrid will be crewed by recent<br />

learn-to-sail graduates, providing<br />

real race experience under the<br />

close supervision and support of<br />

an on-board coach.<br />

Serves 4<br />

Ingredients<br />

¼ cup (60ml) sesame oil<br />

6cm piece old ginger (see Note),<br />

skin on, sliced<br />

6-8 chicken thigh fillets, cut in<br />

half<br />

1 tsp salt<br />

1 tsp caster (superfine) sugar<br />

1 tsp light soy sauce<br />

1 Tbsp Shaoxing wine<br />

Steamed rice, to serve<br />

Directions<br />

Heat the sesame oil in a wok or<br />

a frying pan over medium heat,<br />

add the ginger and stir-fry until<br />

fragrant.<br />

Add the chicken pieces and<br />

stir-fry until they start to brown,<br />

4-5 minutes.<br />

Add the salt, sugar, 2½ Tbsp<br />

water and soy sauce and stir.<br />

Cover and allow to simmer for<br />

7-8 minutes.<br />

Pour the Shaoxing wine over<br />

the top and simmer briefly, until<br />

the chicken is cooked through.<br />

Serve hot with steamed rice and<br />

enjoy.<br />

Note: Old ginger is spicier than<br />

regular young ginger and has a<br />

fibrous, dry texture. Find it at<br />

most Asian grocers. If you can’t<br />

source any, use regular ginger<br />

instead.<br />

Cheats egg custard tart<br />

Makes 12<br />

Ingredients<br />

Vegetable oil, for brushing<br />

2 sheets shortcrust pastry<br />

Custard<br />

⅓ cup (75g) caster sugar<br />

150ml hot water<br />

2 eggs<br />

¼ cup (60ml) sweetened condensed<br />

milk<br />

½ tsp vanilla extract<br />

Directions<br />

For the custard, dissolve the<br />

sugar in the hot water in a saucepan<br />

over low heat, stirring to<br />

make a syrup.<br />

In a bowl, whisk the eggs, condensed<br />

milk and vanilla together<br />

to combine. While whisking<br />

continuously, slowly pour the<br />

sugar syrup into the egg mixture.<br />

Strain into a jug and allow to<br />

stand until the air bubbles dissipate.<br />

Set aside.<br />

Preheat the oven to 200degC .<br />

Lightly brush a 12-hole muffin<br />

tin or 12 fluted individual tart<br />

tins with oil. Cut the pastry<br />

sheets into 12 even squares<br />

and press into the greased tins,<br />

trimming off any excess. Chill in<br />

the fridge for 15-20 minutes.<br />

Line the pastry shells with<br />

baking paper and fill with<br />

pastry weights or uncooked rice.<br />

Blind-bake for 10 minutes, then<br />

carefully remove the paper and<br />

weights and bake for another 34<br />

minutes, until golden. Set aside<br />

to cool.<br />

Reduce the oven temperature<br />

to 140degC and divide the custard<br />

equally between the shells.<br />

Bake the tarts on the lowest<br />

shelf of your oven for 20-25<br />

minutes, until the filling is just<br />

set. Remove from the oven<br />

and allow to rest for about 15<br />

minutes.<br />

Enjoy the custard tarts while<br />

they’re warm.<br />
